“The Disappointment Must Be Crushing”: ‘He’s Wanted To Be A Historically Significant Speaker’
House Speaker John Boehner (R-Ohio), who’s unlikely to face a credible opponent when he seeks another term early next year, will soon lead a massive majority. The current House GOP caucus is pretty significant, but thanks to some modest gains in this year’s midterms, Boehner will soon sit atop a party with 247 House seats, the most for Republicans since the Great Depression.
But the New York Times noted the other day that there’s uncertainty lurking behind the numbers.
[W]hat he is able to do with that power will determine whether he is remembered as something more than the House leader during a stretch of frustrating gridlock and deep partisanship.
“He’s never wanted to just be Speaker,” said Representative Tom Cole, an Oklahoma Republican and a close ally. “He’s wanted to be a historically significant Speaker.”
The quote surprised me a bit. Several years ago, before the Ohio Republican was elevated to his current post, a friend of mine who works on Capitol Hill told me, “John Boehner cares about three things: cutting taxes, playing golf, and smoking cigarettes – and not necessarily in that order.”
Boehner, the argument went, didn’t have grand ambitions about becoming a historically significant figure. He welcomed promotions and leadership posts, but it was widely assumed that he saw the stature and prestige as their own rewards. In this vision of Boehner, we see a guy who didn’t intend to leave an imposing legacy – there would be no buildings named after him following his tenure.
But Tom Cole, one of Boehner’s closest allies, suggests this perception is all wrong. This Speaker actually does care about his place in history and he wants to be seen as a success.
Which in some ways makes the last four years something of a tragedy.
If Boehner set out to be a historically significant Speaker, he succeeded in the worst possible way: Congress, at least since the Civil War, has never been quite this dysfunctional. Congress has never failed quite so spectacularly to complete routine tasks. Congress never, in rapid succession, threatened to trash the full faith and credit of the United States, then repeatedly threatened to shut down the government, following through in one ridiculous case.
The most notable aspect of Boehner’s record is a complete inability to lead his own members and govern effectively. When this Speaker manages to pass spending measures that keep the government’s lights on, much of the country considers it a minor miracle, thanks entirely to the soft bigotry of low expectations.
After four years with the gavel, Boehner’s total of major legislative accomplishments remains stuck at … zero. Simon Maloy noted yesterday, “His record of leadership to date is defined almost entirely by its reflexive opposition to the president, and in the process he’s helped turn Congress into a dysfunctional morass in which elected representatives don’t actually know how to do their jobs.”
It didn’t have to be this way. There have been any number of opportunities for Boehner to tackle real legislative initiatives – up to and including immigration reform, which the Speaker promised to act on before he broke his word – and just as many chances to sit down with President Obama to strike meaningful compromises.
But Boehner, fearful of far-right revolts and members who ignore his attempts at leadership, has generally been loath to even try. If he genuinely “wanted to be a historically significant Speaker,” the disappointment must be crushing.

“Gridlock Only Gets You So Far”: Voters Will Catch On To The Fact That The GOP Is Using Obstruction To Win Elections
There are three reasons that the Republicans pursue gridlock: ideological purity, hatred of President Barack Obama and because it helps them win elections. The first two they may be able to get over, but not the third.
Republicans discovered in 2010 that by opposing anything and everything of any consequence that Obama proposed, gridlock would ensue and the public’s anger and cynicism toward Washington would grow. Rallying around the tea party’s themes and the deep economic frustrations from the near depression, they swept out incumbent Democrats by the score.
Republican Senate Leader Mitch McConnell made it known that his number one goal was the defeat of Obama in 2012. That did not work out so well, but the Republicans quickly pivoted to 2014, where there was clearly fertile ground to elect more of their party. Part and parcel of this strategy was to not pass any meaningful legislation on immigration reform, job creation, education, tax reform or to improve America’s infrastructure and, finally, doing their very best to rally the base against anything having to do with government. The growing anger towards Washington and the party in control of the presidency – the Democrats – provided another windfall.
The difference now is that the anger which pollsters determined in 2010 created a majority for “standing up for principle” has now shifted to “it’s time to compromise, to get things done.” In short, voters want government to work and are sick and tired of the obstruction and gridlock.
Despite their efforts to shift blame, the Republicans now are boxed in, because it is pretty clear that they are the problem, not the party proposing solutions. Norman Ornstein and Thomas Mann, respected political analysts, have laid this out very clearly in their writings, including the book “It’s Even Worse Than It Looks.” So even if Republicans decide that the “shut the government” caucus led by Texas Sen. Ted Cruz should be hidden away in the basement of the Capitol, they are still confronted with many political players who believe they were elected by being obstructionists.
The goal of the Democrats, then, should be to revise and reinvigorate the plans to legislate and solve America’s problems and convince the voters that the Congress, controlled by Republicans, is once again blocking progress. When the Republican leadership is convinced that gridlock is now a losing game politically, they may actually change their behavior. Their rigid ideology and their hatred for Obama will give way to a new political reality – the public is on to them and, much like President Harry Truman in 1948, the “do-nothing Congress” label will be laid at their feet.
The Republicans have to confront these past six years and change their behavior. They will only do so only if it becomes crystal clear that the public understands and is sick and tired of their embracing of Washington gridlock.

“The Lessons Of November 1963”: People Come And Go, Strong Institutions Endure
Most of us who were alive 51 years ago remember exactly what we were doing the moment we heard that President John F. Kennedy had been shot. That day in Dallas significantly changed my perspective on the presidency and American institutions.
I had just returned to my desk at the then-U.S. Civil Service Commission when I noticed that Shirley, our office secretary, was crying. She told me why. Nothing could have prepared us for that weekend in November 1963.
How do you get your head around the news that the president of the United States has been assassinated? Killed in broad daylight on a Dallas street. A president we looked up to, the titular head of an almost mystical family who was leading us into a New Frontier. Gone. Without any warning, gone.
That afternoon, sitting in front of a TV screen and holding my firstborn, 18-month-old Rob, I joined the rest of the nation and cried. It was the first of many tear-filled moments that stretched over several days.
The scenes, the heart-wrenching scenes: the night arrival at Andrews Air Force Base, the funeral procession to St. Matthew’s Cathedral, the burial ceremony at Arlington National Cemetery.
That period of mourning was interrupted by a shocking scene in the basement of the Dallas police station: the entire nation an eyewitness to Lee Harvey Oswald’s murder by Jack Ruby.
More had happened, however, than I realized at the time.
The assassination changed expectations.
The dynamism and beauty that had come to be called the New Frontier ended. John F. Kennedy died in Dallas. But the American presidency did not die with him. The president’s heart stopped, but the nation’s never missed a beat.
At 12:30 p.m. Central Standard Time, the 35th president of the United States was assassinated. At 2:38 p.m. CST, Lyndon Baines Johnson was sworn in as the 36th president of the United States, an oath of office administered by a federal judge under the authority of the Constitution.
U.S. armed forces worldwide continued their daily troop counts, assembled in units of varying sizes, policed their surroundings, cleaned weapons and trained. The Army’s day continued to end with “Taps.”
The lights stayed on at the Capitol.
Government carried on.
That was the lesson of five decades ago: People — revered and reviled, weak and powerful — come and go. Strong institutions endure.
America remained on course in the midst of that tragedy at Dealey Plaza in downtown Dallas.
Nov. 22, 1963, teaches us that no political figure is indispensable in this country. No one person carries the nation. And it was no time for partisan politics.
That lesson needs to be borne in mind today.
What kept us on course in ’63 was respect for law and a reliance on a regular order that requires abiding by established rules and procedures, starting with the Constitution.
If ever there were a time when political encroachment or power grabs by the opposition could have developed, it was following the sudden death of a president. That did not happen.
In retrospect, we witnessed the fulfillment of George Washington’s wish for America during that sorrow-filled weekend 51 years ago. The country remained on a path which “gain[ed] time to our country to settle and mature its yet recent institutions, and to progress without interruption to that degree of strength and consistency which is necessary to give it, humanly speaking, the command of its own fortunes.”
And today? What of today’s capital? “Government shutdown,” “legacy of lawlessness,” “obstructionism,” “gridlock,” “impeachment”?

“Turning and turning in the widening gyre
The falcon cannot hear the falconer;
Things fall apart; the centre cannot hold; . . .
The ceremony of innocence is drowned;
The best lack all conviction, while the worst

“A Party In Search Of A Policy”: Republicans Don’t Seem To Want To Do Anything Except Stop Obama From Solving Problems
If anger were a legitimate substitute for public policy, Republicans would be in excellent shape in the middle of a debate on immigration. The GOP has stockpiled enough rage, fury, insults, and red-hot disgust to last a lifetime. There isn’t a shred of doubt in anyone’s mind that the entirety of the Republican Party is experiencing genuine, 100%, Grade A outrage.
What Republicans don’t have is a policy.
Or anything resembling a serious, substantive approach to the issue at hand.
A few days ago, Rep. Tim Huelskamp (R-Kan.), a strident, right-wing voice in his party on immigration, sat down with Mark Halperin, who asked what the congressman would do about the nation’s immigration challenges. Huelskamp dodged, so Halperin, to his credit, followed up, pressing the Kansas Republican to explain what he’d do about the millions of undocumented immigrants living in the United States. Huelskamp dodged again. So Halperin asked a third time, and the Republican would only say, “I want to know how many folks are here. I want to secure the border.”
It was uncomfortable to watch – the far-right congressman was clearly lost – but it was a cringe-worthy reminder that Republicans still don’t have a coherent immigration policy they’re willing to share out loud. Ezra Klein had a good piece on this overnight.
Republicans aren’t just the opposition party anymore. They are, arguably, the governing party – they will soon control the House, the Senate, the Supreme Court, most state legislatures, and more governorships. And the governing party needs to solve – or at least propose solutions – to the nation’s problems. And that means the Republican policy on immigration needs to be something more than opposing Obama’s immigration policies. It needs to be something more than vague noises about border security. […]
There are 11 million unauthorized immigrants living in the country right now. Congress allocates enough money to deport roughly 400,000 of them annually. Our policy towards the 10.6 million unauthorized immigrants we’re not deporting is that we don’t have a policy. Democrats support a path to citizenship. Republicans don’t support anything.
Quite right. There’s a striking asymmetry, not just between Democrats and Republicans when it comes to presenting policy solutions, but between Republican responsibilities and Republican intentions – they’re a post-policy party with an aversion to governing, which is a problem for a party that has been given broad authority by voters to shape policy and govern.
It’s all painfully obvious, but just as importantly, it’s playing out in real time. This week, for example, a governing party with a policy agenda would respond to White House executive actions by weighing legislation on immigration. The Republican Party, in contrast, is deciding whether to shut down the government until the White House makes the GOP feel better. If that falls short, Republicans might weigh impeachment – and perhaps publish some colorful tweets.
Ezra added, “Even if you think he’s going too far, he at least wants to solve the problem. Republicans don’t seem to want to do anything except stop Obama from solving the problem.”
The GOP wants to present itself as the grown-up party. Republicans see themselves the serious ones who can be trusted to wield power responsibly, unlike those wacky and reckless liberals.
It’d be a less laughable pitch if someone, anyone at all, could identify what the party’s position on immigration policy is.

“We Were Strangers Once Too”: President Obama Announces Executive Order For Deportation Relief
President Barack Obama on Thursday announced plans to sign an executive order sparing up to 5 million unauthorized immigrants from deportation, arguing that congressional inaction left him little choice but to use his executive authority on the issue.
In the summer of 2013, Obama noted, the U.S. Senate passed a comprehensive immigration reform bill on a bipartisan 68 to 32 vote, raising advocates’ hopes that an overhaul was in sight. But House Speaker John Boehner never brought the measure to a House vote, and Obama took Congress to task for its failure to act in his Thursday evening address. House Republicans, Obama charged, “refused to allow that simple vote.”
Until Congress moves on the issue, Obama said, the best path forward is executive action. In his speech, the president laid out a three-point plan. First, the U.S. will beef up border security and continue to focus on capturing unauthorized migrants attempting to cross into the U.S. The president will also establish incentives that will keep highly skilled immigrants in the country — a top priority for GOP-leaning business groups, Finally — and most controversially — Obama said his administration would “deal responsibly” with unauthorized immigrants already in the country.
Emphasizing that the U.S. would continue to deport immigrants deemed security threats, Obama said that he would order agencies to prioritize the most dangerous unauthorized immigrants for deportation. “Felons, not families” and “criminals, not children” would be the focus of U.S. enforcement efforts, the president said. The president referenced the nation’s immigrant history, saying, “we were strangers once too.”
The president’s plan expands the Deferred Action for Childhood Arrivals (DACA) program for those brought to the U.S. as minors; the program will no longer have an age cap. More crucially — contingent on passing a background check — parents of U.S. citizens or legal residents who have themselves been in the U.S. for at least five years will be spared deportation. That protection alone affects an estimated 4 million people.
Obama cautioned that the changes do not apply to any migrants who recently arrived in the U.S. or those who may come in the future.
The president’s invocation of executive authority on the issue drew the ire of conservative Republicans, including incoming Senate Majority Leader Mitch McConnell, who said executive action would represent a “defiance of the people.” The president is poised for a showdown with the GOP over the issue when a unified GOP Congress takes control in January.
“The actions I’m taking are not only lawful, they’re the kinds of actions taken by every single Republican president and every Democratic president for the past half century,” Obama said in his address. “To those members of Congress who question my authority to make our immigration system work better, or question the wisdom of me acting where Congress has failed, I have one answer: Pass a bill.”
Progressives cheered the president’s announcement.
“Today, parents who have lived here for years and had to constantly worry that they could be torn away from their children will no longer have to look over their shoulders. With House Republicans continuing to block immigration reform legislation in Congress, the president is taking a bold step that is fully within his authority to begin fixing the system,” said Neera Tanden, president of the Center for American Progress and a former Obama administration aide.
