“The Dumbest Affectation In Congress”: Members Making A Statement Of Their ‘Contempt For Washington’

There are a lot of stupid things members of Congress do to show the folks back home that though they moved hell and high water to get their jobs in Washington, D.C., they find everything about the place repugnant and despicable, and can’t wait to get away. But there are few pieces of posturing more inane than the decision to sleep in your Capitol Hill office as a demonstration that you haven’t gone native like all those sellouts with their apartments and closets and bathrooms.

I can see how a newly elected member might decide to sleep in her office while she gets settled and looks for a place. And being in Congress can be financially and logistically taxing, particularly for those who come from the West coast—you have to maintain two homes, and are expected to fly back nearly every weekend to shake hands at the county fair and pose for pictures at the senior center. But in the last few years it’s become de rigueur, particularly among Tea Partiers, to make a statement of their contempt for Washington by making their office their home, sleeping on a couch and showering at the House gym—and making sure that everybody hears about it. And now, according to the Wall Street Journal, female Republican members are getting into the act, and I do mean act:

Reps. Kristi Noem of South Dakota, Lynn Jenkins of Kansas and Jaime Herrera Beutler of Washington are believed to be the first congresswomen to bunk in their offices, joining the ranks of lawmakers eschewing rent and a commute for an air mattress and showers at one of the congressional gyms. Like their male counterparts, the women are forgoing beds, bathtubs and home-cooked meals primarily to save money and maximize efficiency—and for some, to also make a political point—on the four days a week they generally spend in Washington. All three previously lived in apartments, not always close to the Capitol…

Male lawmakers have been bunking desk-side for decades, a practice that surged after Republicans took control of the House in 1995 and again in 2011, after the tea-party wave. Their ranks now are thought to top about two dozen. Some lawmakers like Reps. Noem and Jenkins also say crashing in the office sends a message to constituents: They don’t plan to appear too settled in Washington.

“It was never my goal to come to DC and be comfortable,” said Mrs. Noem, a deputy for the new majority whip.

Oh, spare me. If you’re doing it because you don’t want to get too settled in Washington, then I assume you won’t be running for re-election, right? I thought so.

I’ll grant that as far as affectations go, this one certainly takes commitment. But how exactly is sleeping in your office supposed to keep you connected with the real America? What’s going to make you more “out of touch,” getting an apartment so you can have a good night’s sleep when you’re doing the people’s business, or literally never leaving Capitol Hill? Is signing a one-year lease on a studio going to suddenly make you change your views on deficit spending or tax cuts or the next trade deal? If it is, your constituents probably shouldn’t have elected you in the first place.

“A Painful Ritual”: Rand Paul, Not So Independent After All

Rand Paul is discovering that being a libertarian-ish senator with a knack for getting the press to pay attention to your sometimes slightly-contrarian views is one thing, while running for president is something else entirely. Paul has moved to paint himself as an outsider and independent thinker in advance of 2016 — but he’s now learning that taking positions that challenge even secondary elements of Republican doctrine is not going to fly.

When there’s a party consensus, a presidential candidate can only contradict it as long as no one’s paying attention. There’s no such thing as an independent-thinking presidential candidate; only one who is sticking to positions he hasn’t yet renounced, but will eventually. Ironically, it’s the GOP, whose members work so hard to characterize themselves as outsiders beholden to no one, where orthodoxy is most strictly enforced.

Paul has now been confronted with the fact that back in 2011 he proposed ending all foreign aid, which seemed like a good idea for him at the time — after all, did you know that most foreign aid goes to…foreigners?!? Egad. Foreign aid is quite unpopular, in part because people wildly overestimate how much we spend on it.

Paul’s problem: The largest recipient of foreign aid is Israel, which gets about $3 billion per year in American taxpayer money. We might want to debate whether Israel really needs that money from us. But that’s not a debate we’re likely to have any time soon, and is sure as heck isn’t a debate anyone’s going to have in a Republican presidential primary, where “supporting Israel” has become an article of dogma.

So Paul had to backtrack. He tried to argue: “I never really proposed [cutting off aid to Israel] in the past.” That could only be true under some elaborate and tortured definition of “really” or “proposed.” In fact, Paul had even made those points about Israel being able to fund itself without our help. But he won’t be saying that kind of thing anymore.

For someone who has built his political brand on being different than other Republicans — by virtue of being a quasi-libertarian and a relative newcomer to politics — this must be a painful ritual to have to enact.

Two months ago, Paul might have brushed off a question about Israel by saying vaguely that we have to look at all parts of the budget to bring down spending. But with Israel on the front pages, he has to line up behind the rest of the party and pledge to support Israel forever and in every way. If the party is genuinely divided on an issue, a candidate has some room to move; this is true of government surveillance, where Paul takes a more libertarian stance than some other Republicans. But once there’s something approaching a consensus, as there is on Israel, dissent will not be tolerated, no matter what you might have said in the past.

Almost all the 2016 GOP candidates are going to portray the race as a contest between a bunch of establishment Washington insiders and one independent outsider (who just happens to be whoever is telling you this — nearly all of them will try to make the claim). But very quickly, they will all have to jump through the same hoops and take the same pledges, even if in some cases it means renouncing their previous positions. By the time it’s over this process will make them substantively almost identical, whatever minor differences they had at the outset.

So if Rand Paul wants everyone to think he’s an independent-minded outsider, maybe he should forget about using issues to do it. Maybe he ought to get himself a ranch and a cowboy hat. It’s worked before.

“A Self-Accredited Ophthalmologist”: The Most Credible Candidate For President … Since Henry Clay

Kentucky’s annual Fancy Farm picnic is one of the state’s biggest political events, and this weekend was no exception. Rachel Kleinman had a helpful report on some of what transpired at the gathering.

But there was one quote from the weekend’s festivities from Senate Minority Leader Mitch McConnell (R-Ky.) that stood out for me. The Republican leader, who’s in a very tough re-election fight this year, reportedly had this to say about his fellow Kentuckian, Sen. Rand Paul (R-Ky.).

“I can say this without fear of contradiction: He is the most credible candidate for president of the United States since Henry Clay,” the minority leader reportedly told a county GOP breakfast earlier Saturday, a reference to the Kentucky senator who ran unsuccessfully for president in 1824, 1832 and 1844.

Sam Youngman, a political reporter for the Lexington Herald-Leader, also heard McConnell make the comment, though Youngman believes the senator probably meant the most credible presidential candidate out of Kentucky since Clay.

To be sure, Henry Clay was an accomplished public servant and an exceedingly credible presidential candidate – at different points in his career, Clay was a state legislator, a U.S. House member, a Speaker of the U.S. House, a U.S. senator, and the U.S. Secretary of State. Not too shabby.

Rand Paul was a self-accredited ophthalmologist up until four years ago, when he was elected to the U.S. Senate. To date, he has no major legislative accomplishments to speak of and he’s held no other public office.

I can appreciate McConnell wanting to say nice things about his in-state partner, but referencing Paul and Clay in the same sentence seems like a bit of a stretch.

Of courses, the fact that McConnell would even draw such a comparison in the first place speaks to a larger truth.

It’s easy to forget, but in 2010, McConnell desperately hoped Rand Paul would lose. The party establishment, including the Senate Minority Leader, enthusiastically backed Kentucky Secretary of State Trey Grayson in the GOP primary and assumed he’d win with relative ease.

That, obviously, didn’t happen, and the McConnell-Paul relationship has always been strained.

But when it comes to campaign politics, McConnell is no fool – he and his team can read a poll as easily as anyone else, and they realize that statewide, Rand Paul is far more popular than McConnell. As such, we see the Minority Leader running around making claims he almost certainly doesn’t believe, including the odd notion that Paul “is the most credible candidate for president of the United States since Henry Clay.”

As for the junior senator from the Bluegrass State, Paul apparently sees the partnership as a marriage of convenience. Earlier this year, during an appearance on Glenn Beck’s program, the host asked the senator about his McConnell endorsement. “Uhh, because he asked me,” Paul said. “He asked me when there was nobody else in the race. And I said yes.”

“Dumb And Dumber”: House Republicans Vote To Deport As Many Kids As Possible

Dumb and dumber. That’s the best way to describe two bills passed by House Republicans on Friday night. They passed a supplemental funding bill allocating about $700 million for the crisis on the border. It includes changes to current law that will make it easier to send child migrants back to Central America. They also voted to wind down the Obama administration’s Deferred Action program for young immigrants. So forget about comprehensive reform: House Republicans have settled on the “Let’s deport as many kids as possible” approach.

These two bills do not represent a coherent response to our border crisis. They reflect House Speaker John Boehner’s failed leadership as well as the triumph of immigration extremists. While these bills will have zero policy impact, the GOP will likely feel their political impact for years to come — and not in a good way.

To understand why these bills passed, let’s back up for a moment. Recall that Speaker Boehner originally wanted to vote on a border crisis bill on Thursday. But he couldn’t round up enough votes, and the bill was pulled. This was a major embarrassment for the Speaker. Amazingly, Boehner then suggested that President Obama should take executive action on immigration. “There are numerous steps the president can and should be taking right now, without the need for congressional action,” he said in a statement, “to secure our borders and ensure these children are returned swiftly and safely to their countries.”

Huh? Right now the House is suing the president for taking executive action. For the Speaker to suggest that President Obama act on his own on immigration is inconsistent and hypocritical (Does that mean he will support the president’s expected executive action on immigration?).

As it turned out, in order to get the votes for a border bill Boehner allowed a vote on a bill that would end the Deferred Action for Child Arrivals (DACA) program. Introduced by the Obama administration in 2012, DACA grants relief from deportation to undocumented immigrants brought illegally to the U.S. as children. About half a million of these young people, also known as Dreamers, have so far qualified for its protection.

In case you’re wondering, DACA has nothing to do with the crisis on the border. Although some Republicans have surmised that it caused the ongoing influx of child migrants, there is no evidence to support this claim.

Now Boehner can say that House Republicans did something on immigration before they left for the August recess. Yet this is a hollow victory, because these bills are going nowhere. The Senate would never approve them and even if they did, the president has pledged to veto them.

The anti-DACA vote, however, will have real consequences for the Republican Party. Consider that recent polling from Latino Decisions showed that 75 percent of Latino voters said that any move to dismantle DACA would make them less favorably inclined towards the GOP. Ana Navarro, a Republican strategist, tweeted that the anti-DACA vote “antagonizes Latinos, energizes Democratic base, and emboldens the GOP ‘No’ caucus.” She is right — and the GOP will be paying the price for years to come. Two hundred sixteen House members, many of whom harbor national ambitions, are now on record as opposing a policy supported by overwhelming majorities of Latino voters.

Obviously, a majority of House Republicans supported these measures — or they wouldn’t have passed. “The changes brought into this (the border bills) are ones I’ve developed and advocated for over the past two years. It’s like I ordered it off the menu,” Rep. Steve King (R- Iowa) told CQ Roll Call. The fact that the GOP position on immigration is now in sync with King, a man who once compared Dreamers to drug mules, should be alarming to Republicans concerned about their long-term viability as a national party. As disappointing as President Obama has been on immigration, these mean-spirited votes make it clearer than ever which party values Hispanic voters.

Friday’s House votes were a sad spectacle. On immigration, the GOP has taken another hard lurch to the right, and Latino voters will not soon forget it.

“The Words That Work”: Talking Points Trump Truth In Message-Driven Washington

Former congressional staffer Scott Lilly, now a senior fellow at the Center for American Progress, testified at a hearing on Capitol Hill last week that lawmakers might be able to reach a bipartisan consensus on how to improve the congressional budget process if Washington were not ruled by public relations people and message mavens.

Lilly, who served as clerk and staff director of the House Appropriations Committee before moving to the liberal-leaning think tank, suggested to lawmakers, who are considering a move from an annual to a biennial budget, that the “biggest failing of the current process is that it has truly failed to inform our citizenry as to why the federal budget is growing at such a rapid pace.”

In a commentary shortly after his testimony, Lilly added that, “The current Congressional budget process is too elaborate, too time consuming and worse off controlled by message makers instead of legislators.” (Emphasis added.)

Lilly’s words could have applied to every other issue members of Congress take up, especially health care. Had message-makers not been in control of the debate over health care reform from the get-go, our citizenry would not be so ill informed about “Obamacare.” Even that word itself was coined by message-makers for no reason other than to persuade us to think a certain way about the Affordable Care Act and to vote against any politician who supported it.

Obama had not been in office more than four months when pre-eminent pollster and message-maker Frank Luntz sent Republican politicians and operatives a 28-page document entitled “The Language of Healthcare 2009: The 10 Rules for Stopping the ‘Washington Takeover’ of Healthcare.”

This was not a policy paper. There was hardly a word about what Republicans should do to improve the U.S. health care system. It was a PR strategy for how Republicans could capitalize by using emotion-laden words and phrases to condemn anything the Democrats came up with. Keep in mind that congressional leaders and the White House were still in the process of exploring options for legislation at the time. Actual bills that Congress would ultimately vote for or against would not materialize for many months.

“This document is based on polling results and Instant Response dial sessions conducted in April 2009,” Luntz wrote. “It captures not just what Americans want to see but exactly what they want to hear. The Words That Work boxes that follow are already being used by a few Congressional and Senatorial Republicans. From today forward they should be used by everyone.”

And they were. Especially the phrases “Washington takeover” and its cousin “government takeover of health care.” They were used repeatedly even though the legislation that was enacted was based in large part on Republican proposals from earlier years.

While message-makers have plied their trade for decades to influence public policy and to help candidates win elections, I can remember a time not so long ago when bipartisanship, civil debate and compromise were possible not only in Washington but also in the state capitals.

As a young reporter, I covered politics in Tennessee when Republican Winfield Dunn was governor and Democrats controlled both the state Senate and House of Representatives. Dunn, and later Republican Gov. and now Sen. Lamar Alexander, who also served while Democrats controlled both houses, had to reach across the political aisle to get any of their policy initiatives enacted. They both succeeded by doing exactly that.

Later I covered Congress and the White House when Jimmy Carter was president, Democrat Tip O’Neill was House Speaker and Republican Howard Baker of Tennessee was Senate Minority Leader. Baker, who died last month, was a true moderate and a master at brokering compromises and getting legislation enacted. He was proud to be called “The Great Conciliator.”

Fast forward to today. Thanks to the rule of message makers, the term “moderate” and “compromise” have become descriptors Republican candidates seeking re-election fear most.

Alexander, who is running for a third term, bears little resemblance to the man who governed Tennessee in a bipartisan fashion and who was first elected to the Senate as a moderate in 2002.

Because he is facing a primary challenge from the right — Sarah Palin just last week endorsed his opponent, state Rep. Joe Carr — Alexander is trying to persuade Tennessee GOP voters that, despite allegations to the contrary, he’s a dyed-in-the wool conservative.

Undoubtedly following the advice of message-makers, he of course is running against Obamacare — and stooping to misinform the citizens of Tennessee about the law — to burnish his conservative bona fides. The Washington Post‘s fact check column awarded him “two Pinocchios” earlier this month for misleading folks with his fuzzy math and suggesting that health insurance premiums have risen 50 percent since the law went into effect. The truth is that hundreds of thousands of his constituents now have health insurance they can afford, thanks in part to subsidies made available by “Obamacare,” and that many of them couldn’t buy coverage at any price prior to the law because of pre-existing conditions.

Politicians have misled voters for as long as there have been politicians. At times, though, and not so long ago, it was not a death wish to claim to be a moderate willing to work with members of the other party. That’s hardly possible when message makers call the shots.
