“So Much For Economic Uncertainty”: Republicans Have Decided To Govern Through Series Of Self Imposed Crises
In 2009 and 2010, the single most common Republican talking point on economic policy included the word “uncertainty.” I did a search of House Speaker John Boehner’s (R-Ohio) site for the phrase “economic uncertainty” and found over 500 results, which shows, at a minimum, real message discipline.
The argument was never especially compelling from a substantive perspective. For Boehner and his party, President Obama was causing excessive “uncertainty” — through regulations, through the threat of tax increases, etc. — that held the recovery back. Investors were reluctant to invest, businesses were reluctant to hire, traders were reluctant to trade, all because the White House was creating conditions that made it hard for the private sector to plan ahead.
It was a dumb talking point borne of necessity — Republicans struggled to think of a way to blame Obama for a crisis that began long before the president took office — but the GOP stuck to it.
That is, Republican used to stick to it. Mysteriously, early in 2011, the “economic uncertainty” pitch slowly faded away without explanation. I have a hunch we know why: Republicans decided to govern through a series of self-imposed crises that have created more deliberate economic uncertainty than any conditions seen in the United States in recent memory.

Quite right. Looking back over the last two years — in fact, it’s closer to 22 months — Republicans have made three shutdown threats, forced two debt-ceiling standoffs, pushed the country towards a fiscal cliff, refused to compromise on a sequester, and have lined up even more related fiscal fights in the months ahead.
So, here’s the question for GOP leaders: where did your concern about “economic uncertainty” go? Here’s the follow-up: do you think a never-ending series of hostage standoffs inspire investors, reassure “job creators,” and improve consumer confidence?
Or is it more likely Republicans are doing the very thing they said they opposed in 2010?

“A High Tech Filibuster”: Congressional Hazing Of Chuck Hagel Was A Waste Of Time
Chris Dodd was a new, young senator in 1982, when C. Everett Koop was nominated by President Ronald Reagan to serve as the nation’s surgeon general. A lot of liberals like then-Senator Dodd didn’t like Koop, who was anti-abortion, and saw him as the embodiment of the Moral Majority conservatism they despised. Dodd, who was then in the Senate barely a year, voted against Koop’s nomination. The surgeon general was approved by the Senate anyway, 60-24.
Dodd matured as a legislator, and Koop developed into a surgeon general Democrats had not expected him to be. Despite heavy pressure from social conservatives, Koop refused to declare that abortions performed by a qualified medical doctor were bad for a woman’s health. He was a leader in the battle against AIDS—a no-brainer now, but in the considerably more conservative ’80s, when it was seen as a gay man’s disease, something of a scandal. Koop, who died this week at 96, also was aggressive in the fight against tobacco use, particularly among children.
Koop may have forgotten Dodd’s vote against him. Dodd didn’t. Years after the confirmation, Dodd wrote a letter to Koop apologizing for his “no” vote. “He did a wonderful job as Surgeon General of the country, and I voted against him over issues that I didn’t really think through very carefully. And I regretted that,” Dodd told an NBC interviewer.
Fast-forward to this week, and the world of the U.S. Senate looks much different. Threats to hold up nominees for a slew of offices, from cabinet secretary to U.S. Marshall, are appallingly common. Sometimes the filibuster threat is a means to another end, a way to pressure Democrats or the Obama administration to give in on an unrelated topic. And sometimes the holdup hinges on an argument that is difficult to defend: The nominee isn’t who the minority party would have picked, so he or she can’t have the job. It’s remarkable that anyone in the Senate could presume to tell the president who he should hire to advise him, even when the paychecks come from public funds. It would be wrong for a Democratic senator to attempt to withhold funding, say, for the payroll of a GOP colleague who hired like-minded staffers to advise him or her. So why can’t President Obama pick his own cabinet, short of selecting someone corrupt or blatantly incompetent?
Chuck Hagel has been on both sides of the equation, serving in the U.S. Senate, where he had to vote on numerous nominations, and facing a battle to be confirmed as defense secretary. Hagel is a Republican, he won two Purple Hearts in Vietnam, and served two terms in the U.S. Senate. But he was nominated by Obama, which is enough to taint any nominee in the eyes of some Republicans. They grilled him in the Armed Services Committee, which was to be expected. Some questioned whether he was anti-Semitic, based on a cheap and pejorative interpretation of comments Hagel had made about a pro-Israel lobby. And one senator, Ted Cruz of Texas, had the audacity to suggest, with zero evidence, that Hagel had received income from North Korea.
Hagel went through a high-tech, waste-of-time hazing before he was finally confirmed Wednesday evening, 58-41. In coming years, will any senator write a note of apology to the new defense secretary?

“Ending The Permanent Crisis”: These Problems Are Really Republican Problems
This has to stop.
Ever since they took control of the House of Representatives in 2011, Republicans have made journeys to the fiscal brink as commonplace as summertime visits to the beach or the ballpark. The country has been put through a series of destructive showdowns over budget issues we once resolved through the normal give-and-take of negotiations.
The old formula held that when government was divided between the parties, the contending sides should try to “meet in the middle.” But the current Republican leadership doesn’t know the meaning of the word “middle,” so intimidated by the tea party has it become.
Here is a way out of permanent crisis: President Obama should demand the repeal of all artificial deadlines and tell both houses of Congress that he won’t make further proposals until each actually passes a replacement to the sequester — not a gimmick or something that looks like an alternative, but the real thing.
With everyone on the record, normal discussions could begin, and Washington would no longer look like the set of a horror movie in which a new catastrophe lurks around every corner.
The solution to the problems of democracy is more democracy, so let both houses hold votes on all the potential remedies — on Obama’s own proposal, on packages put forward by Democrats Chris Van Hollen in the House and Patty Murray in the Senate, and on anything the Republicans care to proffer, including the sequester itself.
Let the House Republican majority show that it can come up with a substantial alternative or, failing that, allow a plan to pass with a mix of Republican and Democratic votes.
In the Senate, ditch the unconstitutional abuse of the filibuster and let a plan pass by simple-majority vote. Misuse of the filibuster is a central cause of Washington’s contorted policymaking. Let’s end the permanent budget crisis by governing ourselves though the majorities that every sane democracy uses.
The air of establishment Washington is filled with talk that Obama must “lead.” But Obama cannot force the House Republican majority to act if it doesn’t want to. He is (fortunately) not a dictator.
What Obama can do is expose the cause of this madness, which is the dysfunction of the Republican Party.
Journalists don’t like saying this because it sounds partisan. But the truth is the truth, whether it sounds partisan or not.
And a staunch conservative has succinctly explained why this problem really is a Republican problem. In an admirably candid interview Monday with Ezra Klein on MSNBC, Ben Domenech, a conservative blogger, said the new tea party Republicans in the House don’t want their leadership to sit down with Obama to talk because “they have their doubts about the ability of Republicans to negotiate any better situation.”
Read that carefully: We are in this mess because Republicans don’t trust their leaders to bargain. Domenech added that many conservatives “don’t buy this distinction between smart cuts and dumb cuts,” a distinction that is not “all that critical.” This is astonishing: Government is bad, so all cuts are more or less the same. And you wonder why we have a crisis?
House Speaker John Boehner keeps saying that the House has twice voted for ways to replace the sequester. What he doesn’t say is that those votes were held in the last Congress, so the bills are dead. If they are so good, why doesn’t the speaker bring them up again and pass them now? The answer is almost certainly that he doesn’t have the votes. If I’m wrong, Boehner can prove it by calling the question. I’m not worried.
One proposal Republicans are floating would give Obama more flexibility to administer the sequester. Thus, a party that says it can’t trust Obama enough to negotiate with him would trust him so much as to grant him exceptional power.
The contradiction is so glaring that Republicans are split on the idea, and it’s foolish anyway. As a senior administration official suggested, it’s like being told that two of your fingers will be cut off but you could choose which fingers. How is it a “concession” to ask Obama to organize the cuts he says would be a disaster?

“Pushing False Equivalencies”: The Consequences Of Misguided Assumptions
I’m beginning to think an infectious disease is spreading in the nation’s capital. Symptoms include memory loss (forgetting everything Republicans have done in recent years), blurred vision (an inability to see obvious GOP ploys), and an uncontrollable urge to blame “both sides” for everything, even when it doesn’t make any sense.
The disease has already affected pundits like Bob Woodward, Ron Fournier, David Brooks, nearly everyone on the network Sunday shows, and today reaches the editorial board of the Washington Post. Indeed, the Post‘s editors seem to have come down with an especially acute case today, as evidenced this bang-your-head-against-your-desk editorial on the sequester, which cavalierly ignores the paper’s own reporting, and demands that President Obama “lead” by somehow getting congressional Republicans to be more responsible.
You can almost feel James Fallows’ frustration.
In short the facts before us are: an Administration that has gone some distance toward “the center”; a Republican opposition many of whose members still hold the absolutist position that taxes cannot go up at all; a hidden-from-no-one opposition strategy that embraces crises, shutdowns, and sequesters rather than wanting to avert them. […]
That’s the landscape. And what is the Post’s editorial conclusion? You guessed it! The President is to blame, for not “leading” the way to a compromise.
The infectious disease — I’ll assume Fallows was inoculated and therefore immune to its effects — is leading to some kind of bizarre madness in Washington, which is getting worse. It doesn’t matter that President Obama is ready to compromise; it doesn’t matter that Republicans refuse to compromise; and it doesn’t matter that the deficit is already shrinking and that both sides have already approved $2.5 trillion in debt reduction.
What matters, victims of this disease keep telling the rest of us, is that President Obama is obligated to “lead.” Lead where? They don’t know. Lead to what? They don’t know that, either. What would leadership look like, exactly? Apparently, Obama is supposed to use Jedi mind tricks that will make people in the other party — the party that has nothing but contempt and disgust for his presidency — do what he wants them to do.
And if the president doesn’t do this, Obama is, by definition, responsible for Republicans’ opposition to a bipartisan agreement.
This is more than crazy. The media establishment’s incompetence is having a direct role in contributing to a broken and unconstructive process.
Greg Sargent gets this exactly right:
The argument now is basically that the president is the father who must make his problem children behave. Only this is worse than just a dodge. Lots and lots of people are going to get hurt by the sequester. Anyone who helps deflect blame from Republicans — in the full knowledge that they are the primary obstacle to the compromise we need to prevent serious damage from being done to the country — is unwittingly helping to enable their intransigence.
This will no doubt give headaches to those who’ve already contracted the infectious disease, but Greg is right — by blaming Obama for Republicans’ intransigence, the D.C. establishment is encouraging the gridlock they claim to find offensive.
As Jamison Foser recently asked, “When Party A is intransigent but Party B gets blamed for it, what is the likely effect on Party A’s intransigence?” Or as Michael Grunwald added today, “If you were a GOP leader, and every time you were intransigent the Beltway blamed Obama’s failure to lead, would you be less intransigent?”
Pundits obsessed with pushing false equivalencies and needlessly blaming “both sides” are convinced they’re part of the solution. They’re actually part of the problem.
Let’s not forget this thesis from Thomas Mann and Norm Ornstein — who’ve helped offer a cure to this infectious disease — published nearly a year ago, long before the current mess.
We understand the values of mainstream journalists, including the effort to report both sides of a story. But a balanced treatment of an unbalanced phenomenon distorts reality. If the political dynamics of Washington are unlikely to change anytime soon, at least we should change the way that reality is portrayed to the public.
Our advice to the press: Don’t seek professional safety through the even-handed, unfiltered presentation of opposing views. Which politician is telling the truth? Who is taking hostages, at what risks and to what ends?
The first step towards recovery from the disease has nothing to do with party or ideology; it has to do with reality and Civics 101. The media establishment is, as a consequence of this disease, forced to shout “Lead!” uncontrollably, they can at least direct it to those in a position of authority in the party that refuses to compromise, refuses to consider concessions, and refuses to consider governing outside a series of extortion strategies.

“GOP Reversion To Form”: When Did “Tax Reform” Become A Tax Hike?
One of the issues baffling non-conservatives in assessing the latest stage of the fiscal conflict in Washington is that Republicans are treating Democratic demands for loophole-closing on the wealthy exactly like it’s a tax rate increase. That’s odd, since it’s Republicans who have continuously injected loophole-closing–or as they usually call it, “tax reform”–into the debate. For years they’ve discussed it as a possible way to finance a revenue-neutral tax rate cut. Paul Ryan made it (or at least a very vague version of it) central to the math and marketing of his various budget proposals. During most of the 2012 campaign, Mitt Romney touted “tax reform” in the more traditional way, as a magic asterisk that would both limit revenue losses from the tax rate cuts he was proposing, and would also (even less plausibly) prevent his overall plan from changing the distribution of the tax burden. After the election, “tax reform” became part of the package Republicans supported as a “fiscal cliff” measure to maintain all the Bush tax rate cuts.
But Republicans have always been reluctant to talk about tax reform if it’s used for any purpose other than reducing tax rates or avoiding higher tax rates, even though conservative economists tend to support loophole-closing as an efficiency measure worth taking in isolation from rate changes.
So once the battle over tax rates ended (temporarily) with the so-called “fiscal cliff” agreement, Republicans quickly declared not just tax rates but any additional revenues as off-limits in future agreements. So even though you’d think they’d be at least as open to a tax-reform-for-entitlement-reform deal as they were for a tax-rates-for-entitlement-reform deal last year, that has not been the case. It’s tax rates that continue to drive GOP tax policies, even in the absence of any real chance that they will soon be raised or lowered.
Here’s how Jonathan Chait explains what he calls this “reversion to form:”
The answer to this piece of the mystery is clear enough: Republicans in Congress never actually wanted to raise revenue by tax reform. The temporary support for tax reform was just a hand-wavy way of deflecting Obama’s popular campaign plan to expire the Bush tax cuts for the rich. Conservative economists in academia may care about the distinction between marginal tax rates and effective tax rates. But Republicans in Congress just want rich people to pay less, period. I can state this rule confidently because there is literally not a single example since 1990 of any meaningful bloc of Republicans defying it.
What has aided the easy reversion to form, with low taxes for the rich dominating all other considerations, is the pent-up rage and betrayal John Boehner has engendered among his most conservative members. Almost nothing Boehner has done since taking over as speaker has endeared him to his ultras. Every subsequent compromise creates more embitterment, and the last few moves have provoked simmering rage.
Conservatives had to swallow a tax hike, and then swallow an increase in the debt ceiling. Boehner has, incredibly, had to promise his members that he will not enter private negotiations with Obama.
The pressure for confrontation as a method has built up to the point where seemingly no deal Boehner could reach would leave him safe.
So Republicans aren’t open to the tax reforms they’ve supported in the past, or to entitlement reforms they’ve been demanding for years (though this particular issue is complicated by the fact that they only want “entitlement reforms” if they significantly reduce actual benefits; anything else can’t possibly be a “reform”). They have truly painted themselves into a corner this time, and that’s why we are going to have a sequester followed quite possibly by a government shutdown if Democrats resist making the domestic spending part of the sequester permanent.
