“Having Trouble Hearing Women’s Voices”: Texas GOP Unleashes Political Quackery On Women’s Reproductive Rights

A few years ago, during consideration of a bill being pushed by a Republican elder in the Texas Senate, first-term Sen. Wendy Davis asked him a question about it. Rather than respond to this Democrat, this woman, the old bull replied dismissively, “I have trouble hearing women’s voices.”

No more. Even a stone-deaf old bull would’ve been jerked to attention by the clarity of Davis’ voice on June 25. Starting at 11:18 a.m., she literally stood tall for more than 11 grueling hours, filibustering a mean and demeaning attempt by extremist Republican leaders to put the state government in charge of the most personal right women have: controlling decisions about their own bodies.

Davis’ principled stand — in Texas, no less — rallied over 2,000 mothers, grandmothers, girls and others to come to the capitol from all over the state, packing the gallery in quiet witness. Quiet until 10:04 p.m., that is, when GOP leaders tried to silence her by unilaterally ruling her filibuster over.

Suddenly, the ruling Solons were startled by a high-decibel reprimand from their subjects — the gallery erupted in citizen outrage, causing chaos on the floor. Then, when the “leaders” tried to force a vote, the “followers” took charge, with jeers so loud that senators couldn’t hear themselves. With the session set to expire at midnight, panicky leaders tried to push the clock back, which led to deafening chants of “shame, shame, shame,” ultimately blocking the GOP’s brutish ploy.

Texas Republicans have already re-rigged the rules so they can get their way on another day, but they can’t escape the huge significance of this defeat. As Davis rightfully noted, while she was the one standing on the floor, “it was the ‘people’s filibuster’ that stopped (the bill)” and awakened a new movement in Texas that won’t be stopped.

Texas has long experience with animalistic approach to public policy. In 2007, a local school superintendent rejected any need for sex education classes in his district. Noting that many students there live on farms, he said, “They get a pretty good sex education from their animals.”

Guess which state is No. 1 in teen pregnancies? Yes, Texas.

And who should be the ones to make medical decisions about pregnancies? Not women and their doctors. They might choose “wrong” over the doctrine of certain religious groups. Rather, the macho Republican autocrats and theocrats who now reign over state government say they are the ones to decide such deeply personal matters. How embarrassing for these political bullies, then, to have had their repressive, extremist and dangerous anti-choice legislation derailed by … well, by women.

“An unruly mob,” cried the lieutenant governor as he fled the capitol. One GOP lawmaker tremulously tweeted that Davis, the opposition leader, was a “terrorist.” And Gov. Rick “Oops” Perry ran away to Dallas, where he whimpered that the people’s assertion of citizens’ authority was a “hijacking of the democratic process.” Odd concept: The people “hijacking” democracy.

All this from “leaders” who blatantly hijacked the rules to shut down Davis’ gutsy filibuster. In 2011, these same wimps even tried to hijack Davis’ Senate district by illegally shoving more than half of her minority precincts into neighboring districts — a racist ploy that federal judges overturned. And now Perry is trying to hijack reality, huffing and puffing that he’ll slap down the women’s opposition to his assault on their rights, because that’s “what the people of this state hired us to do.”

Get a grip, Rick. In a June poll, 63 percent of registered Texas voters said we already have plenty of anti-abortion laws on the books, and nearly three-fourths of the people (including 6 out of 10 Republicans) say such personal medical decisions should be made by women and their doctors, not by political quacks masquerading as Talibanic moral arbitrators. And 81 percent say the legislature should focus on basic economic issues wracking the majority of Texans.

Davis pointed out that far from helping the economic plight of women in the Lone Star State, he vetoed the equal-pay-for-equal-work bill recently passed by the legislature. How rude of her!

“White Sale”: The “Missing White Voter”

I’ve been writing about this for the last week in the context of Sean Trende’s analysis of ethnic and racial voting data. But MSNBC’s Benjy Sarlin has an excellent summary of the gradual but steady conversion of conservative gabbers from the belief that securing a higher share of the Latino vote is an ontological necessity for the GOP to the very, very different conviction that the GOP’s salvation lies in an enhanced appeal to the same white voters that already compose nearly all of its “base.”

After November’s stunning loss, an array of influential Republicans argued that immigration reform was the party’s best chance to claim Latino voters before they become permanent Democrats. But in a mere eight months, a counter-narrative has taken hold in conservative circles, nurtured by a shrewd group of anti-immigration lobbyists and Tea Party enthusiasts. The new argument sees immigration reform at best as a divisive distraction from the GOP’s real problem of countering “white flight” from the polls. At worst, they view it as an electoral apocalypse, a seventh seal behind which lies an unbroken line of future Democratic presidents.

Sarlin sees this “counter-narrative” largely as a backlash against “Republican establishment” voices telling conservatives something they really, really didn’t want to hear (it’s no accident that Rush Limbaugh was among the first and most consistent in rejecting the Latino Imperative proposition). But he notes that some influential figures, particularly on Fox News, have switched from one theory to another as conservative opposition to immigration reform has intensified:

[T]he anti-immigration argument appears to be gaining converts fast. On election night, Fox News anchor Brit Hume called the “demographic” threat posed by Latino voters “absolutely real” and suggested Mitt Romney’s “hardline position on immigration” may be to blame for election losses. On Monday, Hume declared that argument “baloney.” The Hispanic vote, he said, “is not nearly as important, still, as the white vote.”

Sean Hannity, a reliable bellwether on the right, has been on a similar journey since the fall. He announced the day after President Obama’s re-election that he had “evolved” on immigration reform and now supported a “path to citizenship” in order to improve relations with Hispanic voters. Hannity has now flipped hard against the Senate’s bill. “Not only do I doubt the current legislation will solve the immigration problem,” he wrote in a June column, “but it also won’t help the GOP in future elections.”

Hannity and Hume didn’t arrive at their latest destination by accident. They’re just the latest figures on the right to embrace the compelling new message that’s whipping Republicans against immigration reform while still promising a better tomorrow for the GOP’s presidential candidates.

Sarlin notes the particular role played by the highly-reputed number-cruncher Sean Trende and the influential conservative journalist Byron York (who unlike Trende has been crusading against the Gang of Eight immigration bill) in making this inherently attractive-to-conservatives argument (I’ve called it a bottomless crack pipe for the Right) respectable. Their work is particularly popular, unfortunately, among those who deliberately ignore what Trende and York say about the kind of white voters who “went missing” in 2012 and the unconventional things Republicans need to do to appeal to them:

York and Trende have some nuanced ideas about how the GOP can accomplish what Romney failed to do, many of which involve tacking left on the economy. But to the talk radio right, the main takeaway is that there are several million angry white votes ripe for the taking if the party can swing even more to the right.

White voters stayed home, Limbaugh said in May, because “they didn’t think the Republican Party was conservative enough….”

“Their idea seems to be gaining currency,” Frank Sharry, executive director of immigration advocacy group America’s Voice, told MSNBC. “Right after the election most of the conservative commentariat said they had to do something to get right with Latino voters. Now there seems to be this bizarre conversation that could only happen in the conservative bubble about how Romney didn’t win because he didn’t mobilize enough white voters.”

Underlying these claims is a belief that Romney lost because he was a blue-blooded moderate who failed to connect to conservative white voters on a visceral level. Nominate an American bad-ass in 2016 and those missing whites will reappear in a hurry.

Bingo. It’s more or less the same rationalization conservatives offered for losing in 2008, as well: a nominee too moderate for the “conservative majority” who was laboring under the false premise that his past support for comprehensive immigration reform would win him Latino support.

The bottom line here is that selling conservatives on a particularly self-serving version of the “missing white voter” theory is the easiest sale imaginable, and they are accordingly buying it like hot cakes. That’s bad news for those who favor immigration reform, and even worse news for those who dream of a political environment in which racial and ethnic conflict is not constantly lurking in the background.

“Forget The Pundits”: Red-State Women Are The Ones Fighting Toughest Battles On Behalf Of Women And They’ll Transform America

Public Policy Polling is out with a new survey showing that Texas Gov. Rick Perry has actually increased his lead over state Sen. Wendy Davis in the wake of her nationally heralded filibuster against SB 5, the draconian antiabortion legislation Perry’s trying to pass in a second special section. It should be noted that Davis isn’t even a candidate for governor at this point, so this is a theoretical matchup absent any kind of campaign.

Still, the poll numbers are likely to bolster the already strong cynicism of Texas political observers about the chance that Davis could beat Perry if she fulfilled the dream of many liberal women nationwide and ran against him next year. Similarly, most journalists dismiss the chance that Kentucky Secretary of State Alison Lunderman Grimes can knock off Sen. Mitch McConnell. But the rise of these red-state women is good news for Democrats, even if pundits say they can’t beat right-wing veterans (and national villains among liberals) like McConnell and Perry next year (and I’m not conceding that here). In most red states, the best hope for Democrats is a rising coalition of Latinos, black people, Asians, young voters and white women. Davis and Grimes could accelerate the future.

I’ve been struck by even liberal Texas reporters minimizing Davis’ chances, and suggesting that the national groundswell of support will hurt her in her home state. Writing in the New York Times, Texas Tribune reporter Jay Root reports that it “puzzles” Matthew Dowd, a former George W. Bush strategist, that Davis and her backers “are allying themselves with Hollywood actresses and handing Mr. Perry the ideological battle he so desperately needs to revive his standing — at least with the right,” Root writes.

“The best thing to do with Rick Perry is to make people laugh at him,” Dowd told Root. “If you get into a sort of ideological thing, and into a back and forth, that’s how Rick Perry survives.”

Another Texas Tribune writer, Ross Ramsey, wrote a piece headlined “For Davis, Opportunity Knocks at Inopportune Time,” arguing that the Fort Worth Democrat is little known outside her district and the state party is poorly organized to give her a statewide lift. “It’s her bad luck that she’s the fastest runner on a team that can’t seem to find its way to the track,” he writes. But then he concludes his piece by seeming to contradict it, claiming that if Davis doesn’t run now, “she’ll never have a better shot.” That’s puzzling – to follow his logic, she’d have a better shot if Democrats were better organized in a few years. So I’m not convinced anyone knows for sure that Davis can’t beat Perry.

The truth is, I’m a lifelong blue-state resident, and I don’t presume to suggest I know Texas politics better than these men. I was convinced Rick Perry humiliated and hurt himself with his laughable 2012 presidential run, where he famously forgot the agencies he wanted to cut and made sweet love to a bottle of maple syrup. Instead today he’s stronger than ever with his Texas GOP base. But I do know this: Red-state Democratic women are the ones fighting the toughest battles on behalf of women’s rights – and they seem pretty happy about the attention.

On Tuesday alone, new abortion restrictions took effect in five red states — Alabama, Indiana, Kansas, Mississippi and South Dakota – all passed by Republican legislatures and signed by Republican governors. Kansas’ new law requires abortion doctors to tell their patients right-wing lies: that an abortion puts them at high risk for breast cancer (totally unfounded by science) and that after 20 weeks, a fetus feels pain and “abortion will terminate the life of a whole, separate, unique, living human being.” Again, medical experts say neither is true. In South Dakota, women must wait 72 hours before obtaining an abortion – and weekends don’t count, which means some women will wait six days. Indiana women must undergo ultrasounds. In Mississippi and Alabama, women can no longer obtain a prescription for an early abortion drug via teleconference; they must now go to a doctor’s office. The hypocrites who claim to oppose late-term abortion are ensuring that all abortions will at least be later-term in these states.

Even as women’s votes were credited with reelecting President Obama on the national level, statehouse Republicans are restricting their rights. So national feminists and Democrats have got to turn their attention to these red states, along with purple states like Wisconsin and Ohio where Scott Walker and John Kasich are acting like they govern Mississippi when it comes to women’s rights. Ohio state Sen. Nina Turner’s decision to run for secretary of state is welcome news, in a state known for its attempts to limit voting rights (as well as its failure to elect any black Democrats statewide, ever).

We know that eventually, Texas will be a blue state. That day will arrive sooner if Latino voter turnout rises. Texas women’s groups are paying a lot of attention to the Latina vote, since Latinas are less likely than other groups to go to the polls. Young Latinas are also more likely to be pro-choice, so this is an opportunity to use this battle to make more of them voters.

At any rate, I find it encouraging to see national Democrats paying attention to Texas, with projects like Battleground Texas driven by Obama campaign veterans, most notably Jeremy Bird. Nobody expected Obama to pour money into Texas or Kentucky in 2012; the goal was to win, and there were plenty of states where he had a better chance, as well as some purple states, like Ohio, that he couldn’t afford to lose. But it’s unconscionable for national Democrats to ignore opportunities – and need – in the state that gave us Ann Richards and Barbara Jordan.

Likewise, I’d like to see national Democrats more engaged in the Grimes race. She’s gotten criticism for a lackluster announcement on Monday and her Web presence is minimal. McConnell is unpopular in Kentucky and knocking him off in 2014, while unlikely, would be a sign that Democrats will leave no state behind. McConnell’s campaign gave Grimes a favor Tuesday by releasing a bizarre autotuned ad that made fun of her name but actually served to get me to be able to type it from memory. (Oh, and they misspelled McConnell’s name in the ad.) So his team may not be the second coming of Obama 2012.

Meanwhile, the Texas battle over abortion rages on, with the Legislature expected to vote next week in the second special session called by Perry. I got into a little Twitter discussion with Matthew Dowd, after I Tweeted that he’d “trashed” the involvement of Hollywood actresses in the Times piece. “Wasn’t trashing celebrities, was just saying [Davis] only helps Perry by involving national media and celebs.” Point taken; trashing was useful shorthand in 140 characters; “dismissing” or “disdaining” would have been more accurate.

But Dowd knows Texas past and present, not necessarily its future. I’m not ready to concede that Planned Parenthood’s wrangling television stars like “Law and Order: SVU’s” Stephanie March (a Texas native), Lisa Edelstein of “House” or Connie Britton, who played Tami Taylor in the legendary Texas football series “Friday Night Lights,” are just “Hollywood” liberals who are going to drive more Texans into the arms of Rick Perry.

That PPP poll that found Davis trailing Perry also found that she’d doubled her in-state name recognition, from 34 percent to 68 percent, since January. More significant, she is now the best-liked Texas political figure among those PPP tested statewide — and the third-best-known after Rick Perry and Ted Cruz.  That’s not bad for a Fort Worth lady in tennis shoes. National Democrats are going to keep paying attention to Texas; the women of Texas deserve no less.

“There’s War On The Unemployed”: Now You Know, And You Should Be Angry

Is life too easy for the unemployed? You may not think so, and I certainly don’t think so. But that, remarkably, is what many and perhaps most Republicans believe. And they’re acting on that belief: there’s a nationwide movement under way to punish the unemployed, based on the proposition that we can cure unemployment by making the jobless even more miserable.

Consider, for example, the case of North Carolina. The state was hit hard by the Great Recession, and its unemployment rate, at 8.8 percent, is among the highest in the nation, higher than in long-suffering California or Michigan. As is the case everywhere, many of the jobless have been out of work for six months or more, thanks to a national environment in which there are three times as many people seeking work as there are job openings.

Nonetheless, the state’s government has just sharply cut aid to the unemployed. In fact, the Republicans controlling that government were so eager to cut off aid that they didn’t just reduce the duration of benefits; they also reduced the average weekly benefit, making the state ineligible for about $700 million in federal aid to the long-term unemployed.

It’s quite a spectacle, but North Carolina isn’t alone: a number of other states have cut unemployment benefits, although none at the price of losing federal aid. And at the national level, Congress has been allowing extended benefits introduced during the economic crisis to expire, even though long-term unemployment remains at historic highs.

So what’s going on here? Is it just cruelty? Well, the G.O.P., which believes that 47 percent of Americans are “takers” mooching off the job creators, which in many states is denying health care to the poor simply to spite President Obama, isn’t exactly overflowing with compassion. But the war on the unemployed isn’t motivated solely by cruelty; rather, it’s a case of meanspiritedness converging with bad economic analysis.

In general, modern conservatives believe that our national character is being sapped by social programs that, in the memorable words of Paul Ryan, the chairman of the House Budget Committee, “turn the safety net into a hammock that lulls able-bodied people to lives of dependency and complacency.” More specifically, they believe that unemployment insurance encourages jobless workers to stay unemployed, rather than taking available jobs.

Is there anything to this belief? The average unemployment benefit in North Carolina is $299 a week, pretax; some hammock. So anyone who imagines that unemployed workers are deliberately choosing to live a life of leisure has no idea what the experience of unemployment, and especially long-term unemployment, is really like. Still, there is some evidence that unemployment benefits make workers a bit more choosy in their job search. When the economy is booming, this extra choosiness may raise the “non-accelerating-inflation” unemployment rate — the unemployment rate at which inflation starts to rise, inducing the Federal Reserve to raise interest rates and choke off economic expansion.

All of this is, however, irrelevant to our current situation, in which inflation is not a concern and the Fed’s problem is that it can’t get interest rates low enough. While cutting unemployment benefits will make the unemployed even more desperate, it will do nothing to create more jobs — which means that even if some of those currently unemployed do manage to find work, they will do so only by taking jobs away from those currently employed.

But wait — what about supply and demand? Won’t making the unemployed desperate put downward pressure on wages? And won’t lower labor costs encourage job growth? No — that’s a fallacy of composition. Cutting one worker’s wage may help save his or her job by making that worker cheaper than competing workers; but cutting everyone’s wages just reduces everyone’s income — and it worsens the burden of debt, which is one of the main forces holding the economy back.

Oh, and let’s not forget that cutting benefits to the unemployed, many of whom are living hand-to-mouth, will lead to lower overall spending — again, worsening the economic situation, and destroying more jobs.

The move to slash unemployment benefits, then, is counterproductive as well as cruel; it will swell the ranks of the unemployed even as it makes their lives ever more miserable.

Can anything be done to reverse this policy wrong turn? The people out to punish the unemployed won’t be dissuaded by rational argument; they know what they know, and no amount of evidence will change their views. My sense, however, is that the war on the unemployed has been making so much progress in part because it has been flying under the radar, with too many people unaware of what’s going on.

Well, now you know. And you should be angry.

“A Congress Divided”: Overcoming The Rigid And Obstructionist Partisanship Of House Republicans

The Senate provided the country a rare and modest glimpse of bipartisanship in its 68-32 passage of the comprehensive immigration reform bill laboriously accomplished by the Gang of Eight — four Democrats and four Republicans. But overcoming the rigid and obstructionist partisanship of the House Republicans will be another matter.

House Speaker John Boehner, like a chief lemming leading his followers over a cliff, warned in advance of that Senate vote, in which 14 Republicans broke party ranks, that his flock would continue its obdurate ways on the politically explosive immigration issue.

“For any legislation, including a conference report, to pass the House,” Boehner proclaimed, “it’s going to have to be a bill that has the support of the majority of our members.” He obviously was referring to the GOP side alone, as if the House Democrats weren’t members of what senators call “the other body.”

It’s a party position that former House Speaker Dennis Hastert often insisted upon in his abbreviated tenure. It was designed to assure that the House Republicans would work their will on the full House in an our-way-or-the-highway invitation to stalemate.

Boehner in adhering to this posture endangers not only the prospect for meaningful immigration reform. He also jeopardizes his party’s political outlook in 2014 and 2016 and his own speakership. He continues to genuflect before the most conservative House Republicans, driven by Tea-Party recalcitrance, who nevertheless increasingly favor his disposal.

The 14 Senate Republicans apparently hope their support of the bipartisan compromise will ameliorate their party’s problem with Hispanic voters, so graphically demonstrated by their 70 percent vote against GOP standard-bearer Mitt Romney in 2012. But the Senate version, heavy on fattened border security but allowing a path to American citizenship for undocumented aliens, will mean little politically if their House brethren refuse to buy into key elements of it.

President Obama did not hesitate to goad the House Republicans to follow the lead of the small band of Senate Republicans who followed GOP Sens. John McCain and Jeff Flake of Arizona, Lindsey Graham of South Carolina, and Marco Rubio of Florida in getting off the naysay trail for once.

In all the Republican post-mortems after the Romney defeat, a deafening chorus was heard arguing that the party should address the wide loss of Hispanic, Asian and African-American voters in the 2012 election. Boehner, an astute and practical politician, surely got the message, but appears throttled by the Tea-Party constituency that now dominates his flock.

Until the 14 Senate Republicans cast their votes for the Gang of Eight’s immigration reform package, conservatives in both houses had at least the comfort of knowing they were all in the same boat. The challenge for Boehner, after one-third of the Senate Republican membership voted with the Democrats, is to prevent further leakage in his foundering House craft.

Obama and fellow Democrats, frustrated throughout the president’s first term by Republican congressional roadblocks, are looking to next year’s midterm elections to break the jam, expecting enhanced support from minority voters. The same elections could likewise determine Boehner’s political future if he continues to allow the most extreme elements of his constituency of the right to set a stubborn and resistant course to genuine immigration reform.

At a minimum, Boehner needs to get off his insistence that the House must and will go its own way on the issue, writing a package that can capture “a majority of the majority” membership. Such an outcome will only end in negating a rare example of Senate bipartisanship achieved in a Congress that once marked its most productive and laudatory days under both Democratic and Republican presidents.,

Last November, the Republican brand suffered a body blow with a presidential campaign that only reinforced its image as the party of the white and the well-off. The continuing fight over immigration reform can be a GOP opportunity to combat that view, but not unless Boehner and Co. seize it as their 14 Senate brethren have done.
