“Group Polarization Intensifies”: Only Hearing Praise Back Home, It’s Too Soon To Write Off The Tea Party
Don’t write the tea party’s obituary just yet. Despite historic victories over tea party extremism in Tuesday’s elections, we haven’t seen the last of tea partiers.
First, the good news. Effectiveness triumphed over extremism on Tuesday. Voters in New Jersey and Virginia elected governors who appeal to the great bipartisan middle by moving beyond partisanship to “get things done” for the people. In Virginia, even Republican leaders endorsed Democrat Terry McAuliffe because he demonstrated cooperation across the aisle, including helping to secure Democratic votes for a bipartisan state transportation bill. McAuliffe’s success in presenting himself as non-partisan is notable given that he once served as national chair of the Democratic party and recently flaunted his poor rating from the NRA.
Extremism lost out. In contrast to McAuliffe, Ken Cuccinelli focused on a divisive social agenda that was too extreme for purple state Virginia, where a full third of the voters are independents. He inflamed Latino opposition with comments that compared immigration policy to rodent extermination, and offended women by introducing legislation to make divorce more difficult and to confer “personhood” on fetuses, which experts say would have outlawed common forms of birth control, including the pill.
Cuccinelli also alienated purple state voters by pursuing an extremist social agenda as attorney general (leading the legal fight against the Affordable Care Act, investigating climate scientists, aggressively implementing anti-abortion regulations and pursuing sodomy laws). More than half of Virginia voters called Cuccinelli “too conservative” on most issues, while finding McAuliffe “just about right,” in a Washington Post poll. (Cuccinelli’s social agenda blinders prevent him from recognizing that his opposition to Obamacare didn’t help him narrow the vote gap in the days leading up to the election. His tea party allies are similarly blinded, as evidenced by our election night debate on The Kudlow Report; they remain enamored of their social agenda and don’t recognize it is divisive.)
The final straw may have been when tea party leader Sen. Ted Cruz of Texas came to Virginia to campaign for Cuccinelli. Cruz, the architect of the federal government shutdown, only served to remind Virginians of Cuccinelli’s adoration for the shutdown politics the tea party pursues – particularly damaging given how many Virginians’ livelihoods are tied to the federal government (32 percent of Virginian voters reported that their households were affected by the shutdown). Nevertheless, one cannot chalk up the Virginia results to the shutdown, since McAuliffe’s lead in the polls over Cuccinelli dates back to July, before the shutdown.
Like McAuliffe, New Jersey incumbent Republican Governor Chris Christie credibly made the case to voters that he is an effective, bipartisan leader. Christie won praise from blue state voters for his willingness to collaborate with President Obama on the cleanup after Hurricane Sandy and on an expansion of state Medicaid through Obamacare. Sure, he’s conservative (anti-choice, anti-gay marriage, anti-labor), but Christie appealed to voters as someone willing to set aside partisanship to get results – proving that a Republican can win a blue state if he prioritizes effectiveness across party lines and plays down his social agenda.
A third victory for the middle came in a special primary for an Alabama House seat, where the Republican establishment called in heavy guns and large corporate dollars to ensure mainstream Republican Bradley Byrne beat tea party radical Dean Young – proving that even conservative House districts can reject tea partiers, so long as the Republican establishment fights hard enough.
And in New York City, a populist liberal – Bill de Blasio – was heartily elected over his business-minded Republican opponent, although the real race, in this blue city, occurred during the Democratic primary.
Combine Tuesday’s losses with news of a Republican PAC to combat tea party primary candidates and national polls showing diminishing support for the tea party, and you might well think the tea party is facing a death knell. Especially when you add in the prediction by demographic pollsters that the tea party will eventually die out with the aging of its largely older supporters.
But, before you write that obituary, remember that many House Republicans who championed the government shutdown are hearing only praise back home. Given gerrymandering in 2010, most House Republicans now represent ideologically conservative districts. Only 17 Republicans represent districts that voted for President Obama in 2012. As social scientists have pointed out, group polarization only intensifies as group members reinforce each other’s views and hear fewer alternative views. And if they “live” in a conservative news bubble, then, as conservative journalist Robert Costa put it, “the conservative strategy of the moment, no matter how unrealistic it might be, catches fire.”
These House conservatives aren’t going anywhere, and they may well launch another shutdown and threaten debt default this winter. Nevertheless, Tuesday reminds us that extremism can be a liability on election day.

“America Held Hostage”: The Age Of Right Wing Republican “Government By Class” Politcal Thuggery
Welcome to America Held Hostage.
The reference is not just to the ongoing government shutdown that theoretically could be — but in all likelihood won’t be — over by the time you read this. Rather, it is also to the intransigence and extremism of the Republican Party, a brand of government-by-crisis political thuggery that made this confrontation inevitable.
And not just the Republican Party but more specifically, that collection of cranks and outliers within the party so addled by hatred of the president, so crippled by the mental disorder known as Obama Dementia, that they are incapable of rationality and reason. They are the right wing of the right wing, a walking id so fully divorced from reality that even many of their fellow conservatives are wary — and weary — of them. And these are the people who are running the show.
God bless us, every one.
This latest in a series of manufactured crises centers on the Affordable Care Act, President Obama’s landmark health care reform. It may be a good law, may be a bad law, may be (and probably is) a good law with some flaws, but one thing is certain: it is a law. Duly passed by Congress, duly signed by a duly elected president, it has survived no less than 41 votes by congressional Republicans to weaken or repeal it — not to mention a showdown in the Supreme Court. No law in modern memory has been more thoroughly or energetically challenged.
Having failed epically and repeatedly to kill it, these right-wing Ahabs now embark upon an extortionate new tack that, even for them, is astonishing in its disingenuous gall. They have blocked passage of a routine resolution to fund the government unless the health care act is defunded. Then they condemn the president because he won’t “negotiate” with them.
It’s as if a Little League team lost a big game on a critical call. They complain to the umps, they look at the instant replay, they file an appeal with the league, but the call still stands. So they take the ball and go home and say they will not play again until the other team agrees to “negotiate.”
What a crock. In that scenario as in this one, there is nothing to talk about. The problem isn’t the fairness of the process, but the inability of losers to accept the loss.
Once upon a time, a parent might have addressed the problem of children behaving like brats through the vigorous application of leather to the region of the gluteus maximus. Once upon a time, a voter might have addressed the problem of politicians behaving like brats in much the same way.
But the ability to spank legislators is largely lost. The reason in a word: gerrymandering — voting district lines drawn to insulate legislators from voters with contrary viewpoints. Lawmakers choose their own voters, are answerable only to those true believers who already agree with them. It is a system guaranteed to reward extremism and make punishing it nearly impossible.
When you cannot “throw the bums out” (congressional incumbents are re-elected at a dictatorship rate: 90 percent), the bums are free to be as splenetic as they want to be. There is no pressure to be a statesman. Indeed, statesmanship becomes a liability.
The system must be fixed. Districts should be drawn by judges or other nonpartisan entities along sensible geographic and demographic lines. No more of these crazy-shaped districts that look like Plastic Man eating spaghetti on a rollercoaster.
The stakes could hardly be higher. The full faith and credit of the United States is at risk. Yet the right wing of the right wing engages in petulance, pettiness and pique that would embarrass a 4-year-old. They will have things their way — or they will shoot the hostage.
These people seem not to understand that elections have consequences. Unfortunately for this country, obstructionism does, too.

“Our Democracy Is At Stake”: It’s Not Just Obamacare, President Obama Is Defending The Health Of Our Democracy
This time is different. What is at stake in this government shutdown forced by a radical Tea Party minority is nothing less than the principle upon which our democracy is based: majority rule. President Obama must not give in to this hostage taking — not just because Obamacare is at stake, but because the future of how we govern ourselves is at stake.
What we’re seeing here is how three structural changes that have been building in American politics have now, together, reached a tipping point — creating a world in which a small minority in Congress can not only hold up their own party but the whole government. And this is the really scary part: The lawmakers doing this can do so with high confidence that they personally will not be politically punished, and may, in fact, be rewarded. When extremists feel that insulated from playing by the traditional rules of our system, if we do not defend those rules — namely majority rule and the fact that if you don’t like a policy passed by Congress, signed by the president and affirmed by the Supreme Court then you have to go out and win an election to overturn it; you can’t just put a fiscal gun to the country’s head — then our democracy is imperiled.
This danger was neatly captured by Washington Post columnist Dana Milbank, when he wrote on Tuesday about the 11th-hour debate in Congress to avert the shutdown. Noting a shameful statement by Speaker John Boehner, Milbank wrote: “Democrats howled about ‘extortion’ and ‘hostage taking,’ which Boehner seemed to confirm when he came to the floor and offered: ‘All the Senate has to do is say ‘yes,’ and the government is funded tomorrow.’ It was the legislative equivalent of saying, ‘Give me the money and nobody gets hurt.’ ”
“Give me the money and nobody gets hurt.” How did we get here? First, by taking gerrymandering to a new level. The political analyst Charlie Cook, writing in The National Journal on March 16, noted that the 2010 election gave Republican state legislatures around the country unprecedented power to redraw political boundaries, which they used to create even more “safe, lily-white” Republican strongholds that are, in effect, an “alternative universe” to the country’s diverse reality.
“Between 2000 and 2010, the non-Hispanic white share of the population fell from 69 percent to 64 percent,” wrote Cook. “But after the post-census redistricting and the 2012 elections, the non-Hispanic white share of the average Republican House district jumped from 73 percent to 75 percent, and the average Democratic House district declined from 52 percent white to 51 percent white. In other words, while the country continues to grow more racially diverse, the average Republican district continues to get even whiter.”
According to Cook, the number of strongly Democratic districts decreased from 144 before redistricting to 136 afterward. The number of strongly Republican districts increased from 175 to 183. “When one party starts out with 47 more very strong districts than the other,” said Cook, “the numbers suggest that the fix is in for any election featuring a fairly neutral environment. Republicans would need to mess up pretty badly to lose their House majority in the near future.” In other words, there is little risk of political punishment for the Tea Party members now holding the country hostage.
Meanwhile, the Supreme Court’s inane Citizens United decision allowed a single donor, Sheldon Adelson, to create his own alternative universe. He was able to contribute so much money to support Newt Gingrich’s candidacy that Gingrich was able to stay in the Republican presidential primary race longer than he would have under sane campaign finance rules. As a result, Gingrich was able to pull the G.O.P.’s leading candidate, Mitt Romney, farther to the right longer, making it harder for him to garner centrist votes. Last month, for the first time ever in Colorado, two state senators who voted for universal background checks on gun purchases lost their seats in a recall election engineered by gun extremists and reportedly financed with some $400,000 from the National Rifle Association. You’re elected, you vote your conscience on a narrow issue, but now determined opponents don’t have to wait for the next election. With enough money, they can get rid of you in weeks.
Finally, the rise of a separate G.O.P. (and a liberal) media universe — from talk-radio hosts, to Web sites to Fox News — has created another gravity-free zone, where there is no punishment for extreme behavior, but there’s 1,000 lashes on Twitter if you deviate from the hard-line and great coverage to those who are most extreme. When politicians only operate inside these bubbles, they lose the habit of persuasion and opt only for coercion. After all, they must be right. Rush Limbaugh told them so.
These “legal” structural changes in money, media and redistricting are not going away. They are superempowering small political movements to act in extreme ways without consequences and thereby stymie majority rule. If democracy means anything, it means that, if you are outvoted, you accept the results and prepare for the next election. Republicans are refusing to do that. It shows contempt for the democratic process.
President Obama is not defending health care. He’s defending the health of our democracy. Every American who cherishes that should stand with him.

“A Different America”: Where The G.O.P.’s Suicide Caucus Lives

On August 21st, Congressman Mark Meadows sent a letter to John Boehner. Meadows is a former restaurant owner and Sunday-school Bible teacher from North Carolina. He’s been in Congress for eight months. Boehner, who has served in Congress for twenty-two years, is the Speaker of the House and second in the line of succession if anything happened to the President.
Meadows was not pleased with how Boehner and his fellow Republican leaders in the House were approaching the September fight over spending. The annual appropriations to fund the government were scheduled to run out on October 1st, and much of it would stop operating unless Congress passed a new law. Meadows wanted Boehner to use the threat of a government shutdown to defund Obamacare, a course Boehner had publicly ruled out.
Back home in Meadows’s congressional district, the idea was quite popular. North Carolina’s Eleventh District had been gerrymandered after the 2010 census to become the most Republican district in his state. Meadows won his election last November by fifteen points. The Presidential contest there was an even bigger blowout. Romney won the district by twenty-three points, sixty-one per cent to thirty-eight per cent. While the big story of the 2012 election was about demographics and a growing non-white population that is increasingly Democratic, that was not the story in the Meadows race. His district is eighty-seven per cent white, five per cent Latino, and three per cent black.
Before Meadows sent off his letter to Boehner, he circulated it among his colleagues, and with the help of the conservative group FreedomWorks, as well as some heavy campaigning by Senators Ted Cruz, Marco Rubio, and Mike Lee, seventy-nine like-minded House Republicans from districts very similar to Meadows’s added their signatures.
“Since most of the citizens we represent believe that ObamaCare should never go into effect,” the letter said, “we urge you to affirmatively de-fund the implementation and enforcement of ObamaCare in any relevant appropriations bill brought to the House floor in the 113th Congress, including any continuing appropriations bill.”
They ended the letter with a stirring reference to Madison:
James Madison wrote in Federalist No. 58 that the “power over the purse may, in fact, be regarded as the most complete and effectual weapon … for obtaining a redress of every grievance…” We look forward to collaborating to defund one of the largest grievances in our time and to restore patient-centered healthcare in America.
Not everyone thought it was a terrific idea or one worthy of comparison to the brilliance of the Founders. Noting the strategic ineptness of threatening a government shutdown over a policy that neither the Democratically controlled Senate nor the President himself would ever support, Karl Rove railed against the idea in the Wall Street Journal. The conservative commentator Charles Krauthammer dubbed the eighty Republicans the “suicide caucus.”
And yet, a few weeks later, Boehner adopted the course demanded by Meadows and his colleagues.
The ability of eighty members of the House of Representatives to push the Republican Party into a strategic course that is condemned by the party’s top strategists is a historical oddity. It’s especially strange when you consider some of the numbers behind the suicide caucus. As we approach a likely government shutdown this month and then a more perilous fight over raising the debt ceiling in October, it’s worth considering the demographics and geography of the eighty districts whose members have steered national policy over the past few weeks.
As the above map, detailing the geography of the suicide caucus, shows, half of these districts are concentrated in the South, and a quarter of them are in the Midwest, while there’s a smattering of thirteen in the rural West and four in rural Pennsylvania (outside the population centers of Philadelphia and Pittsburgh). Naturally, there are no members from New England, the megalopolis corridor from Washington to Boston, or along the Pacific coastline.
These eighty members represent just eighteen per cent of the House and just a third of the two hundred and thirty-three House Republicans. They were elected with fourteen and a half million of the hundred and eighteen million votes cast in House elections last November, or twelve per cent of the total. In all, they represent fifty-eight million constituents. That may sound like a lot, but it’s just eighteen per cent of the population.
Most of the members of the suicide caucus have districts very similar to Meadows’s. While the most salient demographic fact about America is that it is becoming more diverse, Republican districts actually became less diverse in 2012. According to figures compiled by The Cook Political Report’s David Wasserman, a leading expert on House demographics who provided me with most of the raw data I’ve used here, the average House Republican district became two percentage points more white in 2012.
The members of the suicide caucus live in a different America from the one that most political commentators describe when talking about how the country is transforming. The average suicide-caucus district is seventy-five per cent white, while the average House district is sixty-three per cent white. Latinos make up an average of nine per cent of suicide-district residents, while the over-all average is seventeen per cent. The districts also have slightly lower levels of education (twenty-five per cent of the population in suicide districts have college degrees, while that number is twenty-nine per cent for the average district).
The members themselves represent this lack of diversity. Seventy-six of the members who signed the Meadows letter are male. Seventy-nine of them are white.
As with Meadows, the other suicide-caucus members live in places where the national election results seem like an anomaly. Obama defeated Romney by four points nationally. But in the eighty suicide-caucus districts, Obama lost to Romney by an average of twenty-three points. The Republican members themselves did even better. In these eighty districts, the average margin of victory for the Republican candidate was thirty-four points.
In short, these eighty members represent an America where the population is getting whiter, where there are few major cities, where Obama lost the last election in a landslide, and where the Republican Party is becoming more dominant and more popular. Meanwhile, in national politics, each of these trends is actually reversed.
In one sense, these eighty members are acting rationally. They seem to be pushing policies that are representative of what their constituents back home want. But even within the broader Republican Party, they represent a minority view, at least at the level of tactics (almost all Republicans want to defund Obamacare, even if they disagree about using the issue to threaten a government shutdown).
In previous eras, ideologically extreme minorities could be controlled by party leadership. What’s new about the current House of Representatives is that party discipline has broken down on the Republican side. On the most important policy questions, ones that most affect the national brand of the party, Boehner has lost his ability to control his caucus, and an ideological faction, aided by outside interest groups, can now set the national agenda.
Through redistricting, Republicans have built themselves a perhaps unbreakable majority in the House. But it has come at a cost of both party discipline and national popularity. Nowadays, a Sunday-school teacher can defeat the will of the Speaker of the House.

“Fighting Back On Voting Rights”: First The Struggle Will Begin In Texas, Then The NC Omnibus Voter Suppression Act of 2013
Attorney General Eric Holder has opened what will be an epic battle over whether our country will remain committed to equal rights at the ballot box. In a display of egregious judicial activism in late June, the conservative majority on the Supreme Court gutted the Voting Rights Act. Holder made clear last week he intends to fight back.
The struggle will begin in Texas, but it won’t end there. “We cannot allow the slow unraveling of the progress that so many, throughout history, have sacrificed so much to achieve,” Holder told the National Urban League’s annual conference.
He wasn’t exaggerating the stakes. From the moment the Supreme Court threw out Section 4 of the act, which subjected the voting laws in states and jurisdictions with a history of discrimination to Justice Department scrutiny, conservative legislators in those places gleefully signaled their intention to pass laws to make it harder to vote. In addition, Texas re-imposed a redistricting map that a federal court had already ruled was discriminatory.
These hasty moves were unseemly but entirely predictable, proving that Chief Justice John Roberts’ opinion in the case will become a Magna Carta for voter suppression. Without having to worry about “preclearance” from the Justice Department, legislators can go about their business of making it more difficult for voters who would throw them out of office to reach the polls — and of drawing racially gerrymandered districts that prolong their tenure. Justice Ruth Bader Ginsburg understood a logic here that escaped Roberts. “A governing political coalition,” she wrote in her dissent, “has an incentive to prevent changes in the existing balance of voting power.”
This in turn means that when a political party fares badly with minority voters, it will try to turn them away from the polling booths. That’s what segregationist Southern Democrats did in the past. Many Republican-controlled legislatures are doing it now.
Holder announced he was using Section 3, a different part of the Voting Rights Act that was left standing, to ask a federal court to re-subject Texas to preclearance. It is a less efficient way to achieve what the pre-gutted act allowed automatically, but it is the best that can be done for now. It would be better still if Congress reinstated a revised version of Section 4. In the meantime, the hope is to limit the damage of the high court’s folly — and perhaps also give other states pause before they rush into new discriminatory schemes.
“This is the department’s first action to protect voting rights following the [Supreme Court] decision, but it will not be our last,” Holder declared. His department is likely to move this week against the Texas voter-identification law, and to go to court eventually against other states that pass comparable statutes.
To get a sense of how bad these laws are, consider the bill Republicans rushed through both houses of North Carolina’s Legislature that should be called the Omnibus Voter Suppression Act of 2013. It reads like a parody written for Stephen Colbert’s show with its cornucopia of provisions that would make it as hard as possible for African-Americans, Latinos and young people to vote.
As the Charlotte Observer reported, it shortens the early-voting period, eliminates the opportunity to register and vote on the same day during that time, and ends pre-registration for teenagers 16 to 17. The bill also prevents counties from extending voting hours when lines are long — which they will be with the cutback on early voting days. It not only requires photo identification, but also narrows the list of what’s acceptable, eliminating college IDs, for example.
Oh, yes, and remember the old civic tradition of using all avenues to encourage people to register to vote, a favorite cause of that famously revolutionary group, the League of Women Voters? This bill would ban paid voter registration drives.
Throughout the world, our country proclaims its commitment to equal rights and broad democratic participation. We seem to be abandoning those ideals at home. You have to wonder what this will do to our witness on behalf of democracy.
It won’t shock you to learn that after Holder made his announcement, Gov. Rick Perry of Texas condemned the Obama administration for showing an “utter contempt for our country’s system of checks and balances.”
Actually, what Holder’s move shows is an utter contempt for efforts to deprive our fellow Americans of their right to cast a meaningful ballot. It is a contempt that all of us should feel.
