“Extreme, Divisive And Out Of Touch”: Why Seniors Are Turning Against The GOP

There’s something going on with seniors: It is now strikingly clear that they have turned sharply against the GOP. This is apparent in seniors’ party affiliation and vote intention, in their views on the Republican Party and its leaders, and in their surprising positions on jobs, health care, retirement security, investment economics, and the other big issues that will likely define the 2014 midterm elections.

We first noticed a shift among seniors early in the summer of 2011, as Paul Ryan’s plan to privatize Medicare became widely known (and despised) among those at or nearing retirement. Since then, the Republican Party has come to be defined by much more than its desire to dismantle Medicare. To voters from the center right to the far left, the GOP is now defined by resistance, intolerance, intransigence, and economics that would make even the Robber Barons blush. We have seen other voters pull back from the GOP, but among no group has this shift been as sharp as it is among senior citizens:

—In 2010, seniors voted for Republicans by a 21 point margin (38 percent to 59 percent). Among seniors likely to vote in 2014, the Republican candidate leads by just 5 points (41 percent to 46 percent.)

—When Republicans took control of the House of Representatives at the beginning of 2011, 43 percent of seniors gave the Republican Party a favorable rating.  Last month, just 28 percent of seniors rated the GOP favorably. This is not an equal-opportunity rejection of parties or government — over the same period, the Democratic Party’s favorable rating among seniors has increased 3 points, from 37 percent favorable to 40 percent favorable.

—When the Republican congress took office in early 2011, 45 percent of seniors approved of their job performance. That number has dropped to just 22 percent — with 71 percent disapproving.

—Seniors are now much less likely to identify with the Republican Party. On Election Day in 2010, the Republican Party enjoyed a net 10 point party identification advantage among seniors (29 percent identified as Democrats, 39 percent as Republicans). As of last month, Democrats now had a net 6 point advantage in party identification among seniors (39 percent to 33 percent).

—More than half (55 percent) of seniors say the Republican Party is too extreme, half (52 percent) say it is out of touch, and half (52 percent) say the GOP is dividing the country. Just 10 percent of seniors believe that the Republican Party does not put special interests ahead of ordinary voters.

—On almost every issue we tested — including gay rights, aid to the poor, immigration, and gun control — more than half of seniors believe that the Republican Party is too extreme.

What do seniors care about now?  Our Democracy Corps July National Survey found that:

—89 percent of seniors want to protect Medicare benefits and premiums.

—87 percent of seniors want to raise pay for working women.

—79 percent of seniors think we need to expand scholarships for working adults.

—77 percent of seniors want to expand access to high-quality and affordable childcare for working parents.

—74 percent of seniors want to cut subsidies to big oil companies, agribusinesses, and multinational corporations in order to invest in education, infrastructure, and technology.

—66 percent of seniors want to expand state health insurance exchanges under Obamacare.

All of these issues will be critical to the national debate as the 2014 election nears. The more seniors hear from Republicans on these and other issues, the more we can expect the GOP’s advantage among this important group to decline. And we can count on one thing in 2014: Seniors will vote.

“This Is Not 2009”: Democrats Have No Reason To Prematurely Throw Up Their Hands About 2014 Midterm Elections

With the scent of scandal encircling the White House, some Republicans are already licking their chops over the 2014 midterm elections, while some Democrats are pre-emptively licking their wounds.

Not so fast, folks. Retract those tongues.

While it is impossible to predict what might drive voter attitudes in an election 18 months away, there are quite a few signs that 2014 will be nothing like 2010, which produced tremendous success for Republicans.

First, the electorate is less conservative.

In May 2009, the Tea Party had just begun to flex its muscle and feel its power on a national level. Now, the movement has lost momentum.

An April 2012 Associated Press report included a finding from Theda Skocpol, a Harvard professor, that the number of Tea Party groups had fallen from about 1,000 to about 600. And a Washington Post/ABC News poll released this week found that the portion of people saying they strongly support the Tea Party, just 10 percent, was the lowest they had recorded since 2011.

Furthermore, according to a Gallup poll released Friday, the shares of Americans describing themselves as economic conservatives and social conservatives are down by more than a tenth since 2009, after having risen sharply following Barack Obama’s election a year earlier.

The portion of Republicans who said their position on economic issues was conservative — the Republican Trojan Horse for a retrograde social agenda — has seen little movement since 2009, dropping just five percentage points, from 75 percent to 70 percent.

(On the other hand, the share of Democrats who describe their positions on social issues as liberal has increased, from 45 percent to 50 percent.)

Speaking of economic issues, the economy is experiencing a resurgence, at least in some quarters.

In May 2009, the United States economy was nearing the end of the Great Recession. The unemployment rate had risen to 9.4 percent from 5.5 percent the previous year. People were losing their homes to foreclosures in record numbers. The Dow Jones industrial average had fallen to about 8,500 from more than 13,000 the previous May. And the deficit tripled from the 2008 fiscal year to the 2009 fiscal year, according to the nonpartisan Congressional Budget Office.

This had Americans rightfully worried and near-panicked about their economic prospects.

Now the economic picture couldn’t be more different.

The unemployment rate has dropped to 7.5 percent. The Dow is above 15,000 and continuing to set records. The housing sector is rebounding — “Sales of previously owned homes reached the highest level in more than three years, with the share of foreclosure purchases shrinking, as the housing market continued its rebound last month,” according to a report Thursday in The Wall Street Journal.

And the deficit is shrinking faster than expected, according to a report released last week by the budget office. The report found that if current laws are unchanged, “Relative to the size of the economy, the deficit this year — at 4.0 percent of gross domestic product (G.D.P.) — will be less than half as large as the shortfall in 2009, which was 10.1 percent of G.D.P.”

This takes almost all of the air out of the Republicans’ economic argument.

Lastly, legislative unease has become about what Republicans haven’t done, rather than what Democrats have done.

By May of 2009, President Obama had already signed the huge — though many still believe not huge enough — stimulus package, Chrysler and General Motors were in need of a bailout and the ball was rolling on the president’s historic health care law.

Conservatives were railing against what they saw as an unprecedented, ominous and ultimately ruinous expansion of government, driven by the president and made possible by a Congress controlled by Democrats.

Now, the tables have turned. Two of the most glaring legislative failures this year have ostensibly been the work of obstinate Republicans: the failure to avoid the sequester and the failure to pass expanded gun background checks legislation. According to that recent Washington Post/ABC News poll, most Americans still disapprove of the sequester’s automatic spending cuts, and according to a Pew Research Center poll released Thursday, 81 percent of Americans still favor the passage of a bill expanding background checks.

The next hurdle will be immigration reform. But Republicans may find a way to derail that legislation, too.

The signs look positive for Democrats this spring. This is not to say that they should prematurely lift their glasses, only that they have no reason to prematurely throw up their hands.

“They Had To Take Me Down”: A Democratic Win Of The House In 2014 Would Put Nancy Pelosi Back In Charge

You remember the Republicans’ 2010 midterm campaign message: Nancy Pelosi, engulfed in flames, demon-like. Nancy Pelosi, in charge, bossing you around with her crazy liberal values. An official “Fire Pelosi” bus tour sponsored by the Republican National Committee, and the specter of her leadership invoked in ad after ad.

All of this was a key Republican strategy in taking back the House, and while there were lots of reasons the Democrats lost and Pelosi was dethroned, it achieved the desired result. Since the next big electoral battle will be control of the House in 2014, and a Democratic win would presumably put Pelosi back in charge, expect to see more Pelosi boogeyman-ing.

“It didn’t bother me, I figured they thought I was effective and therefore they had to take me down,” Pelosi told Salon at the premiere Thursday night of “Fall to Grace,” her daughter’s HBO documentary on former New Jersey Gov. Jim McGreevey. Still, she worries about the message it sends to other women who might be considering a run.

“What does concern me about it is that women that we want to be involved in politics, women like you, women who have options to do other things and we say, ‘Come over here and do this!’ And they’re saying, ‘No, I don’t want to subject myself to that. Why would I do that? I have a great life, I have plenty of opportunities.’ So what I’ve said is that if you lower the role of money in politics and you increase the level of civility, you will have more women running for office, elected to office, and that would be a very wholesome thing for our country.”

Of course, Pelosi is not as lonely as she once was on the Hill, and the more female leadership is normalized, the less likely such attacks are to resonate. As the New York Times notes in a story today on female senators, a critical mass is slowly but surely building, even if it creates long lines on the Senate floor’s bathrooms and female senators are still occasionally asked what they’re doing there. The piece also cites a recent American Journal of Political Science study, “When Are Women More Effective Lawmakers Than Men?” which found that “while men may choose to obstruct and delay, women continue to strive to build coalitions and bring about new policies.” Pelosi’s dealmaking as speaker can rankle, including on the left. It also, though, recently earned her the following designation from Vice President Joe Biden on the signing of the Violence Against Women Act: “If you ever want a partner to get anything important done, call Nancy Pelosi.”

In the meantime, Pelosi seems to be enjoying the Republican scramble to appeal to women and people of color, which they now concede is necessary to winning anything but a majority of gerrymandered House districts. (Or, to use their own words, “address concerns that are on women’s minds in order to let them know we are fighting for them.”) Does she have any advice for the other party?

“Respect,” she said. “I think respect would be a good place to start. We are fortunate in our House Democratic caucus — women, minorities, LGBT community members make up a majority of the caucus. We don’t need anybody to teach us how to speak to women, Hispanics, blacks, because that’s who we are. And not only do they have a seat at the table, they have a seat at the head of the table, because over half of our chairmen-to-be, our senior Democrats — people who would be chair if we were the majority — are women and minorities.”

“Obstructionist-In-Chief”: It’s Past Time To Make Mitch McConnell Pay

There’s been no end to the grief Mitch McConnell’s taken for his declaration early in Barack Obama’s first term that his party’s top goal was to make Obama a one-term president. Ironically, though, the failure of McConnell and the GOP to realize their goal may be the best thing he has going for him as 2014 approaches.

McConnell has been the Senate minority leader since 2006, succeeding Bill Frist just as the party lost its majority in the chamber. Twice in his tenure – in 2010 and again in 2012 – Republicans have seemed poised to win back the majority only to fall short thanks to a combination of counterproductive primary results and a national image problem that turned off swing voters in key races. As ’14 approaches, Republicans are again looking at a favorable map, though it would take some big breaks for them to overcome the Democrats’ current 55-45 advantage. But McConnell himself has a much simpler concern: saving his own job.

The Kentuckian, who turns 71 on Wednesday, has never exactly been beloved in his home state, where voters have moved closer to the GOP in recent years but are still more than willing to vote Democratic. In his first campaign, back in 1984, McConnell scored an upset over incumbent Democrat Walter Huddleston by a fraction of a point, a victory owed entirely to Ronald Reagan’s formidable coattails. When McConnell last faced the voters, in 2008, he held on by 6 points against Democrat Bruce Lunsford – this on the same day that John McCain carried Kentucky by 16 points. And in early polling for ’14, he’s running under 50 percent and leading Ashley Judd, the Kentucky native and Hollywood actress who is edging closer to a candidacy, by a high single-digit margin.

Senate leaders have become irresistible targets for the rival party’s activists in recent years. The trend was kicked off in 2004, when Republicans made toppling Democratic leader Tom Daschle one of their top priorities. The GOP recruited a top-notch candidate, John Thune, poured millions into his coffers and even coaxed then-Majority Leader Bill Frist into coming to South Dakota on Thune’s behalf – a violation of a tradition of party leaders refraining from each other’s home state battles. The gambit worked and Daschle was defeated in a close race. Democrats then made a serious run at McConnell in ’08, although Majority Leader Harry Reid stayed away from Kentucky during the race, and Republicans made Reid their No. 1 Senate target in ’10; if GOP primary voters hadn’t insisted on nominating the erratic, self-destructive Sharron Angle, Reid would likely have been felled.

And now it’s McConnell’s turn to face a full-court press from the other party. Already, a liberal group has aired an anti-McConnell ad in Kentucky, criticizing the minority leader for his opposition to a new assault weapons ban. Under any circumstance, grass-roots Democrats would be excited over the prospect of giving McConnell a fight. But his emergence as the face of reflexive Republican opposition to Obama and his agenda has only ratcheted up the left’s resolve to make him pay.

The question is whether they can actually beat him. The good news for Democrats is that Kentucky isn’t quite the Republican bastion it’s often thought of as. Sure, it’s voted Republican by lopsided margins in the last four presidential elections, but Bill Clinton did manage to carry it twice in the 1990s. It also boasts an impressive run of Democratic governors. The state’s top job is now held by Steve Beshear, a second-term Democrat, and only three Republicans (Ernie Fletcher, Louie Nunn and Simeon Willis) have held it over the last 70 years. Democrats also control one of the state’s two legislative chambers, and while no Democrat has won a U.S. Senate race since Wendell Ford in 1992, the party has come close a few times: In addition to McConnell’s 6-point scare in ’08, Republican Jim Bunning only narrowly fended off Daniel Mongiardo in 2004 and Scotty Baesler in 1998.

So Kentucky is willing to vote Democratic, McConnell has never set the world on fire at the ballot box, and after 30 years of incumbency a change message could be a formidable weapon against him. Plus, as my colleague Alex Seitz-Wald wrote on Tuesday, Tea Party groups in Kentucky – which mobilized behind Rand Paul in 2010 to defeat McConnell’s protégé, Trey Grayson, in a Senate primary – are threatening to challenge McConnell in a primary, which could force him farther to the right and away from the general election mainstream.

And now the bad news for Democrats: There’s reason to believe that Kentucky has moved farther to the right – and grown more hostile to the national Democratic Party – since President Obama came to office. Nationally, Obama’s popular vote margin was down last November from its ’08 level, but Kentuckians turned against him particularly hard. In ’08, he lost the state by 16 points, but last November the margin was 22. To put that in some perspective, that’s even worse than Walter Mondale fared in Kentucky in 1984, when he lost the state by 21 points amid a 19-point national landslide defeat. Obama’s unpopularity in the state was driven home last spring, when a majority of the state’s counties voted for “uncommitted” over the president in the Democratic primary. Since Obama became president, Democrats have also lost one of their House seats in the state, leaving them with just one.

Race has clearly played a role in Kentucky’s Obama-phobia, as it has in other swaths of Appalachia. The Obama administration’s supposed “war on coal” is a big factor too. These attitudes aren’t likely to dull in the next 21 months, which will give McConnell a chance to survive simply by linking his opponent to the president. Already, an attack ad from a Karl Rove affiliated group is bashing Judd as “an Obama-following radical Hollywood liberal.” Judd was an active campaigner for Obama last year and was a delegate (from Tennessee) for him at the Democratic convention. She’s also spoken out against mountain top coal mining, which could play right into the GOP’s “war on coal” theme.

There’s also the matter of Judd herself. She has Kentucky roots, comes from a famous country music family, and is a visible and vocal presence at University of Kentucky basketball games. So she has some serious ammunition to fight charges of carpetbagging. And she’ll obviously be able to raise a ton of money. But Republicans have some ammunition of their own, to portray her as a cultural elite who’s too close to Obama. Judd’s candidacy would attract national attention and money, but it’s not clear she’s the best option for Democrats. If she runs, though, the nomination will probably be hers.

One look at his electoral history shows that McConnell has been ripe for a serious challenge for years. He’s going to get it next year. If he survives, ironically enough, he’ll have the president to thank for it. Without the Obama boogeyman to run against, he wouldn’t have much else going for him.
