“The Ferguson Report Offers A Damning Indictment”: In Clear, Concise Language Of An Affidavit, How Far We Have To Go
The timing couldn’t be more appropriate: Last week, barely five days after Dylann Storm Roof allegedly killed nine people at Charleston’s Emanuel African Methodist Episcopal Church, the Justice Department’s The Ferguson Report (New Press; 174 pages, $20 paper), first made public in March, came out in book form.
What do these events have in common? Nothing, and everything. One is an act of domestic terror, the other an account of what appears to be a long-standing pattern of discrimination by the Ferguson, Mo., police department. But what they really trace is a kind of through line, in which we are reminded, again, how deeply disrupted our supposedly “post-racial” society is over the question of race.
“One of the hallmarks of American racism has been the devaluation of black lives,” writes Theodore M. Shaw, former director of the NAACP Legal Defense and Educational Fund, in his introduction to “The Ferguson Report.” “… Ferguson puts the lie to twenty-first century America’s claim of post-racialism.”
That’s not new information. Ferguson, after all — like Charleston — is part of a continuum. “Black lives matter,” Shaw observes. “Yet even after Ferguson, unarmed black men continue to die at the hands of police.”
Michael Brown, Eric Garner, Tamir Rice, Walter Scott, Freddie Gray: This is just a sampling from the last 12 months.
Still, The Ferguson Report is especially damning, for it reveals an institutional culture that targets African Americans. From the report: “Nearly 90% of documented force used by FPD officers was used against African Americans. In every canine bite incident for which racial information is available, the person bitten was African American.”
And this: “We have found substantial evidence of racial bias among police and court staff in Ferguson. For example, we discovered emails circulated by police supervisors and court staff that stereotype racial minorities as criminals, inkling one email that joked about an abortion by an African-American woman being a means of crime control.”
Abortion as a form of crime control? If a single image can encapsulate an entire story, this one does.
Part of the problem is that Ferguson’s policing has been corrupted by a civic culture that values revenue generation over public safety. According to the report, “City and police leadership pressure officers to write citations, independent of any public safety need, and rely on citation productivity to fund the City budget.” As a consequence, “[o]fficers sometimes write six, eight, or, in at least one instance, fourteen citations for a single encounter. Indeed, officers told us that some compete to see who can issue the largest number of citations during a single stop.”
It is not the job of the police to serve the citizens, in other words, but to shake them down.
To be fair, this is not overtly a racial issue, but a social one. The insistence on maximizing income closely mirrors America’s corporate culture, in which growth trumps all concerns and workers are expected to produce more and more by executives who see employees and customers alike as commodities.
In a community, though, such as Ferguson — where an African American majority is policed by a largely white constabulary — race can’t help but be a dominating force. “Data collected by the Ferguson Police Department from 2012 to 2014,” the report explains, “shows that African Americans account for 85% of vehicle stops, 90% of citations, and 93% of arrests made by FPD officers, despite comprising only 67% of Ferguson’s population.”
I could go on, but it’s too depressing — or perhaps not depressing enough. By that, I mean that even in light of all this data, change is not assured.
The Justice Department, for instance — even as it issued this report — did not bring federal charges against police officer Darren Wilson, who killed Michael Brown in Ferguson. When officials such as New York Mayor Bill de Blasio have spoken out on police violence, they’ve been accused of not having their officers’ backs.
Meanwhile, in South Carolina, debate is amping up again over the Confederate flag that flies at the state capital. Finally, I want to say, although this is about 150 years overdue. And yet, it seems to fit a pattern: Something happens, and we talk about it for a while, then forget until it happens again.
And happen again, it will. If The Ferguson Report has anything to tell us, it is that. It is a chilling, disturbing account of police dysfunction, but even more of social dysfunction, of the lies we tell ourselves.
In Ferguson, the report reveals, officials argue “that it is a lack of ‘personal responsibility’ among African-American members of the Ferguson community that causes African Americans to experience disproportionate harm under Ferguson’s approach to law enforcement.” These same officials, the report continues, routinely fix tickets for one another, as if the law did not apply to them.
Personal responsibility. I believe in it. As I believe that the law is a two-way street. The Ferguson Report, however, insists otherwise, reminding us in the clear, concise language of an affidavit, how far we have to go.

“After Charleston Massacre, Uneasiness For Black Churchgoers”: This Sunday, I’ll Be Keeping An Eye On The Front Door
The Black Church is one of the most welcoming places on Earth. The Black Church will take you in when others turn their backs, doors are locked in your face, and no one else seems to want you around.
So when a white person enters a Black house of worship and quietly takes a seat, that person is immediately accepted as someone seeking God or, at least, as a person curious about what’s going on inside that particular church.
Either way, African-American worshipers are expected to make room, and provide a seat in the pews, or at the table, or wherever the gathering is taking place.
That’s the way it is and it has always been.
What’s more, and it’s not said aloud, we are glad when a white person decides to join us in fellowship to worship the same God since, on so many other occasions they find reasons to keep us at a distance.
But as a result of the slaughter at Mother Emanuel A.M.E Church in Charleston, at this coming Sunday’s worship services, things may be a little different.
Oh, the choir will give voice in song, and the preacher will teach and preach from the Gospel. The ushers will pass the plates, and the doors of the church will be opened to all who have not entered and joined as members before.
But this weekend, something else will enter the minds of even the most loving, forgiving, all-embracing congregants.
That white face that we have never seen before, that man who nods but doesn’t seem to warm up to the people around him? This question will enter the mind: Could that individual be a Charleston copy cat? Could he be a visitor with the same white-hot, anti-black fury burning within him as that within Dylann Roof, who, with his gun, ended the God-given life of nine souls?
I am a member of a predominately African American church-St. Mary’s Episcopal Church in Foggy Bottom here in Washington. It’s one of the oldest black churches in our nation’s capital.
This weekend, I will join my rector and fellow congregants in prayer for the nation, for the people of Charleston, and my family and fellow worshipers.
But this Sunday, as God is my witness, I’ll be keeping an eye on the front door.

“The New Peter King”: New House Homeland Security Chair May Not Be A Whole Lot Better.
Good news for people who are uneasy with New York Republican Rep. Peter King’s leadership of the House Homeland Security Committee: He’s stepping down thanks to term limits. But there’s some potential bad news: His replacement may not be a whole lot better.
Texas Republican Rep. Mike McCaul edged out Michigan Rep. Candice Miller — who was the GOP’s best hope of getting a female major committee head — and Mike Rodgers in a close private vote this week. King’s tenure as chairman drew controversy for the series of hearings he held on the radicalization of Muslims in America. Critics didn’t discount the threat of homegrown terror but said King should have expanded the hearings to include all kinds of violent radicalism, including right-wing extremism.
But McCaul has been a big booster of those hearings. “I want to thank you for demonstrating the political courage to hold these hearings,” he said to King during one last year. “I must say, I am mystified by the controversy that has followed from this. It was said by one of the members that we are investigating Muslims. Nothing could be farther from the truth. We are investigating the radicalization of Muslim youth in the United States.”
McCaul is a former federal prosecutor who headed the counterterrorism division of the U.S. attorney’s office in Texas, so his resume lends him credibility on the subject. His rhetoric is generally more mild than King’s, but some advocates in the Muslim-American community are concerned.
“In the past two years, there have been 27 terror plots, and each of them involved extreme radicalization of the Muslim faith,” he said at radicalization hearing this year. What counts as a “terror plot” is obviously subject to semantic debate, but right-wing extremists account for a good portion, if not most, of domestic terrorism under most definitions of the term.
In another hearing, he defended himself when a witness criticized him for connecting Islam and terror. “I would argue that we have to look at the obvious – that there is a religious component to this,” he said. Though he’s always careful to add that terror “doesn’t reflect the vast majority of Muslims.”
McCaul’s district is just south of Fort Hood, and he joined other Republicans in their insistence in labeling as a terrorist Maj. Nidal Hasan, who killed 13 people on the base in 2009. Hasan had corresponded with Anwar Al-Awlaki and shouted “Allahu Akbar” before opening fire, which is enough to convince McCaul that it was a “planned terror attack.” He also introduced a bill to designate victims of the attack as combatants in a combat zone.
McCaul appeared once on the radio show hosted by Frank Gaffney, the controversial activist behind Rep. Michele Bachmann’s Muslim witch hunts. Gaffney said of the congressman: “He is, in a number of capacities, a go-to guy for the sorts of things we’re interested in here at Secure Freedom Radio.” On the show, McCaul discussed one of his hobby horses, the apparent threat of Hezbollah teaming up with Mexican drug cartels to infiltrate the U.S. via the southern border. McCaul has authored two reports on the subject, both titled, “A Line in the Sand: Countering Crime, Violence, and Terror at the Southwest Border.”
He has also sent a number of “dear colleague” letters to other members of Congress asking them to support his bills to crack down on foreign terror networks. One sent in September called attention to a news article alleging the Iran’s elite Quds Force was operating in Syria and asked colleagues to support a bill to designate the unit as a terrorist organization. Others would cut off aid to Egypt and Pakistan.
None of this is particularly unusual for a conservative Republican today, but it doesn’t bode well for those who hoped that King’s departure would turn a new leaf at the Homeland Security Committee.
