“Congress’ Pity Party”: Drama Queens Who Choose Not To Solve The Nation’s Problems
This week’s congressional dysfunctional is brought to you by the letter “P.” Forget Democrats and Republicans: The party of the moment is pity.
Yes, yes, Congress is polarized, Republicans aren’t a governing party anymore, Democrats lack spines, everyone is beholden to corporate interests, and the open source world is changing how politicians interact with their constituents.
None of that has anything to do with the theatrics over the filibuster.
Every so often, Congress, frustrated and angry that the public bears them so much ill-will, decides to remind us that their inability to get stuff done is our fault.
We’re the ones who elected them. We’re the ones who keep voting for them. We’re the ones who demand that they sacrifice principles for expediency. Allegedly. But we don’t really pay attention to Congress, because they don’t do much, and when they do, it’s often comical.
So they get angry. They create a crisis. They give long, florid floor speeches about the crisis. They appear on television and bemoan. And bemoan and bemoan and bemoan what happened to this great institution, (if in the Senate: This saucer, this leavening chamber), this beacon of democratic representation in the world.
Right now, we’re in the pity stage. You know it because the political tabloids are publishing stories about how relationships between parties are at their lowest point since the last time these tabloids wrote the stories. Or that the majority leader and the minority leader can’t take each other’s phone calls.
Pity clears the room. Pity is such a turn-off because it absolves the bearer of any responsibility to solve his or her own problem.
Truth be told, the Senate can solve its problems. Its members just choose not to. But instead of admitting that manufactured crises are the catalyst for getting anything done, we are instead treated to spectacles that Congress can watch on TV and feel important again.
They negotiate publicly and privately, then create a solution.
Often, the solution sets up further crises, which will allow Congress to once again come back and get everyone’s attention, as they go through the performance and sweep in at the last moment and provide another solution, proving once and for all that Congress actually does work. Then they congratulate themselves on a job well done. Take that, American people.

“Just A Bunch Of Nativists”: Making Laws No Longer Part Of The Lawmaking Process
Reading through some headlines today, I came across one link that began, “House Votes To…” and I realized that no matter what the end of the headline was, you can almost always insert, “…Make Pointless Statement As Sop to Conservative Base” and you’ll be on target. In this case it happened to be a vote to block energy-efficiency standards for light bulbs, but it could have been any of a thousand things. You could argue, as Jonathan Chait does, that Republican lawmakers have basically given up on lawmaking altogether, and you wouldn’t be far off. But it’s more than that. They’ve reimagined the lawmaking process as a kind of extended ideological performance art piece, one that no longer has anything to do with laws in the “I’m Just a Bill” sense. It’s not as though they aren’t legislating, it’s just that laws have become beside the point.
Granted, the lawmaking process has always involved a lot of grandstanding and occasional votes taken more to make a statement than to alter the rules under which American society operates. Congress passes plenty of resolutions that do nothing more than express its sentiments, like saluting the patriotism of the East Burp High students who raised money to buy a new flag for their school, or declaring August to be Plantar Fasciitis Awareness Month. But those things always went alongside with actual lawmaking.
We’re now in a situation where the lawmaking process—you know, bills being written, introduced, voted on, that sort of thing—has, in the House at least, been given over almost entirely to this legislative kabuki, where the point of the exercise isn’t passing laws but making statements and taking positions. The current Congress is on pace to be the least productive in history when you measure by actual laws passed.
And it is really all about the House. Whenever you see someone say that “Congress” or “Washington” is stuck in gridlock or can’t get its act together, the underlying truth is almost always that it’s the Republican House gumming things up. There are more than a few crazy Republicans in the Senate, but as a group they’re willing to legislate, and sometimes even compromise with Democrats. Not so in the House. I think this reached its apogee when they took their 37th vote to repeal Obamacare a couple months back, in part because freshman Tea Party members hadn’t had the chance to perform the ritual. “The guys who’ve been up here the last year, we can go home and say listen, we voted 36 different times to repeal or replace Obamacare,” said South Carolina Representative Mick Mulvaney, with a touching compassion for his colleagues. “Tell me what the new guys are supposed to say.” There was a time when members of Congress would want to go to their constituents and tell them about funding they’d obtained for projects in the district or reforms they’d fought for and passed. These days, Republicans in the House know that none of what they vote for with such enthusiasm will ever even be considered in the Senate, much less voted on, passed, and sent to the president for his signature. But they don’t seem to care.
The kicker to this is that it’s only going to get worse, because the GOP is poised to erect a giant wall around the House of Representatives as its last redoubt of national power. As we’ve been discussing, the party is split between those who worry about their prospects in future presidential elections and therefore want to reach out to growing minority populations and soften the GOP’s hard-earned image as a bunch of nativists, and those who not only can’t stand the immigration reform currently on offer but fear only threats from their right in primary campaigns, since they’re in safe Republican districts. Most everyone in Washington now believes that immigration reform is all but dead, which is bad for the party’s next presidential nominee, but perfectly fine with House Republicans.
Although I’m always wary of assuming that the way things are in politics is the way they’ll remain for too long, we could well see an extended period in which a Democratic president is stymied by a Republican House dominated by legislators who couldn’t care less about legislating. It’s almost enough to make you cynical about politics.

“An Un-Patriotic Paradox”: How Could We Blow This One?
I just finished a five-month leave from this column, writing a book with my wife, Sheryl WuDunn, and what struck me while away from the daily fray is a paradox that doesn’t seem quite patriotic enough for July Fourth.
But I’ll share it anyway: On security issues, we Americans need a rebalancing. We appear willing to bear any burden, pay any price, to confound the kind of terrorists who shout “Allahu akbar” (“God is great”) and plant bombs, while unwilling to take the slightest step to curb a different kind of terrorism — mundane gun violence in classrooms, cinemas and inner cities that claims 1,200 times as many American lives.
When I began my book leave, it seemed likely that the massacre at Sandy Hook Elementary School in Connecticut would impel Congress to approve universal background checks for gun purchases. It looked as if we might follow Australia, which responded to a 1996 gun massacre by imposing restrictions that have resulted in not a single mass shooting there since.
Alas, I was naïve. Despite 91 percent support from voters polled in late March and early April, Congress rejected background checks. Political momentum to reduce gun killings has now faded — until the next such slaughter.
Meanwhile, our national leaders have been in a tizzy over Edward Snowden and his leaks about National Security Agency surveillance of — of, well, just about everything. The public reaction has been a shrug: Most people don’t like surveillance, but they seem willing to accept it and much more as the price of suppressing terrorism.
Our response to the attacks of Sept. 11, 2001, and international terrorism has been remarkable, including an intelligence apparatus in which some 1.4 million people (including, until recently, Snowden) hold “top secret” clearances.
That’s more than twice the population of the District of Columbia. The Washington Post has reported that since 9/11, the United States has built new intelligence complexes equivalent in office space to 22 United States Capitol buildings.
All told, since 9/11, the United States has spent $8 trillion on the military and homeland security, according to the National Priorities Project, a research group that works for budget transparency. That’s nearly $70,000 per American household.
Some of that money probably helped avert other terrorist attacks (although some of it spent in Iraq and Afghanistan may have increased risks). We need a robust military and intelligence network, for these threats are real. An Al Qaeda attack is an assault on the political system in a way that an ordinary murder is not. And overseas terrorists do aspire to commit mass murder again, perhaps with chemical, nuclear or biological weapons, and our government is right to work hard to prevent such a cataclysm.
But there are trade-offs, including other ways to protect the public, and our entire focus seems to be on national security rather than on more practical ways of assuring our safety.
The imbalance in our priorities is particularly striking because since 2005, terrorism has taken an average of 23 American lives annually, mostly overseas — and the number has been falling.
More Americans die of falling televisions and other appliances than from terrorism. Twice as many Americans die of bee or wasp stings annually. And 15 times as many die by falling off ladders.
Most striking, more than 30,000 people die annually from firearms injuries, including suicides, murders and accidents, according to the Centers for Disease Control and Prevention. American children are 13 times as likely to be killed by guns as in other industrialized countries.
Doesn’t it seem odd that we’re willing to spend trillions of dollars, and intercept metadata from just about every phone call in the country, to deal with a threat that, for now, kills but a few Americans annually — while we’re too paralyzed to introduce a rudimentary step like universal background checks to reduce gun violence that kills tens of thousands?
Wasn’t what happened at Sandy Hook a variant of terrorism? And isn’t what happens in troubled gang-plagued neighborhoods of Chicago just as traumatic for schoolchildren, leaving them suffering a kind of post-traumatic stress disorder?
I don’t see any glib solutions here, just a need for a careful balancing of risks and benefits. I’d say that in auto safety, we get it about right. We give most adults access to cars, but we regulate them with licenses, insurance requirements and mandatory seat belts. In the case of national security and terrorism, I wonder if we haven’t overdeployed resources.
In the case of guns, we don’t do enough. Baby steps, consistent with the Second Amendment, would include requiring universal background checks, boosting research to understand gun violence and investing in smarter guns. A debit card requires a code to work, a car requires a key — and a gun, nothing at all.

“Pennies On The Dollar”: Congress Is Squandering The Opportunity Of A Lifetime
It’s the first Friday of the month, which means a jobs report. And this one isn’t bad. The economy added a net 195,000 jobs in June, with upwards revisions of 70,000 in April and May. Which means that, so far this year, the economy has added more than 1 million jobs. To repeat a point, this is why the 2012 election was so critical for Democrats—a Mitt Romney win would have given Republicans a chance to claim credit for the current job growth, and use the political capital to push a highly-ideological agenda.
But back to the numbers. Federal government employment dropped by 5,000, a likely result of sequestration, and part of an overall decline of public employment—since 2010, the public sector has shed more than 600,000 jobs. The unemployment rate remained unchanged at 7.6 percent, with a slight drop in long-term unemployment. Still, more than four million people have been out of work for longer than six months.
In other words, despite the improving economy, we’re still stuck in a period of mass unemployment. And, thanks the GOP’s categorical opposition to spending–and stimulus in particular—there’s no chance of relief for the economy.
What’s frustrating—and, given the cost of long-term unemployment to individuals, families, and communities, cruel—is that conditions are perfect for another round of large-scale government spending. Not only are there millions of potential workers (to say nothing of an overall demand shortfall), but—as Suzy Khimm notes for MSNBC—interest rates are still at historic lows. But that won’t last: “Already,” she writes, “there are early warning signs that this era of absurdly cheap borrowing will eventually come to an end: The interest rate on 10-year U.S. Treasury notes—the benchmark for long-term borrowing rates—rose to 2.66% on Monday, the highest rate since August 2011.”
There’s still time to act on this unprecedented opportunity by investing in new infrastructure: We could take advantage of these low rates, borrow, and use the cash to rebuild our roads, bridges, airstrips, and pipelines. The subsequent economic growth—from more jobs and a faster recovery—would be more than enough to pay back whatever we owe when the economy is stronger.
But Republicans have not budged from their commitment to spending cuts, monetary tightening, and other austerity-minded policies. They warn that greater public debt will lead to inflation and low growth, ignoring the extent to which inflation has held steady at just under 2 percent for the last four years, and disregarding the disastrous results of austerity in Europe, which has plunged several countries, including the United Kingdom, into a second recession. Because of this, their House majority, and their ability to filibuster in the Senate, there’s no chance Congress will move on new stimulus, or anything else that could boost the economy.
The sad fact is that the GOP’s dysfunctions—its hyper-ideological approach to government, hostility to liberalism, and opposition to compromise—will keep the United States from capitalizing on one of the great opportunities of the last 20 years. Thanks to GOP-driven gridlock and Washington’s myopic focus on debt reduction, we have squandered a once-in-a-lifetime chance to rebuild this country at pennies on the dollar, and bounce back from a long decade of mismanagement and neglect.

“Gun-Crazy Business Models”: Beretta USA Teaches Us How Not To Run Your Corporation
We often think of business leaders as hard-nosed pragmatists, guided by dollars and cents with little regard to emotion. But the truth is that corporate executives are human just like the rest of us. They can be as irrational as anyone, and frequently make business decisions on the basis of things like spite.
So it is that the gun maker Beretta USA has decided against expanding operations into West Virginia, despite heavy lobbying from state officials, because, as the Charleston Gazette reports, “they say Sen. Joe Manchin’s push to expand background checks makes the state less stable for their business.” Perhaps the folks at Beretta don’t quite understand what a senator does, or how laws passed (or in this case, not passed) by Congress actually work. If Congress were to pass a background check bill for the country, it wouldn’t make the state of West Virginia any more or less “stable” for the gun business than any other state.
And after all, business is booming. It isn’t that more Americans are buying guns (gun ownership is on a steady long-term decline), but that those who do own guns are buying more and more of them. That’s why companies like Beretta have forged such a close alliance with the National Rifle Association. The NRA tells its constituents that the country is about to descend into a Mad Max-style apocalypse and that politicians will be confiscating their guns any day, so they rush out to buy more, and the gun manufacturers reap the profits.
A new background check law might help keep guns out of the hands of some people who shouldn’t have them, but it probably wouldn’t hurt Beretta’s bottom line one bit. They’re in a business that has gone nowhere but up. Nevertheless, like other gun advocates, they want to think of themselves as oppressed, kept down by mean politicians in their crusade for liberty. But wherever they decide to move those couple of hundred jobs, they’ll be just fine.
And by the way, in the six and a half months since the Sandy Hook massacre, roughly 5,600 Americans have been killed with guns.
