“Why The GOP Is The True Party Of ‘Free Stuff'”: Bush’s Logrolling Directs Almost All The Benefits To People Who Don’t Need It

While other candidates are a lot crazier, Jeb Bush is clearly the most fumble-brained option in the presidential race. He can’t seem to string two words together without committing a grievous political faux pas. Whether it was his call for “phasing out” Medicare, or his scorn for women’s health issues, or his claim that Asians are the real anchor babies, he’s got a serious case of foot-in-mouth disease.

Now he’s out with a fresh clunker, this time about how Republicans, unlike Democrats, won’t try to lure black voters with “free stuff.” Primary voting is months away, and already Bush is flirting with language that may have lost Mitt Romney the election.

Bush’s argument — that Democrats cynically use welfare to buy black votes and thereby trap them in a cycle of dependency — is seriously mistaken, as well as deeply hypocritical. But a more fundamental mistake is the picture of government Bush envisions. Put simply, handing out “free stuff” of one sort or another is perhaps the most important job governments can do.

First, let’s tackle why black people vote Democratic. I think the answer can be illustrated best in two words: Strom Thurmond. He was a South Carolina Democrat when he broke the record for the longest Senate filibuster ever trying to stop the 1957 Civil Rights Act. But after a much more aggressive civil rights bill passed in 1964, he switched parties, eventually followed by most of the other Dixiecrats. As Philip Bump demonstrates, blacks unsurprisingly did the opposite at the same time, shifting very heavily towards the Democratic Party.

In other words, government benefits play, at best, an incidental role in black support for the Democrats. Republicans today are not segregationists, but they are the inheritors of a legacy of outright white supremacy. Thurmond was in the Senate until 2003. At his 100th birthday party in 2002, then-Senate Majority Leader Trent Lott (R-Miss.) praised Thurmond’s 1948 run for president under a third party apartheid ticket. (Lott later resigned as leader after his comments were made public.) Democrats have not been the finest stewards of black fortunes, but it’s pretty obvious that they’re better than the alternative.

That brings me to the hypocrisy. While Democrats support social benefits in a wishy-washy way, conservatives are absolutely obsessed with directing huge monetary benefits to their favored constituencies — namely, the rich.

George W. Bush’s tax cuts were violently skewed towards the wealthy — over 73 percent of the benefits went to the top income quintile, and fully 30 percent to 1 percenters alone. Jeb Bush aims to pull the same trick, proposing another corpulent set of tax breaks — only this time, over half of the benefits would accrue to the top 1 percent alone. You can’t win an election solely with the support of billionaires, of course, but Bush and his allies have also already raised over $120 million. Not, one suspects, a coincidence.

Overall, welfare benefits for the top income quintile — largely a result of conservative policymaking — cost roughly $355 billion yearly. Meanwhile, what passes for new policy in Republican circles — a child tax credit — is a government benefit for middle- and upper-class parents that carefully and deliberately excludes the poor.

But it would be a mistake to stop here. Good government types often rail against the blatant cronyism of Bush family politics — i.e., you give me hundreds of millions of dollars for my presidential campaign, and I’ll cut the capital gains tax so you can better loot your company — but making good policy isn’t as simple as being against patronage in general. As Francis Fukuyama points out in Political Order and Political Decay, Boss Tweed-style patronage politics can also be a first step towards an efficient, decent modern state. There is no bright line between handing out jobs to one’s ethnic community in return for votes, and constructing a modern bureaucracy that provides universal social benefits like clean air and water, low crime, a safety net, and so forth.

For what are governments good for, if not providing universal security and prosperity for as many citizens as possible? Even in a jalopy country like the U.S., the vast majority of state activity is dedicated towards this end, at least ostensibly. The military, to defend the nation; Social Security, to provide for the retired and disabled; Medicare, Medicaid, and ObamaCare, to provide universal access to health care; various safety net programs like food stamps and the Earned Income Tax Credit, to keep people from destitution — these together, plus interest on the national debt, account for 84 percent of direct federal spending. Many of these could be improved, or are badly misused, but that’s their bedrock ideological justification. Other nations with better versions of similar policies show that universal high-quality health care and an end to poverty are easily within our grasp.

So the problem with Bush’s logrolling — and Republican policy in general — is mainly that it directs almost all the benefits to people who don’t need it.

“More Socialism For White People”: Why Donald Trump Will Defeat The Koch Brothers For The Soul Of The GOP

In order to understand how Donald Trump continues to dominate the Republican field despite openly promoting tax hikes on wealth hedge fund managers, hedging support for universal healthcare and other wildly iconoclastic positions hostile to decades of Republican dogma, it’s important to note that the Republican Party was teetering on the edge of a dramatic change no matter whether Trump had entered the race or not.

Demographers and political scientists have long been predicting that the Republican Party is due for a realignment–the sort of tectonic political shift that occurs when one of the two parties either take a courageous political stand or falls into danger of becoming a permanent minority, shifting the demographics and constituencies that sort each party. The last big realignment in American politics is generally considered to to have occurred in the wake of the Civil Rights Act, when Democratic support for civil rights legislation moved racially resentful, mostly Southern whites into the arms of the Republicans while picking up support from women and minorities. Republicans, of course, hastened this process through their use of the Southern strategy to maximize conservative white fears and resentments. It is arguable that the Democratic shift toward the conservative and neoliberal economics beginning the late 1970s as a response to the increasing power of money in elections and the rise of Reagan was also a minor realignment that moved many wealthy social liberals out of the Republican fold at the expense of blue-collar Democratic workers.

Conventional wisdom has argued that demographic trends showing the rise of Latino and Asian voters would spell the need for another GOP realignment–this time away from minority-bashing Southern Strategy politics, toward a more ecumenical, corporate-friendly fiscal libertarianism and militaristic foreign policy that would in theory attract conservative-leaning voters across the racial spectrum who had previously felt unwelcome in the Republican fold due to its racial politics. Republican leaders are well aware that every election year the voting public becomes more diverse, and that permanently losing the Latino and Asian votes the way Republicans have the African-American vote would mean a permanent disaster for their party. The Blue Wall becomes more formidable for the GOP with every presidential election cycle, largely due to demographic change.

At no point did this become more clear than after the 2012 election. Most Republicans insiders had expected an easy Romney victory based on the standard indicators. But when the strength of the Democratic constituency became apparent, GOP leaders knew they had to act to pass immigration reform and begin the hard work of appealing to minority voters. This is the Koch Brothers agenda: the corporate agenda with a diverse, smiling face.

But then something interesting happened: base Republican voters said no. Tea Partiers continued to sweep establishment Republicans out of office. Eric Cantor, once considered heir apparent to Speaker John Boehner, suddenly found himself toss out of Congress on the strength of an anti-immigrant intra-party challenge. Immigration reform stalled due to a near revolt by the conservative base. Meanwhile, the continued ability of Republicans to make gains in midterm elections due to weak Democratic turnout, and to lock down the House of Representatives due to the Big Sort and intentional gerrymandering, meant that Republican legislators saw no upside in enraging their base.

The rise of Donald Trump should come as no surprise in this context: it was presaged well in advance. Pundits who assumed Trump would flame out quickly were as misguided as those who assumed that Eric Cantor would safely hold his seat. After decades of stirring up their primary voters into a froth of paranoia and hatred of various “others” in society, Republican voters were not about to be led by the nose to a multi-racial corporatist utopia. After telling the religious right for decades that they would ban abortion and force women back into traditional gender roles, it’s no surprise that those voters continued to chose candidates like Todd Akin who could not stop themselves from angering most women voters.

But the Republican Party does have to change. After all, it cannot continue to survive on its present course. Presidential elections are only getting tougher, and the GOP lock on the House will not survive the 2020 census if all else remains unchanged.

That’s where Donald Trump’s brand of politics comes in. Reminiscent of European far right parties that meld anti-immigrant furor with a broader anti-elite sentiment and greater favor to the welfare state, Donald Trump does away with sops to diversity and polite niceties in the service of unfaltering plutocratic agenda. He does the exact opposite–openly bashing women and minorities in the sort of rude way that millions of Republican voters do behind closed doors but not in polite society, while also giving them hope that they can keep their healthcare and social security in the bargain.

After all, it’s important to remember that hardcore conservative Republican voters of today are only a generation removed from the coalition that supported FDR. These are voters who, despite having been hardened against socialist appeals by decades of Fox News style propaganda, nevertheless supported FDR and other Democrats well into the Reagan era. These are voters who don’t actually hate the welfare state and social spending, so much as they hate the idea that their tax dollars are going to social spending for the wrong people. It’s not so much that they don’t like government heatlhcare: after all, in many poor Republican counties most conservative voters are being taken care of by Medicaid, Medicare and the VA. It’s that they don’t like the idea that poor minorities and “loose” women might be getting free healthcare “on their backs.” And as for Wall Street, most Republican voters can’t stand them: they see them as crony capitalist, corrupt liberal New Yorkers who got a bailout. Most GOP voters won’t shed a tear if Trump raises taxes on the hedge fund crowd.

Donald Trump reassures these voters that the “wrong kind of people” won’t be getting any freebies on his watch. That’s all they really care about–so if Trump supports universal healthcare it’s simply not that big a deal.

And this ultimately is what the real GOP realignment is going to look like: less racially diverse corporatism, and more socialism for white people. It stands to reason. Blue-collar white GOP voters aren’t about to forget decades of fear-based propaganda, and their economic position remains precarious enough that they still need the welfare state help.

“The Battle For Voting Rights Continues”: A Non-Problem Invoked To Create A Massive New Problem Of Obstructing Legitimate Votes

Many find politics frustrating because problems that seemed to be solved in one generation crop up again years or decades later. The good thing about democracy is that there are no permanent defeats. The hard part is that some victories have to be won over and over.

And so it is with the Voting Rights Act of 1965, a monument to what can be achieved when grass-roots activism is harnessed to presidential and legislative leadership. Ending discrimination at the ballot box was a way of underwriting the achievements of the Civil Rights Act passed a year earlier by granting African Americans new and real power to which they had always been constitutionally entitled.

“The results were almost unimaginable in 1965,” writes Ari Berman in “Give Us the Ballot: The Modern Struggle for Voting Rights in America,” his timely book published this month. “In subsequent decades, the number of black registered voters in the South increased from 31 percent to 73 percent; the number of black elected officials increased from fewer than 500 to 10,500 nationwide; the number of black members of Congress increased from five to 44.”

And, yes, an African American was elected president of the United States in 2008 and reelected in 2012. He was powered by the ballots of Americans of color who would not let anything turn them around from their polling places.

President Obama’s victory has been routinely cited by those who were already insisting that the Voting Rights Act was outdated. They turned out to have a powerful ally in Chief Justice John Roberts, whose record on the issue Berman analyzes closely. If the United States could elect a black president, wasn’t that a sign that there was no longer a need for a strong Voting Rights Act?

Berman quotes Ed Blum, a tireless activist in the effort to weaken the Voting Rights Act. Before the House Judiciary Subcommittee on the Constitution, Blum referred to Birmingham, Ala.’s, legendary commissioner of public safety as a figure of the past: “‘Bull Connor is dead.’ And so is every Jim Crow-era segregationist intent on keeping blacks from the polls.”

In fact, Obama’s election called forth a far more sophisticated approach to restricting voting. Republicans closely examined how Obama’s political organization had turned out large numbers of young African Americans who had not voted before. Their participation was facilitated by early voting, and particularly Sunday voting.

So legislatures in many states where Republicans had full political control went to work to make it harder for African Americans, Latinos and young people to vote. Of course, that is not what they said they were doing. They invented a scarecrow, “voter fraud,” to justify voter ID laws. These laws disadvantage inner-city residents and favor suburbanites who get driver’s licenses as a matter of routine. They also used all kinds of excuses to roll back early voting.

“No matter how much evidence emerged to the contrary, the voter-fraud myth would never die,” Berman writes. Indeed. The fraud specter is so useful to those who want to restrict voting that the facts don’t trouble them. As a result, a non-problem is invoked to create a massive new problem of obstructing legitimate votes.

This month, the U.S. Court of Appeals for the 5th Circuit ruled that Texas’s voter ID law “has a discriminatory effect” and amounted to a poll tax. But it also sent the case back to a lower-court judge asking her to meet a high standard of showing that the law was passed with an explicitly discriminatory intent. You can bet that the Texas voting case or another in North Carolina, or both, will make their way to a Supreme Court that has already gutted the Voting Rights Act once in a 2013 decision written by Roberts.

Will he do it again? And will voters in 2016 realize just how important a president’s power to name future Supreme Court justices is to the very right they will be exercising on Election Day?

It would have been lovely if Berman’s book could simply have celebrated the 50th anniversary of the Voting Rights Act. Instead, it is even more useful as a guide to what still needs to be done. He tells the story of the charismatic leader of the North Carolina NAACP, the Rev. William Barber II, who led the state’s innovative Moral Monday protests.

“What do we do when they try to take away voting rights?” Barber asked at a rally.

The crowd responded: “We fight, we fight, we fight.”

There is no alternative.

“Some Americans Should Not Have Equal Rights?”: The Racist Roots Of The GOP’s Favorite New Immigration Plan

The year 1866 was an alarming one for xenophobes: Congress passed the Civil Rights Act, declaring “all persons born in the United States and not subject to any foreign power…to be citizens of the United States.” Though explicitly intended to grant citizenship to African-Americans, who’d been denied it by the Supreme Court’s ruling in the 1857 Dred Scott case, wouldn’t the law also “have the effect of naturalizing the children of Chinese and Gypsies born in this country?” wondered Pennsylvania Senator Edgar Cowan. “Undoubtedly,” responded Senator Lyman Trumbull of Illinois. When President Andrew Johnson vetoed the act, he too raised the specter of the Chinese and “the people called Gypsies.”

Congress overrode the veto, and went on to enshrine the principle of birthright citizenship in the Constitution’s 14th Amendment. Needless to say, fears about the children of the gypsies proved unfounded. Yet the idea that people with certain types of parents should be denied citizenship—and the associated rights—persisted. Late in the nineteenth century the government tried to withhold citizenship from the children of Chinese immigrants, but was rebuffed by the Supreme Court. Native Americans weren’t considered citizens until 1924. These days the target is Latino immigrants and their children. And thanks to Donald Trump, the nativist argument against birthright citizenship has moved from a sideline item to a centerpiece in the Republican primary.

In a set of immigration policies released Sunday, Trump called for an end to birthright citizenship, which he described as “the biggest magnet for illegal immigration.” Trump’s invocation of the fictitious “anchor baby” phenomenon isn’t particularly original. But what’s striking is that his implausible call for reinterpreting or rescinding the 14th Amendment has been taken up by so many of his competitors in the Republican field, including Scott Walker, Ted Cruz, Lindsey Graham, Bobby Jindal, Rick Santorum, Ben Carson, and Rand Paul. Chris Christie said recently that birthright citizenship should be “reexamined.” The much shorter list of those not in favor includes John Kasich (who previously advocated for revoking birthright citizenship), Jeb Bush, and Marco Rubio, who stated that he is “open to exploring ways of not allowing people who are coming here deliberately for that purpose to acquire citizenship.”

The issue of birthright citizenship resurfaces every so often in Congress, but it’s never gotten much traction. Most recently Louisiana Senator David Vitter warned of the “exploding phenomenon” of “birth tourism,” and in March proposed to limit citizenship to those who have at least one parent with a green card or who’ve served in the military. Though bids like Vitter’s are more demagogic than actionable, some US-born children with undocumented parents already face hurdles related to their citizenship rights. Texas, for instance, recently began refusing to issue birth certificates to parents who use a photo ID from the Mexican Consulate as their only form of identification.

Kelefa Sanneh points out that, bluster aside, Trump is actually forcing a substantive policy debate. The substance is extreme: Walker, for instance, once supported comprehensive reform legislation that including labor rights and a pathway to legal status; now he is “absolutely” in favor of ending birthright citizenship. (So are 63 percent of Republicans, according to a 2010 Fox News poll.) While the GOP was once wondering whether Romney’s promotion of “self deportation” went too far, now candidates are pandering to the base’s racial anxieties with talk of undoing what historian Eric Foner characterizes as one of the Republican Party’s own “historic achievements.”

The irony is that doing so would dramatically increase the number of undocumented people living in the United States. (As has the militarization of the border.) Denying birthright citizenship to children with undocumented parents would bring the population of unauthorized people to as many as 24 million by 2050, according to the Migration Policy Institute. The result, according to MPI, would be the creation of “an underclass of unauthorized immigrants who, through no fault of their own, would be forced to live in the margins of US society.” In other words, undermining the 14th Amendment won’t solve the (nonexistent) problem of “birth tourism.” It would, however, do what the denial of citizenship has done since the era of Dred Scott: strip civil rights from a racialized group, facilitating their exploitation.

“Potential Usefulness As A New Rhetorical Framework”: The Republican Party Is Still Trying To Decide If Minorities Matter

The Republican party has had well-documented difficulty making inroads with minority voters since the 2012 election. It’s probably more accurate to say that since the 2012 election Republicans have been engaged in a quiet and unresolved debate amongst themselves over which of the following three strategic courses to pursue:

1) Making genuine, substantive concessions to minority voters.

2) Making symbolic and rhetorical concessions to minority voters, without making significant changes to the GOP’s substantive agenda.

3) Making no concessions to minority voters whatsoever, in the hope of increasing the GOP’s already sizeable margins among white voters.

Two developments in the past month—the mass killing of black worshippers by a white supremacist at Emanuel AME Church in Charleston, SC, and the launch of Donald Trump’s presidential campaign—have thrown into stark relief how badly option one lost out to options two and three. The ongoing Republican presidential primary has become a contest to determine which of the latter two approaches the party will adopt in the general election next year.

The Emanuel AME killings set off a furious backlash to the southern right’s glorification of the Confederacy. And after a brief but conspicuous stumble, Republican presidential candidates neared a consensus that the party should no longer support conspicuous celebrations of it. Republicans began lowering Confederate battle flags from government buildings, and, in South Carolina, have begun the legislative process required to place the Confederate flag flying on the state’s capitol grounds into a museum.

This isn’t a meaningless concession. A CNN/ORC poll taken in late June found that 66 percent of whites, 77 percent of Republicans, and a majority of the country at large view the flag as a symbol of Southern pride more than a symbol of racism—a view that, while wrongheaded, suggests Republicans were willing to commit an affront to their own voting base in order to demonstrate that the Charleston killings had moved them in some meaningful way.

After initially whiffing on the Confederate flag question, former Texas Governor Rick Perry dedicated a major presidential campaign speech to acknowledging that the Republican party’s minority rut is one of its own making:

Blacks know that Republican Barry Goldwater in 1964 ran against Lyndon Johnson, who was a champion for Civil Rights. They know that Barry Goldwater opposed the Civil Rights Act of 1964. He felt parts of it were unconstitutional. States supporting segregation in the south, they cited states’ rights as a justification for keeping blacks from the voting booth and the dinner table.

As you know, I am an ardent believer in the 10th Amendment, which was ratified in 1791, as part of our Bill of Rights. The 10th Amendment says that the powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved for the states respectively, or the individual. I know that state governments are more accountable to you than the federal government.

But I’m also an ardent believer in the 14th Amendment, which says that no state shall deny any person in its jurisdiction the equal protection of the laws. There has been, and there will continue to be an important and a legitimate role for the federal government in enforcing Civil Rights.

Too often, we Republicans, me included, have emphasized our message on the 10th Amendment but not our message on the 14th. An Amendment, it bears reminding, that was one of the great contributions of Republican party to American life, second only to the abolition of slavery. For too long, we Republicans have been content to lose the black vote, because we found we didn’t need it to win. But, when we gave up trying to win the support of African-Americans, we lost our moral legitimacy as the party of Lincoln, as the party of equal opportunity for all.

It’s exceedingly, depressingly rare for conservatives to admit that African-American support for Democrats is historically well grounded. Held up against that low bar, Perry’s clarity here is refreshing. But the meaning of this passage lies less in his concession to historical reality than in his stipulation that “state governments are more accountable…than the federal government” and his promiscuous use of the term “message.” Perry’s interest in the 14th Amendment isn’t a harbinger of his support for, say, same-sex marriage. It is mostly limited to its potential usefulness as a new rhetorical framework in which to squeeze existing conservative policy commitments that have little or nothing to do with equal protection or due process.

If Perry represents the Republican faction committed to improving the Republican party’s “message” to minority voters, then Trump represents the faction that believes conservatives should run on the presumption that Republicans still don’t need minority votes to win.

Several Republicans, including Perry, joined the immense backlash to Trump’s suggestion that undocumented immigrants are disproportionately rapists and drug criminals. But the right didn’t react in lockstep. Among presidential candidates, Ted Cruz, Rick Santorum, and Ben Carson have all spoken up for Trump, as have conservative intellectuals like Rich Lowry, who argued that “Trump’s rant on immigration is closer to reality than the gauzy cliches of immigration romantics.”

The view that there are enough aggrieved white voters in the country to elect a GOP president no longer dominates Republican strategic thought as it once did, and it will probably shrink further over time, as changing demographics make it less and less tenable politically.

But in this election, with this primary field, it could win the day one more time. What it lacks in broad appeal it makes up for in its ability to lend Republican policy arguments internal coherence. The range of issues that both affect minorities and demand substantive concessions from Republicans is growing, and that will make Perry-like efforts to smooth the sharp edges of conservative policy with gentler rhetoric more tortured as time goes on. In the long run, the only real option is for the GOP to change party dogma on issues like voting rights or immigration or social spending.

But for now, the notion propounded by Trump and Cruz and others, is that the Republican party doesn’t need to go to any trouble at all.
