“Obama And The World’s Ills”: The Republican Story Is: We Don’t Need To Bog Down In Details — Somehow, It’s All Obama’s Fault
It’s hard to recall a time when the world presented more crises with fewer easy solutions. And for the Republicans, all of these woes have a common genesis: American weakness projected by Barack Obama.
People in the Middle East, former Vice President Dick Cheney said recently, “are absolutely convinced that the American capacity to lead and influence in that part of the world has been dramatically reduced by this president.” He added, “We’ve got a problem with weakness, and it’s centered right in the White House.”
Really? It’s instructive to ask: What exactly would a Republican president advised by Cheney do in each of these crises? Let’s take them one at a time.
Iraq. It’s now clear that Cheney’s invasion of Iraq and its subsequent Shiite client state under Nouri al-Maliki only deepened sectarian strife and laid the groundwork for another brand of Islamist radicalism, this time in the form of ISIS, and more backlash against the U.S. for creating the mess. What’s the solution — a permanent U.S. military occupation of Iraq? Republican presidential candidates should try running on that one.
Syria. Obama took a lot of criticism for equivocating on where the bright line was when it came to Syrian use of chemical warfare. In fact, American military pressure and diplomacy has caused Syrian president Assad to get rid of chemical weapons. But the deeper Syrian civil war is another problem from hell. How about it, Republican candidates — More costly military supplies to moderate radicals, whoever the hell they are? A U.S invasion? See how that plays in the 2016 campaign.
Israel-Palestine. A two-state solution seems further away than ever, and time is not on the Israeli side. No American president has had the nerve to tell the Israeli government to stop building settlements on Arab lands, despite $3 billion a year on U.S. aid to Israel. What Would Jesus Do? (What would Cheney do?)
Putin and Ukraine. Russian President Putin’s fomenting of military adventures by ethnic Russian separatists in eastern Ukraine has created a needless crisis. But our European friends, who have trade deals with Russia, don’t want to make trouble. So, what will it be — a new U.S.-led Cold War without European support? A hot war?
Iran’s Nuclear Capacity. The policy of détente with Iran in exchange for controls on Iranian ability to weaponize enriched uranium is a gamble that could well pay off. The alternative course of bombing Iran, either ourselves or via a proxy Israeli strike, seems far more of a gamble. Who’s the realist here?
China’s New Muscle. The U.S., under Democratic and Republican presidents alike, has become pitifully dependent on borrowing from China. Our biggest corporations have put the attractions of cheap Chinese labor ahead of continuing production in the U.S.A., creating a chronic trade deficit that requires all that borrowing. Now, China is throwing around its economic weight everywhere from its own backyard in East Asia to Africa and South America. Our troubles with Putin have helped promote a closer alliance between Moscow and Beijing. Anyone have a nice silver bullet for this one?
Those Central American Kids. What do you think — failure of immigration policy or humanitarian refugee crisis? On the one hand, American law says that bona fide refugees can apply for asylum and that children who are being trafficked fall into the category of refugees. On the other hand America is never going to take all the world’s refugees. Border Patrol agents interviewing terrified nine-year-olds lack the capacity to determine who is a true candidate for asylum. If shutting down the border — ours or Mexico’s — were the easy solution, we would have done it decades ago.
And I haven’t even gotten to Afghanistan, or the problem of nuclear proliferation, or new Jihadist weapons that can evade airport detection systems, or the total failure of democracy to gain ground in the Middle East.
The Republican story seems to be: we don’t need to bog down in details — somehow, it’s all Obama’s fault.
Here’s what these crises have in common.
- They have no easy solutions, military or diplomatic, and U.S. leverage is limited.
- They are deeply rooted in regional geo-politics. U.S. projection of either bravado or prudence has little to do with how recent events have unfolded.
- Some of these crises were worsened by earlier U.S. policy mistakes, such as the Cheney-Bush invasion of Iraq, or the bipartisan indulgence of Israeli building of settlements, or the one-sided industrial deals with China, or 20th-century alliances with Middle Eastern despots to protect oil interests.
When I was growing up, there was a nice clean division between the good guys and the bad guys. Hitler was the ultimate bad guy. Or maybe it was Stalin. America won World War II, and we won the Cold War when the Berlin Wall came down and the Soviet Union collapsed.
Policy choices were easy only in retrospect. The neat world of good guys and bad guys started coming apart with the Vietnam War.
Today’s crises are nothing like the ones of that simple era. Who are the good guys and bad guys in Syria and in Iraq? In China’s diplomacy in South America? Among the murdered Israeli and Palestinian children and the children seeking refuge at our southern border?
To the extent that policy options are even partly military, the American public has no stomach for multiple invasions and occupations.
As Republican jingoists scapegoat President Obama for all the world’s ills and try to impose a simple story of weakness and strength on events of stupefying complexity, you have to hope that the American people have more of an attention span than usual.

“Obama’s Leadership Is Right For Today”: Persuasion, Conciliation, Education And Patience
“Because of his unsure and indecisive leadership in the field of foreign policy, questions are being raised on all sides,” the writer declared, adding that the administration was “plagued by a Hamlet-like psychosis which seems to paralyze it every time decisive action is required.” Is the writer one of the many recent critics of Barack Obama’s foreign policy? Actually, it’s Richard Nixon, writing in 1961 about President John F. Kennedy. Criticizing presidents for weakness is a standard practice in Washington because the world is a messy place and, when bad things happen, Washington can be blamed for them. But to determine what the United States — and Obama — should be doing, we have to first understand the nature of the world and the dangers within it.
From 1947 until 1990, the United States faced a mortal threat, an enemy that was strategic, political, military and ideological. Washington had to keep together an alliance that faced up to the foe and persuaded countries in the middle not to give in. This meant that concerns about resolve and credibility were paramount. In this context, presidents had to continually reassure allies. This is why Dean Acheson is said to have remarked in exasperation about Europe’s persistent doubts about America’s resolve, “NATO is an alliance, not a psychiatrist’s couch!”
But the world today looks very different — far more peaceful and stable than at any point in decades and, by some measures, centuries. The United States faces no enemy anywhere on the scale of Soviet Russia. Its military spending is about that of the next 14 countries combined, most of which are treaty allies of Washington. The number of democracies around the world has grown by more than 50 percent in the past quarter-century. The countries that recently have been aggressive or acted as Washington’s adversaries are getting significant pushback. Russia has alienated Ukraine, Eastern Europe and Western Europe with its recent aggression, for which the short-term costs have grown and the long-term costs — energy diversification in Europe — have only begun to build. China has scared and angered almost all of its maritime neighbors, with each clamoring for greater U.S. involvement in Asia. Even a regional foe such as Iran has found that the costs of its aggressive foreign policy have mounted. In 2006, Iran’s favorability rating in Egypt, Jordan and Saudi Arabia was in the 75 percent to 85 percent range, according to Zogby Research. By 2012, it had fallen to about 30 percent.
In this context, what is needed from Washington is not a heroic exertion of American military power but rather a sustained effort to engage with allies, isolate enemies, support free markets and democratic values and push these positive trends forward. The Obama administration is, in fact, deeply internationalist — building on alliances in Europe and Asia, working with institutions such as the International Monetary Fund and the United Nations, isolating adversaries and strengthening the global order that has proved so beneficial to the United States and the world since 1945.
The administration has fought al-Qaeda and its allies ferociously. But it has been disciplined about the use of force, and understandably so. An America that exaggerates threats, overreacts to problems and intervenes unilaterally would produce the very damage to its credibility that people are worried about. After all, just six years ago, the United States’ closest allies were distancing themselves from Washington because it was seen as aggressive, expansionist and militaristic. Iran was popular in the Middle East in 2006 because it was seen as standing up to an imperialist America that had invaded and occupied an Arab country. And nothing damaged U.S. credibility in the Cold War more than Vietnam.
Obama is battling a knee-jerk sentiment in Washington in which the only kind of international leadership that means anything is the use of military force. “Just because we have the best hammer does not mean that every problem is a nail,” he said in his speech Wednesday at West Point. A similar sentiment was expressed in the farewell address of President Dwight D. Eisenhower, a strong leader who refused to intervene in the Suez crisis, the French collapse in Vietnam, two Taiwan Strait confrontations and the Hungarian uprising of 1956. At the time, many critics blasted the president for his passivity and wished that he would be more interventionist. A Democratic Advisory Council committee headed by Acheson called Eisenhower’s foreign policy “weak, vacillating, and tardy.” But Eisenhower kept his powder dry, confident that force was not the only way to show strength. “I’ll tell you what leadership is,” he told his speechwriter. “It’s persuasion — and conciliation — and education — and patience . It’s long, slow, tough work. That’s the only kind of leadership I know — or believe in — or will practice.”
Maybe that’s the Obama Doctrine.

“They Elected Me, The Overseers”: No Clemency From Snowden’s Self-Importance
Eh, I suppose I could find myself coming around to what the New York Times editorial suggests the United States should do to Edward Snowden. That is, offer the Russia-residing national security leaker, “a plea bargain or some form of clemency that would allow him to return home, face at least substantially reduced punishment in light of his role as a whistle-blower, and have the hope of a life advocating for greater privacy and far stronger oversight of the runaway intelligence community.” Snowden should be held accountable in some way for stealing government secrets. What I don’t think I could stand is a public life of advocacy.
My views on Snowden are pretty clear. They were mostly negative views that were reinforced when I read his interview with The Post’s Barton Gellman published just before Christmas. No need for me to go into detail about what I thought because my colleague Ruth Marcus did it masterfully in the opening paragraphs of her Tuesday column.
Time has not deflated Edward Snowden’s messianic sense of self-importance. Nor has living in an actual police state given the National Security Agency (NSA) whistleblower any greater appreciation of the actual freedoms that Americans enjoy.
Insufferable is the first adjective evoked by Snowden’s recent interview with Barton Gellman in The Post, but it has numerous cousins: smug, self-righteous, egotistical, disingenuous, megalomaniacal, overwrought.
“Let them say what they want,” Snowden said of his critics during the Moscow interview with Gellman. “It’s not about me.” A side-eye-worthy statement as it came near the end of a story that was one long aria of Snowden self-importance.
It’s not about him, but “I am not trying to bring down the NSA, I am working to improve the NSA,” he said.
It’s not about him, but “That whole question — who elected you? — inverts the model,” he said. “They elected me. The overseers.”
And it’s not about him, but he said, “somebody has to be the first” since no one else felt as compelled as he to steal government secrets and violate an oath of secrecy to shed light on the activities of the National Security Agency.
With all the political enemies arrayed on Capitol Hill against President Obama, why didn’t Snowden take his ample concerns to Republican lawmakers? Lord knows, they are always casting about (unsuccessfully) for the latest “-gate” they believe will bring down the Obama administration.
Despite my dim view of the man and his actions, there is no denying that what Snowden revealed demands attention. That’s why one thing he told Gellman had me nodding my head.
“I don’t care whether you’re the pope or Osama bin Laden,” he said. “As long as there’s an individualized, articulable, probable cause for targeting these people as legitimate foreign intelligence, that’s fine. I don’t think it’s imposing a ridiculous burden by asking for probable cause. Because, you have to understand, when you have access to the tools the NSA does, probable cause falls out of trees.”
On Dec. 18, the president’s Review Group on Intelligence and Communications Technologies issued its report on the government’s surveillance activities and offered recommendations on how to limit its vast scope and capabilities. At his year-end press conference two days later, Obama said, he would make a “pretty definitive statement” on it all upon his return from vacation this month.
No doubt, there is nothing the president could propose that would go far enough for most folks in curbing the excesses of the NSA. But, to borrow a phrase from Snowden, “somebody has to be the first” to try.

“He May Also Have Been A Spy”: Snowden Lied About China Contacts
Yesterday, the New York Times urged the Obama administration to offer Edward Snowden “a plea bargain or some form of clemency.” The paper called the former NSA contractor “a whistle-blower” for his exposure of “the vast scope” of the NSA’s “reach into the lives of hundreds of millions of people in the United States and around the globe.”
Perhaps Snowden is what the Times portrays him to be, a hero of sorts, yet the editors of the paper rushed to judgment. In their editorial they did not even raise the possibility that he passed along vital national security secrets to China. It is likely he did so.
“I have had no contact with the Chinese government,” Snowden wrote in a Q&A on the Guardian website while taking refuge in Hong Kong in June. “I only work with journalists.”
That’s far short of the truth. By the time he wrote those words in the online chat, Snowden, according to one of my sources in Hong Kong, had at least one “high-level contact” with Chinese officials there. Those officials suggested he give an interview to the South China Morning Post, the most prominent English-language newspaper in Hong Kong. This is significant because, as the Post noted, Snowden turned over to the paper documents that contained detailed technical information on the NSA’s methods. Included in these documents were Hong Kong and Chinese IP addresses that the NSA was surveilling. The disclosure of those addresses was not whistle-blowing; that was aiding China.
The Post, my source told me, had sent two reporters to interview Snowden. The paper did not give a byline to one of them, a Chinese national serving as the deputy to Editor Wang Xiangwei, who openly sits on a Communist Party organ in the Mainland. That reporter is suspected to have then supplied Snowden’s documents to Chinese agents. Beijing, it appears, was able to cover its tracks while obtaining information from the so-called whistle-blower.
Specifically, it appears that agents of China’s Ministry of State Security were in contact with Snowden during his stay in Hong Kong, a semi-autonomous part of China. “The Chinese already have everything Snowden had,” said an unnamed official to the Washington Free Beacon days after the leaker had left Hong Kong for Moscow. Representative Mike Rogers, chairman of the House Select Committee on Intelligence, said that Snowden probably went to Mainland China during his stay in Hong Kong, a suspicion shared by some in that city.
Moreover, evidence suggests that Beijing orchestrated Snowden’s flight from Hong Kong. Albert Ho, one of Snowden’s lawyers, believes Chinese authorities contacted him through an intermediary to pass a message that it was time for Snowden to leave the city. “I have reasons to believe that… those who wanted him to leave represented Beijing authorities,” he was quoted as saying.
We can only speculate as to the motives of the Chinese to frustrate Washington’s attempts to apprehend Snowden, but they did their best to make sure that American officials did not get the opportunity to interrogate Snowden. The last thing they wanted was for the U.S. to learn the extent of their penetration of the NSA and the FBI in Hawaii.
Some in the American intelligence community suspect Snowden was really a “drop box,” receiving information from NSA personnel working for China. In other words, he was used as a courier.
In any event, the Daily Beast’s Eli Lake reported in late June that the FBI was investigating whether Snowden obtained documents “from a leak inside the secret FISA court.” Similarly, Mike Rogers has suggested Snowden probably had an accomplice in the NSA giving him information.
Beijing may also have encouraged Snowden to leave Hawaii. One of my sources indicates that Chinese intelligence, either directly or through FBI personnel working for China, tipped Snowden off that NSA investigators were closing in on him.
At this point, allegations of Snowden’s shadowy involvement with Chinese intelligence in Hawaii remain unconfirmed, but the evidence suggests he lied about his dealings with Chinese officials during his stay in Hong Kong. That tells us he may have been more than just a “whistle-blower.”
Just because he raised critical issues that go to the core of our democracy does not mean Mr. Snowden is a hero. He may also have been a spy.

“Our Democracy Is Drowning In Big Money”: JP Morgan Chase, The Foreign Corrupt Practice Act, And The Corruption Of America
The Justice Department has just obtained documents showing that JPMorgan Chase, Wall Street’s biggest bank, has been hiring the children of China’s ruling elite in order to secure “existing and potential business opportunities” from Chinese government-run companies. “You all know I have always been a big believer of the Sons and Daughters program,” says one JP Morgan executive in an email, because “it almost has a linear relationship” to winning assignments to advise Chinese companies. The documents even include spreadsheets that list the bank’s “track record” for converting hires into business deals.
It’s a serious offense. But let’s get real. How different is bribing China’s “princelings,” as they’re called there, from Wall Street’s ongoing program of hiring departing U.S. Treasury officials, presumably in order to grease the wheels of official Washington? Timothy Geithner, Obama’s first Treasury Secretary, is now president of the private-equity firm Warburg Pincus; Obama’s budget director Peter Orszag is now a top executive at Citigroup.
Or, for that matter, how different is what JP Morgan did in China from Wall Street’s habit of hiring the children of powerful American politicians? (I don’t mean to suggest Chelsea Clinton got her hedge-fund job at Avenue Capital LLC, where she worked from 2006 to 2009, on the basis of anything other than her financial talents.)
And how much worse is JP Morgan’s putative offense in China than the torrent of money JP Morgan and every other major Wall Street bank is pouring into the campaign coffers of American politicians — making the Street one of the major backers of Democrats as well as Republicans?
The Foreign Corrupt Practices Act, under which JP Morgan could be indicted for the favors it has bestowed in China, is quite strict. It prohibits American companies from paying money or offering anything of value to foreign officials for the purpose of “securing any improper advantage.” Hiring one of their children can certainly qualify as a gift, even without any direct benefit to the official.
JP Morgan couldn’t even defend itself by arguing it didn’t make any particular deal or get any specific advantage as a result of the hires. Under the Act, the gift doesn’t have to be linked to any particular benefit to the American firm as long as it’s intended to generate an advantage its competitors don’t enjoy.
Compared to this, corruption of American officials is a breeze. Consider, for example, Countrywide Financial’s generous “Friends of Angelo” lending program, named after its chief executive, Angelo R. Mozilo, that gave discounted mortgages to influential members of Congress and their staffs before the housing bubble burst. No criminal or civil charges have ever been filed related to these loans.
Even before the Supreme Court’s shameful 2010 “Citizens United” decision — equating corporations with human beings under the First Amendment, and thereby shielding much corporate political spending – Republican appointees to the Court had done everything they could to blunt anti-bribery laws in the United States. In 1999, in “United States v. Sun-Diamond Growers,” Justice Scalia, writing for the Court, interpreted an anti-bribery law so loosely as to allow corporations to give gifts to public officials unless the gifts are linked to specific policies.
We don’t even require that American corporations disclose to their own shareholders the largesse they bestow on our politicians. Last year around this time, when the Securities and Exchange Commission released its 2013 to-do list, it signaled it might formally propose a rule to require corporations to disclose their political spending. The idea had attracted more than 600,000 mostly favorable comments from the public, a record response for the agency.
But the idea mysteriously slipped off the 2014 agenda released last week, without explanation. Could it have anything to do with the fact that, soon after becoming SEC chair last April, Mary Jo White was pressed by Republican lawmakers to abandon the idea, which was fiercely opposed by business groups.
The Foreign Corrupt Practices Act is important, and JP Morgan should be nailed for bribing Chinese officials. But, if you’ll pardon me for asking, why isn’t there a Domestic Corrupt Practices Act?
Never before has so much U.S. corporate and Wall-Street money poured into our nation’s capital, as well as into our state capitals. Never before have so many Washington officials taken jobs in corporations, lobbying firms, trade associations, and on the Street immediately after leaving office. Our democracy is drowning in big money.
Corruption is corruption, and bribery is bribery, in whatever country or language it’s transacted in.
