“Incessant Flailing”: GOP Peddles Hard The ‘Hillary Can’t Be Trusted’ Line

Democratic presidential candidate Hillary Clinton is the runaway pick among voters when asked who among the presidential candidates is the most credible, honest and trustworthy, and even the most compassionate. Her rank on the voter trustworthy meter is far higher than that of Barack Obama and easily tops that of all other GOP presidential contenders. The problem with this is the AP-Ipsos poll that gave Hillary high marks on trustworthiness was taken in March, 2007.

The two big questions are: What happened in the eight years since that poll was taken and today to change voter’s attitudes on the trust issue toward Clinton? The other even bigger one is: Does this pose a real problem for Clinton’s campaign?

The trust issue and Hillary has been the sole fixation of the pollsters and they seem to crank out a new poll monthly hitting that theme. If one believes the barrage of polls, one comes away with the notion that voters, especially Democrats, simply don’t trust Hillary.

Playing up Clinton’s supposed free fall in integrity has been the one constant in the run-up to the 2016 presidential campaign. The Republican National Committee early on put Hillary dead in its hit sights to do everything possible to render her candidacy stillborn even before it officially became a candidacy. It not so subtly recycled the old trumped up scandals of the past from Whitewater to the Lewinsky scandal. It then cranked out a sneering “poor Hillary” video that touted Hillary’s quip that she and Bill were “dead broke” when they left the White House. It then intimated that she shook down poor cash strapped universities for her alleged outrageous speaking fees.

There was little doubt that the first chance the GOP got it would seize on a real or manufactured Obama foreign policy flub and make Clinton their hard target. The Benghazi debacle seemed to be just the right flub. In August 2013, the Republican National Committee rammed the attack home with a half-minute clip of her Senate Foreign Relations Committee testimony earlier that year on the Benghazi attack.

The aim as always was to embarrass and discredit her not because of her alleged missteps as Secretary of State, but as a 2016 presidential candidate. Republicans got what they wanted when their phony accusations against her of cover-up and incompetence got tons of media chatter and focus and raised the first shadow of public doubt. The GOP then tirelessly searched for something else that could ramp up more public doubt about Clinton’s honesty. It didn’t take long to find.

This time it got two for the price of one. Congressional Republicans jubilantly waved a fresh batch of Clinton emails to the media, claiming that it proved that she deliberately mislead Congressional investigators, and the public, on what she knew and how she handled or allegedly mishandled the Benghazi debacle. This ties in with the GOP’s and the media’s incessant flailing of Clinton for supposedly hiding, deleting or misusing her private emails for some sinister and nefarious reason during her stint as Secretary of State. There will be more to come on this rest assured.

Meanwhile, the GOP mockingly ridicules Clinton’s attempt to reimage her campaign and herself as a hands, on in the trenches with the people, caring, feeling candidate as just more of the Clinton con, and an ineffectual one to boot. The supposed proof of that is to finger point her plunging favorability numbers in the polls. Of course, what’s conveniently omitted from the Hillary smear is that every one of her GOP rivals is doing an even lousier job trying to convince voters that they are any more “trustworthy” than Clinton. In the case of Donald Trump, Ted Cruz, Chris Christie, and especially Jeb Bush, their integrity meter score with the public fall somewhere between Watergate Richard Nixon and that of a used car salesman.

There’s more. A USA Poll and an ABC-Washington Post poll found that not only does Clinton have solid numbers in terms of approval with voters, but bags big time general favorability numbers from Democrats. This is even more impressive given the spirited, and populist issues run that Vermont Senator Bernie Sanders is making at Hillary.

It’s certainly true that voters do want a president that they can trust to say and do the right thing both on the issues and in their dealing with the public. But they also want a president who is experienced, well-versed, thoughtful, and firm on dealing with the inevitable crises that will confront the country, here and abroad. There’s absolutely no hint in the polls or anywhere else that the general public has shut down on Clinton in this vital area of public policy. But this won’t stop the GOP and those in the media obsessed with depicting Hillary as two-faced from peddling that line.

“Blind Spots Are Unacceptable”: Presidential Candidates Will Need To Listen

The most recent AP-GfK poll found something interesting.

Even as the public remains closely divided about his presidency, Barack Obama is holding on to his support from the so-called “Obama coalition” of minorities, liberals and young Americans, an Associated Press-GfK poll shows, creating an incentive for the next Democratic presidential nominee to stick with him and his policies.

Hillary Rodham Clinton, by comparison, is viewed somewhat less favorably by the key voting groups whose record-setting turnout in 2008 propelled Obama to the White House and will be crucial to her own success.

Roughly two-thirds of Hispanics view Obama favorably, compared to just over half of Hispanics who say the same about Clinton. Among self-identified liberals, Obama’s favorability stands at 87 percent, to Clinton’s 72 percent. Half of Americans under the age of 30 view Obama favorably, compared to just 38 percent for his former secretary of state.

The findings offer a window into the factors at play as Clinton decides how closely to embrace Obama, his record and his policies in her campaign for president. Although associating herself with Obama could turn off some independent and Republican-leaning voters, electoral math and changing demographics make it critical for Democrats to turn out high numbers of Hispanics, African Americans and young voters.

From the moment Hillary Clinton officially launched her 2016 campaign, it has been clear that she is actively courting “the Obama coalition.” She came out of the gate talking about things like criminal justice reform, immigration reform and voting rights – all issues that are of primary concern to people of color, especially young people. Based on reports like this, that is not an accident.

“This is the strongest start when it comes to diversity in presidential politics that I’ve seen and I’ve been doing this for over 20 years,” says Jamal Simmons, a principal at The Raben Group, a Washington, D.C.-based lobbying firm. “She is hiring Black and Latino department heads and women in important positions. It’s aggressive and to be commended.”

According to Simmons, it’s not only the Democratic thing to do because the party says it values diversity, but it’s also important to have people on her staff who come from the same communities as her prospective voters.

Ohio Rep. Marcia Fudge, a former chair of the Congressional Black Caucus, agrees.

“The first thing [such hires] does is show our community that the campaign is concerned about who we are and what our issues are and I think that’s very, very important,” she said. “It also says to our community that there are people in that campaign with whom we have some genuine ability to talk to and who understand what we’re talking about.”

To the extent that Hillary listens to the diverse members of her staff, she is unlikely to make the same mistakes that Martin O’Malley and Bernie Sanders did yesterday in response to challenges from people involved in the #BlackLivesMatter movement. They will tell her things like: saying “all lives matter” is “perceived as erasure rather than inclusion” and that tackling the issue of income inequality is a necessary but insufficient way to address structural racism.

Like it or not, this presidential campaign is going to require candidates to deal with the issues that are important to people of color, and white people inherently have blind spots in those areas. It will become increasingly important for candidates to pay heed to the words of the Dalai Lama.

“Hey, Middle Class; Hillary Gets It”: Linking The Concepts Of Fairness And Growth

Here’s one thing I’m sure of about the economic speech Hillary Clinton gave Monday morning at the New School: If a relatively unknown Democratic governor of Illinois or Michigan were running for president, and he gave the speech Hillary Clinton gave Monday morning at the New School, rank-and-file liberals would be turning rapturous cartwheels. She correctly identified the central economic problem of our time; she talked very clearly about the kinds of solutions she’d pursue to address it; she even tossed a few threats in Wall Street’s direction.

The problem is the wages of middle-class workers. The solutions are varied but boil down to a range of policies that would do two things: one, give corporations incentives to share profits and think less about short-term profit-maximization; two, help middle-class families meet the life expenses (college tuition, day care, etc.) that have increased greatly over the last 20 years while wages have remained stagnant. And as to Wall Streeters who gamble with middle-class people’s money, she said, “We will prosecute individuals and firms” who do so. She used the word “criminal” in this context more than once.

My hypothetical governor giving exactly this speech would be showered with liberal praise. But Clinton says it, and it’s like so what. She faces too much distrust from liberals over her past centrism; and for the moment everybody’s all Bernie Bernie Bernie. And that’s all fine. Sanders is fun and sometimes exhilarating, and a primary contest needs a candidate who can speak the unvarnished truth.

But it’s the speakers of varnished truth who usually win presidential nominations, and Clinton is at least 90 percent likely to win this one. And as varnished truths go in Democratic presidential politics, Clinton’s are about as liberal as any liberal could reasonably hope for. There’s an art to taking it right up to line, but not an inch past, and she’s doing that.

One way of testing whether proposals have any ideological bite to them is to imagine whether anyone from the other party could put them forward. Everyone can and will say they want to help the middle class. But how? Jeb Bush says with 4 percent growth into infinity. First of all this is a big fat lie of a promise, and he’s surely smart enough to know he’s lying. From 1975 to 2014 (for 40 years), annual GDP growth in the United States averaged 2.79 percent, according to World Bank data (the stuff I used came in the form of an Excel spreadsheet, so there’s no URL, but Google something like “Real Historical Gross Domestic Product” and you’ll find it). So it doesn’t happen. The best years of sustained GDP growth we’ve ever had were under—yep—Bill Clinton, but even in the late 1990s, we had only four straight years of plus-4-percent growth, and that’s a modern record (there was a three-year run under Ronald Reagan from 1983-1985).

So it’s a lie, number one, but more importantly, it means nothing as a measure. No, actually, it means something, and what it means is toxic: It means that if we actually do experience growth at 4 percent but without taking any of the ameliorative measures Clinton is talking about, the main impact of that growth will be to give us more inequality, more wage stagnation, more corporate profit-hoarding, more stock buybacks, and more roulette-wheel banking. Bush’s is a flawed way of looking at the economy, and this is a very old point of contention between right and left; As Robert Kennedy once said, GDP “measures everything, in short, except that which makes life worthwhile.”

Clinton is talking about growth too, but she’s emphasizing equitable growth. And she puts forward numerous proposals that no Republican would touch, from raising the minimum wage—remember, Bush wants no federal minimum wage—to strengthening unions to offering paid family leave to cracking down on employers who misclassify workers as contractors to expanding on Dodd-Frank to endorsing the Buffett Rule, which applies a minimum effective tax rate of 30 percent on earners north of $1 million.

She left a lot of the details for later, and she was fuzzy here and there—she was noncommittal on trade, and it will be interesting to hear what “defending and enhancing” Social Security actually means.

But for now, it’s enough that she’s linking the concepts of fairness and growth and that she’s making that link the centerpiece of her economic agenda. This is important because until very recently, the economics profession hasn’t regarded fairness as anything it should care about. But that has begun to change. This was the big question in my mind last year as I contemplated Clinton’s candidacy last year. Believe me, I had no small amount of doubt about how aggressively she’d embrace the equitable growth proposition. I’d say she’s answered my questions. Last year, on her book tour, she pooh-poohed paid family leave. Now it’s a centerpiece of her platform.

It’s still going to take time for liberals to believe this, and of course some never will. This is where Clinton still has some work to do. When it comes to economics, liberals don’t really want to hear policy proposals. They want to hear FDR-style attacks on the economic royalists. This is not something Clinton is known for, to put it mildly. I don’t think anyone expects her to be Elizabeth Warren, but in her own way, she has to go there, especially when you consider that she might become the wealthiest president in modern times.

This, from the speech, started moving in that direction, and it’s the first time I recall her talking like this: “And while institutions have paid large fines and in some cases admitted guilt, too often it has seemed that the human beings responsible get off with limited consequences—or none at all, even when they’ve already pocketed the gains. This is wrong and, on my watch, it will change.”

Maybe if she keeps this up and the royalists start attacking her, and she stands her ground, the Warrenites will finally come around. In the meantime, liberals ought at least to recognize that the old cautious Hillary they have in their minds would never have gone this far this fast.

“From TPA To TPP; A Trade Deal Explainer”: A Mix Of Policy, Procedure, And 2016 Politics

There is no shortage of acronyms or confusion surrounding the trade deal legislation being debated in Washington.

Hillary Clinton weighed in on the trade debate Sunday during a campaign stop in Iowa. Or maybe she didn’t. Or she did, but not in the way people thought she did. Confused or frustrated yet? You’re not alone. Between TPP, TPA, TAA, TTIP, and any other number of letter t-laden acronyms, it has become difficult to pinpoint what, specifically, lawmakers are actually talking about as this process moves forward. That’s a problem.

Trade policy is complicated. Congressional procedure is complicated. Politics are often deliberately made complicated by lawmakers or candidates who see limited benefit in weighing in on thorny or increasingly complex issues. The ongoing fight on Capitol Hill over trade combines them all—a mix of policy, procedure, and 2016 politics. That means it’s probably worth breaking down a few top-line points on all three.

The policy

The Trans-Pacific Partnership (TPP) is the name of the 12-nation trade talks that are currently ongoing. There is no deal, though Obama administration officials say they are closing in on one. President Barack Obama has made reaching a deal on TPP one of the top goals of his second term and a cornerstone of his foreign and domestic policy agenda. It is also a top priority of Republican leadership in the House and Senate. Many Democrats, stung by past major trade agreements, are skeptical of the direction of the negotiations. But it’s important to note, again, there is technically no deal … yet.

Think about negotiating with 11 other countries. They’ve all got their own politics, their own legislatures, and their own powerful industries. How could you possibly get all 11 to agree on the same principles, let alone a specific trade deal? It’s not easy. So it would make sense to create a mechanism to try and streamline the process, right? Meet the Trade Promotion Authority (TPA). TPA is not the trade deal (again, that’s TPP). It is, more or less, a procedural mechanism designed to ease the passage of any deal. TPA, also known as “fast-track,” doesn’t prevent lawmakers from voting on a final deal, but it does prevent amendments. Obama administration officials say explicitly they need TPA to reach a final agreement on TPP. Other nations, as Obama’s team explains it, simply don’t trust that the U.S. can get a deal through Congress untouched without it. (This is a serious point of disagreement between Obama and Democrats opposed to the trade deal.)

While TPA is not (repeat: is not) the actual trade deal, it does require legislation and a vote. Democrats opposed or who are wavering on trade see that bill as one of the last points of leverage should Obama actually finalize a deal. If TPA passes and Obama’s team reaches an agreement on TPP, there’s little confidence within the ranks of those opposed to a deal that momentum could be halted at that point. For a unified labor movement, progressive activists, and Democrats opposed to the deal, that has painted TPA as a must-kill item on the agenda.

The procedure

Last week House Democrats chose to vote to sink their own priority, Trade Adjustment Assistance (TAA), in order to slow down Obama’s (TPA). So what the heck does this have to do with TPA? Well, nothing really. Except that program, used to provide aid to U.S. workers displaced due to trade, is expiring. Democrats, who are overwhelmingly supportive of the program, saw an opening in the TPA legislation and it became the vehicle to extend (and actually expand) the program.

House Democrats opposed to the underlying trade negotiations quietly settled on a strategy to deliberately kill their own priority in order to re-set the broader trade debate. That meant voting against TAA, even in the wake of (and perhaps because of in some cases) personal lobbying from Obama. In an interesting twist, House lawmakers actually had the votes to pass the TPA measure separately, but without TAA attached, that goes nowhere for the moment.

Obama and Republican leaders are now left with trying to find another route to get TPA to the president’s desk. One possibility is swinging a huge number of Democrats who just a few days ago voted against TAA. That seems unlikely, save for an epic weekend of lobbying by the White House legislative affairs team. But House and Senate leaders can get quite crafty when it comes to passing bills they badly want to move. So it’s safe to say there’s more to be written in this story.

The politics

The procedure and the policy have presented a political conundrum on the campaign trail for Clinton. She was Obama’s secretary of state when negotiations on TPP started and was supportive at the time. But the party continues to hold a general distrust for trade deals. As Clinton presses for a “better agreement” and leaves the door open to eventually supporting a final deal, Vermont Senator Bernie Sanders and former Maryland Governor Martin O’Malley have made attacking the trade deal a central point of their campaigns. Both weighed in to oppose TPA.

Clinton, for her part, has held her fire, instead broadly focusing on the need for a strong final deal on the TPP. There’s a reason. Read through the previous sections above. Does that sound like a process a presidential candidate would want to explain on the campaign trail? No. Especially not when the underlying issue is so divisive among the most activated members of the party, as it is for Democrats. Clinton, on Sunday, was talking about the broader trade negotiations, not the specifics of the fast-track legislative process. That, it appears, is something that her team has decided there is simply no benefit to weigh in on. As Robby Mook, Clinton’s campaign manager, said on CBS’s Face the Nation Sunday: “The back and forth that’s happening right now is about procedures and parliamentary this and that.”

Conclusion

This stuff is complex, and that’s even before one gets into the specifics of TPP itself—an enormously important negotiation that touches on just about every sector of the U.S. economy and more than 40 percent of the world’s. That, in a nutshell, is exactly why figuring out what each lawmaker or candidate means when they say something on the issue, matters. No matter how many times they use the letter “T” in the acronyms.

“Why Joe Biden Should Run”: It Can Only Make The Democratic Party Better

On the night of October 11, 2012, Barack Obama loped across the tarmac at Andrews Air Force Base, looking as if he were trying hard not to grin. It was a change of mood; eight days earlier, he had done poorly in his first Presidential debate with Mitt Romney, and the feeling in his campaign was gloomy. But, that evening, Vice-President Joe Biden had had his first debate with Paul Ryan, during which he called out the Romney campaign on its “malarkey.” Some commentators thought that he had looked foolish—he’d laughed a lot, and when Biden laughs, he throws back his head. (Mark Salter, the Republican operative, called the Obama-Biden debate combination “sleepy cop/crystal-meth cop.”) But even many of the critics thought that he’d won. He had reminded a lot of people of why they wanted a Democrat in the White House, particularly on questions like income inequality. One of those people seems to have been Obama himself. He’d watched the debate on Air Force One and, though there wasn’t a plan for him to speak to reporters, he swung over to where they were standing.

“I’m going to make a special point of saying that I thought Joe Biden was terrific tonight,” the President said. “I could not be prouder of him. I thought he made a very strong case. I really think that his passion for making sure that the economy grows for the middle class came through. So I’m very proud of him.”

Obama also seemed, in the days to come, more proud of himself. Having Biden with him on the ticket in 2012 helped him win and, it seemed, helped make him a better President when he did. That was the case when what was scoffed at as yet another instance of Bidenic indiscipline—getting ahead of his boss by saying that he was “absolutely comfortable” with full legal recognition of same-sex marriage—led Obama, too, to say what he actually believed, and arrive at a place where he felt proud to be.

The idea that a person could make those around him better came up again this past weekend, when Obama delivered the eulogy for Biden’s son, Beau, who had died of brain cancer, at the age of forty-six. The Vice-President, by all accounts, was hit hard by his son’s death. In 1973, he had taken his Senate oath next to the hospital bed where Beau lay, at age three, after surviving the car crash that had killed Biden’s wife and daughter. He was also the son who had served in the reserves in Iraq, been elected as the district attorney of Delaware, and one day, perhaps, could go even further in politics than his father had. “He even looked and sounded like Joe, although I think Joe would be first to acknowledge that Beau was an upgrade—Joe 2.0,” Obama said. He added, “That’s who Beau was. Someone who cared. Someone who charmed you, and disarmed you, and put you at ease. When he’d have to attend a fancy fund-raiser with people who took themselves way too seriously, he’d walk over to you and whisper something wildly inappropriate in your ear.” (Joe Biden, for his part, has been known to whisper wildly inappropriate things, but when he was, for example, caught on an open mic telling Obama that the passage of the Affordable Care Act was “a big fucking deal,” he was reminding Obama that he should take something seriously.) At the funeral, Obama said that he loved Biden. The two have a weekly lunch; the most recent one was on Wednesday, Biden’s first day back at work since Beau’s death.

But Obama is almost done being President. Who else can Biden make better? Put another way, why doesn’t Biden run for President in 2016? Hillary Clinton may not want him to. But it might do her good, even if she is, as everyone says, the inevitable candidate. And it can only make the Democratic Party better.

Last year, Evan Osnos spoke to the Vice-President for a New Yorker Profile, and, Osnos wrote, “I asked Biden how he will respond if opponents say he is too old to be President. ‘I think it’s totally legitimate for people to raise it,’ he said. ‘And I’ll just say, Look at me. Decide.’ ’’ Biden is seventy-two. Hillary Clinton is sixty-seven. More tellingly, Biden added, “I watched my father. I made a mistake in encouraging him to retire. I just think as long as you think you can do it and you’re physically healthy….”

The Clintons have become very wealthy as a result of their book deals, speaking fees, and other endeavors—they have made thirty million dollars just since Hillary left the State Department. (Bill Clinton recently said that he would consider giving up paid speeches—after Hillary wins.) Joe Biden is not a very wealthy man. By one estimate, his net worth is between thirty-nine thousand and eight hundred thousand dollars; by another, with his mortgage figured in, it is a negative number. (Biden: “But I got a great pension and I got a good salary!”) Which way does that cut, for each of them? Perhaps it makes a Biden campaign less feasible, in that he has less flexibility; it might also make it more desirable, depending on one’s definition of independence.

Last week, Hillary Clinton almost lost to Bernie Sanders in a Wisconsin straw poll (the tally was forty-nine per cent to forty-one), but Sanders, who can reasonably be called a socialist, is not likely to be the one who makes clear what her real general-election vulnerabilities are, or how to overcome them. Biden would. He may have no chance of winning. But he is a more plausible candidate than anyone Clinton is facing now, and perhaps the best answer to the fear that, as the Republicans fight it out among themselves, she will drift through until the convention, with a stray glance at Martin O’Malley, and enter the general election unprepared for the fight. Obama was right about Biden’s debate with Ryan: rewatching it is a good reminder of his ability to speak plainly and in detail about Democratic economic policies—something that involves more than just throwing out lines about level playing fields. (Republicans have been doing that, too.) Maybe Hillary Clinton, in a speech she’s scheduled to give on Saturday, will find a way to make those themes work for her. She hasn’t yet.

And, although she served four years as Secretary of State, Biden has a deeper background in foreign policy, with years as a ranking member of the Senate Foreign Relations Committee, and a skepticism about things like troop deployments that might appeal to noninterventionists—who can be found across the spectrum. His 2006 proposal for Iraq—reshaping the country into a loose three-part federation—also much derided, does not, in light of recent events, look all that bad. (As it is, a sectarian Shiite-dominated central government unwilling to give a voice or commit resources to Sunni and Kurdish regions has contributed to the rise of ISIS.)

But how, might one ask, could Biden win in a general election when Obama, his boss, is so unpopular? That question points to what may be one of the most interesting results of having Biden in the race. Hillary Clinton would have to decide where she really stands on the Obama Presidency, in all its aspects, and say what she thinks about it. (He was her boss, too.) Her advisers have made it clear that she’s counting on the Obama coalition; how tied are their votes to the Obama legacy? Clinton needs a response that doesn’t just involve hinting that everything would have been better if she’d been elected in 2008. She tried out some jabs at Obama, in an interview with the Atlantic last August, in which, quoting one of his mantras, she said, “Great nations need organizing principles, and ‘Don’t do stupid stuff’ is not an organizing principle,” and called his choices on Syria a “failure.” Her spokesman said afterward that she hadn’t meant to criticize the President, and looked forward “to hugging it out.” The message there, whatever it was, got muddled. Biden’s presence might clarify it, and present some interesting choices to Democratic primary voters—and to Obama, who might not endorse anyone before the nomination, but could give a few hints of his preference along the way.

The President, in his eulogy, spoke to Beau Biden’s children. “To Natalie and Hunter, there aren’t words big enough to describe how much your dad loved you, how much he loved your mom. But I will tell you what, Michelle and I and Sasha and Malia, we’ve become part of the Biden clan. We’re honorary members now. And the Biden family rule applies. We’re always here for you, we always will be—my word as a Biden.” That might have some resonance for their grandfather, as well. Why not run?
