“Bleed Until Bankruptcy”: Top Senate Republicans Want To Keep Playing Into Al Qaeda’s Strategy
Back in 2004, in a video addressed to the American people, Al Qaeda leader Osama bin Laden described his “bleed until bankruptcy” strategy. “All that we have to do is to send two Mujahedin to the farthest point east to raise a piece of cloth on which is written al-Qaeda in order to make the generals race there to cause America to suffer human economic and political losses without their achieving for it anything of note other than some benefits to their private companies,” bin Laden taunted. “So we are continuing this policy in bleeding America to the point of bankruptcy.”
The twin goals of this strategy were to drain the U.S. of resources by baiting it into expensive, open-ended military interventions like those in Iraq and Afghanistan, with the resulting anger over those interventions causing more people to join Al Qaeda’s cause.
I was reminded of that by these specific remarks from President Obama’s speech on counterterrorism yesterday:
The AUMF is now nearly twelve years old. The Afghan War is coming to an end. Core al Qaeda is a shell of its former self. Groups like AQAP [Al Qaeda in the Arabian Peninsula] must be dealt with, but in the years to come, not every collection of thugs that labels themselves al Qaeda will pose a credible threat to the United States. Unless we discipline our thinking and our actions, we may be drawn into more wars we don’t need to fight, or continue to grant Presidents unbound powers more suited for traditional armed conflicts between nation states. So I look forward to engaging Congress and the American people in efforts to refine, and ultimately repeal, the AUMF’s mandate. And I will not sign laws designed to expand this mandate further. Our systematic effort to dismantle terrorist organizations must continue. But this war, like all wars, must end. That’s what history advises. That’s what our democracy demands.
There was a lot to chew on in the president’s speech, and obviously we’ll have to wait and see how much weight the president actually puts behind some of the reforms he suggested, but I think this core passage represents another important shift away from the rhetorical construct of a “Global War on Terror.”
Meanwhile, on the other end of Pennsylvania Avenue, four of the Senate’s leading hawks — Republican Senators John McCain (AZ), Lindsey Graham (SC), Saxby Chambliss (GA) and Kelly Ayotte (NH) — responded as you might expect to the prospect of the loss of that rhetorical construct, which has proven extremely politically beneficial to hawks over the last decade.
“I believe we are still in a long, drawn-out conflict with Al Qaeda. To somehow argue that Al Qaeda is ‘on the run’ comes from a degree of unreality that, to me, is really incredible,” said McCain, adding: “Al Qaeda’s ‘on the run’ is expanding all over the Middle East from Mali to Yemen and all places in between and to somehow think that we can bring the authorization of the use of military force to a complete closure contradicts the reality of the facts on the ground. Al Qaeda will be with us for a long time.”
“The President’s speech today will be viewed by terrorists as a victory,” Chambliss declared.
Graham took the chance to ding the president on Iraq: “Iraq is a country that went through hell, was inside the 10-yard line, the surge did work and it’s falling apart because the president chose not to leave any American soldiers behind when 10,000 or 12,000 would have made a difference.”
Leaving aside why Graham thinks 10,000 or 12,000 U.S. troops would have made a difference in Iraq when over 100,000 couldn’t stop it from descending into civil war in 2006 (not to mention the tension between claiming to support democracy in Iraq while bashing the president for not working harder to circumvent democracy in Iraq in order to keep U.S. troops there), it’s remarkable that these Congressional leaders essentially want America to keep playing into Al Qaeda’s “bleed until bankruptcy” strategy.

“A Classic Dick Cheney Modifier”: Ready For The Anniversary, But Never The Actual Day
Dick Cheney won’t let a little thing like the absence of credibility stand in the way of cheap shots, as he hopes to exploit the deaths of Americans abroad for partisan gain.
Former Vice President Dick Cheney criticized the Obama administration on Tuesday for its handling of the September 11, 2012 terror attack on the U.S. Consulate in Benghazi, Libya, calling it ‘a failure of leadership.’ Cheney said U.S. leaders should have been better prepared for violence on the anniversary of the al-Qaeda attacks on the World Trade Center and the Pentagon in 2001.
‘They should have been ready before anything ever happened,’ Cheney told MailOnline exclusively during a party in Georgetown celebrating the launch of a new book by former Secretary of Defense Donald Rumsfeld. ‘I mean, it’s North Africa – Libya, where they’ve already had major problems,’ Cheney said.
Actually, “North Africa” is a pretty big place, as Cheney may recall. To say the Obama administration, the U.S. military, and all U.S. diplomatic outposts in the region “should have been ready” is easy for a failed former official to say from his Beltway home, but in practice, it’s a little more complex. Indeed, we’re talking about Benghazi, Libya, where support for the U.S. is strong and we were arguably less likely to face a violent attack.
But this was the part of Cheney’s harangue that struck me as especially noteworthy.
‘When we were there, on our watch, we were always ready on 9/11, on the anniversary,’ he recalled.
Yes, “on the anniversary” is an instant Cheney classic, because on their watch, they certainly weren’t ready “on 9/11” itself.
George W. Bush received an intelligence briefing on Aug. 6, 2001, at which he was handed a memo with an important headline: “Bin Laden Determined to Strike in U.S.” Bush, however, was on a month-long vacation at the time. He heard the briefer out and replied, “All right. You’ve covered your ass, now.” A month later, al Qaeda killed 3,000 people.
“On the anniversary,” however, Cheney wants us to know they were ready, presumably everywhere, for everything.
Honestly, isn’t it about time this guy enjoyed a little quiet time?

The “Other Than 9/11 Argument”: How Not To Rehabilitate A Failed President
A confluence of events appears to have created a curious new talking point on the right. With former President George W. Bush’s library set to open, and last week’s Boston Marathon bombing still very much on the public’s mind, Republican pundits see value in trying to tie the two together in the hopes of improving Bush’s reputation.
The Washington Post‘s Jennifer Rubin, for example, published this gem yesterday:
“Unlike Obama’s tenure, there was no successful attack on the homeland after 9/11.”
A few hours later on Fox News, Eric Bolling echoed the sentiment.
“I will tell one thing, from you 9/12/01 until the time President Obama raised his right hand January of ’09, the man kept us safe. And there — you certainly can’t say that since President Obama has taken the oath of office.”
When it comes to Bolling, I should note that this is an improvement from his previous stance. Two years ago, he suggested on the air that he didn’t recall 9/11 at all: “America was certainly safe between 2000 and 2008. I don’t remember any terrorist attacks on American soil during that period of time.”
I should also note that neither Rubin nor Bolling seemed to be kidding. Their comments weren’t satirical or jokes intended to make Republicans appear silly.
As for the substance, there are three main angles to keep in mind. The first is the bizarre assertion that President Obama somehow deserves the blame for the bomb that killed three people in Boston last week, because he didn’t “keep us safe.” The argument reflects a child-like understanding of national security and is absurd on its face.
Second, though the right likes to pretend otherwise, there were terrorist attacks during Bush/Cheney’s tenure — after 9/11 — that shouldn’t be ignored. Indeed, it’s a little tiresome to hear Republicans argue in effect, “Other than the deadly anthrax attacks, the attack against El Al ticket counter at LAX, the terrorist attacks against U.S. troops in Iraq and Afghanistan, Bush’s inability to capture those responsible for 9/11, waging an unnecessary war that inspired more terrorists, and the success terrorists had in exploiting Bush’s international unpopularity, the former president’s record on counter-terrorism was awesome.”
And finally, I’m not sure Republican pundits have fully thought through the wisdom of the “other than 9/11” argument.

For Rubin and Bolling, the response is, in effect, “Yeah, but other than that, he kept us safe.” The problem, of course, is that’s roughly the equivalent of saying other than that iceberg, the Titanic had a pleasant voyage. Other than that one time, Pompeii didn’t have to worry about the nearby volcano. Other than Booth, Lincoln enjoyed his evening at Ford’s Theater.
It is, in other words, a little more difficult to airbrush catastrophic events from history.
I can appreciate the zeal with which Republican pundits want to rehabilitate Bush’s poor standing, but they’ll have to do better than this.

“Once Again Senators”: Obama Prosecutes Terrorist Suspect And The “Little Generals” Complain Again
Sulaiman Abu Ghaith, Osama bin Laden’s son-in-law and an al Qaeda spokesperson, appeared in a New York courtroom this morning, and pleaded not guilty to plotting to kill Americans. It was his first court appearance after having been captured on Feb. 28 and flown to New York last week.
Of course, there apparently has to be a political angle to the proceedings, and as Adam Serwer noted, several congressional Republicans are “furious” at the Obama administration for “prosecuting an alleged terrorist.” And why might that be? Because the GOP officials disapprove of the use of the federal court system.
Several Senate Republicans are slamming the administration’s to move its latest terror suspect through the federal court system, bypassing the military tribunals in Guantanamo Bay, Cuba. […]
“Military detention for enemy combatants has been the rule, not the exception. By processing terrorists like [Ghaith] through civilian courts, the administration risks missing important opportunities to gather intelligence to prevent future attacks and save lives,” according to a joint statement by Sens. Kelly Ayotte (R-N.H.), Lindsey Graham (R.S.C.) and John McCain (R-Ariz.).
Do we really have to explain this to Congress again?
Look, we have a very capable system of federal courts, which have tried and convicted plenty of terrorists. We have also have a terrific system of federal penitentiaries, which have a record of never, ever allowing a convicted terrorist to escape.
On the other hand, we also have a system of military commissions, which tend to be an ineffective setting for trying suspected terrorists. It’s why every modern presidential administration has relied on civilian courts for these kinds of trials. It’s why the Pentagon, Justice Department, and intelligence agencies are unanimous in their support for trying accused terrorists in civilian courts. It’s why folks like David Petraeus and Colin Powell — retired generals McCain, Graham, and Ayotte tend to take seriously — agree with the Obama administration and endorse Article III trials.
So why must Republicans rely on stale, misleading talking points?

“American Born Terrorists Are Not Excused”: The Alternatives To Drone Strikes Are Worse
America’s drone policy makes everyone uncomfortable. The alternatives are worse. Attacking enemy combatants from the air is part of warfare. Combatants who wear civilian clothing or who operate from sanctuaries are not excused from risk. Compare drone strikes to the feckless 1998 cruise missile attack on bin Laden. Drone strikes work; that is why our opponents object to them. If the host governments are cognizant and accepting (even if this is not public), if the laws of armed conflict limiting egregious attacks on civilians are observed, drone strikes are an acceptable use of force.
The more difficult issue involves targeting belligerents who also hold American citizenship. If you think about it, every confederate killed by U.S. forces in the Civil War was an American citizen. Germans with dual citizenship, both civilians and soldiers, were killed in combat or in aerial bombings during World War II. There were probably a few citizens among Chinese forces in Korea. Killing Americans participating in hostilities in an armed conflict against the United States, while disturbing, is not automatically precluded.
Arrest and trial is the preferred approach for dealing with Americans who threaten to kill their fellow citizens. What do we do if arrest is not an option? We could wait for a moment when they can be caught, but that runs the risk that while we wait, there will be another 9/11 or a successful airline bomber. The struggles against global jihad do not fit neatly with existing rules for conflict, and a pragmatic approach that puts public safety first faces difficult choices in balancing risk and rights.
The most difficult choice involves setting bounds for the use of lethal force against Americans. The administration has three rules: A senior U.S. official must determine there is an “imminent” threat of violent attack; capture is not possible; and attacks must be consistent with the laws of war (meaning an effort to avoid collateral damage and innocent causalities). The rules could be clearer in saying targets must be combatants engaged in armed struggle, and the administration uses an elastic definition of “imminent,” but these rules are sufficient for what should be a rare and infrequent event—if drone attacks on U.S. citizens are not rare and infrequent, something is dangerously wrong. It would be better if we did not have to do this and there will be a time when these rules can be abolished, but that time is not now.
