“The Distance Yet To Go”: 2014, A Reminder Of The Lasting Power Of Racial Politics In America

The year 2014 will be remembered politically for many things, among them the Republican Party’s impressive victories in the midterm elections. But as much as anything, the year was a reminder of the depth of racial tensions and divisions in America.

Killings of unarmed African Americans by police officers in several cities brought demonstrators into the streets in many more cities. Then came the fatal shooting of two New York police officers by a black man who apparently targeted them for murder, an attack that shocked the sensibilities of people of all races and worsened strains between the city’s police union and New York Mayor Bill de Blasio.

The final days of the year have seen another racial controversy arise. This time, it was over the 2002 appearance by Louisiana Republican Steve Scalise, who is now the House majority whip, before a white-supremacist group founded by David Duke, the former grand wizard of the Ku Klux Klan. Duke was a frequent candidate for political office in Louisiana two decades ago.

The Scalise episode, as my colleagues Robert Costa and Philip Rucker wrote, is more than a case of one politician and one event. It is also a reminder of the complexities of race and politics in the Old and New South as that region has made a long transition from one-party Democratic rule a generation ago to today’s one-party Republican dominance.

President Obama is a symbol of the racial progress this country has made and of the distance yet to go. When he was first elected president, he said he believed that his race was as much an asset as a liability in that victory. For every person who cast a vote against him because of his race, he said, there was probably someone who voted for him because of it.

In the weeks after his 2008 victory, he told me that, based on his experience in Illinois, he was confident when he started the campaign that the country had moved far enough on racial issues for race not to be a major obstacle to winning the presidency.

Yet some of Obama’s detractors have made him the target of racially charged criticisms. His allies say that were he not the nation’s first black president, he would not be subjected to such disrespect and venom.

Where does that leave things as the new year begins? Recent polling shows a huge gap between blacks and whites on perceptions of police treatment of minorities — as well as a significant gap between white Democrats and white Republicans. This is not necessarily new, but it speaks to lasting differences that affect political decisions and party coalitions.

Obama, taking a long view, argues that the country has made significant progress and that this ought not to be forgotten at times of heightened tensions. In a reflective interview with NPR’s Steve Inskeep that was released a few days ago, the president said he believes that the country is less racially divided than it was when he took office six years ago.

Obama said that the way the issue of race surfaced in 2014 was likely healthy for society. “The issue of police and communities of color being mistrustful of each other is hardly new,” he said. “That dates back a long time. It’s just something that hasn’t been talked about.”

He went on to say that the attention given to the killings of Michael Brown in Ferguson, Mo., and Eric Garner on Staten Island may make it appear that racial divisions have worsened. But he added, “I assure you, from the perspective of African Americans or Latinos in poor communities who have been dealing with this all their lives, they wouldn’t suggest somehow that it’s worse now than it was 10, 15 or 20 years ago.”

The swiftness with which Scalise and other House Republican leaders moved to defuse the controversy over his appearance before Duke’s group, the European-American Unity and Rights Organization (EURO), shows their sensitivity to being tied to anything that smacks of racially insensitive politics. Acting as quickly as they did, the leaders no doubt hope that the Scalise controversy will have mostly died down by the time lawmakers gather next week, with Republicans celebrating the fact that they now control both the House and Senate.

Still, what remains unclear is why Scalise did not immediately recognize at the time the dangers of speaking to a group whose name suggested its origins and racist interests. His friends and allies contend that he has been adept at avoiding racially polarizing actions or connections that plagued other politicians in the past.

Stephanie Grace, who has long covered Scalise in Louisiana, posted an article Tuesday night on the Web site of the New Orleans Advocate in which she said she never saw any evidence that Scalise endorsed the views of Duke’s organization. She said she has seen him work closely with Rep. Cedric Richmond (D-La.), who is African American, and others in the black community.

She also wrote that Scalise once had said to her that he was like Duke without the baggage. As a result, she wrote, “I also get how the invitation wouldn’t have set off alarm bells, given that Scalise had long since made his awkward peace with the situation. In fact, by 2002, Scalise may have been so used to the idea of dealing with Duke voters that he really considered EURO just another part of his constituency, even if it was a distasteful one.“

That David Duke had a following and a constituency was undeniable, given the support he attracted in his campaigns. Conservatives like Scalise, who came along later, wanted the support of many of Duke’s supporters — even if they rejected his racist politics.

Robert Mann, who has worked for a number of Democratic elected officials from Louisiana and is now a professor at Louisiana State University, made another point in an e-mail message sent Tuesday. “Duke’s racial views were — and still are to some degree — pretty mainstream among a significant percentage of whites here,” he wrote.

It’s noteworthy that Republicans now have a diverse set of statewide elected officials in the South and elsewhere: an African American senator (Tim Scott of South Carolina), two Indian American governors (Bobby Jindal of Louisiana and Nikki Haley of South Carolina), and two Hispanic governors (Susana Martinez of New Mexico and Brian Sandoval of Nevada).

Equally noteworthy is the degree to which the Republican Party still struggles to expand its voter coalition to include more minorities. That Democrats still command 90 percent of the African American vote and that Mitt Romney won just 27 percent of the Hispanic vote in 2012 underscores the distance Republicans must travel.

Today, the two major parties highlight the racial gaps that exist in society. Scott Clement of The Washington Post’s polling unit looked at the racial makeup of the two political parties, based on surveys conducted in the past 15 months. In those polls, the percentage of self-identified Republicans who were white averaged 85 percent. Among Democrats, the average percentage of whites was 53 percent.

Norman Ornstein of the American Enterprise Institute wrote recently in the National Journal that, with the continuing decline in support for Democrats among working-class whites and the failure of Republicans to attract more support among minorities, “it is possible to see a future where the GOP is clearly and distinctly a white party, while Democrats are clearly a majority-minority party.”

That’s not healthy — for either party or for the nation. Changing this will be part of the challenge for the president in his final two years, for Republicans as they take control of Congress and implement their agendas in states where they have unified control and for those who seek the presidency two years from now.

“What Demand For Respect Really Means”: The NYPD Freakout Isn’t Just About Race, It’s About Inequality, Too

The recent war of words between New York City Mayor Bill de Blasio and the president of the city’s Patrolman’s Benevolent Association, Patrick Lynch, is framed by tragedy. Specifically, the tragedies of Eric Garner’s death and the subsequent non-indictment of officer Daniel Pantaleo, and by the deaths of officers Rafael Ramos and Wenjian Liu, recently murdered by a mentally ill man, who imagined that he was seeking revenge on behalf of Garner and Michael Brown. In this context, de Blasio’s repeated suggestion that black citizens attract significantly more attention than white citizens doand with a far greater chance of tragic deaths at the hands of the policehas been read by Lynch and others as a sign of great disrespect.

Respect is the price the rich are supposed to pay for their protection. Making sense of this transaction, though, requires us to stop seeing this as chiefly a matter of cops versus the community, or even as a story dominated, in some simple way, by race or color.  We need to understand the function of the police in contemporary urban life, in an age marked by declining routes to social mobility, and to recognize the intersecting roles of race and class in the larger story.

As a negotiator, Lynch is a bomb-thrower. Writing in a New York Post editorial, he suggested that the NYPD had been “scapegoated for centuries of racial issues” and celebrated “extraordinary achievements in reducing crime in all communities and protecting the lives and property of New Yorkers of all races.” Speaking to PBA delegates in Queens, Lynch said that de Blasio appeared more interested in “running a fucking revolution” than in leading a city through this crisis. “If we won’t get support when we do our jobs, if we’re going to get hurt for doing what’s right then we’re going to do it the way they want it,” he said. “Let me be perfectly clear. We will use extreme discretion in every encounter.” He added, “Our friends, we’re courteous to them. Our enemies? Extreme discretion. The rules are made by them to hurt you. Well now we’ll use those rules to protect us.”

Respect is at the center of this argument. Listening to Lynch, one hears that cops are now nearly criminals, indistinguishable from the real dangerous elements. One hears that citizens should be immediately obedient and pliant when confronted by law enforcement. One hears that the policing of poor communities of color requires a very different siege mentality, with newer, bigger weapons and strong-armed, protective tactics. And one hears, finally, that the rank-and-file of the NYPD have been betrayed by the wealthy, that the city is not grateful enough to those who have made its recent and historic prosperity possible.

Uniformed officers have responded by disrespecting these imagined “enemies,” turning their backs on de Blasio as he visited a hospital where the officers died and then later as he attended funeral services for one of them. Unofficial “contracts” have been circulating, in which active police officers request de Blasio’s absence at their own funerals, should the very worst happen. And officers have followed Lynch’s call to use “discretion”: Since the double-murder, traffic tickets and summonses for minor offensesa vital part of “broken windows” theory of policingare down 94 percent over the same period in 2013.

The PBAa union in some ways, a fraternal organization in othershas pushed back against NYC mayors for several decades now, focusing on issues that are strikingly familiar this winter. In 1992, after rumors circulated in Washington Heights that a police officer had shot and killed an unarmed man, neighborhood residents staged massive protests. After then-Mayor David Dinkins proposed a new review board for all police shootings, the PBA organized a sweeping protest that included a march across the Brooklyn Bridge, a traffic stoppage not unlike recent community protests against the non-indictments in Ferguson and Staten Island. Dinkins, who was black, was seen as an advocate for greater civilian oversight of the police, and was imaginedlike de Blasioto be more sympathetic to the families of “criminals” than to the police.  Rudolph Giuliani, then campaigning for his own mayoralty, accused Dinkins of “ceded[ing] neighborhoods to the forces of lawlessness.” Only a few months after massive riots in Los Angeles, NYPD officers took to the streets as protesters, numbering in the thousands according to the New York Times, and demanding new automatic handguns and an end to public critique.  Chanting  “No Justice, No Police,” many wore t-shirts that read: “The Mayor’s On Crack.”

Much of the recent press coverage of racial profiling has sought to illuminate the issue through granular details. Some have pointed to the composition of the police department, assuming that a more representative force would enjoy better community relations. According to The Washington Post’s recent consolidation of census data, de Blasio’s NYPD is 46 percent whitepolicing a city that is 34 percent white. Others have looked at specific rules and regulations, or training procedures, that might explain the crisis of policing racially diverse cityscapes.

Respect is an abstract thing, though. The city has always needed a multi-ethnic police force to serve as a social engine, absorbing new immigrants and roughly reflecting the communitya diverse force whose basic purpose has been to ensure that the lives of the truly rich are protected, that property values are safeguarded, that commerce can proceed. The wage for this service isn’t just a modest bit of social mobilitya few lace curtains, an extra bathroom, a nicer neighborhoodbut also this intangible thing called respect, with its peculiar class inflections. Put simply, joining the police force is a well-trod route to gaining respect from the city establishment. In exchange for that respectand even for their occasional valorization as “heroes”the rank-and-file are supposed to use maximum force on even the smallest challenges to the status quo.

And no challenges are too small. The city has enjoyed a renaissance as a consequence of the “broken windows” policy, which suggests that cutting down on petty crime in poor neighborhoods will catch a greater number of serious criminalsan approach that shifts the focus of policing onto black and brown bodies, naturalizes crime as a feature of minority communities, and justifies the excessive use of force.

The last few decades, in the U.S. but especially in New York City, have been marked by at least two distinctive and contradictory trends: a vast and growing divide between the truly rich and the truly poor; and a series of repeating crises related to race and policing. But they are not unconnected. The new NYPD battling for what they define as workplace rights and lobbying hard, as well, for the intangible and much-desired benefits of respect. But such respect is only awarded to the working-class and racially diverse force for its role in the city’s ongoing war against crimea war with casualties disproportionately drawn from the poor and the desperate and the racially marginal.

To see this just as a black/white thing, or to think about it only as a matter of cops and communities, is to miss the awful backdrop. To truly understand what is happening in New York, we need to look harder at class. This is a story about rich people in a minority-majority city, policed by a force that is now similarly minority-majoritybut a force that, per the city’s orders, defines criminality in terms that impact black and brown peoples most of all. It is a story about who, exactly, is being protected and served. And it is about the wagesliteral and, as W.E.B. Du Bois once put it, psychologicaldemanded for the protection of some but not all, and at the expense of others.

“GOP Image And Reputation”: Scalise’s Vote Against MLK Day Gains New Relevance

The totality of an official’s record always matters. This week, for example, it would be easier for House Majority Whip Steve Scalise (R-La.) to overcome the controversy surrounding his appearance at a white-supremacist event in 2002 if he had an otherwise sterling record on issues related to civil rights.

That’s not quite the case. Andrew Prokop noted last night:

…Scalise does not have a record of friendliness to African-American causes. When the Louisiana House voted on making Martin Luther King Day a holiday in 2004, 90 members were in favor and Scalise was one of the six against.

Note, as a Republican state lawmaker, Scalise clearly knew the King holiday was going to be approved, but he made a point of voting against it anyway.

To be sure, there are other notable Republicans who rose to national prominence after voting against a day honoring MLK. Former Vice President Dick Cheney (R), for example, voted against the King holiday as a member of Congress in 1978. Five years later, Cheney changed his mind.

Sen. John McCain (R-Ariz.) also voted against it in 1983, though in 1999, he said on “Meet the Press,” “We all learn, OK? We all learn. I will admit to learning, and I hope that the people that I represent appreciate that, too. I voted in 1983 against the recognition of Martin Luther King…. I regret that vote.”

Scalise, however, voted against the holiday in 2004.

Does this add an unfortunate wrinkle to the Louisiana Republican’s defense? It’s not unreasonable to think it does.

In the larger context, I saw some suggestions overnight that Republican politics is indifferent to racial division, so the Scalise controversy shouldn’t come as a surprise and won’t be consequential. There’s ample evidence to the contrary.

In 2002, for example, Trent Lott’s praise for Strom Thurmond’s 1948 segregationist platform cost him his role as Senate Majority Leader.

Last year, when Rep. Steve King used racially charged rhetoric about Latino immigrants, Speaker Boehner called the right-wing Iowan an “a**hole.”

Earlier this year, the Republican establishment was quite concerned about Chris McDaniel’s Senate campaign in Mississippi in light of McDaniel’s role at a neo-Confederate and pro-secessionist conference.

In other words, the party is concerned about its image and reputation when it comes to race. The question is whether or not Steve Scalise’s controversy is considered a real threat to that reputation.

“Playing On Right Wing Stereotypes, It’s Hardly The First Time”: North Korea’s Racial Slur Of President Obama Is Business As Usual

The racial taunt by North Korean official’s of President Obama as a monkey was no real surprise. The regime has blasted Obama before with border line racial jabs. Obama is the most visible and inviting target for North Korea to single out for blame and vitriol after its bare bones Internet and mobile phone networks were disrupted for a few days. North Korean officials apparently saw this as retaliation for allegedly hacking Sony picture executive’s internal emails.

It’s hardly the first time that some official or official source in North Korea has gotten caught with its racial dirty linen waving. Last May, the Korean Central News Agency drew fire when it lambasted Obama with the admonition to “live with a group of monkeys in the world’s largest African natural zoo.” North Korean officials deny that there is any explicit intent to racially demean Obama. They contend that the criticism is simply part of the ongoing war of words between two countries. The verbal war is the outcrop of the deep suspicion, distrust, antagonism, and confrontation that’s characterized relations between the U.S. and North Korea for decades.

It is true that North Korea has leveled choice verbal derogatory broadsides on foreign leaders it considers hostile overtly to the regime. A prime example is its attack last August on U.S. Secretary of State John Kerry. It called him a “wolf donning the mask of sheep.” This jab at Kerry was in response to Kerry allegedly calling for peace at the same moment the U.S staged its annual military drills with South Korea. The wolf characterization was harsh but that’s an image that’s more in keeping with a not uncommon vilification of someone who’s seen as predatory. North Korean officials have also called South Korean President Park Geun-hye a prostitute. This too was insulting and demeaning. But that’s also a common usage epitaph often hurled at supposedly on the make politicians.

These types of insults, no matter how disreputable and loathsome, at least make some political sense. The continual reference to Obama as a monkey is something else. It shouldn’t surprise, though, that North Korea would latch onto that image. They are just following playing on the stereotype that the pack of race baiting websites, chat rooms, some college frat parties, and student websites has frequently used in assorted offbeat, crude, vile cartoons to ridicule Obama and First Lady Michelle and African-Americans. The racial tie to that depiction was tested in 2007.

Then Penn State researchers conducted six separate studies and found that many Americans still link blacks with apes and monkeys. Many of them were young and had absolutely no knowledge of the vicious stereotyping of blacks of years past. Their findings with the provocative title “Not Yet Human: Implicit Knowledge, Historical Dehumanization and Contemporary Consequences,” in the February 2008 issue of Journal of Personality and Social Psychology, was published by the American Psychological Association.

The overwhelming majority of the participants in the studies bristled at the faintest hint that they had any racial bias. But the animal savagery image and blacks was very much on their minds. The researchers found that participants — and that included even those with no stated prejudices or knowledge of the historical images — were quicker to associate blacks with apes than they were to associate whites with apes.

This was not simply a dry academic exercise. The animal association and blacks has had devastating real life consequences. In hundreds of news stories from 1979 to 1999, the Philadelphia Inquirer was much more likely to describe African Americans than Whites convicted of capital crimes with ape-relevant language, such as “barbaric,” “beast,” “brute,” “savage” and “wild.” And jurors in criminal cases were far more likely to judge blacks more harshly than whites, and regard them and their crimes as savage, bestial and heinous, and slap them with tougher sentences than whites.

North Korea would be especially susceptible to trade in this type of crude race baiting, and name calling given its self-imposed isolation from global discourse and its near paranoid xenophobic view of itself as somehow an ethnically pure nation. This notion is deeply tinged by race and racial chauvinism. This, and the regime’s political insularity, inevitably instills in the regime an us versus them fortress wall to keep out anything that sullies its notion of its superiority. North Korean leaders have played hard on this for decades as a political serving mechanism to insure domestic control and compliance with its brutal policies.

There was some talk that former NBA player Dennis Rodman’s much criticized tour of North Korea earlier in 2014 with a team of mostly black former pro basketball players might dent the regime’s racial insularity. There is no evidence it did. It gave the regime a momentary PR boost, but it was passing. An apologetic Rodman got the message and vowed not to return to the country. It wouldn’t have mattered. Two months later it branded Obama as a monkey and now it has repeated the slur. For North Korea this is simply racial business as usual.

“Memo To Cops; Criticisms Aren’t Attacks”: In A Democratic Society, No Institution Is Above Criticism And Accountability

Bill Bratton made a number of sensible and decent comments on Sunday’s Meet the Press. More on those a little later. But let’s start with the one comment that wasn’t so reasonable, not for the purpose of bashing the commissioner but for prodding him in whatever tiny way I can to get him to do better, because any solution to this crisis rests largely on his shoulders.

The quote, the one that took control of the headlines, had to do with cops’ feelings about recent criticisms. “Rank-and-file officers and much of American police leadership,” he said, “feel that they are under attack from the federal government at the highest levels. So that’s something we have to understand also.”

We all know what “highest levels” means. It means the president. Hard to know exactly what Bratton’s intention was here, but in essence he endorsed the recent comment by his old boss and enemy Rudy Giuliani, who said on Dec. 21, “We’ve had four months of propaganda starting with the president that everybody should hate the police.” Now that’s what one expects of Giuliani, because he once lived and thrived in that cauldron of racial conflict and he largely came out of it with his reputation intact (his pre-9/11 approval numbers were around 50-40—good, but could have been much higher had he not fanned so many racial flames over the years). But one doesn’t expect Bratton, who never really talked like that and who worked in Los Angeles to take steps to overcome that police department’s demented racial history, to think that way.

Maybe he was just pointing out that many police feel that way. Fine. But you know, people feel lots of things. Some of them are justified and some of them aren’t. And sorry: Neither Barack Obama nor Eric Holder, whom Giuliani also critiqued, said anything that qualifies as an “attack” (Bratton’s word) on cops. Here’s chapter and verse on that. Please read it. Obama and Holder have certainly spoken of the tensions unique to police-black American relations, but they have never, ever said hate police and have very often said exactly the opposite.

Bratton should acknowledge that truth. He was trying, I think, to demonstrate balance and equivalence. Earlier in the segment, host Chuck Todd had asked him if he understood and acknowledged that black people have a fear of police. To his credit, he said: “Oh, certainly. I interact quite frequently with African Americans of all classes from the rich to the poor, and there is not a single one that hasn’t expressed this concern.” So he was saying: We have these perceptions on the parts of blacks and cops, and we need to deal with them.

But these aren’t morally equivalent. Blacks, males especially, do have reason to be more afraid of cops than whites do. But cops have no reason to believe that they are “under attack” by the White House. Bratton might have said something that was closer to a real-world moral equivalence. He could have said, for example, that for many white cops, the unfortunate truth is that their experience teaches them that they need to take more caution when approaching young black males. But equating African Americans’ daily lived experience with the rhetorical fabrications of Giuliani, PBA head Pat Lynch, and a few other others is… well, it’s like saying that Eric Garner’s crushed larynx is morally the same thing as Lynch’s tender ego.

So ideally Bratton should have said something like, “I’ve seen no evidence that persuades me that there’s any kind of campaign against police at the highest levels of government.” If it came from him, some cops might actually be willing to hear it. He’s the only player in this drama who still has some credibility with both sides. He has struck a promising tone these last few days with his rhetoric about trying to “see each other.” He alone is in a position to start opening some eyes.

But the conversation can’t happen until police departments understand that some criticism of them is legitimate; that not everyone who levels criticisms is a cop-hater; and that in a democratic society, no institution is above criticism and accountability. We don’t criticize the armed services much in America these days—this isn’t the early 1970s, with anti-Vietnam protesters cruelly calling legless veterans pigs and so on—but by God, when something goes haywire (Abu Ghraib), at least there are some prosecutions and forced retirements. The CIA spends years getting away with the stuff it gets away with, but eventually, something happens like this month’s Senate report, and with any luck a couple of heads will roll.

These people put their lives on the line for the rest of us, too. It’s not only possible but also right to find the deaths of CIA officers in the field to be tragic while also demanding that they follow the law and international treaties the United States has signed. And it’s possible and right to be sickened both by the murder of those two NYPD cops and by incidents of police violence that seem to have a clear racial element to them. But somehow, it feels like the Army and the CIA, rigid as those institutions can be, are more responsive to democratic accountability than police departments. That’s the reality that needs to change. And in New York, at least, Bratton has to lead the way.
