“Who Has A Seat At the Table?”: Walking His Talk, Obama Has Presided Over The Most Demographically Diverse Administration In History

Back in January 2013, Annie Lowrey wrote an article that surprised a lot of us titled: Obama’s Remade Inner Circle Has an All-Male Look, So Far.

…Mr. Obama has put together a national security team dominated by men, with Senator John Kerry of Massachusetts nominated to succeed Hillary Rodham Clinton as the secretary of state, Chuck Hagel chosen to be the defense secretary and John O. Brennan nominated as the director of the Central Intelligence Agency. Given the leading contenders for other top jobs, including chief of staff and Treasury secretary, Mr. Obama’s inner circle will continue to be dominated by men well into his second term.

From the White House down the ranks, the Obama administration has compiled a broad appointment record that has significantly exceeded the Bush administration in appointing women but has done no better than the Clinton administration, according to an analysis of personnel data by The New York Times.

Lowrey obviously wrote that when the administration was in the midst of transition, as many first-term appointees left their positions and the President was appointing their replacements. But it fed a meme that had been developed early on in the administration that the White House culture was dominated by men (at least until some folks decided to put a target on Valerie Jarrett’s back as the woman who was responsible for all of the President’s failings).

Recently, Juliet Eilperin revisited the whole issue of Obama’s appointments – not only of women, but a more broad perspective of diversity in the administration.

Obama has presided over the most demographically diverse administration in history, according to a new analysis of his top appointments. The majority of top policy appointments within the executive branch are held by women and minorities for the first time in history.

The transformation partly reflects a broader trend in U.S. society, but it also reflects the results of a calculated strategy by the nation’s first African American president. The shifts are significant enough, experts say, that they may have forever transformed the face of government…

O’Connell said that her research reveals that Obama has placed women and minorities in 53.5 percent of those posts. His predecessor, President George W. Bush, by contrast, installed women and minorities in 25.6 percent, while President Clinton’s number was 37.5 percent.

In order to chart that development over the last few presidents, the Washington Post provided some interesting graphs.

Due to the fact that the lead for this article was the announcement by the White House that President Obama will nominate Eric Fanning as the first openly-gay Secretary of the Army, Eilperin also notes the following:

And Fanning’s nomination punctuates the fact that members of the LGBT community have also made similar advances under Obama: There are now hundreds of openly gay, lesbian, bisexual and transgender appointees in the executive branch, compared with a handful in past administrations.

One omission in all this is the lack of any reporting on Native American appointments. I am not aware of any that the Obama administration has nominated to Cabinet positions, but the only Native American currently serving as a federal judge is Diane Humetewa, who was nominated by President Obama in September 2013 (the President previously nominated Arvo Mikkanen, but his confirmation was blocked by Senate Republicans).

When President Obama says that “everyone gets a seat at the table,” this is an example of him walking his talk.

“Family Values Week Is Over”: A Rough Week In America For Women

Mark Sanford’s heralded engagement to Maria Belen Chapur is apparently over. The rep. from South Carolina released the news to America through a Facebook post. That’s how Chapur found out, too.

Gallantry has been in especially short supply this month. Prominent American men have been roughing up their women in spectacularly public ways — ranging from coldly calculated mind games to a knockout punch.

September opened with former Virginia Gov. Bob McDonnell’s unsuccessful attempt to swat away felony charges by making his wife take the entire rap for rampant corruption. The governor’s lawyers smeared Maureen as “manipulative,” “unpredictable,” “deceptive” and, most famously, a “nut bag.”

For a taste of the media response, Google “Maureen McDonnell under the bus.”

McDonnell had long touted his traditional values, pasting pictures of his photogenic wife and children on every available surface. His master’s thesis was on family breakdown and contained the line, “As the family goes, so goes the nation.”

Guess family values week is over.

To think, many Republicans had put McDonnell on their list of potential presidential candidates.

As for Sanford, an antiseptic breakup note marked the latest in a series of callous behaviors toward women and just plain weirdness. Recall that as South Carolina governor, Sanford sneaked off to Argentina to visit Chapur, a TV journalist there, for nearly a week. He told his staff that he was “hiking the Appalachian Trail” and could not be reached. Recall that his disgusted wife threw him out of the house and initiated divorce.

To pretty up the adulterous activity for his socially conservative voters, Sanford framed the affair as an unstoppable joining of soulmates. He promised to put aright the perceived wrong by marrying Chapur. And he layered on top of that an inspirational journey of redemption, starring himself.

“I’ve experienced how none of us goes through life without mistakes,” he said in a campaign ad when running for Congress. “But in their wake, we can learn a lot about grace, a God of second chances, and be the better for it.”

Two years went by, and Chapur eventually demanded an actual wedding date, which he wouldn’t make.

“I think that I was not useful to him anymore,” she told an interviewer. “He made the engagement thing four months before the elections.”

The ex-wife is now trying to restrict Sanford’s visits with their 15-year-old son. She also wants the court to order the congressman to have psychological counseling and take anger management classes.

True to form, Sanford is now blaming his ex-wife’s custody fight for his inability to wed Chapur. Don’t blame the ex-wife, Chapur responded.

To think, many Republicans had put Sanford on their list of potential presidential candidates.

To be clear, narcissistic abuse of women is hardly a Republican monopoly. Consider the Democrats’ 2004 vice-presidential nominee, John Edwards — who declared devotion to his cancer-ridden wife on the campaign trail while fathering a child with a tawdry filmmaker.

Between the McDonnell and Sanford stories emerged the video of football star Ray Rice punching his girlfriend, now wife, cold in an elevator and then dragging her limp body out. The now-former Baltimore Ravens running back saw no need to blame the woman for provoking the attack. She did it for him.

Say this for the Rice assault: It was straightforward brutality. It happened in a moment and without burdening the public with baroque explanations. The victim knew exactly what had happened to her, once she came to.

But what are Rice’s prospects of getting a second chance? The practitioner of psychological cruelty tends to be slicker than the man with the fist. And the businessmen running the NFL are a tougher sell than the electorate.

Meanwhile, September isn’t over.

“Happy Labor Day, Mom”: A Harsh Labor Market Where Women Were Regularly Punished For Not Being Men

I know this sounds absurd—it is absurd—but for some odd reason Labor Day reminds me of my mother. She was a school teacher, and I think she would have a good laugh to learn that so-called “education reformers” are accusing school teachers of being too powerful and protected. My father, who was himself a long-time member of our local school board, would probably snort at the ignorance of highly educated experts.

Together, they could set the record straight on education from the facts of their own lives. They fell in love when they were young and optimistic and talented. This was the 1920s when women had just won the right to vote, and both were newly graduated from four-year colleges—the very first in my mother’s family. My father completed graduate work in chemistry and was hired as a researcher by a Philadelphia manufacturer where he later invented useful products.

They faced one obstacle in their promising lives. My mother had to sign a teaching contract with a local school district in western Pennsylvania that would prohibit her from getting married. This crude violation of a young woman’s civil rights was commonly enforced around the country. Years later, I learned that my wife’s mother had to do the same thing to get a teaching job in Iowa. Recently, I reread the steamy love letters my parents wrote to one another during that school year of frustrated desire. I blushed for them.

At the Thanksgiving break, they abandoned abstinence and broke the school contract. But secretly. On the long holiday, they eloped to West Virginia and got married there. They told no one. My parents, I should add, were no-nonsense conservative Republicans, not given to reckless adventure or inflammatory political statements. I did think of my mother as an assertive proto-feminist. In retirement, both became Democrats because they thought Goldwater was a dangerous crackpot. In 1972, my dad declared early for George McGovern, while Mom held out for Shirley Chisholm.

Keeping the secret of their marriage may have been done to protect her eligibility for many more years as a teacher. It worked. Toward the end of her long life (she died three days short of 100) my mother got a letter each year from Ohio governors, congratulating her on being the oldest living recipient in Ohio’s teacher retirement system.

I tell this intimate story to make a point that the latter-day reformers do not seem to grasp. They have left out the human dimensions of a harsh labor market where women were regularly punished for not being men. School teachers from the beginnings of America’s public schools have been vulnerable to blatant exploitation—lower wages and harsher terms—and they have been exploited. The jobs could be filled by an abundance of educated single young women in need of incomes. Married women might have babies in the middle of the school year—an inconvenience to school administrators—so married women were banned. Similar gender biases affected nursing and other caring occupations, and to some degree still do.

The fundamental power shift for school teachers did not occur until the 1960s, when frustrated teachers rebelled against traditional school systems run top-down by superintendents and principals. As a young reporter in Louisville, Kentucky, I witnessed one of the early skirmishes in 1962.

One day I got a phone call from an organizer for the American Federation of Teachers who blithely announced that AFT intended to shut down the Louisville schools the following week with a citywide strike. I thought he was joking. AFT was based in East Coast big cities and had no more than fifty members among Louisville’s 2,000 teachers. The National Education Association (NEA) dominated most states those days, and it was run by and for the administrators, not rank-and-file teachers.

The AFT’s strike in Louisville was like a thunderclap—teachers did walk off and virtually shut down the system. Teachers were fed up. They were demanding a stronger voice and power in school affairs and school politics. In rural states like Kentucky, the poorest counties were frequently dominated by matriarchal political machines—women superintendents who controlled more jobs in their county than the men in county offices. The NEA got the message and swiftly adjusted. It became a full-fledged labor union like AFT. Instead of fronting for old-style political bosses, both organizations now try to speak for the interests of teachers and to defend them against political intrusions and other abuses.

These are the relevant facts that self-appointed billionaire reformers skip past. By demonizing the teachers unions and denouncing the tenure laws that protect teachers from arbitrary political reprisals, the do-good foundations have unwittingly cast themselves as a malevolent Daddy Warbucks ready to bury their opposition with tons of money.The Gates Foundation and some others do seem to be belatedly backing away from obvious mistakes, but the reform engine still threatens to undermine the common public school in favor of a deeply fractured system of sectarian and secular private sponsors claiming public money.

Impatient hedge-fund billionaires do not attempt to conceal their contempt for the rest of us. They are used to making money—fast—with no excuses for dawdlers. Witness what they have done to large segments of the overall economy. Education does not thrive in those conditions, because there is no standard of perfection in any schoolhouse that can survive brutal suppression of uniformity imposed by clumsy testing. A successful school not only makes room for dissent. It constantly nourishes it.

Of course, I am biased. But I think that was my mother’s teaching style. She taught first grade in an “inner city” neighborhood of Cincinnati where the students were not poor black kids but white kids from the mountains of Eastern Kentucky. They shared many of the same handicaps. Mom developed her own theories on how to teach reading to such children. It involved hand-eye coordination and other elements I could not follow. I have no proof that she succeeded, but I have a hunch she drove the principal nuts.

“Women Deserve Better”: Discrimination Is The Best Explanation For The Difference In Pay

Just two days ago President Obama made news in Pittsburgh by stating that equal pay for equal work not only benefits women, but also benefits families. In April, he signed an executive order that allows federal workers to share salary information and requires federal contractors to disclose more information about what their employees earn. On June 23, the Obama Administration will host a summit in Washington D.C. that focuses on creating a 21st century workplace, which includes equal pay for equal work.

The fact that this is still a topic that is making headlines in 2014 is alarming.

Almost half of the American workforce is female. In more and more situations, women are the primary breadwinners in their families. Pay disparity doesn’t just hurt women. It hurts their kids and their families. It hurts all Americans.

Opponents of equal pay have tried many times to explain away the wage gap. The most common argument they offer is that it simply does not exist. Opponents say that pay disparity based on gender is not based on sexism or discrimination, but rather on the choices that women make in terms of education, hours, and children. They argue that it is the biological and social forces that lead to a pay gap and therefore there is no point in pushing through legislation that could not possibly combat these realities. Opponents claim that discrimination isn’t the cause of the pay gap and that laws combating discrimination are not the solution.

Thankfully, the modern workplace has advanced beyond Mad Men-style sexism. However, this does not mean that discrimination is no longer a factor.

Senior advisers at the Department of Labor agree, “Discrimination is the best explanation of the remaining difference in pay.” Economists across the political spectrum attribute at least 40 percent of the pay gap to discrimination, not differences between workers or their jobs.

Sexual discrimination and the pay gap it causes are real problems and must be addressed.

Women earn an average 77 cents for every dollar a man makes, according to the U.S. Census Bureau, less if they are also a minority. In some professions, this gap is smaller. In others it’s wider. But no matter what the profession, even if it’s ‘only‘ a loss of 10 cents on the dollar, the gap is there, and it is solely related to the gender of the worker.

The solution is to elect representatives who recognize that equal work deserves equal pay, and that family wages are more important than corporate earnings. Just look at who voted for the Lily Ledbetter Act of 2009. If your representative voted ‘Nay‘, they believe that women should be paid less than men. Let’s get these ‘Mad Men’ out of office and allow common sense to prevail.

We are a nation founded on equality, built and sustained by women as well as men. Gender discrimination is completely and categorically unacceptable. Not only have women earned equal pay, they deserve it.

“Somebody’s Got To Sell That Platform”: Wingnuts’ New 2016 Hero? Marsha Blackburn Is Perfect!

Tennessee Rep. Marsha Blackburn is having a moment, of sorts. An anonymous aide told Real Clear Politics last week that she was going to New Hampshire to “test the waters” for a 2016 presidential run. And why not? Blackburn would be the only woman in the race (so far), and she’s no worse than the rest of the oft-mentioned male candidates.

She’s no better, either, despite being floated as someone who might help Republicans with skeptical women voters. Blackburn, you’ll recall, became the public face of the House GOP’s 20-week abortion ban last year when Rep. Trent Franks said the bill didn’t exempt cases of rape because “the incidence of pregnancy from rape is very low.” She had earlier become a GOP hero for insisting on NBC’s “Meet the Press” that women “didn’t want” pay equity laws.  “I’ve always said that I didn’t want to be given a job because I was a female, I wanted it because I was the most well-qualified person for the job,” she told David Gregory. “And making certain that companies are going to move forward in that vein, that is what women want.” In fact, women overwhelmingly want pay equity, and they support laws to achieve it, according to public opinion polls.

Now that pay equity is back in the news, thanks to Democrats pushing the Paycheck Fairness Act, Blackburn is in demand again. She told CBS’s “Face the Nation” Sunday that “we’re all for equal pay.” But the GOP supports neither the Paycheck Fairness Act nor the minimum wage, which would hugely help women, who make up two-thirds of minimum wage workers. “I would love for women to be focused on maximum wage,” Blackburn bizarrely explained. She went on to insist “I have fought to be recognized with equality for a long time. A lot of us get tired of guys condescending to us.”

This is what Republicans hope they can reduce this debate to: complaining about “guys condescending to us,” not guys being paid more, or guys paying less for insurance (as they did before the Affordable Care Act) or guys making laws that tell women what they can do with their bodies.

Appearing at the Freedom Summit in New Hampshire, Blackburn tried out the idea that it’s actually Democrats who are condescending to women.

“Women aren’t a cheap date,” she told conservatives there. “Women want a little bit more out of life than contraceptives.” Describing women as any kind of “date,” whether cheap or expensive, seems condescending to me, but I’m not a Republican woman.

You’ve almost got to feel sorry for Republicans, they seem so clueless about what to do about their problem with female voters. The Associated Press has a story today about a new GOP strategy to court women, which comes down to encouraging male politicians to feature their wives and daughters in campaign ads, and something weirdly called “14 in ’14,” to recruit and train women under 40 to spread the GOP message in the last 14 weeks of the 2014 midterm campaign. That’s not recruiting and training women candidates, mind you, just some young women who will hit the campaign trail in the home stretch on behalf of predominantly male candidates.

It’s worth noting that although Blackburn served in Congress when the GOP held the House, the Senate and the White House, the single piece of legislation I could find that she had signed into law was the Wool Suit Fabric Labeling Fairness and International Standards Conforming Act of 2006. She has also successfully sponsored resolutions renaming various Tennessee Post Office buildings as well as (to her credit) one honoring the late Issac Hayes.

None of that would likely hurt her in the GOP primaries, where Rep. Michele Bachmann and pizza magnate Herman Cain briefly held leads back in 2012.

A Blackburn run isn’t a done deal; a communications staffer denied that she was considering it. “She is running to represent the people of the TN 7th Congressional district,” Darcy Anderson told the Daily Caller.  It’s also hard for House members of either party or gender to run for the White House, as they mostly lack a fundraising base and must also run for reelection every two years. Still, I wouldn’t count Blackburn out.

The GOP might be well-served by having a woman at the top of the ticket, at a time when their top priority is a massive transfer of income away from women and back to men, by repealing ACA provisions prohibiting charging women more for insurance. Somebody’s got to sell that platform, and it wouldn’t be the first time a terrible, thankless job got foisted on a woman.
