Mad Men and Mad Women: Republicans And Social Engineering

Republicans hate social engineering, unless they’re doing it.

Wishing they had the power to repeal the repeal of “don’t ask, don’t tell” and get back to the repressed “Mad Men” world they crave, some conservative lawmakers grumpily quizzed upbeat military brass on Friday.

“We’re starting to try to conform the military to a behavior, and I remember going through the military, we took behaviors and we formed it to the military,” said Representative Allen West of Florida, warning ominously (and weirdly) that “this could be the camel getting his nose under the tent.”

The House Armed Services subcommittee hearing was led by Joe Wilson, the oh-so-subtle Republican congressman from South Carolina famous for yelling “You lie!” at President Obama. Wilson started off the hearing by saying that the legislation to let gays stop lying while they risk dying was rushed through in an “undemocratic” lame-duck session.

Two top Pentagon officials testified that the transition was going swimmingly, yet Republicans scoffed. Representative Austin Scott of Georgia demanded the price tag. Clifford Stanley, an under secretary of defense, replied that the training materials cost only $10,000.

Scott harrumphed, “If something was done at D.O.D. for $10,000, I would like to know what it was.” He said that hundreds of thousands had been spent training a soldier in his district to disarm I.E.D.’s, but the soldier wouldn’t re-enlist because of the “social policy.”

The Democrat Chellie Pingree of Maine jumped in to note that the cost of purging gays between 2004 and 2009 was $193.3 million: “It’s not only unconscionable … but the costs are horrendous.”

Scott persisted in looking for trouble, even after Vice Adm. William Gortney, director of the joint staff, said the Pentagon had seen no problems so far.

The congressman asked the admiral if he had ever dismissed anyone. Gortney said he had dismissed a young sailor who acknowledged being gay after “don’t ask, don’t tell” first passed.

“Did you discharge him from the service because he was gay?” Scott asked. “Or because he violated the standard of conduct?”

“Because he was gay,” Gortney said.

“He did not violate the standard of conduct before he was dismissed?” Scott pressed.

“He did not,” Gortney said.

“Well,” Scott said, once more at a loss, “that’s not the answer I thought you would give, to be honest with you.”

Gortney assured him there were “very few cases” of gays’ being dismissed for violating the standard of conduct.

After the Republican rout in November, the story line took hold that because of the recession and Tea Partiers’ fervent focus on the debt as a moral matter, divisive social issues were going on the back burner. But lo and behold, social issues have roared back. Many in the Tea Party have joined that chain-smoking, cocktail-quaffing Mad Man John Boehner in the martini party to put a retro focus on wedge issues, from gays to abortion.

Like Boehner, who complained that Democratic leaders were “snuffing out the America that I grew up in,” some Tea Partiers are jumping in a time machine. They can’t stop themselves from linking social issues to the budget.

“This pulls the mask back a little bit on the Tea Party movement,” said Representative Chris Van Hollen, a Democrat from Maryland. “Adding riders against Planned Parenthood and gutting the environmental laws indicate that the Tea Party is focused on imposing a right-wing ideological agenda on the country and using the budget as a vehicle.”

Whether it’s upholding the Defense of Marriage Act, trying to defund Planned Parenthood, or aiming cuts at the Environmental Protection Agency, the National Endowment for the Arts, NPR and even AARP, House Republicans are in a lather that occludes their pledges to monomaniacally work on the economy.

When Mitch Daniels, the Indiana governor and Republican presidential aspirant, dared to urge his party to “mute” social issues, he was smacked.

“We cannot repair the economy without addressing the deep cultural issues that are tearing apart the family and society,” said Andy Blom of the American Principles Project. The presidential hopeful Rick Santorum even posited last week that abortions might be breaking the bank on Social Security.

The snowball of social rage will speed up as we head toward 2012, given that the Iowa caucuses are dominated by social conservatives. Pawlenty, Barbour and Huckabee have already talked about vitiating the repeal of “don’t ask, don’t tell.”

Because independent voters considered President Obama too partisan in his debut, they shifted their loyalties — and swept in one of the most ideological and partisan Republican caucuses in history. Now Obama will get back some of the independents because he seems reasonable by comparison.

One thing independents like to be independent of is government meddling in their personal lives.

Republican Policies Don’t Care About Poor People

I’m not saying that congressional Republicans don’t care about poor people. But they really care about rich people. So far, the policy agenda they’ve pushed has been a mixture of very expensive tax cuts for the very wealthy and very deep cuts to a lot of programs that focus on the very poor. It’s . . . curious.

Think back to the tax deal. The GOP’s demands were: 1) the extension of the Bush tax cuts for high-earners; and 2) a massive cut in the estate tax. Put together, the two items will increase the deficit by close to a trillion dollars over 10 years. If the GOP had wanted, they could’ve used that money for more tax cuts for the poor, or even the middle class. The Obama administration would’ve happily signed onto that compromise. But Republicans did not want that. If we were going to increase the deficit, we were going to do it on behalf of the wealthy.

Now they’ve moved onto deficit reduction, or at least spending cuts, and their priorities in the 2011 budget are telling. Their cuts are coming from non-defense discretionary spending. That’s a category of spending, as you can see here, that tends to focus on services to the poor, the jobless and children. Among other cuts, they’ve proposed slicing more than $1 billion off Head Start, $1.1 billion off the Public Housing Capital Fund, $752 million from the Special Supplemental Nutrition Program for Women, Infants and Children, or WIC, and $5.7 billion from Pell Grants. I could, of course, go on. Democrats have tried to widen the cuts out to other categories so their impact falls less heavily on the disadvantaged, but so far, Republicans have refused. If we’re going to cut spending, we’re going to do it on the backs of the poor.

As for the 2012 budget, we know Social Security is being left alone, and we know Medicaid — which is to say, health care for poor people — is taking a $1 trillion cut. If we’re going to reform entitlements, it seems, we’re going to start with the one that serves the poor.

It’s very difficult to argue that these programs are the most wasteful in the federal government. The Pentagon is burning through a lot more cash than Head Start. Medicare spends much more for health services than Medicaid. The mortgage-interest tax deduction is regressive, as is the deduction for employer-based health care, but as of yet, Republicans haven’t proposed reforming either. Again, I’m not saying Republicans don’t care about poor people. But so far, their policy proposals don’t. And you can’t chalk it up to an appetite for sacrifice, because for all that the GOP is asking from the poor, they’ve fought hard to protect the rich from having to make any sacrifices. So far, it’s been program cuts for the poor and tax cuts for the rich. It’s a disappointing set of priorities.

‘Government Shutdown Prevention Act’ Undermines Democracy

Legal training is not a requirement to serve in Congress, although many of the members are, and have been, lawyers. Nor is it necessary for a House or Senate member to have served in another government post, although many have, and their experience at forging alliances and compromises has been helpful. We no longer have literacy tests for voters, a technique southern states used until the 1960s, effectively to disenfranchise African-American voters.

Yet, it might not be a bad idea to require incoming members of Congress to take a basic test in civics.

How else, other than an alarming misunderstanding of the basic of American government, to explain the effort of House Republicans to shut the Senate out of the budget process? Their sanctimoniously titled “Government Shutdown Prevention Act” would do just that, deeming that if the Senate failed to pass a measure to keep the government running amid the current budget dispute, that the House-passed version would become law.

The idea is bizarre on so many levels—not least because the Senate would actually have to pass the Government Shutdown Prevention Act for the House to assume a dictatorial role in one of the three branches of the world’s greatest democracy. The current fashion of anti-intellectualism in politics aside, do the House Republicans not understand the elementary-school fundamentals of how a bill becomes a law.

The freshman GOP lawmakers are annoyed with the Democratic-controlled Senate, this time for failing to cave in on the dramatic cuts the House Republicans want in the budget. Join the club, folks: The House has long been irritated by the Senate. Ask the House Democrats, who approved more than 300 bills in the last Congress that ended up dying in a Senate that failed to pass them or even consider them.

But the rudimentary lesson of lawmaking (FYI—a bill has to be passed by both the House and the Senate, then signed by the president, to become law. If the president vetoes a bill, each chamber of Congress must summon a two-thirds majority to override the veto) are nowhere near as important as the lesson about getting things done in a country of diverse interests. The Tea Party crowd ran campaigns of anger and frustration, blaming Congress for its failure to get balanced budgets and myriad other things. There’s a reason for that, and it’s not because members are stupid (they’re not, and some of them are absolutely brilliant) or lazy (they work longer hours than most Americans imagine) or weak. It’s because this is a country of wildly divergent attitudes and perspectives, reflected in the lawmakers those citizens send to Congress. The Tea Partyers believe they were sent to Washington with a mission, and they likely were. So were Nancy Pelosi and other liberal members whose constituents have drastically different perspectives than those in the Tea Party team’s districts. And their views are no less valid.

Legislating requires compromise, and compromise is hard, especially during times of economic stress. Being a congressman is a difficult job, forcing them to balance their districts’ needs with the national interest. The new members signed up for this job. They should do it.

Driving Ms. Bachmann: The Most Embarrassing Republican Presidential Candidates Of The Modern Era

For respectable Republicans, the embarrassment potential may be at an all-time high. The party is a year away from picking its next presidential candidate and never in the modern era has it faced a vacuum like this.

Sure, the odds are still strong that the GOP will ultimately settle on a “harmless enough” general election candidate — someone sufficiently generic and inoffensive to ensure that the party doesn’t fall far below its natural level of support in the fall of 2012. But the road from here to the convention looks unusually — and, if you’re a Democrat, comically — rocky for Republicans.

The party’s base — which nominated several utterly unelectable candidates in several high-stakes Senate races last year — is in revolt, thirsting for purity and likely to accede to a Romney or Pawlenty nomination only with reluctance. Before then, it figures to be tempted by an atypically large collection of red meat-spouting long shots: Michele Bachman, Newt Gingrich, John Bolton, Rick Santorum, maybe even Sarah Palin or (why not?) Herman Cain — personally and politically polarizing extremists who validate a damaging stereotype of the Obama-era GOP. It’s not impossible that one of these ideologues will fare surprisingly well in one or more of the early nominating contests next year (most likely activist-dominated Iowa).

It is this possibility that makes 2012 potentially different from previous Republican contests, in which the party has generally — but not always — succeeded in keeping the embarrassments to a minimum. Here’s a look at the most embarrassing Republican candidates to be taken (at least somewhat) seriously by the media since 1980:

1. Rep. Phil Crane — 1980

The heir to Donald Rumsfeld’s old House seat, Crane came to Congress in 1969, a Goldwater campaign veteran made good. He spent the ’70s racking up one of the most conservative voting records in the House and, in the wake of Ronald Reagan’s unsuccessful 1976 White House bid, set out to run for the presidency himself in 1980. (His theory was that Reagan, because of age and his two failed bids for the GOP nod, would end up passing on ’80, leaving Crane to gobble up “New Right” support.)

Crane’s politics weren’t really more conservative than Reagan’s, but unlike the Gipper, he didn’t know how to mask his extremism with warmth and charm. Instead, he conformed to the popular image of a far-right whacko, purchasing (for instance) 30-minute blocks of time to air a speech in which he held up the Bible and quoted from it in an effort to establish America’s Christian roots. He also attracted unwanted attention when, at the height of the campaign, he was sued by Richard Viguerie, the direct mail pioneer, for unpaid bills.

More damaging, though, was the wrath of Bill Loeb, the notoriously vengeful publisher of New Hampshire’s largest (and most conservative) newspaper, the Union-Leader. Fearful that Crane’s presence in the race would hurt Reagan, Loeb skewered him in a series of front-page editorials, then commissioned a devastating story that used anonymous sources to portray Crane as a serial philanderer with a drinking problem. The story attracted national attention and helped Loeb achieve his goal: Crane finished a distant fifth in Iowa and won only 2 percent in New Hampshire. (Years later, he would publicly admit to a drinking problem and seek treatment.)

2. Pat Robertson — 1988

The pioneering televangelist’s candidacy was the logical consequence of the rise of the Christian right, which emerged as a force and embraced the Republican Party during Jimmy Carter’s presidency.

But Robertson, the founder and president of the Christian Broadcasting Network, was a particularly kooky frontman for this movement. By the time he announced his candidacy for the ’88 GOP nod, he already had one false Armageddon prediction under his belt (1982 would be the year, he’d forecasted in ’76) and had also taken credit for using prayer to steer Hurricane Gloria away from New York City in 1985. As a candidate, he sought to present himself as a businessman more than a religious leader, bristling at suggestions that he had “followers” and accusing Tom Brokaw of religious bigotry for calling him a “televangelist” during one debate.

You can imagine, then, the profound embarrassment — and fear — that mainstream Republicans felt on the night of February 8, 1988, when Robertson finished 6 points ahead of Vice President George H.W. Bush to claim a shocking second place in the Iowa caucuses. Robertson quickly ran out of momentum — he finished dead last in New Hampshire a week later, behind even Pierre S. du Pont IV — and was blown out in South Carolina. But the Christian Coalition that he founded in the wake of his campaign played an instrumental role in creating the Republican Party that we know today.

3. Pat Buchanan — 1992 and 1996

Less than two months before announcing his challenge to Bush for the ’92 GOP nomination, Buchanan wrote a column offering advice to his party on how to win in the future: “Take a hard look” at the “portfolio of winning issues” being championed by … David Duke, the ex-Klansman who, in the fall of 1991, had won a place in Louisiana’s gubernatorial runoff (in which he was thumped by Edwin Edwards).

This was par for the course for Buchanan, who had also used his media platform to opine that women were “less equipped psychologically” than men to handle the business world and to defend accused Nazi war criminals — most notably John Demjanjuk. In the 1980s, he had also ridiculed third-world nations pushing for sanctions against apartheid South Africa, arguing that they were motivated by “racism and the resentment that failure always feels for success.”

Buchanan went on to fare alarmingly well in the ’92 New Hampshire primary, powered by the GOP electorate’s frustration with the economy and Bush’s broken “no new taxes” pledge. It was the high-water mark for Buchanan’s ’92 campaign, although it also helped him earn a prime-time speaking slot at the ’92 convention — a speech best remembered for Buchanan’s divisive declaration of “culture war” and his long-windedness, which knocked Ronald Reagan’s speech out of prime time.

Four years later, Buchanan gave the GOP an even bigger headache when he finished a close second in Iowa and then won New Hampshire, although his momentum was quickly arrested as a panicked party establishment rallied around Bob Dole.

(Note: Duke himself also sought the ’92 GOP nod, although he’s not included in this list on the grounds that — unlike the others — he was thoroughly isolated and shunned by the party’s establishment. No one respectable would touch him, not even Buchanan.)

4. Rep. Robert Dornan — 1996

A few highlights of the political career that preceded “B-1 Bob’s” absurd 1996 White House bid:

* On the House floor in 1985, he attacked fellow Rep. Tom Downey as “a draft-dodging wimp,” then grabbed the New York Democrat by his collar. Downey claimed that Dornan threatened him physically; Dornan said he’d merely been trying to straighten his tie.

* In 1993, he took the House floor to accuse President Clinton of giving “aid and comfort to the enemy” during the Vietnam War. He also branded the president “a flawed human being” and “a draft-dodging adulterer not fit to lace the boots” of America’s troops.

* In 1994, he outed fellow Rep. Steve Gunderson on the House floor, making reference to the “revolving closet door” on the Wisconsin Republican’s closet.

* During his 1992 House campaign, he bragged that “every lesbian spear-chucker in this country is hoping I get defeated.” And when Dornan was confronted by AIDS activists at a public event, his wife snapped, “Shut up, fag!”

* Court records made public in 1994 indicated that Dornan had been convicted and ordered to jail in 1996 for physically attacking his wife (although there was no record he’d actually done time). Dornan and his wife denied that any abuse had occurred and blamed the case on a drug problem she had at the time.

Dornan ran on the slogan “Faith, Family and Freedom” but struggled to raise money and assembled a staff that consisted primarily of family members. One of his final acts as a candidate came at a New Hampshire party dinner the weekend before that state’s primary. He literally begged the audience for sympathy votes, so that he would avoid the indignity of finishing with 0 percent. He didn’t get his wish.

5. Alan Keyes — 1996 and 2000

Described in one of Al Franken’s books as a “Reagan administration functionary,” Keyes entered politics in 1988, waging a hopeless Senate campaign against Democratic incumbent Paul Sarbanes in Maryland. He was trounced, but tried again four years later against Barbara Mikulski. He was slaughtered again, but this time he made national news — for taking the unusual step of giving himself a salary of $8,500 per month with campaign funds. A few years later, he set out to run for president.

Keyes ran on a platform of Puritanical morality, lashing out at America’s “licentious, self-indulgent culture,” lashing out at the Clinton administration and its “condom czars” and focusing almost obsessively on abortion. He also had this exchange with a local right-wing radio host, as reported by the Chicago Tribune:

Muller says slavery has been misconstrued by many blacks. “This whole slavery thing has been bastardized into ‘Oh, we were oppressed. Now we don’t have to do anything because of what happened 300 years ago.'” Keyes, who is black, agrees, saying the devastation imposed on black families by liberal government programs, such as welfare, has been worse than slavery.

Beware Condemning Barack Obama For A Low Bully Pulpit Profile

Peppered with complaints about his relative silence and flagging leadership, the president urges his friends and allies to be patient. They are understandably skittish: His low profile is underscored by unceasing criticism from his political opponents and even broadcast commentators. His supporters wonder what happened to the politician who had used new technology to communicate with the American people.

Barack Obama in 2011, assailed by friends and foes alike for quiescence in the face of—take your pick—the looming budget battle, disaster in Japan, or upheavals in the Mideast and Midwest? No. Try Franklin Roosevelt in 1935. With Father Coughlin and others railing on the radio and in Congress during a period of slow motion on his agenda, Roosevelt was besieged by nervous allies wondering why he wasn’t showing more vocal and forceful leadership. “My difficulty is a strange and weird sense known as ‘public psychology,’ ” he wrote to one supporter. He explained to another his belief that the public cannot “be attuned for long periods of time to a constant repetition of the highest note on the scale.” [See the month’s best editorial cartoons.]

FDR had mastered what his cousin Teddy had termed the “bully pulpit,” not simply through great speeches, but through an understanding of that platform’s limitations. Overexposure can diminish its power as the president’s voice becomes one of many, so it is most effective when used judiciously. Consider Roosevelt’s famous fireside chats. Popular imagination sees them as something like the modern weekly radio address. In fact, he never gave more than four in a year.

Another president who understood the limitations of the bully pulpit was John F. Kennedy. During his brief tenure too, allies complained of his failure to speak often or forcefully enough on key issues, especially civil rights.

“The nation will listen only if it is a moment of great urgency,” he once said. He liked to quote Shakespeare’s Henry IV, Part I, where in response to Owen Glendower’s boast that he can “call spirits from the vasty deep,” Hotspur replies: “Why, so can I, or so can any man; but will they come when you do call for them?” Kennedy understood that the power of a president’s speech is constrained, or augmented, by context. To the extent his audience is primed for a message, it resonates, multiplying the power of that address. The most effective presidents find a leadership balance where they are far enough in front of public opinion to lead it, but not so far as to lose it.

JFK and FDR had another important commonality: They were skilled communicators at times of communication revolution. FDR came into office just as most U.S. households first had radio receivers. He wasn’t the first president to deal with this new mass medium, but he was the first to understand the opportunity it provided to fundamentally change the way presidents engaged with voters.

So too Kennedy was not the first president to deal with television, but he was the first to figure out what kind of new communications opportunities it afforded. He used weekly televised news conferences, the first such presidential appearances to be broadcast. Columnist James Reston warned the president that it was “the goofiest idea since the hula hoop,” but Kennedy relished the opportunity to connect directly with the voters. And the news conferences allowed him to flash his most winning qualities: his smarts, his broad grasp of facts and data, and of course his ironic wit. Kennedy referred to these conferences as “the 6 o’clock comedy hour.” But more seriously, he said, “We couldn’t survive without them.”

Which brings us back to Obama, another eloquent Democrat taking criticism for inexpertly using (or failing to use) the bully pulpit. Poor Obama has gotten it coming and going. When he first took office he was seemingly everywhere at once, and widely panned as being overexposed. This lurching approach to public communications is due at least in part to the fact that Obama, like his predecessors, is trying to govern at a time of communication transformation. In fact he is arguably dealing with a double revolution, involving both the fracturing of the old mass media (presidents can no longer count on the television audience being easily captured on just three networks) and the rise of the new social media. At first Obama and his team tried to flood the zone; now they seem to have adopted a more classical view that the presidential voice is a resource to be husbanded.

Obama is caught at the crux of a tension in presidential leadership that has grown since FDR chatted with Americans at their firesides. The limitations of the bully pulpit are in opposition to the demands mass media have placed on it. In his single term as president, from 1929 to 1933, Herbert Hoover made an average of eight public appearances per month. In his thousand days, JFK made 19 per month. In his first term, Bill Clinton averaged 28. In his two years in office, according to statistics compiled by CBS News’s Mark Knoller, Obama averaged more than 42 public appearances per month. Presidents must speak more, even if it diminishes the power of their voice.

In noting similarities between Obama and his predecessors, I do not mean to suggest equivalency. It may well be that in 50 years historians will say that Obama was the first real social media president in the way of FDR and radio and JFK and television. But if such mastery does emerge, it is currently still a work in progress. In the meantime, his friends especially would do well to remember that the bully pulpit is not a cure-all. And that even our most eloquent leaders have had good reasons for their silence as well as their words.
