“Voters Remorse”: The New GOP Congress Americans Do Not ‘Wish They Had’
The man who lost the last (presidential) election round and who goes around talk shows trying to pretend he did not, has some advice for the man who beat him in 2012.
Appearing on Sunday’s CBS Face the Nation, failed presidential candidate Mitt Romney told Bob Schieffer, when asked about the possibility of “Obama taking executive action to overhaul immigration policy,” “The president has got to learn that he lost this last election round.”
The man who lost the last (presidential) election round said so after lecturing his nemesis about how to fight ISIL (“what we should have done by now is have — is have American troops staying by in — in Iraq”) and after implying that perhaps the President should just curl up in a fetal position, contrary to David Axelrod’s and most Americans’ expectations. “The President ought to let the Republican Congress, the Republican House and the Republican Senate come together with legislation that they put on his desk which relates to immigration,” the man who lost the last (presidential) election round told Bob Schieffer.
This latest bit of GOP arrogance is very similar to Mitch McConnell’s recent hubris: “We’d like for the president to recognize the reality that he has the government that he has, not the one that he wishes he had, and work with us,” when a “very disturbed” incoming Senate Majority Leader lamented that the president was still the President and was still intending to use his executive powers.
Which, in turn, is very reminiscent of the effrontery of former Defense Secretary Donald Rumsfeld whose callous response to a soldier asking for better protection for our troops in Iraq was: “You go to war with the army you have, not the army you might want or wish to have at a later time.”
Memo to Messrs. Romney and McConnell — and to the GOP:
Midterm elections are not intended to neuter a president. They are midcourse corrections intended to make government work better for the people who elect their representatives; to — in fact — transform the government we have into the government the people wish they have. On November 4, 2014, the American people gave Republicans another chance to stop the obstruction, stop the obfuscation, stop the gridlock, stop the arrogance, stop the raw partisanship and work with a man who is still President of the United States for the common good of all Americans, not just a few.
To do all this, congressional Republicans must disprove the disturbing allegation that they “have been sent to Washington with a mandate not so much to conduct business but rather to collect a bounty, to do what they promised and what their supporters expect: Stop Obama at any cost and at every turn, to erase his name or at least put an asterisk by it.”
Or will they?

“The Government We Deserve”: In The End, The Ultimate Responsibility Lies With The Voters Themselves
This may be the most expensive midterm election in history, but it isn’t necessarily the dumbest. That’s not because it’s smart in any way, just that elections in America are always dumb. To take just one tiny data point, the hottest Senate race in the country may be in Iowa, where everything turns on just how mad the Democratic candidate got when his neighbor’s chickens kept crapping in his yard. Madison and Jefferson would be so proud.
Commentators with brows set high and low periodically try to redeem a public that falls for this kind of stuff, with varying degrees of success. Political scientists often point out that accumulating detailed political knowledge is an inefficient use of time, when you can just use party identification as a proxy and almost all the time your decisions will be the same as they would if you knew as much as the most addicted political junkie. Perfectly true. But other attempts are less successful. I point your attention to a piece today in the Times by Lynn Vavreck, an extremely smart person, arguing that political ads aren’t necessarily so bad. From what I can tell it’s only about three-quarters serious, but still:
A functioning democracy needs an electorate that makes informed choices. Much as we dislike them, political ads, especially in midterm elections, convey information to voters about candidates, particularly those who are unknown to most people.
For example, evidence from recent midterm elections showed that in places where candidates advertised with greater frequency, voters on average knew more objective things about the candidate. The effects are notable for something as straightforward as helping voters identify who is actually running in the race. And just like campaign spending generally, challengers’ ads have greater impact than those of incumbents.
The evidence she’s able to marshall all comes from studies where the dependent variable is knowing who the candidates are. That TV ads can produce this kind of “knowledge” isn’t surprising — if you saw 500 ads saying, “Congressional candidate John Beelzeberg: He’d eat your children if he got the chance,” by the end you’d probably know that John Beelzeberg is running for Congress.
And it’s surely important to know who the candidates are. But if that’s about all we can expect of voters, it’s pathetic.
Meanwhile, Mark Leibovich has a useful essay about the “bumpkinification” of the midterms, in which every contender competes to claim the mantle of the most inexperienced candidate who knows nothing about what legislators actually do, and will somehow “change Washington” with their down-home common sense:
Candidates themselves don’t deserve all the blame for their bumpkinizing. Much of that rests with the blizzards of money being blown from wealthy donors and super PACs to a growing oligarchy of media consultants, who typically live on the coasts and work for multiple candidates at once. In a D.C. twist, those bumpkins we see on our screens are often not even real bumpkins so much as some rich guy’s idea of what a bumpkin should be. One telltale signal is how familiar the props are—the livestock, the guns, the motorcycles, the dogs and, of course, the flannel. An ad for Rob Maness, a Louisiana Republican running for the Senate, features a trifecta: a gun, an airboat and an alligator.
In large part, this is what we have to show for the nearly $4 billion that is expected to be spent in this campaign, the most of any midterm election in history. “When you have this much outside spending, way too much of the advertising has no soul,” acknowledged Todd Harris, a partner at Something Else Strategies, who is based in Washington, far from his clients Ernst and McFadden. The people who are creating these spots, in other words, don’t have much connection to the state they’re working in. It’s a good bet that few at Something Else Strategies have spent much time on hog farms. They are paid either way.
I wouldn’t want to excuse Washington consultants, but let’s not forget that responsibility is not zero-sum. Everybody who takes part in this is to blame. There are the candidates, who serve up a ten-course meal of drivel. There are the outside groups that swoop in and try desperately to distract and confuse. There are the reporters who decide that it’s really important that they write another ten stories about somebody’s chickens or somebody else’s “gaffe.”
But in the end, ultimate responsibility lies with the voters themselves. It is within their power to say to candidates, “Look, I’m upset about Congress’ inability to solve problems too, but the fact that you put on a flannel shirt and told me a story about the wisdom of your grandpappy does nothing to convince me you’ll actually be able to solve those problems.” They could do that. But they don’t.

“The Real Cost Of Republican Cruelty”: Voters Should Know Who’s Holding Up Their Health Care
With one week remaining before the March 31 deadline for health coverage this year, a Republican filing a lawsuit against the Affordable Care Act has become a familiar, if tiresome, sight.
But Republicans filing a lawsuit against the law on the grounds of copyright infringement? That’s something new.
Yet that is effectively what happened this month in Louisiana. On March 14, the state’s lieutenant governor sued the progressive group MoveOn.org over a billboard criticizing Gov. Bobby Jindal’s refusal to expand Medicaid in the state. The billboard uses Louisiana’s tourism slogan — “Pick Your Passion!” — and adds: “But hope you don’t lose your health. Gov. Jindal’s denying Medicaid to 242,000 people.” The lawsuit claims that the MoveOn ad will “result in substantial and irreparable harm, injury, and damages” to the Louisiana tourism office — as if denying health insurance to the neediest will not cause the state “substantial and irreparable harm.”
Legal experts say Jindal’s ploy has no chance of succeeding, thanks to the First Amendment. (This would be the same First Amendment that the governor passionately invoked in defense of “Duck Dynasty” patriarch Phil Robertson’s right to spew racist and homophobic vitriol.)
Jindal’s reason for refusing to expand Medicaid is as specious as his reason for suing MoveOn. He claims, falsely, that the expansion would divert funds that now go to disabled individuals under traditional Medicaid. In reality, the health-care law doesn’t harm the existing program. It creates several programs to improve care for the disabled receiving Medicaid; Jindal enrolled Louisiana in three of them. But this hasn’t stopped him from blaming the ACA for his own bad policies, including cuts he made to state Medicaid funding for pregnant women.
Louisiana isn’t the only state where Republicans are preventing thousands of low-income Americans from receiving health care. In Virginia, where state lawmakers refuse to expand Medicaid, hospitals will face higher costs and reduced services as a result. One million Texans will be denied access to coverage if the state continues to reject the Medicaid expansion. Meanwhile, Mississippi Gov. Phil Bryant is willing to leave 300,000 of his neediest citizens uninsured. His reasoning? He’s afraid that the law might be repealed, leaving his state no way to meet its commitments — an ironic stance for a Republican to take, since they’re the ones trying to repeal it!
The 19 states that are refusing to expand Medicaid aren’t just leaving low-income Americans out to dry — they’re also leaving billions of health-care dollars on the table. While Bobby Jindal busies himself over a billboard, his state’s internal analysis found that Medicaid expansion would save Louisiana as much as $134 million in 2015 alone.
The real cost of Republican cruelty, however, cannot be measured in dollars and cents, but in people’s lives. Researchers at Harvard and the City University of New York concluded that without the Medicaid expansion, individuals will go without checkups, cancer screenings and treatment for diseases such as diabetes and depression — leading to thousands of premature and preventable deaths.
So much for compassionate or fiscal conservatism.
Amid the misinformation and fear-mongering, however, lies a real opportunity for Democrats to increase support for the ACA and win more races in November.
Consider the recent special election in Florida’s 13th Congressional District, where Republican David Jolly’s victory is being widely interpreted as a rebuke of the Affordable Care Act. Polls suggest that it wasn’t Obamacare that hurt Democrat Alex Sink but the same factor that often hurts Democrats in midterm elections: low turnout.
To combat this, what if Democrats organized a clear, concerted effort to demonstrate how Republicans are denying millions of Americans access to health insurance?
There are already signs that raising awareness is working. The Moral Monday movement, which favors expanding Medicaid, has been getting attention for its protests at public meetings in several southern states. Other states are considering following the lead of New Hampshire, where the state Senate voted, with Republican support, for a modified expansion.
At the same time, progressives should back MoveOn’s brilliant billboard campaign parodying the tourism slogans of not just Louisiana but also Texas, Florida, Nebraska, Virginia and Wisconsin — which are all blocking the Medicaid expansion.
The campaign might consider going to South Dakota, Alaska, Georgia, North Carolina, Mississippi and Maine, which have Republican governors, contested Senate races and huge numbers of residents who are being denied access to health care. They need to know who is at fault.
High-profile Democrats running for federal office this cycle should be similarly bold. Voters, especially low-income voters who are most hurt by the GOP’s cruel stance on health care, need to understand just what’s at stake. It’s time for Democrats to run on health-care reform, not away from it — and Medicaid expansion is a worthy place to start. If they need to know how far Republicans have gone to prevent it, there’s a billboard along Interstate 10 in Louisiana that’s a pretty good guide.

“The “I Hate Everything” Vote”: The GOP Base That’s Always Been Around, But Given A Fresh Identity By The Tea Party Movement
There’s a new ABC-WaPo poll out showing about what you’d expect: the president’s job approval rating is at 43%, about what it was last month but way down from a year ago.
But at The Fix, Sean Sullivan and Scott Clement look at a large slice of the electorate they call “haters,” and see a potential GOP landslide coming. The “haters” are people who disapprove of the president and both congressional parties.
Seventy-two percent of voters who disapprove of the job Obama, congressional Democrats and congressional Republicans are doing say they’d vote for the GOP candidate for U.S. House in their district if the election were held today, according to a new Washington Post-ABC News poll released Tuesday. Just 14 percent say they’d vote for the Democrat….
[T]he haters don’t tilt as heavily toward the GOP now as they did on the eve of the GOP wave election of 2010, when 85 percent said they planned to vote for the GOP candidate.
Now you might look at some of these numbers and conclude that Democrats should be frantically appealing to the “haters,” since they are “between” the two parties and open to both. But you’d be wrong: the people we are talking about are largely GOP “base” voters if they vote at all. They’ve always been around, but the Tea Party Movement has given them a fresh identity: people who will vote for any Republican over any Democrat 99 out of 100 times, but can’t bring themselves to say they approve of any major party that’s not busily tearing down the welfare state or eliminating taxes. To their credit, Sullivan and Clement note the “haters” strong right-ward tilt:
Thirty-four percent identify as Republicans and another 38 percent are independents who lean Republican. Just 13 percent are independents with no lean and just 10 percent are Democrats.
So in any poll of the popularity of the two parties, you have to put a fat thumb on the scale for Republicans because so many of their own just won’t admit their proclivities. Yes, haters are gonna hate both parties, but they’re sure not up for grabs at the ballot box.

“Dark Days Of Repression”: Ohio Early Voting Cutbacks Disenfranchise Minority Voters
On Election Day 2004, long lines and widespread electoral dysfunctional marred the results of the presidential election in Ohio, whose electoral votes ended up handing George W. Bush a second term. “The misallocation of voting machines led to unprecedented long lines that disenfranchised scores, if not hundreds of thousands, of predominantly minority and Democratic voters,” found a post-election report by Democrats on the House Judiciary Committee. According to one survey, 174,000 Ohioans, 3 percent of the electorate, left their polling place without voting because of the interminable wait. (Bush won the state by only 118,000 votes).
After 2004, Ohio reformed its electoral process by adding thirty-five days of early voting before Election Day, which led to a much smoother voting experience in 2008. The Obama campaign used this extra time to successfully mobilize its supporters, building a massive lead among early voters than John McCain could not overcome on Election Day.
In response to the 2008 election results, Ohio Republicans drastically curtailed the early voting period in 2012 from thirty-five to eleven days, with no voting on the Sunday before the election, when African-American churches historically rally their congregants to go to the polls. (Ohio was one of five states to cut back on early voting since 2010.) Voting rights activists subsequently gathered enough signatures to block the new voting restrictions and force a referendum on Election Day. In reaction, Ohio Republicans repealed their own bill in the state legislature, but kept a ban on early voting three days before Election Day (a period when 93,000 Ohioans voted in 2008), adding an exception for active duty members of the military, who tend to lean Republican. (The Obama campaign is now challenging the law in court, seeking to expand early voting for all Ohioans).
The Romney campaign has recently captured headlines with its absurd and untrue claim that the Obama campaign is trying to suppress the rights of military voters. The real story from Ohio is how cutbacks to early voting will disproportionately disenfranchise African-American voters in Ohio’s most populous counties. African-Americans, who supported Obama over McCain by 95 points in Ohio, comprise 28 percent of the population of Cleveland’s Cuyahoga County but accounted for 56 percent of early voters in 2008, according to research done by Norman Robbins of the Northeast Ohio Voter Advocates and Mark Salling of Cleveland State University. In Columbus’s Franklin County, African-Americans comprise 20 percent of the population but made up 34 percent of early voters.
Now, in heavily Democratic cities like Cleveland, Columbus, Akron and Toledo, early voting hours will be limited to 8 am until 5 pm on weekdays beginning on October 1, with no voting at night or during the weekend, when it’s most convenient for working people to vote. Republican election commissioners have blocked Democratic efforts to expand early voting hours in these counties, where the board of elections are split equally between Democratic and Republican members. Ohio Republican Secretary of State Jon Husted has broken the tie by intervening on behalf of his fellow Republicans. (According to the Board of Elections, 82% of early voters in Franklin County voted early on nights or weekends, which Republicans have curtailed. The number who voted on nights or weekends was nearly 50% in Cuyahoga County.)
“I cannot create unequal access from one county board to another, and I must also keep in mind resources available to each county,” Husted said in explaining his decision to deny expanded early voting hours in heavily Democratic counties. Yet in solidly Republican counties like Warren and Butler, GOP election commissioners have approved expanded early voting hours on nights and weekends. Noted the Cincinnati Enquirer: “The counties where Husted has joined other Republicans to deny expanded early voting strongly backed then-candidate Barack Obama in 2008, while most of those where the extra hours will stand heavily supported GOP nominee John McCain.” Moreover, budget constraints have not stopped Republican legislators from passing costly voter ID laws across the map since 2010.
The cutbacks in early voting in Ohio are part of a broader push by Republicans to restrict the right to vote for millions of Americans, particularly those who voted for Obama. “The Republicans remember those long lines outside board of elections last time in the evenings and on weekends,” Tim Burke, Democratic Party chairman in Cincinnati’s Hamilton County, told the Enquirer. “The lines were overwhelmingly African-American, and it’s pretty obvious that the people were predominately—very predominately Obama voters. The Republicans don’t want that to happen again. It’s that simple.”
Ohio in 2012 is at risk of heading back to the dark days of 2004. “Voting—America’s most precious right and the foundation for all others—is a fragile civic exercise for many Ohioans,” the Enquirer wrote recently.
