“Challenging The Party’s Ideology”: How Ted Cruz And Marco Rubio Are Battling For The Future Of GOP Foreign Policy

A few weeks ago, Ted Cruz committed a shocking act of heresy against the Republican Party Establishment. “If you look at President Barack Obama and Hillary Clinton and, for that matter, some of the more aggressive Washington neocons,” he told Bloomberg News, “they have consistently misperceived the threat of radical Islamic terrorism and have advocated military adventurism that has had the effect of benefiting radical Islamic terrorists.” Cruz was cleverly making a point about the Obama administration’s intervention in Libya, which resulted in a failed state that has nurtured ISIS, but his attack cut much deeper than it might have first appeared. One of the supporters of that venture was Marco Rubio, Cruz’s primary rival for the affection of regular (non-Trump-loving) Republicans. Rather than frame his contrast with Rubio as a matter of personal judgment or partisan loyalty, though, Cruz defined his opponents in ideological terms (“the more aggressive Washington neocons”). Indirectly, he was reminding his audience of another country in the Middle East where neocon military adventurism has wound up benefiting Islamic extremism — and harking back to an older conservative approach.

While Trump has distracted the party with bombastic grossness, Cruz has undertaken a concerted attack on an unexpected weak point: the belief structure, inherited by Rubio, that undergirds the party’s foreign-policy orthodoxy, opening up a full-blown doctrinal schism on the right.

The Iraq War remains the Republican Party’s least favorite subject, but the principles that drove the Bush administration into Baghdad (without a plan for the occupation) have remained largely intact. Most Republican leaders still espouse the neo­conservative belief in confronting autocratic governments everywhere, that demonstrations of American military power will inevitably succeed, and that the championing of democratic values should inform all major foreign-policy strategy.

When he first came to Washington, Rubio distanced himself from these beliefs. “I don’t want to come across as some sort of saber-rattling person,” he said in 2012, the next year insisting that higher military spending be paid for with offsetting cuts elsewhere. The next year, he started rattling sabers. Rubio came to support higher defense spending even if it increased the deficit, and turned sharply against the Iran nuclear deal. Now a full-scale hawk poised to restore the banished Bush doctrine, Rubio has surrounded himself with neoconservative advisers, using buzzwords like “moral clarity,” and promised to stand up to Russia, China, Cuba, and North Korea, unworried by the possibility that standing up to some of the bad guys might require the cooperation of other bad guys. “I’m ready for Marco,” enthused William Kristol.

The Bush years trained liberals to think of neoconservatism as the paramount expression of right-wing foreign-policy extremism. But neoconservatism runs against the grain of an older and deeper conservative tradition of isolationism. Cruz has flitted about the edges of the libertarian right, sometimes forming alliances in the Senate with Rand Paul, an isolationist who — after briefly being in vogue — has largely been marginalized within his party. At the last Republican foreign-policy debate, Cruz identified himself with that creed more openly than he ever had. Just as Rubio’s buzzwords signal his neoconservative affiliation, Cruz conveyed his isolationism by calling for an “American-first foreign policy” and dismissing Rubio as a “Woodrow Wilson democracy promoter.” The face-off between Rubio and Cruz at that debate represented something far more profound than the usual exchange of canned sound bites.

The isolationist tradition has long been misunderstood to mean a policy that perished overnight on December 7, 1941, and that promoted complete withdrawal from world affairs. In fact, isolationist thought grew out of — and, in some ways, represented the apogee of — American exceptionalism.
It regarded other, lesser countries with disgust, a sentiment that bred the competing impulses to both be distant from the rest of the world and to strike out at it.

Isolationism dominated conservative thought from the end of World War I — as a reaction against Wilson’s costly democratization crusade, as Cruz implied — through Pearl Harbor. After the war, without losing its hold on large segments of the GOP, the worldview mutated in the face of communism. The Soviet threat intensified the contradiction between the desire to quarantine America from the communist contagion and to eradicate it. The old isolationists resolved the tension by developing a fixation on airpower as a substitute for diplomacy and land forces. American planes would allow it to dominate the world while remaining literally above it. (Airpower, wrote the historian Frances FitzGerald, “would allow America both to pursue its God-given mission abroad and to remain the virgin land, uncorrupted by the selfish interests of others or foreign doctrines.”)

Republican leaders opposed the Truman administration’s plans to rebuild Europe, create NATO, and station a huge land force in West Germany. Instead, they proposed a massive air force. The right’s belief in the efficacy of bombing was enabled by its indifference to widespread carnage among enemy civilians. Conservatives like Barry Goldwater proposed using nuclear weapons during the Vietnam War. “If we maintain our faith in God, love of freedom, and superior global airpower, the future looks good,” said Air Force general Curtis LeMay, who had also called for nuclear strikes against North Vietnam. (In 1968, LeMay ran as vice-president alongside the segregationist George Wallace, a campaign that prefigured Trump’s combination of populism, white racial backlash, and an ultranationalist foreign policy.)

Republican presidents like Eisenhower and Nixon, though, followed Truman’s internationalist program rather than the unworkable fever dreams of the right. The bipartisan embrace of internationalism sent isolationism into a long, slow decline, its ideas circulating but without influence, a philosophy for newsletter cranks. Eventually, the dominant Republican foreign policy evolved once more, into neoconservatism, which combined the Wilsonian fervor for exporting democracy abroad with the isolationist distrust of diplomacy. The neoconservative project imploded in Iraq, but still, even in the 2008 and 2012 campaigns, the lone voice of dissent on neoconservative foreign policy was the libertarian gadfly Ron Paul, who brought isolationism back into the conversation. The surprisingly durable support for an odd little man in poorly fitting suits who kept ranting about gold indicated a potentially underserved market for Republican discontent over Iraq.

The Paul version of isolationism, inherited by his floundering son, emphasizes the live-and-let-live principle. Cruz’s version is more bloodthirsty, putting him in touch with the current, freaked-out conservative mood while reviving the bombing obsession of the mid-century conservatives. “We will utterly destroy ISIS,” he boasted recently with LeMay-esque ghoulishness. “We will carpet-bomb them into oblivion. I don’t know if sand can glow in the dark, but we’re going to find out.” (Cruz’s choice of imagery is important: Conventional bombing does not make things glow, but nuclear bombing does.) At the debate, Rubio shot back, “Airstrikes are a key component of defeating them, but they must be defeated on the ground by a ground force.” When pressed by moderators on the details of their respective plans, both Cruz and Rubio retreated. Cruz admitted he would not, in fact, level the cities held by ISIS (which are populated mostly by their unwilling captives) but would instead simply bomb ISIS’s military positions, which Obama is already doing. Rubio admitted he would not dispatch an occupying force back to the Middle East but merely send a small number of special forces while attempting to recruit local Sunnis, which Obama is also already doing.

Substantively empty though their bluster may be, Rubio and Cruz are pantomiming a deep-rooted, significant breach. While he has very little support among party elites, Cruz seems to believe that Republican voters are hungry for a candidate who will challenge their party’s foreign policy at the ideological level. Very soon, we will find out if he is right.

“In American Politics, Business Interests Come First”: Rubio And Cruz Won’t Be Able To Reverse U.S. Overture To Cuba

Pity Marco Rubio and Ted Cruz.

The two Cuban-American senators are relatively young, in their mid-40s. And their political rise coincides with a change in U.S.-Cuban relations that neither particularly welcomes.

Cruz and Rubio will likely be in office when full trade relations with Cuba are finally restored. Though both are vying for the Republican presidential nomination, it’s unlikely that either will be in the White House when that evolution occurs. That’s just as well, as both have taken the firmly anti-engagement posture of their Republican elders.

Yet the winds of U.S. commerce are blowing strong against the famous seawall protecting Havana, the Malecón. And these are strong gusts, able to topple the Cold War-era groundings of Rubio and Cruz.

The coming year will be crucial.

January 1 will mark the 57th anniversary of Fidel Castro’s overthrow of Fulgencio Batista. A year ago, President Barack Obama’s announcement to press for normalized relations kicked off a flurry of activity. Much of it was organizing by business interests with strong Republican ties, eager for Cuban markets.

The U.S. Agriculture Coalition for Cuba, a group of corporations and trade groups, officially stepped forward to press for lifting the embargo in the month after Obama’s announcement. A bipartisan committee was organized in the House to look at normalizing relations. In May, Cuba was removed from the list of state sponsors of terrorism. In August, in another milestone, the U.S. Embassy was ceremonially reopened in Havana.

Governors of numerous states have sent exploratory trade delegations to Cuba, especially those eager to increase agricultural exports. The most recent trip had Texas Gov. Greg Abbott visiting in November. Cuba imports nearly 80 percent of its food.

Despite the movement, it will be impossible to fully unwind the bureaucratic stalemates between our two countries quickly.

How much can be accomplished between now and the end of Obama’s term is crucial. As with immigration reform and so many other measures, there is only so much Obama can do through executive action and policy change. Congressional cooperation will be necessary to lift the embargo and to manage the details of banking and a related thorny issue: the nearly $8 billion in claims (including interest) of U.S. corporations and citizens whose assets and property were seized by Castro after the revolution. Those losses were a key reason for the embargo in the first place.

In early December, the first talks were held in Havana by State Department officials to settle the claims. Early reporting indicated they didn’t get very far. Some experts have speculated that the Castro regime threw down its’ own counterclaim, asking for reparations for the economic costs of the trade embargo, which Cuba has put at more than $100 billion.

In another year, the U.S. will have a new president and it is unlikely to be one as headstrong as Obama has been about opening to Cuba, even if it is Hillary Clinton.

Rubio, Cruz and other Republicans can be counted on to stall the progress that Obama has made. But they won’t completely stop it.

The crux of their opposition is dismal human rights record of Fidel and Raul Castro. Rubio and Cruz don’t sidestep the jailing of dissidents and other human rights abuses as so many Americans, particularly business interests, conveniently do. Yet they differ from many of their middle-aged Cuban-American contemporaries, who increasingly support lifting the embargo.

The two senators have come of political age in a fast-changing era for Cuba-U.S. relations.

Regardless of who prevails in the GOP presidential nomination, Cuba is no longer a geopolitical threat. And in American politics, the interests of business come first.

“Children Are Off Limits”: If Ted Cruz Is Going To Use His Daughters As Props, He Should Be Mocked For It

Ted Cruz, a leading presidential candidate, released a new Christmas-themed ad — a lighthearted riff on familiar themes, in which he tweaked words from a well-known holiday story to fit his campaign platform. He appeared as himself, alongside his wife and his two young daughters, who dutifully recited lines that had been scripted to further their father’s agenda.

What’s a satirist to do?

Pulitzer Prize-winning political cartoonist Ann Telnaes decided not to focus on the candidate’s message, but the manner in which it was pitched — namely, the fact that Cruz used his children as mouthpieces for his campaign.

There wasn’t any mistaking her intent, either. The headline for the cartoon, which featured Cruz’s daughters as monkeys on a leash being controlled by a Santa-clad Cruz turning an organ grinder, laid it out: “Ted Cruz Uses His Kids As Political Props.” And she explained her feelings further, in a tweet:

She also made her case in a note that ran alongside the cartoon in the Washington Post:

“[T]here is an unspoken rule in editorial cartooning that a politician’s children are off-limits. … But when a politician uses his children as political props, as Ted Cruz recently did in his Christmas parody video in which his eldest daughter read (with her father’s dramatic flourish) a passage of an edited Christmas classic, then I figure they are fair game.”

Yet the cartoon was pulled.

The editor who pulled it, Fred Hiatt, said he didn’t agree with Telnaes and hadn’t viewed the cartoon before it was posted. Hiatt echoed Telnaes’s original disclaimer, saying in the editor’s note that has supplanted the cartoon on the Post’s site: “It’s generally been the policy of our editorial section to leave children out of it.” However, he said that he did not agree with her that an exception to that practice was warranted in the case of Cruz and his daughters.

Jeff Danziger, a political cartoonist and acquaintance of Telnaes, sided with her. “I think she’s right,” Danziger said in an email. “If [Cruz] uses his daughters to get votes, he’s the one putting them on the stage.” (Danziger’s work appears in The National Memo.)

So assuming Cruz’s actions were deserving of editorial comment in cartoon form, would there have been a more appropriate way to go about it? Perhaps the problem was a lack of context. Readers didn’t necessarily need to be familiar with the ad that Telnaes was referencing, which had been released three days earlier, on Dec. 19, although of course that would have helped.

It’s possible there was a broader satirical target than simply Cruz and his daughters. After all, candidates’ family members have often appeared in campaign materials: Whether it’s pictures of Hillary Clinton holding her infant granddaughter, Charlotte, or the McCain, Palin, and Romney progenitors gamely posing for group photos, children and families humanize the candidates and drive home campaign messages by putting a memorable face on abstract talking points about “safety,” “family,” and “the future.”

But the degree to which Cruz has been using his children – and his dad, and his mom, and his aunt – is worth noting. Buzzfeed recently unearthed footage posted by Cruz’s campaign for Senate that was culled from 16-hour videos of him interacting with his family, but it’s clear from the videos that these aren’t surreptitiously filmed get-togethers or spontaneous hangouts. They play eerily as though Cruz had sat down with his mom and dad, prompting them to sing the praises of their wonderfully competent son.

Does anyone really think Telnaes was attacking Cruz’s children, rather than Cruz himself?

The cartoon’s depiction of the girls as monkeys was clearly an attempt to draw them in a stock role as a beggar’s pawns; it seems highly disingenuous to advance the argument that Telnaes was in any way criticizing the girls’ looks or character, which would, of course, be an ugly and reprehensible thing to do.

Telnaes criticized their father for using them in such a grossly crass way, trying to score political points by playing cute. And now, ironically — since the cartoon caricatured Cruz as a panhandler — by pulling the ad, the Washington Post has given the Texas senator a whole new excuse to ask for more money and more ammunition to use in his screeds about how the “mainstream,” “liberal” media treats him unfairly. Cruz is still grinding that organ, and getting his daughters to dance.

Questions About Why Rubio Is So Soft On Immigrants”: The Irony In Marco Rubio And Ted Cruz’s Argument Over “Amnesty”

Ted Cruz and Marco Rubio are for now the only real candidates with a chance to become the Republican nominee for president (granting that Donald Trump, whatever his chances, is an utterly unreal candidate), and to Rubio’s chagrin, they are engaged in a dispute over immigration that grows progressively more venomous.

This complex policy challenge has been reduced to the question of which of them is more fervently opposed to “amnesty” for undocumented immigrants, but the debate obscures an odd fact. Though Cruz is getting the better of the argument, the substance of Rubio’s position on the issue—which he is now desperately trying to justify—is actually more popular with Republican voters. But in this atmosphere, when fear and resentment are the order of the day, even that isn’t enough to help him.

A brief bit of background. In 2013, Rubio joined with a bipartisan group of senators called the Gang of Eight to write a comprehensive immigration reform bill, which passed the Senate but died in the House. Along with increasing border security and beefing up the E-Verify system through which employers check their employees’ immigration status, it provided for a path to citizenship for undocumented immigrants. But it was an extremely lengthy path. They would have to register, pay a fine, pass a background check, and at that point they would be granted provisional legal status. After waiting ten years, paying another fine, and showing that they had learned English, they could apply for a green card. Then if they got the green card, they could apply for citizenship three years after that. So it could be fifteen years or more before someone who is currently an undocumented immigrant became a citizen.

As for Ted Cruz’s part, he offered an amendment at the time stripping out the path to citizenship but allowing undocumented immigrants to get work permits. Rubio charges that this means Cruz supported legal status for the undocumented (horrors!), while Cruz says that his amendment was just a poison pill meant to sabotage the bill.

While Rubio has backed away from the bill—he now says he learned that comprehensive reform is impossible, and the answer is to do it piece by piece, with the enforcement pieces coming first—he still says he supports an eventual path to citizenship. But he’s always careful to stress how long it would be before that would even be discussed, much less implemented.

So right now, Rubio is defensively answering all kinds of questions about why he’s so soft on immigrants, while Cruz is the one attacking (and Rubio’s counter that Cruz is kind of an amnesty supporter too has fallen short). Yet Rubio’s position on the path to citizenship question—yes, but after a lengthy process—is quite popular within the party.

It matters a lot how you ask the question, but polling shows that, as a group, Republican voters are perfectly open to letting undocumented immigrants stay in the United States. When Pew asked recently if undocumented immigrants who “meet certain requirements” should be allowed to say, 66 percent of Republicans say yes, with 37 percent supporting citizenship and 28 percent supporting permanent residency.

But the more specific you make the question, the more open Republicans are to citizenship. When pollsters have asked whether undocumented immigrants should be able to apply for citizenship if they pay fines and learn English, clear majorities of Republicans say yes: 72 percent in a January 2014 CNN poll; 69 percent in an October 2013 CBS poll; 63 percent in a February 2013 Fox poll (those and others are collected here).

Those results demonstrate that if you can assure people—even Republicans—that undocumented immigrants will pay a price and assimilate, they have no problem with a path to citizenship. And that’s exactly what the Gang of Eight bill did.

So why isn’t Rubio winning on this issue? One reason is that his position is complex, while Cruz’s position is a rather simpler “He loves amnesty!”—and simpler messages usually prevail. Another reason is that the candidates aren’t actually appealing to all Republican voters, but the somewhat smaller and more conservative group that will actually vote in primaries. And finally, Donald Trump’s campaign, not to mention the general atmosphere of fear stirred up by the attacks in Paris and San Bernardino, has made anything resembling rational discussion on this issue all but impossible. Ted Cruz is capitalizing on that atmosphere with an enthusiasm bordering on the gleeful; he’s now airing an ad claiming that the Gang of Eight bill “would have given Obama the authority to admit Syrian refugees, including ISIS terrorists. That’s just wrong.” It should go without saying that his claim is absolutely ludicrous.

It’s possible that each passing day in which Donald Trump is on TV talking about border walls and excluding Muslims has the effect of nudging the Republican electorate to the right on anything that has to do with foreigners. But the polling results of the last few years show that Republicans are not a monolith, and there should be a market for a position like Rubio’s.

There’s another truth we should acknowledge in this debate. What a President Cruz would actually do on immigration is almost identical to what a President Rubio would do: not much. The last few years have proven that the Republican House has no appetite for comprehensive reform, no matter what the circumstances. And today’s GOP caucus is even more conservative than it was in 2013, after the sweep of 2014 brought in a whole new class of ultra-right members. Most Republicans hail from safe Republican districts, where they fear only a challenge from the right, so there’s no reason why they’d embrace comprehensive reform. The Republican Party itself may want to reach out to Hispanic voters, but your average Republican member of Congress has little reason to; indeed, all his interests run toward vehement opposition.

And if a Republican does somehow win the presidency, the urgency in demonstrating any goodwill toward Hispanics will be gone. So what will happen? The Republican Congress will pass a bill or two hiring more Border Patrol and ICE agents and building some more fences, the Republican president will sign those bills, and they’ll all call it a day—whether the public, including even Republican voters, would favor a path to citizenship or not.

“Part Of A Deliberate Strategy”: The Religious Right Finds Its Man

The pattern started in earnest in 1996. Social conservative leaders weren’t sold on Bob Dole as the Republicans’ presidential nominee, but the religious right movement struggled to rally behind a credible alternative.

As we discussed in March, in nearly every election cycle that followed, a similar dynamic unfolded. In 2000, the religious right wanted John Ashcroft, who didn’t run. In 2008, the religious right hated John McCain, but it couldn’t settle on a rival. In 2012, social conservatives were skeptical about Mitt Romney, but again, it failed to coalesce behind someone else.

The movement and its leaders were absolutely determined not to repeat their mistakes. This would finally be the cycle, the religious right’s heavyweights insisted, in which social conservatives en masse made an early decision, chose a competitive GOP candidate, and helped propel him or her towards the convention.

And though I was skeptical of their organizational skills, social conservative leaders, for the first time in a generation, are doing exactly what they set out to do. National Review reported late yesterday:

James Dobson, founder of the Christian group Focus on the Family and one of the nation’s most influential evangelicals, will endorse Ted Cruz for president today, according to sources briefed on the announcement. […]

Dobson, sources say, has long been an outspoken voice on Cruz’s behalf, arguing in previous private gatherings that Marco Rubio was not sufficiently conservative to earn the group’s support.

The endorsement from Dobson, a powerhouse in religious right circles, comes on the heels of similar support from the Family Leader’s Bob Vander Plaats, the National Organization for Marriage, and GOP activist/direct-mail pioneer Richard Viguerie.

This isn’t a situation in which prominent social conservatives suddenly saw the merits of the Texas Republican’s candidacy. On the contrary, it’s part of a deliberate strategy.

National Review reported earlier this week on the religious right’s initiative to formally choose the movement’s presidential hopeful.

The initiative, spearheaded by Family Research Council president Tony Perkins, had originally brought together a loose coalition of some 50 like-minded conservative leaders from around the country. Together, beginning in early 2014, the group – referred to internally simply as “The GROUP” – met every few months to discuss the state of the race, to pray for guidance, and to conduct a straw poll to see which candidates enjoyed the most support at each stage of the campaign.

It had all built to this day and to this meeting, where members would vote until they reached a verdict. Once finalized, their decision would represent the culmination of an oft-dismissed undertaking that began several years earlier and aimed at one thing: coalescing the conservative movement’s leaders behind a single presidential candidate in a show of strength and solidarity that would position them to defeat the establishment-backed candidate in the head-to-head stage of the 2016 Republican primary.

And two weeks ago, in a hotel boardroom in Northern Virginia, Ted Cruz cleared the 75% supermajority threshold “required to bind the group’s membership to support him.”

Dobson’s endorsement is part of the initiative’s rollout, and his Cruz endorsement will reportedly soon be followed by the Senate Conservatives Fund Ken Cuccinelli and the FRC’s Tony Perkins.

Will this translate into success for the far-right senator? It’s true that social conservatives’ influence over the direction of the Republican Party isn’t as strong as it once was, but this constituency still represents a significant chunk of the GOP base, especially in states like Iowa.

In a competitive nominating fight, which will likely come down to three or four people, Cruz’s formal alliance with the religious right may very well make an enormous difference.
