“Challenging The Party’s Ideology”: How Ted Cruz And Marco Rubio Are Battling For The Future Of GOP Foreign Policy

A few weeks ago, Ted Cruz committed a shocking act of heresy against the Republican Party Establishment. “If you look at President Barack Obama and Hillary Clinton and, for that matter, some of the more aggressive Washington neocons,” he told Bloomberg News, “they have consistently misperceived the threat of radical Islamic terrorism and have advocated military adventurism that has had the effect of benefiting radical Islamic terrorists.” Cruz was cleverly making a point about the Obama administration’s intervention in Libya, which resulted in a failed state that has nurtured ISIS, but his attack cut much deeper than it might have first appeared. One of the supporters of that venture was Marco Rubio, Cruz’s primary rival for the affection of regular (non-Trump-loving) Republicans. Rather than frame his contrast with Rubio as a matter of personal judgment or partisan loyalty, though, Cruz defined his opponents in ideological terms (“the more aggressive Washington neocons”). Indirectly, he was reminding his audience of another country in the Middle East where neocon military adventurism has wound up benefiting Islamic extremism — and harking back to an older conservative approach.

While Trump has distracted the party with bombastic grossness, Cruz has undertaken a concerted attack on an unexpected weak point: the belief structure, inherited by Rubio, that undergirds the party’s foreign-policy orthodoxy, opening up a full-blown doctrinal schism on the right.

The Iraq War remains the Republican Party’s least favorite subject, but the principles that drove the Bush administration into Baghdad (without a plan for the occupation) have remained largely intact. Most Republican leaders still espouse the neo­conservative belief in confronting autocratic governments everywhere, that demonstrations of American military power will inevitably succeed, and that the championing of democratic values should inform all major foreign-policy strategy.

When he first came to Washington, Rubio distanced himself from these beliefs. “I don’t want to come across as some sort of saber-rattling person,” he said in 2012, the next year insisting that higher military spending be paid for with offsetting cuts elsewhere. The next year, he started rattling sabers. Rubio came to support higher defense spending even if it increased the deficit, and turned sharply against the Iran nuclear deal. Now a full-scale hawk poised to restore the banished Bush doctrine, Rubio has surrounded himself with neoconservative advisers, using buzzwords like “moral clarity,” and promised to stand up to Russia, China, Cuba, and North Korea, unworried by the possibility that standing up to some of the bad guys might require the cooperation of other bad guys. “I’m ready for Marco,” enthused William Kristol.

The Bush years trained liberals to think of neoconservatism as the paramount expression of right-wing foreign-policy extremism. But neoconservatism runs against the grain of an older and deeper conservative tradition of isolationism. Cruz has flitted about the edges of the libertarian right, sometimes forming alliances in the Senate with Rand Paul, an isolationist who — after briefly being in vogue — has largely been marginalized within his party. At the last Republican foreign-policy debate, Cruz identified himself with that creed more openly than he ever had. Just as Rubio’s buzzwords signal his neoconservative affiliation, Cruz conveyed his isolationism by calling for an “American-first foreign policy” and dismissing Rubio as a “Woodrow Wilson democracy promoter.” The face-off between Rubio and Cruz at that debate represented something far more profound than the usual exchange of canned sound bites.

The isolationist tradition has long been misunderstood to mean a policy that perished overnight on December 7, 1941, and that promoted complete withdrawal from world affairs. In fact, isolationist thought grew out of — and, in some ways, represented the apogee of — American exceptionalism.
It regarded other, lesser countries with disgust, a sentiment that bred the competing impulses to both be distant from the rest of the world and to strike out at it.

Isolationism dominated conservative thought from the end of World War I — as a reaction against Wilson’s costly democratization crusade, as Cruz implied — through Pearl Harbor. After the war, without losing its hold on large segments of the GOP, the worldview mutated in the face of communism. The Soviet threat intensified the contradiction between the desire to quarantine America from the communist contagion and to eradicate it. The old isolationists resolved the tension by developing a fixation on airpower as a substitute for diplomacy and land forces. American planes would allow it to dominate the world while remaining literally above it. (Airpower, wrote the historian Frances FitzGerald, “would allow America both to pursue its God-given mission abroad and to remain the virgin land, uncorrupted by the selfish interests of others or foreign doctrines.”)

Republican leaders opposed the Truman administration’s plans to rebuild Europe, create NATO, and station a huge land force in West Germany. Instead, they proposed a massive air force. The right’s belief in the efficacy of bombing was enabled by its indifference to widespread carnage among enemy civilians. Conservatives like Barry Goldwater proposed using nuclear weapons during the Vietnam War. “If we maintain our faith in God, love of freedom, and superior global airpower, the future looks good,” said Air Force general Curtis LeMay, who had also called for nuclear strikes against North Vietnam. (In 1968, LeMay ran as vice-president alongside the segregationist George Wallace, a campaign that prefigured Trump’s combination of populism, white racial backlash, and an ultranationalist foreign policy.)

Republican presidents like Eisenhower and Nixon, though, followed Truman’s internationalist program rather than the unworkable fever dreams of the right. The bipartisan embrace of internationalism sent isolationism into a long, slow decline, its ideas circulating but without influence, a philosophy for newsletter cranks. Eventually, the dominant Republican foreign policy evolved once more, into neoconservatism, which combined the Wilsonian fervor for exporting democracy abroad with the isolationist distrust of diplomacy. The neoconservative project imploded in Iraq, but still, even in the 2008 and 2012 campaigns, the lone voice of dissent on neoconservative foreign policy was the libertarian gadfly Ron Paul, who brought isolationism back into the conversation. The surprisingly durable support for an odd little man in poorly fitting suits who kept ranting about gold indicated a potentially underserved market for Republican discontent over Iraq.

The Paul version of isolationism, inherited by his floundering son, emphasizes the live-and-let-live principle. Cruz’s version is more bloodthirsty, putting him in touch with the current, freaked-out conservative mood while reviving the bombing obsession of the mid-century conservatives. “We will utterly destroy ISIS,” he boasted recently with LeMay-esque ghoulishness. “We will carpet-bomb them into oblivion. I don’t know if sand can glow in the dark, but we’re going to find out.” (Cruz’s choice of imagery is important: Conventional bombing does not make things glow, but nuclear bombing does.) At the debate, Rubio shot back, “Airstrikes are a key component of defeating them, but they must be defeated on the ground by a ground force.” When pressed by moderators on the details of their respective plans, both Cruz and Rubio retreated. Cruz admitted he would not, in fact, level the cities held by ISIS (which are populated mostly by their unwilling captives) but would instead simply bomb ISIS’s military positions, which Obama is already doing. Rubio admitted he would not dispatch an occupying force back to the Middle East but merely send a small number of special forces while attempting to recruit local Sunnis, which Obama is also already doing.

Substantively empty though their bluster may be, Rubio and Cruz are pantomiming a deep-rooted, significant breach. While he has very little support among party elites, Cruz seems to believe that Republican voters are hungry for a candidate who will challenge their party’s foreign policy at the ideological level. Very soon, we will find out if he is right.

Is NBC really responsible for the rise of Donald Trump?

On a recent edition of the progressive radio program Ring of Fire, hosts Mike Papantonio and Farron Cousins discussed the mainstream media’s role in fueling the momentum of the Trump campaign, and strongly suggested that NBC effectively laid the foundation for Trump potentially becoming the 45th president (relevant discussion begins at 5:58): https://youtu.be/-D35FkhmQVA

I’ve never watched an episode of The Apprentice, and I’ve never quite understood the appeal of that program, or reality television in general. (Don’t even get me started on President Obama and Running Wild with Bear Grylls, despite the climate-consciousness of the December 17 edition of that program.) I’m not quite sure that NBC can be blamed for, frankly, the gullibility of American television audiences. After all, those who wasted hours watching Trump’s antics on The Apprentice could have been reading books instead.

It’s too easy to blame NBC for the rise of Trump, just as it’s too easy to blame Rupert Murdoch and Roger Ailes. There has always been an element of American culture that embraces the low, the vulgar, the putrid and the perverse. Donald Trump and NBC did not create that culture; it was a pre-existing condition in America’s body.

That condition could be fatal. You have to think that, love for his brother notwithstanding, George W. Bush is secretly rooting for Trump to win the Republican nomination and the presidency, since four to eight years of a Trump administration could actually make the Bush years look better by comparison. Sure, future historians will say, Bush lied America into war, abandoned American citizens in New Orleans after Hurricane Katrina, tortured people, attacked LGBT civil rights and wrecked the United States economy, but at least he didn’t inspire de facto pogroms against Mexicans and Muslims!

It’s creepy to think about it, no? Reagan’s recklessness almost made Nixon look OK relative to Bonzo’s co-star. Dubya’s destructiveness almost inspired nostalgia for the “Morning in America” era. Now, if Trump becomes the 45th President, people will start forgetting the 43rd President’s flaws. Trump would, on some level, have the power to rewrite history.

It is often said that every President becomes a reflection of the era in which he governed. When we think back to the Nixon era, our minds recall the cynicism of the age; when we remember the Reagan era, we think of the “Greed Is Good” ethos; when we think of the Bush years, we recall a time of constant fear. Let’s say Trump serves one or two terms as President. What will we think of when we remember those years?

“How Trump Beats Cruz”: Define Cruz As Just Another Politician Controlled By Special Interests

Sen Ted Cruz is poised for launch. He has the money, the ground game, and Iowa in his pocket. Conservatives love him, and trust him; the party establishment will fall in line if the choice is between him and Donald Trump. Both Cruz and Trump are each (a bit self-servingly, of course) predicting that’s the choice Republican voters will have to make down the stretch. If it plays out that way, the pressure will be on Trump to halt Cruz’s momentum out of Iowa before the contests in New Hampshire, South Carolina, and the rest of the Southern swing in early March.

Is there any message Trump could use to stop Cruz? There’s a pretty strong one, in fact. It’s one that undercuts Cruz’s central appeal as an “outsider” while reinforcing Trump’s central appeal as a right-wing populist. It portrays Cruz as another double-dealing politician and Trump as the guy who “tells it like it is,” so to speak, and it pits Cruz as a representative of the elite, coastal Republican class against which Trump’s campaign has sparked a working-class rebellion.

Trump can define Cruz as a Wall Street lackey, bought and paid-for by special interests, who will turn his back on the priorities of their overlapping base as soon as he’s in the Oval Office.

Cruz’s money doesn’t come from nowhere. According to a Yahoo Finance analysis in mid-November, 18.6 percent of the money backing Cruz—as in, campaign and super PAC contributions—comes from the financial industry. That was the fourth highest percentage of all presidential candidates, behind Gov. Chris Christie, Jeb Bush, and Sen. Lindsey Graham; in terms of hard dollars ($12.1 million), it was second only to Bush ($35.3 million.) Bush makes no bones about representing the will of the GOP donor class. Cruz does.

Cruz has raised some $38.6 million dollars in outside money, mostly through a set of four super PACs to which New York hedge fund manager Robert Mercer serves as ringleader. Major law firms, investments banks, and energy groups dominate his industry breakdown of his largesse. It is also worth acknowledging that Cruz’s wife, Heidi, is on leave from her job as a Goldman Sachs executive during her husband’s presidential campaign.

How has Cruz hoovered up all of this money, despite frequently bashing “billionaire Republican donors” who “look down on [Republican] voters as a bunch of ignorant hicks and rubes”? It may just be that Cruz has a different tone when addressing donors than he does with the God-fearing Heartland patriots of rhetorical lore. That would make him like most other representatives of the “political class,” but being separate and apart from those vipers is critical to Cruz’s image.

Consider the issue of gay marriage. Big Republican donors in New York love gay marriage. Cruz himself has pointed this out, most vividly in a Senate floor speech he delivered in September:

I can tell you when you sit down and talk with a New York billionaire Republican donor—and I have talked with quite a few New York billionaire Republican donors, California Republican donors, their questions start out as follows. First of all, you’ve got to come out for gay marriage, you need to be pro-choice, and you need to support amnesty. That’s where the Republican donors are. You wonder why Republicans won’t fight on any of these issues? Because the people writing the checks agree with the Democrats.

Thanks to some audio that Politico scooped up, we now have direct evidence of what Cruz says to “New York billionaire Republican donors”—or at least donors well-heeled enough pay four or five figures to attend a luncheon—regarding same-sex marriage. One question posed to Cruz at a December fundraiser, hosted by the law firm Sullivan & Cromwell, went as follows: “So would you say it’s like a top-three priority for you—fighting gay marriage?”

“No,” Cruz said. “I would say defending the Constitution is a top priority. And that cuts across the whole spectrum—whether it’s defending [the] First Amendment, defending religious liberty.

“I also think the 10th Amendment of the Constitution cuts across a whole lot of issues and can bring people together,” he continued. “People of New York may well resolve the marriage question differently than the people of Florida or Texas or Ohio. … That’s why we have 50 states—to allow a diversity of views.” The donor who asked the question, apparently content to learn that stripping same-sex couples of their newfound constitutional right might be a top-five or top-10 concern but certainly not a top-three concern, told Cruz, “Thanks. Good luck.”

This is not a flip-flop. Cruz’s position on same-sex marriage throughout the campaign has been a constitutional amendment “to prevent the federal government or the courts from attacking or striking down state marriage laws,” an amendment he introduced in Congress last year. In other words: He would leave it to state legislatures, as he explained in his answer at the fundraiser.

But good God, the shift in tone! Cruz made a show of offering the most vociferous response to the Supreme Court’s decision legalizing same-sex marriage this summer. In a piece for National Review, Cruz wrote that the decision “undermines not just the definition of marriage, but the very foundations of our representative form of government.” On Sean Hannity’s radio show, Cruz declared that the same-sex marriage decision, along with the previous day’s Affordable Care Act decision, marked “some of the darkest 24 hours in our nation’s history.” He reiterated his call for a constitutional amendment, and went further by calling for judicial retention elections as a check on the “lawlessness of the court.”

That was cleverly designed to appeal to evangelical voters of Iowa who both disapprove of same-sex marriage and, a few years ago, led a successful campaign to vote out the state Supreme Court justices who had legalized same-sex marriage there. Cruz now has Iowa evangelicals wrapped around his finger. Even though he didn’t confess to a changed position in the fundraiser tape, do you think those voters will appreciate hearing about how Cruz told wealthy New York socially liberal donors that reversing the right to same-sex marriage isn’t one of his top priorities? Cruz has worked doggedly to win the trust of evangelicals, so this alone won’t do him in. But Mike Huckabee, at least, considers these fighting words, and don’t be surprised to hear Rick Santorum or another lagging Iowa candidate jump into the fray next.

There’s also the case of Cruz’s shifting positions on legal immigration. For a while, Cruz was an ardent supporter of markedly increasing the number of H-1B visas for skilled workers, a policy which wealthy donors applaud. That, however, was before Trump dragged the debate into overtly nativist territory. Cruz’s immigration plan now calls for a six-month suspension of the H-1B program and to “halt any increases in legal immigration so long as American unemployment remains unacceptably high.”

Is this what his team is saying behind closed doors, though? In a meeting with Hispanic Republican leaders last week, Cruz campaign chairman Chad Sweet “repeatedly told the group Cruz wants to be the champion of legal immigration,” according to Republican immigration advocate Alfonso Aguilar, who was in the room. According to Aguilar, Sweet “said there’s no better friend than Ted Cruz to legal immigration.” This is the line that Cruz frequently used to describe his legal immigration platform, before he changed his position. Is he still using it in private, when the audience is right?

One of Trump’s most appealing traits to voters is that he cannot be bought, doesn’t need to raise money, and doesn’t need to curry favor in private with select interest groups. If he needed to court big-dollar donors, you wouldn’t hear him railing on so unreservedly against immigration or free trade or cuts to federal entitlement programs. As David Frum writes in a lengthy Atlantic piece this month, Trump has blown wide open the long-simmering feud between GOP elites, who typically control the party’s presidential nominating process, and GOP working-class voters, who have always fallen in line.

In Cruz, Trump has a foil who fits neatly into his narrative of the enemy career politician subservient to powerful interests. Cruz has done a good job keeping a lid on the lucrative big-dollar fundraising connections that might complicate his narrative as the consummate “outsider.” Expect Trump, a human bullhorn, to change that.

“Cronyism Causes The Worst Kind Of Inequality”: Friends Of The Rulers Appropriating Wealth For Themselves

Economic inequality has skyrocketed in the U.S. during the past few decades. That has prompted many calls for government policies to reverse that trend. Defenders of the status quo argue that rising inequality is a necessary byproduct of economic growth — if we don’t allow people the chance to become extremely rich, the thinking goes, they will stop working, investing, saving and starting businesses. A receding tide will then cause all boats to sink.

Critics of the status quo have responded with the claim that inequality doesn’t help growth, but instead hurts it. This view was given ammunition by a number of recent studies, which have found a negative relationship between how much income inequality a country has and how fast it grows. One example is an International Monetary Fund study from 2015:

[W]e find an inverse relationship between the income share accruing to the rich (top 20 percent) and economic growth. If the income share of the top 20 percent increases by 1 percentage point, GDP growth is actually 0.08 percentage point lower in the following five years, suggesting that the benefits do not trickle down. Instead, a similar increase in the income share of the bottom 20 percent (the poor) is associated with 0.38 percentage point higher growth.

A similar 2014 study from the Organization for Economic Cooperation and Development concluded the same thing. Interestingly, the negative correlation between inequality and growth is found even when controlling for a country’s income level. This isn’t simply a case of wealthier countries growing more slowly and also being more unequal.

So the evidence is pretty clear: Higher inequality has been associated with lower growth. But as with all correlations, we should be very careful about interpreting this as causation. It might be that countries whose growth slows for any reason tend to experience an increase in inequality, as politically powerful groups stop focusing on expanding the pie and start trying to appropriate more of the pie for themselves.

The IMF and OECD list some channels by which inequality might actually be causing lower growth. The most important one has to do with investment. When poor people have more money, they can afford to invest more in human capital (education and skills) and nutrition. Because these investments have diminishing marginal returns — the first year of schooling matters a lot more than the 20th — every dollar invested by the poor raises national productivity by more than if it gets invested by the rich. In other words, the more resources shoring up a nation’s weak links, the better off that nation will be.

That’s a plausible hypothesis. But there might also be other factors contributing to the correlation between inequality and growth. It could be that there is something out there that causes both high inequality and low growth at the same time.

The obvious candidate for this dark force is crony capitalism. When a country succumbs to cronyism, friends of the rulers are able to appropriate large amounts of wealth for themselves — for example, by being awarded government-protected monopolies over certain markets, as in Russia after the fall of communism. That will obviously lead to inequality of income and wealth. It will also make the economy inefficient, since money is flowing to unproductive cronies. Cronyism may also reduce growth by allowing the wealthy to exert greater influence on political policy, creating inefficient subsidies for themselves and unfair penalties for their rivals.

Economists Sutirtha Bagchi of the University of Michigan and Jan Svejnar of Columbia recently set out to test the cronyism hypothesis. They focused not on income inequality, but on wealth inequality — a different, though probably related, measure. Concentrating on billionaires — the upper strata of the wealth distribution — they evaluated the political connections of each billionaire. They used the proportion of politically connected billionaires in a country as their measure of cronyism.

What they discovered was very interesting. The relationship between wealth inequality and growth was negative, as the IMF and others had found for income inequality. But only one kind of inequality was associated with low growth — the kind that came from cronyism. From the abstract of the paper:

[W]hen we control for the fact that some billionaires acquired wealth through political connections, the effect of politically connected wealth inequality is negative, while politically unconnected wealth inequality, income inequality, and initial poverty have no significant effect.

In other words, when billionaires make their money through means other than political connections, the resulting inequality isn’t bad for growth.

That’s a heartening message for defenders of the rich-country status quo. If cronyism is the real danger, it means that a lot of the inequality we’ve seen in recent decades is benign. Eliminate corrupt connections between politicians and businesspeople, and you’ll be safe.

But Bagchi and Svejnar’s finding cuts two ways. It also means that plain old inequality isn’t beneficial for growth, as its defenders have claimed. That removes one of the big objections government policy makers face in talking steps to reduce inequality — and that doing so is unlikely to hurt economic growth.

“Oh Please!”: Huckabee Peers Up At Cruz In The Polls, Attacks Him For Lack Of Hysteria On Marriage Equality

In one of the more, er, interesting Invisible Primary diversions of the holiday season, on Wednesday Politico‘s Mike Allen tried to win the morning with a breathless report that Texas senator Ted Cruz told a private “moderate” fund-raising audience in sinful New York that rolling back marriage equality would not be a “top-three” priority. Allen found out about this shocking indiscretion via a “secret tape” sent to him by a shocked witness.

Truth is that in the same breath Cruz folded the fight against marriage equality into his “top priority,” which he describes as “defending the Constitution.” He also reminded listeners that he has long favored letting the states set marriage policies, as they generally do subject to constitutional conditions.

Not to put too fine a gloss on it, Mike Allen manufactured a “controversy” out of this nothing-burger of a quote, presumably because it could get the recently high-flying Cruz in trouble both with Christian Right activists ever alert to their issues sliding down the priority list, and with Republican voters concerned with “authenticity.” Cruz, you see, has always raised suspicions that he’s a sort of an Elmer Gantry figure, a slick Ivy Leaguer pulling the wool over the eyes of the Folks.

Personally, I think such charges have it backwards; if anyone’s getting zoomed by Ted Cruz, it’s the sophisticates who think he would be a regular old-school Republican if elected president. But that’s probably because I’ve spent a lot of time listening to the apocalyptic ravings of his favorite warm-up act and father, the Reverend Ted Cruz.

So far the only fallout from the Cruz/Allen “scandal” is the understandable reaction of Mike Huckabee, who is peering up at Ted Cruz in the poll rankings and wondering how he lost his long-established conservative evangelical base in Iowa to a Cuban-American. According to (naturally) Politico, Huck rose to the occasion:

“Conservatives are being asked to ‘coalesce’ around yet another corporately-funded candidate that says something very different at a big donor fundraiser in Manhattan than at a church in Marshalltown,” Huckabee said in a statement released by his campaign Wednesday afternoon. “Shouldn’t a candidate be expected to have authenticity and consistency, instead of having to look at a map to decide what to believe and what to say?”

Cruz’s answer to the “top-three” question may have struck a chord with Huckabee because the former Arkansas governor has issued his own “top-three” statement, allowing as how he’ll fold his presidential campaign if he doesn’t get one of those legendary three tickets out of Iowa. That will only happen over Ted Cruz’s dead (political) body, so no wonder Huck’s trying to take him down.
