“Routine Securities Taken For Granted”: Essential Government Tasks Need Reliable Funding

Here’s hoping that Stewart Parnell goes to prison.

The former president of the now-bankrupt Peanut Corp. of America, Parnell ran a filthy Georgia processing plant contaminated with salmonella that injured more than 600 people in a 2008-2009 outbreak, killing nine. Last month, federal prosecutors charged Parnell and three others with criminal offenses, claiming the executives intentionally shipped out contaminated peanut products.

It’s about time that white-collar criminals whose actions result in death or horrible injuries have to do the perp walk, just like the leeches who sell narcotics to kids. Former workers and federal inspectors say the plant, located in the small southeast Georgia town of Blakely, was a breeding ground for bacteria — with a leaky roof, dirty floors, mold on the ceiling and walls, and rats and roaches everywhere.

Still, it’s not enough to know that Parnell is finally going before the bar of justice. I also want a vigorous and assertive government that will help ensure that plants like Parnell’s Blakely facility won’t be free to operate in the future.

With President Obama battling Republicans over government spending, it’s easy to forget the important functions that federal agencies carry on every day. The Washington commentariat has concluded the agreement — known as “sequestration” — that produced shortsighted budget cuts hasn’t caused any harm to the majority of Americans, an indication, in that view, that Obama oversold the consequences of the cuts.

Is that true? The fact is we may never know how much harm will be done by those cuts. We don’t know how many children will miss their vaccinations, how many Head Start teachers will be laid off, or how many food inspections will be skipped.

The line between cause and effect is especially hard to draw in the work of those federal agencies whose jobs are aimed at prevention. The inspectors at the Food and Drug Administration have done their jobs well when you don’t hear of a food-borne illness or a faulty medical product. That sort of work is essential, but its results are hard to measure. And it never attracts public attention of the sort that ensures big budgets.

After the Blakely fiasco, Congress passed laws beefing up the powers given to the FDA. The agency used that new authority to shut down a New Mexico peanut processing plant that was implicated in a 2012 salmonella outbreak.

That decision came after the FDA, the Centers for Disease Control and Prevention (another federally funded agency) and state and local health departments tracked the outbreak to that specific plant, run by Sunland Inc. That outbreak sickened dozens.

I don’t know — and neither do you — whether the CDC will continue to have all the resources it needs to track deadly diseases with the across-the-board spending cuts dictated by GOP intransigence. I don’t know whether the Consumer Protection Agency will be able to track down all the lead-tinged toys coming in from China. I don’t know whether the FDA will be able to shut down the next Sunland before hundreds are hurt.

But I do know this: When I fix my 4-year-old a peanut-butter-and-jelly sandwich, I should not have to worry about whether she’ll get food poisoning. When you buy peanut butter crackers from a convenience store to placate your growling tummy on a road trip, you shouldn’t fear that eating them will send you to an emergency room.

Those are routine securities that we take for granted because we live in an affluent, developed nation with government regulations for food safety. However, those protections cost money. They don’t come free.

I’ve eaten in countries where there were no pesky government regulations keeping the milk pasteurized and the water free of parasites and the cooked meat free of harmful bacteria. I’ll take more government — with its higher costs — any day.

“Exhaustion”: The Strongest Reason For Hope And A Way Out Of Our Budget Wars

There are, believe it or not, grounds for hoping that the so-called sequester, stupid as it is, might open the way to ending our nation’s budget stalemate.

Hope is in short supply right now, but the case for seeing a way out of the current mess rests on knowable facts and plausible assumptions.

It starts with the significant number of Republicans in the Senate — possibly as many 20 — who think what’s going on is foolish and counterproductive. The White House is betting that enough GOP senators are prepared to make a deal along lines that President Obama has already put forward.

Obama’s lieutenants argue that, while Republicans are aware that the president is seeking new revenue through tax reform, many did not fully grasp the extent to which he has offered significant long-term spending cuts. These include reductions in Medicare and a willingness (to the consternation of many Democrats) to alter the index that determines Social Security increases. Obama has proposed $930 billion in cuts to get $580 billion in revenues.

Senior administration officials note that Obama cannot stray too far from his existing offer, which was already a compromise, without losing the Democratic votes a deal would need. But his framework, they believe, could create a basis for negotiation with Republican senators, such as Sen. Lindsey Graham (S.C.), who dislike the deep, automatic cuts in defense spending, and others, such as Sens. Susan Collins of Maine and Bob Corker of Tennessee, who dislike government-by-showdown.

Graham was especially bullish, declaring that Obama’s outreach to Republicans — the president invited about a dozen GOP senators to dinner Wednesday night — was “the most encouraging engagement on a big issue I’ve seen since the early years of his presidency.”

If the Senate actually passed a bipartisan solution, it would still have to clear the House, requiring Speaker John Boehner (R-Ohio) to allow yet another bill through with a large number of Democratic votes. But the sequester almost certainly marked the high point of solidarity among House Republicans. Letting it take hold was an easy concession for Boehner to make to more militant conservatives; it kept them from pushing toward a government shutdown or a politically and economically dangerous confrontation over the debt ceiling.

Now comes the hard part for Boehner. Already, more moderate conservatives are pushing back against the depth of the budget cuts that Rep. Paul Ryan will have to propose in order to balance the budget in 10 years. At least some House Republicans may come to see a bipartisan Senate-passed deal as more attractive than the alternatives.

In the meantime, the House passed a continuing resolution on Wednesday to keep the government functioning until the fall. It provided the Defense Department with greater flexibility to handle the automatic cuts. The Senate and the House must agree on a bill by March 27, and Sen. Barbara Mikulski, a Maryland Democrat who chairs the Appropriations Committee, argues that flexibility on defense should be matched on “compelling human priorities” and in other domestic areas, including science and technology. Yet both sides seem committed to keeping the government open, which would create a kind of cold peace.

This, though, would not prevent the automatic cuts from becoming more noticeable, and they are likely to get more unpopular as time goes on. Their effects would be felt by, among others, air travelers, school districts, state governments, universities and the employees of defense and other government contractors. House Republicans representing districts with large military bases are apt to be especially eager to reverse the cuts.

From Obama’s point of view, engaging with Senate Republicans now to reach a broad settlement makes both practical sense, because there is a plausible chance for a deal, and political sense, because he will demonstrate how far he has been willing to go in offering cuts that Republicans say they support. In the process, he would underscore that the current impasse has been caused primarily by the refusal of House Republicans to accept new revenues.

While it’s the GOP that has been using serial, self-created crises to gain political leverage, many in the party are no less worn out by them than the Democrats. “Even we are tired . . . of lurching from one cliff to another,” Sen. John McCain (R-Ariz.)told the Wall Street Journal on Wednesday. “I think that’s lending some pressure towards trying to come up with some kind of a grand bargain.”

Thus does the strongest reason for hope arise from one of the most basic human responses: exhaustion.

“About Those Real Problems”:The Odd Republican Preoccupation With White House Tours

Someone’s going to have to explain this one to me.

Fox News Host Eric Bolling on Thursday offered to pay for one week’s worth of White House tours after the administration temporarily suspended them due to cutbacks under sequestration. “If I can get the White House doors open, I will pick up the tab,” Bolling said on the Fox show “The Five.”

Soon after, Fox News’ Sean Hannity offered to also “pay for a week” of White House tours out of his own pocket.

If this seems familiar, it’s because the offers come on the heels of Republican outrage over the decision to scrap White House tours as a consequence of sequestration budget cuts. Apparently, the president and his team had a choice: cancel the tours or start Secret Service furloughs. They chose the former.

And the right apparently can’t stop talking about it, to the point that Fox personalities want to open their wallets to keep the tours going. By some accounts, Fox News has been more than a little preoccupied with the issue.

There may be some deeper symbolic meeting that eludes me — if there is, I’m all ears — or perhaps conservatives are vastly more attached to White House tours than I ever realized. Either way, I can’t help but wonder about the right’s priorities.

Jed Lewison noted today, for example, that the Army was forced to suspend a tuition-assistance program as a result of the sequester, but Bolling and Hannity aren’t offering to pick up the tab on this one.

Of all things for Republicans to be going nuts about, losing the White House tours is the last one. Sequestration is causing real harm to real people, whether it’s unemployed workers, children and mothers who need Head Start, or soldiers looking to enroll in the Army’s tuition assistance program.

They could make all these problems go away — including the loss of their precious tours — with the blink of an eye. All they have to do is repeal sequestration. If they just repealed the damn thing, they wouldn’t even have to raise taxes.

And if they want an equivalent amount of deficit reduction, they can get that too by replacing sequester with a combination of revenue and spending cuts. As President Obama has said more times than anybody cares to remember, his offer is still on the table. Republicans are the ones saying no, and even if White House tours are the only thing that pisses them off, they still have the option of doing something about it.

I have to admit, watching news events unfold, it’s sometimes easy to find myself saying, “Well, I bet Fox will have a field day with this one.”

But White House tours? When sequestration is causing real hardship on real people? I’m at a bit of a loss on this one.

“When Common Sense Becomes Impermissible”: Among The First To Suffer The Pain Of Sequestration Will Be Hungry Children

The difference between a natural disaster and a disaster caused by politicians is that the latter will almost always hit the poor and the obscure most heavily, while a hurricane or a flood will at least sometimes spread the suffering more evenly.

As the “sequester” unfolds in Washington, we see this same old pattern holding firm: Republican leaders, now hustling to shirk responsibility for the catastrophe they predicted, insist those automated budget axes won’t do any damage at all.

Has anyone felt any pain yet?

Not during the first few days, of course, but when the cuts begin to bite a month or so from now, the first to feel it will be the unemployed and the destitute, for whom a few dollars of government support mean so much in their daily survival calculation. A decent policy would seek to spare them the brunt of political mistakes made by other, far more comfortable people, but this process permits no such choices – and the most vulnerable will by definition be hurt most.

According to the Center on Budget and Policy Priorities, which began to warn of sequestration’s very real impact weeks ago, the government will have to turn away as many as 775,000 women and children who qualify for WIC, the “highly effective” national nutrition program. Back when there was bipartisan opposition to letting people starve, legislators of both parties worked to ensure that WIC funding was sufficient to enroll every qualified family. Everyone seemed to agree that the program’s cost was trivial compared with the social, moral, and yes, economic benefits of properly feeding all hungry infants and children.

Not under the sequester, when common sense and compassion become impermissible. Not under the sequester, which not only enforces the cruel cuts but allows their perpetrators to deny ownership of the specific consequences.

What makes the automatic cutback in WIC funding even worse is that the amount involved is small in modern terms. The WIC budget will have to be reduced by about $699 million compared with 2012, or the same amount as the projected price of one “Littoral Combat Ship,” the Navy’s latest vessel project.

Evidently a principle is at stake that can be vindicated only by taking food from the mouths of pregnant women, breastfeeding women, and infants, however. Enforcing this decision – and it is a decision – are men and women who will assure voters of their fervent religious piety as well as their absolute devotion to America’s beleaguered families.

Or some of America’s families.

“Frontmen For American Austerity”: Sequestration Is Not Enough For Simpson And Bowles

Sequestration?

Cue the return of Alan Simpson and Erskine Bowles, frontmen for American austerity.

If sequestration is not averted by the end of the month, America will experience an arbitrary austerity agenda that shifts burdens from the wealthy onto working families. It makes across-the-board cuts to vital services. As President Obama noted Tuesday, sequestration would impose “automatic brutal spending cuts” to job creation, infrastructure and education initiatives. It would, as well, slash funding for air traffic control, federal prosecutions and Federal Emergency Management Agency grants that make it possible for states and local governments to hire needed firefighter and emergency personnel.

Even the parts of the sequester that are appealing—squeezing the bloated Department of Defense budget—will tend to harm low-wage federal employees rather than billionaire defense contractors.

Most troublingly, sequestration will slow, and perhaps stall, the economic recovery. “This is not an abstraction,” says President Obama. “People will lose their jobs.”

By any measure, the sequester is austerity.

But it’s not enough austerity for Simpson and Bowles.

The former Republican senator and defeated Democratic senate candidate who praises Paul Ryan’s budget don’t particularly like the death-by-slow-cuts of sequestration. They prefer a full frontal assault on the most vulnerable Americans and a redistribution of the wealth upward.

As President Obama has noted, Washington has already reduced the deficit by $2.5 trillion.

But the co-chairs of the failed National Commission on Fiscal Responsibility and Reform now want another $2.4 trillion.

To wit, in a “rehashed” plan to “Fix the Debt,” Simpson and Bowles are busy promoting schemes to “modernize…entitlement programs to account for” an aging population. That’s code for schemes to delay the point at which the hardest working Americans can get access to Social Security and Medicare.

Simpson and Bowles are arguing specifically for the adoption of “chained CPI.” That’s the assault on Social Security cost-of-living increases that Congressman Keith Ellison, D-Minnesota, correctly identifies as “a benefit cut.”

“It’s a bad idea and it’s a stealth way to give people less,” Ellison explained in a recent interview. “It is a benefit cut—and here’s the real problem with it being a benefit cut: It would be absolutely horrible if it were a benefit cut but the cut was designed to extend the life of Social Security and to make the program more solvent. But that’s not why they’re doing it. They’re doing it so that they can preserve somebody else to have a tax cut and to not raise taxes on the top 2 percent.”

Ellison is right. As is invariably the case with austerity schemes, Simpson and Bowles—and the billionaire-funded “Fix the Debt” group they head—are proposing cuts to the top marginal tax rate for wealthy individuals and corporations.

The United States can and should address debts and deficits. And there are sound plans to do so, including the “Balancing Act” advanced by Ellison and other members of the Congressional Progressive Caucus. That initiative rejects austerity and proposes a growth agenda based on tax fairness and investments in education and job creation.

That’s not Simpson-Bowles, which Nobel Prize–winning economist Paul Krugman dismisses as “terrible” economics. That’s responsible policy that avoids the “brutal cuts” of sequestration and the even more brutal cuts of full-fledged austerity.

“Almost $2 trillion has been cut over the past two years from teachers, firefighters, police officers, loans for college students, and infrastructure investments,” the congressman says of the warped federal budget priorities proposed by austerity advocates. “The American people shouldn’t continue to pay the price for massive tax breaks for millionaires and billions of dollars in subsidies to oil companies.”
