“Ideology Over Sound Policy”: Republican Governors No Longer A Force For Moderation
Republican governors, who actually have to govern, used to be a moderating force on the most extreme aspects of Republican ideology. No longer. In major areas such as health care, taxes, and jobless benefits, ideology is trumping sound policy judgment in many gubernatorial mansions and state legislatures.
Healthcare
Antipathy toward “Obamacare,” not reasoned analysis, seems to be why many governors have expressed hesitation, if not outright opposition, to the Medicaid expansions under the Affordable Care Act, even though the federal government would pick up almost all of the costs. A similar antipathy (and probably a hope before the Supreme Court decision and 2012 election that the law would go away) led many governors to pass on the chance to use the flexibility that the it afforded them to design their own health insurance exchanges—new competitive marketplaces in which individuals and small businesses can choose among an array of affordable, comprehensive health insurance plans that the Affordable Care Act requires.
I’ve previously explained why Medicaid expansion is a good deal for the states. But as the map below from the Center on Budget and Policy Priorities’ report on the healthcare law’s Medicaid expansions shows, many states remain undecided or are leaning against expansion:

The Center’s report on the state health insurance exchange implementation shows that 26 states, including most of the states leaning against Medicaid expansion, have declined to either operate a state-based exchange or partner with the Department of Health and Human Services in designing their exchange. Under the law, that means they default to a “Federally facilitated exchange” that HHS will establish.
Taxes
In another disturbing development, numerous states are considering—or have already enacted—sweeping tax and budget proposals that follow recommendations of the American Legislative Exchange Council, also known as ALEC. As this CBPP report explains, ALEC’s recommendations for deep tax cuts and limits on revenues and spending reflect extreme “supply side” and antitax arguments that mainstream economic research discredited long ago.
CBPP’s most recent assessment finds that at least five states (Kansas, Louisiana, Nebraska, and both North and South Carolina) are considering eliminating income taxes. At least 11 others (Idaho, Indiana, Missouri, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, Texas, and Wisconsin) are considering deep tax cuts. And at least three states (Arizona, Arkansas, and Kansas) are considering harsh revenue limits.
Unemployment Insurance
Unemployment Insurance is a joint federal-state program in which states have traditionally offered up to 26 weeks of benefits to qualified workers who lose their jobs through no fault of their own, and the federal government typically provides additional weeks of emergency unemployment compensation when national unemployment is high. In the current jobs slump, by far the worst since the 1930s, seven states have cut back on the maximum number of weeks of regular benefits they offer. Because the maximum number of weeks of federal emergency benefits is proportional to the maximum number of weeks of state benefits, that means jobless workers in those states have seen a significant reduction in support while they look for work in what remains a tough labor market.
Research shows that Unemployment Insurance is valuable not only to unemployed workers and their families but also for the additional spending that it injects into the economy. States that have cut back on it are hurting struggling families and their own economic recovery.
The North Carolina Trifecta
North Carolina is the poster child for these disturbing trends in state governments.
The Tar Heel State is one of the five considering eliminating its income tax. The new Republican governor supports legislation that would prevent the state from expanding Medicaid or establishing a health insurance exchange. And, in July, the state will become the eighth to have reduced the maximum number of weeks of Unemployment Insurance it offers. Moreover, North Carolina also cut the maximum level of benefits which, under the “maintenance of effort” requirement for receiving emergency federal benefits, requires the federal government to cut off all emergency Unemployment Insurance to North Carolina.
Republican governors used to fight for Medicaid and Unemployment Insurance because they recognized how much their states benefited. Now, many are leading the effort to cut valuable programs in order to finance tax cuts for high-income households and businesses, while letting the chips fall where they may for those of more modest means.

“Try Not-Extremism’: Extremist Republicans Don’t Want To Be Attacked For Extremism
The National Review‘s Andrew Stiles is still upset with Democratic messaging on reproductive rights:
Welcome to the scorched-earth phase of the Democrats’ “war on women” campaign, and the beginning of a ruthless offensive to hold their Senate majority, and possibly to retake the House, in 2014.
Democrats have nearly perfected the following exercise in cynical electioneering: 1) introduce legislation; 2) title it something that appeals to the vast majority of Americans who have no interest in learning what is actually in the bill, e.g., the “Violence Against Women Act”; 3) make sure it is sufficiently noxious to the GOP that few Republicans will support it; 4) vote, and await headlines such as “[GOP Lawmaker] Votes No On Violence Against Women Act”; 5) clip and use headline in 30-second campaign ad; and 6) repeat.
I’m not sure if Stiles knows this, but the Violence Against Women Act predates the Democratic “war on women.” It was first passed in 1994 by a vote of 61-38 in the Senate and 235-195 in the House. It was reauthorized in 2000, and again in 2005—with little opposition from Republicans. And indeed, Senate Republicans joined Democrats last year to reauthorize the new VAWA, with the included protections for Native American women and other groups.
The problem, as it has been for the last two years, is a conservative minority of the House Republican conference. Indeed, it’s the same minority that has rejected equal pay laws, and pushed anti-abortion bills that sharply reduce the reproductive autonomy of women. If the “war on women” has had any traction as a rhetoric framework, it’s because those things are unpopular with voters.
Stiles is free to complain that a political party is being unfair by playing politics, but if he wants to solve the problem, he should push his allies to abandon their current drive to make life more difficult for women.
The more interesting tidbit in Stiles’ piece is this:
Republican aides are increasingly convinced that taking the House back in 2014 is going to be Obama’s sole focus over the next two years. “Democrats are not presenting a good-faith effort to get legislation passed,” a Senate GOP aide says. “They simply want to have Republicans on record voting for or against, and to use those votes in political campaigns next year. They’re going to label us as obstructionists and extremists, and try to win back the House and a 60-vote majority in the Senate so they can push their real agenda.”
I doubt that Democrats can take back the House in 2014. It wouldn’t just run against the general pattern—where the president’s party loses seats in the midterm—but Democrats would have to fight an uphill battle against a large number of incumbent legislators, with all the benefits that come from incumbency. Then again, the public is unhappy with the Republican Party, and if the GOP’s position continues to deteriorate, a 2014 sweep is definitely on the table for Democrats.
Again, however, it’s worth noting the odd complaint behind Stiles’ observation. If Democrats are planning to label Republicans “obstructionists and extremists,” it’s because Republicans have been acting as obstructionists and extremists. In just the three months since the election, Republicans have:
- Held the economy hostage to massive spending cuts (the fiscal cliff).
- Launched a crusade against the administration on the attacks in Benghazi, Libya, with the clear goal of generating a scandal.
- Filibustered a Cabinet nominee over aforementioned pseudo-scandal.
- Threatened to allow a huge round of austerity (the sequester), if the president doesn’t agree to another round of spending cuts (which would also harm the economy).
In between, Republicans have continued to endorse the right-wing policies of Mitt Romney’s presidential campaign, and the newest star in the GOP—Ted Cruz—is a far-right ideologue.
Are Democrats exaggerating the extremism of congressional Republicans? Probably. But it’s easy to do when the GOP is so eager to help.

“Winning The Argument”: Reagan Wanted To Shrink Government, Today’s Republican Party Wants To Destroy It
In his bid to be remembered as a transformational leader, President Obama is following the playbook of an ideological opposite, Margaret Thatcher. First you win the argument, she used to say, then you win the vote.
Obama is gradually winning the argument about what government can and should do. His State of the Union address was an announcement of that fact — and a warning to conservatives that, to remain relevant, they will have to move beyond the premise that government is always the problem and never the solution.
It’s ridiculous for critics to charge that Tuesday night’s speech was not sufficiently bipartisan. Repairing the nation’s infrastructure is not a partisan issue; bridges rust at the same rate in Republican-held congressional districts as in Democratic ones. The benefits of universal preschool will accrue in red states as well as blue. Climate change is not deterred by the fact that a majority of the Republican caucus in the House doesn’t believe in it.
There is no bipartisan compromise between “do something” and “do nothing.” Obama’s reelection reflected the progress he has made in convincing Americans that “do something” is the only option — and that “do nothing” leads inexorably to decline.
Thatcher’s reshaping of British politics and governance is instructive. The Iron Lady came to power at a time when Britain was sinking. The ideological pendulum had swung too far to the left, and the nominally socialist Labor Party, architect of the modern British welfare state, was out of ideas. Thatcher’s Conservative government roused the nation from its torpor. She was an enormously polarizing figure, and much of what she did — fighting the unions, privatizing state industries and public housing — met with bitter resistance.
Today, Britain remains one of the wealthiest countries in the world and continues to play a major role in international affairs. London is arguably the world’s preeminent financial center. I doubt any of this would be the case if Thatcher had not won the argument about how her nation should move forward.
When Obama took office, the United States was in a similar funk. Ronald Reagan’s conservative ideas had been corrupted by his followers into a kind of anti-government nihilism. Reagan wanted to shrink government; today’s Republican Party wants to destroy it.
Obama assumed leadership of a country in which inequality was growing and economic mobility declining, with the result that the American dream was becoming less attainable. It was a country whose primary and secondary schools lagged far behind international norms; whose airports, roads and bridges were showing their age; and, most important, whose path to continued prosperity, in the age of globalization and information technology, was not entirely clear.
Obama’s State of the Union speech was a detailed reiteration of his position that we can and must act to secure our future — and that government can and must be one of our principal instruments.
To understand why Americans reelected Obama in November and sent more Democrats to both houses of Congress, consider the Republican response to the president’s address, delivered by Sen. Marco Rubio (R-Fla.).
Never mind the unforgettable moment when Rubio stooped almost out of sight and reached for a bottle of water, all the while trying to look straight ahead at the camera like John Cleese in some Monty Python sketch. I felt genuinely sorry for him — and appalled at the Republican Party’s incompetence at basic stagecraft. First they give Clint Eastwood an empty chair to perform with at the convention, and now this?
Even more unfortunate, in the end, was the utter lack of ideas in Rubio’s speech.
“More government isn’t going to help you get ahead, it’s going to hold you back,” Rubio said. Yet he also said that he never would have been able to go to college without government-backed student loans. And he spoke touchingly of how Medicare paid for the care his father received in his final days and the care his mother needs now.
I expected him to try to reconcile this contradiction. Instead, he went back to portraying government as something to be tamed rather than something to be used. To a majority of Republican primary voters, this makes sense. To the electorate as a whole, it might have made sense 30 years ago — but not today.
Margaret Thatcher never won the hearts of her many opponents. But by winning her argument, she shaped a nation’s future. There’s an increasing chance that historians will say the same of Barack Obama.

“The Alliance Of Evil”: The Increasingly Ridiculous Hagel Opposition
Here it is, everyone, the absolute epitome of Lindsey Graham statements:

Sen. Graham and his best friend John McCain have been blocking the confirmation of Chuck Hagel as Defense secretary, because they want to know whether President Obama called the president of Libya the night of the Benghazi attack. While that’s not a very good reason to filibuster a Cabinet nominee, it is at least “a reason.” The White House has complied, giving Graham and McCain what they want. Graham’s response: Now he is just going to pointlessly delay the Hagel vote, because it will make him feel good. As always, with Lindsey Graham, being a senator is all about feelings.
While Lindsey Graham says he will have changed his mind on Hagel’s suitability in 10 days’ time, lots of other Hagel opponents are definitely not going to “feel better,” because they have all convinced themselves that Hagel is basically America’s Worst Anti-Semite. Here is some “proof,” from a guy who writes for the depressing website named after Andrew Breitbart:
On Thursday, Senate sources told Breitbart News exclusively that they have been informed that one of the reasons that President Barack Obama’s nominee for Secretary of Defense, Chuck Hagel, has not turned over requested documents on his sources of foreign funding is that one of the names listed is a group purportedly called “Friends of Hamas.”
Hey, guess what, that is just a totally made-up group that does not exist. Dave Weigel did this crazy thing where he actually spent some time looking into the claim and it turns out, whoops, Breitbart.com’s Ben Shapiro published a made-up, untrue thing, because Breitbart.com’s Ben Shapiro is both a liar and a moron. (Mostly moron.) Hint No. 1 should probably have been that a pro-Hamas front group would not call itself “Friends of Hamas.”
Despite (or because of) the fact that this “Friends of Hamas” thing was a not terribly convincing lie, it was repeated all over the conservative press:
It caught fire on the right in no time. “That is quite the accusation,” wrote Moe Lane at RedState. “All they have to do to debunk it is to have Hagel reveal his foreign donors.” In the National Review, Andrew Stiles reported that “rumors abound on Capitol Hill that a full disclosure of Hagel’s professional ties would reveal financial relationships with a number of ‘unsavory’ groups, including one purportedly called ‘Friends of Hamas.’” Arutz Sheva and Algemeiner, conservative pro-Israel news organizations, ran versions of the story based 100 percent on links to the Shapiro original. On February 7, radio host Hugh Hewitt interviewed Sen. Rand Paul about the Hagel nomination and pushed him on the “Friends of Hamas” story.
It was also repeated by the National Review’s Andrew C. McCarthy, appearing on Lou Dobbs’ Fox Business show. And by Mike Huckabee. And Frank Gaffney.
So, in case you were wondering, if you want to viciously smear someone, all you have to do is send a stupid lie to a Breitbart guy and he will publish it and then everyone in the conservative movement will repeat it. Just type, “Dear Ben Shapiro I heard Chuck Hagel cashed a check for ten million Soviet rubles from a group called ‘THE ALLIANCE OF EVIL’” into your AOL mail program and I guarantee Sen. Ted Cruz will be demanding answers within a week.
Meanwhile, Jennifer Rubin, who is an employee of the Washington Post, is just lazily tweeting McCarthyite guilt-by-association nonsense about how Hagel once gave a speech to a group that, on a different occasion, defended a person who said a bad thing about Israel. “#extreme,” she adds, in case you were unsure whether or not she thought Chuck Hagel was extreme.
Chuck Hagel somehow made all of these people even stupider.
UPDATE: Democrats failed to garner the 60 votes needed (by a margin of 58-40-1) to move Hagel’s confirmation to the floor. A date for a new vote will be set later in the month.

“Acting Like Idiots”: Explaining The Farce Of The Hagel Hearings
It’s easy to shake your head and laugh at the incredible things said by some of the nincompoops who occupy the GOP’s backbench in Congress, whether it’s Louie Gohmert ranting about “terror babies,” or Paul Broun (an actual doctor, for whose patients I fear) saying “All that stuff I was taught about evolution, embryology, Big Bang theory, all that is lies straight from the pit of hell,” or any of a thousand things Michele Bachmann has said over the years. But as we laugh, we know these people don’t shape policy, so the damage they can do is limited. Not that the rest of the Republicans on Capitol Hill are a bunch of geniuses or anything, but most of those who have that golden combination of crazy and stupid are pretty far down in the pecking order.
But looking forward to the next four years, you have to wonder if Barack Obama is, through little fault of his own, making the entire Republican party dumber with each passing day. Fred Kaplan, a thoughtful journalist who reports on military affairs for Slate, watched Chuck Hagel’s confirmation hearings and can’t contain his disgust at how little the Republican senators serving on the Armed Services Committee seem to understand about things related to the armed services:
Not to sound like a Golden Age nostalgic, but there once was a time when the members of the Senate Armed Services Committee prided themselves on having an understanding of military matters. They disagreed in their conclusions and sometimes their premises. But most of them worked to educate themselves, at least to the point where they could debate the issues, or ask questions of a general without coming off like complete idiots. The sad thing about this new crop of senators—especially on the Republican side—is they don’t even try to learn anything; they don’t care if they look like complete idiots, in part because their core constituents don’t care if they do either.
There’s no doubt that Hagel’s hearings were a farce, consumed with McCarthyite accusations and Talmudic parsing of anything the nominee had ever said about Israel, all accompanied by insincere expressions of dismay. Now I’m not a Capitol Hill reporter, which means I don’t spend my time talking to these senators and the people who work for them. So I can’t say whether they’ve just ceased to bother educating themselves about the issues they allegedly care so much about. But there is something that is out of balance here.
Ordinarily, if you’re in the opposition party and there’s an issue you spend more of your time on (like military affairs if you’re on Armed Services), you have two complementary impulses shaping the way you go about your work as you approach the administration. The first is that you want to do what you can to change a set of policies you disagree with wherever possible. Sometimes, being ornery can get that accomplished, but knowing a lot about the issue—the institution of the Pentagon, the strategic challenges the country faces, the details of the administration’s policies—should help you do that. The second impulse is to just be a giant pain in the ass so as to make life as difficult as possible for the administration, not in a particularly considered way, but just lashing out with whatever seems handy, in extreme a manner as possible. Benghazi is a worse scandal that Watergate! Chuck Hagel is an anti-Semite! And so on. It does seem like Republicans are doing mostly the latter, and it’s hard to see how it helps them accomplish the goal of moving the administration’s policies more in the direction they’d prefer.
So if Mitt Romney had won the election, would the likes of Ted Cruz and Lindsey Graham be carefully studying military policy so they could find places to have the greatest influence? Actually, I think they probably would. First of all, when your party is running the show, you’re more likely to have an impact on policy, so there’s more of an incentive to figure out which policies you’d like to have an impact on. But more importantly, the pressure’s off. You don’t have to prove to your constituents that you hate the president as much as they do. You don’t have to make as big a show of your opposition. The other day, I argued that while Barack Obama predicted that his re-election would make the Republican “fever” break and they’d start working with him, in truth the only thing that will break that fever is a Republican president. And I think that’s true of policy seriousness as well. At the moment, they’ve chosen to just go on TV and act like idiots, because they don’t see much margin in doing anything else.
