A False Equivalency: Don’t Blame ‘Both Sides’ For Debt Impasse
Washington has many lazy habits, and one of the worst is a reflexive tendency to see equivalence where none exists. Hence the nonsense, being peddled by politicians and commentators who should know better, that “both sides” are equally at fault in the deadlocked talks over the debt ceiling.
This is patently false. The truth is that Democrats have made clear they are open to a compromise deal on budget cuts and revenue increases. Republicans have made clear they are not.
Put another way, Democrats reacted to the “grand bargain” proposed by President Obama and House Speaker John Boehner by squawking, complaining and highlighting elements they didn’t like. This is known throughout the world as the way to begin a process of negotiation.
Republicans, by contrast, answered with a definitive “no” and then covered their ears. Given the looming Aug. 2 deadline for default if the debt ceiling is not raised, the proper term for this approach is blackmail.
Yet the “both sides are to blame” narrative somehow gained currency after Boehner announced Saturday that House Republicans would not support any increase in revenue, period. A false equivalence was drawn between the absolute Republican rejection of “revenue-positive” tax reform and the less-than-absolute Democratic opposition to “benefit cuts” in Medicare and Social Security.
The bogus story line is that the radical right-wing base of the GOP and the radical left-wing base of the Democratic Party are equally to blame for sinking the deal.
Leave aside, for the moment, the fact that in the Obama-Boehner proposal, there would be roughly three dollars’ worth of budget cuts for every dollar of new revenue. Don’t pause to ask whether it makes sense to slash government spending when the economy is still sputtering out of the worst recession in decades. Instead, focus narrowly on the politics of the deal.
It is true that House Minority Leader Nancy Pelosi howled like a blindsided politician when she learned that entitlement programs were on the table. But her objections — and those of Democrats in general — are philosophical and tactical, not absolute.
Progressives understand that Medicare and Social Security are not sustainable on their current trajectories; in the long term, both must have their revenue and costs brought into balance. Pelosi’s position is that each program should be addressed with an eye toward sustainability — not as a part of a last-minute deal for a hike in the debt ceiling that covers us for two or three years.
It’s also true that Democrats believe they can win back a passel of House seats next year by highlighting the GOP plan to convert Medicare into a voucher program. They don’t want Republicans to be able to point and say, “See, the Democrats want to cut Medicare, too.”
There’s nothing in these Democratic objections, however, that couldn’t be creatively finessed. You can claim you haven’t actually “cut” a benefit, for example, if what you’ve done is restrained the rate at which its cost will grow. You can offset spending with new revenue, and you can do so in a way that gives low-income taxpayers a break. Democrats left the door open and these options could have been explored.
The story on the Republican side is entirely different. There are ways to finesse a “no new taxes” pledge, too. Instead of raising tax rates, you close loopholes in the name of reform; you add an enhancement here, a “user fee” there, and you can manage to get the revenue you need and still claim you haven’t voted to raise taxes.
But Republicans are taking the position that not a cent of new revenue can be raised, no matter the euphemism. Some Democrats, yes, are being scratchy and cantankerous. But Republicans are refusing to negotiate at all. That’s not the same thing.
I understand why President Obama, in his news conference Monday, chided “each side” for taking a “maximalist position.” For political and practical reasons, it’s advantageous for him to be seen as an honest broker.
Meanwhile, though, the clock ticks toward Aug. 2 and the possibility of a catastrophic default becomes more real. And no one should be confused about what the president confronts: On one side, grousing and grumbling. On the other, a brick wall.

“That’s Why They’re Called Leaders”: Congressional Republicans Need To Do Their Job
One of the more common Republican criticisms of President Obama, at least in the context of the debt-reduction talks, is that he hasn’t shown enough “leadership.” Senate Minority Leader Mitch McConnell (R-Ky.) took to the floor late last week to cry, “Where in the world has the president been for the last month? … He’s the one in charge.”
One of the parts of Obama’s press conference this morning that I especially liked was the president’s pushback against the notion that he’s been a passive observer in this process.
“I’ve got to say, I’m very amused when I start hearing comments about, ‘Well, the president needs to show more leadership on this.’ Let me tell you something. Right after we finished dealing with the government shutdown, averting a government shutdown, I called the leaders here together. I said we’ve got to get this done. I put Vice President Biden in charge of a process — that, by the way, has made real progress — but these guys have met, worked through all of these issues. I met with every single caucus for an hour to an hour and a half each — Republican senators, Democratic senators; Republican House, Democratic House. I’ve met with the leaders multiple times. At a certain point, they need to do their job.
“And so, this thing, which is just not on the level, where we have meetings and discussions, and we’re working through process, and when they decide they’re not happy with the fact that at some point you’ve got to make a choice, they just all step back and say, ‘Well, you know, the president needs to get this done.’ They need to do their job.
“Now is the time to go ahead and make the tough choices. That’s why they’re called leaders…. They’re in one week, they’re out one week. And then they’re saying, ‘Obama has got to step in.’ You need to be here. I’ve been here. I’ve been doing Afghanistan and bin Laden and the Greek crisis. You stay here. Let’s get it done.”
I’m glad the president pressed this, not just because he sounded a bit like Truman slamming the do-nothing Congress, but because many in the media have bought into the notion that lawmakers have dug in on this, and the president hasn’t. That’s nonsense.
Congressional Republicans haven’t been slaving away, trying to strike a credible deal. They’ve been making threats, drawing lines in the sand, and barking orders about what is and is not allowed to be on the negotiating table.
“They need to do their job.” Part of those responsibilities includes working in good faith to find an equitable compromise with a Democratic Senate and a Democratic White House, and then doing what they must do, but what the president cannot do: passing the damn debt-ceiling increase.

How States Are Rigging The 2012 Election
An attack on the right to vote is underway across the country through laws designed to make it more difficult to cast a ballot. If this were happening in an emerging democracy, we’d condemn it as election-rigging. But it’s happening here, so there’s barely a whimper.
The laws are being passed in the name of preventing “voter fraud.” But study after study has shown that fraud by voters is not a major problem — and is less of a problem than how hard many states make it for people to vote in the first place. Some of the new laws, notably those limiting the number of days for early voting, have little plausible connection to battling fraud.
These statutes are not neutral. Their greatest impact will be to reduce turnout among African Americans, Latinos and the young. It is no accident that these groups were key to Barack Obama’s victory in 2008 — or that the laws in question are being enacted in states where Republicans control state governments.
Again, think of what this would look like to a dispassionate observer. A party wins an election, as the GOP did in 2010. Then it changes the election laws in ways that benefit itself. In a democracy, the electorate is supposed to pick the politicians. With these laws, politicians are shaping their electorates.
Paradoxically, the rank partisanship of these measures is discouraging the media from reporting plainly on what’s going on. Voter suppression so clearly benefits the Republicans that the media typically report this through a partisan lens, knowing that accounts making clear whom these laws disenfranchise would be labeled as biased by the right. But the media should not fear telling the truth or standing up for the rights of the poor or the young.
The laws in question include requiring voter identification cards at the polls, limiting the time of early voting, ending same-day registration and making it difficult for groups to register new voters.
Sometimes the partisan motivation is so clear that if Stephen Colbert reported on what’s transpiring, his audience would assume he was making it up. In Texas, for example, the law allows concealed handgun licenses as identification but not student IDs. And guess what? Nationwide exit polls show that John McCain carried households in which someone owned a gun by 25 percentage points but lost voters in households without a gun by 32 points.
Besides Texas, states that enacted voter ID laws this year include Kansas, Wisconsin, South Carolina and Tennessee. Indiana and Georgia already had such requirements. The Maine Legislature voted to end same-day voter registration. Florida seems determined to go back to the chaos of the 2000 election. It shortened the early voting period, effectively ended the ability of registered voters to correct their address at the polls and imposed onerousrestrictions on organized voter-registration drives.
In 2008, the U.S. Supreme Court, by 6 to 3, upheld Indiana’s voter ID statute. So seeking judicial relief may be difficult. Nonetheless, the Justice Department should vigorously challenge these laws, particularly in states covered by the Voting Rights Act. And the court should be asked to review the issue again in light of new evidence that these laws have a real impact in restricting the rights of particular voter groups.
“This requirement is just a poll tax by another name,” state Sen. Wendy Davis declared when Texas was debating its ID law early this year. In the bad old days, poll taxes, now outlawed by the 24th Amendment, were used to keep African Americans from voting. Even if the Supreme Court didn’t see things her way, Davis is right. This is the civil rights issue of our moment.
In part because of a surge of voters who had not cast ballots before, the United States elected its first African American president in 2008. Are we now going to witness a subtle return of Jim Crow voting laws?
Whether or not these laws can be rolled back, their existence should unleash a great civic campaign akin to the voter-registration drives of the civil rights years. The poor, the young and people of color should get their IDs, flock to the polls and insist on their right to vote in 2012.
If voter suppression is to occur, let it happen for all to see. The whole world, which watched us with admiration and respect in 2008, will be watching again.

‘Illusions Of Grandeur’: The Richly Earned Humiliation Of Newt Gingrich
If his goal when he officially launched his presidential candidacy last month was to inflict a massive amount of humiliation on himself in as short a time as possible, then Newt Gingrich has succeeded spectacularly.
After an epically botched campaign roll-out — which included accusations of ideological treason from influential conservatives and a nationally televised exchange with an Iowa voter who called him “an embarrassment to our party” and urged him to quit the race “before you make a bigger fool of yourself” — Gingrich was left struggling to explain how he and his wife racked up hundreds of thousands of dollars in charges at Tiffany’s jewelers. Then he randomly took off on a vacation (a lavish Greek cruise, it turned out), and now he’s returned to find that virtually his entire staff has quit.
Does this latest development change the presidential race in any significant way? Not really. Since even before his month from hell, Gingrich had no realistic chance of winning the GOP nomination, and not since the 1990s has he been a significant force on the right. Most conservative activists and opinion-shapers long ago tuned him out.
But much of the political media world never quite figured this out, instead treating Gingrich for the last decade as an enduring relevant national leader. The instinct was understandable: The celebrity (and notoriety) he attained during his mid-’90s stint as House Speaker never fully faded, and he could always be counted on for a lively, provocative quote or two.
This is the promise of Gingrich’s amazing crash-and-burn as a White House candidate (I know, he says he’s staying in despite the staff defections): that it might compel the political media to realize that the emperor has no clothes.
The reality is that Gingrich’s serious career in elected politics lasted for 20 years and ended in 1998.
He spent the first 16 of those years clawing his way through his party’s House ranks, finally reaching the top spot just as the ideal circumstances — complete Democratic control of Washington for the first time since the Carter administration, a profoundly unpopular president, and a ton of low-hanging fruit in the South — presented themselves for a Republican takeover of the House. The midterm election of 1994 made Gingrich Speaker of the House.
The tactics he employed during that rise could be devious. Early on, he formed the Conservative Opportunity Society with about a dozen fellow far-right GOP members. They pushed their party’s leadership toward a more confrontational posture and engaged in harsh and highly personal attacks on their Democratic colleagues.
In one episode in 1984, Gingrich used an after-hours “special orders” speech on the House floor to read off the names of ten Democrats who had written a letter to Daniel Ortega, whose Sandinistas had seized control of the country in 1979, urging him to hold democratic elections and to allow expatriates to return to vote. The ten, Gingrich said, had “undercut and crippled” U.S. foreign policy; he suggested they be prosecuted under the Logan Act of 1798, which gives the president the right to conduct foreign policy. Upon learning of this, Speaker Tip O’Neill confronted Gingrich on the floor, calling his attack “the lowest thing I’ve seen in my 32 years in Congress.”
In 1989, Gingrich edged out Edward Madigan, the candidate preferred by Robert Michel, the pragmatic House GOP leader, to become minority whip, then the No. 2 position on the Republican side. Four years later, in the run-up to the 1994 election, Michel announced that he’d retire. Officially, it was his decision, but Gingrich was breathing down his neck. The GOP conference was increasingly filled with confrontational conservatives who preferred Gingrich’s style.
His four-year run as Speaker proved disastrous, for Gingrich personally and for his party. His own obnoxious style — when a South Carolina woman drowned her children in a horrifying late 1994 incident, Gingrich called it a sign of society’s breakdown and proof that people needed to vote Republican — alienated all but the most hardcore Republicans. And his eagerness to force a government shutdown over a GOP plan to slash Medicare spending gave President Clinton and Democrats a winning issue in 1996, when nearly 20 Republican incumbents lost their seats and the GOP barely held the House. Shortly after that, Gingrich held off an attempted coup from a band of frustrated but incompetent House Republicans. Then he made things worse for his party by leading an impeachment drive against Clinton in 1998 (even, as we later learned, while engaging in an extramarital affair himself), which backfired and led to shocking Democratic gains in that year’s midterms.
It was then that Gingrich took his massive unpopularity and walked off the political stage, knowing that his party was ready to throw him off if he didn’t make the first move. From that moment on, the party’s elites — elected officials, activists, interest group leaders, and opinion-shaping commentators — have had little use for him. But the media has been a different story. A few years after his demise as Speaker, Gingrich reemerged and was quickly welcomed back into every green room in America. Convinced he’d been rehabilitated, he began making noise about seeking the presidency, first in the run-up to the 2008 race and then again this time. His taste for ugly, personalized attacks hadn’t faded, either, something he’s shown over and over during the Obama presidency.
But the idea that he was a real player in politics was an illusion, something that’s become clear during the month-long Gingrich candidacy. Most of the important figures in the Republican Party never had any interest in seeing him run for president. There have been few endorsements, donors have shunned him, and conservative activists and commentators have amplified every one of his embarrassments.
Even with his staff quitting on him, Gingrich insists he’ll stay in the race. We’ll see how long that lasts. One way or the other, he’ll soon be taking the same walk of shame off the political stage that he took 13 years ago. This time, let’s hope it’s for good.

GOP And Media Alert: Vouchercare Is Not Medicare
What’s in a name? A lot, the National Republican Congressional Committee obviously believes. Last week, the committee sent a letter demanding that a TV station stop running an ad declaring that the House Republican budget plan would “end Medicare.” This, the letter insisted, was a false claim: the plan would simply install a “new, sustainable version of Medicare.”
But Comcast, the station’s owner, rejected the demand — and rightly so. For Republicans are indeed seeking to dismantle Medicare as we know it, replacing it with a much worse program.
I’m seeing many attempts to shout down anyone making this obvious point, and not just from Republican politicians. For some reason, many commentators seem to believe that accurately describing what the G.O.P. is actually proposing amounts to demagoguery. But there’s nothing demagogic about telling the truth.
Start with the claim that the G.O.P. plan simply reforms Medicare rather than ending it. I’ll just quote the blogger Duncan Black, who summarizes this as saying that “when we replace the Marines with a pizza, we’ll call the pizza the Marines.” The point is that you can name the new program Medicare, but it’s an entirely different program — call it Vouchercare — that would offer nothing like the coverage that the elderly now receive. (Republicans get huffy when you call their plan a voucher scheme, but that’s exactly what it is.)
Medicare is a government-run insurance system that directly pays health-care providers. Vouchercare would cut checks to insurance companies instead. Specifically, the program would pay a fixed amount toward private health insurance — higher for the poor, lower for the rich, but not varying at all with the actual level of premiums. If you couldn’t afford a policy adequate for your needs, even with the voucher, that would be your problem.
And most seniors wouldn’t be able to afford adequate coverage. A Congressional Budget Office analysis found that to get coverage equivalent to what they have now, older Americans would have to pay vastly more out of pocket under the Paul Ryan plan than they would if Medicare as we know it was preserved. Based on the budget office estimates, the typical senior would end up paying around $6,000 more out of pocket in the plan’s first year of operation.
By the way, defenders of the G.O.P. plan often assert that it resembles other, less unpopular programs. For a while they claimed, falsely, that Vouchercare would be just like the coverage federal employees get. More recently, I’ve been seeing claims that Vouchercare would be just like the system created for Americans under 65 by last year’s health care reform — a fairly remarkable defense from a party that has denounced that reform as evil incarnate.
So let me make two points. First, Obamacare was very much a second-best plan, conditioned by perceived political realities. Most of the health reformers I know would have greatly preferred simply expanding Medicare to cover all Americans. Second, the Affordable Care Act is all about making health care, well, affordable, offering subsidies whose size is determined by the need to limit the share of their income that families spend on medical costs. Vouchercare, by contrast, would simply hand out vouchers of a fixed size, regardless of the actual cost of insurance. And these vouchers would be grossly inadequate.
But what about the claim that none of this matters, because Medicare as we know it is unsustainable? Nonsense.
Yes, Medicare has to get serious about cost control; it has to start saying no to expensive procedures with little or no medical benefits, it has to change the way it pays doctors and hospitals, and so on. And a number of reforms of that kind are, in fact, included in the Affordable Care Act. But with these changes it should be entirely possible to maintain a system that provides all older Americans with guaranteed essential health care.
Consider Canada, which has a national health insurance program, actually called Medicare, that is similar to the program we have for the elderly, but less open-ended and more cost-conscious. In 1970, Canada and the United States both spent about 7 percent of their G.D.P. on health care. Since then, as United States health spending has soared to 16 percent of G.D.P., Canadian spending has risen much more modestly, to only 10.5 percent of G.D.P. And while Canadian health care isn’t perfect, it’s not bad.
Canadian Medicare, then, looks sustainable; why can’t we do the same thing here? Well, you know the answer in the case of the Republicans: They don’t want to make Medicare sustainable, they want to destroy it under the guise of saving it.
So in voting for the House budget plan, Republicans voted to end Medicare. Saying that isn’t demagoguery, it’s just pointing out the truth.
