Misguided Criticism: Obama Doesn’t Need To ‘Take The Lead’ In Libya
There’s been a lot of well-thought-out criticism of the Obama administration’s decision to intervene in Libya’s civil war with no clear objective, plan of exit or even comprehensive knowledge of the rebel forces. But one line of criticism, which is coming almost exclusively from the right, is thoroughly unpersuasive: The notion that America has to be seen as “taking the lead,” as South Carolina GOP Sen. Lindsey Graham put it on Sunday:
“I am very worried we are taking a back seat rather than a leadership role,” he said on Fox News Sunday. “Isolate, strangle and replace this man. That should be our goal.”
According to Joint Chiefs Staff Director Vice Admiral Bill Gortney, the U.S. is running the operations focused on Libya, although Gortney emphasized during a Pentagon briefing yesterday that the U.S. is “working diligently to affect a smooth transition to a coalition command structure in the next few days.” The confusion seems to stem from Secretary of State Hillary Clinton, who attempted to stress the multilateral nature of the intervention by stating: “We did not lead this.”
Most of the arguments for why the U.S. should be seen as “taking the lead” seem to hinge on little more than the fact that so doing would be emotionally satisfying to those who have been agitating for intervention in Libya since hostilities began. On the other hand, Ross Douthat takes a different tack,arguing that the U.S. multilateral approach facilitates a “caution that shades into tactical incompetence.” But since the U.S. is still extricating itself from President George W. Bush’s unilateral invasion of Iraq, which didn’t exactly amount to “tactical competence,” this too is less than persuasive.
There are several reasons why the U.S. shouldn’t be seen as taking the lead. For one thing, the U.S. is already occupied with the aftermath of one war in Iraq and attempting to bring a more than decade-long operation in Afghanistan to its conclusion. The U.S. does not have unlimited military resources, and other countries that demanded intervention should take responsibility and offer contributions rather than free-riding off of the United States. The statements from the Arab League — which asked for intervention but then wavered when operations started — suggest that there really is a short shelf-life for the legitimacy for this operation in the Arab world, even though intervention initially had global support. If the operation goes badly, or takes far longer than advertised, it’s frankly in the U.S. interest not to be seen as having led the attack on a third Muslim country.
While the case for the international community attempting to prevent Libyan Dictator Moammar Gaddafi from massacring his own people is understandable, there are still reasons for skepticism that this intervention won’t actually compound the problem. But to the extent that the U.S. has decided to intervene in Libya, we should be relieved that the administration has decided to avoid shouldering the entire burden by itself. And we can only hope it actually turns out that way, and the U.S. isn’t left holding the bag.

Realism Or Politics: The Council On Foreign Relations Richard Haass Has A Credibility Problem
Meet The Press had a very interesting cast of characters today for their round table discussion on the events occuring in Libya. Panelists included Helen Cooper, White House Correspondent for the New York Times; Andrea Mitchell, NBC News Chief Foreign Affairs Correspondent; Michael Hayden, Former Director of the NSA and CIA; John Miklaszewski, NBC News Chief Pentagon Correspondent; and Richard Haass, President of The Council on Foreign Relations.
None of the input by these elitist panelist’s came as a surprise. In fact many of their responses were predictable. Cooper, Mitchell and Miklaszewski obviously wanted to use their airtime to promote their next story..to keep the news cycle going. That’s their job so more power to them. Hayden, as a George W. Bush appointee, surely would not suddenly have a change of heart and say anything contrary to the proven failed policies of that administration. Richard Haass, in symphony with Hayden, played his “bad cop” role to the hilt. Haass never seemed to miss a step in his criticism of the Obama administrations handling of Libya (excerpted comments):
David Gregory, the host (and I use that term lightly) of Meet The Press, Began the discussion: I want to talk, however, about how much is on the president’s plate right now. You talk about crisis management and a confluence of crisis. We’ve pulled together some cover stories from Time magazine–I want to put it up there on the screen–“Target Gaddafi.” The next one, “Hitting Home: Tripoli Under Attack.” And the next one, “Meltdown.”
MR. RICHARD HAASS: It’s a lot to manage, but also it raises the importance of an administration having its priorities. You’ve got a lot to manage with Japan, you’ve got a lot to manage with what’s going on in the broader Middle East, you’ve got a lot to manage what’s going on in the United States in terms of our economy and our deficit. So one of the real questions is why are we doing as much are we are doing in Libya? So many of your guests are talking about too little too late. Let me give you another idea, David, too much too late. In times of crisis and multiple crisis, administrations have to figure out their priorities. They got to do some triage. The–to me, the big problem is not what we haven’t done, it is what we are doing.
MR. GREGORY: Richard, you, you just have broad concerns as you, as you penned a piece in the Wall Street Journal earlier this month, “The US should keep out of Libya.”
MR. HAASS: Again, our interests aren’t vital. We’re talking about 2 percent of the world’s oil. Yes, there’s a humanitarian situation on, but at the risk of seeming a bit cold, it is not a humanitarian crisis on the scale say of Rwanda. We don’t have nearly 100–a million people, innocent men, women and children whose lives are threatened. This is something much more modest. This is a civil war. In civil wars, people get killed, unfortunately. But we shouldn’t kid ourselves. This is not a humanitarian intervention, this is U.S. political, military intervention in a civil conflict which, by the way, history suggests, often prolongs the civil conflict. And, as several people have already pointed out, what is step B? Whether Gadhafi complies with what we want or whether he resists successfully, either way, we are going to be stuck with the aftermath of essentially having to take ownership of Libya with others. And just because others are willing to share in something, as so many people point out, doesn’t make it a better policy. It just means the costs are going to be distributed. But the policy itself is seriously flawed.
MR. GREGORY: The big ideas and are we getting them right?
MR. HAASS: Mike Mullen says the big idea, the biggest single national security threat facing the United States is our economy, it’s our fiscal situation. This will not make it better. Instead, we are ignoring a previous secretary of state, John Quincy Adams, someone you haven’t had on the show in awhile. We are going abroad in search of monsters to destroy. There’s any number of monsters. But is this, right now, something that’s strategically necessary and vital for the United States, given all that’s happening in places like Egypt, Bahrain, Saudi Arabia, around the world, with all that we need to repair at home? The answer, I would think, is not. And that’s the big idea the administration’s missing. It’s not enough to simply want to do good around the world wherever we see bad. We’ve got to ask ourselves, where can we do good, at what cost, against what else we might have to do?
All of Haass’ comments gave me a flashback. Iran immediately came to mind. Haass, Iran..Haass, Iran. When is enough actually enough..when is enough not enough?
The answer is Mr. Haass, you’ve got a credibility problem. The following article appeared in Newsweek on January 22, 2010. It was written by none other than Richard Haass:
Enough Is Enough
Why we can no longer remain on the sidelines in the struggle for regime change in Iran.
Two schools of thought have traditionally competed to determine how America should approach the world. Realists believe we should care most about what states do beyond their borders—that influencing their foreign policy ought to be Washington’s priority. Neoconservatives often contend the opposite: they argue that what matters most is the nature of other countries, what happens inside their borders. The neocons believe this both for moral reasons and because democracies (at least mature ones) treat their neighbors better than do authoritarian regimes.
I am a card-carrying realist on the grounds that ousting regimes and replacing them with something better is easier said than done. I also believe that Washington, in most cases, doesn’t have the luxury of trying. The United States must, for example, work with undemocratic China to rein in North Korea and with autocratic Russia to reduce each side’s nuclear arsenal. This debate is anything but academic. It’s at the core of what is likely to be the most compelling international story of 2010: Iran.
In the wake of 9/11, the Bush administration judged incorrectly that Iran was on the verge of revolution and decided that dealing directly with Tehran would provide a lifeline to an evil government soon to be swept away by history’s tide. A valuable opportunity to limit Iran’s nuclear program may have been lost as a result. The incoming Obama administration reversed this approach and expressed a willingness to talk to Iran without preconditions. This president (like George H.W. Bush, whose emissaries met with Chinese leaders soon after Tiananmen Square) is cut more from the realist cloth. Diplomacy and negotiations are seen not as favors to bestow but as tools to employ. The other options—using military force against Iranian nuclear facilities or living with an Iranian nuclear bomb—were judged to be tremendously unattractive. And if diplomacy failed, Obama reasoned, it would be easier to build domestic and international support for more robust sanctions. At the time, I agreed with him.
I’ve changed my mind. The nuclear talks are going nowhere. The Iranians appear intent on developing the means to produce a nuclear weapon; there is no other explanation for the secret uranium-enrichment facility discovered near the holy city of Qum. Fortunately, their nuclear program appears to have hit some technical snags, which puts off the need to decide whether to launch a preventive strike. Instead we should be focusing on another fact: Iran may be closer to profound political change than at any time since the revolution that ousted the shah 30 years ago.
The authorities overreached in their blatant manipulation of last June’s presidential election, and then made matters worse by brutally repressing those who protested. Supreme Leader Ayatollah Ali Khamenei has lost much of his legitimacy, as has the “elected” president, Mahmoud Ahmadinejad. The opposition Green Movement has grown larger and stronger than many predicted.
The United States, European governments, and others should shift their Iran policy toward increasing the prospects for political change. Leaders should speak out for the Iranian people and their rights. President Obama did this on Dec. 28 after several protesters were killed on the Shia holy day of Ashura, and he should do so again. So should congressional and world leaders. Iran’s Revolutionary Guards should be singled out for sanctions. Lists of their extensive financial holdings can be published on the Internet. The United States should press the European Union and others not to trade or provide financing to selected entities controlled by the Guards. Just to cite one example: the Revolutionary Guards now own a majority share of Iran’s principal telecommunications firm; no company should furnish it the technology to deny or monitor Internet use.
New funding for the project housed at Yale University that documents human-rights abuses in Iran is warranted. If the U.S. government won’t reverse its decision not to provide the money, then a foundation or wealthy individuals should step in. Such a registry might deter some members of the Guards or the million-strong Basij militia it controls from attacking or torturing members of the opposition. And even if not, the gesture will signal to Iranians that the world is taking note of their struggle.
It is essential to bolster what people in Iran know. Outsiders can help to provide access to the Internet, the medium that may be the most important means for getting information into Iran and facilitating communication among the opposition. The opposition also needs financial support from the Iranian diaspora so that dissidents can stay politically active once they have lost their jobs.
Just as important as what to do is what to avoid. Congressmen and senior administration figures should avoid meeting with the regime. Any and all help for Iran’s opposition should be nonviolent. Iran’s opposition should be supported by Western governments, not led. In this vein, outsiders should refrain from articulating specific political objectives other than support for democracy and an end to violence and unlawful detention. Sanctions on Iran’s gasoline imports and refining, currently being debated in Congress, should be pursued at the United Nations so international focus does not switch from the illegality of Iran’s behavior to the legality of unilateral American sanctions. Working-level negotiations on the nuclear question should continue. But if there is an unexpected breakthrough, Iran’s reward should be limited. Full normalization of relations should be linked to meaningful reform of Iran’s politics and an end to Tehran’s support of terrorism.
Critics will say promoting regime change will encourage Iranian authorities to tar the opposition as pawns of the West. But the regime is already doing so. Outsiders should act to strengthen the opposition and to deepen rifts among the rulers. This process is underway, and while it will take time, it promises the first good chance in decades to bring about an Iran that, even if less than a model country, would nonetheless act considerably better at home and abroad. Even a realist should recognize that it’s an opportunity not to be missed.

Obama’s First New War: The New Paradigm For Middle East Conflicts
As a fleet of French airplanes lacerated a column of Libyan army vehicles near Benghazi on Saturday, President Obama stuck to his prearranged schedule in Brazil, receiving whispered updates from his aides. Within three hours, more than 100 cruise missiles had hit two dozen targets in Libya. That’s just “the first phase,” William Gortney, the director of the Joint Staff, told reporters.
What he didn’t say: It’s the first phase of what will become Barack Obama’s first new war. By directing the military to hit targets inside Libya, the Obama administration is trying to strike an incredibly delicate balance between a strong disinclination to invade a Muslim country and their determined desire to avoid looking like they’re walking away from the indiscriminate slaughter of innocents.
When Muammar el-Qaddafi first struck back against protesters, Obama hoped that tough sanctions and material support to the opposition would be enough to force the dictator from power. Defense Secretary Robert Gates warned him that a “no fly zone” would be ineffective and essentially commit the country to war. By Monday night, it was clear to Obama that this policy wasn’t working. Countries like Iran were getting the wrong message. The Libyan military was selectively testing the patience of the world by striking opposition strongholds. The opposition was pinned down in the port city of Benghazi, swelled by tens of thousands of refugees. Qaddafi kept using a phrase that stuck in Obama’s head: “no mercy.” And France, smarting from seeming to abandon Egyptians during their time of trouble, along with the U.K., were champing at the bit to use force. The Arab League had kicked Libya out and was closer to the French position. It risked its own legitimacy, already questioned by many in the region, if it didn’t side with the rebels.
On Tuesday, during a meeting of his national security team, Obama said he wanted a new policy. “Clearly, what we’re doing is not enough,” he said, according to contemporaneous notes kept by a participant. A “humanitarian disaster” was imminent unless something was done. He wanted more options.
Gates wanted to game out scenarios, knowing that any effective no-fly zone would necessitate a cascade of other military actions that would look a heck of a lot like an invasion, no matter how carefully it was done.
Thomas Donilon, the national security adviser and one of the gatekeepers of Obama’s foreign policy, was worried about the strategic implications of both allowing Qaddafi to succeed in retaking control of Benghazi as well as what would happen down the road in other countries if a successful military response ousted him from power with a minimum of bloodshed. Even the lightest military footprint would result in civilian casualties, he warned. Almost as inevitable would be the death of a coalition soldier or the downing of an airplane.
Hillary Rodham Clinton said instability in Libya threatened to clip the democratic aspirations of its two neighbors, Egypt and Tunisia. She was also worried about the message to Iran if the U.S. and its allies did nothing in Libya: America was so afraid of committing its military to protect Muslims and Arabs that it would allow virtually anything to happen.
The meeting broke up.
Donilon would take charge of a rapid-fire series of conference calls and meetings and would, by that night, bring to the president three new policy proposals, each of which would call for a mix of diplomatic, military and intelligence actions against Libya. Obama had dinner with his combat commanders, and solicited their input about what challenges the military would face. At 9 p.m. that night, he reconvened only his principals. (Clinton was represented by her deputy, James Steinberg.) Donilon laid out his proposals. After about an hour, the Situation Room had come to a rough consensus: a no fly zone wouldn’t work, but more words would not work either. Obama instructed his U.N. ambassador, Susan Rice, to inform the Security Council that France’s resolution, which called for a no fly zone and little else, was insufficient. He asked the chairman of the Joint Chiefs of Staff, Mike Mullen, to turn into him by the next evening a Concept of Operation Plan, or CONPLAN, for a NATO-executed military campaign in Libya that would be assisted by Arab countries.
In closed session at the U.N., Rice laid out the U.S. position. The situation was urgent and dire. But the world had to know precisely what it would mean to keep Libyan troops from murdering their own citizens. Any resolution would have to include language authorizing strikes against Libyan military infrastructure on the ground to prevent a humanitarian catastrophe. “We are not going to hide pooch,” Rice said in the meeting, according to a U.S. official. “We must be completely clear about what we are going to do and why.” And Arab countries must participate, she insisted, in some visible way, in the campaign. She proposed a number of amendments that added significant heft to the resolution.
For the next 24 hours, Clinton and Rice tag-teamed Arab countries and members of the Security Council. They argued that if nothing was done, despots and beleaguered leaders everywhere would vow never to repeat the “mistake” of Egyptian President Hosni Mubarak, who yielded power without foreign military intervention. Iran, in particular, would find itself with an incentive to continue to spread its proxy forces to other countries and further repress its own citizens. And Rice has made the reinvigoration of the United Nations one of her prime goals as ambassador. The legitimacy of that body was at stake too, she argued.
On Wednesday, at about 6:30 p.m., Mullen and Donilon presented Obama with their CONPLAN for Libya. Its contents are mostly classified; an official said the air strikes on Saturday were one part of a larger campaign that includes a variety of overt and covert actions. Published reports suggest that U.K. special operations forces were secreted in the country, scouting out the battlefield in preparation for air strikes. The U.S. Air Force Special Operations Command moved several tactical air teams to a small base on Crete. In order to try and disguise their movements, the U.S. planes changed their call signs once they entered airspace over the Mediterranean, but commercial software that tracks their transponders revealed the shift, and word leaked out on Twitter. These teams would coordinate the air assault but are capable of parachuting into a region and directing them from the ground.
On Friday, the U.S. moved a Rivet Joint signals intelligence plane to Souda Air Base on a Greek Island, bearing the provocative call sign of “SNOOP 55.” Subs capable of launching Tomahawk missiles idled near Italy. The USS Florida, armed with more than 100 Tomahawks, moved into firing range. Twenty four hours after the U.S. introduced its amendments, it got its resolution, 10-0. Obama spoke with his counterparts in France and the UK and agreed that they’d give Qadaffi 24 hours to turn heel and retreat. If he didn’t, France would begin the bombardment.
It was important to the U.S. that Libyans and the world understand that this coalition of the willing was more than a U.S. rhetorical construct. An hour before bombing began Saturday, Clinton spoke to the press in Paris. Asked why military action was in America’s interest, she gave three reasons and implied a fourth. A destabilizing force would jeopardize progress in Tunisia and Egypt; a humanitarian disaster was imminent unless prevented; Qaddafi could not flout international law without consequences. The fourth: there’s a line now, and one that others countries had better not cross.
The development of a new doctrine in the Middle East is taking form, and it could become a paradigm for how the international community deals with unrest across the region from now on. The new elements include the direct participation of the Arab world, the visible participation of U.S. allies, as well as a very specific set of military targets designed to forestall needless human suffering. Though the Libyan situation is quite unique – its military is nowhere near as strong as Iran’s is, for one thing – Obama hopes that a short, surgical, non-US-led campaign with no ground troops will satisfy Americans skeptical about military intervention and will not arouse the suspicions of Arabs and Muslims that the U.S. is attempting to influence indigenously growing democracies.

Why Qaddafi Has Already Lost
The fight is not over. Whether or not Col. Muammar el-Qaddafi defeats the rebels in eastern Libya, any legitimacy he once had has been extinguished. He has weapons, tanks and planes, but he has lost the allegiance of even those elements of Libyan society that had once been willing to wait and hope for political reform. His base of support is now only diehard allies and foreign mercenaries. They might win on the battlefield, but they will lose in the end.
The uprisings in neighboring Tunisia and Egypt were precipitating events, but the resistance has drawn its core motivation from Libya’s brutal experience of colonialism. What is most striking about the rhetoric of the rebellion is how the anticolonialist theme that Colonel Qaddafi once deployed has now been turned against him and is being used on Twitter and Facebook. Even as they are assaulted by Colonel Qaddafi’s forces, the rebels have resisted calling for forceful Western intervention, though they support the imposition of a no-flight zone.
Libya’s history explains why. From 1911 to 1943, half a million Libyans died under Italian rule, including 60,000 in concentration camps run by the fascists. Colonel Qaddafi’s nationalist populism is rooted in the traumas of the colonial era, which were papered over during the modernizing but out-of-touch monarchy that ruled from 1951 to 1969.
The regime that came into existence in a bloodless coup in 1969 was led by officers who came from lower-middle-class backgrounds, represented all three regions of Libya and had the backing of a population that was largely rural. Although it was anticolonialist and anticommunist and advocated Arab nationalism and Islamic cultural identity, the new government did not have a clearly delineated political agenda; instead it looked for guidance from the 1952 Egyptian revolution. To this ideological mix the Qaddafi faction, which consolidated power in 1976, added its vision of an indigenous, pastoral, socialist society supported by oil revenues and the labor of workers from abroad.
Western analysts focused on the leader’s cult of personality and eccentric style have often misinterpreted his regime as a historical aberration. In fact, it was rooted in the hinterland of south-central Libya, with its pan-Islamic culture, kinship networks, fear of the central state and mistrust of the West. Colonel Qaddafi transformed anticolonialism and Libyan nationalism into a revolutionary ideology, using language understood by ordinary Libyans. He employed his charisma to mobilize Libyans and attack his opponents. He spoke, ate and dressed like a rural tribesman.
But “tribalism,” so frequently mentioned in coverage of the revolt, is not a timeless feature of Libyan society. It was merely one facet of Colonel Qaddafi’s divide-and-conquer style of rule. To weaken opposition from students, intellectuals and the middle class, the regime pursued a policy of “Bedouinization,” attacking urban culture; promoting rural dress, music, festivals and rituals; and reviving institutions like tribal leadership councils. Tripoli, the capital, lost much of its cosmopolitan character even as it grew.
In its first two decades, the revolution brought many benefits to ordinary Libyans: widespread literacy, free medical care and education, and improvements in living conditions. Women in particular benefited, becoming ministers, ambassadors, pilots, judges and doctors. The government got wide support from the lower and middle classes.
But starting in the 1980s, excessive centralization, greater repression by security forces and a decline in the rule of law undermined the experiment in indigenous populism. Institutions like courts, universities, unions and hospitals weakened. Civic associations that had made Libyan society seem more democratic than many Persian Gulf states in the 1970s withered or were eliminated. A hostile international climate, and fluctuations in oil revenues, added to the pressures on the regime.
It responded by transforming its rituals of hero-worship into a rhetoric of pan-African ideology. It also turned to violence. After repeated coup attempts, it beat, imprisoned and exiled dissidents. It staffed security forces with reliable relatives and allies from central and southern Libya. During the 1990s, as economic sanctions took their toll, health care and education deteriorated, unemployment soared, the economy became ever more dependent on oil and the regime grew increasingly corrupt.
But what has escaped notice since the rebellion began in mid-February is the demographic transformation that made it possible. About 80 percent of Libyans now live in urban areas, towns and cities. Libya today has a modern economy and a high literacy rate. The leaders of the uprising include lawyers, judges, journalists, writers, scholars, women’s rights activists, former army officers and diplomats — a sizable urban elite that is battered and restive.
Had Colonel Qaddafi responded with openness to the calls for reform and not overreacted to the uprisings in Tunisia and Egypt, the urban elite might have been placated, and the violent rebellion avoided. He blew it. Once his army and police shot at protesters, the pent-up disaffection of Libyan society was unleashed, and it is too late for the regime to bottle it up. In recent weeks the revolt has even gained support from the historically pro-Qaddafi rural populace. No matter how much blood is shed today, the uprising will not be stopped.

Iraq Then, Libya Now: The Case Has Yet To Be Made
Five years ago, in the darkest days of insurgent violence and Sunni-Shia strife, it seemed as if the Iraq war would shadow American foreign policy for decades, frightening a generation’s worth of statesmen away from using military force. Where there had once been a “Vietnam syndrome,” now there would be an “Iraq syndrome,” inspiring harrowing flashbacks to Baghdad and Falluja in any American politician contemplating an intervention overseas.
But in today’s Washington, no such syndrome is in evidence. Indeed, it’s striking how quickly the bipartisan coalition that backed the Iraq invasion has reassembled itself to urge President Obama to use military force against Libya’s Muammar el-Qaddafi.
The Iraq war became known as George W. Bush’s war after Saddam Hussein’s weapons of mass destruction didn’t turn up, because at that point no liberal wanted to take responsibility for the conflict. But the initial invasion was supported by Democrats as well as Republicans, liberal internationalists as well as neoconservatives — Hillary Clinton as well as John McCain, The New Republic as well as The Weekly Standard.
Now a similar chorus is arguing that the United States should intervene
directly in Libya’s civil war: with a no-flight zone, certainly, and perhaps with arms for the Libyan rebels and air strikes against Qaddafi’s military as well. As in 2002 and 2003, the case
for intervention is being pushed by a broad cross-section of politicians and opinion-makers, from Bill Clinton to Bill Kristol, Fareed Zakaria to Newt Gingrich, John Kerry to Christopher Hitchens.
The justifications for military action, too, echo many of the arguments marshaled for toppling Saddam Hussein. America’s credibility is on the line. The Libyan people deserve our support. Deposing Qaddafi will strike a blow for democracy and human rights.
It’s a testament to the resilience of American power that we’re hearing these kind of arguments so soon after the bloodiest years of the Iraq war. It’s also a testament to the achievements of the American military: absent the successes of the 2007 troop surge, we’d probably be too busy extricating ourselves from a war-torn Iraq to even contemplate another military intervention in a Muslim nation.
But that resilience and those achievements may have set a trap for us, by encouraging the American leadership class to draw relatively narrow lessons from the Iraq war — lessons that only apply to wars premised on faulty W.M.D. intelligence, or wars led by Donald Rumsfeld.
In reality, there are lessons from our years of failure in Iraq that can be applied to an air war over Libya as easily as to a full-scale invasion or counterinsurgency. Indeed, they can be applied to any intervention — however limited its aims, multilateral its means, and competent its commanders.
One is that the United States shouldn’t go to war unless it has a plan not only for the initial military action, but also for the day afterward, and the day after that. Another is that the United States shouldn’t go to war without a detailed understanding of the country we’re entering, and the forces we’re likely to empower.
Moreover, even with the best-laid plans, warfare is always a uniquely high-risk enterprise — which means that the burden of proof should generally rest with hawks rather than with doves, and seven reasonable-sounding reasons for intervening may not add up to a single convincing case for war.
Advocates of a Libyan intervention don’t seem to have internalized these lessons. They have rallied around a no-flight zone as their Plan A for toppling Qaddafi, but most military analysts seem to think that it will fail to do the job, and there’s no consensus on Plan B. Would we escalate to air strikes? Arm the rebels? Sit back and let Qaddafi claim to have outlasted us?
If we did supply the rebels, who exactly would be receiving our money and munitions? Libya’s internal politics are opaque, to put it mildly. But here’s one disquieting data point, courtesy of the Center for a New American Security’s : Eastern Libya, the locus of the rebellion, sent more foreign fighters per capita to join the Iraqi insurgency than any other region in the Arab world.
And if the civil war dragged on, what then? Twice in the last two decades, in Iraq and the former Yugoslavia, the United States has helped impose a no-flight zone. In both cases, it was just a stepping-stone to further escalation: bombing campaigns, invasion, occupation and nation-building.
None of this means that an intervention is never the wisest course of action. But the strategic logic needs to be compelling, the threat to our national interest obvious, the case for war airtight.
With Libya, that case has not yet been made.
