Domestic Budget Extremists: Republicans, Zealots and The Threat To Our Security

If China or Iran threatened our national credit rating and tried to drive up our interest rates, or if they sought to damage our education system, we would erupt in outrage.

Well, wake up to the national security threat. Only it’s not coming from abroad, but from our own domestic extremists.

We tend to think of national security narrowly as the risk of a military or terrorist attack. But national security is about protecting our people and our national strength — and the blunt truth is that the biggest threat to America’s national security this summer doesn’t come from China, Iran or any other foreign power. It comes from budget machinations, and budget maniacs, at home.

House Republicans start from a legitimate concern about rising long-term debt. Politicians are usually focused only on short-term issues, so it would be commendable to see the Tea Party wing of the Republican Party seriously focused on containing long-term debt. But on this issue, many House Republicans aren’t serious, they’re just obsessive in a destructive way. The upshot is that in their effort to protect the American economy from debt, some of them are willing to drag it over the cliff of default.

It is not exactly true that this would be our first default. We defaulted in 1790. By some definitions, we defaulted on certain gold obligations in 1933. And in 1979, the United States had trouble managing payouts to some individual investors on time (partly because of a failure of word processing equipment) and thus was in technical default.

Yet even that brief lapse in 1979 raised interest payments in the United States. Terry L. Zivney, a finance professor at Ball State University and co-author of a scholarly paper about the episode, says the 1979 default increased American government borrowing costs by 0.6 of a percentage point indefinitely.

Any deliberate and sustained interruption this year could have a greater impact. We would see higher interest rates on mortgages, car loans, business loans and credit cards.

American government borrowing would also become more expensive. In February, the Congressional Budget Office noted that a 1 percentage point rise in interest rates could add more than $1 trillion to borrowing costs over a decade.

In other words, Republican zeal to lower debts could result in increased interest expenses and higher debts. Their mania to save taxpayers could cost taxpayers. That suggests not governance so much as fanaticism.

More broadly, a default would leave America a global laughingstock. Our “soft power,” our promotion of democracy around the world, and our influence would all take a hit. The spectacle of paralysis in the world’s largest economy is already bewildering to many countries. If there is awe for our military prowess and delight in our movies and music, there is scorn for our political/economic management.

While one danger to national security comes from the risk of default, another comes from overzealous budget cuts — especially in education, at the local, state and national levels. When we cut to the education bone, we’re not preserving our future but undermining it.

It should be a national disgrace that the United States government has eliminated spending for major literacy programs in the last few months, with scarcely a murmur of dissent.

Consider Reading Is Fundamental, a 45-year-old nonprofit program that has cost the federal government only $25 million annually. It’s a public-private partnership with 400,000 volunteers, and it puts books in the hands of low-income children. The program helped four million American children improve their reading skills last year. Now it has lost all federal support.

“They have made a real difference for millions of kids,” Kyle Zimmer, founder of First Book, another literacy program that I’ve admired, said of Reading Is Fundamental. “It is a tremendous loss that their federal support has been cut. We are going to pay for these cuts in education for generations.”

Education programs like these aren’t quick fixes, and the relation between spending and outcomes is uncertain and complex. Nurturing reading skills is a slog rather than a sprint — but without universal literacy we have no hope of spreading opportunity, fighting crime or chipping away at poverty.

“The attack on literacy programs reflects a broader assault on education programs,” said Rosa DeLauro, a Democratic member of Congress from Connecticut. She notes that Republicans want to cut everything from early childhood programs to Pell grants for college students. Republican proposals have singled out some 43 education programs for elimination, but it’s not seen as equally essential to end tax loopholes on hedge fund managers.

So let’s remember not only the national security risks posed by Iran and Al Qaeda. Let’s also focus on the risks, however unintentional, from domestic zealots.

On Debt Impasse, GOP Full Of Contradictions

Sen. Mitch McConnell has a clever plan to resolve the federal debt impasse. Congressional Republicans would invite President Barack Obama to raise the debt ceiling on his own, and then they would excoriate him for doing so.

Hmm. Just a bit contradictory?

Meanwhile, the impasse arose because congressional Republicans thunder against government red ink, yet refuse to raise revenue by ending tax breaks that help Warren Buffett pay a lower tax rate than his receptionist (which he agrees is preposterous). Another contradiction? Of course.

McConnell’s plan – a pragmatic way to avert a catastrophic default – may be torpedoed by more extremist House Republicans, such as Michele Bachmann. They seem to fear that ending tax loopholes for billionaire fund managers would damage a fragile economy. Yet they seem to think that this invalid of an economy would be unperturbed by the risk of a default on our debts.

A contra- . . . yes, you got it!

What about this one? Republicans have historically been more focused on national security threats than Democrats. Yet what would do more damage to America’s national security than a default that might halt paychecks for American military families?

This game of “spot the contradiction” is just too easy with extremist Republicans; it’s like spotting snowflakes in a blizzard. Congressional Republicans have taken a sensible and important concern – alarm about long-term debt levels, a genuine problem – and turned it into a brittle and urgent ideology.

Politicians in both parties have historically been irresponsible with money, but President Bill Clinton changed that. He imposed a stunning fiscal discipline and set the United States on a course of budget surpluses, job growth and diminishing federal debt – until the Republicans took over in 2001.

In the Bush years, Republicans proved themselves reckless both on the spending side (unfunded wars and a prescription drug benefit) and on the revenue side (the Bush tax cuts). Their view then was, as former Treasury Secretary Paul O’Neill quoted Vice President Dick Cheney as saying, “Reagan proved deficits don’t matter.”

It may seem odd that Republicans were so blithe about debt in the Bush years, yet now insist on addressing the problem in the middle of a downturn – even though basic economics dictates that a downturn is the one time when red ink is advisable. Well, just another of those contradictions.

Then there’s the rise of health care costs, a huge burden on our economy. It’s pretty clear what doesn’t work: the existing, dysfunctional system. A forthcoming book on health care by Paul Starr, “Remedy and Reaction,” notes that in 1970 the United States spent a smaller fraction of income on health care than Denmark and the same share as Canada.

Today, in dollar terms, we spend 21/2 times the average per capita of other rich countries.

When congressional Republicans do talk about health care, they have one useful suggestion – tort reform – and it was foolish for Democrats (in bed with trial lawyers) to stiff them on it. But research suggests that curbing malpractice suits, while helpful, would reduce health costs only modestly.

Beyond that, the serious Republican idea is to dismantle Medicare in its present form. That would indeed reduce government spending but would increase private spending by even more, according to the CBO.

The Obama health care plan could have done better on cost control, but it does promote evidence-based medicine, so that less money is squandered on expensive procedures that don’t work. And the Independent Payment Advisory Board will recommend steps to curb excess spending in Medicare.

Yet congressional Republicans are trying to kill the Obama health plan. Yes, of course: another contradiction.

A final puzzle concerns not just the Republican Party but us as a nation. For all their flaws, congressional Republicans have been stunningly successful in framing the national debate. Instead of discussing a jobs program to deal with the worst downturn in 70 years, we’re debating spending cuts – and most voters say in polls that they’re against raising the debt ceiling. I fear that instead of banishing contradictions, we as a nation may be embracing them.

Conservatives Outraged Over Prosecution Of Terror Suspect In Criminal Court

A decidedly unremarkable event by past standards occurred yesterday. The U.S. government brought criminal terrorism charges in a New York City courtroom against a Somali man captured in the Gulf of Aden. This is the first prosecution in criminal court to happen during the Obama administration, but such cases have been a common and extremely successful feature of U.S. policy that passed without notice for decades. This move, however, has provoked the now-typical reaction from conservatives who reflexively oppose every Obama administration action as a radical departure from U.S. norms that threatens the security of the nation. That’s ridiculous, and these conservatives risk U.S. security by pushing to remove a very powerful weapon against terrorists.

Ahmed Abdulkadir Warsame was reportedly seized in April onboard a ship in the Gulf of Aden between Somalia and Yemen. He is charged with conspiracy and providing material support to terrorist groups—in this case the Somali-based al-Shabaab and the Yemeni-based Al Qaeda in the Arabian Peninsula, or AQAP.

The Obama administration revealed that Warsame was held on a U.S. Navy ship for two months and interrogated by the High-Value Interrogation Group, the team drawn from numerous frontline U.S. government agencies established by the Obama administration specifically to question suspected high-ranking terrorists. This produced significant information outlining a deeper connection between al-Shabaab and AQAP than previously known. U.S. officials reportedly discussed all options for Warsame’s future and unanimously decided on criminal prosecution.

Warsame’s trial in New York City is like many previous instances when individuals were seized abroad and brought to the United States to face terrorism charges in criminal court. The most recent similar case dates from the Bush administration, when Afia Siddique was detained in Afghanistan by U.S. troops in 2008 for attempting to shoot U.S. military personnel. She was quickly brought to New York,  convicted, and sentenced to 86 years in prison. During the Clinton administration, Mir Aimal Kasi stood outside CIA headquarters in Virginia in 1995 and murdered two CIA employees as they drove into work. He was captured in Pakistan in 1997 and brought to Virginia for trial, convicted of murder, and executed in 2002.

Neither of these cases or the others like them produced negative responses from conservatives. Once the Obama administration did it, however, conservatives were outraged.

Rep. Buck McKeon (R-CA), chairman of the House Armed Services Committee, said that “Congress has spoken clearly multiple times … of the perils of bringing terrorists onto U.S. soil.”

What perils? There has never been a terrorist attack related to the trial or incarceration of terrorists in the United States.

Sen. Susan Collins (R-ME) said, “A foreign national who fought on behalf of al Shabaab in Somali—and who was captured by our military overseas—should be tried in a military commission, not a federal civilian court in New York or anywhere else in our country.”

Forcing all prosecutions of suspected terrorists into military commissions has political appeal because it sounds tougher than using criminal courts. But let’s look closer at that military commission option.

First off, Warsame has been charged only with conspiracy and military support for terrorism. Those offenses are available in military commissions but neither has ever been considered a war crime. For that reason, the Department of Justice believes that convictions on those offenses in military commissions are susceptible to being overturned on appeal.

Further, the extremely short record of military-commissions cases based on conspiracy or material support reveals that those convicted receive short sentences and are quickly transferred back to their home countries and released. The most famous of these cases was that of Salim Hamdan, Osama bin Laden’s driver, who was sentenced to only five additional months in custody. The Bush administration sent him home to Yemen soon after.

U.S. criminal courts, on the other hand, have an excellent record at convicting terrorists. In a case analogous to Hamdan’s, Ali Asad Chandia was convicted in 2006 of providing material support for terrorism for driving a member of Lashkar-e-Taibi from Washington National Airport to spots around the D.C. area. His sentence was 15 years. So bin Laden’s driver got five months from a military commission but driving an unknown member of a lesser-known terrorist group resulted in a 15-year sentence in a criminal court.

Since the 9/11 attacks, U.S. criminal courts have locked up more than 200 individuals on terrorism charges while military-commissions convictions can be counted on one hand.

American presidents of both parties have relied on criminal courts for decades because they are extremely effective at convicting suspected terrorists and have an excellent record of producing reliable and actionable intelligence information. Today’s conservatives are trying to deny the U.S. government this valuable tool because they are more interested in using political weapons against President Barack Obama than counterterrorism weapons against America’s enemies.

When Al Qaeda Endorses The GOP Line On Guns

A few weeks ago, House Republicans killed a proposal to prevent those on the FBI’s terrorist watch list from buying firearms. It’s the same party that’s supported the gun-show loophole for years.

When it comes to organizations that appreciate the Republican approach most, the National Rifle Association certainly comes to mind, but Chris Brown flags a different group that seems pleased.

In a video released [Friday] Al Qaeda spokesman Adam Gadahn encourages terrorists to use American gun shows to arm themselves for potential Mumbai-style attacks.  Gadahn’s video laid out a new tactic for Al Qaeda to continue their murderous terrorist agenda:

“America is absolutely awash with easily obtainable firearms. You can go down to a gun show at the local convention center and come away with a fully automatic assault rifle, without a background check, and most likely without having to show an identification card. So what are you waiting for?”

At gun shows buyers can purchase guns from private sellers without passing a background check.

Because the discourse allows no meaningful discussion of restricting gun ownership, this news will probably spark exactly zero debate on Capitol Hill.

But it’s a reminder of just how complete the NRA’s victory really is. Al Qaeda itself is urging radicals to take advantage of loose American laws to arm themselves, presumably to aid in acts of terror … and policymakers who fear the NRA more than they fear terrorists don’t say a word.

The Dick Cheney Of Israel: It’s What Netanyahu Is Doing To Israel Now

Three points about Obama’s recent speeches on the Arab world and the Middle East — the one at the State Department, and the one today at AIPAC. Jeffrey Goldberghas been responding to these in detail.

1) It’s complicated. We should no longer be surprised that a major Obama speech on an important topic is characterized mainly by its embrace of complexity.  Here’s why this matters:

Traditionally the role of a Presidential speech is to say, in bald terms, which side of an issue the Administration is coming down on. Are we going to war, or not? Is the president going to sign a bill, or veto it? People outside the government underestimate how important big presidential speeches are in resolving policy arguments and deciding what an administration’s approach will be.

Obama’s big speeches have been unusual, because the side they come down on is that of complexity. In his classic Philadelphia “race in America” speech: the recognition that every part of our racial mix has its insecurities and blind spots. In his Nobel prize address: that military force is not the answer but is an answer. In his West Point speech a year and a half ago: that the U.S. can’t stay in Afghanistan forever but should stay for a while. You can apply this analysis to almost every major address.

Including these latest speeches. He argued that the United States has “interests” in the Middle East — oil, stability, anti-terrorism — and it also has ideals. So it will try harder to advance its ideals, without pretending it has no (often contradictory) interests. He presented Israel-Palestine in this same perspective. As a meta-point, he said that Israel-Palestine is only part of the larger Arab-world evolution, but is a crucial part. On the merits, he emphasized that Israel has to be secure, that Hamas must accept that reality, that Israel must be able to defend itself — but that it cannot stand pat, wait too long to strike a deal, or forever occupy the West Bank.

My point here is about Obama rather than about the Middle East. From some politicians, for instance those otherwise dissimilar Georgians Jimmy Carter and Newt Gingrich, a collection of “complex” ideas often comes across as just a list. Obama, most of the time, has pulled off the trick of making his balance-of-contradictions seem a policy in itself. Rather than seeming just “contradictory” or “indecisive.” This is unusual enough that it’s worth noting. (And for another time: the vulnerabilities this approach creates.)

2) Israel’s Cheney. By “a Cheney” I refer to the vice presidential version of Dick Cheney, who (in my view) mistook short-term intransigence for long-term strategic wisdom, seemed blind and tone-deaf to the “moral” and “soft power” components of influence, profited from a polarized and fearful political climate, and attempted to command rather than earn support from allies and potential adversaries.

That was bad for the U.S. when Cheney was around. It’s what Netanyahu is doing to Israel now, and Israel has less margin for strategic error than America does.

Right after Obama made his big speech, it was welcomed in most of the world and by most major U.S. Jewish organizations. The immediate critics were Mitt “throw Israel under the bus” Romney, Sarah Palin, Tim Pawlenty, Mike Huckabee, and Binyamin Netanyahu. Explain to me the universe in which this is a wise strategic choice for a nation highly dependent on stable relations with the United States — and on ultimately making an agreement in the region that allows it to survive as a Jewish democratic state.

Think of this contrast: when China’s Hu Jintao came to Washington for a state visit, each of the countries had profound disagreements with the other. (Chinese leaders hate the U.S. policy of continued arms sales to Taiwan, much more so than Netanyahu could sanely disagree with any part of Obama’s speech.) Neither China nor America is remotely as dependent on the other as Israel is on the United States. Yet Obama and Hu were careful to be as respectful as possible, especially in public, while addressing the disagreements. High-handed and openly contemptuous behavior like Netanyahu’s would have seemed hostile and idiotic from either side. As it is from him.

The real service Netanyahu may have done is allowing easier U.S. discussion of the difference between Israel’s long-term interests and his own.

3) God bless this speech. President Obama showed that it is possible to end a speech with … a real ending! The usual one might have sounded odd in a speech largely addressed to the Islamic world. So the release text of his speech concluded in this admirable way:

“We hold these truths to be self evident, that all men are created equal.”

Those words must guide our response to the change that is transforming the Middle East and North Africa — words which tell us that repression will fail, that tyrants will fall, and that every man and woman is endowed with certain inalienable rights. It will not be easy. There is no straight line to progress, and hardship always accompanies a season of hope. But the United States of America was founded on the belief that people should govern themselves. Now, we cannot hesitate to stand squarely on the side of those who are reaching for their rights, knowing that their success will bring about a world that is more peaceful, more stable, and more just.
