“A Man Of Misconduct And Malfeasance”: Dick Cheney Disdains The ‘Second-Rate’ Obama Team
No doubt President Obama was deeply stung over the weekend to hear Dick Cheney criticize his new national security team. At a Wyoming Republican Party dinner, the former vice president briskly dismissed Obama’s choices as “dismal,” saying that America needs “good people” rather than the “second-rate” figures selected by the president, particularly Vietnam veteran and long-time U.S. senator Chuck Hagel, nominated by the president as Secretary of Defense.
For sage advice on security policy and personnel, after all, there is no living person whose approval could be more meaningful than Cheney. It is hard to imagine a record as profoundly impressive as that of the Bush-Cheney administration, back when everyone knew that he was really in charge of everything important — especially the war on terrorism, the war in Iraq, and the war in Afghanistan.
True, Cheney’s intelligence apparatus failed to capture or kill Osama bin Laden after 9/11 – indeed, failed to prevent the 9/11 attacks, despite ample warnings that began with Bill Clinton’s farewell message in January, 2001 and culminated in a blaring President’s Daily Brief from the CIA in August 2001. True, Cheney’s defense command allowed bin Laden and Mullah Omar to escape following the invasion of Afghanistan, while American and NATO troops slogged through that deadly conflict without a plausible goal or even an exit strategy. And true, the national security cabinet run by Cheney misled the nation into war against Iraq, on false premises, without adequate preparation or clear objectives, at a cost of many thousands of lives and trillions of dollars. And true, too, the ultimate result was to embarrass the United States repeatedly while increasing the regional power of the mullahs in Iran.
How can Obama presume to compare his own record with all of that?
Obviously Cheney’s success cannot be measured by achievement alone. That wouldn’t be fair at all. No, his success resides in the capacity to commit disastrous misconduct and malfeasance in office, and still be taken seriously by the serious people in Washington, D.C.
If only the president were sensible enough to appoint figures of the same caliber as Cheney’s choices in the Bush years – men such as Donald Rumsfeld, whose capacity to deceive the public remains unequaled a full decade after he first declared utter certainty about the whereabouts of Saddam Hussein’s huge, perilous cache of “weapons of mass destruction.”
“We know where they are. They’re in the area around Tikrit and Baghdad and east, west, south and north somewhat,” explained Rummy somewhat inanely. He also assured us that the Iraqi people would warmly welcome U.S. troops, that the war would require a commitment of no more than six months, and that we wouldn’t need to send an overwhelming force of troops to prevail.
Like his old comrade and boss Cheney, Rumsfeld remained perfectly arrogant and absolutely rigid to the end and beyond, even as all his predictions and promises proved tragically hollow. Even when he came under attack by the neoconservative propaganda apparatus, led by Weekly Standard editor William Kristol, for “glibly passing the buck” for administration failures, Rumsfeld never admitted any fault or responsibility. Leaving office in disgrace, he spent years composing a farrago of falsehoods to be published between hard covers, seeking to justify his reign of error — and topped the bestseller lists following a triumphant tour of television and radio.
Now there was a first-rate Defense Secretary. President Obama, please take note.

“With Friends Like This”: Michele Bachmann Still Has Access To Our Nation’s Top Secrets
Here are just a few of the people who have publicly condemned Rep. Michele Bachmann’s work on the House Intelligence Committee in the past year — from her own party: The GOP’s most prominent voice on foreign policy, the speaker of the House, the party’s leading 2016 presidential candidate, and the chairman of that very committee.
Then there was the epic eye roll that White House counterterrorism adviser John Brennnan, who was recently tapped to lead the CIA, delivered when asked about Bachmann. “I’m not even going to try to divine what it is that sometimes comes out of Congress,” he said with a laugh.
The rebukes followed Bachmann’s neo-McCarthyite witch hunt against Muslims in the federal government, for she feared “deep penetration” by Muslim Brotherhood agents. One suspect included Huma Abedin, a top aide to then-Secretary of State Hillary Clinton, who it turned out was not a terrorists and happened to be beloved by members of both parties.
While the witch hunt was surprising, the fact that Bachmann would use her perch on the Intelligence Committee to do something stupid was entirely predictable. This is Michele Bachmann, after all, who sees conspiracy theories everywhere and for whom the word “intelligence” is rarely used in the same sentence without the addition of a negative qualifier.
And yet, Bachmann has now officially been reappointed to her seat on the House Permanent Select Committee on Intelligence. On Friday, House Republicans released their list of committee members for the nascent 113th Congress, and Bachmann’s name is on it. The post gives her access to classified information and the power to oversee the country’s intelligence agencies, including the use of drones and efforts to thwart Iran’s nuclear program.
And if that’s not enough, two of her co-conspirators, Reps. Lynn Westmoreland and Tom Rooney, will retain their seats on the committee as well. Westmoreland and Rooney, along with Reps. Louie Gohmert and Trent Franks, signed on to Bachmann’s letters to the inspectors general of five national security agencies demanding investigations into alleged Muslim Brotherhood penetration.
(Incidentally, security breaches are not really the domain of inspectors general, who deal more with budgetary and administrative impropriety. Counter-intelligence agents would be the more appropriate choice if Bachmann were actually concerned about infiltration and not using the campaign to boost her fundraising and reelection bid.)
That means that most of Bachmann’s anti-Muslim cabal remains on the Intelligence Committee, representing a quarter of the 12 GOP members of the group. The only new member, Kansas Rep. Mike Pompeo, replaces Rep. Sue Myrick, who had one of the most notoriously anti-Muslim records in Congress before resigning last year. Pompeo may not be much better.
Why is Bachmann getting another round on a committee she probably has no business being on? We can’t know for sure, but probably because immediate domestic political concern trumps foreign policy competence every time, especially if you’re John Boehner.
In July, the National Review’s Robert Costa reported that “many senior House GOP aides were wary of elevating” Bachmann to the Intel Committee at the time of her appointment, but “Boehner assured them that it was an appropriate gesture.” After losing her presidential race, the seat was “a political lifeline” for Bachmann and it was all thanks to Boehner, Costa explained.
The uproar over the Abedin affair threatened to undo all of that, but apparently was not enough. Either Boehner is scared of taking on Bachmann and her vast grass-roots network of admirers, or he’d rather appease her and tap into that political power. Either way, he’s choosing to keep her in a position of power over national security, despite calling her views “dangerous” only a few months ago.
And it’s all the more surprising considering that Boehner had no problem culling a number of other high-profile Tea Party members from plum committee posts last month, in what became known as the “Tea Party purge.”

“American Born Terrorists Are Not Excused”: The Alternatives To Drone Strikes Are Worse
America’s drone policy makes everyone uncomfortable. The alternatives are worse. Attacking enemy combatants from the air is part of warfare. Combatants who wear civilian clothing or who operate from sanctuaries are not excused from risk. Compare drone strikes to the feckless 1998 cruise missile attack on bin Laden. Drone strikes work; that is why our opponents object to them. If the host governments are cognizant and accepting (even if this is not public), if the laws of armed conflict limiting egregious attacks on civilians are observed, drone strikes are an acceptable use of force.
The more difficult issue involves targeting belligerents who also hold American citizenship. If you think about it, every confederate killed by U.S. forces in the Civil War was an American citizen. Germans with dual citizenship, both civilians and soldiers, were killed in combat or in aerial bombings during World War II. There were probably a few citizens among Chinese forces in Korea. Killing Americans participating in hostilities in an armed conflict against the United States, while disturbing, is not automatically precluded.
Arrest and trial is the preferred approach for dealing with Americans who threaten to kill their fellow citizens. What do we do if arrest is not an option? We could wait for a moment when they can be caught, but that runs the risk that while we wait, there will be another 9/11 or a successful airline bomber. The struggles against global jihad do not fit neatly with existing rules for conflict, and a pragmatic approach that puts public safety first faces difficult choices in balancing risk and rights.
The most difficult choice involves setting bounds for the use of lethal force against Americans. The administration has three rules: A senior U.S. official must determine there is an “imminent” threat of violent attack; capture is not possible; and attacks must be consistent with the laws of war (meaning an effort to avoid collateral damage and innocent causalities). The rules could be clearer in saying targets must be combatants engaged in armed struggle, and the administration uses an elastic definition of “imminent,” but these rules are sufficient for what should be a rare and infrequent event—if drone attacks on U.S. citizens are not rare and infrequent, something is dangerously wrong. It would be better if we did not have to do this and there will be a time when these rules can be abolished, but that time is not now.

“Defending Enhanced Interrogation”: The Question Torture Apologists Can’t Answer
There may not be much point in trying to relitigate the torture question from the Bush years, but every once in a while that era’s torture apologists come back around to make their case, and there is one vital question I’ve never heard any of them answer: How do the defender’s of “enhanced interrogation” (perhaps the most vulgar euphemism since “ethnic cleansing”) define torture? I’ll explain more in a moment, but this was prompted by an op-ed in Sunday’s Washington Post about the film Zero Dark Thirty by Jose Rodriguez, a CIA officer who has defended the administration’s torture program on many occasions. Since I haven’t seen the film I can’t say anything about the way it depicts torture, but Rodriguez takes the opportunity to say this: “I was intimately involved in setting up and administering the CIA’s ‘enhanced interrogation’ program, and I left the agency in 2007 secure in the knowledge not only that our program worked — but that it was not torture.” And why aren’t the things the CIA did—which included waterboarding, sleep deprivation, and the use of “stress positions,” which are used to cause excruciating pain without leaving a mark—torture? Here’s the closest Rodriguez comes to an explanation:
Detainees were given the opportunity to cooperate. If they resisted and were believed to hold critical information, they might receive — with Washington’s approval — some of the enhanced techniques, such as being grabbed by the collar, deprived of sleep or, in rare cases, waterboarded. (The Justice Department assured us in writing at the time that these techniques did not constitute torture.) When the detainee became compliant, the techniques stopped — forever.
You see, they had a memo saying that what they were doing wasn’t torture, so there you go. And when the detainee became compliant, they stopped! It obviously can’t be torture if it ends when the subject is broken, right?
Here’s the question I’ve never heard someone like Rodriguez answer: Can you give a definition of torture that wouldn’t include waterboarding, stress positions, and sleep deprivation? I have no idea what such a definition might be, and I have to imagine that if they had any idea they would have offered one. Because here’s the definition of torture you’d think everyone could agree on: Torture is the infliction of extreme suffering for the purpose of extracting information or a confession. That’s not too hard to understand. The point is to create such agony that the subject will do anything, including give you information he’d prefer not to give you, to make the suffering stop. That’s the purpose of waterboarding, that’s the purpose of sleep deprivation (which, by the way, has been described by those subjected to it in places like the Soviet gulag to be worse than any physical pain they had ever experienced), and that’s the purpose of stress positions. The “enhanced” techniques that were used weren’t meant to trick detainees or win them over, they were meant to make them suffer until they begged for mercy.
So to repeat: If what the Bush administration did wasn’t torture, how would its apologists define the term?

“Reasonable Defense And Adaptive Security”: Yes, We Have A Defense Spending Problem
Last year, in 2012, the U.S. government spent about $841 billion on security—a figure that includes defense, intelligence, war appropriations, and foreign aid. At the same time, the government collected about $1.1 trillion in individual income taxes. (And about $2.4 trillion in revenues overall if you include payroll, corporate, estate, and excise taxes.)
In other words, about 80 cents of every dollar collected in traditional federal income taxes went for security.
That’s an astonishing statistic, and it captures the most underappreciated aspect of today’s fiscal challenges: We have a security spending problem. Such spending is significantly higher than all non-defense discretionary domestic spending.
Worse yet, almost nobody in Washington seems interested in seriously curtailing defense spending that is greater in real terms than what the U.S. spent in the Cold War—despite the fact that the U.S. will be officially at peace when we withdraw from Aghanistan next year and the U.S. faces no major global adversaries.
While the Simpson-Bowles Commission advocated over a trillion dollars in defense cuts, President Obama’s budget would only reduce spending modestly, and even that’s a hard sell on Capitol Hill. Both parties happily suspended planned defense cuts under sequestration as part of the fiscal cliff deal.
Given all this, it was great to read a new report by the Project on Defense Alternatives entitled “Reasonable Defense: A Sustainable Approach to Securing the Nation” and written by Carl Conetta. PDA has long been a leading voice for responsible defense spending. But today, with the fiscal heat on, their work is more timely and important than ever.
The new report sets the defense challenge in it’s proper context: Which is that the United States is operating in a much more competitive global economy and needs to rethink its ideas of national strength, along with its budgetary priorities:
Today, the challenge that will most affect America’s future prospects lies in the economic sphere, not the military one. In this respect the current era is distinct from the period of the Second World War and the Cold War. How America handles current fiscal challenges and reorders government priorities should reflect this fact. . . . In all areas of policy, new economic realities compel national leaders to adopt a longer view, set clearer priorities, seek new efficiencies, and attend more closely to the ratio of costs, risks, and benefits when allocating resources.
A centerpiece of the report’s strategic framework is the idea of Adaptive Security. This approach focuses:
America’s armed forces on deterring and containing current threats, while working principally by other means to reduce future conflict potentials and strengthen the foundation for cooperative action. This would move America toward a future in which threat potentials are lower and security cooperation greater. While the United States uses its military power to check real and present threats of violence, it would employ non-military instruments to impede the emergence of new threats and reduce future conflict potentials.
This strategy makes a whole lot of sense in a world where America’s real enemies, like Iran and Al-Qaeda, are quite weak while our main potential enemy, China, is very strong.
While many in the Pentagon—with their worst-case mindsets—may be inclined to maintain a military that could deal with all potential enemies, the Adaptive Security formula suggests that the U.S. focus other kinds of resources on making sure such enemies never materialize. If money were limitless, one could argue the merits of either approach. But in today’s fiscal climate, Adaptive Security is the only affordable path.
In any case, the rise of China in particular underscores how economic challenges are the biggest challenges facing the United States, as Conetta argues. If we’re really worried about being dominated by China, we should be focused on training more engineers not more fighter pilots.
Beyond its big picture contributions, “Reasonable Defense” makes many smart points about how to create a more cost-efficient defense sector and a leaner military—and reduce defense spending by a half trillion over the next decade.
Let’s hope this report gets widely read in Washington.
