“Elected Officials Have Failed To Lead On Gun Regulation”: How Many Must Die In Mass Shootings For Lawmakers To Act?
The alleged perpetrator of yet another mass shooting — this one in a Lafayette, Louisiana movie theater — had been “involuntarily committed” by his family, and reportedly had a history of domestic violence and mental illness. Why was he able to get a handgun? Because elected officials have failed to lead on gun regulation.
At a Thursday night screening of the comedy Trainwreck, the 59-year-old man from Alabama, identified as John Russell Houser, shot and killed 33-year-old Jillian Johnson and 21-year-old Mayci Breaux, and injured nine other people, seven of whom remain hospitalized.
The suspected shooter used a .40 caliber handgun and had an additional magazine, which he used to reload, firing one round to kill himself inside the theater, Lafayette police chief Jim Craft told reporters Friday.
Police found 13 shell casings in the theater, Craft said. State police and FBI agents are also investigating the shooting, according to MSNBC.
Houser was denied a pistol permit in 2006 while he was living in Alabama, the New Orleans Advocate reports. According to The Associated Press:
Court documents from 2008 say family members of the theater shooter petitioned the probate court to have him involuntarily committed “because he was a danger to himself and others.”
A judge issued the order, and John Houser was taken to a hospital in Columbus, Georgia.
The wife and other family members of [Houser] … asked for a temporary protective order in 2008 against the man.
Court documents seeking the order said John Houser, “exhibited extreme erratic behavior and has made ominous as well as disturbing statements.”
The documents said even though he lived in Phenix City, Alabama, he had come to Carroll County, Georgia, where they lived and “perpetrated various acts of family violence.”
Houser “has a history of mental health issues, i.e., manic depression and/or bi-polar disorder,” the filing said.
The filing says Houser’s wife, Kellie Maddox Houser, “has become so worried about the defendant’s volatile mental state that she has removed all guns and/or weapons from their marital residence.”
The protection order was at least temporarily granted.
Law enforcement officials have not yet reported how Houser obtained the handgun used in the theater shooting. But based on the earlier court records, it seems clear Houser should not have been in possession of a firearm.
In a BBC interview earlier this week, President Obama said “his failure to pass ‘common-sense gun safety laws’ in the U.S. is the greatest frustration of his presidency.”
“If you look at the number of Americans killed since 9/11 by terrorism, it’s less than 100. If you look at the number that have been killed by gun violence, it’s in the tens of thousands,” the president said.
So, what will it take for U.S. political leaders to pass common-sense gun regulations?
The killing of two women and wounding of nine others in a Louisiana movie theater?
Perhaps the recent shooting of four Marines at a Chattanooga, Tennessee military recruitment office, or the killing of 12 people and injuring of eight at the Washington Navy Yard in 2013?
Maybe, the racially motivated murder of nine parishioners in a Charleston, South Carolina church, including a state senator? The South Carolina legislature voted to remove the Confederate flag from the State House grounds, a symbolic act to honor those killed by a white supremacist, but gun control was never even up for debate.
How about the 2012 killing of 12 people and injuring of 58 in another movie theater, this one in Colorado? The shooter has been convicted and awaits the sentence of life imprisonment or the death penalty, but what has been done to limit future mass shootings?
Surely, the gunning down of 20 children and six adults in an elementary school (after the shooter killed his mother at their home) in Connecticut would spur elected officials to action. President Obama even visited the town and gave an emotional speech appealing for stronger gun regulations. But, no, the 24/7 news cycle, the American people, and Congress moved on.
How about shooting a United States congresswoman, Rep. Gabrielle Giffords, in the head? That shooter killed six people and injured 12 others. Giffords’ congressional colleagues were still not moved to act. She lived and has become a vocal advocate to prevent gun violence, but no longer in office, she won’t achieve reform by herself.
According to Mother Jones, more than three-quarters of the guns possessed by the killers involved in mass shootings in the United States since 1982 were obtained legally. It’s doubtful common-sense restrictions, background checks, and waiting periods would have allowed all these gun sales to go through.
Nearly 600 Americans have been killed and 500 injured in mass shootings in the last three decades, and “active shooter events have become more common in recent years,” according to The Washington Post.
A U.S. president hasn’t been shot since Ronald Reagan survived an assassination attempt in 1981. Four U.S. presidents have been assassinated while in office in our nation’s history by men with guns.
Even if the commander-in-chief was shot and killed by a person with a gun who shouldn’t have had one — in the 21st century — that would likely still not motivate officials to enact policies that decrease mass shootings by taking guns out of the hands of extremists, those with criminal histories, and those living with mental illness.
The problem is these armed killers may act alone, but they have far too much company when it comes to people with undue access to firearms. If current legislators continue to fail to protect their constituents from the dangers of gun violence, and don’t even pass laws that would limit the potential for mass shootings, then perhaps voters need to find other lawmakers who will.

“There Must Be Some Logical Explanation, Right?”: Republican Doublethink On Mass Shootings; Scott Walker Edition
Governor Scott Walker of Wisconsin, who recently joined the Republican primary carnival in an “official” way, says the government should reauthorize the Patriot Act in response to the murder of four Marines in Chattanooga, Tenn., by a 24-year-old gunman.
And he suggested that changing a policy that stops military personnel from carrying weapons in certain civilian areas would have prevented the attack. Those policies “are outdated,” Mr. Walker said on Fox News, because the United States is “at war and radical Islamic terrorism is our enemy.”
After a career criminal who had illegally entered the United States killed a San Francisco woman on July 1, Bill O’Reilly demanded that Congress pass a law that would impose mandatory sentences on people who repeatedly enter the country illegally and members of the right-wing Republican caucus in the House eagerly responded.
The idea was that such a law, along with another proposal to strip cities of federal funds if their police are not required to turn over all undocumented people to the federal government, would prevent shootings like the one in San Francisco.
This leaves me a little confused.
After any highly publicized killing – like the murders in Charleston, or Newtown, or in any number of other places — advocates of gun control call for greater restrictions on the sale and use of firearms. And people on the right, like Mr. O’Reilly and Mr. Walker, reliably respond by saying that no law could have prevented those killings.
So, which is it? Can no law stop a determined person from killing another human being? Or can laws do that? It would be inconsistent, if not hypocritical, to take both positions, so there must be some logical explanation.
Mr. Walker and the Fox host Megyn Kelly tut-tutted about the fact that President Obama did not immediately call the Chattanooga killer a Muslim terrorist. They had no idea at the time whether that was true, but the point of the exchange was to attack Mr. Obama. They used it to revive another favorite talking point – that the president did not quickly label the attack on the American diplomatic compound in Benghazi as a terrorist attack (even though he actually did).
Oddly enough – or maybe not oddly at all – Mr. Walker called the murder of nine African Americans in a Charleston church a “racist” and “evil” act, but neither he, nor any other Republican candidate or public figure that I can find called it an act of terrorism, which is precisely what it was.
Senator Lindsey Graham, another Republican presidential poser, called it “racial jihadism,” but that was mainly to deflect attention from the real motivations for the murders and toss that “jihad” word out there.
I’m sure there is a logical explanation for that, too.

“America Moving Farther Apart”: Hillary Clinton Probably Can’t Get Gun Control Passed. But She Should Talk About It, Anyway
Hillary Clinton is talking about guns, and everyone seems surprised. After all, doesn’t she know the issue is a sure loser for Democrats?
The truth is quite a bit more complicated than that — in fact, pushing for measures like expanded background checks is likely to help Clinton in the 2016 election. But if she’s going to promise to make headway on this issue, she needs to offer some plausible account of how as president she could make real progress where Barack Obama couldn’t.
Let’s address the matter of the gun issue’s political potency first. As is the case on so many issues, the Republican position is more popular when the questions are vague, while the Democratic position is more popular when the questions are specific. If you look at polling on guns, what you see is that the country is split pretty evenly on the broad question of whether gun laws should be more strict or less strict. But particular measures to regulate guns get much more support, especially universal background checks, which as many as nine out of ten Americans endorse.
At some point in this discussion, someone will always say: “But what about the NRA? They’re so powerful!” The NRA’s power is real in some ways and illusory in others, and it’s important to understand which is which. When it comes to lobbying, the NRA is indeed hugely powerful. It has the ability to stop any legislation on guns, often before it even gets written. But elections are an entirely different story. Almost all the congressional candidates who win the NRA’s supposedly coveted endorsement are Republican incumbents from conservative districts who win their elections by huge margins. When Republicans have a good election, as they did in 2014 and 2010, the NRA rushes to reporters to claim credit, saying the election proves that voters will punish any candidate who isn’t pro-gun. But when Democrats have a good election, as they did in 2012 and 2008, the NRA is strangely silent.
Gun ownership has been steadily declining since the 1970’s, and guns are more concentrated among voters that Democrats already won’t win and don’t need. For instance, according to the Pew Research Center, whites are twice as likely as Hispanics to own guns. If winning over Hispanic voters is the sine qua non of a Republican victory, advocacy for loosening gun laws isn’t exactly going to be part of a winning formula for the GOP. The person most likely to be a gun owner is a married white man from the South — in other words, probably a Republican.
When people argue that Hillary Clinton shouldn’t touch the gun issue, watch out for comparisons to how Bill Clinton did in the Electoral College, because America’s political geography is very different than it was two decades ago. For instance, I guarantee you that Senator Joe Manchin will at some point loudly advise that Clinton needs to tread carefully on guns if she’s to win his home state of West Virginia like her husband did twice. But the truth is that Clinton is probably not going to win West Virginia no matter what she does, and she doesn’t need to. Barack Obama’s two comfortable Electoral College victories were built on combining Democratic strongholds in the Northeast and West with the more liberal states in the Midwest and the fast-changing Southwest, where Hispanic votes are key. Clinton will almost certainly seek to assemble the same map — and it’s one where advocacy for the more popular gun restrictions will help her, not hurt her.
Still: if Clinton says it’s vital to enact universal background checks and other “common-sense” gun laws, she has to explain how she’s going to do it. Let’s not forget that in the wake of the horrific Newtown massacre, a bipartisan measure to expand background checks failed to overcome a Republican filibuster in the Senate, falling six votes short of the 60 it needed. If a bill that had the support of 90 percent of the public couldn’t make it past congressional Republicans just after 20 elementary school students had been murdered, how is Clinton going to convince them to vote for whatever she proposes?
But talking about gun measures in the presidential campaign could still have a practical impact, by elevating the issue and thereby making it more likely that more gun laws might be passed on the state level. And that’s where all the action has been of late: since the Newtown shooting, there have been dozens of laws passed at the state level on the subject of guns, and they tell a story of red and blue America moving farther apart.
In Red America, one state after another has passed laws to expand who can get a gun and where you can take it. Last year Georgia passed a law allowing people to take guns into churches, government buildings, and bars. “Stand your ground” laws have proliferated in Republican-run states (despite the fact that research indicates that they increase the number of homicides).
Meanwhile in Blue America, dozens of laws have been passed to rein in guns. Legislatures in states like California, Maryland, and Connecticut expanded background checks, restricted access for those with mental illness or domestic abuse convictions, and made it harder to get assault weapons. In 2014, voters in Washington state passed a ballot initiative mandating universal background checks by a wide margin.
So when we talk about the gun issue, we have to keep three things in mind. First, the kind of restrictions Clinton is proposing are hugely popular. Second, there really are two Americas when it comes to guns. And third, one of those Americas has the ability and the desire to stop any gun legislation in Congress. If Hillary Clinton has a plan to deal with that last reality, it would be interesting to hear.

“Who Owns Most Of The Guns? ‘The Base!”: Overlapping Circles Of A Hard Core Of Dangerous Folks
It’s a research finding that is startling but not really surprising (per a report from NBC’s Maggie Fox):
A new study aimed at figuring out who owns gun in the United States and why suggests that about a third of Americans have at least one.
Most are white males over the age of 55, and a “gun culture” is closely linked with ownership, the team at Columbia University reports.
The study, published in the journal Injury Prevention, is one of several trying to pin down the number of gun owners in the United States. No agency keeps statistics on gun ownership and many pro-gun activists advocate keeping gun ownership private because of fears about potential future laws that might take guns away.
Yeah, well, if you really buy into the idea that good people like us need to stockpile weapons in case we need to overthrow a tyrannical socialist regime supported by those people, then I guess you want to present a moving target, eh? But I digress. The study also even less surprisingly shows a geographical gulf in gun ownership:
[Gun ownership percentages ranged] from 5.2 percent in Delaware to 61.7 percent in Alaska,” they wrote in their report. “Gun ownership was 2.25 times greater among those reporting social gun culture than those who did not,” they added.
In the Northeast, gun ownership rates ranged from 5.8 percent in Rhode Island to 28.8 percent in Vermont.
In the Midwest, rates ranged from 19.6 percent in Ohio to 47.9 percent in North Dakota. In the South and mid-Atlantic, rates ranged from 5.2 percent in Delaware to 57.9 percent in Arkansas. And in the West, California had the lowest rate of gun ownership at 20 percent, while nearly 62 percent of Alaskans said they had a gun.
Now this rural habit of disproportionate gun ownership is often related to the opportunity for and interest in hunting, and of a “gun culture” (to use the Columbia report’s terminology) in which social life revolves around gun-related activities. Both these factors are undoubtedly important. But there is something more basic than that: isolation. The first time in my life I really thought about owning a gun was one night when I was awakened at 2:00 AM in my central Virginia home at the end of a two-mile dirt road by approaching–and then extinguished–headlights. At that moment, I wasn’t real confident in the safety offered by a baseball bat, a Bichon Frise, and police officers who were at least 30 minutes away.
On the other hand, even then I didn’t really want an assault rifle, and I would have probably regretted firing hundreds of rounds at that parked car which in the end probably contained teenagers messing around or smoking pot.
Putting aside for a moment geography or the objective advisability of owning some sort of gun for self-protection, there is something fundamentally disquieting about the fact that the Americans most likely to own guns are also the Americans most likely to embrace a political rationale for gun ownership and most likely to believe they’re getting outvoted by people who don’t share their values. Somewhere in these overlapping circles is a hard core of dangerous folks who are being told constantly by Republican politicians that they are losing or have already lost their most fundamental rights. And this is why political extremism is a bad thing even if its devotees lose most elections.

“If Not Now, When?”: Charleston Church Massacre Is Yet Another Wake-Up Call For Gun Control
This will be short. I am tired of politicians and pundits telling us after horrible gun tragedies that now is not the time to confront our “gun problem.”
Many of us remember when John F. Kennedy was murdered with a mail-order rifle; Martin Luther King Jr. was assassinated by an easily-bought Remington .30-06 rifle; and Robert F. Kennedy was killed with a cheap handgun. That was a half century ago.
We have watched as gun violence has continued to consume us as a nation. And yet, our leaders do not act; our culture does not change. The National Rifle Association and other groups, pardon the expression, have a gun to our heads.
When threats to our society confront us we act: Trans fats are banned because they have harmful health effects; smoking is prohibited on planes, in restaurants and in public places; air bags and seat belts are mandated because they save lives; billions are appropriated to combat terrorism, which is deemed a threat to our nation.
But where is the courage to embrace control of guns? Where are the common sense solutions that nearly every other civilized, developed nation has put in place? Why have we not responded to this threat, to this reality? If not now, when?
We can grieve and act at the same time. We can mourn and call for solutions to our gun problem, to our racial problem, all at the same time.
In 2013, the Congressional Research Service determined that there were 78 incidents of mass shootings over the past thirty years killing 547 people – incidents such as occurred at Columbine, Aurora, Sandy Hook, Virginia Tech and now in Charleston.
That same year, Pew Research Center reported that 37 percent of American households have guns, and that there were between 270 and 310 million guns in the United States, nearly one for every man, woman and child.
We acted in 1968 to pass gun control legislation. We acted under President Bill Clinton. But not nearly enough time, effort or courage has been exhibited by our leaders or our citizens to confront this problem.
We are terrorized by our own love affair with guns. It is long past time to get over it. It is time to recognize that acts like the Charleston massacre should change attitudes and change laws. The longer we wait, the more people will die.
