“Will ‘Trumpism’ Take Over The GOP?”: Trump Is Exploiting A Rich And Very Real Vein Of Public Sentiment
In Thursday night’s 12th GOP candidate debate, somebody pulled a plug and the candidates turned in an amazingly muted performance, with none of the high-volume insults and attacks that characterized the last get-together in Detroit. That mostly made the event a nothing-burger — unless you are really interested in hearing GOP boilerplate on Social Security privatization or Obamacare — with one important exception. With the volume turned down, the emptiness and incoherence of Donald Trump’s approach to public-policy issues becomes especially clear. He’ll make good deals and will be lethally inclined toward America’s enemies (including, for the moment, global Islam, it seems). Even on the one topic where he seemed to have a new thought — supporting the deployment of ground troops to fight ISIS — no reason was given for the change in position, other than a sort of gut feeling it would be necessary to “destroy ISIS.”
Everyone understands that Trump is exploiting a rich and very real vein of public sentiment, centered in but not limited to white working-class folk who may have voted Republican in the past but never shared the economic and foreign-policy views of the business and movement-conservative elites who run the GOP. Some optimistically view this Trump constituency as an addition to the Republican coalition; I think it’s mostly elements of the existing coalition that are threatening to leave unless the party changes. Either way, does this all go away if Trump loses or gets bored and goes back to different modes of brand promotion?
You might think so, but a certain erudite if occasionally cranky polymath and thinker, New America’s Michael Lind, believes there’s something we can call Trumpism, and it’s the future of conservative politics. Here’s how Lind boils it down in a piece on Trump as “the perfect populist” at Politico:
It remains to be seen whether Trump can win the Republican nomination, much less the White House. But whatever becomes of his candidacy, it seems likely that his campaign will prove to be just one of many episodes in the gradual replacement of Buckley-Goldwater-Reagan conservatism by something more like European national populist movements, such as the National Front in France and the United Kingdom Independence Party in Britain. Unlike Goldwater, who spearheaded an already-existing alliance consisting of National Review, Modern Age, and Young Americans for Freedom, Trump has followers but no supportive structure of policy experts and journalists. But it seems likely that some Republican experts and editors, seeking to appeal to his voters in the future, will promote a Trump-like national populist synthesis of middle-class social insurance plus immigration restriction and foreign policy realpolitik,through conventional policy papers and op-eds rather than blustering speeches and tweets.
Now, that’s a fascinating prospect, isn’t it? The entire conservative policy and messaging edifice, the product of hundreds of billions of dollars of investments and many years of development, employing God knows how many thinkers, researchers, gabbers, and writers, replaced by an infrastructure devoted to making Trumpism not just a brand or an epithet but a whole way of thinking about public life.
Where this would all come from is a mystery. The Trump campaign itself is a strange assortment of personal retainers, hired guns, and the occasional public figure reeking of brimstone after climbing aboard Trump’s bandwagon out of what appears to be sheer opportunism. When you look at a guy like Sam Clovis — the intellectually well-regarded Iowa “constitutional conservative” who abandoned Rick Perry’s sinking ship last summer and signed on with Trump as “senior policy adviser” — you see someone who’s probably winging it as much as the Donald himself. So the question abides: Does Trump represent anything larger than himself (not that he could imagine it!)? Is he the harbinger of some “national populist” movement that will kick conventional conservatism to the curb, or just (like many right-wing demagogues before him) the vehicle for the occasional rage that seizes people furious with change?
It’s hard to say. There was a similar moment in the mid-1970s when William Rusher, publisher of the conservative-movement beacon National Review, labored to create a “Producers Party” that would abandon the husk of the Republican Party to its desiccated Establishment and unite Reagan and Wallace supporters in furious opposition to the political elites of both parties and their alleged underclass clientele. Nothing much came of it, and instead Reagan supervised the capture of the GOP by Rusher’s friends and associates who remained within the party. If Trump is somehow elected president, the challenges of actual power may domesticate him and make him a real Republican. Without question, the prestige of the presidency and its vast patronage inside and outside government would stimulate the kind of interest in developing Trumpism that Michael Lind expects. If he wins the Republican nomination but then loses the general election, it’s far more likely the right will turn the whole Trump phenomenon into an object lesson about the consequences of irresponsibility and ideological laxity.
And if Trump can’t even make it to Cleveland and seize the nomination with all of the things working in his favor at present, he’ll become just another loser, and no more likely to become the founding father of a new ideology than Rick Santorum. So don’t hold your breath waiting for the development of Trumpism until and unless Trump takes the oath of office as president. But then we’d have more things to worry about than the future shape of center-right thinking, wouldn’t we?

“The GOP Owns This Phenomenon”: Donald Trump Is Merely The Symptom. The Republican Party Itself Is The Disease
We no longer have to speculate whether fascism, in Sinclair Lewis’ famous words, would come to America wrapped in the flag and carrying a cross. We already know what its beginnings look like in the form of Trump rallies, which are carrying an increasingly violent, overtly racist, authoritarian aura strongly reminiscent of the 1930s in Germany or Italy.
Those comparisons were once the province of liberal activists or traffic-seeking headline writers. No longer. The incipient racist violence has reached such a fever pitch that a Trump rally in Chicago had to be canceled entirely. It’s one thing to talk in theoretical or strictly political terms about Trump’s authoritarian behavior, his effect on the Republican Party generally or the potential feasibility of Trump’s policy proposals. But the influence of Trumpism on the country is already so obviously toxic and dangerous that it must be called out and mitigated before people start getting seriously hurt or killed.
That’s just the basic decency aspect. Politically, the Republican Party knows that it has to do something to separate itself from the wildfire of racially charged violence or else lose the votes of every minority constituency for a generation. It’s not just for temporary personal advantage that the other GOP presidential candidates are calling on Trump to act to mitigate the rabid passions of his flock. Those who still have careers to make in Republican politics know that this a point of no return for the entire party and every connected to it.
But try as they might, they will not be able to escape from Trumpism. Even if the Republican establishment does somehow manage to subdue Trump, another will likely come to take his place later on. The genie is out of the bottle, and hucksters of all kinds now realize that the populist GOP base can easily be cleaved from its corporatist handlers with enough brash promises of independence and open bigotry under the guise of truth-telling.
That’s not the fault of Donald Trump. It’s the fault of the GOP itself, for three main reasons.
First, the Republican Party abandoned the notion of shared truths and shared reality. They set up an alternative media empire and convinced their voters that every set of authorities from journalists to scientists were eggheaded liberals not to be trusted. They peddled conspiracy theories and contrafactual dogmas of all stripes–from the notion that climate scientists were all lying about global warming in order to get more grant money, to the notion that tax cuts for the rich grow the economy and pay for themselves. Their base became convinced that no one could be trusted except for the loudest and angriest voices who told them exactly what they wanted to hear. Fox News, talk radio and the Drudge Report became the only trusted media sources. But at a certain point those outlets stopped becoming the media arm of the Republican Party; instead, the Republican Party became the legislative arm of those media outlets. It should come as no surprise that when the Republican establishment seemed unable to deliver on its promises to their voters, conspiracy theory peddlers new and old from Breitbart to Drudge would turn on the establishment and convince the GOP masses that Fox News was the new CNN, just another liberal arm of the media not to be trusted.
Second is, of course, the Southern Strategy of exploiting racial resentment. That worked just fine for Republicans while whites were the dominant majority under no particular threat. It was a great way to win elections in much of the country while discounting voters who couldn’t do them much damage. As long as the rhetoric remained, in Lee Atwater’s words, “abstract” enough, the tensions created wouldn’t boil over into anything much more damaging than the slow, quiet destruction of generations of minority communities via legislatively enforced instituional racism. But as whites have become a smaller and smaller part of the electorate, that Southern Strategy has not only cost the GOP elections by throwing away the minority vote; it has also heightened the fears and tensions of the formerly dominant white voters it courts. What was once quiet and comfortable racism has become a loud and violent cry of angst. That, again, isn’t Donald Trump’s fault. It’s the Republican Party’s.
Third and most important is the effect of conservative economics. For decades laissez-faire objectivism has hurt mostly the poorest and least educated communities in America. Due mostly to institutional racism, those have tended in the past to be communities of color. The deregulated economy simply didn’t need their labor so it tossed them aside, leaving squalor and a host of social problems in its wake. This was convenient for those peddling racist theories, as it laid the blame for drug and family problems in those communities directly on the individuals involved–and by extension on their racial background.
But now a combination of globalization and automation, buoyed by intentional deregulatory corporatist policies, have rendered large swaths of white America also useless to the capitalist economic machine. And lo and behold, drug use, suicide and other social problems have followed in tow. Huge numbers of white Americans now find themselves trapped in a cycle of poverty and despair once reserved for the minorities they despised, without even the psychic wage of perceived racial superiority to maintain their dignity. That, too, is a recipe for violent tension.
Don’t blame Donald Trump for any of this. He’s merely the symptom, not the disease. The Republican Party owns this phenomenon. Its media, economic and political strategies guaranteed Donald Trump’s rise. And they guarantee that regardless of Trump’s electoral success or failure, Trumpism will continue to dominate among their voters.

“The Tragedy Of Marco Rubio — And The Republican Party”: The Entire Story Of This Period In The History Of The GOP
Marco Rubio’s campaign for president isn’t dead yet, but it’s awfully close. In last night’s primaries he didn’t just do poorly — coming in a distant third place in Idaho and Hawaii, and an even worse fourth place in Michigan and Mississippi — he also failed to win a single delegate in any of the four states.
Today, Carly Fiorina endorsed Ted Cruz, making it sound as if there is no other alternative choice if Donald Trump is to be beaten. Rubio’s odds of becoming president in 2016 are now about the same as the odds I have of replacing Steph Curry in the Golden State Warriors’ starting lineup. Could it happen? Technically, yes; there’s certainly no law against it. But it’s unlikely.
Rubio’s fall is more than just the story of a promising politician who failed to do as well as he (and many others) hoped. In fact, it’s the entire story of this period in the history of the Republican Party, distilled down to a single politician.
It might be hard to remember now, at a time when so many of those in the Republican establishment support Rubio, but when he first got elected to the Senate in 2010, he was a rebel and a Tea Party darling. He took on then-governor Charlie Crist in the Republican primary for a Senate seat from Florida, moving so far ahead of him in the polls that Crist dropped out and became an independent. When he got to the Senate, that establishment embraced him — just as they embraced the Tea Party as a whole, choosing to feed the beast and make it even more vicious, not realizing that one day it would turn on them.
The GOP saw its future in Rubio. Young, smart, articulate, Hispanic, he was a new kind of Republican who could sell conservatism to a changing America. The buzz around Rubio intensified after the party lost another election behind another rich older white guy in 2012. At the beginning of 2013, Time magazine put him on its cover over the headline “The Republican Savior.” The accompanying article is extraordinary to read, given where Rubio is today. Here’s an excerpt:
Now, just two years after he arrived in Washington, the charismatic conservative often hailed as the Tea Party’s answer to Barack Obama has emerged as the most influential voice in the national debate over immigration reform. He’s also the key player in his party’s efforts to make up to Hispanic voters after a disastrous 2012 campaign featuring Republican candidates who proposed electric fences and alligators along the southern border, as well as Mitt Romney’s suggestion of “self-deportation” for the nation’s 11 million undocumented immigrants. GOP leaders know they have a demographic problem. They hope Rubio can help provide the solution, which is why they’ve chosen him to deliver the response to Obama’s State of the Union address on Feb. 12 — in English and Spanish.
Party leaders agreed that unless Congress passed comprehensive immigration reform, they could never convince Hispanics of their good faith. For Rubio, being part of the “Gang of 8″ was an opportunity to show he could be a real legislator and accomplish something important for the country and his party. That summer, the group passed its bill through the Senate, then sent it to the House, where it died.
And what was supposed to be a triumph for Rubio turned into a nightmare. Conservative talk radio declared him a traitor — both for advocating comprehensive reform that included a path to citizenship (albeit a long one) for undocumented immigrants, and for the very fact of working with Democrats on something, and he was all but excommunicated from the Tea Party. Both he and the GOP establishment realized that what was good for the party as a whole wasn’t necessarily what individual elected officials (particularly in the House) wanted or could tolerate. And they came to appreciate the full measure of the base’s anger at immigrants. It turned out that rank-and-file Republicans not only didn’t want comprehensive reform, they wanted just the opposite: build walls, crack down, throw the foreigners out. Forget about “reaching out” to minority groups — this party is whiter than ever.
So when Rubio decided to run for president, he made contempt for President Obama one of the themes of his campaign. Everywhere he went, he talked about Obama’s villainy. In every debate, Rubio would answer any question by immediately launching a blistering criticism of Obama, whether the question had anything to do with him or not. That “robotic” moment where he kept repeating himself even after Chris Christie mocked him for repeating himself? The message he was trying to communicate (“Barack Obama knows exactly what he’s doing”) was that Obama isn’t just a failure but is intentionally destroying the country.
Yet just mimicking the rhetoric of talk radio wasn’t enough — for Rubio, or for the party itself. He couldn’t escape his brief heresy on “amnesty.” No matter how he tried, he couldn’t be anti-establishment enough. And no argument about how good he looks on paper as a general election candidate would sway voters who want the primaries to be a primal scream of rage against not just Washington and not just Obama but against the Republican Party itself.
Whatever his talents, the party’s golden boy can’t be the vehicle for that rage. Rubio may have many more endorsements than any other candidate — 5 governors, 14 senators, and 48 members of the House — but that probably hurt him as much as helped him, by reinforcing the idea that he’s the one the party leaders want. In the end, the candidate who worked so hard to present himself as serious and knowledgeable was reduced to making fun of the size of another candidate’s hands. Like the party as a whole, he had no idea how to handle Donald Trump, and nothing he tried seemed to work.
To be clear, Republican voters don’t dislike Rubio. In fact, he still gets higher approval ratings than Ted Cruz and Donald Trump, both of whom are crushing him at the ballot box (see here or here). He’s just not what those voters want right now. He probably would be the most formidable general election candidate. But Republican voters don’t seem to care. If the price of expressing their anger is that the Republican nominee loses in November, they seem okay with that. So as the party gets torn to pieces, the young man in a hurry who was supposed to be its savior is just one more casualty.

“Making Up Traditions That Don’t Actually Exist”: GOP Tries To Make Up Supreme Court ‘Tradition’ That Doesn’t Exist
Marco Rubio, like most Senate Republicans, intends to maintain a blockade against any Supreme Court nominee put forward by President Obama, regardless of the person’s qualifications. He even has a talking point he’s eager to share.
Yesterday, CNN’s Jake Tapper noted, for example, that Justice Anthony Kennedy was confirmed in President Reagan’s final year in office, but Rubio replied that doesn’t count because the nomination was made a couple of months prior. The senator added:
“This is a tradition that both parties have lived by for over 80 years where in the last year, if there was a vacancy in the last year of a lame duck president, you don’t move forward.”
Rubio isn’t the only one using the word “tradition” this way. Sen. Lisa Murkowski (R-Alaska) said on social media yesterday that President Obama should “follow a tradition embraced by both parties and allow his successor to select the next Supreme Court justice.”
I’m not unsympathetic to the idea that traditions matter in the political process. In fact, I made just such a case earlier this week, exploring the consequences of congressional Republicans abandoning traditional norms that have helped make governing possible for generations.
But now seems like a good time to add some clarity to the matter. Honoring traditions is one thing; making up traditions that don’t actually exist is something else.
Look at that Rubio quote again: “This is a tradition that both parties have lived by for over 80 years where in the last year, if there was a vacancy in the last year of a lame duck president, you don’t move forward.”
Now, I have no idea if Rubio is confused, uninformed, or trying to deceive the public. I do know, however, that his talking point doesn’t make any sense.
There is no such “tradition.” In order for something to become “traditional,” it has to happen routinely over the course of many years, and in this case, the number of instances in which both parties have agreed to leave a seat on the Supreme Court vacant for a year, waiting for an upcoming presidential election to come and go, is zero.
Or put another way, if Rubio and Murkowski want to compile a list of all the examples that help establish this tradition – instances in which Supreme Court vacancies went unfilled because it was a presidential election year – I’d find that incredibly useful.
But I have a hunch such a list won’t appear anytime soon. That’s because plenty of presidents have nominated justices in election years – and those nominees have generally been confirmed.
One might even say the American tradition holds that presidents do their jobs when there’s a vacancy (choosing a nominee), which leads senators do their jobs (consider that nominee for the bench).
It’s one thing to make up “rules” that don’t exist. But to characterize an event that hasn’t occurred as a bipartisan “tradition” is to take partisan propaganda to unhealthy levels.

“The Unprecedented ‘Precedent'”: What Kind Of Dictator Must Obama Be To Oppose 80 Years Of “Standard Practice”?
How can you tell the seemingly unanimous position of the Republican Party that President Barack Obama should not be permitted to select the late Supreme Court Justice Antonin Scalia’s successor is motivated by something other than apolitical concern for the republic? You can start by looking at the ways that their main talking point – that such an election-year nomination hasn’t been confirmed in 80 years – is both factually incorrect and more broadly intellectually dishonest and a novel reinterpretation of “precedent.”
Eighty years has become a truly magical number in the day since Scalia shuffled off this mortal coil. “The fact of the matter is that it’s been standard practice over the last 80 years to not confirm Supreme Court nominees during a presidential election year,” Republican Senate Judiciary chair Chuck Grassley said. Standard practice! What kind of dictator must Obama be to oppose 80 years of standard practice? “It has been over 80 years since a lame duck president has appointed a Supreme Court justice,” Florida Sen. Marco Rubio said in the Republican presidential debate Saturday night; “We have 80 years of precedent of not confirming Supreme Court justices in an election year,” Texas Sen. Ted Cruz echoed.
Flim-flam and jiggery-pokery.
Just as a factual matter, as has been widely noted, Reagan nominee Anthony Kennedy was (unanimously) confirmed to the court in February 1988 – not only an election year but a year in which Reagan was term-limited and could not run again. So just right off, the talking point is wrong. (Grassley, by the way, broke with his own self-professed “standard practice” and voted to confirm Kennedy.)
But! But! But Kennedy was nominated in 1987, so he doesn’t count, right? When was the last time in history that a president nominated someone for the court in an election year and the Senate confirmed them? That would be Franklin Roosevelt nominating Frank Murphy, then the attorney general, on Jan. 4, 1940, and the Senate confirming him 12 days later. So that was 76 years ago, which is still less than the enchanted “80” benchmark.
So where does the 80-year figure come from? So far as I can tell – through a cursory bit of Googling – it originated with a National Review post from Ed Whelan at 5:32 p.m. yesterday, some minutes after the news of Scalia’s untimely demise started to spread around the country. Points to Whelan for quick research but note how he phrased his item: “It’s been more than 80 years since a Supreme Court justice was confirmed in an election year to a vacancy that arose that year, and there has never been an election-year confirmation that would so dramatically alter the ideological composition of the Court.” He was referring to Benjamin Cardozo, “confirmed in March 1932 to a vacancy that arose in January 1932,” 84 years ago.
Note the rhetorical evolution from Whelan’s careful phrasing (“… in an election year to a vacancy that arose that year”) to the more widely promulgated talking point as expressed by, say, Grassley (“standard practice over the last 80 years to not confirm Supreme Court nominees during an election year,” period) or Cruz (“80 years of precedent of not confirming Supreme Court justices in an election year”).
Details, details, right? Do they matter? Well, yes, they do. Cruz, Grassley and anyone who repeats the assertion that there’s 80 years of precedent against confirming nominees in an election year is, in fact, wrong.
And the difference is important for a couple of reasons: First, imprecision reflects the questionable logic of the alleged precedent: that Obama’s “lame duck” status – lame duck traditionally means that his successor has been chosen, not that at some point in the future he’ll definitely be out of office – should deprive him and relieve senators of their constitutional duty. How better to justify this notion than by invoking tradition. But this is not a tradition of nonconfirmation in an election year (Kennedy was confirmed) or of presidents not nominating in an election year (Lyndon Johnson nominated Abe Fortas and Homer Thornberry in 1968) or of only confirming in an election year if the nomination came in the previous year (Murphy), but of not confirming in an election year when the vacancy occurred in that year.
That’s a much narrower standard than is being broadly bandied about. But it has to be or else the 80-year “standard practice” becomes less impressive: 76 years, or 48 years or 26 years.
The beauty of 80 years is that it sounds like an awfully big number – saying that the GOP is merely abiding by the “standard practice” of 80 years makes it sound routine, as if this is something that’s come up time and again over eight decades and is a settled matter. But since Cardozo was confirmed this narrowly drawn set of circumstances has arisen … once. Once! One instance in eight decades does not “standard practice” make.
Neither does it make 80 years of precedent. In fact it’s the opposite of precedent: The fact that 84 years ago Cardozo was nominated and confirmed to an opening that arose in an election year is actually precedent for – wait for it – considering an Obama nominee.
So if not respect for venerated precedent, what is going on here? Simple: The GOP neither wants to put another Obama nominee on the court nor allow its ideological balance to tip – especially when there’s a nontrivial chance that a year from now they’ll be able to replace Scalia with someone of like philosophy.
Does anyone think that if Scalia had died in December – before the election year – that the GOP reaction would be at all different? Or that in an alternate reality Senate Majority Leader Mitch McConnell is telling President Mitt Romney that a Supreme Court nomination won’t be considered because he’s in the last year of his term?
The party is putting governing on hold in the name of political calculation. Republicans should own up to it and drop both the “80-year” talking point and the larger pretense of principle.
