“Give Up, Evangelicals”: The Republican Party Isn’t Going To Help You
Evangelicals are not thrilled about a third coming of Bush. Concerned that former Florida Governor Jeb Bush will receive the GOP nomination thanks to his credit with the party establishment, Evangelical leaders around the country are in talks “to coalesce their support behind a single social-conservative contender,” The New York Times’ Trip Gabriel reports. Evangelicals do not believe that Bush “would fight for the issues they care most about: opposing same-sex marriage, holding the line on an immigration overhaul and rolling back abortion rights,” and fear that another bruising round of Republican primaries could lose the GOP the presidential race by failing to unite the party’s base.
Evangelicals have good reason to be worried. Despite Evangelicals’ willingness to throw their support behind establishment candidates—they enthusiastically voted for Mitt Romney and John McCain—the United States seems to resemble the Evangelical vision less and less. Since the mobilization of the Christian right as a useful voting bloc back in the 1980s, Evangelicals have enjoyed careful courtship from the Republican establishment, as evident in Senator Ted Cruz’s mating dance with right-wing Christians at his Liberty University announcement speech on Monday. But despite being Republicans’ “biggest, most reliable voting bloc,” in the words of Republican National Committee faith engagement director Chad Connelly, Evangelicals appear to have received relatively little from their arrangement with the GOP.
Next month, the Supreme Court will tackle same sex marriage, and all signs indicate that the justices will legalize same sex marriage nationally. The last bastion of hope for Evangelicals in such a circumstance would be religious freedom legislation like the bill recently signed into law by Indiana Governor Mike Pence, which would allow, inter alia, Christian businesses to refuse service to gay customers. These laws represent a kind of retreat from calls for gay-marriage bans, a shield of isolation around small enclaves of Evangelical sentiment that were ultimately incapable of winning the larger political fight. Likewise, despite the willingness of GOP candidates to speak to Evangelical concerns about abortion—29 percent of Evangelicals consider it a “critical issue” for our country—Roe v. Wade has not been overturned, and abortion is not illegal in a single American state. Instead, states have taken to fiddling with regulations relating to waiting periods, counseling, invasive ultrasounds, and parental notification in order to construct makeshift de-facto bans. Pornography, despite the best efforts of Evangelicals over several decades, is not banned. Evolution, too, persists in public schools, along with sex-ed; indeed, the only broadly Evangelical-backed political project that seems to have a prayer at the moment is comprehensive immigration reform, the success of which will largely depend upon keeping people like Ted Cruz out of office.
Some Republicans, like former Fox News host Mike Huckabee, are upfront about the fact that Evangelicals have been taken for a ride by the GOP. “They’re treated like a cheap date,” Huckabee told Politico during a 2013 interview, “always good for the last-minute prom date, never good enough to marry.” Evangelicals are always game to hit the polls, in other words, when the GOP needs to pull out a win: but that doesn’t necessarily mean Republicans will be invested in pushing Evangelical issues once they get into office, or that they’d have any success if they tried.
Faced with the inability of their alliance with the Republican Party to produce much more than militarism and deregulation, neither of specific moral interest to Evangelicals, the Evangelical polity itself has begun to split, with some clinging to the triumphalist rhetoric of the past, in which America was a Christian nation and Christianity was an American religion, while others have moved on to lobbying for cells of legal protection from the country’s rapidly shifting moral landscape. For this reason, Religion Dispatches’ Sarah Posner notes, most Evangelicals would “rather hear the candidates talk about religious freedom, not offer overwrought displays of piety blended with patriotism.”
If Jeb Bush is interested in capturing the Evangelical vote, he could promise to push for laws that protect religiously motivated employers from legal censure should they choose to refuse business to LGBT clients. The fact that these laws have been a struggle even at the state level (Arizona governor Jan Brewer, no fan of same sex marriage, still vetoed such a measure last February, while Utah’s Republican-controlled legislature settled on a compromise earlier this month) suggests that they would be even more of a headache at the national level. But if history has revealed anything about the relationship between Evangelicals and their Republican allies, it’s that the promises made and positions telegraphed during campaigns don’t have to be kept.
Still, it seems that the rift between establishment Republicans and Evangelicals will be injurious to the GOP in the long term. As time passes, leveraging the necessary political force to reverse many of the decisions that most rankle the Christian right, including Roe and same-sex marriage, will become even more challenging, making it less likely that an Evangelical favorite could do much to roll these policies back even if elected. And, as failures on that front continue, Evangelicals will likely keep seeking out alternative candidates to rally around, further fracturing a GOP base already tugged in strange directions by the Tea Party. Any Evangelical darling (Huckabee, for example) would likely turn out unelectable in a national election, meaning that Evangelical success will add up to an easy win for Democrats, and another round of disappointments for the Evangelicals themselves. In short, the romantic alliance that was sold to Evangelicals when the Moral Majority helped deliver Ronald Reagan to the White House appears finally to have unraveled altogether.
Which ultimately might be an improvement for Christian politics. As Kevin Kruse notes in his forthcoming book One Nation Under God: How Corporate America Invented Christian America, the alliance between Christian voters and politicians on the right was largely a calculated product born of plush industrialist funding and the handy rhetoric of the McCarthy era. But with the threat of Soviet aggression dissolved and the political promise of the Republican-Evangelical coalition played out, perhaps Evangelicals will be able to look beyond a frustrating alliance in which their interests were always low priority. The faith and family left, as the Pew Foundation has termed it, awaits their support.

“Obamacare Opponents Still Await The Apocalypse”: Opponents Are As Wrong About Obamacare As Reagan Was About Medicare
A while back, progressive activists and politicians pushed for legislation to provide health insurance for a cohort of Americans who could not easily pay for their doctors’ visits and medications. Predictably, that effort was met with fierce resistance from conservatives, who didn’t seem concerned about those less-fortunate citizens who couldn’t afford medical care.
Conservatives denounced the plan as “socialized medicine” or a “communist takeover” of the American health care system. One notable conservative was especially alarmist, declaring that if the proposal passed Congress, “… you and I are going to spend our sunset years telling our children, and our children’s children, what it once was like in America when men were free.”
No, that hysterical tirade didn’t come in response to the Affordable Care Act. Those words were spoken in 1961 by Ronald Reagan, who was crisscrossing the country to campaign against the adoption of Medicare. Yes, Medicare, which Congress passed in 1965 and is widely considered a resounding success.
Fast-forward a few decades. The same alarms were sounded more recently, as progressive activists and politicians pushed for legislation to provide inexpensive health insurance for those who couldn’t afford it. Actually, the denunciations of the Patient Protection and Affordable Care Act, usually called “Obamacare,” may have been even more hysterical.
As the law neared passage, I watched angry crowds gather near the White House — many holding vicious, racially charged signs lambasting the president — to chant about “socialism” and “communism.” Strangely, the most vehement criticisms came from Americans 65 and older, the very cohort that benefits from Medicare.
President Obama signed the Affordable Care Act in March 2010, so it has been the law of the land for five years. Given that, it’s possible to make a reasoned assessment of its strengths and weaknesses.
First off, let’s note that there has been no “socialist takeover” of American medicine. Obamacare uses private health insurance providers; the law merely sets requirements for health insurance plans and issues subsidies to patients who cannot afford to purchase policies.
As you might expect, the number of Americans with health insurance — and, therefore, with access to preventive medical care — has increased in the last five years. Before the law went into effect, there were 48 million uninsured Americans. Now, with 16 million people having signed up for Obamacare, that number has been cut by a third.
Furthermore, health insurance companies are no longer allowed to deny coverage to patients who are already sick or to set a “lifetime cap” on the amount of money a company will pay for medical care. Adult children, who might be in college or working at low-paying jobs without benefits, can stay on their parents’ policies until they are 26.
The Affordable Care Act may also have decreased the rate at which health care costs were escalating. Five years ago, medical care costs were skyrocketing, well beyond the rate of general inflation. Now, those costs are still going up — but at the lowest rate in 50 years. While economists aren’t certain that Obamacare’s cost-containment measures are responsible, many of them give the law credit.
To be sure, the Affordable Care Act has been no panacea. There are still 32 million Americans without health insurance. And, despite the president’s early pledge that people already insured could retain their policies, a tiny but vocal group lost their insurance because Obamacare deemed those policies inadequate. Many in that group ended up paying more for insurance, hardly a happy outcome.
But the worst failings of the Affordable Care Act are beyond its supporters’ control. Because of persistent, irrational Republican opposition, more than 20 states have refused to expand Medicaid — even though the feds would pay the lion’s share of costs. That means that millions of working-class Americans are not getting the health care they need. Furthermore, Obamacare’s unrelenting antagonists have mounted yet another challenge to the law before the U.S. Supreme Court.
It’s hard to fathom. The Affordable Care Act has failed to produce the apocalypse (remember “death panels”?) its fiercest critics predicted; instead, it has given millions of people access to decent health care. Its opponents are as wrong about Obamacare as Ronald Reagan was about Medicare.

“Can’t Stop, Won’t Stop”: GOP Will Never Stop Coming For Obamacare
Obamacare turned 5 on Monday, a birthday achieved despite sustained and repeated efforts to smother the law in its cradle.
The law has taken some hits, including a 2012 Supreme Court decision that buckled the knees of the bill’s backers but seemed to make the Affordable Care Act the settled law of the land.
Now the Supreme Court has again taken up another challenge to the law.
King v. Burwell hinges on whether or not four words buried deep in the text of the law contain the seeds of Obamacare’s destruction by eliminating tax subsidies for people living in states that declined to set up their own insurance exchanges.
But even if they lose again at the court, conservatives say that they will continue to try to undo the law through the courts.
Michael Cannon, a health-policy expert at the Cato Institute, said the most promising challenge to the ACA comes from the state of Maine, which, after the Roberts court ruled in 2012 that the federal government was limited in how much it could compel states to expand Medicaid, sued to roll back its existing Medicaid coverage.
Last year, a federal appeals court ruled against the state, but Gov. Paul LePage has appealed to the Supreme Court, even as Maine’s attorney general has refused to represent the state in its challenge of the law.
Other remaining challenges include Sissel v. U.S. Department of Health and Human Services, which argues the ACA is unconstitutional because it violated the Constitution’s origination clause that states spending bills must originate in the House, not the Senate.
“They are both kind of long shots,” acknowledged Cannon, noting that “the Supreme Court has never struck anything down on origination grounds” and that the House likely lacks standing in its lawsuit against the administration.
If the administration loses King v. Burwell, most health-policy experts predict that it will create a “death spiral” as low-income beneficiaries lose their subsidies in states that did not set up their own exchanges, and insurers are forced to raise rates. But conservatives say they will not delay in kneeing the law into the grave by filing lawsuits in states that set up their own exchanges.
Because many states rushed to do so, conservatives say they expect that governors and their health departments may have violated their state constitutions, and so even residents of those states that believed they were immune from the Burwell decision could face a loss of subsidies as well.
If the Supreme Court decides in favor of the government in King, conservative legal scholars said that what they decide to do in the future to tear down the law depends upon precisely the way in which the judgment is rendered. Halbig v. Burwell mirrors the King case in many respects, but other cases could still go forward, in particular one in Indiana in which several dozen school districts have argued that the employer mandate to provide health insurance puts too much of a burden on state and local governments.
Smaller challenges to the law, meanwhile, continue to mount. Little Sisters of the Poor sued to exempt themselves from the contraceptive mandate. If successful, the suit would allow more organizations to opt out than the Hobby Lobby decision did.
Another challenge, brought by the Goldwater Institute of Arizona, takes aim at the Independent Payment Advisory Board, which was designed to permit the Executive Branch to limit Medicare payments. Even some of the law’s liberal supporters, like former Vermont Gov. Howard Dean, have said that the board should be eliminated or rethought.
Meanwhile, conservative legal scholars say they continue to pore over the text of the law in the hopes that they will find some other legal weaknesses that were not readily apparent. The King case, after all, hinges on four words in the text that were discovered by a legal scholar months after the law was passed.
“This law is so complicated that even those who have read it don’t understand the depths of it,” said John R. Graham, a senior fellow at the conservative National Center for Policy Analysis. “Every time we look at it, we find something else to take to a judge.”
And such lawsuits, he added, help galvanize opposition to the bill years after it has passed.
“They keep the energy up, keep Obamacare on the front pages, keep hope alive.”
Which is necessary, because many conservatives still hope that the law will collapse under its own weight.
“They have really reached the limit of sign-ups. Enrollment is flattening as people see more and more how expensive the coverage is, how high the deductibles are, all the hoops they have to jump through, and they realize it is just not very attractive insurance,” said Grace-Marie Turner of the Galen Institute. She said that many states would be able to opt out of some of the law’s provisions in 2017, and find their own alternatives.
“There is going to be huge momentum going forward to make changes to this law,” Turner said. “I could go on forever about how damaging this law has been to people’s lives. It has to be changed.”

“Gimmicky Nature Of The Contingency Fund”: The Intra-GOP Budget Fight Grows Toxic Ahead Of Schedule
At the beginning of a week where action was scheduled to begin on a FY 2016 congressional budget resolution, it looked like Republicans were on the brink of a big split between fiscal hawks in the House who wanted to maintain caps on defense spending negotiated with the Obama administration and/or to require specific cuts in domestic spending to offset adjustments, and defense hawks in the Senate who wanted above all to blow up the defense caps forever and blast them to hell as a first step towards a 1980s-style defense buildup.
Those intra-Republican dynamics remain in place, but the fight has broken out much earlier than expected, in the House itself, and in fact in the House Budget Committee, where Paul Ryan’s successor as chairman, Tom Price of GA, can’t seem to get the votes to report a budget resolution. The Hill‘s Vicki Needham has the arcane story:
Negotiations to resolve a dispute over defense spending blew up Wednesday night in the House Budget Committee, as the panel came up short of approving a nearly $3.8 trillion Republican blueprint.
Budget Chairman Tom Price (R-Ga.) saw the chances of pushing through an amendment to boost defense spending without offsets fade quickly in the waning hours of a markup of the GOP’s budget proposal, in the latest misstep for House Republicans.
Without a resolution, the Budget panel packed up for the night with Price saying the committee may reconvene Thursday, after even House Majority Leader Kevin McCarthy (R-Calif.) wasn’t able to break the impasse.
House leadership had tested the waters for an amendment from Rep. Todd Rokita (R-Ind.) — which would bump up funding to $96 billion for an emergency account earmarked for overseas conflicts without a pay-for — in an effort to attract reluctant defense hawks.
Majority Whip Steve Scalise (R-La.) and his chief deputy, Rep. Patrick McHenry (R-N.C.), started reaching out to GOP Budget Committee members about whether a proposal to appease defense hawks could pass the panel even before Price kicked off his budget mark-up, according to aides.
Basically, Republicans anticipated trouble on the floor passing a budget resolution that already included a big chunk of change for an off-budget “contingency fund,” and tried to get an extra $20 billion thrown in to placate the defense hawks, but fiscal hawks on the committee–including that highly symbolic freshman, Rep. Dave Brat of VA, the man who slew Eric Cantor–said no.
Meanwhile, outside the hothouse–yes, pun intended–of the lower chamber, defense hawks were already complaining about the gimmicky nature of the contingency fund and are demanding a straight-up major boost in defense spending. Neocon WaPo blogger Jennifer Rubin was shrieking yesterday that the initial House budget resolution represented a “political betrayal” and a “disaster for national security.”
Trouble is, it’s not easy to find a way to accommodate still more defense spending in a budget that already (a) has the aforementioned phony-baloney “contingency fund,” (b) achieves its “balanced budget” targets only via “dynamic scoring” BS and by assuming revenues from implementation of Obamacare even as it proposes to abolish it, (c) proposes partially privatizing Medicare and dumping Medicaid on the states, and (d) stipulates vast but unspecified additional “entitlement” savings outside Social Security and health care.
There’s just no obvious way out of the budgetary math problems the GOP has invented for itself. If Republicans cannot come up with a consensus budget agreement, we’ll have another high-profile example of that party’s inability to govern, and there will also be no way to proceed with the plan to pass a reconciliation bill to repeal Obamacare to show “the base” what Republicans will be able to do once the hated incumbent has left office.
Expect the gimmickry to reach new heights.

“Hijacked By The Hardliners”: Threatening To Gum Up The Confirmation Of Loretta Lynch Is Just The Latest GOP Tantrum
On Sunday, Senate Majority Leader Mitch McConnell declared he really, really likes having Eric Holder as attorney general. He essentially told CNN that unless Democrats concede to anti-abortion language Republicans snuck into a human trafficking bill, the nomination of Loretta Lynch to succeed Holder would not move forward.
First of all, whether Republicans accept it or not, abortion is a legal, constitutionally-guaranteed medical procedure in this country, for sex trafficking victims or anyone else. And second, this is indicative of the hostage politics we’ve come to expect from a party that refuses to govern. There is no issue, no matter how humane, and no funding need, no matter how dire, that cannot be hijacked by the ideological hardliners in the Republican Party.
We could have had immigration reform a year ago, without the threat of a Department of Homeland Security shutdown, if Speaker of the House John Boehner had told the bigots in his own caucus to take a hike and held a vote on a common-decency bill that would have passed. Republicans did shut down the government and harmed Colorado’s flood recovery efforts thanks to tea party intransigence on the Affordable Care Act. And we came to the brink of ladyparts shutting the whole thing down in 2011 thanks to Republican opposition to Planned Parenthood funding for health care screenings and services.
And no, it’s not “both sides.” I will cheerfully provide a swift wedgie to the next smug pundit who tries to blame Democrats for Republican failure to act like adults. President Barack Obama waited a year and a half for Boehner to move on immigration reform, and Boehner decided to abdicate his leadership to Iowa Rep. Steve King, who has accused undocumented immigrants of being a bunch of drug dealers with “calves the size of cantaloupes.”
Meanwhile, the Denver Post editorial board (or more accurately, publisher Dean Singleton’s ire at former Sen. Mark Udall) continues to rack up bonus points with the most credibility-damaging, fatuous endorsement of 2014, Republican Sen. Cory Gardner. The editorial actually claimed electing Gardner would “usher in a new era of bipartisanship”, that the Senate wouldn’t follow the House’s infantile, truculent lead and it would actually be “more productive.”
How’s that working out for you, Denver Post editorial board? Because Gardner didn’t get the memo.
He was one of the 47 Republicans to “pull a Dennis Rodman” and decide to communicate directly with a foreign government in order to undercut Obama. Given the backlash, Rodman’s North Korea visit may have been more effective and less comical, but this remains yet another example of Republican ineptitude. As conservative Michael Gerson put it, “This was a foreign policy maneuver, in the middle of a high-stakes negotiation, with all the gravity and deliberation of a blog posting. In timing, tone and substance, it raises questions about the Republican majority’s capacity to govern.”
Gerson’s right, and it’s only going to get better from here. According to Talking Points Memo , there are five more policy “cliffs” awaiting Congress, including the debt ceiling, funding for the Child Health Insurance Program and the end of overall funding for the federal government on Sept. 30. Obama has so far managed to outmaneuver these fools, but at some point voters need to stop rewarding failure by electing a party that is utterly incompetent at the basic functions of government.
