“The Tinker Bell School Of Foreign Policy”: The GOP Presidential Field’s Dangerous Fantasy On Iraq And Syria
Last week, Jeb Bush told an audience in California, “It is strength, and will, and clarity of purpose that make all the difference.” This is the Tinker Bell school of foreign policy that has spread over most of the Republican presidential field. Clap if you believe in a stable Middle East where Syria is rid of ISIS, Al Nusra, Syrian President Bashar al-Assad, and any Iranian influence. Clap if you believe Iraq will be safe for religious minorities and free of undue Iranian influence, too.
Candidates who want to lead on foreign policy issues — like Jeb Bush, Marco Rubio, and Lindsey Graham — are offering the American people variations of a very implausible U.S. strategy in the Middle East. And they are underselling the grave costs that even the architects of this policy admit.
In the case of Syria, Bush has argued that “defeating ISIS requires defeating Assad, but we have to make sure that his regime is not replaced by something as bad or worse.” Careful readers of this space may remember that this same strategy was enunciated by Rubio, who said, “The reason Obama hasn’t put in place a military strategy to defeat ISIS is because he doesn’t want to upset Iran,” which is Assad’s main ally in the region.
At the time I said that Rubio’s statement was dumber than a brick in a tumble-dryer, betraying a total misunderstanding of the conflict by failing to grasp that ISIS and Iran are on opposing sides of the conflict. I was wrong; Rubio does, in fact, grasp this basic dynamic. It’s just that he — and, it turns out, Bush — believe that the United States can actually defeat Assad and Assad’s enemies simultaneously.
In fact, Rubio, Bush, and Graham believe that the only way to defeat one is to defeat the other. Hawkish policy advisers who like the sound of multiple victories at once go back and forth on conspiracy theories as to whether there is some explicit or implicit agreement between Assad’s Shiite regime and ISIS’s rabidly Sunni forces.
The strategy of defeating ISIS and Assad and Al Nusra all at once originates with Frederick and Kimberly Kagan, who co-authored a white paper on defeating ISIS with Jessica D. Lewis. Even the authors of the paper, normally possessed of supreme confidence in the power of American leadership, seem to admit that it will be a costly and difficult task. And yet, they see no alternative.
Then there’s Syria’s neighbor, Iraq. Bush last week held out the “success” of the 2007 surge in Iraq as an object lesson for re-engaging in Iraq and Syria. Unfortunately, he doesn’t seem to understand the purpose of the surge, which tamped down violence in the hopes of creating a way for sectarian elements to broker a deal. At the time, Jeb’s brother helped tip the scales to Iraqi Prime Minister Nouri al-Maliki, a corrupt and sectarian figure himself. And that government could not come to a status of forces agreement, and so the United States left.
The very possibility of asserting U.S. leadership in this region is hampered by our failures in the surge. ISIS has proven itself very effective in punishing and killing Sunni tribal leaders who were known to have collaborated with U.S. forces during the Sunni “Awakening” of 2007. The calculation on the ground in 2015 may be that finding some accommodation with the radicals of ISIS is a safer bet than trusting that the U.S. military won’t leave them to be slaughtered in the near future.
How did we get here? During the heady days of 2013, as news reports were flooded with confusing accounts of a use of chemical weapons in Syria, Frederick Kagan’s interpretation of the Syrian scene was that four distinct forces were at work: Assad and his military, Hezbollah, Al Qaeda affiliates, and the Free Syrian Army. Kagan concluded, “The only hope of managing Syria’s chemical weapons threat lies with the success of the FSA.”
The Free Syrian Army has not only disintegrated since that time, but many of its fighters have defected to ISIS or Al Nusra. And the possibility that American air support would create a moral hazard — including a bandwagoning effect in which not-so-secret Islamists joined or even overwhelmed a rebel coalition putatively led by the FSA — never seemed to cross his mind.
At the time, Kagan defined U.S. vital interests this way: “depriving Iran of its forward staging area in the Levant and preventing Al Qaeda from establishing a safe haven there.” It is because U.S. interests are defined so broadly that so many Republican presidential candidates are advocating what sounds like an insane strategy: dropping 10,000 to 20,000 American troops across northern Iraq and Syria, and marshaling, somehow, a coalition of regional “moderate” Sunni forces that will defeat at least three battle-hardened sides in a brutal, zero-sum, and long-lasting civil war.
Beyond that, the Kagan-GOP hopeful strategy is to somehow re-construct a “moderate” force like the Free Syrian Army as a “New Syrian Force,” in order to have someone to hand power over to when this conflict winds down. For now, the idea of a final victor in the battle for Syria is labeled “TBD.” In Iraq, the same.
Notably, the Kagan plan leaves open the possibility that Syrian moderates may be insufficient to the incredible tasks U.S. interests assign them. And further, Kagan, though very much a supporter of U.S. leadership, admits that U.S. forces would be entering an extremely confusing battlefield situation where ISIS has captured enough war materiel to disguise themselves as other forces, a trick they’ve used effectively against the Iraqi security forces.
Because the overriding regional concern of Republican hawks is the de-legitimization of the Iranian regime, policy experts and candidates are already ruling out the most obvious ways of defeating ISIS, such as collaborating with and strengthening Assad’s forces and the Iraqi army in their respective territories. Instead, the idea is to defeat everyone at once, at low cost, without ugly alliances, and to the benefit of unnamed good guys.
And you thought the first regime change in Iraq was tough!
As an electoral strategy, it is absolutely nuts that Republicans would preemptively tell the American people, “Elect me and I’ll put American troops back on the ground in Iraq.” And then add, “And Syria, too, and with allies TBD, and final victors TBD.” This seems like a 2016 death wish. Not just for Republican electoral ambitions, but for American troops, American prestige, and American power.

“President Obama On Finding Openings”: An Incredibly Wise Grasp Of How History Works
After President Obama gave his speech about the Iran Nuclear Deal at American University, he met with ten journalists to discuss it further. I found this part of Max Fisher’s report to be fascinating.
Toward the end of our meeting with President Obama, one of us asked whether the Iran nuclear deal might change the future of that country’s poisonously anti-American politics, and Obama drifted from the technical and political details he’d otherwise focused on into something of a more reflective tone.
“I just don’t know,” he said, leaning back a bit in his chair for the first time since he’d arrived. “When Nixon went to China, Mao was still in power. He had no idea how that was going to play out.
“He didn’t know that Deng Xiaoping would suddenly come in and decide that it doesn’t matter what color the cat is as long as it catches mice, and the next thing you know you’ve got this state capitalism on the march,” Obama said, paraphrasing the famous aphorism by Mao’s successor that capitalistic policies were acceptable if they helped China. “You couldn’t anticipate that.”…
To hear him draw a connection between the nuclear deal and China’s transformation, then, was striking. It suggested that Obama, though he has repeatedly insisted he does not expect the character of Iran’s regime to change, does see it as a possibility, one potentially significant enough that it evokes, at least in his mind, President Nixon’s historic trip to China.
At the same time, the lesson Obama seemed to draw from the comparison was not that he, too, was on the verge of making history, but rather that transformations like China’s under Deng, opportunities like Nixon’s trip, can have both causes and consequences that are impossible to foresee. His role, he said, was to find “openings” for such moments.
That is an incredibly wise grasp of how history works – even for the most powerful person on the planet. It is a striking rebuke of much that we hear from would-be Republican leaders these days who presume that a President of the United States can control world events via military dominance. For those with some knowledge of history, it is especially important given that the discussion is taking place about a country where we tried that back in 1953 and paid the price for it via the Islamic Revolution in 1979.
It reminds me of comments President Obama has made in two other interviews with journalists. First of all, David Remnick.
“I think we are born into this world and inherit all the grudges and rivalries and hatreds and sins of the past,” he said. “But we also inherit the beauty and the joy and goodness of our forebears. And we’re on this planet a pretty short time, so that we cannot remake the world entirely during this little stretch that we have.” The long view again. “But I think our decisions matter,” he went on. “And I think America was very lucky that Abraham Lincoln was President when he was President. If he hadn’t been, the course of history would be very different. But I also think that, despite being the greatest President, in my mind, in our history, it took another hundred and fifty years before African-Americans had anything approaching formal equality, much less real equality. I think that doesn’t diminish Lincoln’s achievements, but it acknowledges that at the end of the day we’re part of a long-running story. We just try to get our paragraph right.”
In other words, one of the ways you find openings is to get your paragraph right.
Secondly, he said this in an interview with Tom Friedman.
What struck me most was what I’d call an “Obama doctrine” embedded in the president’s remarks. It emerged when I asked if there was a common denominator to his decisions to break free from longstanding United States policies isolating Burma, Cuba and now Iran. Obama said his view was that “engagement,” combined with meeting core strategic needs, could serve American interests vis-a-vis these three countries far better than endless sanctions and isolation. He added that America, with its overwhelming power, needs to have the self-confidence to take some calculated risks to open important new possibilities — like trying to forge a diplomatic deal with Iran that, while permitting it to keep some of its nuclear infrastructure, forestalls its ability to build a nuclear bomb for at least a decade, if not longer.
Openings are made possible when your self-confidence allows you to take calculated risks.
To sum up: Getting your paragraph right by staying true to your North Star, combined with the self-confidence to take calculated risks, creates openings that can lead to transformative change.
Decades from now we’ll be bearing the fruit of openings this President has made possible with that kind of wisdom.

“A Triumph For Presidential Leadership”: Pundits; Obama’s Too Mean To Iran Deal Critics
The Washington Post’s Ruth Marcus, to her credit, supports the international nuclear agreement with Iran. In her new column, however, she criticizes President Obama anyway, not over the substance of his foreign policy, but for not being nice enough to the diplomatic deal’s opponents.
Obama once understood, even celebrated, this gray zone of difficult policy choices. He was a man who took pains to recognize and validate the legitimate concerns of those on the opposite side of nearly any complex debate.
The new Obama, hardened and embittered – the one on display in his American University speech last week and in the follow-up spate of interviews – has close to zero tolerance for those who reach contrary conclusions.
In fairness to the columnist, Marcus goes on to make substantive suggestions about how best to argue in support of the deal, and she concedes “Obama’s exasperation is understandable.” Her broader point seems to be that she wants to see the deal presented in the most effective way possible, but Marcus nevertheless chides the president for his tone and unwillingness to “accommodate” his foes.
She’s not alone. After the president noted that the American right and the Iranian hardliners find themselves on the same side of this fight, other pundits, including National Journal’s Ron Fournier, raised related concerns about Obama being harsh.
That’s a shame – there are constructive ways to look at the debate over U.S. policy towards Iran, but hand-wringing over presidential tone seems misplaced.
Let’s not miss the forest for the trees. President Obama and his team defied long odds, assembled an unlikely international coalition, and struck a historic deal. By most fair measures, this is one of the great diplomatic accomplishments of this generation.
For all the incessant whining from the “Why Won’t Obama Lead?” crowd, this was a triumph for presidential leadership, positioning Obama as one of the most effective and accomplished leaders on the international stage.
To watch this unfold and complain that Obama is simply too mean towards those who hope to kill the deal and derail American foreign policy seems to miss the point.
What’s more, let’s also not lose sight of these detractors’ case. Some of the deal’s critics have compared Obama to Hitler. Others have accused the White House of being a state-sponsor of terrorism. Many of the agreement’s foes in Congress clearly haven’t read the deal – they decided in advance that any agreement would be unacceptable, regardless of merit – and many more have approached the entire policy debate “with vagueness, deception and hysteria.”
Slate’s William Saletan attended the recent congressional hearings on the policy and came away “dismayed” at what opponents of the deal had to offer. Republicans, he concluded, seem “utterly unprepared to govern,” presenting little more than “dishonesty,” “incomprehension,” and an “inability to cope with the challenges of a multilateral world.”
To Marcus’ point, it’s fair to say that the president is not “taking pains to recognize and validate the legitimate concerns of those on the opposite side.” I suppose it’s possible Obama could invest more energy in telling Americans that his critics, when they’re not comparing him to Hitler, Neville Chamberlain, or both, are well-intentioned rivals.
But at this stage of the debate, there should be a greater emphasis on sound policy judgments and accurate, substantive assessments. I’m less concerned with whether Obama is being nice to his critics and more concerned with whether he’s correct.

“The ‘Bad Ideas’ Category”: Cruz Gets Creative To Undermine U.S. Foreign Policy
Sen. Ted Cruz (R-Texas) isn’t exactly shy about his opposition to the international nuclear agreement with Iran, but it’s not exactly within his power to derail it. He’s just one far-right senator with limited influence on Capitol Hill.
But over the weekend, it seemed as if the Republican presidential candidate was starting to turn his attention away from federal policymakers altogether. Indeed, as Roll Call reported, Cruz is looking to states to help sabotage American foreign policy.
Sen. Ted Cruz said Sunday that doing everything possible to thwart the Iran deal should include states exploring imposing their own sanctions.
The Republican presidential candidate from Texas was asked at a raucous town hall-style forum here about the prospects of states taking action to impose sanctions on the money the Obama administration has agreed to release as part of the deal regarding the country’s nuclear development.
“I think that states should act and lead to do exactly that,” Cruz said during a campaign appearance in Pelham, Alabama. (Note, Alabama is a Super Tuesday primary state, which votes just a week after the Nevada caucuses early next year.)
More so than usual, the far-right Texan seemed willing to hint that this fight wouldn’t turn out well for his like-minded allies. “It’ll be a fight,” Cruz said. “It’s not an open and shut legal argument, but we ought to do everything we can to resist this … Iranian deal.”
I’m inclined to put this in the “bad ideas” category.
For one thing, it’s probably not legal. It’s not up to states to create their own foreign policies; it’s up to the United States at the federal level. I’m reminded of this Vox piece from January, when congressional Republicans began trying to sabotage American officials in earnest.
The Supreme Court has codified into law the idea that only the president is allowed to make foreign policy, and not Congress, because if there are two branches of government setting foreign policy then America effectively has two foreign policies.
The idea is that the US government needs to be a single unified entity on the world stage in order to conduct effective foreign policy. Letting the president and Congress independently set their own foreign policies would lead to chaos.
And letting states and the United States have competing foreign policies would lead to even greater chaos. If the White House is principally responsible for American foreign policy, in conjunction with congressional oversight, there’s definitely no role for state legislators.
What’s more, I’m not exactly sure how Cruz envisions this plan working on a practical level. States aren’t in a position to create an international coalition to impose new sanctions against Iran – other countries partner with the United States government, not governors’ offices and state legislators – and states also don’t have authority of federal banking laws or international finance.
My suspicion is Cruz already knows this, but didn’t want to disappoint a far-right group in Alabama by telling them there’s nothing Alabama can do to undermine U.S. foreign policy. That said, this isn’t exactly responsible rhetoric from a prominent presidential candidate, either.
In the larger context, thought, let’s not overlook the fact that if Cruz were confident that Congress would kill the diplomatic agreement, he probably wouldn’t bother talking about states taking the “lead.” Perhaps even he realizes the writing is on the wall?

“Obama Has A Response For The ‘Not Tough Enough’ Crowd”: The Greatest Terrorist Hunter In The History Of The Presidency
The latest report from the Pew Research Center offered generally good news for President Obama – Democrats’ favorability is improving, while Republicans’ favorability is sinking – but there was one trouble area for the White House that stood out.
Just over half of Americans (53%) continue to say that Barack Obama’s approach to foreign policy and national security is “not tough enough”; 37% say he handles these matters about right, while just 4% say he is too tough. These attitudes are virtually unchanged since November 2013.
Republicans are far more critical of Obama’s approach to foreign policy than Democrats or independents.
Indeed, the partisan split matters. A 53% majority believes the president’s approach to national security isn’t “tough enough,” but that’s exaggerated a bit because a whopping 80% of Republicans have convinced themselves this is true. The numbers of Democrats and Independents who agree is significantly smaller.
Still, it’s a deeply odd thing for a majority of Americans to believe. Consider something Obama said this week during his address to the VFW National Convention:
“I’ve shown I will not hesitate to use force to protect our nation, including from the threat of terrorism. Thanks to the skill of our military and counterintelligence professionals, we’ve struck major blows against those who threaten us. Osama bin Laden is gone. Anwar Awlaki, a leader of the al Qaeda affiliate in Yemen – gone. Many of al Qaeda’s deputies and their replacements – gone. Ahmed Abdi Godane – the leader of the al Qaeda affiliate in Somalia – gone. Abu Anas al-Libi, accused of bombing our embassies in Africa – captured. Ahmed Abu Khattalah, accused in the attack in Benghazi – captured. The list goes on. If you target Americans, you will have no safe haven. We will defend our nation.”
As of yesterday, Abu Khalil al-Sudani, the al Qaeda operative “in charge of suicide bombings and operations involving explosives” was killed by U.S. forces, which means he can be added to Obama’s “gone” list.
I’m reminded of Jeffrey Goldberg’s point from last year: “Obama has become the greatest terrorist hunter in the history of the presidency.”
So, what’s with the “not tough enough” concerns?
As we talked about a while ago, I suspect Republican rhetoric is a key factor in Republican perceptions. The more Obama orders strikes on terrorists, the more GOP officials feel the need to pretend the president is indifferent to matters of national security, all evidence to the contrary notwithstanding.
Note, for example, just how many Republican leaders, candidates, and officials have said the president is doing “nothing” about ISIS, even as the president orders literally thousands of airstrikes on ISIS targets in the Middle East.
What’s more, Republicans have gone to extraordinary lengths to move the goal-posts – what really matters, the GOP argues, isn’t whether the Obama administration kills terrorists, but rather, whether the Obama administration uses words and phrases Republicans find ideologically satisfying.
Sure, killing bin Laden is nice, but for many on the right, if the president doesn’t explicitly use the phrase “Islamic terrorism,” preferably every day, a successful counter-terrorism strategy doesn’t really count.
There is, of course, an entirely different side of the debate, including questions from the White House’s progressive critics. Do U.S. strikes deter or prevent future terrorist threats? Is the U.S. policy entirely consistent with the law? What are the implications of a policy reliant on drones? Should Americans expect the current national-security policy to remain in place indefinitely? What happens when one terrorist leader is killed, but he’s replaced by someone worse?
The answers to these questions matter, and shouldn’t be overlooked by chest-thumping.
But there’s still the matter of mistaken public perceptions, which appear increasingly divorced from reality. If a president with Obama’s record isn’t “tough enough,” who is?
