Fact Checking The CNN And Tea Party Express Debate In Tampa
The Republican presidential debate in Tampa, Fla., co-hosted by CNN and the Tea Party Express, was feisty and provocative, with many of the candidates relying once again on bogus “facts” that we have previously identified as faulty or misleading.
The debate marked a remarkable shift in tone by Texas Gov. Rick Perry on the issue of Social Security, barely five days after he labeled the venerable old-age program “a Ponzi scheme” doomed to fail. This week, he said it was a “slam dunk guaranteed” for people already on it.
Last week, we explained why the Ponzi scheme label was not true — and also provided readers with a primer on Social Security for those who want to learn more. In Monday night’s debate, Perry and former Mass. Gov. Mitt Romney tangled over the issue again, and Romney had better command of the facts, as far as the two men’s books were concerned.
“The real issue is that in writing his book Governor Perry pointed out that, in his view, that Social Security is unconstitutional, that this is not something the federal government ought to be involved in, that instead it should be given back to the states … . Governor Perry, you’ve got to quote me correctly. You said ‘it’s criminal.’ What I said was Congress taking money out of the Social Security Trust Fund is like criminal, and that is, and it’s wrong.”

Romney gets points for correctly quoting both Perry’s book, “Fed Up,” and his own book, “No Apology.” On page 58, Perry labels Social Security, Medicare, Medicaid and even unemployment insurance as “unnecessary, unconstitutional programs.” While promoting his book last year on MSNBC’s “Morning Joe,” Perry went further, suggesting Social Security should be dismantled and simply become a state responsibility.
“Get it back to the states. Why is the federal government even in the pension program or the health-care delivery program?” Perry said on Nov. 5, 2010. He said that ending the federal government’s role in Social Security would be “one of the ways this federal government can get out of our business.”
(Perry also added: “I wouldn’t have written that book if I wanted to run for presidency of the United States. … I have no interest in going to Washington.”)
Romney’s book, by contrast, contains mostly a sober description of various ways to fix the long-term funding problems of Social Security, with the exception of the suggestion that members of Congress are doing something criminal with Social Security funding (page 158). People can differ, but we think comparing Social Security (a government retirement and disability insurance program) to a trust fund managed by a bank is an inappropriate analogy.

Bachmann in particular loves to make this claim, but we have repeatedly explained why it just isn’t correct.
Under Obama’s health-care law, Medicare spending continues to go up year after year. The law tries to identify ways to save money, and so the $500 billion figure comes from the difference over 10 years between anticipated Medicare spending (what is known as “the baseline”) and the changes the law makes to reduce spending.
The savings actually are wrung from health-care providers, not Medicare beneficiaries. These spending reductions presumably would be a good thing, since virtually everyone agrees that Medicare spending is out of control.
In fact, in the House Republican budget this year, lawmakers repealed the Obama health-care law but retained all but $10 billion of the nearly $500 billion in Medicare savings, suggesting the actual policies enacted to achieve these spending reductions were not that objectionable to GOP lawmakers. So it is misleading for Romney to say that Republicans did not make these cuts.

“Let me say I helped balance the budget for four straight years, so this is not a theory”
— Former House Speaker Newt Gingrich (Ga.)
Gingrich at least indicates there was a president — Bill Clinton — when the nation briefly began to run budget surpluses. And certainly the Republican Congress led by Gingrich prodded Clinton to move to the right and embrace such conservative notions as a balanced budget.
But the budget was balanced in part because of a gusher of tax revenues from Clinton’s 1993 deficit-reduction package, which raised taxes on the wealthy and which Gingrich vehemently opposed. The budget was also balanced because the Democratic White House and Republican Congress were in absolute legislative stalemate, so neither side could implement grand plans to increase spending or cut taxes.
Gingrich is wrong to suggest there were four years of balanced budgets when he was speaker. He left in January 1999; the budget ran a surplus in the fiscal years 1998, 1999, 2000 and 2001. So he can at best claim two years.
During the surplus years, moreover, the gross debt (including bonds issued to Social Security and Medicare) rose by $400 billion. Gross debt is the figure that conservatives tend to use. During Gingrich’s time as speaker, the public debt was essentially flat and the gross debt rose $700 billion.

Perry is wrong. The surplus created jobs; it also saved jobs. But there has not been a net gain in jobs because so many jobs were lost early in Obama’s presidency. Since the stimulus bill was signed, the number of overall jobs in the United has declined by about 1.9 million.
Economists differ on the effectiveness of the stimulus, but most say it has at least some effect (ie, created at least some jobs.) A recent review of nine different studies on the stimulus bill found that six studies concluded the stimulus had “a significant, positive effect on employment and growth,” and three said the effect was “either quite small or impossible to detect.”
“I was one of the only people in Washington that said: Do not raise the debt ceiling. Don’t give the president of the United States another $2.4 trillion blank check. You’ve got to draw the line in the sand somewhere and say: No more out-of-control spending.”

Ever hear of a “blank check” with a number attached to it? In any case, Congress has already committed to spend much of this money, under budgets passed in previous years. Lifting the debt ceiling merely means that the Treasury now has the authority to make good on bills that are coming due.

That’s one side of the ledger. We are not sure if Perry’s figure is correct but as Politifact Texas has documented, he has also raised taxes repeatedly, including on cigarettes, to make up revenue for cuts in local property taxes.
“What we saw with all of the $700 billion bailout is that the Federal Reserve opened its discount window and was making loans to private American businesses, and not only that, they were making loans to foreign governments. This cannot be.”

Bachmann is significantly overstating the case. Bloomberg News, which filed the Freedom of Information Act request that resulted in the disclosure of the Fed loans to foreign banks (some of which had had some government ownership), noted: “The Monetary Control Act of 1980 says that a U.S. branch or agency of a foreign bank that maintains reserves at a Fed bank may receive discount-window credit.” All of the loans were paid back, according to Fed officials.
“And I happen to think that what we were trying to do was to clearly send the message that we’re going to give moms and dads the opportunity to make that decision with parental opt-out. Parental rights are very important in the state of Texas. We do it on a long list of vaccines that are made.”

Perry skated close to the edge of the truth here as he tried to defend his controversial order to require the vaccine that is said to prevent cervical cancer. As Politifact Texas reported in 2010, Perry “ordered the Department of State Health Services to allow parents dissenting for philosophical or religious reasons from all immunizations — not just this one — to request a conscientious objection affidavit form.”
Just 0.28 percent of students filed such forms, which must be updated every two years to remain viable — and not all private schools accept the form. So as many as 15 percent of girls did not have the possibility of opting out of the requirement to receive the vaccine if they wanted to continue in their schools.
While Romney denied Bachmann’s charge that there was a connection between his order and a $5,000 campaign donation, Texas media reported that Perry’s chief of staff held a meeting on the vaccine plan on the same day the donation was received. Perry’s aides said the timing was a coincidence.
“This is the election that’s going to decide if we have socialized medicine in this country or not. This is it. Why? I just have to say this. It’s because President Obama embedded $105,464,000,000 in Obamacare in postdated checks to implement this bill.”

It’s wrong to say the health-care law — which builds on the existing private system — will result in socialized medicine, but apparently some people will never be convinced.
But Bachmann’s assertion of $105 billion “embedded” in the health-care law is another bogus claim for which she has previously earned four Pinocchios. We looked closely at her assertion in March and concluded that her charge that this money was “hidden” does not have credibility. The money for these programs was clearly described and analyzed by the Congressional Budget Office before the legislation was voted into law. And since then, the Obama administration has issued a new release every time it spent some of the funds.

Eric Cantor Is A Hypocrite On Disaster Relief Spending
Buried in this Saturday’s Washington Post Metro section was a short piece about the request from conservative Virginia Republican Gov. Robert McDonnell for $39 million in federal disaster relief for his state.
This was an initial request for 22 localities in Virginia hard hit by Hurricane Irene. According to the article, other local governments can request more aid and, in addition, McDonnell also asked for Hazard Mitigation Assistance for all Virginia localities.
This comes from a governor who, along with his Republican congressional counterpart Eric Cantor, rails against Washington and “government spending.”
What makes this quite interesting is the position taken by Cantor last week on Federal Emergency Management funding for disasters. We have had a record 66 natural disasters this year and Hurricane Irene was one of the 10 most costly ever.
Cantor, whose district was hit hard by the earthquake and the hurricane, has said that any spending for FEMA should be tied to cuts elsewhere, dollar for dollar, “Just like any family would operate when it’s struck with disaster,” says Cantor. Funny, that is not how he felt back in 2004 when he appealed for money for his district after another hurricane and voted against the amendment by Republican Rep. Jeb Hensarling of Texas to do require offsets.
Did Eric Cantor ask for dollar for dollar cuts to pay for the wars in Iraq and Afghanistan? Did he ask for dollar for dollar cuts to pay for the Bush tax cuts for the millionaires and billionaires? Did he ask for dollar for dollar cuts to pay for increases to homeland security? How about border agents?
Another very conservative congressman from Virginia, Leonard Lance, totally disagrees with Cantor. Help is needed now. Gov. Chris Christie of New Jersey, no friend of government spending, talks as though Eric Cantor has lost his marbles: “Our people are suffering now, and they need support now. And they [Congress] can all go down there and get back to work and figure out budget cuts later.”
It is time for a host of protesters to go to Cantor’s district office and call him on his absurdity. Does he believe we should help the victims of these disasters? Is that what government has done for over 200 years? Does he just want to play politics and delay help? Does he represent the people of Virginia? Does he care about the others who have been the victims of tornadoes and floods across this country?
It reminds me of a Senate debate where a certain Republican from Idaho was complaining about a bill that included funding for rat control in New York City.
“In Idaho, we take care of our own rats,” to which the New York senator replied, “In New York, we take care of our own forest fires.”
That about sums it up.

Out Of The Shadows: Bush And Cheney Remind Us How We Got Into This Mess
Thank you, George W. Bush and Dick Cheney, for emerging from your secure, undisclosed locations to remind us how we got into this mess: It didn’t happen by accident.
The important thing isn’t what Bush says in his interview with National Geographic or what scores Cheney tries to settle in his memoir. What matters is that as they return to the public eye, they highlight their record of wrongheaded policy choices that helped bring the nation to a sour, penurious state.
Questions about whether President Obama has been combative enough in dealing with the Republican opposition — or sufficiently ambitious in framing his progressive agenda — seem trivial when viewed in this larger context. Obama is tackling enormous problems that took many years to create. His presidential style is important insofar as it boosts or lessens his effectiveness, but its importance pales beside the generally righteous substance of what he’s trying to accomplish.
It was the Bush administration, you will recall, that sent the national debt into the stratosphere and choked off federal revenue to the point of asphyxiation. Bush and Cheney decided to fight two wars without even accounting — let alone paying — for them. Rather than raise taxes to cover the cost of military campaigns in Afghanistan and Iraq, Bush opted to maintain unreasonable and unnecessary tax cuts.
So far, the wars and the tax cuts have cost the Treasury between $4 trillion and $5 trillion. If Bush had just left income tax rates alone, nobody except Ron Paul would be talking about the debt.
My aim isn’t to attack Bush but to attack his philosophy. When he was campaigning for the White House in 2000, the government was anticipating a projected surplus of roughly $6 trillion over the following decade. Bush said repeatedly that he thought this was too much and wanted to bring the surplus down — hence, in 2001, the first of his two big tax cuts.
Bush was hewing to what had already become Republican dogma and by now has become something akin to scripture: Taxes must always be cut because government must always be starved.
The party ascribes this golden rule to Ronald Reagan — conveniently forgetting that Reagan, in his eight years as president, raised taxes 11 times. Reagan may have believed in small government, but he did believe in government itself. Today’s Republicans have perverted Reagan’s philosophy into a kind of anti-government nihilism — an irresponsible, almost childish insistence that the basic laws of arithmetic can be suspended at their will.
The Bush administration also pushed forward Reagan’s policy of deregulation — ignoring, for example, critics who said the ballooning market in mortgage-backed securities needed more oversight. When the 2008 financial crisis hit, Bush did regain his faith in government long enough to throw together the $800 billion TARP bailout for the banks. But he failed to use the leverage of an aid package to exact reforms that would ensure that the financial system served the economy, rather than the other way around.
Faced with similar circumstances, would today’s Republican leadership react at all? Or is it the party’s view that the proper role of government would be to stand aside and watch the world’s financial system crash and burn?
This is a serious question. Just a few weeks ago, the Republican majority in the House threatened to force the United States government to default on its debt obligations — a previously unthinkable act of brinkmanship. Everything is thinkable now.
The Bush administration took Reagan’s tax-cutting, government-starving philosophy much too far. Today’s Republican Party takes it well beyond, into a rigid absolutism that would be comical if it were not so consequential.
We face devastating unemployment. Many conservative economists have joined the chorus calling for more short-term spending by the federal government as a way to boost growth. But the radical Republicans don’t pay attention to conservative economists anymore. The Republicans’ idea of a cure for cancer would be to cut spending and cut taxes.
Perhaps they’re just cynically trying to keep the economy in the doldrums through next year to hurt Obama’s chances of reelection. I worry that their fanaticism is sincere — that one of our major parties has gone completely off the rails. If so, things will get worse before they get better.
Having Bush and Cheney reappear is a reminder to step back and look at what Obama is up against. You might want to cut him a little slack.
“A Divine Blessing”: The Wrong Way To Respond To A Storm
Hurricane Irene obviously has the attention of millions of Americans, but some are handling the threat better than others. On the right, some of the rhetorical responses haven’t cast conservatives in the best light.
Republican presidential candidate Ron Paul wants to eliminate FEMA; congressional Republican leaders are reluctant to approve emergency disaster relief; and Fox News is running pieces like these, calling for the elimination of the National Hurricane Center and National Weather Service.
As Hurricane Irene bears down on the East Coast, news stations bombard our televisions with constant updates from the National Hurricane Center.
While Americans ought to prepare for the coming storm, federal dollars need not subsidize their preparations. Although it might sound outrageous, the truth is that the National Hurricane Center and its parent agency, the National Weather Service, are relics from America’s past that have actually outlived their usefulness.
The Fox News piece touts private outlets, including AccuWeather, without alerting readers to a key detail: these private outlets rely on information they receive from the National Weather Service. Indeed, the NWS makes this information available to the private sector for free, since the NWS is a public agency and the data it compiles is public information.
The Fox News item goes on to say, in reference to the Weather Service, “It issues severe weather advisories and hijacks local radio and television stations to get the message out. It presumes that citizens do not pay attention to the weather and so it must force important, perhaps lifesaving, information upon them.”
This is not, by the way, a parody.
Glenn Beck, meanwhile, told his radio audience on Friday that Hurricane Irene “a blessing. It is God reminding you — as was the earthquake last week — it’s God reminding you you’re not in control. Things can happen.”
This divine “blessing” has already killed at least eight people.

Just Plain Sinful: GOP Hostage Taking Now Extends To Disaster Relief
Hurricane Irene made landfall this morning, hitting North Carolina with sustained winds of 90 miles per hour. Irene was downgraded overnight to a Category 1 hurricane, but it remains a powerful storm capable of doing serious harm.
Obviously, we can all hope the severity of the damage is limited. Regrettably, though, the line on federal disaster aid from congressional Republicans has not changed.
This week, House Majority Leader Eric Cantor (R-Va.) said the GOP approach would break from how U.S. policymakers have operated. Whereas Congress used to provide emergency funds after a disaster, without regard for budget caps or offsets, Republicans have said they will no longer accept such an approach — if Democrats want emergency assistance in the wake of a natural disaster, Republicans will insist on attaching some strings to the relief funds.
In this case, the strings are cuts elsewhere in the budget. Or as Cantor’s spokesperson put it, GOP leaders expect “additional funds for federal disaster relief” to be “offset with spending cuts.”
The Republican position is already drawing fire.
“It is sinful to require us to cut somewhere … in order to provide emergency disaster assistance for American citizens,” Rep. Cedric Richmond (D-La.) told The Huffington Post on Friday.
The Louisiana Democrat pointed out that this weekend is the sixth anniversary of Hurricane Katrina, which devastated his district and cost the federal government more than $100 billion. That recovery effort would have been delayed “by years” if Congress had required the same kind of spending cuts to offset aid, he said.
“I have been one who has been preparing for the hurricane, trying to give people some comfort. One thing they need to know is the federal government can come to their aid,” Richmond said. “I don’t think we’re in a position, given the rules set up by the majority, that we’re going to be able to come to their aid quickly.”
Perhaps realizing the potential for a political nightmare — Republicans are already unpopular; just wait until they hold hostage relief funds for communities hit by a hurricane — GOP leaders weren’t eager to talk about their position yesterday.
But they didn’t disavow it, either. Cantor’s office rejected questions about “hypothetical federal aid caused by hypothetical damage,” despite the fact that the Majority Leader and his spokesperson were more than willing to discuss the position 24 hours earlier.
House Speaker John Boehner’s (R-Ohio) office was also cagey, saying policymakers will “discuss costs when and if they occur.”
Neither Republican leader offered the correct response, which is, “Of course we’ll do whatever it takes to help the affected communities.”
With any luck, this will be a moot point. If the damage isn’t severe, Congress won’t have to approve emergency relief. At this point, we just don’t know.
But in the event of extensive damage, there’s a real possibility that the first question from congressional Republicans won’t be, “How can we help?” but rather, “What will Democrats give us in exchange for disaster aid?”
