“Policies And Attitudes, That’s Just How They Roll”: Why Republicans Can’t Solve Their Problem With Women Voters
I’ll give Republicans credit for this: they keep trying to figure out why their party remains unappealing to large and important groups of voters. They’ve been mulling over their problem with Latino voters for some time, and now Politico has gotten a hold of a study commissioned by some GOP bigwigs to figure out why women keep giving more of their votes to Democrats:
But in Washington, Republican policies have failed to sway women — in fact, they appear to have turned women off. For example, the focus groups and polls found that women “believe that ‘enforcing equal pay for equal work’ is the policy that would ‘help women the most.'”
“Republicans who openly deny the legitimacy of the issue will be seen as out of touch with women’s life experiences,” the report warned, hinting at GOP opposition to pay-equity legislation. It’s the policy item independents and Democrats believe will help women the most.
The groups suggest a three-pronged approach to turning around their relationship with women. First, they suggest the GOP “neutralize the Democrats'” attack that Republicans don’t support fairness for women. They suggest Republican lawmakers criticize Democrats for “growing government programs that encourage dependency rather than opportunities to get ahead.” That message tested better than explaining that the GOP supports a number of policies that could help fairness for women.
The last time a Republican presidential candidate won a majority of women’s votes was 1988, and it’s hard to see it happening again soon unless there’s a huge blowout. While it’s all well and good to investigate the issue to try to understand it in as much detail as possible, I have some bad news for Republicans: This isn’t a problem they’re going to be able to solve.
That’s because both their policies and their attitudes are working against them. It isn’t just that Republicans oppose reproductive rights, though that doesn’t help. And it isn’t just that they oppose mandating contraceptive coverage in insurance, though that doesn’t help either. It’s that when they articulate those policy positions and others like them, they can’t keep themselves from doing so in the most hostile, contemptuous ways imaginable. That doesn’t apply to all of them, of course; maybe not even most of them. But any debate about an issue affecting women in particular is 100-percent guaranteed to feature at least a few prominent conservatives, including those who have their own radio and television programs, saying loudly that the women who disagree with the Republican position are sluts and whores. That’s just how they roll.
Karl Rove can say to his compatriots, “Let’s ease up on the ‘legitimate rape’ stuff, fellas,” but unfortunately for him and the other people who spend time thinking about the GOP’s challenges, a party can’t speak with one voice. Whenever a discussion starts about an issue like equal pay, everybody gets to weigh in, from the most sober senator to the most rabid Tea Partier to the most hateful talk radio host. And since we now have a highly developed outrage industrial complex, the appalling comments will be repeated and distributed, ensuring that everyone hears them. And even when they aren’t being outright offensive, Republicans are more likely to communicate their believe in condescending, outdated gender norms.
All of which means that the idea that Republicans are none too friendly to women is constantly reinforced, in ways both substantive and emotional. If you’re a woman, you’re not happy when the Republican party blocks equal pay legislation. But when you then hear some of them try to argue that the wage gap isn’t really a problem in the first place, and maybe you should just be staying at home with your kids anyway, well that’s going to really piss you off. And having a bunch of GOP bros tell you that they’re the real pro-women party because they don’t want people to depend on government isn’t going to go too far to change that.
Now take all that, and imagine what the atmosphere will be like if Hillary Clinton is the Democratic nominee in 2016. There will be a tsunami of misogynistic hate directed at Clinton, which we know because she’s always generated a particularly ugly brand of male sexual panic in conservatives. If she’s actually threatening to become president, it’ll be worse than ever. In the face of that, the Republicans who try to argue that their party has something to offer women voters are going to get laughed right out of the voting booth.

“Political Careerist”: Scott Walker Has A Rough Race On His Hands—And It’s Not For President
Mary Burke’s name appeared for the first time on a statewide ballot in Tuesday’s Democratic primary for governor of Wisconsin.
In fact, it was the first time that Burke’s name had ever appeared on a partisan ballot.
Aside from a successful nonpartisan bid for a seat on the Madison School Board in 2012, Burke has never before contended for elective office.
Yet, on Tuesday, the former Trek Bicycle executive and Wisconsin Secretary of Commerce won the highest vote of anyone on the ballot for any statewide office, taking 83 percent of the vote against state Representative Brett Hulsey, D-Madison. Despite his long record in state politics, Hulsey’s run was weakened by personal and political stumbles; yet in a year of political frustration and disenchantment that has seen top-of-ticket contenders in other states (such as Kansas Governor Sam Brownback) lose as much as 35 percent of the vote to little-known primary challengers, Burke’s finish was robust and significant. Notably, in many western and northern Wisconsin countries where she must renew her party’s appeal, Burke was winning well over 90 percent.
The scope of the statewide win builds on the sense created by recent polls—which have since May portrayed the race as a toss-up, with Walker and Burke both capturing around 47 percent of the likely November vote—that Burke has evolved into a serious challenger to Republican Governor Scott Walker, the anti-labor, pro-austerity, extreme social conservative who began the 2014 race as a prohibitive favorite.
That does not necessarily mean that she will beat Walker, the all-but-announced 2016 Republican presidential contender who was unopposed in Tuesday’s GOP primary. But the strong primary finish provides another indicator that Burke, an unlikely and unexpected contender for the governorship, might well be putting together the campaign that Democrats lacked in their 2010 and 2012 attempts to beat Walker.
A favorite of the Koch brothers and conservative donors across the country, Walker will still have a lot more money to spend in 2014. And he has already confirmed that he will use it to wage a scorched-earth campaign, characterized by brutally negative television ads. Unfortunately for the governor, however, his ads may actually have strengthened Burke—especially after the governor launched a bumbling attack on outsourcing by Burke family’s firm, Trek, that drew criticism even from Walker-friendly media outlets such as The Wall Street Journal.
Walker will also have the power of incumbency—no small factor in the hands of a Chris Christie–style electoral micromanager who has done more to politicize appointments and policymaking than any Wisconsin governor in modern times.
But Burke brings to the fall race two strengths that go to the heart of Walker’s vulnerabilities in a state that has not backed a Republican for president since Ronald Reagan in 1984.
Even now, Burke remains relatively unknown—almost half of voters tell pollsters that their opinions of her are not fully formed. That gives Walker an opening for more attacks, of course. But it also means that the challenger has room to build on her strengths, which are:
1. Burke is the first woman ever nominated by a major party for governor of Wisconsin. And polls show that she has benefitted from a gender gap that has been an increasingly significant factor in the state’s elections. Like US Senator Tammy Baldwin, D-Wisconsin, who coasted to victory in 2012 on the strength of a 56-41 advantage among women voters (as opposed to a much narrower 51-46 advantage with men for Republican former Governor Tommy Thompson), Burke’s position is bolstered by support from women. Marquette University Law School polls have given Burke a seven- or eight-point lead among likely women voters, while Walker maintains a solid advantage with men.
As women make up more of the electorate, the female voters who are putting Burke into contention could be a determining force in November. If the Democrat builds even marginally on her advantage among women, Burke’s chances of winning expand exponentially. If she can get anywhere near Baldwin’s numbers, she wins. And Burke got a good break on primary night, when voters chose Jefferson County District Attorney Susan Happ as the Democratic nominee for state attorney general. That means that the Wisconsin Democratic party will, for the first time in history, be running women in both of the state’s marquee races. This could help to attract a crossover vote from moderate Republican women and Republican-leaning independents. But, far more significantly, it could help with generating turnout among young
2. Burke is, by most reasonable measures, a political newcomer, a relative outsider in a year when voters are very upset with the political class—and when polls show that voters much prefer candidates with a background in business to candidates with a background in politics.
The contrast with Walker is stark. The incumbent has since 1990 run twenty-five primary and general election campaigns (counting a scrapped gubernatorial bid in 2006, but not counting the 2016 presidential bid he is furiously advancing). Few figures in Wisconsin, or national, history more fully fit the definition of a political careerist than Walker. His ambition is intense; he lives for politics and he surrounds himself with political junkies—several of whom have gotten into serious trouble for political abuses. Yet the governor shows few signs of being satisfied with his current position; he has already published a 2016 campaign book, made trips to key Republican primary and caucus states and nurtured a national network of billionaire donors and friendly operatives.
When the Marquette Poll asked Wisconsin voters about Walker’s national ambitions, however, the response was strikingly unenthusiastic. A overwhelming 67 percent of Wisconsinites said they did not want Walker to seek the presidency. And 65 percent (including a majority of Republicans) said they did not think a governor could run for president and handle his state duties.
Like fresh contenders who have won Wisconsin’s governorship in previous periods of political turbulence—most notably Republican Lee Sherman Dreyfus in 1978—Burke is not harmed by the fact that she is a first-time statewide candidate. Indeed, in this election, against this incumbent, it could prove to be a decisive strength.

“The GOP Is Driving In Circles”: Like Past Outreach Efforts, “Burning Glass” Is Doomed To Failure
Just days after Republican Ken Cuccinelli discovered that running as the transvaginal ultrasound candidate may have been a mistake in increasingly blue Virginia, three Republican women are launching a new effort to solve the GOP’s serious problem with female voters.
The Republican Party’s outreach to women — to the degree that it reaches out at all — has clearly not been working. Poll after poll shows that women favor the Democratic Party over the Republicans, and recent elections have confirmed it. President Obama topped Mitt Romney by 9 percent among women in 2012, and Terry McAuliffe beat Cuccinelli by an identical amount in Virginia in 2013. Among unmarried women, the gender gap is even more severe.
As Jonathan Martin reports in the New York Times, Republican consultants Katie Packer Gage, Ashley O’Connor and Christine Matthews hope to reverse the trend by launching a group called Burning Glass Consulting.
“We want to get smarter about how we communicate the Republican message specifically to women,” Gage told the Times. “Certainly there are challenges with other demographic groups, but women represent 53 percent of the electorate.”
According to the report, “The three strategists will undertake public opinion research, TV ads and general consulting for Republican candidates about how to better reach that majority.”
If this sounds familiar, it’s because the Republican Party has been down this road before. Just eight months ago, the Republican National Committee itself declared its intention to “stop talking to itself,” and improve outreach to minorities, the working class, and the same women that Burning Glass intends to target today.
“Instead of driving around in circles on an ideological cul-de-sac, we need a party whose brand of conservatism invites and inspires new people to visit us,” the Republican consultants who wrote the report optimistically suggested.
The suggestion didn’t take. On the contrary, Republicans have managed to move even further out of the mainstream — at a grave cost to their already tattered reputation.
Ultimately, Burning Glass Consultants will encounter the same problem the RNC did. Sure, a more moderate tone couldn’t hurt the Republican Party’s efforts to win over women — it may even help them on the margins. But there is no message fix that could paper over the fact that elected Republicans are devoting their efforts to shuttering women’s health clinics, restricting access to contraception, and trashing the Affordable Care Act’s maternity coverage, among a long, long list of other policies that are genuinely hostile to women.
Yes, the Republican Party would benefit if far-right candidates like Richard Mourdock would stop telling women that they can’t undergo an abortion after being raped, because “God intended” for them to be attacked. But the GOP would be even better off if that wasn’t the party’s official platform.
Burning Glass’ effort to attract female voters is surely well intentioned. But as Republicans are finding out in their unsuccessful push to attract Hispanic voters, actions speak louder than words.

“And This Too Shall Fail”: The GOP Wants To Solve Its “Woman Problem” By Rebranding Its War On Women
Three women in Virginia have started a consulting firm to help the Republican party appeal to women voters, which seems like it will be a real challenge since the Republican party is terrible on the issues that many women care about.
The women behind the firm — two Mitt Romney 2012 campaign alums and a Republican pollster — launched Burning Glass Consulting because they “want to get smarter about how we communicate the Republican message specifically to women,” Katie Packer Gage, a former deputy campaign manager for Romney, explained to the New York Times. “Certainly there are challenges with other demographic groups, but women represent 53 percent of the electorate.”
But better messaging will do little to save the party from its core platform, which the Times frames as an opinion held only by Democratic strategists, but really just seems like common sense. The GOP has for years been buttering its bread with increasingly extreme positions on contraception, abortion, voting rights and other issues that negatively impact and alienate single women voters — the group Burning Glass would most like to reach.
“There were something like 53 million unmarried women eligible to vote in 2012, but on campaigns you don’t hear a specific strategy discussed of ‘How are we going to reach unmarried women?’” said Gage.
The firm seems to think that Democrats have just gotten very good at framing the Republican party as hostile to women, which misses the point that the Republican party is actually very hostile to women.
When you have the chair of the Republican Women’s Policy Committee laughing on Fox News about how women should have to shoulder the financial burden of maternity coverage alone because a man “has never delivered a baby,” you know the problem isn’t about messaging.
When you have a state attorney general wondering aloud why God hasn’t punished the United States for guaranteeing women their constitutional right to abortion care, you know the problem isn’t about messaging.
As Cecile Richards, president of Planned Parenthood Federation of America noted last week after single women helped defeat Ken Cuccinnelli in Virginia, “The lesson for candidates in 2014 is unmistakable: Dismiss and demean women at your peril.”

“Outsourcing Jobs”: Mitt Romney Can’t Leave Women Voters To His Wife
Outsourcing the job to his wife isn’t going to solve Mitt Romney’s problem with women voters.
That, though, does seem to be the candidate’s first instinct. Romney, when asked last week about the gender gap, twice said he wished his wife could take the question.
“My wife has the occasion, as you know, to campaign on her own and also with me,” Romney told newspaper editors, “and she reports to me regularly that the issue women care about most is the economy.”
Note to candidate: Women aren’t a foreign country. You don’t need an interpreter to talk to them. Even if you’re not fluent in their language, they might appreciate if you gave it a try.
As if to emphasize their candidate’s unfamiliarity with the territory of gender, the Romney campaign then released a fuzzy-wuzzy video, titled “Family” and starring, of course, Ann Romney, reminiscing over grainy film and vintage snapshots.
“I hate to say it but often I had more than five sons,” Ann recalls. “I had six sons, and he would be as mischievous and as naughty as the other boys. He’d come home and” — here Romney makes the sound of a building blowing up — “everything would just explode again.”
Somehow I doubt that Ann Romney, circa 1982, having finally managed to get her five boys under control, was all that happy about their father coming home only to “get them all riled up again.” Somehow I doubt that beleaguered moms, circa 2012, listen to her story and think, “Oh, Mitt is so much more fun than I thought.” Rather, I suspect, they wonder whether he should have been doing more to lend a hand.
Indeed, the video offers an unintentional glimpse of Ann’s own frustrations. “It was hard to maneuver,” Ann notes. “I could do okay when I had the two. Three, not so bad. Four, it got to be a little much.” On the campaign trail with her husband, Ann often talks about the old days when she would be at home dealing with her rambunctious brood and Mitt would call from the road. “His consoling words were always the same: Ann, your job is more important than mine.”
This story is supposed to buttress Mitt’s bona fides as a supportive husband, and Ann is, no doubt, a more tolerant spouse than I am. But every time I hear that patronizing line, I imagine responding, “Great. If my job is more important, then you come home and do it and I’ll check into the nice room at the Four Seasons.”
Romney’s biggest problem with women voters is among those with college educations and among those under 45. A new Washington Post/ABC News poll, for example, showed President Obama leading Romney by 57 percent to 38 percent among registered women voters, while Obama lagged with men, 44 percent to Romney’s 52 percent.
However, the gender gap was markedly bigger among college-educated women, 65 percent of whom supported Obama, compared to 52 percent of those without a college education. Same with age, with 63 percent of female voters 18 to 44 backing Obama, compared to 54 percent of those 45 and older.
How many of these younger and/or better-educated women are going to identify with Ann Romney’s father-knows-best description of life in chez Romney? I understand that the candidate badly needs humanizing but, especially for general-election purposes, it would be more powerful to combine the family story with examples, assuming they exist, about Workplace Mitt promoting women or adopting family-friendly policies.
Even as Mitt was playing a bit role in his wife’s video, Obama was hosting a “White House Forum on Women and the Economy.” In an unstated yet unavoidable contrast with stay-at-home mother Ann Romney, Obama described his wife as “the woman who once advised me at the law firm in Chicago where we met” and related how Michelle Obama, after their daughters were born, “gave it her all to balance raising a family and pursuing a career.”
Obama and Romney come from different backgrounds and generations, and their experience of gender roles is inevitably different as well; if Obama connects better with younger, working women, that’s no surprise. And Romney is not alone in performing poorly with women voters. The GOP has suffered from a gender gap in every presidential election since 1980.
So Romney can lose the women’s vote and still win, but not if the gap remains this big. Narrowing it will be, in this case, a man’s job.
