“Finally, Workers Are Fighting Back”: Low-Wage Employers Have Fought Hard to Keep Their Workers Poor

After decades of seeing their incomes shrink, those at the bottom of the economic ladder are starting to band together and fight back — and it’s one of the most important economic stories of our time.

Between 1973 and 2011, the top 10 percent of American households saw their inflation-adjusted incomes rise by almost $100,000, while the bottom 90 percent – the vast majority of us –actually saw their incomes drop by $4,425 per year, according to economists Emmanuel Saez and Thomas Piketty (XLS). During that time, pensions largely disappeared, and the costs of health care and education shot through the roof.

Today, we’re seeing those at the bottom of the economic pile — the 35 million Americans who make $10.55 per hour or less, representing more than a quarter of our workforce – starting to band together and fight back.

Low-wage workers are demanding a living wage (defined as the minimum required to cover basic necessities) and the ability to bargain collectively. Brief strikes by fast-food workers seeking $15 an hour, a campaign that’s brought together traditional labor unions with local community groups, are spreading across the country – last week, walk-outs reportedly occurred in 60 cities.

“The way that this movement has intertwined itself with community organizing has really helped it spread like wildfire,” says Greg Basta, deputy director of New York Communities for Change. “People are realizing that these low-wage jobs, at companies like McDonald’s, are doing serious damage to their community and to their local economy,” he said.

This week, Wal-mart workers and their supporters with the group Our Wal-mart are planning walk-outs in 15 cities, to protest the retail giant’s retaliation against workers who participated in last November’s Black Friday strikes.

But it’s not just companies like Wal-mart and McDonald’s paying their employees too little. According to a study by Demos, the federal government, indirectly, is the nation’s largest low-wage employer.  A coalition called Good Jobs Nation began a campaign earlier this year urging President Obama to sign an executive order requiring federal contractors to pay their employees a living wage. With the stroke of a pen, Obama could lift the living standards of two million American workers.

These campaigns are filling a gap left by Congress, which hasn’t raised the federal minimum wage fast enough to keep up with the cost of living. Poverty wages represent a type of “market failure.” Like selling widgets for less than what it costs to make them, low-wage workers are selling their labor for less than what it costs to cover the basic necessities of life, which is why taxpayers end up subsidizing the profits of low-wage employers with various public benefits. “In today’s economy, the math simply doesn’t make sense,” says Basta. “If you’re paying workers between $10,000 and $18,000 a year, it’s impossible to live in a place like New York City without receiving public assistance.”

Greg Basta explains that before the fast-food workers campaign got underway, “people who were working low-wage jobs didn’t even think about the possibility of organizing or fighting for higher wages. They bought into the mentality that they’re not worthy of fighting back. They bought into the mainstream mentality that their jobs just aren’t ‘good jobs.’ And to see the evolution of these workers from being really fearful to now saying, ‘we’re fighting because this is the right thing to do’ – that transformation I’ve seen on the ground in the past year and a half is the most moving thing I’ve ever been a part of.”

There’s no particular reason why millions of service workers should be paid poverty wages. With the exception of occupations that require rare skills or lots of education, there’s often a loose correlation between what people are paid and how much value they offer to society.

For instance, manufacturing jobs pay decent wages, but not because operating machines in a factory requires some special magic. Over 10 percent of manufacturing workers were covered by a union contract last year, compared with around seven percent of private sector workers overall. And fewer than five percent of food preparation and serving related professions belonged to a union in 2012, according to the Bureau of Labor Statistics.

Throughout American labor history, people working what society viewed as inherently crappy jobs fought hard to make them decent jobs with a modicum of human dignity.

In the last century, the meatpacking industry provides a good case study. In 1906, Upton Sinclair’s The Jungle shocked the public when it exposed meatpacking as a dangerous, disgusting occupation that paid slave wages. Workers organized throughout the 1920s and 1930s – often facing violent retaliation – and in 1943, they formed the United Packinghouse Workers of America (UPWA), based in Chicago, where the country’s biggest livestock yards were located.

The occupation got safer. And for a few decades mid-century, it paid more or less the same as a good manufacturing job. But in the 1970s and 1980s, as corporate union-busting accelerated dramatically, meat processors moved their operations closer to cattle and swine lots as the industry shifted transport from rail to truck. Far from its original urban base, and with new high-speed cutting machines making the industry less labor-intensive, the UPWA had a harder time organizing, and the union was gradually decimated. Today meat processing is once again an industry that relies heavily on low-wage, migrant labor. According to a 2005 report by Human Rights Watch, it’s also the most dangerous manufacturing job in America.

Now, another group of low-wage workers who often toil in uncomfortable, under-regulated workplaces are fighting for some basic human dignity. Whether they succeed or fail is just as important for the middle class as it is for the working poor. Not only do rising wages at the bottom exert upward pressure on the earnings of people higher up on the ladder, but poverty and inequality also give rise to a host of social disorders that affect us all. Cheap fast-food ultimately comes with high hidden costs.

“A Stash Of Riches”: Walmart Getting Ahead On The Backs Of Others

Having been raised in a small-business family and now running my own small outfit, I always find it heartwarming to see hardworking, enterprising folks get ahead.

So I was really touched when I read that, even in these hard times, one extended family with three generations active in their enterprise is hanging in there and doing well. Christy, Jim, Alice, Robbie, Ann and Nancy are their names — and with good luck and old-fashioned pluck, they have managed to build a fairly sizeable family nest egg. In fact, it totals right at $103 billion for the six of them. Yes, six people, 100-plus billion bucks. That means that these six hold more wealth than the entire bottom 40 percent of American families — a stash of riches greater than the combined wealth of some 127 million Americans.

How touching is that?

The “good luck” that each of them had is that they were either born into or married into the Walton family, which makes them heirs to the Walmart fortune. That’s where the “pluck” comes in, for the world’s biggest retailer plucks its profits from the threadbare pockets of low-wage American workers and impoverished sweatshop workers around the world.

Four of the Walton heirs rank as the 6th, 9th, 10th and 11th richest people in our country, possessing a combined net worth of $95 billion. But bear in mind that “net worth” has no relationship to worthiness — these people did nothing to earn their wealth; they just inherited it. And, as Walmart plucks more from workers, the heirs grow ever luckier. In recent years, while the wealth of the typical family plummeted by 39 percent, the Waltons saw their wealth grow by 22 percent — without having to lift a finger.

How odd then that the one-percenters (on in this case, the 1/100-of-one-percenters) are hailing themselves as our country’s “makers,” while snidely referring to workaday people as “takers.” With the Waltons, it’s the exact opposite.

Indeed, you’d think that the Bentonville billionaires would realize that their fortunes are tied directly to these disparages. Apparently, they’re unaware that America’s economic recovery cannot truly be measured in the performance of the stock market but instead should be gauged by the sock market.

Most economists, pundits and politicos see today’s boom in stocks and say: “See, the recovery is going splendidly!” But they should go to such stores as Kohl’s, Target and even the Waltons’ very own Walmart and find out what’s selling. The answer would be socks. Even in the present back-to-school season (usually the second-biggest buying spree of the year), sales are sluggish at best, with customers foregoing any spending on their kids except for socks, underwear and other essentials.

This is not only an economic indicator but also a measure of the widening inequality in America. The highly ballyhooed “recovery” has been restricted to the few at the top who own nearly all of the stocks, get paychecks of more than $100,000 a year and shop at upscale stores. But meanwhile, the many don’t have any cash to spare beyond necessities. Walmart’s chief financial officer seems puzzled by this reality. There is, as he put it last week, “a general reluctance of customers to spend on discretionary items.”

Golly, sir, why are those ingrates reluctant? Could it be because job growth in our supremely wealthy country has been both lackluster and miserly? Yes — jobs today are typically very low paying, part-time and temporary with no benefits. Mr. Walmart-man should know this, since his retail behemoth is the leading culprit in downsizing American jobs to a poverty level in order to further enrich those at the very top, including Christy, Jim, Alice, Robbie, Ann and Nancy. In recent months, corporate honchos at the Arkansas headquarters have directed Walmart managers not to hire at all or to concentrate on hiring temporary and part-time workers, while cutting the hours of many full-time employees

Since the Great Recession “ended” in 2009, Walmart has slashed 100,000 people from its U.S. workforce, even as it added some 350 stores. In addition, while the giant banked more than $4 billion in profit just in the last three months, the chieftains changed the corporate rules to make it harder and costlier for employees to get Walmart’s meager health care plan.

Yet, executives wonder why customers aren’t buying “discretionary” items. Hello — even your own workers can’t afford to buy anything in the store besides socks.

“No, Walmart Doesn’t Create Jobs”: Contrary To The Happy Talk, It Actually Kills Them

Because it’s a such a slow news day, and because the DC big box living wage bill is still in the news, I thought I’d write about the Walmart piece I published in Salon.com earlier this week. First, an update on that living wage fight, which I’ve written about before on this site. The bill, which would require Walmart and other big box retailers to pay a minimum wage of $12.50 an hour, passed the DC City Council. It needs the signature of DC Mayor Vincent Gray to become law, but Gray hasn’t received it yet. There have been suggestions that he’s leaning toward a veto and that Council Chairman Phil Mendelson has delayed sending the bill to Gray’s desk because he’s working to shore up support for a veto-proof majority. Walmart has threatened to cancel plans to open new stores in DC if the bill is enacted.

One of the most compelling-seeming arguments that the pro-Walmart forces have been making is that DC should reject the bill and welcome Walmart into the community, because Walmart would create much-needed jobs. So I decided to look at what the research says about Walmart’s impact on employment. Guess what? Contrary to the happy talk, Walmart does not create jobs. Actually, it kills them.

Here’s why: first, at the local level, all Walmart does is put mom-and-pop stores out of business. The overwhelming body of evidence, including the most rigorous peer-reviewed studies, suggests that when Walmart enters a community, the result is a net loss of jobs; at best, it’s a wash. In fact, the biggest, best scholarly study about the impact of Walmart on local employment was done by an economist at University of California at Irvine named David Neumark, who is not exactly a wild-eyed liberal. He’s the kind of economist, actually, who writes anti-minimum wage op-eds for the Wall Street Journal.

The devastating impact Walmart has had on jobs becomes most clear when you go macro, and look at its impact not just locally, but on the national economy. In its relentless quest for low prices, Walmart strong-arms its suppliers to cut labor costs to the bone. What this has meant in practice is that many suppliers have been forced to lay off workers and ship jobs to low-wage countries overseas. Because of Walmart, countless jobs in the U.S. have been lost, mostly in manufacturing.

I’ve been thrilled by the response to my Salon piece — over 5,000 Facebook “likes,” and counting! Thus far, none of the prominent pro-Walmart voices have taken issue with it, because the facts I present are hard to dispute.

Back to the DC controversy: neoliberal pundits and politicians hate the DC living wage bill, because they don’t want to drive Walmart away. The politicians want the photo ops at Walmart openings, where they can boast about bringing “good jobs” — um, well, okay, “jobs,” anyway — into the community.

But when Walmart comes to town, significantly more local retail jobs are destroyed than created. And to the extent Walmart grows and is empowered, even more manufacturing jobs will be lost. If Walmart’s fans understood its anti-worker business model, they would get this. Walmart’s philosophy requires cutting labor costs to a bare minimum, so it makes sense that the company would not only pay workers miserable wages, but also shred as many jobs as possible.

Some of the pro-free market ideologues do grasp this. Here’s Forbes contributor Tim Worstall, for example, with a blog post helpfully entitled: “Of Course Walmart Destroys Retail Jobs: That’s the Darn Point of it All.”

I appreciate the honesty of Worstall and others of his ilk; they celebrate Walmart for its innovation and productivity-enhancing “creative destruction.” Fine. What I don’t appreciate is those pundits who then turn around and claim that Walmart is also going to magically create jobs out of thin air, as so many are doing in the current DC debate (see, for example such gold star hacks as Mona Charen, Star Parker and, inevitably, Fox News).

Let’s be clear: the brave new economic world so many conservatives and neoliberals celebrate necessitates massive job loss. In theory, the gains from productivity brought about by Walmart’s ability to produce more output with less labor inputs are supposed to benefit everyone. But in practice, they’re going almost entirely to the the top, and the economic hit is being taken by those at the bottom. Progressives need to do all they can to change this dynamic. Supporting living wage bills like the one in DC would be a great place to start.

“It’s Not Just About Burger Flippers”: A Preview And A Parable, McDonald’s And The Fate Of The Middle Class

In recent weeks fast-food workers have staged dramatic one-day strikes in cities across the country, demanding a $15 starting wage, instead of about $8 on average at places like McDonald’s. The strikes have prompted much debate about fast food and the cost of a Big Mac. But this moment isn’t just about burger-flippers—it’s about the realization that the American middle class has been hollowed out to the point of decimation. Today, one in four jobs is low-wage, and at current pace it will be one in two jobs by 2024—which means that what fast-food companies pay people today will affect us all.

Companies like McDonald’s may protest that their margins are too thin, their workforces too transient to justify a $15 minimum wage. Yet in other countries the company pays exactly that wage and manages to make profits while charging only a few cents more for burgers. In this sense, fast-food workers are like water drops on a hot griddle: once they’re vaporized, everyone else is about to get cooked. And as these strikers are now showing, more and more low-wage workers in America, even ones that aren’t unionized, are tired of being vaporized.

A $15 minimum wage is the key building block to “middle-out economics” (a concept I’ve helped shape, along with my co-author Nick Hanauer). Middle-out economics, as opposed to trickle-down, says that the best job creator is a healthy middle class with the purchasing power to generate and sustain demand. It says – as Henry Ford figured out a long time ago – that workers aren’t costs to be cut; they are customers to be cultivated. Investing in that middle class makes more sense than expanding tax breaks for the wealthy.

A middle-out policy agenda includes a more progressive tax system, but also focuses on high-skill education and fostering more entrepreneurs. And it crosses left-right lines: after all, the rock-bottom wages of a “free enterprise” like Wal-Mart leads to more “big government” spending on food stamps and Medicaid. A $15 minimum wage would take tens of millions off the dole and turn them into more robust consumers and less dependent citizens.

The fast-food strikes have framed the issue and are a sign of a reorganization of labor itself. Because traditional unions now cover only a tiny slice of the private workforce, new forms of organized, joint action are emerging to pressure employers for a better deal, such as coalitions of domestic workers in various states, or advocacy centers for oft-abused guest workers.

Too many American think that the plight of the low-wage worker has nothing to do with them. In fact it is both a preview and a parable. The fate of the middle class rests, in part, on whether more Americans learn to see the fate of fry cooks as their own.

“Two America’s Truer Now Than Ever”: Perishing On A Lonely Island Of Poverty In The Midst Of A Vast Ocean Of Material Prosperity

You may think you know about Martin Luther King, Jr., but there is much about the man and his message we have conveniently forgotten. He was a prophet, like Amos, Isaiah and Jeremiah of old, calling kings and plutocrats to account — speaking truth to power.

King was only 39 when he was murdered in Memphis 45 years ago, on April 4th, 1968. The 1963 March on Washington and the 1965 March from Selma to Montgomery were behind him. So was the successful passage of the Civil Rights Act and the Voting Rights Act. In the last year of his life, as he moved toward Memphis and his death, he announced what he called the Poor People’s Campaign, a “multi-racial army” that would come to Washington, build an encampment and demand from Congress an “Economic Bill of Rights” for all Americans — black, white, or brown. He had long known that the fight for racial equality could not be separated from the need for economic equity — fairness for all, including working people and the poor.

Martin Luther King, Jr., had more than a dream — he envisioned what America could be, if only it lived up to its promise of life, liberty, and the pursuit of happiness for each and every citizen. That’s what we have conveniently forgotten as the years have passed and his reality has slowly been shrouded in the marble monuments of sainthood.

But read part of the speech Dr. King made at Stanford University in 1967, a year before his assassination and marvel at how relevant his words remain:

“There are literally two Americas. One America is beautiful for situation. And in a sense this America is overflowing with the milk of prosperity and the honey of opportunity. This America is the habitat of millions of people who have food and material necessities for their bodies, and culture and education for their minds; and freedom and dignity for their spirits…

“…Tragically and unfortunately, there is another America. This other America has a daily ugliness about it that constantly transforms the buoyancy of hope into the fatigue of despair. In this America millions of work-starved men walk the streets daily in search for jobs that do not exist. In this America millions of people find themselves living in rat-infected vermin-filled slums. In this America people are poor by the millions. They find themselves perishing on a lonely island of poverty in the midst of a vast ocean of material prosperity.”

Breathtakingly prescient words as we look around us at a society where the chasm between the super-rich and poor is wider and deeper than ever. According to a Department of Housing and Urban Development press release, “On a single night last January, 633,782 people were homeless in the United States.” The Institute for Policy Studies’ online weekly “Too Much” notes that single-room-occupancy shelter rates run about $558 per month and quotes analyst Paul Buchheit, who says that at that rate, “Any one of America’s ten richest collected enough in 2012 income to pay an entire year’s rent for all of America’s homeless.”

But why rent when you can buy? “Too Much” also reports that the widow of recently deceased financier Martin Zweig “amid a Manhattan luxury boom” has placed their apartment at the top of the posh Pierre Hotel on the market for $125 million: “A sale at that price would set a new New York record for a luxury personal residence, more than $30 million over the current real estate high marks.”

Meanwhile, a new briefing paper from the advocacy group National Employment Law Project (NELP) finds there are 27 million unemployed or underemployed workers in the U.S. labor force, including “not only the unemployed counted by official jobs reports, but also the eight million part-time workers who would rather be working full-time and the 6.8 million discouraged workers who want to work but who have stopped looking altogether.” Five years after the financial meltdown, “the average duration of unemployment remains at least twice that of any other recession since the 1950s.”

And if you think austerity’s a good idea, NELP estimates that, “Taken together, the ‘sequester’ and other budget-cutting policies will likely slow GDP this year by 2.1 percentage points, costing the U.S. economy over 2.4 million jobs.”

Walmart’s one of those companies laying people off, but according to the website Business Insider, the mega-chain’s CEO Michael Duke gets paid 1,034 times more than his average worker. Matter of fact, “In the past 30 years, compensation for chief executives in America has increased 127 times faster than the average worker’s salary.”

Two Americas indeed.
