“With Or Without You”: Obama Leaves Obstinate GOP Behind With State Of The Union

With his penultimate State of the Union address, President Obama gave the speech that Democrats have always wanted him to give.

After six years of hedges and qualification, the president finally offered a confident, full-throated defense of his economic record, and of his progressive vision of government.

“Tonight, after a breakthrough year for America, our economy is growing and creating jobs at the fastest pace since 1999. Our unemployment rate is now lower than it was before the financial crisis,” the president declared. “More of our kids are graduating than ever before; more of our people are insured than ever before; we are as free from the grip of foreign oil as we’ve been in almost 30 years.”

“It’s now up to us to choose who we want to be over the next 15 years, and for decades to come,” Obama said. “Will we accept an economy where only a few of us do spectacularly well? Or will we commit ourselves to an economy that generates rising incomes and chances for everyone who makes the effort?”

The president went on to lay out a program of “middle-class economics,” featuring tax cuts for working families, the expansion of paid sick leave, free community college, new infrastructure spending, and a higher minimum wage. He also highlighted his administration’s work on several issues close to the hearts of liberals, such as combating climate change, protecting the rights of LGBT people around the world, closing the prison at Guantánamo Bay, defending the right to vote, and safeguarding elections from “dark money for ads that pull us into the gutter.”

While nothing the president proposed would have the impact of historically significant Obama-era achievements like the Affordable Care Act or the Dodd-Frank Wall Street reform law, most of his proposals poll extremely well with the American public. And Obama practically dared Republicans to stand in their way.

“These policies will continue to work, as long as politics don’t get in the way. We can’t slow down businesses or put our economy at risk with government shutdowns or fiscal showdowns,” Obama said. “We can’t put the security of families at risk by taking away their health insurance, or unraveling the new rules on Wall Street, or refighting past battles on immigration when we’ve got a system to fix. And if a bill comes to my desk that tries to do any of these things, it will earn my veto.”

The president’s speech featured few surprises (in fact, the White House released a full transcript of Obama’s remarks before he even entered the House chamber). But the official Republican response from newly elected senator Joni Ernst (R-IA) contained even fewer. Her sunny speech had almost nothing to do with what Obama proposed; in fact, just seconds in, she flatly acknowleged that “rather than respond to a speech, I’d like to talk about your priorities.”

Apparently, Republicans still think that those priorities include building the Keystone XL pipeline — which Ernst labeled the “Keystone jobs bill,” although it will create just 35 permanent positions — cutting taxes and spending, repealing the health care reform law, and little else.

“Americans have been hurting, but when we demanded solutions, too often Washington responded with the same stale mindset that led to failed policies like Obamacare,” Ernst lamented. “It’s a mindset that gave us political talking points, not serious solutions.”

That statement betrays Republicans’ central political problem in 2015. For years, they have claimed that President Obama’s policies would lead to disaster. But now, as the GOP takes full control of Congress, those “failed policies” have resulted in a booming economy — an irony that the president noted in his address.

“At every step, we were told our goals were misguided or too ambitious; that we would crush jobs and explode deficits,” Obama said. “Instead, we’ve seen the fastest economic growth in over a decade, our deficits cut by two-thirds, a stock market that has doubled, and health care inflation at its lowest rate in 50 years.”

Meanwhile, the GOP had no response except for  the same plans that it pitched at the depth of the recession.

It’s no secret that Republicans will dismiss most of the proposals that President Obama put forth during his speech. But the rest of the nation might not follow suit. According to a new NBC News-Wall Street Journal poll, 45 percent of Americans are happy with the state of the economy  — an 11-year high — and 49 percent approve of Obama’s handling of the issue. Democrats’ economic message is starting to resonate, and Republicans still don’t have a serious plan of their own.

If they don’t find one shortly, they risk seeing the national debate leave them behind just as they hope to win the White House in 2016.

“Common Victims”: Movements For Racial Justice And Economic Justice Could Converge To Form A Powerhouse For Change

What happens to a dream deferred?

Maybe it just sags like a heavy load. Or does it explode?

That was the poet Langston Hughes, in 1951. In that year, more than half a century ago, the most basic dreams of African Americans were deferred. Segregation was mandatory in the old South. Discrimination was legal everywhere in America, whether in housing, education, or employment. Blacks were not just separated, but isolated, marginalized, restricted to the worst jobs and most dilapidated neighborhoods, the most dismal schools.

For many, the racism just sagged, like a heavy load. It destroyed hope that hard work would be rewarded. The deferred dreams of that era seldom produced explosions, because the state had a very efficient system of terror. Blacks who resisted were likely to be lynched, jailed, or otherwise destroyed.

It is a testament to sheer grit, tenacity and courage that large numbers of blacks managed to get educations, raise families, start businesses, and enter professions at all—and demand inclusion in civic life.

The next 20 years were almost miraculous. From the small beginnings of local bus boycotts and sit-ins came the transformation of civil rights laws, finally giving African Americans full civic and legal equality, a hundred years after Lincoln.

The progress of the 1960s reflected a combination of the courage of the civil rights movements, the alliance with decent whites, and the leadership of an accidental president. Lyndon Johnson was able to prick the conscience of just enough of white America, to cajole and pressure just enough legislators, and to make a startling alliance between the White House and the radicals in the streets.

If you have never read or watched LBJ’s “We Shall Overcome” speech, you have missed a key moment in American history.

It helped that the economy was booming, so that economic progress for blacks did not equate to explicit sacrifices for whites (though whites did have to give up their role as a privileged caste). It helped that there were still liberal Republicans in that era, without whom none of the great civil rights laws could have passed.

So here we are, approaching Christmas 2014. Racism still taints the American dream. And unlike, say, in 1964 when there was a sense of a movement on the march with history on its side, it is hard to summon up optimism.

It is one thing when the government decrees that blacks can’t vote, can’t patronize restaurants, can’t apply for good jobs. That sort of racism shames everyone.

But when cops brutalize young black men, and prosecutors wink, and grand juries refuse to indict, that sort of racism is deeper in the social fabric and much harder to explicitly root out. It is encouraging to see outraged citizens on the march again, heartening that the marches includes whites as well as blacks and other groups.

Yet what sort of movement, what sort of policies, what sort of majority support in the country can we imagine that will fix what is broken?

New York Mayor Bill DeBlasio, whose bi-racial son Dante sports an Afro, has spoken of the need to “literally train him, as families have all over this city for decades, in how to take special care in any encounter he has with the police officers who are there to protect him.” That comment provoked outrage from the police.

Sunday, speaking on the ABC News program This Week DeBlasio threaded his way between outrage and support for law enforcement, declaring:

We have to retrain police forces in how to work with communities differently. We have to work on things like body cameras that would provide different level of transparency and accountability. This is something systemic. And we bluntly have to talk about the historic racial dynamics underlie this.

There have, in fact, been moments when thoroughly racist local police departments have been made over to discard their worst racist practices. The Los Angeles Police Department, after decades of strife and civic reform, is better than it once was. But it took a consent agreement with the Justice Department and five years of direct federal supervision.

President Obama, who did manage to summon up some outrage in the Trayvon Martin murder (“If I had a son, he’d look like Trayvon”), has been relatively circumspect, appealing both for reform and for order. He is not close to calling for federal supervision of local police.

Obama is no LBJ. And in fairness to Obama, in the absence of stronger public demands, the federal government is not well-positioned to remake local grand juries and police departments.

We have gone utterly backwards since the 1960s, a time when the Justice Department and the courts vigorously interceded to protect the right to vote. Now, the right to vote is being taken away and rightwing courts are tying the Justice Department’s hands.

We need a broad movement once again, to force government’s hand. As Dr. King appreciated in the last year of his life, it needs to be a movement for economic justice as well as civil rights, a multi-racial movement. Only when there is common appreciation that whites and blacks are common victims of an economic system that delivers all the gains to the top do we have a prayer of mobilizing the whole nation to demand action.

“When The Action Ends, The Cameras Will Depart”: In Ferguson, As Elsewhere, Voting Is What Matters

In covering the violence engulfing Ferguson, Missouri, media routinely cite the following numbers to explain the frustration of the minority community there:

Ferguson’s population is two-thirds African-American, yet the mayor, five of the six City Council members and nearly the entire police force are white.

But there are other numbers. In the municipal election held last year, 52 percent of the voters were white — in a city, to repeat, that is 67 percent black.

The first set of numbers is related to the second.

Clearly, what we are calling a minority population is a majority. If most of Ferguson’s eligible African-American voters feel that the city government treats them unfairly, they have a simple remedy: They can elect a different city government.

Black city leaders have made this case, but their message has been lost in the drama of downtown burning and looting. Chaos afflicted this city in August after a white police officer fatally shot Michael Brown, an unarmed African-American. Chaos has descended again after a grand jury declined to indict the officer involved.

In between was a midterm election, in which only 42 percent of registered Ferguson voters turned out to cast ballots for the powerful office of St. Louis County executive. This participation was actually 10 percentage points below that of the previous midterm in 2010.

In the midterm elections nationally, blacks, Latinos, young people, single women and other generally progressive voting groups failed to show up in large numbers. Older white people did.

Of course, calls for civic participation are hard pressed to compete for attention with the world’s news cameras looking for excitement. The Ferguson rioters — a crowd no doubt swelled by opportunists of all variety — are not leaving much to save. When the action ends, the cameras will depart.

The purpose here is not to second-guess the grand jury’s decision. There were highly conflicting witness reports of what happened.

Nor is the purpose to advocate voting along racial (or ethnic) lines. Voters will ideally cast their ballots for candidates deemed most capable of serving their needs.

Nor must a police force perfectly reflect the racial makeup of a population, though, it must be said, Ferguson’s imbalance seems extreme. But again, Ferguson’s black community can change this situation by electing officials sensitive to their concerns.

It’s true that Ferguson’s municipal elections schedule doesn’t encourage turnout. These elections take place in April, far from the traditional voting day in November. They also occur in non-presidential years, when turnout by minorities and young people traditionally drops. In the most recent municipal election, only 12 percent of registered voters — white, black or otherwise — cast ballots. Voters can change those dates.

This poor showing frustrates civic-minded African-Americans advocating change in a normal, nondestructive way.

“Every time there’s an election, we have to show up,” Patricia Bynes, a local black Democratic official, told Reuters. “I don’t care if we are voting what color the trash cans are. We need to show up.”

At Brown’s funeral, a family member called on mourners to make themselves heard at the polls. But only 204 residents of Ferguson registered to vote from the time of the fatal shooting to the Oct. 8 registration deadline for voting this year — only 204 in a city of 21,000 people.

And as pollsters keep reminding us, what determines the end result isn’t how many people register to vote. It’s how many registered voters actually come to the polls on Election Day.

This can’t be said often enough. The power that matters in Ferguson — and everywhere else — is exercised in the voting booth.

“Protest 101, A Chance To Change The World Again”: Some Thoughts As We Wait To See Whether Ferguson Burns

Last week, I spent a day at Drake University in Des Moines, Iowa, where some students and I talked about protest. Des Moines is six hours up the road from Ferguson, Missouri, the St. Louis suburb where Michael Brown, an unarmed teenager, was shot to death by a police officer in August, prompting weeks of often violent clashes between protesters, rioters and heavily militarized police.

Some of the kids have ties in that area, so they were waiting — even more tensely than the rest of us — to see if a grand jury would indict the officer and whether the failure to do so would mean renewed violence. These were serious-minded young people concerned about the state of their nation and they were wondering what they could do to effect change.

I’ve had similar talks on college campuses going back before most of us ever heard of Ferguson. I’ve lost count of how many students have told me: “I want to change things, but I don’t know how. What can I do?”

It amazes me that half a century ago people their age fought for civil rights, women’s rights and an end to a useless war in Southeast Asia using no technology more sophisticated than mimeograph machines and rotary dial telephones, while kids with iPads and social media accounts feel helpless to make themselves heard. I’ve walked away from many encounters with students feeling that they were earnest, well intentioned — and utterly clueless about their power to better the world.

Nor am I alone in that. I often hear older people, those who marched, leafleted and shouted for justice in the ’60s, complain that Kids These Days are too complacent. They lament what they would do if they were just young enough. Rep. John Lewis, the hero of the voting rights campaign in Selma, often puts it like this: “Young people today are too quiet.”

But here’s an idea: Instead of just criticizing them, why don’t their elders teach them? Meaning not just icons of the struggle for human rights like Gloria Steinem, Diane Nash and Tom Hayden, but lesser-known footsoldiers whose names never made the history books. Why don’t they put together college campus lectures, church basement meetings, podcasts?

Call it Protest 101, a seminar in how to organize effectively for change. It would be a gift to the next generation, one the elder generation is uniquely positioned to give.

I vacillate on what John Lewis said. Sometimes it seems to me that young people are, indeed, entirely too quiet, too narcotized by gadgets, games and irrelevancies to notice the world is going to heck around them. Other times, it seems that they simply don’t know what to do about it, that they have been made to feel too helpless and small to make a difference.

But as the Occupy movement a few years ago demonstrated and Ferguson reiterates, there is a new ferment among young people — and people not so young — as they see civil rights gains whittled away, as they see elections rigged like a casino slot machine by monied interests, as they see unarmed black boys gunned down without consequence, as they see robber barons too big to fail game the economy and get away scot-free while the full weight of American jurisprudence and media indignation drops like a brick on poor people and immigrants.

What a waste if that energy goes only into the breaking of windows. What a loss if that moral authority is burned up in fire.

This nascent, inchoate movement knows how to get attention, but has no idea what to do after that. It is undisciplined and unformed and does not know how to articulate an agenda for change. I submit that that’s where their elders come in.

The ’60s generation once changed the world. Here’s a chance to change it again.

“The Parties Of No”: Then And Now, Dire Consequences For The Nation’s Poorest Citizens

In 1874, Republicans suffered one of the greatest electoral reversals in American history, losing 170 seats and their commanding House majority to the Democratic opposition. Although not apparent at first blush, the recent Republican victory has a great deal in common with this Democratic landslide 140 years earlier. And if history is any guide, the upcoming Congressional realignment will again have dire consequences for the nation’s poorest citizens.

Although the conservatives of the post-Civil War era went under the banner of the Democratic Party, their policies and strategies were similar to today’s Republicans. Both exploited ailing economies and unpopular administrations in the White House to advance their programs of obstruction and fiscal retrenchment.

Above all else, what unites 19th-century Democrats and 21st-century Republicans is their dogged opposition to federal spending, especially on social services for the nation’s neediest. Today’s Party of No has attempted to block the Obama administration on a number of these measures — from food stamps and welfare to unemployment benefits and health care — even at the risk of a national credit default.

Yet long before today’s Republicans made obstruction their raison d’etre, Gilded Age Democrats turned “No” into a political rallying cry, and, in the process, rolled back some of the era’s most important social reforms.

One of their first targets was the Freedmen’s Bureau, a federal agency established in 1865 to aid the nation’s recently emancipated slaves. In providing rations, medical care, education and employment opportunities to freed African Americans, the Bureau was one of the great progressive institutions of the era, despite a chronic shortage in funding.

Democrats, however, protested vigorously with arguments that, to this day, remain central to the conservative critique of federal intervention on behalf of blacks. Nineteenth-century Democrats stressed that self-help, not dependence on the federal government, was the only path forward for African Americans, and that such so-called charity would injure the “character” and “prospects” of a newly emancipated class of citizens. They insisted that public spending on a single group was not only unfair, but financially unsustainable as well. One newspaper captured several of these concerns by dubbing the Bureau a “department of pauperism.” In 1872 Congress abruptly shut down the Bureau, and with that, millions of freed slaves lost one of their only allies in the struggle against violent racism in the South.

One hundred and forty years has done relatively little to shift the conservative position on taxation. Reducing the tax burden on the rich is a Republican mainstay, even as income inequality soars to Gilded Age-esque extremes. Meanwhile, Tea Party-affiliated politicians like Ted Cruz promote a flat tax, which would put disproportionately greater strain on lower earners.

Although they lacked the Reaganite vocabulary of trickle-down economics, 19th-century conservatives similarly pushed for lowering taxes on the rich. After the Civil War, Southern conservatives shifted the burden onto the poorest citizens, namely freed slaves. Whereas taxes on landed property were astonishingly low (.1 percent in Mississippi, for example), blacks often had to pay poll or “head” taxes that could amount to a substantial portion of their yearly income. The result was a system in which wealthy landholders could end up paying less overall in taxes than the hired hands who worked their land.

On the issue of voting rights, today’s Republicans have more in common with Gilded Age Democrats than any current political party should. As many have pointed out, the voter ID laws backed by Republican policymakers disproportionately affect poor people, minorities, and college students, key constituents in the Democratic base. Conservative efforts in this regard may not mark the return of Jim Crow, as some have suggested, but they certainly undermine key provisions of the Voting Rights Act of 1965.

Like today’s Republicans, yesterday’s Democrats recognized the electoral gains to be made in keeping certain voters from the polls. Thus they waged a national campaign against black male voting rights, which had been secured in 1870 by the 15th Amendment. In particular, they exploited the Amendment’s vagueness by introducing literacy, property and educational tests to severely limit black suffrage and thereby inaugurate the age of Jim Crow by the turn of the century.

To be clear, Republicans today differ from their conservative predecessors in certain crucial respects. No serious Republican leaders currently advocate the systematic disfranchisement of an entire race, nor would they condone the sort of racial violence that conservatives deployed in post-Civil War America.

Nonetheless, the parallels are disconcerting. Once again a bitter American electorate has empowered a party without an apparent political vision beyond repeals and rollbacks. And once again that party pursues the regressive goal of lowering taxes on the rich while dismantling federal programs for the poor.

When Americans gave up on the possibility of progressive reform in the 1870s, they ushered in an age of rapidly growing racial and economic inequality. We can only hope the repercussions won’t be so serious this time around.
