“Dems, It’s Time To Dump Dixie”: A Lost Cause, A Different Country

I don’t remember a much sadder sight in domestic politics in my lifetime than that of Mary Landrieu schlumpfing around these last few weeks trying to save a Senate seat that was obviously lost. It was like witnessing the last two weeks of the life of a blind and toothless dog you knew the vet was just itching to destroy. I know that sounds mean about her, but I don’t intend it that way. She did what she could and had, as far as I know, an honorable career. I do, however, intend it to sound mean about the reactionary, prejudice-infested place she comes from. A toothless dog is a figure of sympathy. A vet who takes pleasure in gassing it is not.

And that is what Louisiana, and almost the entire South, has become. The victims of the particular form of euthanasia it enforces with such glee are tolerance, compassion, civic decency, trans-racial community, the crucial secular values on which this country was founded… I could keep this list going. But I think you get the idea. Practically the whole region has rejected nearly everything that’s good about this country and has become just one big nuclear waste site of choleric, and extremely racialized, resentment. A fact made even sadder because on the whole they’re such nice people! (I truly mean that.)

With Landrieu’s departure, the Democrats will have no more senators from the Deep South, and I say good. Forget about it. Forget about the whole fetid place. Write it off. Let the GOP have it and run it and turn it into Free-Market Jesus Paradise. The Democrats don’t need it anyway.

Actually, that’s not quite true. They need Florida, arguably, at least in Electoral College terms. Although they don’t even really quite need it—what happened in 2012 was representative: Barack Obama didn’t need Florida, but its 29 electoral votes provided a nice layer of icing on the cake, bumping him up to a gaudy 332 EVs, and besides, it’s nice to be able to say you won such a big state. But Florida is kind of an outlier, because culturally, only the northern half of Florida is Dixie. Ditto Virginia, but in reverse; culturally, northern Virginia is Yankee land (but with gun shops).

So Democrats still need to care about those two states, at least in presidential terms. And maybe you can throw in North Carolina under the right circumstances. And at some point in the near future, you’ll be able to talk about Georgia as a state a Democrat can capture. And eventually, Texas, too.

But that’s presidential politics. At the congressional level, and from there on down, the Democrats should just forget about the place. They should make no effort, except under extraordinary circumstances, to field competitive candidates. The national committees shouldn’t spend a red cent down there. This means every Senate seat will be Republican, and 80 percent of the House seats will be, too. The Democrats will retain their hold on the majority-black districts, and they’ll occasionally be competitive in a small number of other districts in cities and college towns. But they’re not going to win Southern seats (I include here with some sadness my native West Virginia, which was not a Southern state when I was growing up but culturally is one now). And they shouldn’t try.

My friend the political scientist Tom Schaller said all this back in 2008, in his book Whistling Past Dixie. I didn’t want to agree with Schaller then, but now I throw in the towel. He was a man ahead of his time. Look west, Schaller advised the Democrats. And he was right. Now it’s true that many states in the nation’s heartland aren’t winnable for Democrats, either. Kansas, Nebraska, Wyoming, Idaho, and Utah will never come anywhere close to being purple. But Colorado already is. Arizona can be. Missouri, it’s not crazy to think so. And Montana and South Dakota are basically red, of course, but are both elect Democrats sometimes. (Did you know that both of Montana’s senators right now are Democrats?!) In sum, between the solid-blue states in the North and on the West Coast, and the pockets of opportunity that exist in the states just mentioned (and tossing in the black Southern seats), the Democrats can cobble together congressional majorities in both houses, under the right circumstances.

But it’s not just a question of numbers. The main point is this: Trying to win Southern seats is not worth the ideological cost for Democrats. As Memphis Rep. Steve Cohen recently told my colleague Ben Jacobs, the Democratic Party cannot (and I’d say should not) try to calibrate its positions to placate Southern mores: “It’s come to pass, and really a lot of white Southerners vote on gays and guns and God, and we’re not going to ever be too good on gays and guns and God.”

Cohen thinks maybe some economic populism could work, and that could be true in limited circumstances. But I think even that is out the window now. In the old days, drenched in racism as the South was, it was economically populist. Glass and Steagall, those eponymous bank regulators, were both Southern members of Congress. But today, as we learned in Sunday’s Times, state attorneys general, many in the South, are colluding with energy companies to fight federal regulation of energy plants.

It’s lost. It’s gone. A different country. And maybe someday it really should be. I’ll save that for another column. Until that day comes, the Democratic Party shouldn’t bother trying. If they get no votes from the region, they will in turn owe it nothing, and in time the South, which is the biggest welfare moocher in the world in terms of the largesse it gets from the more advanced and innovative states, will be on its own, which is what Southerners always say they want anyway.

“Changing The Way The Votes Are Counted”: Republicans Revive Bold Scheme To Rig Presidential Elections

After Republicans failed to capture the White House in 2012, they dusted off a tried-and-true plan to improve their future electoral prospects. No, they wouldn’t moderate their views or expand their appeal to win votes. They would just change the way that the votes are counted!

The plan: to rig the electoral college with the ultimate goal of squeaking out a Republican presidential win, even in an increasingly challenging electoral landscape.

Here’s how it was supposed to work.

Before the 2010 election, Republican strategists focused energy and resources on gaining control of state legislatures, and succeeded in flipping party control of legislative chambers in blue states including Pennsylvania, Michigan and Wisconsin. This allowed Republican legislatures to draw congressional districts, gerrymandering their states to ensure future Republican gains even in states where Democrats tend to win statewide.

GOP strategists then took it a step further. What if Republicans used their control over these blue states and their favorably gerrymandered electoral maps to make it harder for Democrats to win presidential elections?

Under the Constitution, each state determines how it will distribute its electoral votes to presidential candidates. All but two states (Maine and Nebraska) have a “winner take all” system, in which the winner of the state’s popular vote earns all of its electoral votes. The Republican plan would keep the “winner take all” system in big, solidly red states like Texas. But it would change it in big, blue states like Pennsylvania and Michigan, ensuring that a Democratic candidate who wins the popular vote in the state doesn’t go home with all of its electoral votes.

For instance, under the plan originally proposed in Pennsylvania after the 2012 election, which would have divided the state’s electoral votes up by gerrymandered congressional districts, Mitt Romney would have won 13 of the state’s 20 electoral votes, despite having lost the state’s popular vote. Last year, the Republican-controlled state house in the presidential swing state of Virginia put forward a plan to do something similar. If the Virginia plan had been in effect in 2012, Mitt Romney would have carried away nine of the state’s 13 electoral vote, despite having lost the state’s popular vote to Barack Obama.

Republican National Committee chairman Reince Priebus made the goal of the scheme clear when he endorsed it last year, saying, “I think it’s something that a lot of states that have been consistently blue that are fully controlled red ought to be looking at.”

The proposals in Pennsylvania and Virginia sank after groups like People For the American Way got out the word and residents realized the proposals were part of a blatant political ploy. But this month, the scheme was resurrected in Michigan, where a Republican state lawmaker is proposing his own plan to dilute the power of his state’s reliably Democratic electoral college block. Under the plan introduced by Rep. Pete Lund, Michigan’s electoral votes would be distributed according to a formula tied to the popular vote. It’s not as blatant as the original Pennsylvania and Virginia proposals were, but it has the same goal: If it had been in effect in the last presidential election, it would have cut President Obama’s electoral total in Michigan down to 12 from 16.

These plans can initially seem reasonable, even to progressives, many of whom are wary of the electoral college system. But this isn’t a good-government plan to change the way our presidential elections are conducted. It’s a targeted plot to get more electoral votes for Republicans, even when they’re losing the popular vote. It’s no coincidence that these plans have often been quietly introduced in lame duck sessions, when voters are paying less attention. These measures, if allowed to be passed quickly in a few states with little debate and attention, could have national implications and change American political history.

Voters should be allowed to pick their politicians. But this is yet another case of politicians trying to pick their voters. Like with voter suppression schemes and extreme gerrymandering, the GOP is trying to change the rules of the game for their own benefit. Voters can’t let them get away with it.

“We Must Stop Inflating Our Elected Leaders”: No More “His Excellency” For Men Who Are Anything But Excellent

What are we to make of the conviction of former Virginia governor Bob McDonnell, an erstwhile presidential aspirant, and his wife Maureen on a bevy of federal corruption charges? The case held plenty of entertainment value for the schadenfreude-prone among us, but was there any broader meaning in it? It’s tempting, after all, to dismiss it as a sui generis story, given the uniqueness of the McDonnells’ predicament (dallying with a vitamin-supplement promoter?) and Virginia’s absurdly lax landscape (the state has virtually no limits on gifts to elected officials.)

But I would argue that there is a larger lesson to be taken from this tale. The McDonnell saga is, to me, just the most glaring recent example of a tendency in American politics and government that has bothered me for some time: our weird, unhealthy inflation of executive elected office at all levels of government. As the McDonnell revelations unspooled, first in the dogged reporting of the Washington Post’s Roz Helderman and Laura Vozzella and then in the trial itself, it became clear that driving much of the McDonnells’ behavior was their extremely exalted conception of the office of governor.

This conception not only contributed to the McDonnells’ extraordinary sense of entitlement but also fed the pressures that led them to accept the favors of the vitamin-supplement salesman, Jonnie R. Williams Sr. For one thing, Maureen McDonnell felt great anxiety about being sufficiently well turned out for her husband’s 2010 inauguration and, generally, about living up to the expectations for being the First Lady. Think about that for a second: in the 21st century, a woman needed to worry about performing a role called “First Lady” because her husband was the elected head of one of the nation’s 50 state governments. Does this happen elsewhere? Does the wife of the head of Germany’s state of Lower Saxony (whose population is roughly the same as Virginia’s) fret about living up to the role of “Erste Frau?” Is the wife of the premier of British Columbia or Saskatchewan worrying about whether her wardrobe will measure up?

Sure, one could write some of these anxieties off to Maureen McDonnell’s personal insecuritiesbut not entirely. After all, her husband was taking on a role in which it was deemed appropriate, by traditional protocol, for him to be referred to as “His Excellency.” (Virginia is hardly alone in thisConnecticut, Georgia, Massachusetts, New Hampshire, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina and West Virginia all use this royalist language, a holdover from colonial times.)

The title was hardly the only trapping of office that could’ve led the McDonnells to believe they were monarchs of a sort. They lived in an official mansion, after all, with an executive chef (who, it turned out, was the man who got the scandal rolling when he reported the McDonnells for Williams’ $10,000 check to pay for McDonnell’s daughter’s wedding catering.) The chef, Todd Schneider, recently noted to The Post that he would “often get texts from the first lady about the mansion’s food late at night, sometimes after midnight.” Yes, the wife of the democratically elected governor of one of our 50 states was sending notes to the taxpayer-paid chef at her taxpayer-paid mansion to express her menu preferences. Since when did we become “Downton Abbey”?

This inflation was especially extreme in Virginia, which has an especially grandiose notion of its state governmentThomas Jefferson, Patrick Henry, “the Virginia way,” and all that. But you see the puffery of executive office all around the country, in members of both parties. You see it in Texas governor Rick Perry traveling the country with a veritable platoon of state police troopers at his side. You saw it in the reports of Maryland’s attorney general, Democrat Doug Gansler, who got a kick out of having his official state-police driver turn on the siren and drive on the shoulder while on routine business. You see it in virtually every utterance and step taken by New Jersey governor Chris Christie, who bestrides his state like some latter-day King George III (except when he’s being flown by helicopter to his son’s baseball game and then driven by car for the remaining few hundred feet from copter to bleachers.) And you see it at the federal levelnot just in all the pomp that has come to surround the presidency (that’s a whole story in its own right) but in the puffery that attends even anonymous Cabinet secretaries. I remember once seeing Ray LaHood, the amiable and utterly anodyne head of the Department of Transportation, being swept into a convoy of tinted-window SUVs, with earpiece-adorned guards, as he was leaving Capitol Hill after testifying on bike paths at a minor committee hearing. Heck, even the acting head of the White Office of Drug Control Policya man who, truly, not 10 people in this country could pick out of a lineuphas a security detail.

How did this happen? How did a country that was founded in rebellion against royal overlords become so prone to its own sort of executive self-importance? Part of it has to do with the problem that my editor Frank Foer laid out in an essay in the current issue of this magazine, on the ways in which our federalist system and delegation of powers to countless fragmented municipalities has created thousands of little princes with their own fiefdoms and aggrandizing tendencies. But it may go even deeper than that, to some ancient feudal habits deep within us that allow and even encourage our elected leaders to think they’re lords of their domain. Regardless, it’s time it stopped. No more “His Excellency” for men who, more often than not, are anything but excellent.

” My Wife Made Me Do It”: Virginia’s Ex-Governor Is a Political Crook For Our Times

In an era of small-bore politics and lowered ambition, the corruption trial of former Virginia Governor Bob McDonnell was the scandal best suited for the times. It did not feature outsized personalities or grandiose schemes. Unlike former Illinois Governor Rod Blagojevich, McDonnell wasn’t trying to sell a United States Senate seat. And, unlike former Louisiana Governor Edwin Edwards, McDonnell didn’t try to portray himself as a loveable rogue.

Instead, McDonnell, who was found guilty on 11 counts related to public corruption on Thursday, spent the trial trying to convince jurors that he was just a henpecked husband struggling with his family’s credit card debt.

The scandal revolved around McDonnell and his wife Maureen, who herself was convicted on eight counts related to public corruption for taking gifts from Jonnie Williams, a businessman trying to promote a tobacco-based dietary supplement called Anatabloc. These gifts ranged from$120,000 in low interest loans to Williams simply allowing the Virginia governor to spend a few hours driving his Ferrari. Prosecutors argued that in exchange for these gifts, McDonnell inappropriately used his office to promote Anatabloc and help Williams get state research grants to further study the drug.

McDonnell, who turned down a plea deal earlier this year, argued that he and his wife couldn’t have conspired to accept gifts from Williams because their marriage was so irretrievably broken.  The former Virginia governor’s lawyers portrayed their client as a man trying to save a marriage on the rocks to a woman who was increasingly prone towards “fiery anger and hate” toward him and had “a crush” on Williams.

When the verdict was announced in the federal court in Richmond on Thursday, McDonnell immediately broke down in tears and wept openly. It marked a huge fall from grace for a politician who was once considered a potential presidential candidate and rumored to be under consideration to be Mitt Romney’s running mate in 2012.

The former Virginia governor and his wife are due to face sentencing in January 2015, although McDonnell’s attorney already said he will appeal the verdict up to the 4th Circuit Court of Appeals.  In the meantime, if the conviction stands, McDonnell will be the first governor in the nearly 240-year history of Virginia, ranging from Patrick Henry to Terry McAuliffe, to be convicted of a crime.

“The Tea Party Was Right About Eric Cantor”: His Job In Congress Was About Doing And Receiving Favors

When former House Majority Leader Eric Cantor lost his primary, establishment Washington gasped and cried out with surprise. But when he took a job on Wall Street? No. Surprise. At. All.

Let’s think about this for a minute. It appears as though the establishment-types know Cantor pretty well. He’s got friends on Wall Street, and this is the natural course of events in the world of cronies and insiders. Republicans and Democrats have both availed themselves of the revolving door between Wall Street and Washington. No surprise, no big deal.

What insiders don’t know very well is outsiders. To insiders, the unnatural thing — the big deal — was an incumbent losing. Silly outsiders, a.k.a. voters! Didn’t they know that Wall Street and fancy Washington lobbyists just love this guy?

Oh, wait, yes, the silly voters did know. It’s one of the reasons they broke up with Mr. Cantor. He preferred the cool kids to his own constituents and they knew it, so they voted for someone else.

The Cantor-Goes-to-Wall-Street ending to the story was excruciatingly predictable, but it may have some unexpected outcomes in that it could encourage tea-party types to dig in deeper.

You see, when he accepted this job, Cantor proved that his constituents were right. He was out of touch with folks at home, but very much in touch with the rich and powerful in New York. Anyone who can land a job this lucrative in a field where they have zero experience must be getting the job for, ahem, different reasons. It’s about being friends, about doing and receiving favors. Voters understand this, and those who already think Wall Street and Washington are thick as thieves just got their best proof yet.

I suspect that Cantor’s friends inside the Beltway are very happy for him. They may even be thinking, “Good for Eric. The best revenge is living well!” They may secretly think that those silly voters in Virginia will be jealous of their former congressman’s new income, which will be 26 times bigger than their average household income.

But I doubt there is any jealousy at all. I’m guessing the feeling of those who voted against Cantor is more along the lines of: “Good. He’ll be much happier with his friends in New York City and downtown Washington than he was with us here in Virginia.”

The fruition of predictable events can be comforting, but it can also cement convictions. So for those Washingtonians who are toasting Cantor’s success this week, I have a word of caution: Your buddy Eric just proved to the anti-establishment, tea-party types that firing him was a good decision. Other members of Congress in the Cantor mold will not be well served by this. Perhaps that’s why Cantor waited until primary season was safely over before proving his constituents right.
