“A Purely Political Operation”: How The Koch Network Exploited The Veterans Affairs Crisis

As the scandal over waiting lists at Veterans Affairs hospitals exploded earlier this year, there was widespread outrage—and justifiably so, as the country learned that more than 100,000 veterans waited over ninety days for care or never received it.

An ever-present force in this debate was a group called Concerned Veterans for America. Its leader, Peter Hegseth, frequently appeared on cable news segments about the scandal, and CVA was often mentioned on the floor of the Senate.

Though the group doesn’t disclose its donors, it has for a long while been clear the group is funded in part, or perhaps even in full, by the Koch brothers. Any remaining doubt can now be erased thanks to audio from the secretive Koch donor retreat this summer, obtained by The Undercurrent and reported here.

Hegseth addressed the crowd and not only confirmed that the Koch network “literally created” CVA but explained giddily “the central role that Concerned Veterans for America played in exposing and driving this crisis from the very beginning.”

Most notably, during his roughly ten-minute speech, Hegseth outlined how the group was turning legitimate grievances over Veterans Affairs care into a political weapon to attack both the Obama administration and the idea of government-provided healthcare.

When Kevin Gentry, vice president of the Charles G. Koch charitable foundation, introduced Hegseth to the assembled donors, he noted that “you all helped build a group called Concerned Veterans for America.”

At various points, Hegseth took pains to express his gratitude to the people funding his operation. “Concerned Veterans for America is an organization this network literally created to empower veterans and military families to fight for the freedom and prosperity here at home that we fought for in uniform on the battlefield,” he noted.

“We utilized the competitive advantage that only this network provides: the long-term vision to invest and the resources to back it up,” he continued.

Hegseth also created a distinct impression for the audience that CVA was responsible for bringing the VA crisis to the forefront:

Now, unless you’ve been living under a rock for the last couple of months, you know about the crisis at the Department of Veterans Affairs. What you probably don’t know is the central role that Concerned Veterans for America played in exposing and driving this crisis from the very beginning.

After years of effort behind the scenes privately and publicly, the scandal eventually made national headlines when initially in Phoenix it was exposed that veterans were waiting on secret lists that were meant to hide the real wait times veterans had at VA facilities of months and months and months.

Indeed, CVA played a key role in bringing the scandal to the national consciousness. In early April of this year, a doctor from the now-infamous Veterans Affairs hospital in Phoenix retired and went to The Arizona Republic with allegations of falsified data about long wait times for patients.

But despite the story, it remained a local issue. One of the things that helped drive it into the national news was a rally organized by CVA in Phoenix with Republican Representative Dave Schweikert. Not long after, CNN reporter Drew Griffin ran a long investigative piece that sent the story viral.

The scandal surely deserves attention. But Hegseth’s speech is striking for the naked political motivations behind CVA’s advocacy, and what he deems most important:

Perhaps most importantly to this effort, we have created a new line of defense against the march towards socialized medicine, educating veterans and Americans in the process. Veterans have had government-run healthcare for decades. We’ve had the preview of Obamacare, and the scandal has exposed the inevitable result of central planning for all Americans: massive wait times, impenetrable bureaucracy, de facto rationing, wasted tax dollars. It goes on and on.

Throughout this effort, Concerned Veterans for America, along with our network partners, have intentionally broadened the debate to include big government dysfunction generally, further fortifying a new skepticism that AFP and others have brought to what government-run healthcare does.

Even before this year’s scandal, CVA was using problems with Veteran’s Affairs healthcare as a political cudgel against both the Affordable Care Act and vulnerable Democrats. This ad taken against Representative Alan Grayson is a good example, in which a veteran explains his troubles getting care and then says “If you want to know what Obamacare’s going to be like, just look at the VA system.”

CVA operates in the expanding world of 501(c)(4) social welfare organizations that, in reality, are pure political operations. The group’s finances are hard to parse, but it appears much of their spending is on ads targeting Democrats in swing states—late this summer, for example, CVA began a $1.6 million advertising campaign against Democratic Senator Kay Hagan in North Carolina. (Notably, the air time was already reserved by the Koch-affiliated Freedom Partners, but they canceled their buy and turned it over to CVA.)

Finally in his speech, Hegseth claims that Republican senators were working hand-in-glove with CVA to pass the Sanders-McCain legislation this summer on veteran’s healthcare, and that the Koch network alone is responsible for the “market-based” reforms included in the bill:

Ten days ago, the Senate struck a historic deal, a deal that Concerned Veterans for America was central to in every aspect literally ensuring that the language stay focused on real market-based reform, and we pushed the ball across the Now usually deals in the Senate include only one thing: billions and billions of dollars in more spending. Not this one.

This deal, as with the legislation in the House, was instead built on two market-based reforms that were injected by Concerned Veterans for America and advanced the entire point, the entire way.

He names the accountability measures that allow quick termination of under-performing VA managers, which was initially advanced by Senator Marco Rubio.

Hegseth then says the “crown jewel” of the bill is the ability for veterans to obtain private healthcare if they are waiting too long in the VA system. “The latter reform, which seems like a no-brainer to everyone in this audience, is a huge development, rocking the core of big government status quo in Washington,” he claims.

Here, Hegseth is engaging in some undue bravado. The option for privatized care is for veterans is significant, though only available to veterans who have to wait thirty days or more for care or live more than forty miles from a VA facility. Hegseth doesn’t mention the provision has a sunset of three years or until funding runs out, whichever comes first.

And speaking of funding, the legislation increases the deficit by $10 billion. That would seem to go against much of the fiscal conservatism trumpeted elsewhere in the donor conference.

Nevertheless, the Hegseth speech is an interesting window into how the Koch network operates: funding an ostensible advocacy group that is, in fact, a relentless political operation—and one that can, with the right situation to exploit, do everything from take out political attack ads to help craft legislation.

“Just The Tip Of The Iceberg”: Hundreds Of Voters Are Disenfranchised By North Carolina’s New Voting Restrictions

Craig Thomas of Granville County, North Carolina, registered to vote before he deployed to Afghanistan with the US Army. After serving abroad for eighteen months, he went to vote early in the state’s primary on April 30. He returned from Afghanistan to the same house, in the same precinct, but was told at the polls that there was “no record of registration” for him.

In the past, Thomas could’ve re-registered during the early voting period and cast a regular ballot under the state’s same-day registration system. But same-day registration was one of the key electoral reforms eliminated by the North Carolina legislature last year when it passed the nation’s most onerous package of voting restrictions. In 2014, Thomas had to cast a provisional ballot, which was not counted. After fighting abroad, he was disenfranchised at home.

Thomas was one of 454 North Carolina voters who would have had their ballots counted in 2012 but did not have them counted in the 2014 primary because of North Carolina’s elimination of same-day registration and prohibition on counting a provisional ballot cast in the wrong precinct, according to a new review by Democracy NC. (North Carolina also cut early voting by a week and mandated a strict voter ID law for 2016, among other things.)

From the report:

Voters denied a chance to have their voices heard include a veteran returning from Afghanistan whose registration was incorrectly terminated while he was away; a first-time voter who registered at the DMV, but that registration didn’t reach the local board of elections; a precinct judge assigned to a precinct other than her own who couldn’t leave to vote in her home precinct; a disabled senior who was driven to a friend’s polling place on Election Day; a nurse who temporarily registered her car in a nearby county while working at its hospital for nine months; a college student who registered during a voter drive but her application was not recorded; and a new couple in town who mailed in their registration but it did not reach the county board of elections before the registration deadline.

These new restrictions disproportionately impacted black and Democratic voters. “While Black voters make up 22% of all registered voters, they were 39% of those who lost their votes because of the two rule changes,” according to Democracy NC. “Democrats are 42% of the state’s registered voters, but 57% of those disenfranchised by the new rules.”

The problems in the primary are a disturbing preview of what’s to come. “These 454 voters are obviously just the tip of the iceberg of the thousands who faced the same problems when they went to vote in the primary and who simply left the polling place without taking the time to fill out the paperwork and file a provisional ballot,” Democracy NC notes.

Voter turnout will be much higher in the general election than in the primary, so many more voters will be burdened by the new rules. North Carolina has one of the closest Senate races in the country between Democrat Kay Hagan and Republican Thom Tillis, which could very well decide control of the Senate.

Last month, US District Court Judge Thomas Schroeder declined to grant a preliminary injunction against the state’s new voting restrictions because he said that the plaintiffs “have not demonstrated they are likely to suffer irreparable harm.”

Craig Thomas and the hundreds of voters whose ballots were not counted would likely disagree with Schroeder’s definition of irreparable harm.

An expedited appeal to block the new restrictions before the midterms will be heard by the Fourth Circuit Court of Appeals in Charlotte on September 25.

“Veterans And Zombies”: The Hype Behind The Health Care Scandal

You’ve surely heard about the scandal at the Department of Veterans Affairs. A number of veterans found themselves waiting a long time for care, some of them died before they were seen, and some of the agency’s employees falsified records to cover up the extent of the problem. It’s a real scandal; some heads have already rolled, but there’s surely more to clean up.

But the goings-on at Veterans Affairs shouldn’t cause us to lose sight of a much bigger scandal: the almost surreal inefficiency and injustice of the American health care system as a whole. And it’s important to understand that the Veterans Affairs scandal, while real, is being hyped out of proportion by people whose real goal is to block reform of the larger system.

The essential, undeniable fact about American health care is how incredibly expensive it is — twice as costly per capita as the French system, two-and-a-half times as expensive as the British system. You might expect all that money to buy results, but the United States actually ranks low on basic measures of performance; we have low life expectancy and high infant mortality, and despite all that spending many people can’t get health care when they need it. What’s more, Americans seem to realize that they’re getting a bad deal: Surveys show a much smaller percentage of the population satisfied with the health system in America than in other countries.

And, in America, medical costs often cause financial distress to an extent that doesn’t happen in any other advanced nation.

How and why does health care in the United States manage to perform so badly? There have been many studies of the issue, identifying factors that range from high administrative costs, to high drug prices, to excessive testing. The details are fairly complicated, but if you had to identify a common theme behind America’s poor performance, it would be that we suffer from an excess of money-driven medicine. Vast amounts of costly paperwork are generated by for-profit insurers always looking for ways to deny payment; high spending on procedures of dubious medical efficacy is driven by the efforts of for-profit hospitals and providers to generate more revenue; high drug costs are driven by pharmaceutical companies who spend more on advertising and marketing than they do on research.

Other advanced countries don’t suffer from comparable problems because private gain is less of an issue. Outside the U.S., the government generally provides health insurance directly, or ensures that it’s available from tightly regulated nonprofit insurers; often, many hospitals are publicly owned, and many doctors are public employees.

As you might guess, conservatives don’t like the observation that American health care performs worse than other countries’ systems because it relies too much on the private sector and the profit motive. So whenever someone points out the obvious, there is a chorus of denial, of attempts to claim that America does, too, offer better care. It turns out, however, that such claims invariably end up relying on zombie arguments — that is, arguments that have been proved wrong, should be dead, but keep shambling along because they serve a political purpose.

Which brings us to veterans’ care. The system run by the Department of Veterans Affairs is not like the rest of American health care. It is, if you like, an island of socialized medicine, a miniature version of Britain’s National Health Service, in a privatized sea. And until the scandal broke, all indications were that it worked very well, providing high-quality care at low cost.

No wonder, then, that right-wingers have seized on the scandal, viewing it as — to quote Dr. Ben Carson, a rising conservative star — “a gift from God.”

So here’s what you need to know: It’s still true that Veterans Affairs provides excellent care, at low cost. Those waiting lists arise partly because so many veterans want care, but Congress has provided neither clear guidelines on who is entitled to coverage, nor sufficient resources to cover all applicants. And, yes, some officials appear to have responded to incentives to reduce waiting times by falsifying data.

Yet, on average, veterans don’t appear to wait longer for care than other Americans. And does anyone doubt that many Americans have died while waiting for approval from private insurers?

A scandal is a scandal, and wrongdoing must be punished. But beware of people trying to use the veterans’ care scandal to derail health reform.

And here’s the thing: Health reform is working. Too many Americans still lack good insurance, and hence lack access to health care and protection from high medical costs — but not as many as last year, and next year should be better still. Health costs are still far too high, but their growth has slowed dramatically. We’re moving in the right direction, and we shouldn’t let the zombies get in our way.

“The Damage The Neocons Did Lives On”: Armchair Hawks Still Cling To Fantasies About Iraq

Once upon a time, I believed that if a mature adult made an obvious mistake, he would own up to it, apologize and take responsibility. I believed that if he were a leading political figure who had willfully led the public into disaster, he’d work tirelessly in an attempt to make amends, preferably in some low-key role in which he avoided attention and applause. I believed that if he had made a catastrophic mistake — one that cost tens of thousands of people their lives — he’d spend the rest of his life in quiet reflection, seeking to atone for his sins.

I’ve long recognized my naivete, but Dick Cheney has recently reminded me just how wrong I was.

Nearly 4,500 U.S. troops and more than 100,000 Iraqis lost their lives during a misguided occupation that Cheney helped to mastermind. Now, that country is disintegrating, torn apart by bloody sectarian warfare that was a foreseeable consequence of the ouster of Saddam Hussein. Yet, Cheney and his neocon allies have come out blasting Obama for Iraq’s woes.

Last week, Cheney and his chip-off-the-old-block daughter Liz published an opinion piece in The Wall Street Journal that bears witness to their alternative reality universe.

“When Mr. Obama and his team came into office in 2009, al-Qaida in Iraq had been largely defeated, thanks primarily to the heroic efforts of U.S. armed forces during the surge. Mr. Obama had only to negotiate an agreement to leave behind some residual American forces, training and intelligence capabilities to help secure the peace. Instead, he abandoned Iraq and we are watching American defeat snatched from the jaws of victory,” they wrote.

That is breathtaking — stunning — in its deceit, its gall, its malevolence. Before George W. Bush invaded Iraq, al-Qaida in Iraq was just a jihadist fantasy. Deposing Saddam Hussein — a sadistic tyrant, but the glue that held together that fractious country — allowed terrorists to bloom.

Cheney’s ahistorical analysis reminds me of the old Soviet Union, where apparatchiks routinely erased previous party leaders out of photographs in an effort to persuade observers that they never existed. But evidence of the former vice president’s attempts to rewrite the past abounds. For example, a 2002 speech he delivered to the Veterans of Foreign Wars in which he was wrong about, well, everything:

“Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us. … Regime change in Iraq would bring about a number of benefits to the region. … Extremists … would have to rethink their strategy of jihad. Moderates throughout the region would take heart. And our ability to advance the Israeli-Palestinian peace process would be enhanced,” he said.

The Cheneys are not the only neocons on the rebound. They are joined by several discredited names from the past, including Robert Kagan, Paul Wolfowitz and Scooter Libby. Indeed, Dick and Liz have launched a new fundraising group, The Alliance for a Strong America, to propel armchair hawks into political office.

No worries. The public is war-weary and wants nothing to do with further military interventions abroad. They are unlikely to win many converts.

But the damage the neocons did, not only abroad but also at home, lives on. The United States is left with a huge budget deficit, a result of Bush’s two wars with tax cuts, and thousands of veterans who still suffer severe physical injuries, significant emotional trauma or both. No one should be surprised that the Veterans Administration has had trouble keeping up with its caseload.

But that may not be the worst of it. Polls show that Americans’ trust in their government has fallen through the floor; in a recent survey, only 19 percent of people told Gallup they trust the “government in Washington” to do the right thing most of the time.

It’s probably no coincidence that the last time many Americans trusted their government was during the Bush/Cheney “war on terror.” They left us with a dangerous cynicism toward our democratic institutions.

“Where Is The Accountability On Iraq?”: At Best A Fool’s Errand, At Worst A Criminal Act

Can someone explain to me why the media still solicit advice about the crisis in Iraq from Sen. John McCain (R-Ariz.)? Or Sen. Lindsey Graham (R-S.C.)? How many times does the Beltway hawk caucus get to be wrong before we recognize that maybe, just maybe, its members don’t know what they’re talking about?

Certainly Politico could have found someone with more credibility than Douglas Feith, former undersecretary of defense for policy in the George W. Bush administration and one of the architects of the Iraq war, to comment on how the White House might react to the rapidly deteriorating political situation in Iraq today. Certainly New York Times columnist David Brooks knows what folly it is to equate President Obama’s 2011 troop removal with Bush’s 2003 invasion, as he did during a discussion with me last Friday on NPR?

Just a reminder of what that 2003 invasion led to: Joseph Stiglitz and Linda Bilmes authoritatively priced Bush’s war at more than $3 trillion. About 320,000 U.S. veterans suffer from brain injury as a result of their service. Between 500,000 and 655,000 Iraqis died, as well as more than 4,000 U.S. military members.

Yet as Brooks’s words reveal, the prevailing mindset in today’s media is to treat the 2003 invasion as if its prosecution were an act of God — like Hurricane Katrina, an inevitability that could not have been avoided. Seen this way, policymakers can ignore the idiocy of the decision to invade in the first place and can instead direct all of their critical attention to how to deal with the aftermath. It’s almost as though the mainstream media have demoted themselves from a corps of physicians, eager and able to diagnose, prognosticate and prescribe, to one of EMTs, charged instead with triaging, cleaning and cauterizing a catastrophe without investigating its underlying cause.

Since so many liberal hawks reached the same conclusion as did Bush et al., this notion of the 2003 invasion’s inevitability can falsely seem to have some credence (which is, perhaps why, as Frank Rich points out in New York magazine, so many erstwhile hawks, especially so-called liberal ones, feel no need to acknowledge their erroneous judgments of a decade ago).

But if so many were wrong about Iraq in 2003, why are they still being invited (and trotting themselves out) on Sunday morning talk shows and op-ed pages as authorities on U.S.-Iraq policy? Where is the accountability for the politicians’ and pundits’ warmongering of 11 years ago? James Fallows — who was “right” on Iraq in a 2002 Atlantic cover storytweeted Friday, “Working hypothesis: no one who stumped for original Iraq invasion gets to give ‘advice’ about disaster now. Or should get listened to.” Amen.

In the current cacophony of Washington, we must remember that there is no equivalence to be drawn between Bush’s 2003 decision to invade Iraq and Obama’s 2011 decision to withdraw U.S. troops. Bush’s invasion, after all, was not just a mistake. At best a fool’s errand, at worst a criminal act, this great blunder helped set the stage for Iraq’s chaos today. The increased sectarian violence stems not from the 2011 withdrawal; rather, it is the fruit of the 2003 invasion, subsequent occupation and much-vaunted “surge” of 2007–08.

McCain and Graham insist that airstrikes are the only way forward in today’s Iraq. But what we need now are not armchair warriors calling for military strikes or sending weapons. (As an aside, I will say that, should members of the neoconservative movement feel so motivated, we would wholeheartedly respect their decision to enlist in the Iraqi army.) Obama, himself “right” on Iraq during the war’s run-up, is also right today to resist calls for direct U.S. military action — including airstrikes — in Iraq. The U.S. misadventure in Iraq ended in 2011; we do not need another. Experience and history have (clearly) taught us that there is no military solution in Iraq. Only a political reconciliation can quell the unrest, and this requires more than bellicose calls for violence from 5,000 miles away. To find a solution, we must commit to regional and international diplomacy.

We learned in 2003 that when we move in with guns blazing, we tend to spark a lot more fires than we extinguish. In 2014, we cannot afford to learn this same lesson. Regardless of how many are too blind (or proud or foolish) to realize it, we need to write a new scenario for 2014, so that 11 years from now, we can look back and ponder how, this time, we did things right.
