“A Sordid Approach To The Uninsured”: Republican’s Increasingly Appear Eager To Punish The Poor Because They’re Poor
Even if the Affordable Care Act is implemented perfectly, and the system works exactly as planned, millions of Americans will go without access to affordable health care. Is it due to a flaw in the law? Not exactly.
The problem is Republican opposition to Medicaid expansion at the state level. If your income is between 100% and 138% of the poverty line, you can qualify for Medicaid and get covered – unless you live in a “red” state where GOP officials have rejected Medicaid expansion. If so, you can (a) move; (b) figure out a way to make more money; or (c) go without.
Just in recent days, we’ve seen reports reinforcing how inexplicable these states’ policies really are. Refusing Medicaid expansion will not only cost states billions, but it will also severely undermine state hospitals, all while hurting struggling families.
Kevin Drum today called it “one of the most sordid acts in recent American history.”
The cost to the states is tiny, and the help it would bring to the poor is immense. It’s paid for by taxes that residents of these states are going to pay regardless of whether they receive any of the benefits. And yet, merely because it has Obama’s name attached to it, they’ve decided that immiserating millions of poor people is worth it. It is hard to imagine a decision more depraved.
Alternatively, Republicans in Congress could agree to fix this problem and allow people without access to Medicaid to qualify for exchange subsidies. But of course they won’t do that either for the same reason.
Conservatives hate it when you accuse them of simply not caring about the poor. Sometimes they have a point. This is not one of those times.
I strongly agree, though I’d just add that it’s amazing to hear Republican governors who reject Medicaid expansion try to present their approach as sensible.
Wyoming Gov. Matt Mead (R) recently said he refused the policy because he doesn’t like exchange marketplaces, which doesn’t make any sense. Alaska Gov. Sean Parnell (R) justified his opposition by saying the health care law is a “mess,” which is shallow even by GOP standards. Wisconsin Gov. Scott Walker (R) appeared on MSNBC and said he rejected Medicaid expansion because, someday, federal officials may “renege on their promise” to reimburse states.
Has that ever happened? No. Is there any reason to believe it might happen? No. Could Wisconsin bring coverage to struggling families in the meantime, and then drop the policy in the event Washington refused to meet its obligations? Yes, but Walker doesn’t want to.
The larger takeaway here is that Republican officials increasingly appear eager to punish the poor because they’re poor. Indeed, it’s become a common theme in GOP policymaking just in recent weeks: no extension of unemployment benefits, no extension of the status quo on food stamps, no increase in the minimum wage, and wherever possible, no Medicaid expansion, either.
Republicans better hope low-income Americans vote in low numbers in the near future.

“Why Republicans Can’t Address Rising Inequality”: Even In The Face Of Reality, They Cannot Confess That They Aren’t Troubled At All
So far, the Republican response to President Obama’s historic address on economic inequality has not veered from the predictable clichés of Tea Party rhetoric. It was appropriately summarized in a tweet from House Speaker John Boehner, complaining that the Democrat in the White House wants “more government rather than more freedom” – and ignoring his challenge to Republicans to present solutions of their own.
But for Republicans to promote real remedies – the kind that would require more than 140 characters of text – they first would have to believe that inequality is a real problem. And there is no evidence that they do, despite fitful attempts by GOP leaders on Capitol Hill to display their “empathy” for the struggling, shrinking middle class.
Back when Occupy Wall Street briefly shook up the national conversation, House Majority Leader Eric Cantor and Budget Committee chair Paul Ryan both professed concern over the nation’s growing disparities of wealth and income. But their promises of proof that they care – and more important, of policy proposals to address what Cantor admits are “big challenges” – simply never materialized.
Meanwhile, working Americans learned what rich Republicans say in private about these sensitive topics when the “47 percent” video surfaced the following summer, in the final months of the 2012 presidential campaign. In Mitt Romney’s unguarded remarks to an audience of super-rich Florida financiers, the contempt for anyone who has benefited from public programs (other than banking bailouts) was palpable. Whether that sorry episode turned the election is arguable, but the Republican brand has never recovered – and the perception that Republicans like Romney and Ryan are hostile to the interests of working people remains indelible.
Of course, the House Republicans have done nothing to diminish that impression and everything to reinforce it. They have set about cutting food stamps, killing extended unemployment benefits, rejecting Medicaid expansion, as if competing in demonstrations of callous indifference. They complain about the lack of jobs – so long as they can blame Obama – but undermine every program designed to relieve the suffering of the jobless.
Callous or not, they are certainly indifferent to the injuries of inequality. In a party consumed by right-wing ideology and market idolatry, the further enrichment of the super-rich at the expense of everyone else is a feature of capitalism, not a bug. Whenever they bray about “getting government out of the way,” that means removing the last defenses against that process.
With Pope Francis and President Obama — a pair of the world’s most powerful voices — warning against the dangers of social exclusion and excessive greed, we can expect to hear expressions of remorse as well as rage from all the usual right-wing suspects. But what we shouldn’t expect is honesty. Republicans know that worsening inequality disturbs the great majority of Americans, so they cannot confess that they aren’t troubled at all.
Congress could begin to address the income gap, which conservative policies have exacerbated for three decades. Raising the minimum wage significantly would be a first step toward restoring fairness. Rebuilding the nation’s infrastructure and school systems, rather than letting them continuously decay, would raise employment substantially and improve incomes. Removing obstacles to unionization would begin to level the gross disparities in economic power between the 1 percent and the rest of us.
Now the president has vowed to fight inequality for the rest of his days in office. He is taking that fight directly to the Republicans who have frustrated so many of his initiatives. He will have to cast aside the last illusions of bipartisanship.
No matter what he does or says, he may not be able to win a higher minimum wage or a serious jobs program or universal pre-school with the other party controlling Congress. But if he consistently challenges us — and his adversaries — to restore an American dream that includes everyone, he may yet fashion a legacy worthy of his transformative ambitions.

“Celebrating Misery”: House Republicans’ Ghoulish Defunding Rally
There was something ghoulish about the rally that House Republicans held today in the Rayburn Room after they voted to defund health care reform. The party atmosphere was so boisterous, the cheers and laughter so loud, that it was easy to forget everyone in the room had just voted to keep tens of millions of people from getting health insurance.
By keeping spending at its current levels through mid-December, they had also voted to continue the sequester, which is preventing millions of people from getting public housing subsidies, Head Start seats, and unemployment benefits. The sequester is also taking a serious toll on scientific research and investment in infrastructure, not to mention its infuriating drag on employment and the economic recovery. How about another round of applause?
This shouldn’t come as a surprise, of course, from a House that had voted the previous day to cut food stamps for 3.8 million low-income people, including many very young and very old recipients. But at least they didn’t have a party to celebrate that vote.
Today, though, everyone was in a great mood.
“When we acted, it wasn’t just a group of Republicans, but it was a bipartisan vote,” said Kevin McCarthy, the Majority Whip. (O.K., fine. Two Democrats voted for it, and 188 voted against.) “Let me state that again because I want to make sure you write it correctly. [Huge laughter.] It was a bipartisan vote because we’re Americans first! [Cheers, applause.]”
But some Americans are last, like the millions who would have to get all their medical care from an emergency room if the House had its way. That didn’t seem to bother Eric Cantor, the Republican leader, who pushed through the food-stamp bill and today claimed the health law was turning the country into a part-time economy. (Actually, the recession had started that trend long before President Obama’s health law took effect.)
Mr. Cantor called on Senate Democrats to pass the House bill, which isn’t going to happen, and even named a few from conservative states, like Mark Pryor of Arkansas and Kay Hagan of North Carolina, who Republicans hope to defeat for re-election by linking them to the health law.
What he didn’t mention, though, is that the House’s real beef is with Senate Republicans, not Democrats, many of whom have denounced the extremist tactic of threatening a government shutdown if health reform isn’t defunded. The defeat of the House demand in the Senate is pre-ordained, and when the measure comes back to the House next week without any mention of the health law, and with little time left to avoid a shutdown, the laughter and applause will be long gone.

“Delusions Of Libertarian Populism”: Here’s A Public Service Announcement For You, It’s Bunk
Have you heard about “libertarian populism” yet? If not, you will. It will surely be touted all over the airwaves and the opinion pages by the same kind of people who assured you, a few years ago, that Representative Paul Ryan was the very model of a Serious, Honest Conservative. So let me make a helpful public service announcement: It’s bunk.
Some background: These are tough times for members of the conservative intelligentsia — those denizens of think tanks and opinion pages who dream of Republicans once again becoming “the party of ideas.” (Whether they ever were that party is another question.)
For a while, they thought they had found their wonk hero in the person of Mr. Ryan. But the famous Ryan plan turned out to be crude smoke and mirrors, and I suspect that even conservatives privately realize that its author is more huckster than visionary. So what’s the next big idea?
Enter libertarian populism. The idea here is that there exists a pool of disaffected working-class white voters who failed to turn out last year but can be mobilized again with the right kind of conservative economic program — and that this remobilization can restore the Republican Party’s electoral fortunes.
You can see why many on the right find this idea appealing. It suggests that Republicans can regain their former glory without changing much of anything — no need to reach out to nonwhite voters, no need to reconsider their economic ideology. You might also think that this sounds too good to be true — and you’d be right. The notion of libertarian populism is delusional on at least two levels.
First, the notion that white mobilization is all it takes rests heavily on claims by the political analyst Sean Trende that Mitt Romney fell short last year largely because of “missing white voters” — millions of “downscale, rural, Northern whites” who failed to show up at the polls. Conservatives opposed to any major shifts in the G.O.P. position — and, in particular, opponents of immigration reform — quickly seized on Mr. Trende’s analysis as proof that no fundamental change is needed, just better messaging.
But serious political scientists like Alan Abramowitz and Ruy Teixeira have now weighed in and concluded that the missing-white-voter story is a myth. Yes, turnout among white voters was lower in 2012 than in 2008; so was turnout among nonwhite voters. Mr. Trende’s analysis basically imagines a world in which white turnout rebounds to 2008 levels but nonwhite turnout doesn’t, and it’s hard to see why that makes sense.
Suppose, however, that we put this debunking on one side and grant that Republicans could do better if they could inspire more enthusiasm among “downscale” whites. What can the party offer that might inspire such enthusiasm?
Well, as far as anyone can tell, at this point libertarian populism — as illustrated, for example, by the policy pronouncements of Senator Rand Paul — consists of advocating the same old policies, while insisting that they’re really good for the working class. Actually, they aren’t. But, in any case, it’s hard to imagine that proclaiming, yet again, the virtues of sound money and low marginal tax rates will change anyone’s mind.
Moreover, if you look at what the modern Republican Party actually stands for in practice, it’s clearly inimical to the interests of those downscale whites the party can supposedly win back. Neither a flat tax nor a return to the gold standard are actually on the table; but cuts in unemployment benefits, food stamps and Medicaid are. (To the extent that there was any substance to the Ryan plan, it mainly involved savage cuts in aid to the poor.) And while many nonwhite Americans depend on these safety-net programs, so do many less-well-off whites — the very voters libertarian populism is supposed to reach.
Specifically, more than 60 percent of those benefiting from unemployment insurance are white. Slightly less than half of food stamp beneficiaries are white, but in swing states the proportion is much higher. For example, in Ohio, 65 percent of households receiving food stamps are white. Nationally, 42 percent of Medicaid recipients are non-Hispanic whites, but, in Ohio, the number is 61 percent.
So when Republicans engineer sharp cuts in unemployment benefits, block the expansion of Medicaid and seek deep cuts in food stamp funding — all of which they have, in fact, done — they may be disproportionately hurting Those People; but they are also inflicting a lot of harm on the struggling Northern white families they are supposedly going to mobilize.
Which brings us back to why libertarian populism is, as I said, bunk. You could, I suppose, argue that destroying the safety net is a libertarian act — maybe freedom’s just another word for nothing left to lose. But populist it isn’t.
