“As Dumb As It Is Predictable”: The Dumbest Thing The Right Is Saying About Sebelius’ Replacement
President Obama may have had troubles with the Healthcare.gov rollout, but he’s rolling out a replacement for departing Health and Human Services Secretary Kathleen Sebelius nicely. Appointing Sylvia Mathews Burwell, who was confirmed last year to head the Office of Management and Budget 96-0, virtually insures he’ll get someone into Sebelius’ seat before midterm politics heat up.
That doesn’t mean the right won’t try to throw garbage at the centrist and well-respected Burwell. On PJ Tatler today they’re calling her “the person who shut down the veterans’ memorials,” because as OMB chief, she signed the memo telling agencies “to execute plans for an orderly shutdown due to the absence of appropriations” when Sen. Ted Cruz and the GOP shut down the government last year.
You’ll recall that Cruz and the right had the audacity to blame Obama and the Democrats for the shutdown, which backfired on them spectacularly. But not before Cruz, Sarah Palin and a Confederate-flag-waving moron challenged the closure of the World War II veterans’ memorial with a protest that moved to the White House, where Larry Klayman told President Obama “to put the Quran down … and come out figuratively with your hands up.” Good times.
So yeah, they’re going to try that whole thing again, but it’s not going to work. (An aside: this NBC News story calls Burwell “the woman who ordered the government shutdown,” which at the time probably seemed like a feature writer’s flourish to pull people into a dull story about the OMB director, but in hindsight didn’t accurately describe the way the mess unfolded.) Sen. John McCain immediately tweeted, “Sylvia Burwell is an excellent choice to be the next #HHS Secretary.” While righties are hoping that red state Democrats will turn on the woman who supposedly ordered the shutdown of veterans’ memorials, Sen. Joe Manchin praised Burwell’s appointment, too. (It probably helps that she’s from West Virginia.)
On the larger question of Sebelius’ legacy, we can only say that millions of people got health insurance, and millions more still need it. Ezra Klein trolled the right by declaring that it means “Obamacare has won,” which is pretty funny given that he helped lead the national freak-out over Healthcare.gov’s troubles back in October. Jonathan Cohn has a more balanced take in the New Republic. He acknowledges Sebelius’ management mistake in letting the federal exchange website’s troubles mount without letting the president know – there’s evidence she herself didn’t know – but he appropriately notes she’ll be remembered for the millions newly insured, particularly because she worked hard with Republican governors who bucked conservative constituencies to expand Medicaid.
Of course, confirming Burwell won’t mean the GOP stops trying to sabotage the Affordable Care Act. They had mostly stopped blaming Sebelius, because the new talking points say nobody could have made the law work, because by definition it can’t work. Having done everything in their power to insure it can’t work, which is literally costing American lives, they blame Obama for its shortcomings. However brilliant an HHS pick she may be, Sylvia Burwell can’t change that.

“WTF Is ‘Natural Marriage’?”: When You Don’t Like The Way A Debate Is Going, Change The Terms
Today’s Politics 101 pop quiz: In the course of a fierce ideological battle, when it becomes clear that one side is getting its butt kicked, what are leaders of the losing team expected to do? A. Double down. B. Scare the crap out of their followers. C. Beg for money. D. All of the above.
No one really needs help with this one, do they?
So with public acceptance of gay marriage growing faster than Justin Bieber’s rap sheet, the culture warriors at the Family Research Council have been hawking their National Campaign in Defense of Natural Marriage. In multiple email calls to arms, FRC president Tony Perkins is urging people of “character and values” to “take a stand” by signing an on-line petition and, while they’re at it, donating a little something to this “counteroffensive.” By March 31, FRC wants—nay, “needs”—250,000 signatures and $1.1 million to “fund this demanding work of behalf of America’s families.” At that point, the e-petition will be deposited at the feet of the group’s latest hero, Sen. Ted Cruz, “in a public display of support for natural marriage.” Perkins pleads/warns/threatens: “I want to encourage you: natural marriage is not a lost cause in America—unless we give up and let the same-sex ‘marriage’ advocates have their way because we failed to stand up for what is right.”
Now, as a political obsessive subscribed to an unhealthy number of email lists, I receive a daily flood of overwrought solicitations from across the spectrum. Most I toss after a quick glance. But Perkins’s latest entreaties stopped me, not because of their tone or topic but because of their language. Specifically, I somehow missed the moment when “natural marriage” became the preferred term of anti-gay-marriage crusaders. (Sadly, despite several interview requests, the folks at FRC were unavailable to discuss this matter.)
It makes perfect sense when you think about it. As political rhetoric goes, “natural marriage” is ever so much more evocative—and, better yet, provocative—than the more commonly employed term “traditional marriage.” After all, plenty of folks would be amenable to, or perhaps even charmed by, the idea of an untraditional marriage. An unnatural marriage, by contrast, brings to mind all manner of unsavory couplings—like, for instance, the man-on-dog action that keeps Rick Santorum up at night. And, indeed, defenders of “natural marriage” talk a lot about how gay marriage is an affront to God’s “natural law.”
The folks at FRC did not, it should be noted, come up with the phrase on their own. The Catholic Church, for instance, tends to refer to “natural marriage” in contrast to “sacramental marriage”—the former being an exclusive, lifetime covenant between a man and a woman of no particular religious backgrounds, while the latter is specifically the union of a man and woman baptized within the Church. In this context, a natural marriage, while good and legitimate, is nonetheless spiritually inferior to a sacramental one.
Less canonically, “natural marriage” is also at times used as a rough synonym for “common-law marriage.” Even if limited to the hetero variety, such non-ceremonial arrangements, recognized by only a handful of states, would seem to be a far cry from the super-stable family environments that natural-marriage advocates are ostensibly seeking.
Not that any of this much matters now, as “natural marriage” has become a rallying cry for those looking to beat back, as Perkins puts it, “the agenda of the Progressive Left and radical homosexual lobby.” Back in 2004, a FRC pamphlet promoting hetero-only unions was all about “traditional marriage,” as were many of the group’s other communiques up through 2012. More recently, however, its commentary has been increasingly all “natural,” so to speak. Similarly, conservative groups like the Liberty Counsel (the legal nonprofit that takes up conservative causes pro bono) and Americans for the Truth about Homosexuality are solidly on the “natural” bandwagon.
As conservative spin doctor Frank Luntz taught us, if you don’t like the way a debate is going, you need to change the terms. Literally. Trying to rally a nation against the estate tax is a tough lift. But a “death tax”? Now there’s rhetorical gold. “Global warming” = scary and bad; “climate change,” not so much. In some cases, the differences may amount to no more than a couple of letters—say, the Democratic party vs. the Democrat party. And when it comes to firing up the faithful, not to mention separating them from their cash, “natural marriage” certainly seems to pack more gut-level oomph than its more “traditional” cousin.
The debate in question, however, may be beyond the point of such rhetorical retrofitting. These days, not even the veiled threats of bestiality, polygamy, and other comparably “unnatural” acts seem likely to derail the marriage equality train. Which may explain why, with less than a week left in its petition drive, FRC had yet to crack 10,000 signatories. Only 240,000 to go.

“Hatred, The New Republican Exceptionalism”: The GOP Just Screwed Ukraine Out Of Billions To Hurt Obama
You know those people who carry on all the time about how the United States looks weak to the world, and how we have to do everything we possibly can to help poor Ukraine stand up to the evil Vladimir Putin? Well, guess what they just did? They just made the United States look weak to the world—and they actually just reduced (yes, reduced) the amount of global aid that can flow to Ukraine to help it stand up to the evil Vladimir Putin.
The deal was this: The Obama administration’s aid package to Ukraine placed before the Senate included some long-sought International Monetary Fund reforms. These reforms, which the administration agreed to in 2010 with the leading nations of Europe, and which those nations have already signed off on, would have helped Ukraine get more money from the IMF after this quick tranche from the United States ran dry. It’s complicated, but in essence, the reforms shifted money from one narrow spending category to a broader one that could be tapped by countries for projects like building and sustaining democracy, of which Ukraine is in rather desperate need. So while there wasn’t a specific dollar figure on the table, the IMF reforms could potentially, a Senate Democratic aide explained to me, have led to several billion more in aid to the country.
What’s to object to? To Republicans, this: The reforms include an increase in the U.S. contribution quota to the IMF of $63 billion. They would also give more voice to emerging nations. Now, these two measures are offset by the facts that 1) the overall U.S. expenditure on the IMF wouldn’t go up, because the U.S. would be allowed to decrease other commitments by a like amount, and 2) the U.S. would still have enough voting shares at IMF meetings to retain the veto power it has currently.
But those points don’t matter on the right, of course. Over there, it all spells a diminution of American power, the hated global governance, like Pat Buchanan’s old warnings about sending our boys out to global hotspots donning light-blue (i.e. United Nations) helmets. John McCain and Bob Corker, to their credit, supported the aid with the IMF reform tacked on. But most Republicans didn’t, and even though the full package easily passed a procedural vote, Democrats were getting the strong sense that an aid deal with the IMF stuff included wasn’t going to make it.
And so, it emerged this week that the Obama administration and Senate Democrats apparently backed off their demand for the Ukraine aid bill on Capitol Hill to include the reforms. On Monday, John Kerry visited Congress and threw in the towel. Better to have whatever we can get now than fight over this and delay matters. Or worse, lose altogether, because there was no chance that the House would ever have passed the IMF-laden version.
Let’s take stock of this. The Crimea/Ukraine crisis broke. Republicans immediately were all over Obama for being weak. The whole thing was his fault. We are all Ukrainians now. We had to stand with Ukraine to send a strong message to the malefactor Putin.
So what happens when the bill reaches them? The Obama administration tries to live up to an agreement it made—with our friends, our closest allies—four years ago at an opportune moment to press the issue, thinking that the idea that the reform would be of use to Ukraine might help matters. But as with everything, opposition to Obama is more important than anything else. If he’s for it, they’re against it. If Ukraine gets less money because of that, well, tough cheese for them.
And so it happens that the people who caterwaul about America being weak in the world become the very people who make it weaker. What does the world think as it watches this? Maybe some think merely that Obama is weak. But I’d wager most don’t. I’d wager most Europeans and others reach the right and reasonable conclusion: That American partisan dysfunction, driven far more by Republicans than by Democrats, now weakens not just our ability to carry out domestic politics but our foreign-policy aims as well.
Nothing like this has happened in decades. Yes Democrats—and several moderate Republicans, let’s remember, like John Sherman Cooper and Jacob Javits—blocked funding for the Vietnam War. But at least they were acting in accord with their long-stated principles and goal of ending that war. Today, Republicans are opposing their own stated principle of helping Ukraine as much as possible. Sen. Ted Cruz even went so far as to say that the proposed IMF reforms weakened the U.S. and strengthened Russia (I asked his spokesman to explain why this was so, and he wrote me back but never delivered an answer). In fact, Russia, Reuters has reported, is on record urging the IMF to adopt the reforms without U.S. support, and small wonder: Doing so would mean the end of the U.S. veto. So the Obama administration position of buying into the reforms is clearly something Russia doesn’t want to see.
Except for the very early days of the Cold War, politics never really quite stopped at the water’s edge. But politics did soften at the water’s edge. Not anymore. The Republicans are dug in, and as a result they are causing the very decline in standing and prestige that they are blaming on Obama. This jumps the shark from hurting the president to hurting the country. Hope they’re proud.

“Aligned Agenda’s”: The Tea Party and Wall Street Might Not Be Best Friends Forever, But They Are For Now
“Our problem today was not caused by a lack of business and banking regulations,” argued Ron Paul in his 2009 manifesto End the Fed, which outlined a theory of the financial crisis that only implicated government policy and the Federal Reserve, while mocking the idea that Wall Street’s financial engineering and derivatives played any role. “The only regulations lacking were the ones that should have been placed on the government officials who ran roughshod over the people and the Constitution.”
There seems to be some confusion about the relationship between the Tea Party and Wall Street. New York magazine’s Jonathan Chait says the two “are friends after all,” while the Washington Examiner‘s Tim Carney insists that the Tea Party has loosened the business lobby’s “grip on the GOP.” So let’s make this clear: The Tea Party agenda is currently aligned with the Wall Street agenda.
The Tea Party’s theory of the financial crisis has absolved Wall Street completely. Instead, the crisis is interpreted according to two pillars of reactionary thought: that the government is a fundamentally corrupt enterprise trying to give undeserving people free stuff, and that hard money should rule the day. This will have major consequences for the future of reform, should the GOP take the Senate this fall.
On the Hill, it’s hard to find where the Tea Party and Wall Street disagree. Tea Party senators like Mike Lee, Rand Paul, and Ted Cruz, plus conservative senators like David Vitter, have rallied around a one-line bill repealing the entirety of Dodd-Frank and replacing it with nothing. In the House, Republicans are attacking new derivatives regulations, all the activities of the Consumer Financial Protection Bureau, the existence of the Volcker Rule, and the ability of the FDIC to wind down a major financial institution, while relentlessly attacking strong regulators and cutting regulatory funding. This is Wall Street’s wet dream of a policy agenda.
Note the lack of any Republican counter-proposal or framework. The few that have been suggested, such as David Camp’s bank tax or Vitter’s higher capital requirements have gotten no additional support from the right. House Republicans attacked Camp’s plan publicly, and Vitter’s bill lost one of its only two other Republican supporters immediately after it was announced. So why is there a lack of an agenda? Because the Tea Party thinks that Wall Street has done nothing wrong.
The story of the crisis, according to the right, goes like this: The Community Reinvestment Act and other government regulations forced banks into making subprime loans, and the “affordability goals” of government-sponsored enterprises made the rest of the subprime that crashed the economy. The Federal Reserve pumped a credit bubble, as it always does when it tries to push against recessions. In other words, the financial crisis in 2008 was entirely a government creation, and could have been solved by just putting all the financial firms into bankruptcy. There’s no such problem as “shadow banking,” and to whatever extent Wall Street misbehaved, it was only the result of the moral hazard created by the assumption that there would be bailouts. Or as Senator Marco Rubio said in his 2013 State of the Union response, we suffered “a housing crisis created by reckless government policies.”
This narrative is an easy one to believe for people who distrust government, but it’s far from the facts. The CRA didn’t even cover the fly-by-night institutions making the vast majority of subprime loans. The GSEs lost market share during the housing bubble and subprime loans account for less than 5 percent of their losses. Low interest rates likely account for only a quarter of housing price shifts, and even then, low interest rates likely offset capital coming into the country from abroad.
The mainstream account of the crisis, as Dean Starkman pointed out in The New Republic, is that we’re all to blame—or, as Georgetown law professor Adam Levitin wrote in his recent survey of the crisis, that it was a “perfect storm.” Starkman argues that the Everyone-Is-To-Blame narrative is partially responsible for the lack of serious homeowner help in the Home Affordable Modification Program. As he demonstrates in his piece, “there’s a big and growing body of documentation about what happened as the financial system became incentivized to sell as many loans as possible on the most burdensome possible terms.”
The lack of any Republican policy on financial reform is the result of several factors. Mitt Romney thought it would be a liability to put forward his own agenda in 2012. By voting nearly unanimously against Dodd-Frank, Republicans were able to make this moderate, lukewarm response to the crisis look like a partisan takeover of finance (financial reform is hard and may not work, so all the better to have Democrats own the issue so they can be clubbed with it later). Rather than wage total war against Dodd-Frank through partisan outfits, the smartest minds on the right are weakening the law through law firms and K Street. And the conservative infrastructure has been solely focused on privatizing the GSEs completely.
This lack of policy has allowed the far right and Austrian School acolytes to occupy the intellectual space in the party. It’s the minority party for now, but all it takes is a few Senate seats changing hands before the Tea Party narrative becomes the prevailing one on the Hill—and nothing would delight Wall Street more.
