“When Revenge Rules Foreign Policy”: Intense Rage At Violations Of Our National Honor Creating Self-Defeating Responses
In my earlier post on the IS “crisis” I suggested it’s irrational for American foreign policy to turn itself inside out over the barbaric murder of two (or in the future, perhaps more) U.S. journalists, horrible as it is. Peter Beinart has a very persuasive column at The Atlantic today arguing it’s important we understand the public reaction to the beheadings is entirely irrational, but reflects the enduring “Jacksonian” strain of U.S. foreign policy whereby intense rage at violations of our national honor justify completely disproportionate and sometimes even self-defeating responses:
Last September, when YouGov.com asked Americans whether they supported air strikes “against Syria,” only 20 percent said yes. Last week, by contrast, when it asked whether Americans supported strikes “against ISIS militants in Syria,” 63 percent said yes.
In narrow policy terms, the arguments for military intervention have not improved over the last two weeks. It’s still not clear if Iraq’s government is inclusive enough to take advantage of American attacks and wean Sunnis from ISIS. It’s even less clear if the U.S. can bomb ISIS in Syria without either empowering Assad or other Sunni jihadist rebel groups.
But politically, that doesn’t matter. What’s causing this Jacksonian eruption is the sight of two terrified Americans, on their knees, about to be beheaded by masked fanatics. Few images could more powerfully stoke Jacksonian rage. The politicians denouncing Obama for lacking a “strategy” against ISIS may not have one either, but they have a gut-level revulsion that they can leverage for political gain. “Bomb the hell out of them!” exclaimed Illinois Senator Mark Kirk on Tuesday. “We ought to bomb them back to the Stone Age,” added Texas Senator Ted Cruz. These aren’t policy prescriptions. They are cries for revenge.
Well, they could represent something a lot worse than that. If you look back at how we got into the Iraq War, the simple political dynamics were that the Bush administration exploited a national desire for revenge (“Let’s Roll”) to launch not one but two wars, on the highly cynical but accurate assumption that many Americans held Arabs or maybe even Muslims collectively responsible, and that the absence of a second 9/11 retroactively justified the “revenge.” Many of the Republican pols now howling for revenge have recently howled for violence against Iraq, against North Korea, against Syria, against Russia and (perpetually) against Palestinians. Who can tell how many agendas will eventually be lashed to the project of making IS pay for its barbarism?
More immediately, as Beinart points out, Obama is especially unlucky in encountering (potentially) the same combination of developments that undid a certain predecessor:
All of a sudden, the domestic politics of foreign policy bear a vague resemblance to the late Carter years. The Iran hostage crisis did not lend itself to a simple policy response either. But to many Americans, it represented a primal humiliation, broadcast on screens across the world. And the hostage crisis primed Americans to see the Soviet invasion of Afghanistan that same year as yet another example of Jimmy Carter failing to prevent America from being disrespected around the world. The danger for Obama is that the ISIS beheadings color the public’s view of his Russia policy in the same way.
Having spent a good part of the 2012 presidential cycle trying to convince Americans that they were actually reliving 1980 and needed to get that wimpy Democrat out of the White House, Republicans can be expected to resume making this connection directly. But even without the potent Russia/hostage combo, the politics of restraining the Jacksonian impulse could be as difficult for Obama as for Carter.

“Most Likely To Exceed”: The Supreme Court’s Cash Gift To Republican Candidates
The instant the Supreme Court demolished overall donation limits in April, the money burst forth from the dam. As The Washington Post reported this morning, more than 300 donors immediately wrote checks beyond the old limit of $123,200, adding $11.6 million to the political system that would not have been allowed earlier.
And unsurprisingly, twice as much of that money went to Republican candidates and their committees than to Democrats.
Before the court’s McCutcheon decision, in a two-year election cycle donors could not give more than $48,600 to candidates and $74,600 to parties and political committees. The original idea of the limit was to make sure that donors could not spread so much cash around to a party and its candidates as to become indispensible to an entire wing of American politics.
The court’s ruling, continuing in its absurd line of reasoning that such limits violate the First Amendment, effectively raised the overall limits to $3.6 million per election cycle, and many donors seem determined to approach that ugly new milestone.
One donor told The Post that he has given to 39 political action committees, 25 Senate candidates and 16 House candidates just this year.
Another, in an admission of charming if depressing naïveté, explained why he has given $177,000 to Republican congressional candidates in the last few months. “You have to realize, when you start contributing to all these guys, they give you access to meet them and talk about your issues,” said the donor, Andrew Sabin of New York, who owns a precious-metals refining business. “They know that I’m a big supporter.” Already, he boasted, he has received personal visits from Senator Ted Cruz of Texas and Gov. Rick Scott of Florida.
The candidates know which donors are most likely to exceed the old limits — some of them have familiar names like Adelson, Koch, and Soros — and are hitting them up hard, undoubtedly listening in earnest to whatever interests the donors have in Washington.
Small donors have no place in this intimate relationship. And yet, as an article in The Times this morning pointed out, they could have a much larger role if only they weren’t drowned out by the big guys. Last year’s New York City mayoral election, the first since 1997 without a self-financed billionaire on the ticket, was “the most wide-open” city election since the public financing system began 25 years ago. The system provides a matching incentive for candidates to raise small donations, which significantly increased the level of competition in city races last year.
Similar systems have been rejected in Albany and in Washington, largely by Republicans. Looking at the numbers, it’s easy to see why.

“Forget About The Disasters Of The Past”: On The Islamic State, The Voices Counseling Panic Grow Louder
There’s a new message coalescing around events in the Middle East, coming from Republicans, the media, and even a few Democrats: It’s time to panic. Forget about understanding the complexities of an intricate situation, forget about unintended consequences, forget about the disasters of the past that grew from exactly this mind-set. We have to panic, and we have to panic now.
The centerpiece of every Sunday show yesterday was a sentence that President Obama spoke in a press conference on Thursday. He answered a question about “go[ing] into Syria” by saying that we shouldn’t “put the cart before the horse. We don’t have a strategy yet.” Naturally, Republicans leaped to argue that Obama wasn’t actually talking about military action in Syria, but about dealing with the Islamic State (or the Islamic State of Iraq and Syria) more generally, and who knows what else. Many in the media took the same line. The first rule of a “gaffe” is that it should be taken out of context, and then the discussion should quickly be shifted away from whatever it was actually about to how, thus decontextualized, it might be perceived.
So on “Meet the Press,” Andrea Mitchell ignored the fact that the question Obama was answering was about U.S. military action in Syria, and asked Sen. Dianne Feinstein, “is the president wrong to signal indecision by saying that we still don’t have a strategy against ISIS?” When that didn’t elicit a sufficiently strong condemnation from Feinstein, Mitchell pressed on: “Doesn’t that project weakness from the White House?” Obviously, there’s nothing worse than “signaling indecision” or “projecting weakness.” Not even, say, invading a country without having a plan for what to do after the bombs stop falling.
Let’s not forget that the Obama administration is already taking military action against the IS by bombing their positions in Iraq. And the military is conducting surveillance flights over Syria in preparation for military action there. But to the war caucus, whose advice has proven so calamitous in the past, it’s not big enough and it’s not fast enough.
And let’s be clear about this, too: the position of the people who pretend to be horrified at Obama’s “gaffe” about not having a strategy for invading Syria is that we don’t need a strategy. As Sen. Ted Cruz (R-Tex.) — a man who wants to be commander in chief — said, “we ought to bomb them back to the stone age.” Having a carefully constructed plan that takes into account not just what you want to blow up but what the consequences of American action will be in the coming months and years? That’s for wimps. We should just invade, yesterday if possible, and worry about all the messy stuff later. After all, it worked in Iraq in 2003, right?
We should be able to agree on at least one thing: Anyone proposing large-scale military action in Iraq and/or Syria ought to be required to explain exactly how and why it will achieve the goal of destroying the IS, and exactly why the unintended consequences that result from some kind of invasion won’t be worse than those that would grow from a more carefully planned course of action. “Just start bombing already!” doesn’t qualify as an explanation.
If the war advocates ever get around to thinking about those consequences, they may come up with a compelling case for why proceeding carefully is a mistake, and why the dangers of acting methodically are greater than the dangers of acting with maximal force as soon as possible. They could be right. I think most Americans would be willing to listen. But they haven’t even tried to make that case. Instead, what we’re hearing is a lot like what we heard in 2003: The clock is ticking, the danger is rising, if we stop to think then we’re all gonna die.
As Michael Cohen wrote over the weekend, “if there is any one lesson from the conduct of U.S. foreign policy in the nearly 13 years since Sept. 11, 2001 it is that — exceptionalist rhetoric notwithstanding — America is far from omnipotent.” Obama has always understood that fact, to the endless exasperation of Republicans who would prefer to believe, in defiance of all evidence, that there is no problem that can’t be solved with sufficient deployment of U.S. munitions. And his impulse to use calming rhetoric is anathema to those (in both the GOP and media) who mistake bellicose fist-shaking for “strength.” But Cohen’s smart and measured op-ed ran inside a newspaper with the screaming headline “ISIS WILL BE HERE SOON” on its front page. The voices of panic are getting louder.

“We Have To Impeach Someone!”: The Right’s Competing Targets For An Impeachment Drive
The Republican message on impeachment is something of a mess. For every GOP leader who dismisses such talk as a Democratic “scam,” there are two more Republicans taking the idea seriously. For example, in Alaska last week, two GOP Senate candidates touched on the idea – and the more credible of the two, former state Attorney General Dan Sullivan, said he would take impeachment “very, very seriously” if elected and “would focus on it” if it reached the Senate.
So much for the notion of a Democratic “scam.”
Mike Huckabee is further helping exemplify the confusion. Last week, the former Arkansas governor said President Obama “absolutely” deserves to be impeached, adding there’s “no doubt that he has done plenty of things worthy of impeachment.” And then over the weekend, Huckabee added, “Let me be very clear. I never said he should be impeached.”
While Republicans work on sorting this out, some of their brethren are prepared to move on – not to other issues, but to other executive-branch officials they’d like to see impeached.
Senator Ted Cruz (R., Texas) doesn’t want conservatives to try to impeach President Obama, but he supports targeting Attorney General Eric Holder.
“It is clear, with the Harry Reid Senate, impeachment of the president is not going anywhere,” Cruz told National Review Online during an interview at the 2014 RedState Gathering in Fort Worth, Texas. “If the House of Representatives were to impeach the attorney general, that process would shine much needed light on the indefensible abuse of power by the attorney general,” he says.
And what, pray tell, is the evidence of Eric Holder abusing his power? Cruz says he’s still outraged by the IRS “scandal,” a controversy that evaporated a year ago when no one could find any evidence of wrongdoing by anyone. The far-right senator nevertheless suspects Holder of “obstruction of justice” for reasons he has not been able to explain.
(Others on the far-right have different targets in mind. Rep. Michele Bachmann last week raised the prospect of impeaching Secretary of Homeland Security Jeh Johnson.)
No good can come of this.
To be sure, Cruz conceded that he doesn’t expect Holder to be removed from office by the Senate, even if House Republicans impeach him. But the Texas Republican – who has a little too much influence over the direction of the lower chamber – told National Review he’d like to see the House pursue articles of impeachment against the Attorney General anyway in order to “shine a powerful light” on whatever it is Cruz finds important.
If this sounds familiar, it’s because far-right GOP lawmakers have been slowly moving in this direction for a long while. In November 2013, some House Republicans began pushing for Holder’s impeachment. A month ago, a House GOP leadership aide said that the impeach-Holder caucus has “been picking up a lot recently.”
As we talked about at the time, this seems to be the manifestation of a bizarre sort of frustration. “We may not be able to impeach the president,” some GOP lawmakers appear to be arguing, “but gosh darn it we’re going to have to impeach someone.”

“Why The GOP Should Tank The Midterms”: The “Party Of No” GOP Does Not Want To Actually Govern
Several statistical models used to forecast the midterm elections give the Republican Party a better-than-even shot at seizing the Senate.
This should terrify Republicans.
Look into Speaker John Boehner’s exasperated eyes and think about how much he has suffered the last two years trying to contain his tea–crazy Republican caucus. Now double it. Then add an extra dose of Sens. Ted Cruz and Rand Paul. And then take away the ability to blame Harry Reid for the failure to get any Republican bills passed in the Senate.
Add it all up, and what you get is not a glorious triumph of a unified army on an unstoppable march to the White House, but an expansion of the GOP civil war into a two-front bicameral battle.
Recently asked by Politico to explain what he would pursue with a GOP Senate, Boehner said, “Nobody’s given it that much thought.” Probably because thinking about it would give him a panic attack no amount of merlot could cure. What can he and his Senate counterpart possibly propose to position the party for a general election in 2016 that won’t be mocked and blocked by the Tea Party?
Consider Boehner’s most recent humiliation over legislation to address the child migrant influx.
While the politically rational Boehner tried to keep the immediate crisis separate from the messy politics of immigration reform, Sen. Cruz whipped up the House rank and file to refuse support for any bill that did not terminate the president’s executive order providing waivers to some undocumented immigrants already in America who arrived as children. Lacking the votes, Boehner junked his narrow proposal and bowed to the anti-immigration forces.
As a result, just one month after Boehner had decided that Republicans were better off avoiding any immigration reform votes, he had to schedule an incredibly controversial one. Now nearly every House Republican is on record in favor of deporting people who grew up in America and who have no significant connection to their birth country, further worsening Republican efforts to reach out to the Latino community in advance of the next presidential election.
If the Tea Party gets its mitts on the Senate too, the humiliations will only become more frequent and more public.
Now obviously, under normal circumstances, taking over the Senate while retaining the House would be a good thing. Republicans would control the national agenda, deny Obama a free hand in further shaping the judiciary, and be one step away from fully controlling Washington after the 2016 presidential election. They could pass whatever legislation they wanted, and put Obama in the unpleasant position of, having spent years complaining of GOP obstructionism, now having to constantly veto things himself, or swallow what Republicans feed him.
But this is not a normal circumstance.
There is a fundamental breakdown of trust between the party leadership and the conservative rank and file. Attempts by the leadership to tone down rhetoric, calibrate policy positions away from the ideological fringes, and avoid all-or-nothing legislative battles are irrationally decried as surrender. Such pragmatism would be crucial at the moment Republicans are in full control of Congress and carry a heightened responsibility to help govern, but they will be in no position to deliver. If the past few years have taught us anything, it is that the “party of no” GOP does not want to actually govern.
Republicans may want to take solace in the fact that Boehner has been able to contain the worst impulses of the party’s right flank. He was able to ram through bills to provide hurricane disaster relief, expand domestic violence protections to LBGT survivors, stave off cuts to Medicare reimbursements for doctors, and avoid the insolvency of the highway trust fund, all over the objections of conservative ideologues. And while he let Cruz’s followers shut down the government in 2013, he made sure it didn’t last long and that there would not be a repeat performance in an election year (though perhaps one shouldn’t be overconfident until Congress actually passes legislation to fund the government by the next Sept. 30 deadline).
That track record suggests a Republican-controlled House and Senate wouldn’t completely jump the rails. But even when Boehner wins, he wins ugly. And if the GOP wins the Senate, these fissures will constantly be laid bare in the upper chamber too, preventing the leadership from presenting a consistent and welcoming face to the general electorate, and putting Republican presidential contenders in one awkward position after another.
A titanic budget battle, with the usual mix of unreasonable demands and threat of government shutdown, will be irresistible to the Tea Party once Republicans run all of Congress. But an outside-the-Beltway candidate like Jeb Bush or Chris Christie, inclined to run as someone who can end the federal government’s chronic dysfunction, will be hard-pressed to choose between criticizing Washington or praising the priorities of the Washington Republicans. If another natural disaster hits — especially in a key primary state or swing state — and conservatives again fight against emergency aid, presidential candidates who have a vote in Congress will be forced to choose between the compassion of the average voter and frugality of the debt-obsessed right-winger.
Those are the sorts of headaches that await Republicans if they win the Senate. And what exactly would they gain? Yes, they would be better able to stop Obama from further shaping the judiciary. But so long as they keep the House, they don’t need the Senate to bottle up Obama’s legislative agenda. Nor do they need to win the Senate outright in 2014 to win both the White House and the Senate in 2016. The few benefits do not outweigh the costs stemming from expanded governing responsibilities.
Republicans who want to win big in 2016 should ask themselves: Do we really want to export the House circus to the Senate next year? Or do we want to take a little extra time to sort out our own issues, and give our next presidential nominee more latitude to define the party’s agenda for the future?
