“Obama Has Plenty Of Reasons To Smile”: A Useful Reminder That There Is No Such Thing As The “Twilight” Of A Presidency
Attention has been focused on who becomes our next president, but meanwhile the incumbent is on quite a roll.
Throughout his tour of Alaska, President Obama looked full of his old swagger. He took a photo of Denali — the former Mount McKinley — through a window of Air Force One and shared it via Instagram. He used melting glaciers as a backdrop to talk about climate change, posed with small children and large fish, and became the first sitting president to venture north of the Arctic Circle.
He seemed to smile throughout the trip, and why not? The nuclear agreement that Secretary of State John F. Kerry negotiated with Iran is now safe from congressional meddling. U.S. economic growth for the second quarter was a healthy 3.7 percent. Unemployment has fallen to 5.1 percent, according to figures released Friday. Saudi King Salman — portrayed by Obama’s critics as peeved with the president — dropped by the White House on Friday for a chat, reportedly renting an entire luxury hotel for his entourage. And this month, Chinese President Xi Jinping is scheduled to arrive for what promises to be the most important state visit of the year.
Obama gives the impression of having rediscovered the joy of being president. Maybe he really needed that Martha’s Vineyard vacation. Or maybe he is beginning to see some of his long-term policies finally bearing fruit — and his legacy being cemented.
Watching him now is a useful reminder that there is no such thing as the “twilight” of a presidency. Until the day his successor takes office, Obama will be the leading actor on the biggest and most important stage in the world.
It is useful to recall that George W. Bush practically had one foot out the door when the financial system threatened to collapse in 2008. It was Bush and his advisers who put together a massive $700 billion bank bailout and managed to sell it to Congress. Bush signed the rescue bill into law on Oct. 3 — barely a month before his successor would be chosen.
The banks were saved, but nothing could stop the economy from falling into its worst slump since the Great Depression. I believe historians will conclude that one of Obama’s greatest accomplishments was bringing the economy back to real growth and something close to full employment — more slowly than Americans may have wished, perhaps, but steadily.
The Iran deal, in my view, is another remarkable achievement. Beyond the fact that it definitively keeps Tehran from building a nuclear weapon for at least 15 years, the agreement offers Iran’s leaders a path toward renewed membership in the community of nations. The mullahs may decide to remain defiant and isolated, but at least they now have a choice.
Obama’s White House has often been clumsy at inside-the-Beltway politics, but the handling of the Iran deal has been adroit. The drip-drip-drip of announcements from Democratic senators who favor the agreement has created a sense of momentum and inevitability. Now Obama knows that if Congress passes a measure rejecting the deal, he can veto it without fear of being overridden. The question, in fact, is whether a resolution of disapproval can even make it through the Senate. If Obama convinces 41 senators to filibuster the measure, it dies.
All is not sweetness and light, of course. The Syrian civil war is a humanitarian disaster of enormous and tragic proportions, as evidenced by the heartbreaking refugee crisis in Europe. I don’t believe there is anything the United States could have done to prevent the war, but all nations bear a responsibility to help ease the suffering. The fact that some nations refuse to do their share does not absolve us from doing ours.
Domestically, the good economic numbers ignore the fact that middle-class incomes remain stagnant. Even without healthy wage growth, an economic recovery feels better than a slump — but only in relative terms. One doesn’t hear people breaking into “Happy Days Are Here Again.”
All in all, though, it looks like a good time to be President Obama. The Affordable Care Act, as he had hoped, is by now so well-established that no Republican successor could easily eliminate it. Industries are already making plans to accommodate new restrictions on carbon emissions. Oh, and despite what you hear from all the Republican candidates, the border with Mexico is more secure than ever before.
Obama’s legacy will have a few blemishes. But he has good reason to smile.

“The Tinker Bell School Of Foreign Policy”: The GOP Presidential Field’s Dangerous Fantasy On Iraq And Syria
Last week, Jeb Bush told an audience in California, “It is strength, and will, and clarity of purpose that make all the difference.” This is the Tinker Bell school of foreign policy that has spread over most of the Republican presidential field. Clap if you believe in a stable Middle East where Syria is rid of ISIS, Al Nusra, Syrian President Bashar al-Assad, and any Iranian influence. Clap if you believe Iraq will be safe for religious minorities and free of undue Iranian influence, too.
Candidates who want to lead on foreign policy issues — like Jeb Bush, Marco Rubio, and Lindsey Graham — are offering the American people variations of a very implausible U.S. strategy in the Middle East. And they are underselling the grave costs that even the architects of this policy admit.
In the case of Syria, Bush has argued that “defeating ISIS requires defeating Assad, but we have to make sure that his regime is not replaced by something as bad or worse.” Careful readers of this space may remember that this same strategy was enunciated by Rubio, who said, “The reason Obama hasn’t put in place a military strategy to defeat ISIS is because he doesn’t want to upset Iran,” which is Assad’s main ally in the region.
At the time I said that Rubio’s statement was dumber than a brick in a tumble-dryer, betraying a total misunderstanding of the conflict by failing to grasp that ISIS and Iran are on opposing sides of the conflict. I was wrong; Rubio does, in fact, grasp this basic dynamic. It’s just that he — and, it turns out, Bush — believe that the United States can actually defeat Assad and Assad’s enemies simultaneously.
In fact, Rubio, Bush, and Graham believe that the only way to defeat one is to defeat the other. Hawkish policy advisers who like the sound of multiple victories at once go back and forth on conspiracy theories as to whether there is some explicit or implicit agreement between Assad’s Shiite regime and ISIS’s rabidly Sunni forces.
The strategy of defeating ISIS and Assad and Al Nusra all at once originates with Frederick and Kimberly Kagan, who co-authored a white paper on defeating ISIS with Jessica D. Lewis. Even the authors of the paper, normally possessed of supreme confidence in the power of American leadership, seem to admit that it will be a costly and difficult task. And yet, they see no alternative.
Then there’s Syria’s neighbor, Iraq. Bush last week held out the “success” of the 2007 surge in Iraq as an object lesson for re-engaging in Iraq and Syria. Unfortunately, he doesn’t seem to understand the purpose of the surge, which tamped down violence in the hopes of creating a way for sectarian elements to broker a deal. At the time, Jeb’s brother helped tip the scales to Iraqi Prime Minister Nouri al-Maliki, a corrupt and sectarian figure himself. And that government could not come to a status of forces agreement, and so the United States left.
The very possibility of asserting U.S. leadership in this region is hampered by our failures in the surge. ISIS has proven itself very effective in punishing and killing Sunni tribal leaders who were known to have collaborated with U.S. forces during the Sunni “Awakening” of 2007. The calculation on the ground in 2015 may be that finding some accommodation with the radicals of ISIS is a safer bet than trusting that the U.S. military won’t leave them to be slaughtered in the near future.
How did we get here? During the heady days of 2013, as news reports were flooded with confusing accounts of a use of chemical weapons in Syria, Frederick Kagan’s interpretation of the Syrian scene was that four distinct forces were at work: Assad and his military, Hezbollah, Al Qaeda affiliates, and the Free Syrian Army. Kagan concluded, “The only hope of managing Syria’s chemical weapons threat lies with the success of the FSA.”
The Free Syrian Army has not only disintegrated since that time, but many of its fighters have defected to ISIS or Al Nusra. And the possibility that American air support would create a moral hazard — including a bandwagoning effect in which not-so-secret Islamists joined or even overwhelmed a rebel coalition putatively led by the FSA — never seemed to cross his mind.
At the time, Kagan defined U.S. vital interests this way: “depriving Iran of its forward staging area in the Levant and preventing Al Qaeda from establishing a safe haven there.” It is because U.S. interests are defined so broadly that so many Republican presidential candidates are advocating what sounds like an insane strategy: dropping 10,000 to 20,000 American troops across northern Iraq and Syria, and marshaling, somehow, a coalition of regional “moderate” Sunni forces that will defeat at least three battle-hardened sides in a brutal, zero-sum, and long-lasting civil war.
Beyond that, the Kagan-GOP hopeful strategy is to somehow re-construct a “moderate” force like the Free Syrian Army as a “New Syrian Force,” in order to have someone to hand power over to when this conflict winds down. For now, the idea of a final victor in the battle for Syria is labeled “TBD.” In Iraq, the same.
Notably, the Kagan plan leaves open the possibility that Syrian moderates may be insufficient to the incredible tasks U.S. interests assign them. And further, Kagan, though very much a supporter of U.S. leadership, admits that U.S. forces would be entering an extremely confusing battlefield situation where ISIS has captured enough war materiel to disguise themselves as other forces, a trick they’ve used effectively against the Iraqi security forces.
Because the overriding regional concern of Republican hawks is the de-legitimization of the Iranian regime, policy experts and candidates are already ruling out the most obvious ways of defeating ISIS, such as collaborating with and strengthening Assad’s forces and the Iraqi army in their respective territories. Instead, the idea is to defeat everyone at once, at low cost, without ugly alliances, and to the benefit of unnamed good guys.
And you thought the first regime change in Iraq was tough!
As an electoral strategy, it is absolutely nuts that Republicans would preemptively tell the American people, “Elect me and I’ll put American troops back on the ground in Iraq.” And then add, “And Syria, too, and with allies TBD, and final victors TBD.” This seems like a 2016 death wish. Not just for Republican electoral ambitions, but for American troops, American prestige, and American power.

“The Chief Mess-Maker As A Consultant”: Can Jeb Bush Ever Escape His Brother’s Shadow?
Jeb Bush has firmly established himself as the Republican to vote for if you wish his brother were still president. Best of luck with that.
In what was billed as a major foreign policy speech Tuesday, Bush proposed inching back into Iraq, wading into the Syrian civil war and engaging in much the same kind of geopolitical engineering and nation-building that George W. Bush attempted. So much for the whole “I am my own man” routine.
He finally understands that to have any credibility, even amid a field of uber-hawks (minus Rand Paul), he has to say the invasion of Iraq was a mistake. But judging from his actions, that’s not what he seems to believe. Why would someone who thinks the war was wrong include Paul Wolfowitz, one of its architects, among his top foreign policy advisers? Why would someone who sees the Middle East as an unholy mess reveal that he consults his brother, the chief mess-maker, on what to do next?
Bush says “we do not need . . . a major commitment” of American ground troops in Iraq or Syria to fight against the Islamic State — at least for now. But he proposes embedding U.S. soldiers and Marines with Iraqi units, which basically means leading them into battle. He proposes much greater support for Kurdish forces, which are loath to fight in the Sunni heartlands where the Islamic State holds sway. And he wants the establishment of no-fly zones and safe havens in Syria, as a way to battle both the Islamic State and dictator Bashar al-Assad.
That all sounds like a “major commitment” of something . And none of it addresses the fundamental problem in Iraq, which George W. Bush also failed to grasp: the lack of political reconciliation among Shiites, Sunnis and Kurds. Bush 43’s vaunted “surge” was a Band-Aid that masked, but did not heal, this underlying wound.
Like the other Republican contenders, Jeb Bush opposes the Iran nuclear deal and promises to undo it — although he is equally silent about how the “better deal” that critics say they want could be achieved.
In general, as one might expect, Bush blames President Obama and likely Democratic nominee Hillary Clinton for basically all that is wrong with the world. Voters may have short memories, but I think they’ll remember it was Bush’s brother who shattered the Iraqi state and created the vacuum that the Islamic State came to fill. Voters might also recall that when Bush’s brother took office, Iran had no operational uranium enrichment centrifuges; when he left, Iran had about 4,000.
Jeb Bush tends to rush through his foreign policy speeches as if he’s checking boxes on a job application form. He becomes much more animated, and seems on more solid ground, when he’s talking about domestic issues. But remember that George W. Bush intended to have a domestic focus, too, before history decided otherwise.
Can Bush ever escape his brother’s shadow — or, for that matter, his father’s? I have serious doubts. For now, however, he’s busy enough trying to get out of Donald Trump’s wake.
Jeb! might think about adding more exclamation points to his logo. He’s running an utterly conventional campaign in an unconventional year, and frankly he seems to be putting a lot of Republican voters to sleep.
While other contenders for the nomination compete with front-runner Trump to say the most outrageous things and draw attention to themselves — a battle they’re not likely to win — Bush plods along. He made it to center stage at the first debate, right alongside Trump, but his performance was unexciting. If Bush declines to throw red meat to the activist Republican base, he’ll be better positioned to win the general election. But he’ll have a worse chance of making it through the primaries.
Recent state-level polls might not be enough to send Bush and his advisers into panic mode but definitely should make them pay attention. In Iowa, the Real Clear Politics polling average puts Bush at 7 percent — behind Trump, Ben Carson, Scott Walker, Carly Fiorina and Ted Cruz, and tied for sixth place with Marco Rubio. For a candidate with Bush’s thoroughbred pedigree and overstuffed bank account, that’s embarrassing.
And in New Hampshire, the Real Clear Politics average has Bush in second place behind Trump but just one point ahead of John Kasich, who suddenly seems to be challenging Bush for the “reasonable conservative” vote.
His brother’s name is already hurting Jeb Bush. His brother’s policies will hurt him more.

“Is The Iran Deal ‘Liberal’?”: Shifting The Reigning Washington Foreign-Policy Paradigm From War-Making To Deal-Making
So, Senator Chris Coons, what do you think of the Iran deal?
There’s a pause. I have spoken a few times in recent weeks to the Delaware Democratic Senator, because a) he is deeply immersed in the details of this negotiation and b) he’s coming from what seems to me roughly the right place here: He wants to support his president and he wants to see diplomacy succeed, but he doesn’t trust Iran and he wants a deal that has a chance of actually working. He’s thoughtful and smart and not a demagogue, and his ultimate support (or not) of the thing really will hang on the details and what he concludes about them.
So he opens by telling me that he first wants to give credit to President Obama and John Kerry for getting this done, because any negotiation is hard, this one almost incomprehensibly so. Then he gives an answer: “It seems on the face of it from press accounts to meet most of the goals that were set.” He hadn’t read it yet, but he’d read enough about it to draw a few conclusions.
Still, Coons says he hasn’t made up his mind yet how he’ll vote. “I’m aware that it’s easier to be critical than supportive because this deal is so complex and the stakes are so high,” he told me. “I do think the diplomacy was worth exploring.” He wouldn’t say this of course, but it seems to me unlikely that Congress can kill the deal; Obama needs the backing of only 34 senators, which would result in a failure to override his certain veto of a “no” vote. It’s hard to imagine he can’t get that.
We’ll circle back to Coons, but first let’s acknowledge a point that liberal Obama-backers everywhere ought to acknowledge in this case: The deal is a big gamble. Nobody can know today that it will work in the main goal of keeping the Islamic Republic from getting a nuclear weapon. Of course, nobody knows for certain that it will fail either, and Lindsey Graham and Tom Cotton and John Boehner’s instant and predictable Munich-ification of a deal they obviously hadn’t even read was revolting.
But the way to counter their false, know-nothing certitude is not with more false, know-nothing certitude. From a liberal internationalist point of view, it’s clearly a good thing that Obama is trying to shift the reigning Washington foreign-policy paradigm from war-making to deal-making. The war-makers have been wrong about everything for the last 15 years, have told us endless lies, have harmed American credibility, have sown destruction and death—and, by the way, have done a hell of a lot more to strengthen Iran than we doves have. So deal-making is a fine principle for which to strive. But that doesn’t mean the deal is without risks and downsides, and liberals do themselves and the world no favors by not acknowledging them just because Tom Cotton is such a dreary soapbox haranguer.
Here were Coons’s four concerns in the order he listed them to me. First, the inspections regime; second, the timing of the sanctions relief; third, the degree to which the International Atomic Energy Agency will be able to keep track of the possible military dimensions of Iran’s nuclear activities; and fourth, restrictions on centrifuge development after about year 10. “I need to have a much better sense of the breakout time after 10 years,” Coons said, noting concerns that limits on centrifuge development might ease after the tenth year.
For my money, Coons’s second concern is the biggest potential problem here. Iran will get a $150 billion windfall starting in December, and while the regime will presumably spend some of that money at home, it’s a certainty that the Syrian regime and Hezbollah and Hamas and the Houthis in Yemen are all going to get their share.
Combine this money with the deal’s lifting of the conventional arms embargo, which hasn’t gotten much attention yet but you can be sure will get more, especially once Congress starts holding hearings on this, and you have a recipe for Iran to make far more trouble in the region than it has been in recent years. It should not comfort Americans, and American liberals in particular, that the likes of Bashar al-Assad and Hezbollah leader Hassan Nasrallah, both busy murdering Syrian children and suppressing any chance of real democracy being able to grow in Syria and Lebanon, praised the deal to the heavens.
Coons told me he had a lengthy phone call with Joe Biden Tuesday, and “that’s precisely what I was discussing with the vice president.” He said he’d let Biden speak for himself, but he did tell me that he pressed Biden on questions like what we’d be doing to beef up our commitments to our allies and to check Iranian influence. He says Biden assured him that stern measures were in the works. We’ll see about that. This, too, will be much discussed in the upcoming hearings, and it’s not only Republicans who have these concerns.
Obama says people should judge the deal only on whether it prevents Iran from getting a nuclear weapon, that it isn’t designed to change the nature of the regime or address regional terrorism. What this means is the administration made the decision that keeping a nuke out of Iran’s hands was the job that took precedence over all other tasks. All in all that’s probably the right call. Lindsey Graham said Tuesday that this deal would start an arms race. Not if it holds. If anything, it’s the opposite that’s true: Without a deal, Iran would surely develop a bomb more quickly, leading Saudi Arabia and perhaps others to do the same.
But surely Obama doesn’t mean to suggest that we shouldn’t discuss the other possible consequences of the deal. American liberals in particular should discuss these things. Nuclear non-proliferation is an old-school liberal value, but so is seeing our country take stands against the fundamentalist extremism that Iran exports and the kind of slaughter of civilians we see in Syria.
I was pleased to see that Hillary Clinton’s statement on the deal took both of these concerns seriously. Oddly, it’s not on her website. I got it via email, and the part that impressed me says this: “Going forward, we have to be clear-eyed when it comes to the broader threat Iran represents. Even with a nuclear agreement, Iran poses a real challenge to the United States and our partners and a grave threat to our ally Israel. It continues to destabilize countries from Yemen to Lebanon, while exacerbating the conflict in Syria. It is developing missiles that can strike every country in the Middle East. And it fuels terrorism throughout the region and beyond, including through direct support to Hamas and Hizballah. We have to broadly confront and raise the costs for Iran’s destabilizing activities…”
That’s real liberal internationalism, and I hope she spells out in the coming weeks what “broadly confront” means. I’d rather have her doing it than Jeb Bush or Scott Walker.

“Dumber Than A Brick In A Tumble-Dryer”: Marco Rubio Is Criminally Overrated On Foreign Policy
Marco Rubio wants people to know that he’s kind of a big deal when it comes to foreign policy. He has bragged about his expertise to Iowans, saying that “few, if any,” of his potential Republican competitors “have spent the amount of time on it that I have.”
Most recently, Rubio has been passionately defending the enormously unsuccessful, if emotionally satisfying, embargo on Cuba. He is attacking President Obama for establishing diplomatic relations with the Castros, and is making moves to undo their conciliation. It’s hard to come up with a more useless foreign policy stance than this. But even if we excuse Rubio’s position as an understandable part of his identity — stemming from his background and his loyalty to Florida’s expatriate community — there is little other reason to think Rubio has any worthwhile foreign policy expertise, despite years of sitting on important committees.
In March of 2011, Rubio became one of the most vocal Republican supporters of the Hillary Clinton-Obama war in Libya. “If we believe that the rise of this new attitude among young people and others seeking a new life and a new way in the Middle East is a positive thing, and I believe that it is, then it serves our national interest to see that happen,” he said.
Among the reasons Rubio cited for supporting Moammar Gaddafi’s overthrow was that he “sowed instability among neighbors, plotted assassination attempts against heads of state, and supported terrorist enterprises.”
Since the desired knockout of Gaddafi’s regime, the terrorist enterprise known as the Islamic State has a stronger foothold in that nation. The war that we exacerbated in Libya has destabilized neighboring Mali. And the Libyan people are risking (and losing) their lives in desperate attempts to emigrate from the “freedom” we helped impose on them.
What Rubio seems to have missed is that a significant source of the “new attitude” in the Middle East is an impatience with authoritarians who accord some rights to religious and ethnic minorities, rather than fully embrace political Islam.
In 2014, he castigated the Obama administration for not enforcing its own “red line” in Syria, and intervening in the civil war there. Rubio claimed that the Islamic State rushed into the vacuum only because the Obama administration didn’t intervene, even though all the evidence suggests that Islamists were always a large part of the rebel forces in Syria. The counterfactual history that GOP hawks have maintained — in which a little more muscle would have turned the plausibly non-Islamist Free Syrian Army into a supreme (and supremely moderate) opposition force — is not credible in any case.
But who can expect Rubio to keep the counterfactuals straight when even the factual eludes him? In the same op-ed, Rubio offered the administration advice on how to proceed:
To confront the Islamic State terrorists, we need a sustained air campaign targeting their leadership, sources of income, and supply routes, wherever they exist. We must increase our efforts to equip and capacitate non-jihadists in Syria to fight the terrorist group. And we must arm and support forces in Iraq confronting it, including responsible Iraqi partners and the Kurds. In addition, we must persuade nations in the region threatened by the Islamic State to participate in real efforts to defeat it. [The Washington Post]
And, oddly enough, the Obama administration has been trying almost exactly the policies that Rubio suggested: air campaigns, arms, and encouragement to Iraqis and Kurds.
But in early 2015, Rubio decided that what the campaign against ISIS really needed was stronger adjectives. At CPAC, he said the president should “put together a coalition of armed forces from regional governments to confront them on the ground, with U.S. special operations support, and then provide logistical support, intelligence support, and the most devastating air support possible.”
“Devastating.” I guess he really means it now.
Rubio concluded, “The reason Obama hasn’t put in place a military strategy to defeat ISIS is because he doesn’t want to upset Iran.”
I don’t know how to say this respectfully. But this is dumber than a brick in a tumble-dryer: a clanging, dangerous error. Iran is one of the principal enemies of ISIS. It didn’t even need to be persuaded to join the fight. It sees ISIS as another manifestation of the kind of Sunni extremism that threatens Iran’s regional allies: Bashar al-Assad in Syria and the Shia-friendly government in Baghdad. If we really wanted to stick it to Iran, we’d be arming Islamic State fighters and providing “devastating air support” to them.
And given the record of Republican hawks over the last two decades, I wouldn’t be surprised if a future Rubio administration ends up doing just that, through a mixture of hubris, democratizing enthusiasm, and sheer stupidity — just as the Bush administration cheered on democratic elections that empowered Hamas, and a war that led to a destabilized Iraq where Sunni extremism now flourishes. Bush was not alone: Other GOP hawks cheered on revolutions and civil wars that led not to liberal democracies, but terrorism, extremism, and anarchy.
Rubio has a reputation for foreign policy expertise because he chooses to talk about foreign policy often, promises large budgets to the Pentagon, and mostly pronounces the words correctly. Rubio’s foreign policy consists of babyish moralizing, a cultivated ignorance of history, and a deliberate blindness to consequences. This is the same “foreign policy expertise” that led to a misbegotten war in Iraq and empowered Sunni insurgencies across the Middle East.
It will be enormously popular among people who think nothing of wasting money and other people’s lives. Or as Rubio may one day call them from the West Wing, “my fellow Americans.”
