“More, More, More!”: If Republicans Want Full-Scale War, They Should Say So
While there were a few Republicans who reacted favorably to President Obama’s speech last night describing what we will be doing to combat ISIS, the reaction from most on the right was predictably negative. Which is fine — it’s the opposition’s job to oppose, after all. But when you hear what they have to say, you notice a yawning gap in their criticisms: They were missing clear articulation of what exactly Republicans would prefer that we do.
After Obama spoke, John McCain shouted at Jay Carney that everything would have been fine if we had never removed troops from Iraq, saying “the president really doesn’t have a grasp for how serious the threat from ISIS is.” He and Lindsey Graham later released a statement advocating a bunch of stuff we’re already doing, along with some language that sounded like they might be advocating waging war on the Syrian government, but it’s hard to be sure. Ted Cruz said Obama’s speech was “fundamentally unserious” because it was insufficiently belligerent and fear-mongering.
Sarah Palin wrote on her Facebook page: “War is hell. So go big or go home, Mr. President. Big means bold, confident, wise assurance from a trustworthy Commander-in-Chief that it shall all be worth it. Charge in, strike hard, get out. Win.” Which is about the “strategy” you’d get for defeating ISIS if you asked a third-grader.
The only one who was clear on what they would do instead, oddly enough, was Dick Cheney. He pronounced Obama’s strategy insufficient in a speech bordering on the insane, in which he essentially advocated waging war in every corner of the earth.
At least we know where he stands. But other Republican critics have to get more specific if they’re going to present a credible case against the President’s plan. You can claim that Obama should never have ended George W. Bush’s war, but what is it that they support doing now? If they believe we have to re-invade Iraq with a force of tens or hundreds of thousands of American troops, they ought to say so. If that’s not what they support, then what is it? The hints we’ve gotten sound a lot like, “Pretty much exactly what Obama is proposing, just, you know, more.” He’s using air power, so more air power. He’s saying we’ll be bombing not just in Iraq but in Syria, so they want that, but more. He says we’ll be training and supporting Syrian rebel groups to act as a counterweight to ISIS, which Republicans like, but they want more.
All that sounds like they’re caught between two unacceptable options. They can’t say they support what the administration will be doing, because whatever Obama does is wrong by definition. But they know that advocating another full-scale ground invasion would be met with horror from the public, so they can’t advocate that either. The only option left is to just react to whatever Obama proposes by saying it’s insufficient.
There are two competing visions of the problem at hand. One says ISIS poses a dramatic threat not just to the people it is currently oppressing or those who might wind up in its path, but to the entire world, including United States. The other says that while the group is certainly barbaric, its threat is limited to the Middle East.
And despite some of the dramatic proclamations we’ve been hearing, there are now voices emerging to say that the threat may be overblown. Today’s New York Times quotes experts suggesting ISIS may not be quite as dangerous to us as we keep being told. There are other experts making similar arguments, but as Ryan Cooper explained, they’re getting drowned out by sensationalist media coverage.
In this context, if you look carefully at what Obama said last night, you can see that he was trying to put this conflict in a more sober context. There was no talk of “existential threats,” or American cities engulfed in flames. He spoke about both the danger, and the action we’ll be taking, in limited terms. After September 11, George W. Bush ramped up the fear we were supposed to feel and promised a grand victory. Obama is doing neither.
That in itself no doubt infuriates many Republicans. But if what they’re after is a full-scale war, they ought to have the courage to say so.

“The New Politics Of Foreign Policy”: Steadier, More Sober, More Realistic—The Balance We Have Been Seeking
Over the last decade, Americans’ views on foreign policy have swung sharply from support for intervention to a profound mistrust of any military engagement overseas. Over the same period, political debates on foreign affairs have been bitter and polarized, defined by the question of whether the invasion of Iraq was a proper use of the nation’s power or a catastrophic mistake.
This contest for public opinion has taken place in the shadow of the attacks of Sept. 11, 2001. For understandable reasons, the United States was thrown off balance by the horrific events of 13 years ago, and we have never fully recovered.
The emergence of the Islamic State and its barbaric beheadings of James Foley and Steven Sotloff have shaken public opinion again. It is, of course, possible that the public’s guardedly increased hawkishness is another short-term reaction to an enraging news event. But there is a strong case that, after all the gyrations in policy and popular attitudes, we are on the verge of a new politics of foreign policy based on a steadier, more sober and more realistic view of our country’s role in the world and of what it takes to keep the nation safe.
And it fell to President Obama on Wednesday night to take the first steps toward building a durable consensus that can outlast his presidency. The paradox is that, while polls show Americans more critical than ever of the president’s handling of foreign affairs, the strategy he outlined toward the Islamic State has the potential of forging a unity of purpose across a wide swath of American opinion. In many ways, it is an approach that goes back to the pre-9/11 presidencies of George H.W. Bush and Bill Clinton.
Two things are clear about where the public stands now: It is more ready to use U.S. power than it was even a few months ago. But it remains deeply wary of again committing U.S. combat troops to the Middle East. Thus the wide popularity of using air attacks to push back the Islamic State.
Obama’s strategy seeks to thread this needle. As the president explained Wednesday night, the bombing campaign the United States has undertaken is aimed at supporting those — including the Iraqi army, the Kurdish pesh merga and, perhaps eventually, Syrian opposition forces — who are bearing the burden of the fighting. Although the circumstances are quite different, Obama’s reliance on air power is reminiscent of Clinton’s actions in Bosnia and Kosovo. Obama said he was sending an additional 475 U.S. troops to Iraq “to support Iraqi and Kurdish forces with training, intelligence and equipment.” But he was again at pains to insist that they would “not get dragged into another ground war in Iraq.”
More generally, Obama is pushing a tough-minded multilateralism. His stress on building “a broad coalition of partners” and the administration’s aggressive courting of allies in both the Middle East and Europe recalls the intense rounds of diplomacy that former secretary of state James A. Baker III led on behalf of the first President Bush before the successful war to drive Saddam Hussein’s army from Kuwait in 1991.
Obama’s diplomatic exertions have extended to pressuring Shiite politicians in Iraq to create what he called “an inclusive government” that Sunni Muslims could regard as their own. It was the creation of such a government, he said Wednesday, that now made the rest of his strategy possible. Above all, Obama went out of his way to describe his new effort as a “counterterrorism strategy,” tying it back to the cause that large majorities of Americans embraced after the 9/11 attacks and have never stopped supporting. His new effort, he insisted, “will be different from the wars in Iraq and Afghanistan.”
Some who championed the Iraq war will, no doubt, object to this implicit criticism of a venture they still defend. Others will point to the risks of relying on Iraqis and others to take the lead on the battlefield. In the meantime, anti-interventionists — who still loom large in the president’s party and in Republican libertarian quarters — will continue to be wary of any re-escalation of U.S. military engagement. And a bitter election season is hardly an ideal moment for building bipartisanship.
Nonetheless, circumstances have presented Obama with both an opportunity and an obligation to steer U.S. policy toward a middle course that acknowledges a need for American leadership and the careful use of American power while avoiding commitments that are beyond the country’s capacity to sustain. It is the balance we have been seeking since an awful day in September shook us to our core.

“More Promising Tools Than Brute Force”: Obama Keeps His Options Open On Dealing With Islamic State
President Obama’s strategy against the Islamic State may be hard to pin down — maddeningly so, some complain — but it is likely to work far better than anything his bellicose critics advocate.
Perhaps the president will eliminate any confusion when he addresses the nation Wednesday, but I doubt it. Based on what he told NBC’s Chuck Todd on Sunday’s “Meet the Press,” there may be no way to reduce Obama’s fluid and perhaps deliberately ambiguous thinking to a black-or-white, all-or-nothing dichotomy.
“This is not going to be an announcement about U.S. ground troops. This is not the equivalent of the Iraq war,” Obama said. Later in the interview, he added that “we’re not looking at sending in 100,000 American troops” and that “our goal should not be to think that we can occupy every country where there’s a terrorist organization.”
Clear? Kind of.
We understand that the president will not announce the deployment of U.S. troops in large numbers and that he does not intend for the United States to re-invade and re-occupy Iraq. But we know that U.S. military advisers and Special Operations teams have already been active in both Iraq and Syria. And since Obama described the fight against the Islamic State as “similar to the kinds of counterterrorism campaigns that we’ve been engaging in consistently over the last five, six, seven years,” we can assume there will be some U.S. military presence on the ground, however covert and limited.
A strong believer in multilateralism, the president asserted that “we have, I believe, a broad-based coalition internationally and regionally to be able to deal with the problem.”
True? Again, kind of.
The 10-nation coalition assembled last week to fight the Islamic State — the United States plus Australia and NATO members Britain, France, Germany, Canada, Turkey, Italy, Poland and Denmark — is much less than meets the eye, operationally speaking. Britain, France, Australia and Canada have the will and capacity to project military power overseas. The others, not so much.
As far as regional cooperation is concerned, perhaps Turkey can be counted on to help tear down the Islamic State. But assistance from two key powers in the Middle East that also find themselves threatened by the jihadist group — Iran and Saudi Arabia — promises to be tenuous and situational at best.
To further complicate a situation that already seems hopelessly complicated, every blow against the Islamic State is a blow in favor of Syria’s Bashar al-Assad and his murderous regime. But Obama implied on “Meet the Press” that Assad is a secondary concern and said that, “when it comes to our policy and the coalition that we’re putting together, our focus specifically is on ISIL,” another name for the Islamic State.
In internal administration discussions, Obama has reportedly been skeptic-in-chief about the capabilities of the ostensibly “moderate” Syrian rebels. On Sunday, the president was less than fulsome in his praise of groups such as the Free Syrian Army, which he noted “have been on the defensive.” He said, “We’re going to have to develop a moderate Sunni opposition that can control territory,” indicating that no such opposition now exists.
It all sounds kind of circular and vague, implying there is much that may be planned, or already taking place, that we know nothing about. Obama seems to give himself the option of confronting the Islamic State directly when he chooses, ignoring it when he feels it can be ignored, using airstrikes when he believes they are needed, cooperating with adversarial or unreliable governments only when he believes it is in the U.S. interest to do so.
I don’t know if it will work. But I’m confident that the hawkish alternative — more bombs, more boots, more bluster — would be a tragic failure.
Massive airstrikes in both Iraq and Syria probably would not be enough to destroy the Islamic State without ground support. In Iraq, such support has been inconsistent. In Syria, it could come only from Assad’s brutal army. If U.S. troops are not an option, should we encourage Saudi Arabia and even Iran to deploy their forces? To me, that sounds like fighting a fire with gasoline.
To the hawks, Obama’s cautious, patient, this-could-take-years approach to dealing with the Islamic State will be emotionally unsatisfying. But, given the complexity of the situation, subtlety and indirection are more promising tools than brute force. Locking the United States into the kind of rigid strategy that critics demand would likely ensure only that this crisis sows the seeds of the next one.

“When Revenge Rules Foreign Policy”: Intense Rage At Violations Of Our National Honor Creating Self-Defeating Responses
In my earlier post on the IS “crisis” I suggested it’s irrational for American foreign policy to turn itself inside out over the barbaric murder of two (or in the future, perhaps more) U.S. journalists, horrible as it is. Peter Beinart has a very persuasive column at The Atlantic today arguing it’s important we understand the public reaction to the beheadings is entirely irrational, but reflects the enduring “Jacksonian” strain of U.S. foreign policy whereby intense rage at violations of our national honor justify completely disproportionate and sometimes even self-defeating responses:
Last September, when YouGov.com asked Americans whether they supported air strikes “against Syria,” only 20 percent said yes. Last week, by contrast, when it asked whether Americans supported strikes “against ISIS militants in Syria,” 63 percent said yes.
In narrow policy terms, the arguments for military intervention have not improved over the last two weeks. It’s still not clear if Iraq’s government is inclusive enough to take advantage of American attacks and wean Sunnis from ISIS. It’s even less clear if the U.S. can bomb ISIS in Syria without either empowering Assad or other Sunni jihadist rebel groups.
But politically, that doesn’t matter. What’s causing this Jacksonian eruption is the sight of two terrified Americans, on their knees, about to be beheaded by masked fanatics. Few images could more powerfully stoke Jacksonian rage. The politicians denouncing Obama for lacking a “strategy” against ISIS may not have one either, but they have a gut-level revulsion that they can leverage for political gain. “Bomb the hell out of them!” exclaimed Illinois Senator Mark Kirk on Tuesday. “We ought to bomb them back to the Stone Age,” added Texas Senator Ted Cruz. These aren’t policy prescriptions. They are cries for revenge.
Well, they could represent something a lot worse than that. If you look back at how we got into the Iraq War, the simple political dynamics were that the Bush administration exploited a national desire for revenge (“Let’s Roll”) to launch not one but two wars, on the highly cynical but accurate assumption that many Americans held Arabs or maybe even Muslims collectively responsible, and that the absence of a second 9/11 retroactively justified the “revenge.” Many of the Republican pols now howling for revenge have recently howled for violence against Iraq, against North Korea, against Syria, against Russia and (perpetually) against Palestinians. Who can tell how many agendas will eventually be lashed to the project of making IS pay for its barbarism?
More immediately, as Beinart points out, Obama is especially unlucky in encountering (potentially) the same combination of developments that undid a certain predecessor:
All of a sudden, the domestic politics of foreign policy bear a vague resemblance to the late Carter years. The Iran hostage crisis did not lend itself to a simple policy response either. But to many Americans, it represented a primal humiliation, broadcast on screens across the world. And the hostage crisis primed Americans to see the Soviet invasion of Afghanistan that same year as yet another example of Jimmy Carter failing to prevent America from being disrespected around the world. The danger for Obama is that the ISIS beheadings color the public’s view of his Russia policy in the same way.
Having spent a good part of the 2012 presidential cycle trying to convince Americans that they were actually reliving 1980 and needed to get that wimpy Democrat out of the White House, Republicans can be expected to resume making this connection directly. But even without the potent Russia/hostage combo, the politics of restraining the Jacksonian impulse could be as difficult for Obama as for Carter.

“Some People Never Learn”: What Happens When You Listen To Conservatives And Allow Them To Control Our Foreign Policy
It’s surprisingly easy to compose a list of the 25 stupidest things Bush administration officials said about the invasion of Iraq, and no such list can be remotely comprehensive. For example, the list I just referenced has President Bush assuring Reverend Pat Robertson that he doesn’t need to prepare the public for casualties because we won’t have any casualties, and it has Donald Rumsfeld dismissing concerns about looting because “free” people are free to do dumb things, but it makes no reference to Paul Wolfowitz saying in Congressional testimony that, “There’s a lot of money to pay for this. It doesn’t have to be U.S. taxpayer money. We are dealing with a country that can really finance its own reconstruction, and relatively soon.” It doesn’t include his testimony that “It is hard to conceive that it would take more forces to provide stability in post-Saddam Iraq than it would take to conduct the war itself and to secure the surrender of Saddam’s security forces and his army — hard to imagine.” It doesn’t include his testimony that “I can’t imagine anyone here wanting to spend another $30 billion to be there for another 12 years.”
The Bush administration said countless stupid things, told an uncountable number of lies, and made so many horrible predictions that it is a herculean challenge to try to document them all. But even their strongest critics didn’t predict just how wrong things would go.
Nearly half of Syria’s population has been displaced either internally or externally as refugees in the worst humanitarian crisis to strike the Middle East in at least a century, according to new data released by the International Rescue Committee.
The complex civil war, which has now morphed into a three-way free-for-all among rebels, the Syrian regime and a caliphate of Islamic extremists attacking virtually everyone, has driven at least 3 million people from Syria into neighboring countries. The movement is stressing already fragile nations such as Jordan and Lebanon, who have born the brunt of the exodus even as both deal with their own unstable internal political situations.
Turkey also has received hundreds of thousands of refugees and continues to struggle to control its own border; thousands of foreign Jihadi fighters have used Turkey to access the Syrian battlefield. They offset the tens of thousands of Syrian fleeing the fighting, leaving southern Turkey awash in desperate refugees and militants of all stripes.
In terms of world history, the IRC, considered one of the world’s most effective aid organizations, says the situation has reached a level of disaster not seen worldwide since the Rwandan genocide, more than 20 years ago that saw fewer people – about 1.5 million _ displaced but nearly a million killed.
Yeah, I didn’t even get to Iraq, where it is estimated that over a million people have been “freedomed” from their homes.
I don’t think the American people are focused enough on the lesson here, which is what happens when you listen to conservatives and allow them to have control of our foreign policy apparatus and the most lethal military in the history of mankind.
It’s a lesson we should all heed as the present administration tries to figure out how to triage all the crises that have resulted from the Bush administration’s reaction to 9/11.
