Republican “Ideological Hypocrites”: Why Our Political System Is So Broken

When we talk about hypocrisy in politics, we usually highlight personal behavior. The serially-married politician who proclaims “family values” while also having affairs is now a rather dreary stock figure in our campaign narratives.

But the hypocrisy that matters far more is the gap between ideology and practice that has reached a crisis point in American conservatism. This Republican presidential campaign is demonstrating conclusively that there is an unbridgeable divide between the philosophical commitments conservative candidates make before they are elected and what they will have to do when faced with the day-to-day demands of practical governance. Conservatives in power have never been — and can never be — as anti-government as they are in a campaign.

Begin by asking yourself why so many conservative politicians say they’re anti-government but spend long careers in office drawing paychecks from the taxpayers. Also: Why do they bash government largesse while seeking as much of it as they can get for their constituents and friendly interest groups?

Why do they criticize “entitlements” and “big government” while promising today’s senior citizens — an important part of the conservative base — never, ever to cut their Medicare or Social Security? Why do they claim that they want government out of the marketplace while not only rejecting cuts in defense but also lauding large defense contracts that are an enormous intrusion in the operation of the “free market”?

The contest between Mitt Romney and Rick Santorum is unearthing all sorts of double standards of this sort, and I salute each of them for drawing attention to the other’s inconstancies.

Santorum scored a direct hit on Romney last Thursday in a speech at the Detroit Economic Club. Both Romney and Santorum opposed President Obama’s rescue of the auto industry, a form of direct government intervention whose success Republicans (though not, it appears, Michigan’s voters) have a hard time acknowledging.

But Santorum raised a good question. “Governor Romney supported the bailout of Wall Street and decided not to support the bailout of Detroit,” Santorum said. “My feeling was that . . . the government should not be involved in bailouts, period. I think that’s a much more consistent position.”

Indeed it is. Romney can offer all sorts of rationales for the difference between the two bailouts, but once he backed the Wall Street rescue, he could no longer claim free market purity. The financial bailout he thought was so vital created the very “dependency” and sense of “entitlement” within our privileged classes that he condemns when it comes to the less well-off.

Many conservatives — including, bravely, George W. Bush — pushed for the bank bailout because the alternative was a catastrophic collapse of the financial system. But having done so, could they please stop claiming they are free market virgins? They gave that up long ago.

Santorum has a long list of ideological heresies of his own to defend. They include his eagerness to win federal earmarks, a habit he shares with Romney, as The Washington Post’s Rosalind Helderman recently reported.

There is also the critique that Romney’s super PAC is making in an ad airing in advance of Michigan’s Feb. 28 primary: It attacks Santorum for regularly voting to increase the debt ceiling when he was a senator from Pennsylvania.

This is the same Santorum who supported congressional conservatives last year when they blocked a debt-ceiling increase in pursuit of more budget cuts. “We cannot continue to write blank checks that our nation cannot cash,” Santorum said — the very blank checks he freely endorsed when he was in the Senate. True, both parties have played games on the debt ceiling, but never to the point of undermining the federal government’s credit standing, as the Republicans did last year.

Of course Santorum was only doing the responsible thing when he was a senator, but he cannot really defend what he did in the past without acknowledging that what he said more recently is flatly contradicted by his own behavior.

Can conservatives finally face the fact that they actually want quite a lot from government, and that they are simply unwilling to raise taxes to pay for it?

This is why our political system is so broken. Conservatives keep pretending that they can keep anti-government promises that they know perfectly well they are destined to break. We won’t have sensible politics again until our friends on the right bring their rhetorical claims into closer alignment with what they do — and what it takes to make government work.

“Red State America”: Moochers Against Welfare

First, Atlas shrugged. Then he scratched his head in puzzlement.

Modern Republicans are very, very conservative; you might even (if you were Mitt Romney) say, severely conservative. Political scientists who use Congressional votes to measure such things find that the current G.O.P. majority is the most conservative since 1879, which is as far back as their estimates go.

And what these severe conservatives hate, above all, is reliance on government programs. Rick Santorum declares that President Obama is getting America hooked on “the narcotic of dependency.” Mr. Romney warns that government programs “foster passivity and sloth.” Representative Paul Ryan, the chairman of the House Budget Committee, requires that staffers read Ayn Rand’s “Atlas Shrugged,” in which heroic capitalists struggle against the “moochers” trying to steal their totally deserved wealth, a struggle the heroes win by withdrawing their productive effort and giving interminable speeches.

Many readers of The Times were, therefore, surprised to learn, from an excellent article published last weekend, that the regions of America most hooked on Mr. Santorum’s narcotic — the regions in which government programs account for the largest share of personal income — are precisely the regions electing those severe conservatives. Wasn’t Red America supposed to be the land of traditional values, where people don’t eat Thai food and don’t rely on handouts?

The article made its case with maps showing the distribution of dependency, but you get the same story from a more formal comparison. Aaron Carroll of Indiana University tells us that in 2010, residents of the 10 states Gallup ranks as “most conservative” received 21.2 percent of their income in government transfers, while the number for the 10 most liberal states was only 17.1 percent.

Now, there’s no mystery about red-state reliance on government programs. These states are relatively poor, which means both that people have fewer sources of income other than safety-net programs and that more of them qualify for “means-tested” programs such as Medicaid.

By the way, the same logic explains why there has been a jump in dependency since 2008. Contrary to what Mr. Santorum and Mr. Romney suggest, Mr. Obama has not radically expanded the safety net. Rather, the dire state of the economy has reduced incomes and made more people eligible for benefits, especially unemployment benefits. Basically, the safety net is the same, but more people are falling into it.

But why do regions that rely on the safety net elect politicians who want to tear it down? I’ve seen three main explanations.

First, there is Thomas Frank’s thesis in his book “What’s the Matter With Kansas?”: working-class Americans are induced to vote against their own interests by the G.O.P.’s exploitation of social issues. And it’s true that, for example, Americans who regularly attend church are much more likely to vote Republican, at any given level of income, than those who don’t.

Still, as Columbia University’s Andrew Gelman points out, the really striking red-blue voting divide is among the affluent: High-income residents of red states are overwhelmingly Republican; high-income residents of blue states only mildly more Republican than their poorer neighbors. Like Mr. Frank, Mr. Gelman invokes social issues, but in the opposite direction. Affluent voters in the Northeast tend to be social liberals who would benefit from tax cuts but are repelled by things like the G.O.P.’s war on contraception.

Finally, Cornell University’s Suzanne Mettler points out that many beneficiaries of government programs seem confused about their own place in the system. She tells us that 44 percent of Social Security recipients, 43 percent of those receiving unemployment benefits, and 40 percent of those on Medicare say that they “have not used a government program.”

Presumably, then, voters imagine that pledges to slash government spending mean cutting programs for the idle poor, not things they themselves count on. And this is a confusion politicians deliberately encourage. For example, when Mr. Romney responded to the new Obama budget, he condemned Mr. Obama for not taking on entitlement spending — and, in the very next breath, attacked him for cutting Medicare.

The truth, of course, is that the vast bulk of entitlement spending goes to the elderly, the disabled, and working families, so any significant cuts would have to fall largely on people who believe that they don’t use any government program.

The message I take from all this is that pundits who describe America as a fundamentally conservative country are wrong. Yes, voters sent some severe conservatives to Washington. But those voters would be both shocked and angry if such politicians actually imposed their small-government agenda.

Are Republicans About To Commit Medicare Suicide?

It’s shaping up to be spring 2011 redux. Just under a year ago, Republicans — euphoric after a midterm election landslide, and overzealous in their interpretation of their mandate — passed a budget that called for phasing out Medicare over the coming years and replacing it with a subsidized private insurance system for newly eligible seniors.

The backlash was ugly. But Republicans seem to have forgotten how poisonous that vote really was, and remains…because they’re poised to do it again. This time they’re signaling they’ll move ahead, with a modified plan — one that, though less radical, would still fundamentally remake and roll back one of the country’s most popular and enduring safety net programs.

“We’re not backing off any of our ideas, any of our solutions,” GOP budget chairman Paul Ryan said last week in an interview with Fox.

Why on earth would Republicans put the whole party back on the line? Particularly after a year of serial brinkmanship and overreach that has dragged their popularity down to record lows?

The answers speak as much to the hubris of this GOP majority as it does to the fact that the party’s in thrall to a movement that demands unyielding commitment to a platform of reducing taxes on high-income earners and rolling back popular, though expensive, federal support programs.

That creates a dilemma: Vote against the platform and face a primary. Vote for it, and face constituent backlash.

House Republicans will now have to choose between reigniting that backlash, or admitting to constituents that they erred the first time around.

To make that choice easier, Ryan’s signaling he’ll swap out his old Medicare plan with a new one — one that he actually co-wrote with a Democratic Senator. That’s what Democrats think he’s going to do, and if they’re right, it will allow him and members of his party to claim they’ve moved significantly in the Democrats’ direction.

Here are all the details of the so-called Ryan-Wyden plan. There are two key differences between this plan and the original Ryan plan. The first is that Ryan-Wyden would preserve a Medicare-like public option as a competitor to private plans in its insurance exchange, and allow seniors to buy into it. The second is that it would leave the rate at which the program’s costs are allowed to grow exactly where it is in current law — forcing seniors to pay less out of pocket than would the original Ryan plan.

So substantively it is, indeed, a step or two left for the GOP. But here’s the key: it ultimately hands Medicare’s benefit guarantee over to a whimsical market, instead of keeping it in government hands, where it’s been for nearly 50 years. It would constitute a massive policy shift to the right. And that’s why Democrats abandoned Ron Wyden en masse the day the plan was unveiled.

House leadership and the Democratic Congressional Campaign Committee couldn’t be happier. They think the GOP’s walking right back into a political buzz saw, confident the public won’t be impressed by the technical modifications to the plan, or sympathetic to the fact that a single Senate Democrat endorsed it. It’s a lesson Dems learned the hard way during health care reform — all the hair splitting over specifics didn’t stop Republicans from characterizing every permutation of it as “Obamacare.” And the label stuck. Democrats are betting they can pull the same trick in reverse this year. Indeed, as you can tell from the poster below that’s already being distributed by the Democratic Congressional Campaign Committee, they liked “Ryan Plan 1” so much, they’re lining round the block for the sequel.

“Compassionate Conserative”: Gov. Sam Brownback’s Anti-Poor Agenda

The Kansas governor appears to be waging war against low-income families in his state.

The GOP presidential primary has offered some odd debates on who cares about the “very poor” and whether there should be a “safety net” or a “trampoline” to help people get out of poverty. Meanwhile, in Kansas, it seems Governor Sam Brownback is hoping to dig a bigger hole for the poor fall into. Between his tax plans and his approaches to school funding, Brownback’s agenda overtly boosts the wealthy and makes things harder for the poor. While many liberals speculate this to be a secret goal, Brownback is hardly making a secret of his agenda.

Currently, the Kansas Legislature is examining Brownback’s plan to redesign education funding. The plan removes extra dollars for students who are more expensive to educate—those who must learn English or come from challenging backgrounds. Instead of providing funding based on the actual costs of education, Kansas would allow counties to raise property taxes and keep the revenue. That’s great for wealthy districts with high property values and seriously damaging for poor districts where the tax base is relatively small. The plan would likely create enormous disparities between school districts, leaving students in poor communities with few good options among traditional schools. Meanwhile, wealthy school districts can likely spend more and more to make their schools top-notch.

While low-income kids would attend schools getting outpaced by wealthy counterparts, their parents would get to pay more in taxes. That’s because the governor is also pushing a tax plan, approved by Reaganite Arthur Laffer, that would actually raise the total tax burden on those who make less than $25,000 a year. For the record, that’s more than 40 percent of filers in the state. As I wrote last week, the plan not only raises taxes on the poor but also cuts government programs that target low-income Kansans, compounding the hit. Meanwhile, the biggest tax cut in the plan would go to the wealthiest residents, those making more than $250,000.

But perhaps most galling is that Brownback will not object to a new decision by the state’s welfare officials that cuts off food-stamp benefits for U.S.-born children of undocumented workers. The decision leaves hundreds of American children without access to the program.

I should also mention that Brownback has long considered himself a “compassionate conservative.” With his level of compassion, who needs safety nets, or as Newt Gingrich would say, “trampolines”?

“The Tin Man”: Mitt Romney, The Rich And The Rest

No one should be surprised that the Tin Man has a tin ear.

After all, Mitt Romney is the same multimillionaire who joked that he was “unemployed” while he was “earning” more in one day than most Americans earn in a year and paying a lower rate on those earnings than most Americans do.

This is the same man who bragged last month that he liked to fire people at a time when nearly 13 million people are out of work and who accepted the endorsement this week of Donald Trump, who has made “You’re Fired!” his television catchphrase.

This is the same man who in November claimed that federal employees are making “a lot more money than we are.” What?! We? What we? Please direct me to the federal employees with the $20 million paychecks. In fact, The Washington Post pointed out in November that federal employees on average “are underpaid by 26.3 percent when compared with similar nonfederal jobs, a ‘pay gap’ that increased by about 2 percentage points over the last year while federal salary rates were frozen.”

And who could forget his remark that “corporations are people.” Classic.

But this week when Romney said that he wasn’t concerned about the very poor in this country, he jumped in the pickle barrel and went over the waterfall.

First, his statement:

“I’m not concerned about the very poor. We have a safety net there. If it needs repair, I’ll fix it. I’m not concerned about the very rich. They’re doing just fine. I’m concerned about the very heart of America — the 90-95 percent of Americans who right now are struggling.”

Romney went on to say that his campaign was focused on “middle-income Americans” and that “we have a very ample safety net” for the poor.

He later tried to clarify, saying that his comments needed context. Then he said that the comments were a “misstatement” and that he had “misspoke.” Yeah, right.

Where to begin?

First, a report from the Center on Budget and Policy Priorities last month pointed out that Romney’s budget proposals would take a chainsaw to that safety net. The report points out that cuts proposed by Romney would be even more draconian than a plan from Representative Paul Ryan: “Governor Romney’s budget proposals would require far deeper cuts in nondefense programs than the House-passed budget resolution authored by Budget Committee Chairman Paul Ryan: $94 billion to $219 billion deeper in 2016 and $303 billion to $819 billion deeper in 2021.”

What does this mean for specific programs? Let’s take the Supplemental Nutrition Assistance Program, since “food stamps” have been such a talking point in the Republican debates. The report says the Romney plan “would throw 10 million low-income people off the benefit rolls, cut benefits by thousands of dollars a year, or some combination of the two.  These cuts would primarily affect very-low-income families with children, seniors and people with disabilities.”

Does that sound like a man trying to “fix” our social safety nets? Absolutely not. Romney is so far up the beanstalk that he can no longer see the ground.

Then let’s take the fact that a report last month by the Tax Policy Center found that his tax plan would increase after-tax income for millionaires by 14.5 percent while increasing the after-tax income of those making less than $20,000 by less than 1 percent and of those making between $30,000 and $40,000 by less than 3 percent.

For a man who’s not worried about the rich, he sure seems to want them to rake in more cash.

This has nothing to do with context. This has everything to do with a caviar candidate’s inability to relate to a chicken-soup citizenry.

Then there is the “ample safety net” nonsense. No one who has ever been on the low end of the income spectrum believes this, not even Republicans. According to a Pew Research Center survey conducted in October, even most Republicans and Republican-leaning independents who make less than $30,000 a year, which accounts for about a quarter of all Republicans, say that the government doesn’t do enough to help the poor. Only a man who has never felt the sting of poverty or seen its ravages would say such a thing.

But perhaps the most pernicious part of his statement was the underestimating of the rich and poor and the elasticized expansion of the term “middle income” or middle class. Romney suggests that 95 percent of Americans are in this group. Not true.

According to the Census Bureau, the official poverty rate in 2010 was 15.1 percent.

And that’s the income poor. It doesn’t even count the “asset poor.” A report issued this week by the Corporation for Enterprise Development found that 27 percent of U.S. households live in “asset poverty.” According to the report, “These families do not have the savings or other assets to cover basic expenses (equivalent to what could be purchased with a poverty level income) for three months if a layoff or other emergency leads to loss of income.”

On the other hand, the definition of “rich” is more nebulous. However, according to a December Gallup report, Americans set the rich threshold at $150,000 in annual income. And according to the U.S. Census Bureau 8.4 percent of households had an income of $150,000 or more in 2010.

So at the very least, nearly a fourth of all Americans are either poor or rich.

That would leave about three-fourths somewhere in the middle, but not all middle class. Tricking the poor to believe they’re in it, and allowing the wealthy to hide in it, is one of the great modern political deceptions and how we’ve arrived at our current predicament.

According to a New York Times/CBS News poll conducted last month, nearly a fifth of families making less than $15,000 said that they were middle class and nearly two-fifths of those making more than $100,000 said that they were middle class.

Romney is not only cold and clumsy, he’s disastrously out of touch, and when talking about real people, out of sorts. If only he had a heart, and if only that heart was connected to his brain.
