“Conceived In Delusion, Sold In Deception”: The Iraq War, The Most Comprehensive & Dishonest Propaganda Effort Our Country Has Seen
On March 19, two weeks from now, it will be ten years since the United States military commenced the invasion of Iraq. Even though some details are fading from memory, one bit that sticks in my mind—those final days before the war and its dramatic countdown, the 48 hours George W. Bush gave Saddam Hussein and his sons to get themselves out of the country. It was a fitting end to the pre-war campaign, some theatricality to lend an extra bit of drama to a conflict conceived in delusion and sold in deception. This anniversary is a good time to remind ourselves of what happened then and how so many of the people who continue to shape our public debate behaved.
The campaign to sell America on an invasion of Iraq was probably the most comprehensive and dishonest propaganda effort our country has seen in the last century. As we discuss it over the next few weeks, those who continue to hold that it was a good idea—akin to saying to this day that the Titanic was unsinkable—will claim that though there was certainly bad intelligence, the Bush administration did not actually lie about Iraq, that their intentions were good and they forthrightly made their case to protect America.
Don’t let them get away with it, not for a second. The truth is that they planned and executed a campaign designed to muddle heads and bring terror to hearts, one so shameless we may never see its like again (if only the plan for war itself had been constructed with such care). It was an all-hands-on-deck effort, with Bush and Cheney and Rumsfeld and Rice and so many others trotted out to deceive and dissemble, mislead and misdirect. The examples are so numerous we can’t even scratch the surface here, but for the flavor, let me refer you to the speech Dick Cheney gave to the Veterans of Foreign Wars on August 26, 2002.
Cheney said, “The Iraqi regime has in fact been very busy enhancing its capabilities in the field of chemical and biological agents. And they continue to pursue the nuclear program they began so many years ago.” These assertions were obviously false. Saddam’s fictional nuclear program, Cheney warned, would come to fruition before you knew it, and then, “Armed with an arsenal of these weapons of terror, and seated atop ten percent of the world’s oil reserves, Saddam Hussein could then be expected to seek domination of the entire Middle East, take control of a great portion of the world’s energy supplies, directly threaten America’s friends throughout the region, and subject the United States or any other nation to nuclear blackmail. Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.”
Be afraid, they said over and over again. They warned of “mushroom clouds” over U.S. cities. They spun fictions of Iraqi involvement with the September 11 attacks. And 4,000 dead Americans later (not to mention at least 100,000 dead Iraqis) and a couple of trillion dollars spent, after Fallujah and Abu Ghraib and untold damage to America’s image in the world, many of them still—yes, still—claim it was a terrific idea.
But that’s all ancient history, isn’t it? What’s the point of rehashing it now? Yes, most of the Bush administration officials responsible have moved on to various cushy sinecures. But rest assured, the next time Republicans control the executive branch, many will be back in positions of power. And the amen chorus that made the propaganda campaign such a success is right where it was a decade ago, populating the nation’s op-ed pages and television panels. In the coming days they’ll be telling the same old story, as will some of those Bush aides, interviewed again for the occasion. Dick Cheney will no doubt slither out of his subterranean lair to snarl that anyone who thinks the war was anything but a glorious victory must be a secret Saddam-lover.
So you’ll forgive those of us who were right about Iraq if this anniversary brings up some raw feelings. Let’s remember that the people who were so apocalyptically wrong—both those who knew they were lying, and those who bought and resold the lies—not only helped America into disaster. While pushing the country toward chaos, they attacked anyone who disagreed with the most scurrilous of charges, calling the war’s opponents naïve fools at best and outright traitors at worst. And then what happened? Not only was there nothing resembling accountability for the people who planned, executed, and cheered the war, quite the opposite: they were all rewarded, many quite handsomely. Bush and Cheney won a second term. Paul Wolfowitz became president of the World Bank. Tommy Franks and Paul Bremer, the pair of bumblers whose disastrous decisions cost so many people their lives, were each given the Medal of Freedom, as was George “slam dunk” Tenet, who so confidently assured the administration and the country that the case for war was airtight. The pundits who filled page after page and hour after broadcast hour with falsehood and calumny, the Kristols and Krauthammers and so many others, barely saw their reputations nicked, and today their sage analysis on why we ought to do the whole thing over again in Iran is given a respectful hearing and not the mockery it deserves.
As James Fallows says, this is a good time for everyone who had a public voice at the time to reckon with what they believed, what they accepted, and what they said and argued at the time. As David Brooks wrote, “the idea that we should pay attention to the people who took the last invasion of Iraq and turned that military triumph into a stunning political defeat, is simply mind-boggling.” Those people, he said, “should live in ignominy” and “hide in disgrace,” but “instead ride high. It is an amazing example of the establishment’s ability to protect their most incompetent members.”
True, Brooks was writing in September 2002, and the targets of his disdain were veterans of the George H.W. Bush administration, whose enthusiasm for another Iraq war Brooks deemed insufficiently vigorous. But his point is nevertheless well taken. One day, another administration will come before the country proposing that we start another war. They’ll swear that we have no choice, that our very survival is at stake, that their motives are pure and their words are true. They’ll promise, as the Bush administration did, that it will be easy and neat and cost us little in lives and dollars. They’ll say that the blowback will be minimal, and assure us that there are no unforeseen consequences to worry about. And they will find enthusiastic support among the pundit class, with more than a few enlistees ready to amplify every absurd claim and heap contempt on anyone who would raise a voice in dissent. When that time comes, we should all try to remember what happened ten years ago.

‘”We Did Participate In A Hoax”: How The Bush Administration Lied Us Into The Iraq War
David Corn at Mother Jones offers a preview of some of the new information coming Monday night in Hubris: Selling the Iraq War, an MSNBC documentary based on the book of a similar name by Corn and Michael Isikoff.
Narrated by Rachel Maddow, the film, like the book, will detail the inside story of how America and the world were knowingly scammed by the Bush administration into invading Iraq 10 years ago next month, leading to, as Corn describes it, “a nine-year war resulting in 4,486 dead American troops, 32,226 servicemembers wounded, and over 100,000 dead Iraqi civilians.”
“The tab for the war topped $3 trillion,” he adds, even though “it turned out there were no weapons of mass destruction and no significant operational ties between Saddam’s regime and al Qaeda. That is, the two main assertions used by Bush and his crew to justify the war were not true.”
The facts of how the nation was conned into going to war, Maddow has argued over the past week while promoting and previewing the new film, are important to understand in order to avoid the same thing happening again. “If what we went through 10 years ago did not change us as a nation — if we do not understand what happened and adapt to resist it — then history says we are doomed to repeat it,” she warns.
Maddow says the documentary will likely ruffle many political feathers, and Corn offers a few of the nuggets of new information on the scam that have been revealed since the publication of his and Isikoff’s 2007 book, and that will be presented in the MSNBC film. Among them…
—Retired general Anthony Zinni, former commander in chief of U.S. Central Command, explains his reaction to then-VP Dick Cheney’s infamous declaration that “there is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.” Zinni, who was sitting on the stage with Cheney during that 2002 speech to the annual Veterans of Foreign Wars convention, says,”It was a shock. It was a total shock. I couldn’t believe the vice president was saying this, you know? In doing work with the CIA on Iraq WMD, through all the briefings I heard at Langley, I never saw one piece of credible evidence that there was an ongoing program.”
—A November 2001 briefing memo declassified two years ago and used by then-Secretary of Defense Donald Rumsfeld during a meeting with General Tommy Franks, details how the administration hoped to trigger a justification for going to war in Iraq. One of those triggers, the memo suggests, was to be a “dispute over WMD inspections,” akin to the one which was eventually, and very publicly, manufactured to help fuel the phony case for war.
—According to then-Secretary of State Colin Powell’s chief of staff Lawrence Wilkerson, Powell was skeptical of the entire case for war, but hid that from the public, even as he was used by the administration to sell the war to the UN Security Council and the American public. “Powell walked into my office,” on the day Congress passed its resolution giving authority to Bush to attack Iraq, Wilkerson explains in the film, “and without so much as a fare-thee-well, he walked over to the window and he said, ‘I wonder what’ll happen when we put 500,000 troops into Iraq and comb the country from one end to the other and find nothing?’ And he turned around and walked back in his office. And I — I wrote that down on my calendar — as close…to verbatim as I could, because I thought that was a profound statement coming from the secretary of state, former chairman of the joint chiefs of staff.”
Wilkerson goes on to add that, in truth, Powell — who now regards his UN speech as a “painful” “blot” on his career — had no clue whether the intelligence he cited to the UN was actually legitimate. “Though neither Powell nor anyone else from the State Department team intentionally lied,” says Wilkerson, “we did participate in a hoax.”

“A Man Of Misconduct And Malfeasance”: Dick Cheney Disdains The ‘Second-Rate’ Obama Team
No doubt President Obama was deeply stung over the weekend to hear Dick Cheney criticize his new national security team. At a Wyoming Republican Party dinner, the former vice president briskly dismissed Obama’s choices as “dismal,” saying that America needs “good people” rather than the “second-rate” figures selected by the president, particularly Vietnam veteran and long-time U.S. senator Chuck Hagel, nominated by the president as Secretary of Defense.
For sage advice on security policy and personnel, after all, there is no living person whose approval could be more meaningful than Cheney. It is hard to imagine a record as profoundly impressive as that of the Bush-Cheney administration, back when everyone knew that he was really in charge of everything important — especially the war on terrorism, the war in Iraq, and the war in Afghanistan.
True, Cheney’s intelligence apparatus failed to capture or kill Osama bin Laden after 9/11 – indeed, failed to prevent the 9/11 attacks, despite ample warnings that began with Bill Clinton’s farewell message in January, 2001 and culminated in a blaring President’s Daily Brief from the CIA in August 2001. True, Cheney’s defense command allowed bin Laden and Mullah Omar to escape following the invasion of Afghanistan, while American and NATO troops slogged through that deadly conflict without a plausible goal or even an exit strategy. And true, the national security cabinet run by Cheney misled the nation into war against Iraq, on false premises, without adequate preparation or clear objectives, at a cost of many thousands of lives and trillions of dollars. And true, too, the ultimate result was to embarrass the United States repeatedly while increasing the regional power of the mullahs in Iran.
How can Obama presume to compare his own record with all of that?
Obviously Cheney’s success cannot be measured by achievement alone. That wouldn’t be fair at all. No, his success resides in the capacity to commit disastrous misconduct and malfeasance in office, and still be taken seriously by the serious people in Washington, D.C.
If only the president were sensible enough to appoint figures of the same caliber as Cheney’s choices in the Bush years – men such as Donald Rumsfeld, whose capacity to deceive the public remains unequaled a full decade after he first declared utter certainty about the whereabouts of Saddam Hussein’s huge, perilous cache of “weapons of mass destruction.”
“We know where they are. They’re in the area around Tikrit and Baghdad and east, west, south and north somewhat,” explained Rummy somewhat inanely. He also assured us that the Iraqi people would warmly welcome U.S. troops, that the war would require a commitment of no more than six months, and that we wouldn’t need to send an overwhelming force of troops to prevail.
Like his old comrade and boss Cheney, Rumsfeld remained perfectly arrogant and absolutely rigid to the end and beyond, even as all his predictions and promises proved tragically hollow. Even when he came under attack by the neoconservative propaganda apparatus, led by Weekly Standard editor William Kristol, for “glibly passing the buck” for administration failures, Rumsfeld never admitted any fault or responsibility. Leaving office in disgrace, he spent years composing a farrago of falsehoods to be published between hard covers, seeking to justify his reign of error — and topped the bestseller lists following a triumphant tour of television and radio.
Now there was a first-rate Defense Secretary. President Obama, please take note.

“Unprepared To Lead”: Romney To Look Abroad For Foreign Policy Credibility
When it comes to presidential candidates and foreign affairs, there are basically two kinds of candidates: those who point to their vast experience (Biden, Kerry, H.W. Bush) and those who point to their vision and instincts (Obama).
Then there’s Mitt Romney, who doesn’t quite fit into either camp.
During his first presidential campaign, Romney struggled badly on foreign policy and international affairs, arguing, for example, that it was “entirely possible” that Saddam Hussein hid weapons of mass destruction in Syria prior to the 2003 U.S. invasion.
But the inexperienced former one-term governor has had four years to read, get up to speed, and shape a coherent vision. How’s that going? Not at all well.
But don’t worry, Romney has a plan.
Mitt Romney’s campaign is considering a major foreign policy offensive at the end of the month that would take him to five countries over three continents and mark his first move away from a campaign message devoted almost singularly to criticizing President Barack Obama’s handling of the economy, sources tell POLITICO.
The tentative plan being discussed internally would have Romney begin his roll-out with a news-making address at the VFW convention later this month in Reno, Nev. The presumptive GOP nominee then is slated to travel to London for the start of the Olympics and to give a speech in Great Britain on U.S. foreign policy.
Romney next would fly to Israel for a series of meetings and appearances with key Israeli and Palestinian officials. Then, under the plan being considered, he would return to Europe for a stop in Germany and a public address in Poland, a steadfast American ally during the Bush years and a country that shares Romney’s wariness toward Russia. Romney officials had considered a stop in Afghanistan on the journey, but that’s now unlikely.
So, the candidate whose foreign policy experience has been limited to missionary work in France and stashing cash in the Cayman Islands hopes to gain some credibility by heading abroad.
At the surface, there’s nothing especially wrong with this idea, but there is a problem lurking below the surface: what is it, exactly, Mitt Romney is going to say about foreign policy that will be coherent and sound? Or more to the point, how will the candidate choose between the arguments presented by his advisors, most of whom disagree with one another?
About a month ago, the New York Times reported that many members of Team Romney disagree with one another — and at times, even the candidate — about foreign policy, and occasionally, Romney’s own advisors have no idea what he’s trying to say. Last week, Reuters had a similar article, reporting that Romney’s foreign policy advisors are constantly at odds.
The same day, the NYT added that the diplomatic crisis surrounding Chen Guangcheng was seen as an opportunity for the Romney campaign, but they couldn’t get their act together, and couldn’t even agree on what the candidate’s position should be.
Fred Kaplan took stock of what we’ve learned thus far and concluded that Romney is a “foreign policy lightweight” whose ideas “range from vague to ill-informed to downright dangerous.”
Is Romney an extremist? Or, in keeping with the GOP approach to politics in general these days, has he simply calculated that it’s best not to agree with Obama on anything? Either way, one thing is clear: He is not a serious man.
Observers can certainly pick their favorite evidence of Romney’s foreign policy ineptitude — my personal favorite was his profound ignorance during the New START debate — but the point is the Republican candidate seems wholly unprepared to lead on the global stage.
In fact, it’s not even clear if he cares about the subject at all. Inexperience need not be a disqualifier, if voters are given reason to believe there’s a sensible vision and sound judgment that undergirds a coherent set of positions. But Romney hasn’t even met this low threshold, preferring instead to pull together veterans of the Bush/Cheney administration — some of whom have no credibility whatsoever — who’ve been left to argue amongst themselves and leak to the press about their frustrations.
I realize foreign policy probably won’t shape the 2012 race over the next four months, but for a guy who’s supposed to embody “competence,” Romney doesn’t appear to know what he’s doing.

Iraq Then, Libya Now: The Case Has Yet To Be Made
Five years ago, in the darkest days of insurgent violence and Sunni-Shia strife, it seemed as if the Iraq war would shadow American foreign policy for decades, frightening a generation’s worth of statesmen away from using military force. Where there had once been a “Vietnam syndrome,” now there would be an “Iraq syndrome,” inspiring harrowing flashbacks to Baghdad and Falluja in any American politician contemplating an intervention overseas.
But in today’s Washington, no such syndrome is in evidence. Indeed, it’s striking how quickly the bipartisan coalition that backed the Iraq invasion has reassembled itself to urge President Obama to use military force against Libya’s Muammar el-Qaddafi.
The Iraq war became known as George W. Bush’s war after Saddam Hussein’s weapons of mass destruction didn’t turn up, because at that point no liberal wanted to take responsibility for the conflict. But the initial invasion was supported by Democrats as well as Republicans, liberal internationalists as well as neoconservatives — Hillary Clinton as well as John McCain, The New Republic as well as The Weekly Standard.
Now a similar chorus is arguing that the United States should intervene
directly in Libya’s civil war: with a no-flight zone, certainly, and perhaps with arms for the Libyan rebels and air strikes against Qaddafi’s military as well. As in 2002 and 2003, the case
for intervention is being pushed by a broad cross-section of politicians and opinion-makers, from Bill Clinton to Bill Kristol, Fareed Zakaria to Newt Gingrich, John Kerry to Christopher Hitchens.
The justifications for military action, too, echo many of the arguments marshaled for toppling Saddam Hussein. America’s credibility is on the line. The Libyan people deserve our support. Deposing Qaddafi will strike a blow for democracy and human rights.
It’s a testament to the resilience of American power that we’re hearing these kind of arguments so soon after the bloodiest years of the Iraq war. It’s also a testament to the achievements of the American military: absent the successes of the 2007 troop surge, we’d probably be too busy extricating ourselves from a war-torn Iraq to even contemplate another military intervention in a Muslim nation.
But that resilience and those achievements may have set a trap for us, by encouraging the American leadership class to draw relatively narrow lessons from the Iraq war — lessons that only apply to wars premised on faulty W.M.D. intelligence, or wars led by Donald Rumsfeld.
In reality, there are lessons from our years of failure in Iraq that can be applied to an air war over Libya as easily as to a full-scale invasion or counterinsurgency. Indeed, they can be applied to any intervention — however limited its aims, multilateral its means, and competent its commanders.
One is that the United States shouldn’t go to war unless it has a plan not only for the initial military action, but also for the day afterward, and the day after that. Another is that the United States shouldn’t go to war without a detailed understanding of the country we’re entering, and the forces we’re likely to empower.
Moreover, even with the best-laid plans, warfare is always a uniquely high-risk enterprise — which means that the burden of proof should generally rest with hawks rather than with doves, and seven reasonable-sounding reasons for intervening may not add up to a single convincing case for war.
Advocates of a Libyan intervention don’t seem to have internalized these lessons. They have rallied around a no-flight zone as their Plan A for toppling Qaddafi, but most military analysts seem to think that it will fail to do the job, and there’s no consensus on Plan B. Would we escalate to air strikes? Arm the rebels? Sit back and let Qaddafi claim to have outlasted us?
If we did supply the rebels, who exactly would be receiving our money and munitions? Libya’s internal politics are opaque, to put it mildly. But here’s one disquieting data point, courtesy of the Center for a New American Security’s : Eastern Libya, the locus of the rebellion, sent more foreign fighters per capita to join the Iraqi insurgency than any other region in the Arab world.
And if the civil war dragged on, what then? Twice in the last two decades, in Iraq and the former Yugoslavia, the United States has helped impose a no-flight zone. In both cases, it was just a stepping-stone to further escalation: bombing campaigns, invasion, occupation and nation-building.
None of this means that an intervention is never the wisest course of action. But the strategic logic needs to be compelling, the threat to our national interest obvious, the case for war airtight.
With Libya, that case has not yet been made.
