“Acknowledging Our History In Negotiations With Iran”: Avoiding Repeats Of The Past, A Stunningly “BFD”
This was a pretty stunning statement coming from the President of the United States.
Clearly, he added, “part of the psychology of Iran is rooted in past experiences, the sense that their country was undermined, that the United States or the West meddled in first their democracy and then in supporting the Shah and then in supporting Iraq and Saddam during that extremely brutal war. So part of what I’ve told my team is we have to distinguish between the ideologically driven, offensive Iran and the defensive Iran that feels vulnerable and sometimes may be reacting because they perceive that as the only way that they can avoid repeats of the past.”
In case you don’t know what he’s talking about, in 1953 the United States and Britain coordinated a coup against Iran’s democratically elected Prime Minister Mohammad Mosaddegh after their parliament voted to nationalize Iran’s oil industry. Mohammad-Reza Shah Pahlavi, the Shah of Iran, was set up to effectively rule the country as an absolute monarch. It was the brutality of the Shah, supported every step of the way by the United States, that led to the 1979 Iranian Revolution and set up the theocratic Islamic State.
The involvement of the United States in the 1953 coup is not simply the stuff of leftist conspiracy theorists. Less than two years ago, the documents describing what happened were declassified.
On the 60th anniversary of an event often invoked by Iranians as evidence of western meddling, the US national security archive at George Washington University published a series of declassified CIA documents.
“The military coup that overthrew Mosaddeq and his National Front cabinet was carried out under CIA direction as an act of US foreign policy, conceived and approved at the highest levels of government,” reads a previously excised section of an internal CIA history titled The Battle for Iran.
None of this is meant to justify the behavior of Iran’s current leadership. But do you think that perhaps when the West comes marching in talking about nuclear programs this time instead of oil – maybe they’d have reason to be a bit cautious?
For President Obama to not only talk openly about these events and Iran’s reaction to them (as he did previously in his 2009 speech in Cairo) – but to instruct his negotiating team to keep those concerns in mind strikes me as a stunningly BFD. Therefore, I’ve been surprised that at this point I can find no one who has commented on it.
It is the contention of many of us on the left that this kind of covert meddling in other countries around the globe contributed to much of the unrest we’re witnessing today. Now we have a President who is not only acknowledging those mistakes, he is doing so publicly as he attempts to heal some of those wounds. I’d suggest that it’s time we noticed.

“A Reminder About Netanyahu, Iraq, And Iran”: George W. Bush Listened To Netanyahu And The Neocons. The Rest Is History
Just a few weeks ago, Israeli Prime Minister Benjamin Netanyahu looked like a figure with huge influence in American politics. There he was addressing Congress, with Republicans practically carrying him into the House chamber on their shoulders. He was on every American television show he wanted, delivering his dark warnings of the second Holocaust to come if an agreement was signed with Iran. And now? Even after winning re-election, as Dan Drezner argues, Netanyahu has become irrelevant to the Iranian nuclear debate. There’s no one left for him to persuade.
And even though his argument always verged on the nonsensical—that any agreement to restrain Iran’s nuclear program “paves Iran’s way to the bomb,” whereas if we just walked away then Iran would abandon such ambitions and everything would turn out great—it is now becoming almost comical. He’s now demanding that Iran recognize Israel as a condition of any agreement, which as Josh Marshall notes would certainly be nice, but is completely irrelevant to the question of whether Iran has nuclear bombs or not. The agreement will succeed or fail, no matter what Benjamin Netanyahu thinks of it.
At the risk of piling on, I want to draw your attention to this piece by J.J. Goldberg of the Forward, which reminds us of just how spectacularly wrong Netanyahu has been on questions like this in the past:
In early January 2002, four months after the September 11 attacks, Israeli national security council director Uzi Dayan met in Washington with his American counterpart Condoleezza Rice. She told him—to his surprise, he later told me—that President Bush had decided to invade Iraq and topple Saddam Hussein. A month later Dayan’s boss, Prime Minister Ariel Sharon, met with Bush in the White House and offered some advice, based on decades of Israeli intelligence.
Removing Saddam, Sharon said, according to three sources with direct knowledge, will have three main results, all negative. Iraq will implode into warring tribes of Sunnis, Shiites and Kurds. You’ll be stuck in an Iraqi quagmire for a decade. And Iran, a far more dangerous player, will be rid of its principal enemy and free to pursue its ambitions of regional hegemony. Bush didn’t agree.
Israeli leaders continued pooh-poohing Iraq all spring. Dismissal turned to alarm in August, when Iranian dissidents released evidence that Iran was pursuing nuclear weapons. In September Sharon told his cabinet to stop discussing Iraq. It was annoying the White House.
On September 12, however, a different Israeli voice visited Washington: ex-prime minister-turned-private citizen Benjamin Netanyahu. A longtime Sharon rival, closely allied with Washington’s neoconservatives, he’d been invited to address the Republican-led House as an expert on Iraq. Baghdad, he said, was hiding mobile centrifuges “the size of washing machines.” Moreover, “if you take out Saddam, Saddam’s regime, I guarantee that it will have enormous positive reverberations on the region.” Throughout the Middle East, including Iran, populations will be inspired to topple their own dictators.
Bush, of course, listened to Netanyahu and the neocons, not Sharon and his generals. Alas, Sharon was right. Iraq imploded. Iran surged. The invasion had reverberations, but hardly positive. The rest is history.
I sometimes feel like as a country we’re already beginning to forget what a spectacular catastrophe the Iraq War was. It was probably the single biggest mistake in the history of American foreign policy, and part of what made it so maddening was the insistence of its boosters that it was going to be not just easy but the source of unending joy and happiness for the United States, the Middle East, and the world. They mixed their frenzied fear-mongering with the assurance that anyone who raised any doubts was a Saddam-coddler who didn’t really want our Arab friends to receive the blessings of democracy, prosperity, and peace that were sure to result from our invasion. They didn’t say, “This is going to be difficult and unpleasant, but we have to do it”; instead, they said, “This is going to be great!”
And today, the conservative narrative is that, sure, a couple of things went slightly wrong along the way, but if Barack Obama hadn’t come along and screwed everything up, today Iraq would be thriving and peaceful and it all would have turned out just as they predicted in 2002. That belief forgives them for their part in the calamity, of course.
Bibi Netanyahu wasn’t an “expert” on Iraq, and he isn’t an expert on Iran. Perhaps after the last couple of months, we can finally put to rest the idea that we should take his opinion on anything into account as we’re considering what we should do.

“The Senate’s 47 Percent”: Many Republicans Seem To Believe Anything Is Permissible As Long As It’s Designed To Foil Obama
In September 2002, three Democratic congressmen visited Iraq in an effort to prevent a war they thought was a terrible idea.
Rep. Mike Thompson (D-CA) said very little there, explaining afterward that his sole purpose was to tell Iraqi officials that “if they want to prevent a war, they need to prevail upon Saddam Hussein to provide unrestricted, unfettered access to the weapons inspectors.”
On the other hand, former Rep. David Bonior (D-MI) and especially Rep. Jim McDermott (D-WA) were quite outspoken while on Iraqi soil. McDermott urged Americans to take Saddam’s promises on weapons inspections at “face value” and charged that President Bush was willing to “mislead the American people.”
Needless to say, supporters of Bush and his policies did not deal kindly with McDermott and Bonior. Writing at the time in the pro-war Weekly Standard, Stephen Hayes called them “The Baghdad Democrats” and said: “What apparently didn’t concern the congressmen was the damage their trip might do abroad to any U.S.-led effort to deal with Saddam.”
Perhaps it’s not surprising that Republicans are now reminding everyone of the trio’s journey. To defend the 47 Republican senators who signed a letter to “the leaders of the Islamic Republic of Iran,” they invoke the everybody-does-it argument: that interfering with a president conducting a negotiation is as American as apple pie.
The letter itself, written in strangely condescending language that a good civics teacher would never use, instructs the Iranians about our Constitution. Any deal reached by President Obama without congressional approval would be nothing more than an “executive agreement,” the senators said. It could be voided “with the stroke of a pen” by a future president, and “future Congresses could modify the terms of the agreement at any time.” It was a blatant effort to blow up the negotiations.
In fact, it is utterly baffling that champions of this letter would even bring up McDermott and his colleagues. For one thing, many of the very same people who denounced the Democratic trio are now praising the letter. Hayes, for example, in an article posted last week headlined “A Contrived Controversy,” said the letter, offered by “patriotic senators,” was “a fact-based, substantive argument, in public, about a matter of critical importance to the national security of the United States.”
Let’s see: It’s patriotic if members of Congress contact a foreign leader to interfere with a president whose policies you don’t like, but outrageous for politicians to do a similar thing to undermine a president whose policies you support.
Which goes to the larger point: The three members of Congress went to Iraq on their own, without any support from their party’s leaders, and were actively taken to task even by opponents of Bush’s policies. At the time, I wrote a column highly critical of the visit that I didn’t enjoy writing because I respect the three men. I also noted that, in light of all the pressures to fall into line behind Bush, “anyone with the gumption to dissent these days deserves some kudos for courage.”
Nonetheless, I argued that just as the Vietnam anti-war movement was damaged by “the open identification of some in its ranks with America’s enemies,” so did the congressional visit set back the cause of those who, at the time, were trying to get Congress to pass a far more restrained war resolution.
By contrast, the 47 Republicans undercutting Obama included the Senate majority leader and the chairman of the Armed Services Committee and clearly speak for most of their party. Only seven Senate Republicans, to their credit, refused to sign, including Senator Bob Corker (R-TN), the chairman of the Foreign Relations Committee.
Two stipulations: While I support Obama’s effort to reach an agreement with Iran, I also believe in a strong congressional role in setting foreign policy and embrace the freedom to dissent from a president’s choices on war, peace and diplomacy. And, yes, most of us have had moments of inconsistency when our beliefs about a substantive matter distorted our views on process issues.
But tossing off a letter to leaders of a foreign state plainly designed to sandbag a president in the middle of negotiations goes far beyond normal procedural disagreements. It makes Congress and the United States look foolish to the world. It weakens our standing with allies and adversaries alike. And, yes, many Republicans seem to believe anything is permissible as long as it’s designed to foil Obama.
This is far more damaging to us than what those three congressmen did in Baghdad.

“How Absurdly Wrong Neo-Cons Were”: To Defeat ISIS, Ignore Partisan Alarmists And Send Smart Diplomats
It is entirely appropriate that the appalling crimes of the Islamic State in Iraq and Syria, which openly declares genocidal intentions, have inspired demands for forceful action to destroy the terrorist entity. Impatient politicians and belligerent pundits express frustration with President Obama because he isn’t bombing more sites or dispatching U.S. troops to Iraq or expanding the conflict into Syria — or just heeding their urgent advice, immediately.
Now any or all of those policies may eventually prove necessary, after careful consideration and consultation with America’s allies. But the president would be wiser to do nothing than to simply parrot the prescriptions of his neoconservative critics. And he would be wiser still to keep in mind that the past enthusiasms and errors of those critics are the underlying causes of the predicament that he and the civilized world confront today.
The undeniable reality is that there would be no ISIS (and no crisis) if the dubious neoconservative desire to invade Iraq had been duly ignored in 2003.
A jihadi movement capable of winning support from oppressed Sunni Muslims in that ravaged country arose directly from the violent overthrow of Saddam Hussein and the installation, under American auspices, of a sectarian Shiite regime. Not only was that regime unwilling to unite Iraqis into a democratic order, but its political allegiance pointed toward Iran rather than the United States.
For anyone who listened to neoconservative “experts” such as William Kristol, the editor of the Weekly Standard, these ruinous developments would have come as a wicked surprise. Soon after the U.S. invasion, after all, Kristol had assured us that religious and ethnic divisions among Iraqis would present no significant problems whatsoever. “There’s been a certain amount of pop sociology in America,” he told National Public Radio in April 2003, “that the Shia can’t get along with the Sunni and the Shia in Iraq just want to establish some kind of Islamic fundamentalist regime. There’s almost no evidence of that at all. Iraq’s always been very secular.”
And the weapons of mass destruction were just around the corner, and the war would pay for itself with Iraqi oil, and the Iranians would rise up next to throw off the mullahs, while the entire Mideast underwent a miraculous transformation under the benign influence of the Bush doctrine, and blah, blah, blah…
By this point, it seems obvious to nearly everyone just how absurdly wrong all those predictions were. Just as salient, however, is that the Iraq war – and the failure of diplomacy that it represents – was the culmination of an enormous squandered opportunity, whose harmful consequences continue today. In the aftermath of the 9/11 attacks, the world rallied around the United States, from Europe to Asia; even the Iranians volunteered to help us defeat Al Qaeda.
Instead of assembling an international coalition to confront Islamist extremism – with diplomacy, technology, information, and humanitarian assistance as well as military force – the Bush administration moved against Iraq. By doing so, it alienated nearly all of our allies, forfeited the world’s sympathy, wasted thousands of lives and trillions of dollars, all to create a divided, failed state that now incubates terror.
So when someone like Kristol urges the president to bomb first and think later, as he did recently, the only sane response is bitter laughter. We need sober diplomacy and smart strategy, which President Obama and Secretary of State John Kerry have vowed to pursue when the United States takes over the leadership of the UN Security Council this month. And we need the patience to muster at last the broad, invincible alliance we could have led against Al Qaeda from the beginning.

“Paying For Bush’s 2003 Invasion Of Iraq”: Decision To Launch An Unwarranted Invasion Is Directly Responsible For The Chaos Today
As President Obama struggles to deal with the crisis in Iraq, it’s useful to remember who gave the world this cauldron of woe in the first place: George W. Bush and Dick Cheney.
Their decision to launch a foolish and unwarranted invasion in 2003, toppling Saddam Hussein and destroying any vestige of the Iraqi state, is directly responsible for the chaos we see today, including the rapid advance of the well-armed jihadist militia that calls itself the Islamic State.
Bush has maintained a circumspect silence about the legacy his administration’s adventurism bequeathed us. Cheney, however, has been predictably loud and wrong on the subject of, well, just about everything.
“Obama’s failure to provide for a stay-behind force is what created the havoc we see in Iraq today,” Cheney told CNN last month. “When we left, Iraq was a relatively stable place. We defeated al-Qaeda, we had a coalition government in place.”
Cheney predicted “the history books will show” that Obama bears much responsibility for squandering the peace and stability that the Bush administration left behind. If so, they will have to be books that don’t go back very far.
Let’s review what actually happened. The U.S. invasion toppled a Sunni dictatorship that had ruled brutally over Iraq’s other major groups — the Shiite majority and the ethnic Kurds — for decades. It seems not to have occurred to anyone planning the invasion that long-suppressed resentments and ambitions would inevitably surface.
The leader of that “coalition government” Cheney mentioned, Prime Minister Nouri al-Maliki, turned out not to be a Jeffersonian democrat. Rather, his regime acted quickly and shamelessly to advance a Shiite sectarian agenda — and to marginalize Sunnis and Kurds.
What followed, predictably, was anger and alienation among the disaffected groups. The Kurds focused largely on fortifying their semi-autonomy in the northeast part of the country. Sunni tribal leaders twice cast their lot with violent Sunni jihadist forces that stood in opposition to the Shiite-dominated government in Baghdad — first with al-Qaeda in Iraq and now with the Islamic State.
Obama opposed the U.S. invasion and occupation from the beginning. He was nominated and elected president largely because of his pledge to end the war. He withdrew all U.S. troops only after Maliki refused to negotiate a viable agreement to leave a residual force in place.
Could Obama have found a way to keep more of our soldiers in Iraq if he really wanted to? Perhaps. But this would have required trusting Maliki, who has proved himself a far more reliable ally to the terrorist-sponsoring government of Iran than to the United States. And anyway, why would U.S. forces be needed to keep the peace in the “relatively stable” democratic Iraq of Cheney’s hazy recollection?
As I write, Maliki has barricaded himself inside Baghdad’s Green Zone and is refusing to leave office, despite that Iraq’s president has named a new prime minister. The United States has joined with respected Iraqi leaders to try to force Maliki out, but he holds enormous power — he is not only prime minister but also heads the Iraqi armed forces and national police.
Rewind the clock. If there had been no U.S. invasion, Iraqis surely would have suffered grievously under Saddam’s sadistic rule. But at least 110,000 Iraqis — and perhaps several times that many — died violently in the war and its aftermath. Is it likely that even the bloodthirsty Saddam would have matched that toll? Is it conceivable that the Islamic State’s ad hoc army would have even been able to cross the Syria-Iraq border, much less seize huge tracts of territory and threaten religious minorities with genocide?
Even after the invasion, if the U.S. occupation force had worked to reform the Iraqi military rather than disband it, there would have been a professional army in place to repel the Islamic State. If Maliki had truly acted as the leader of the “coalition government” that Cheney describes, and not as a glorified sectarian warlord, Sunnis likely would have fought the Islamic State extremists rather than welcome them.
Why is Obama intervening with airstrikes in Iraq and not in Syria, where the carnage is much worse? My answer would be that the United States has a special responsibility to protect innocent civilians in Iraq — because, ultimately, it was our nation’s irresponsibility that put their lives at risk.
Obama’s cautious approach — ask questions first, shoot later — may or may not work. But thanks to Bush and Cheney, we know that doing things the other way around leads to disaster.
