“Zombies Against Medicare”: The Right Has Never Abandoned Its Dream Of Killing The Program
Medicare turns 50 this week, and it has been a very good half-century. Before the program went into effect, Ronald Reagan warned that it would destroy American freedom; it didn’t, as far as anyone can tell. What it did do was provide a huge improvement in financial security for seniors and their families, and in many cases it has literally been a lifesaver as well.
But the right has never abandoned its dream of killing the program. So it’s really no surprise that Jeb Bush recently declared that while he wants to let those already on Medicare keep their benefits, “We need to figure out a way to phase out this program for others.”
What is somewhat surprising, however, is the argument he chose to use, which might have sounded plausible five years ago, but now looks completely out of touch. In this, as in other spheres, Mr. Bush often seems like a Rip Van Winkle who slept through everything that has happened since he left the governor’s office — after all, he’s still boasting about Florida’s housing-bubble boom.
Actually, before I get to Mr. Bush’s argument, I guess I need to acknowledge that a Bush spokesman claims that the candidate wasn’t actually calling for an end to Medicare, he was just talking about things like raising the age of eligibility. There are two things to say about this claim. First, it’s clearly false: in context, Mr. Bush was obviously talking about converting Medicare into a voucher system, along the lines proposed by Paul Ryan.
And second, while raising the Medicare age has long been a favorite idea of Washington’s Very Serious People, a couple of years ago the Congressional Budget Office did a careful study and discovered that it would hardly save any money. That is, at this point raising the Medicare age is a zombie idea, which should have been killed by analysis and evidence, but is still out there eating some people’s brains.
But then, Mr. Bush’s real argument, as opposed to his campaign’s lame attempt at a rewrite, is just a bigger zombie.
The real reason conservatives want to do away with Medicare has always been political: It’s the very idea of the government providing a universal safety net that they hate, and they hate it even more when such programs are successful. But when they make their case to the public they usually shy away from making their real case, and have even, incredibly, sometimes posed as the program’s defenders against liberals and their death panels.
What Medicare’s would-be killers usually argue, instead, is that the program as we know it is unaffordable — that we must destroy the system in order to save it, that, as Mr. Bush put it, we must “move to a new system that allows [seniors] to have something — because they’re not going to have anything.” And the new system they usually advocate is, as I said, vouchers that can be applied to the purchase of private insurance.
The underlying premise here is that Medicare as we know it is incapable of controlling costs, that only the only way to keep health care affordable going forward is to rely on the magic of privatization.
Now, this was always a dubious claim. It’s true that for most of Medicare’s history its spending has grown faster than the economy as a whole — but this is true of health spending in general. In fact, Medicare costs per beneficiary have consistently grown more slowly than private insurance premiums, suggesting that Medicare is, if anything, better than private insurers at cost control. Furthermore, other wealthy countries with government-provided health insurance spend much less than we do, again suggesting that Medicare-type programs can indeed control costs.
Still, conservatives scoffed at the cost-control measures included in the Affordable Care Act, insisting that nothing short of privatization would work.
And then a funny thing happened: the act’s passage was immediately followed by an unprecedented pause in Medicare cost growth. Indeed, Medicare spending keeps coming in ever further below expectations, to an extent that has revolutionized our views about the sustainability of the program and of government spending as a whole.
Right now is, in other words, a very odd time to be going on about the impossibility of preserving Medicare, a program whose finances will be strained by an aging population but no longer look disastrous. One can only guess that Mr. Bush is unaware of all this, that he’s living inside the conservative information bubble, whose impervious shield blocks all positive news about health reform.
Meanwhile, what the rest of us need to know is that Medicare at 50 still looks very good. It needs to keep working on costs, it will need some additional resources, but it looks eminently sustainable. The only real threat it faces is that of attack by right-wing zombies.

“The Free Market Failed”: Here’s Some More Good News About Obamacare. Too Bad It Won’t Dent The Debate
Whenever a health insurer announces that it will be requesting significant premium increases in the coming year, it’s guaranteed to generate news stories that are waved triumphantly by conservatives as proof that the Affordable Care Act is a failure and, just as they predicted, premiums are skyrocketing because the government is messing around in health care.
When a story like this one comes along, on the other hand, it seems to generate much less attention:
California’s Obamacare exchange negotiated a 4% average rate increase for the second year in a row, defying dire predictions about health insurance sticker shock across the country.
The modest price increases for 2016 may be welcome news for many of the 1.3 million Californians who buy individual policies through the state marketplace, known as Covered California.
California’s rates are a key barometer of how the Affordable Care Act is working nationwide, and the results indicate that industry giants Anthem and Kaiser Permanente are eager to compete for customers in the nation’s biggest Obamacare market.
Leading up to Monday’s announcement there had been a steady drumbeat of news about major insurers outside California seeking hefty rate hikes of 20% to 40% for Obamacare open enrollment this fall.
Keep in mind that before the ACA went into effect, annual premium increases of 10 percent or so had become the norm. California is only one state, and when you go across the country the picture is complicated — in some states premiums are rising more slowly than they did before the law; in other states they’ve jumped; and in some places they’ve declined. There are many reasons why. But what’s important to understand is that the predictions of the law’s critics — that both overall health spending and premiums would explode — were completely wrong.
The key word in this story comes in the first paragraph: “negotiated.” California is one of the states where officials running the health care exchange negotiate with insurers over rates, and when you have a negotiation, you can get better terms for the people you represent. Yet incredibly, we’re still arguing over whether what the health insurance market needs is less government involvement and more of that free market magic.
So for the millionth time: the reason we have the world’s most expensive health care system is precisely because the free market failed.
If conservatives were right and government is the problem, then in all the world’s other advanced nations, where there is much more government regulation of health care than we have, they’d be paying more for their health care than we do. But they spend far less, often with better health outcomes and usually with virtually no uninsured. And after watching this debate for the better part of a decade, I’ve yet to hear a single conservative explain why that’s the case, and how it squares with their beliefs about government and markets. How can it possibly be that government-heavy systems — whether you’re talking about a completely socialized one like Great Britain’s or a system like France’s that combines a basic government plan with heavily regulated private supplemental insurance — work so much better and cost so much less than ours? If you have a religious belief that markets are always right and government is always wrong, it’s just impossible to reconcile.
The point isn’t that the ACA is a perfect piece of legislation that has solved all our problems, because it isn’t and it hasn’t. The ACA is a gigantic kludge layered on top of what was already a terribly dysfunctional system. Health insurance in America remains incredibly complicated — for instance, if you’re on an exchange, in order to get the best rate you may have to shop around every year. Unfortunately, Republicans have made it impossible to fix the law’s weaknesses as we used to do with complex legislation, because they’ve fed their constituents a lie that any day now they’re going to repeal the whole thing, so there’s no point in trying to make it work better (and that doing so would be a compromise with evil, of course).
Fifty years ago this Thursday, Lyndon Johnson signed Medicare into law. At the time, Republicans predicted not only that the program would be a failure, but that it would send America hurtling toward a socialist nightmare of oppression. Ronald Reagan famously said that if the law passed, “we are going to spend our sunset years telling our children, and our children’s children, what it once was like in America when men were free.” Yet this big-government, single-payer health insurance program for seniors turned out to be one of the most successful and popular pieces of legislation in American history. Not only that, due in part to the Affordable Care Act, the projected future cost of Medicare keeps going down — another conservative prediction about the ACA that has proven wrong by 180 degrees.
And today, Republicans pretend they love Medicare and only want to preserve it, while they present plans that would eliminate its guarantee of coverage and turn it into a voucher program, on the failed theory that whatever the private sector does in health care must be superior. These efforts always fail, because the program is just too popular.
The ACA isn’t politically bulletproof in the same way, in large part because it’s so many different things. No one “has” Obamacare in the way you have Medicare, with a card in your wallet; in fact, tens of millions of people are affected by the ACA, usually in positive ways, without ever realizing it. But here’s a crazy idea: What if we looked at where the law is succeeding and tried to build on that success, and looked at where it isn’t and tried to correct those shortcomings, doing it all with the best understanding of the actual facts we can gain?
Oh, who am I kidding.

“False And Foolish Prophets”: Iran Deal; Why Would We Heed The Same Voices That Are Always Wrong?
Nobody was surprised by Benjamin Netanyahu’s immediate denunciation of the Iran nuclear agreement as “a historic mistake for the world.” Echoing the Israeli prime minister’s reaction were all the usual suspects in this country — a panoply of pundits and politicians from Weekly Standard editor William Kristol and Fox News Channel analyst Charles Krauthammer to MNSBC host Joe Scarborough.
Focusing on the alleged pitfalls of the deal between Iran and the world powers, these critics elide provisions that would allow economic sanctions to “snap back” quickly if Iran violates its promises, and greatly increase the Islamic Republic’s difficulty in building an undetected bomb. They don’t explain that if the United States had walked away, the result would have been disintegration of international sanctions, a rapid buildup of Iran’s nuclear capability, and the likelihood of war – not just bombs, but “boots on the ground.”
What everyone should remember about the agreement’s prominent foes is something they will never mention: their own shameful record in promoting our very worst foreign policy mistake since Vietnam.
Like his admirers here, Netanyahu was a fervent proselytizer for war against Saddam Hussein’s Iraq. He appeared before the United States Congress in 2002 to frighten Americans and whip up belligerence. “There is no question whatsoever” – mark those words – “that Saddam is seeking, is working, is advancing toward the development of nuclear weapons,” he intoned, restating the “mushroom cloud” rhetoric of national security advisor Condoleezza Rice and vice president Dick Cheney, among others.
Around the same time, Krauthammer declared: “Time is running short. Saddam has weapons of mass destruction. He is working on nuclear weapons. And he has every incentive to pass them on to terrorists who will use them against us.” As the vote on Bush’s war resolution approached that fall, he warned that “we must remove from power an irrational dictator who…is developing weapons of mass destruction that could kill millions of Americans in a day.”
And we heard the same endless, hysterical exhortations from Kristol, Scarborough, and the entire cohort that had been pushing for war in Iraq ever since 9/11. No doubt they wish we would forget they ever uttered such nonsense. But at the time they argued that not only would Saddam’s overthrow mean “the end of his weapons of mass destruction,” as Scarborough once gloated, but the democratic ouster of all our enemies in the Mideast.
On that claim, Netanyahu was unwavering and absolute. “If you take out Saddam, Saddam’s regime,” he told Congress, “I guarantee you that it will have enormous positive reverberations on the region. And I think that people sitting right next door in Iran, young people, and many others, will say the time of such regimes, of such despots is gone.”
Of course, Bibi’s “guarantee” was worth less than the pitch of any used-car salesmen. So was Kristol’s blithering reassurance that Iraq’s Shi’a and the Sunni communities felt no enmity that would disrupt the bright future post-Saddam.
As Netanyahu noted not long ago – while arguing, ironically, against negotiations with Iran – the mullahs in Tehran now have far greater influence than we do over the Iraqi government in Baghdad, because both are dominated by Shi’a parties. (He failed to recall his own wrong predictions.) So we wasted blood and treasure to throw out Saddam and empower the Iranian mullahs in his place. And now the same figures responsible for that policy disaster demand that the United States turn away from the prospect of a peaceful resolution with Iran, and toward still another armed conflict.
The fundamental truth, recognized by Republican idol Ronald Reagan, is that negotiations are always preferable to war. Yet many on the American right have often preferred war, including the utterly insane risk of nuclear war, to dealing with our enemies. Earlier this year, Scarborough suggested that even if the Iran deal looked better than expected, he disdains peace talks on principle – as do the neoconservatives, who rose to prominence lobbying against strategic arms negotiations with the Soviet Union.
“I never trusted the Soviets,” said Scarborough. “I never wanted Reagan to make deals with the Soviets in the late ‘80s. It turned out well, but I was always against détente and against dealing with communists. And right now, I’m against dealing with a country whose Supreme Leader calls us the devil, who says death to America at the same time he’s negotiating this deal.”
“It turned out well” is to put it very mildly. Not only was President Reagan’s reputation enhanced, but owing to decades of negotiation, we avoided a nuclear conflict that would have ended life on this planet. Yet Scarborough and his ilk reject the idea of talking with our enemies – although any negotiation over matters of war and peace will always require that distasteful necessity.
Twelve years ago, we made the historic mistake of listening to all these false and foolish prophets. There is no excuse to repeat that tragic error.

“Reclaiming The Turf”: On Our Own Terms, Running On Issues That Have Traditionally Been The Staple Of A Democratic Agenda
I’m growing increasingly weary of the kind of political analysis exemplified most recently by Dana Milbank. He takes a look at some recent polling that suggests more people are identifying themselves as liberal and prefers this explanation.
A third theory, which I find compelling, is that the rise in liberalism is a backlash against the over-the-top conservatism displayed by the tea party movement. The Pew Research Center and others have documented a dramatic increase in ideological polarization within political parties over two decades. The Republican Party has long been dominated by conservatives, and the recent rise in liberalism among Democrats may be a mirror image of that — the beginnings of a tea party of the left.
A “tea party of the left?” Oh puhleeze!
Let’s spend just a moment recapping some history. First of all, with the routing that Ronald Reagan gave Walter Mondale in the 1984 presidential election, a lot of Democrats decided that it was time to moderate and play some ball on Republican turf. That gave us things like “the era of big government is over,” signing on to the need to reform welfare, and a big push to “get tough on crime.” The overall conversation felt – to many of us on the left – like it was being based on Republican terms.
And then came eight years of Bush/Cheney. As I wrote previously, by the end of their term it was clear that Republican policies had left us mired in two wars in the Middle East, careening towards a second Great Depression, and a federal deficit that was ballooning out of control. At that point, smart pundits knew that the real 2008 presidential election was the one that happened in the Democratic primary. Whoever won that one was likely to be our next POTUS because – no matter how loudly the right wing screamed – the majority of Americans were done with Republican policies.
It was in that scenario that the tea party was born – stoked by the racist fears of this country having elected our first African American president. As just one example of how radical these folks are, let’s remember that they are the ones who wanted to blow up the entire global economy rather than raise the U.S. debt ceiling. That their “establishment” accomplices were willing to take us to that brink on a couple of occasions tells us all we need to know about how radicalized the Republicans have become.
Now we have had six and a half years of a Democratic President who ended those two wars, has presided over the longest expansion of private sector job growth in our history and provided millions of Americans with access to health care. The candidate most likely to be his successor is running on such non-radical notions as raising the minimum wage to keep up with inflation, investing in infrastructure, addressing climate change, immigration reform, criminal justice reform and expanded educational opportunities.
In other words, Democrats are reclaiming the turf. That means having the conversation on our own terms and running on issues that have traditionally been the staple of a Democratic agenda. That they also happens to align with the views of a majority of voters in this country means that it is the opposite of tea party extremism. The mirror Mr. Milbank sees is the one Democrats are holding up to reflect the views of the people they’re running to represent.
That’s what is making it cool to be a liberal again.

“The Southern Strategy Is Dead”: Does The Republican Party Have An Alternative?
On Monday afternoon, South Carolina Gov. Nikki Haley (R) announced that she now supports removing the Confederate flag from the grounds of the statehouse in Columbia. While the reaction of the Republican presidential candidates to the terrorist attack last week in Charleston and the subsequent debate about the flag has been cowardly at best, this is nevertheless a significant moment, with broad implications for the place of race in American politics. To put it simply, the GOP’s “Southern Strategy” is all but dead.
As political strategies go, it had a good run — nearly half a century. In 1968, Richard Nixon campaigned on behalf of the “silent majority” who wanted nothing of civil rights protests and uppity young people; he told them he’d deliver the “law and order” they craved, and there was little question who they were afraid of. It was called the Southern Strategy because while the South had been firmly Democratic since the Civil War, Lyndon Johnson’s signing of the Civil Rights Act and Voting Rights Act initiated an exodus of Southern whites to the Republican Party, enabling them to build an electoral college majority with the South as its foundation. They would win five of the next six presidential elections with that strategy.
A key component was to make the GOP the default party of white people, by running against what they associated with black people — not just civil rights, but things like poverty programs and crime. It required ongoing reminders of who was on who’s side. So in 1980, Ronald Reagan announced his campaign for president in the town of Philadelphia, Mississippi, where civil rights workers James Chaney, Michael Schwerner, and Andrew Goodman were murdered in 1964. He was not there to promote racial healing. Four years earlier, Reagan had told audiences how appalled he was at the idea of a “strapping young buck” buying T-bone steaks with food stamps, and he spent a good deal of the 1980 campaign railing against welfare queens. The race of the (largely fictional) offenders was lost on no one.
And as Stanley Greenberg, then a political scientist and now a leading Democratic pollster, found in his classic 1985 study of Macomb County, Michigan, the entire phenomenon of “Reagan Democrats” was built on racial resentment. “These white Democratic defectors express a profound distaste for blacks, a sentiment that pervades almost everything they think about government and politics,” he wrote. “Blacks constitute the explanation for their vulnerability and for almost everything that has gone wrong in their lives; not being black is what constitutes being middle class; not living with blacks is what makes a neighborhood a decent place to live.”
So when Reagan’s vice president ran to succeed him, it was little surprise that he would employ an inflammatory racial attack against his opponent, repeating over and over again the story of escaped convict Willie Horton. If Michael Dukakis were elected, George Bush’s campaign convinced people, hordes of menacing black felons would rampage through the land, raping white women and emasculating their husbands. They didn’t say it in quite those words, but they didn’t have to; Horton’s mug shot (aired endlessly on the news) and the story of his crimes was more than enough. While Bush is now treated as a noble and kind elder statesman, we shouldn’t forget that he ran one of the most racist presidential campaigns of modern times. “By the time we’re finished,” Bush’s strategist Lee Atwater said, “they’re going to wonder whether Willie Horton is Dukakis’ running mate.”
Today a Republican presidential candidate wouldn’t feature Willie Horton as prominently as Bush did, but it isn’t because they’ve seen the moral error of their ways. It’s because it doesn’t work anymore. While nearly nine in 10 voters in 1980 were white, their proportion has been dropping for decades, and it will probably be around seven in 10 in next year’s election. Mitt Romney won all the Deep South in 2012, and won white voters by more than 20 points — but still lost to Barack Obama by 126 electoral votes.
That doesn’t mean the GOP’s center of gravity doesn’t still lie beneath the Mason-Dixon line. Republicans control nearly all the state governments in the South, which provides them laboratories for their latest innovations in governing, and their hold on the House of Representatives is built on their strength in the South. But as a strategy to win the White House, counting on white people — and the white people who respond when their racial hot buttons are pushed — won’t ever succeed again.
The party’s candidates are still coming to grips with this reality. They’ve pandered to racists for so long that not upsetting them is still their default setting; when the issue of the Confederate flag came up, the first response almost all of presidential candidates had was just to say that the people of South Carolina will decide, which is procedurally accurate and substantively irrelevant. But if South Carolina’s governor can come out against the flag, it really is a signal that times have changed.
Smart people in the GOP know that if the party is going to win the White House again, they can’t do it with the Southern Strategy that served them so well for so long. The question now is whether they can come up with an alternative.
