“The Disappointment Must Be Crushing”: ‘He’s Wanted To Be A Historically Significant Speaker’

House Speaker John Boehner (R-Ohio), who’s unlikely to face a credible opponent when he seeks another term early next year, will soon lead a massive majority. The current House GOP caucus is pretty significant, but thanks to some modest gains in this year’s midterms, Boehner will soon sit atop a party with 247 House seats, the most for Republicans since the Great Depression.

But the New York Times noted the other day that there’s uncertainty lurking behind the numbers.

[W]hat he is able to do with that power will determine whether he is remembered as something more than the House leader during a stretch of frustrating gridlock and deep partisanship.

“He’s never wanted to just be Speaker,” said Representative Tom Cole, an Oklahoma Republican and a close ally. “He’s wanted to be a historically significant Speaker.”

The quote surprised me a bit. Several years ago, before the Ohio Republican was elevated to his current post, a friend of mine who works on Capitol Hill told me, “John Boehner cares about three things: cutting taxes, playing golf, and smoking cigarettes – and not necessarily in that order.”

Boehner, the argument went, didn’t have grand ambitions about becoming a historically significant figure. He welcomed promotions and leadership posts, but it was widely assumed that he saw the stature and prestige as their own rewards. In this vision of Boehner, we see a guy who didn’t intend to leave an imposing legacy – there would be no buildings named after him following his tenure.

But Tom Cole, one of Boehner’s closest allies, suggests this perception is all wrong. This Speaker actually does care about his place in history and he wants to be seen as a success.

Which in some ways makes the last four years something of a tragedy.

If Boehner set out to be a historically significant Speaker, he succeeded in the worst possible way: Congress, at least since the Civil War, has never been quite this dysfunctional. Congress has never failed quite so spectacularly to complete routine tasks. Congress never, in rapid succession, threatened to trash the full faith and credit of the United States, then repeatedly threatened to shut down the government, following through in one ridiculous case.

The most notable aspect of Boehner’s record is a complete inability to lead his own members and govern effectively. When this Speaker manages to pass spending measures that keep the government’s lights on, much of the country considers it a minor miracle, thanks entirely to the soft bigotry of low expectations.

After four years with the gavel, Boehner’s total of major legislative accomplishments remains stuck at … zero. Simon Maloy noted yesterday, “His record of leadership to date is defined almost entirely by its reflexive opposition to the president, and in the process he’s helped turn Congress into a dysfunctional morass in which elected representatives don’t actually know how to do their jobs.”

It didn’t have to be this way. There have been any number of opportunities for Boehner to tackle real legislative initiatives – up to and including immigration reform, which the Speaker promised to act on before he broke his word – and just as many chances to sit down with President Obama to strike meaningful compromises.

But Boehner, fearful of far-right revolts and members who ignore his attempts at leadership, has generally been loath to even try. If he genuinely “wanted to be a historically significant Speaker,” the disappointment must be crushing.

“When Government Succeeds”: Surrounded By Examples Of Government Success, Which Republicans Don’t Want You To Notice

The great American Ebola freakout of 2014 seems to be over. The disease is still ravaging Africa, and as with any epidemic, there’s always a risk of a renewed outbreak. But there haven’t been any new U.S. cases for a while, and popular anxiety is fading fast.

Before we move on, however, let’s try to learn something from the panic.

When the freakout was at its peak, Ebola wasn’t just a disease — it was a political metaphor. It was, specifically, held up by America’s right wing as a symbol of government failure. The usual suspects claimed that the Obama administration was falling down on the job, but more than that, they insisted that conventional policy was incapable of dealing with the situation. Leading Republicans suggested ignoring everything we know about disease control and resorting to extreme measures like travel bans, while mocking claims that health officials knew what they were doing.

Guess what: Those officials actually did know what they were doing. The real lesson of the Ebola story is that sometimes public policy is succeeding even while partisans are screaming about failure. And it’s not the only recent story along those lines.

Here’s another: Remember Solyndra? It was a renewable-energy firm that borrowed money using Department of Energy guarantees, then went bust, costing the Treasury $528 million. And conservatives have pounded on that loss relentlessly, turning it into a symbol of what they claim is rampant crony capitalism and a huge waste of taxpayer money.

Defenders of the energy program tried in vain to point out that anyone who makes a lot of investments, whether it’s the government or a private venture capitalist, is going to see some of those investments go bad. For example, Warren Buffett is an investing legend, with good reason — but even he has had his share of lemons, like the $873 million loss he announced earlier this year on his investment in a Texas energy company. Yes, that’s half again as big as the federal loss on Solyndra.

The question is not whether the Department of Energy has made some bad loans — if it hasn’t, it’s not taking enough risks. It’s whether it has a pattern of bad loans. And the answer, it turns out, is no. Last week the department revealed that the program that included Solyndra is, in fact, on track to return profits of $5 billion or more.

Then there’s health reform. As usual, much of the national dialogue over the Affordable Care Act is being dominated by fake scandals drummed up by the enemies of reform. But if you look at the actual results so far, they’re remarkably good. The number of Americans without health insurance has dropped sharply, with around 10 million of the previously uninsured now covered; the program’s costs remain below expectations, with average premium rises for next year well below historical rates of increase; and a new Gallup survey finds that the newly insured are very satisfied with their coverage. By any normal standards, this is a dramatic example of policy success, verging on policy triumph.

One last item: Remember all the mockery of Obama administration assertions that budget deficits, which soared during the financial crisis, would come down as the economy recovered? Surely the exploding costs of Obamacare, combined with a stimulus program that would become a perpetual boondoggle, would lead to vast amounts of red ink, right? Well, no — the deficit has indeed come down rapidly, and as a share of G.D.P. it’s back down to pre-crisis levels.

The moral of these stories is not that the government is always right and always succeeds. Of course there are bad decisions and bad programs. But modern American political discourse is dominated by cheap cynicism about public policy, a free-floating contempt for any and all efforts to improve our lives. And this cheap cynicism is completely unjustified. It’s true that government-hating politicians can sometimes turn their predictions of failure into self-fulfilling prophecies, but when leaders want to make government work, they can.

And let’s be clear: The government policies we’re talking about here are hugely important. We need serious public health policy, not fear-mongering, to contain infectious disease. We need government action to promote renewable energy and fight climate change. Government programs are the only realistic answer for tens of millions of Americans who would otherwise be denied essential health care.

Conservatives want you to believe that while the goals of public programs on health, energy and more may be laudable, experience shows that such programs are doomed to failure. Don’t believe them. Yes, sometimes government officials, being human, get things wrong. But we’re actually surrounded by examples of government success, which they don’t want you to notice.

“Policies That Are Simply Repugnant”: Beneath The Republican Wave, Voters Still Reject Right-Wing Ideology

In the wake of a “wave election” like the 2014 midterm, Americans will soon find out whether they actually want what they have wrought. The polls tell us that too many voters are weary of President Obama, including a significant number who actually voted for him two years ago. Polls likewise suggest that most voters today repose more trust in Republicans on such fundamental issues as economic growth, national security, and budget discipline. But do they want what Republicans in control will do now?

If they are faithful to their beliefs, the Republican leadership in Washington will now seek to advance a set of policies that are simply repugnant to the public – most notably in the Ryan budget that they have signed up to promote (except for the caucus of ultra-right Republicans who consider that wild plan too “moderate”).

House Speaker John Boehner and Mitch McConnell, the new Senate Majority Leader, will have to try to repeal Obamacare — but they will likely be pushed further than that. Proposals to reduce Medicare to vouchers, privatize Social Security, and gut the Federal agencies that protect the health and safety of ordinary citizens and the preservation of clean water and air will soon emerge. They will continue to let the nation’s infrastructure crumble. And they will attempt to shift the burden of taxation from the wealthy to the middle class, working families, and even the poor.

Attention to all these basic questions has been deflected, for the moment, by demagogic campaigns blaring the Ebola virus and Islamist militants at the border, as well as disaffection with the president. But that level of distraction will not last, once the Republicans begin to bring forward the kind of extremist legislation that their Tea Party base (and the billionaire lobby surrounding the Koch brothers) will demand.

When Americans look at real issues – even in this era of dissatisfaction and distraction – they display little interest in Republican-style solutions. The most obvious examples in this election are the referendum ballots on the minimum wage, which passed by two-to-one margins both in deep-red states such as Arkansas and in suddenly purplish places like Illinois, which elected a Republican governor. In Alaska, South Dakota, and Nebraska, where Republican candidates romped at every level,  voters passed state minimum wage increases by wide margins.

While GOP candidates in this year’s election set aside their “free-market” principles in the face of voter sentiment for higher wages – including Tom Cotton, who won a Senate seat in Arkansas – the Republican platform declared plainly in 2012 that the minimum wage “has seriously restricted progress in the private sector.” They aren’t simply against federal minimum wage increases, which they consistently oppose in Congress. They are against the very idea of a legal minimum wage, period.

In the president’s home state, where the election of a Republican governor is regarded as a political bellwether, the simultaneous rejection of right-wing ideology went beyond the minimum wage. Voters in Illinois overwhelmingly approved a “millionaire’s tax” – a special 3 percent state income tax surcharge on every resident earning more than a million dollars annually. Increasing taxes on the wealthy is, of course, anathema to the Republican right.

Even worse, from the Republican perspective, is that revenues from the millionaires tax will be dedicated to public education – another element of American democracy that the GOP constantly seeks to undermine.

Finally, the Illinois electorate approved a law mandating insurance coverage of prescription birth control, directly repudiating the Hobby Lobby decision by the Supreme Court’s right-wing majority. Like the minimum wage and the millionaires tax, this referendum was advisory and not legally binding. Republicans mocked all three as obvious attempts to draw Democratic voters to the polls. And as a political ploy, if that is what those ballot questions represented, they did not succeed.

But taken with the minimum wage referenda in other, more conservative states, they appear to represent prevailing sentiment among the American people.

Today, Republicans have every reason to celebrate a smashing victory that had very little to do with ideas and policies – and everything to do with an unpopular president’s streak of bad luck. What will happen when the right begins to implement its extremist ideology remains to be seen.

“The GOP Didn’t Deserve To Win”: Congressional Republicans’ Behavior Over The Last Four Years Deserved No Reward

Voters on Tuesday gave Republicans control of the Senate. But the GOP did not earn this victory.

That’s not because Senate Democrats, led by Majority Leader Harry M. Reid (D-Nev.), deserved to win in the GOP’s stead, and it’s not because this country can do without a sensibly conservative party. It is because the GOP has not been a sensibly conservative party. Congressional Republicans’ behavior over the last four years deserved no reward.

This is the party that repeatedly used the country’s full faith and credit as a bargaining chip during successive, manufactured budget crises.

This is the party that still cannot bring itself to admit that climate change is a risk that deserves a serious response.

This is the party that scuttled even modest immigration reform because elements of the GOP base will label seemingly any viable bill “amnesty.”

This is the party whose leaders resist bringing broadly popular bills up for an up-or-down vote because its right fringe is in constant preparation to stage a revolt.

This is the party so in thrall to comical anti-government activists that it treated simple lightbulb efficiency standards as severe attacks on personal liberty.

This is the party that voted dozens of times to dismantle Affordable Care Act — but never united behind a credible, or even a non-credible, alternative, despite promising for years to offer one.

This is the party that took its fixation with Obamacare so far that it shut down the government in a bizarre political tantrum.

This is the party that has styled its refusal to compromise as a virtue rather than as a pernicious insult to responsible leadership.

Unsurprisingly, exit polls showed little regard for the GOP. It is a measure of midterm voters’ dissatisfaction with the state of the country, President Obama and feckless Democratic candidates that they held their noses and empowered Republicans. The results also fit into a broader trend of red states becoming redder. Yet Republicans — and Democrats — might also take the message that reckless, shortsighted, counterproductive behavior makes for good politics — better, in fact, than having actual results to run on. If fully internalized, that lesson would shut down Congress most of the time.

With President Obama still in office, it is up to Republican leaders to conclude that voters outside the hardcore GOP base did not demand more pettiness in this year’s midterm elections. Among other things, they will have to reign in hectoring partisans such as Sen. Ted Cruz (R-Texas), the architect of the shutdown who, on CNN Tuesday night, argued that Washington can compromise over the next two years — if you define compromise as doing exactly what Republicans want.

And if GOP leaders fail at that, it will be up to voters to give them what they really deserve.

“Stupid Is As Stupid Does”: Bobby Jindal Picks An Unfortunate Fight Over Intelligence

Looking back at the last year or so, Louisiana Gov. Bobby Jindal’s (R) effort to raise his national profile has run into occasional pitfalls. The far-right governor, for example, has suggested Americans have a guaranteed right under the First Amendment to appear on reality-television shows, while also refusing to say whether he believes in modern biology.

The Louisiana Republican has filed a federal lawsuit in opposition to an education policy he recently endorsed; he said Israel would be safer if Secretary of State John Kerry was “riding a girl’s bike or whatever it is in Nantucket”; and he made up a ridiculous argument about Medicaid hurting Americans with disabilities, making it seem as if he doesn’t understand the policy.

It’s against this backdrop that Jindal is now arguing that President Obama isn’t “smart” enough for his taste.

Louisiana Gov. Bobby Jindal (R) attacked President Barack Obama’s intelligence on Tuesday, claiming Obama deserves a tuition refund from Harvard since he didn’t learn “a darned thing while he was there.” […]

“There’s actually one lawsuit I’m happy to endorse. You see we have gotten so used to saying we have a constitutional scholar in the White House, we’ve gotten so used to saying we have a smart man as president. But I’m beginning to wonder if that’s really true,” Jindal said, according to video posted by the Louisville Courier-Journal.

As part of his indictment against the president’s intellect, Jindal insisted that Obama is the “first president ever to occupy the White House who does not believe in American exceptionalism.” He made the comments shortly after President Obama told a White House audience, “I’m a firm believer in American exceptionalism” – an issue he spoke on at some length.

Part of the problem is Jindal’s lazy combination of irony and hypocrisy. The Louisiana governor, desperate to rally right-wing support in advance of a likely national campaign, routinely makes comments that can charitably be described as dumb. For Jindal to pick a fight about the president’s intellectual acuity is like New Jersey Chris Christie (R) accusing someone of being a bully – it’s a topic probably better left to others.

But the other part is the governor’s actions, which raise their own doubts about whether Louisiana is led by a “smart man.”

Louisiana has a message for many of the scientists and medical experts studying Ebola and aiding efforts to fight the deadly virus in West Africa – stay away.

The state sent a letter to members of the American Society of Tropical Medicine and Hygiene, which is holding its annual conference in New Orleans next week. If they’ve recently been to any of the West African countries where the virus has infected more than 13,000 people, they shouldn’t attend the meeting.

Soon after the 2012 elections, it was Jindal who said his party needs to “stop being the stupid party” and move away from “dumbed-down conservatism.”

He’s apparently changed his mind.
