“So Much For The Deep Bench”: Republicans Look To The Past For 2016
On Friday, 2012 Republican presidential nominee Mitt Romney walked back months of promises and told a group of his past donors that he is “seriously considering” another White House bid. According to the Washington Post, he then spent the weekend “calling former aides, donors and other supporters” to rebuild his political operation, and even told one senior Republican that he “almost certainly will” launch another presidential campaign.
There’s still plenty of reason to believe that Romney will not run — and that he’d struggle to win if he did. But if Romney does join the race, he won’t be the only retread candidate seeking the GOP nomination in 2016.
Romney’s runner-up in 2012, former Pennsylvania senator Rick Santorum, has made no secret of his intention to pursue the Republican nomination again. When Santorum was informed that Romney may run again in 2016, he reportedly responded, “bring it on,” and declared that he sees himself as “the winner” in what looks as though it will be a crowded field. Former Texas governor Rick Perry has also begun laying the groundwork for a campaign, huddling with donors and policy experts in the hopes of avoiding a repeat of his 2012 disaster.
If Santorum does run, he’ll likely be joined by fellow Iowa caucus winner Mike Huckabee. The former Arkansas governor recently ended his Fox News show to explore a White House bid. Huckabee won 278 delegates in the 2008 presidential race, barely edging Romney’s 271 but losing easily to Senator John McCain (R-AZ), who has dismissed 2016 speculation by quoting the late Morris Udall: “The people have spoken — the bastards.”
As Romney, Huckabee, Perry, and Santorum weigh their options, former Florida governor Jeb Bush has moved decisively towards a run and established himself as the early frontrunner. Of course, Bush isn’t exactly a fresh face, either; he has not held elected office in six years, and he would almost certainly not be mentioned as a top-tier candidate were he not the brother of the 43rd president and the son of the 41st.
There’s plenty of precedent for Republicans considering well-known national figures and former candidates for their nomination; it’s been the party’s modus operandi for decades. But this year was supposed to be different. As various pundits repeated ad nauseam during the 2012 campaign, the Republican Party was supposed be the party with a “deep bench” of “rising stars” to lead America into the future. But upon further review, anointing Bob McDonnell, Chris Christie, or Marco Rubio as the party’s standard-bearer doesn’t seem like such a great idea.
Some candidates who won media favor in 2012 (such as Wisconsin governor Scott Walker and Kentucky senator Rand Paul) still seem capable of mounting serious campaigns. But they have generated so little support as to leave candidates like Romney and Huckabee confident that they could run again and win. And so the GOP once again seems poised to turn to its failed candidates of the past.
Perhaps it’s no wonder that many Republicans seem determined to take down Democratic frontrunner Hillary Clinton with a campaign straight out of 1994.

“A Backwards Looking Losing Theme”: The GOP Already Has The Wrong Message For 2016
Let’s “restore” America.
This theme has been an undercurrent of Republican politics since the 2008 elections, when President Obama and the Democrats won control of two of the three branches of the U.S. government. It was also an explicit goal of the Tea Party. Now, it looks like Republicans are testing it out as a slogan for the 2016 elections, including the key presidential contest.
If Jeb Bush runs, and wins, the GOP might mean “restore” almost literally, in the dynastic sense. But mostly the message is that the Republican Party is volunteering to clean up the mess those Democrats made, bringing us back to some idyllic time in America (probably the 1980s).
At The Atlantic, Peter Beinart has an entire article dedicated to “the Republican obsession with ‘restoring’ America,” including its many iterations in today’s GOP politics. “Restore” appears in the literature — both press releases and upcoming or recent books — from 2016 GOP hopefuls Marco Rubio, Ted Cruz, and Mike Huckabee, for example. It is a word that has inherent appeal for those whose politics are conservative, but it also has vaguely sinister overtones for groups that didn’t exactly have it better in the good old days.
The Week‘s resident linguist, Arika Okrent, notes that along with Rubio’s upcoming campaign book American Dreams: Restoring Economic Opportunity for Everyone, fellow presumptive 2016 presidential hopeful Paul Ryan is “Renewing the American Idea” in his book while Rick Santorum is “Recommitting to an America That Works.” All those “re-” words are “supposed to call up the idea of freshness and new blood,” she muses, “but something about the re- screams ‘do over!'”
The problem with the pledge of restoration is that it is inherently backward-looking. Americans may like the idea of America’s Golden Age — well, some Americans: “older, straight, Anglo, white, and male voters,” in Beinart’s analysis — but what they really want to hear is what a party will do to improve their future.
Democrats learned this lesson in 2004. After trying out a host of campaign themes, presidential nominee John Kerry settled on “Let America Be America Again” in late May. It’s from a 1938 Langston Hughes poem of the same name, and the message to the electorate was that President George W. Bush had broken America, or at least veered it off the right path, and Kerry would resurrect a more idyllic era (probably the 1990s).
Kerry used that line for the rest of the campaign, at times quoting extensively from the poem, and it didn’t work.
This wasn’t the only reason that Kerry lost, of course — he was leading Bush for much of the “Let America Be America Again” phase of the campaign, until “Swift Boat” August — but compare Kerry’s theme with Obama’s 2008 mantras of “Our Moment is Now” and “Hope and Change.” Big difference.
In any case, Republicans should already know that “restore America” is a losing theme. Mitt Romney’s 2012 super-PAC was the poetically nonsensical Restore Our Future. The first substantive section of the party’s 2012 platform was entitled “Restoring the American Dream.” And even the GOP’s “Great Communicator,” Ronald Reagan, couldn’t unseat fellow Republican Gerald Ford with his 1976 speech “To Restore America.”
Nostalgia is great for selling merchandise and rebooted TV and film franchises, but it’s not a very effective political cri de cœur for a national campaign. Republicans have been telling us what they’re against for the last six years — Obama — and if they want to be viable in 2016, they need to spend the next two telling us what they envision for the future.

“The Scramble Is On”: The Social Conservative Royal Rumble Is Brewing In Iowa
The two most crowded places in 2015 may be a subway car at rush hour and the stage at a Republican presidential debate. With the past two winners of the Iowa caucuses, Rick Santorum and Mike Huckabee, both making moves toward a campaign and other social conservatives, ranging from Ben Carson to Ted Cruz, thinking about running, things are already looking crowded.
On Wednesday, Santorum told Real Clear Politics that he is approaching the 2016 election “as if I’m running.” Santorum, who won the Iowa caucuses and finished second in 2012 GOP primary, has never made a secret of the fact that he’s considering another bid for the nomination. The former U.S. senator from Pennsylvania has stumped across the country this year for Republican candidates, including a significant number of visits to Iowa. He has also gone out of his way to endorse candidates in competitive primaries who backed him in 2012, most notably Iowa Secretary of State Matt Schultz in a congressional primary and Prof. Sam Clovis in the Hawkeye State’s Senate primary.
At the same time, Huckabee is organizing a trip to Europe with a number of pastors from early primary states after Election Day. The trip, first reported in June by David Brody at CBN, will focus on the leadership of Ronald Reagan, Margaret Thatcher, and Pope John Paul II and feature stops in London, Krakow, and Los Angeles. Longtime Huckabee aide Hogan Gidley described the trip to The Daily Beast as “an outstanding political move” that allows the former Arkansas governor to display his “understanding of the world around us.”
Gidley also said that delegations of business leaders and pastors have been traveling to see the Fox News host to urge him to run for president. While Huckabee pondered running in 2012 before deciding not to mount a bid, Gidley said that this time the former governor was expressing “a much different tenor and tone” in contemplating a run.
Both Huckabee and Santorum had considerable overlap in their support during their respective presidential bids. They were both scrappy and underfunded social conservative standard-bearers who pulled off underdog wins in Iowa against Mitt Romney. But if both run, they may have to compete over the same pool of voters—and there will be plenty of candidates appealing to Iowa conservatives.
In fact, according to the most recent poll of Iowa caucusgoers, the favorite potential candidate from the conservative wing of the Republican Party is neither Huckabee nor Santorum; it’s Ben Carson..
Carson is looking to be a somewhat formidable candidate. His super PAC raised $3.3 million in the most recent fundraising period (although it only netted $100,000 after accounting for expenses, most of which were for fundraising). It’s likely that Carson, who would be a first-time candidate whose own top adviser acknowledges that he suffers from “foot-in-mouth disease,” will flame out before the first ballots are cast. But his presence in the race would serve as yet another draw to the type of voters who both Santorum and Huckabee will have to woo.
And it’s not just Ben Carson who might be their competition.
There’s a baker’s dozen of candidates who could compete for conservative voters, from national figures like Cruz and Scott Walker to somewhat obscure governors like Bobby Jindal and Mike Pence, all of whom would have the potential to catch fire and who will be competing over many of the same voters and activists.
The question though is how this sorts itself out. Many conservatives still feel traumatized from the divisive primaries in 2008 and 2012, where candidates on the right of the party battled for position while two establishment candidates, John McCain and Mitt Romney, slipped by to win the nomination… and then lose the general election to Barack Obama.
This time around, there will be a strong centripetal force among social conservatives to settle on one candidate to challenge whoever eventually emerges as the establishment choice, be it Jeb Bush, Chris Christie, Marco Rubio, or someone else, not to mention Rand Paul, who has appeal among both social conservatives and some establishment Republicans without belonging to either faction. But that sorting process still has a while to sort itself out as candidates test the waters and see if they can mount and maintain viable candidacies. In the meantime, the scramble is on and, in Republican presidential politics, anything can happen.

“Choose Your Grifter”: There Are Distinctions Between The Swindlers In The Republican Party
Steve LaTourette used to be a congressman from Ohio who was closely aligned with Speaker John Boehner. Now he runs a Super PAC called “Defending Main Street” that tries to serve the Chamber of Commerce’s interests against the nihilists in the Tea Party who don’t even want to maintain our roads and bridges. As part of that gig, he writes articles (see, e.g., Politico). Despite taking money from people to do something that he can’t actually do (beat back the nut-jobs) he has decided to divide the GOP into two factions, one of which he disapprovingly labels “the grifters.”
Historically, grifters have taken many shapes. They were the snake-oil salesmen who rolled into town promising a magical, cure-all elixir at a price. The grifter was long gone by the time people discovered the magical elixir was no more magical than water. They were the sideshow con men offering fantastic prizes in games that were rigged so that no one could actually win them. They were the Ponzi scheme operators who got rich promising fantastically high investment returns but returning nothing for those sorry investors at the bottom of the pyramid.
Over the last few years we have seen the rise of a new grifter—the political grifter. And the most important battle being waged today isn’t the one about which party controls the House or the Senate, it’s about who controls the Republican Party: the grifting wing or the governing wing.
Today’s political grifters are a lot like the grifters of old—lining their pockets with the hard-earned money of working men and women be promising things in return that they know they can’t deliver.
There are distinctions between the swindlers in the Republican Party, that is true. There’s a difference between the paranoid ramblings of Michele Bachmann, Steve King, and Louie Gohmert and the fundamentalist stylings of real thieves like K Street Project organizer Rick Santorum and U.S.-Azerbaijan Chamber of Commerce Freedom Support Award winner Sam Brownback. The first group acts crazy and gets a bunch of small donations. The latter group acts like pious little brats while they’re lining their pockets with massive corporate donations, if not outright bribes. But, it’s okay, because they’re more religious than you are.
They’re all grifters.
Government spending is where they seem to differ, with the first group looking to cash in by not spending federal cash and the latter group looking to direct that cash into private sector entities that reward them with big donations and lucrative second careers. But the record shows, both under Reagan and under the latter Bush, that the GOP deficit spends like mad when they have the power to control where that spending goes. Will the next time be any different?
Not if Steve LaTourette and his benefactors have anything to say about it.
And, yet, the traditional Republican type of grift, where you decry federal spending until the moment you actually control it, is vastly preferable to the new kind of grift which is based on paranoia and a more virulent kind of racism.
I’d tell you to pick your poison, but you don’t get to decide.

“Paul Ryan’s Glossy New Poverty Plan”: Not Much Doubt What The Effect On Poor People Will Be
Every year or so Paul Ryan comes up with a glossy new plan to deal with poverty or spending on social programs. The plans never go anywhere, but they’re not really intended to: They’re designed to make the Republican Party (and Mr. Ryan himself) appear more thoughtful than it actually is on these subjects.
The one he released today is somewhat better than previous efforts, in that it doesn’t propose massive cuts in overall spending (unlike his House budgets), and would even increase the Earned Income Tax Credit, one of the government’s most successful anti-poverty programs. Democrats have also embraced a larger credit, although unlike Mr. Ryan, they would pay for it by raising taxes on the rich rather than slashing federal nutrition programs that Mr. Ryan thinks are a waste of money.
But the lack of seriousness in the plan is demonstrated by its supposedly big idea: It would combine 11 of the most important federal poverty programs into something called an “opportunity grant” that would be given to the states to spend as they see fit. The eliminated programs would include food stamps, what remains of the welfare system (known as Temporary Assistance to Needy Families), Section 8 housing vouchers, and low-income heating assistance, among others.
This technique should sound familiar. Members of Mr. Ryan’s party have spent years promoting the idea that states can do things better than Washington. As Rick Santorum repeated endlessly in 2012, “Cap it, cut it, freeze it, and block-grant it to the states.” Mr. Ryan’s running mate that year, Mitt Romney, would have turned all of Medicaid into a block grant system dumped onto the steps of 50 state capitols.
Putting programs like food stamps into a block grant means they could not be expanded on a national basis during economic emergencies, when unemployment or poverty soars. If a state were to have a budget crisis, perhaps due to tax cuts, social spending would be the first to go.
The broader problem is the sharp division between the states, which exposes the gap between Mr. Ryan’s attempt at high-mindedness and the petty grievances of the Republican majority. The proponents of these consolidation ideas know that while blue states would shoulder their responsibilities and protect their poorest residents, many red states would not. If Washington were not in the anti-poverty business, Republicans would have an opportunity to reduce spending on social programs in about half the country.
The attitude of red states toward social spending has been made brutally clear by their reaction to the Affordable Care Act. In 36 states, lawmakers refused to set up health care exchanges, putting the insurance subsidies for poor people at risk if a recent court decision is upheld. And only 27 states, including the District of Columbia, have agreed to expand their Medicaid programs. The effect on lowering the number of uninsured people in states with expanded programs is clear, but lawmakers elsewhere don’t care.
In Florida, the Republicans who rule the state have not created exchanges or expanded Medicaid, and have offered nothing to the 760,000 state residents with no insurance. The state has even banned volunteers who were helping poor people sign up for the federal exchange. The president of the Florida Senate, Don Gaetz, summed up the prevailing attitude perfectly this week: “As long as I serve in the Senate, I will never support the state of Florida serving as the instrument by which individuals and businesses are forced into a federal mandate to purchase a health insurance product they may not want.”
Mr. Ryan would never say so, but the real effect of his plan is to turn over a series of highly successful federal poverty programs into the hands of Don Gaetz and other anti-government ideologues. There’s not much doubt what the effect on poor people would be.
