“The Right’s Scary Ebola Lesson”: How Anti-Government Mania Is Harming America
If not for serial budget cuts to the National Institutes of Health, we would probably have an Ebola vaccine and we would certainly have better treatment, NIH director Dr. Francis Collins tells the Huffington Post’s Sam Stein. This comes on the heels of reporting that the Centers for Disease Control’s prevention budget has been cut by half since 2006, and new revelations about how botched protocols at the Dallas hospital that turned away Thomas Eric Duncan and then failed to treat him effectively also led to the infection of one of Duncan’s caregivers.
Yet most of the media coverage of the politics of Ebola to date has centered on whether President Obama has adequately and/or honestly dealt with the disease. “I remain concerned that we don’t see sufficient seriousness on the part of the federal government about protecting the American public,” Texas Sen. Ted Cruz told reporters. Cruz is probably the wrong guy to talk about seriousness: his government shutdown forced the NIH to delay clinical trials and made the CDC cut back on disease outbreak detection programs this time last year.
I find myself wondering: When, if ever, will the political debate over Ebola center on the way the right-wing libertarian approach to government has made us less safe?
My fans at Newsbusters and other right-wing sites were outraged last week when I raised questions about whether Texas Gov. Rick Perry shared some responsibility for the nation’s Ebola crisis with President Obama, since the outbreak occurred in his state on his watch. Now that a second person has been infected there, I think the question is even more relevant.
The GOP approach to public health was crystallized at the 2012 debate where Rep. Ron Paul – another Texas politician — said it wasn’t the government’s responsibility to take care of a hypothetical young man who showed up in the emergency room very sick after he decided not to buy insurance. “That’s what freedom is all about, taking your own risks,” Paul said, deriding “this whole idea that you have to prepare to take care of everybody …”
“Are you saying that society should just let him die?” moderator Wolf Blitzer asked. And the crowd roared “Yeah!” (For his part Paul answered no, but said hospitals should treat such cases as charity and not be compelled to do so.) Lest you think either Paul or that Florida audience represented a minority sentiment in the GOP, recall that none of his rivals, not even Mitt Romneycare, challenged Paul’s approach at the debate.
But now we know what happens when hospitals fail to adequately care for uninsured people who turn up in the ER: They can die, which is awful, but they may also spread disease and death to many other people. It’s pragmatism, not socialism, that commits governments to a public health agenda.
That agenda, however, has been disowned by the modern GOP. Sarah Kliff got lots of attention for her Vox piece starkly depicting how the Centers for Disease Control’s prevention budget has been cut by more than half since 2006. The chart she used actually came from a piece in Scientific American last week, which I hadn’t seen before. It’s must-reading: it dispassionately explained the way we’ve underfunded and degraded our public health infrastructure. And again, it made me think about the Republican policies that have hampered our ability to fight this crisis.
Isn’t there a fair way to say that cutting 45,700 public health workers at the state and local level, largely under GOP governors, was irresponsible? As was slashing the CDC’s prevention budget by half since 2006, or cutting the Affordable Care Act’s prevention budget by a billion? Sen. John McCain wants an “Ebola czar,” but the Senate is blocking confirmation of the Surgeon General. Isn’t it fair to ask whether the constant denigration of government, and the resulting defunding, now makes it harder to handle what everyone agrees are core government functions?
It seems relevant to me that Texas is 33rd in public health funding. It’s clear now that not just the hospital but state and local authorities responded inadequately to Duncan’s illness. His family and friends were quarantined, but left to fend for themselves; county public health officials didn’t even provide clean bedding. “The individuals, it’s up to them … to care for the household,” Erikka Neroes of Dallas County health and human services told the Guardian a week after Duncan had been admitted to the hospital. “Dallas County has not been involved in a disinfection process.”
When the disinfection process began, belatedly, there’s evidence that was botched as well. The Guardian found a team of contractors with no protective clothing simply power-washing the front porch, for instance, when it should have been scrubbed with bleach. A baby stroller sat nearby.
As the great science writer David Dobbs concluded last week: “So the richest country on earth has no team to contain the first appearance of one of the most deadly viruses we’ve ever known.”
I’ve found myself wondering if Ebola is unquestionably a plus for Republicans three weeks before the midterm, as everyone (including me) has assumed. Certainly Republicans think it is; that’s why vulnerable Senate candidates, from Thom Tillis in North Carolina to Scott Brown in New Hampshire, are fear-mongering about it.
But if Democrats are the party of government, and thus seen as culpable by voters when government does wrong, aren’t government-hating, budget-slashing Republicans politically vulnerable when we need government to do something right, and the cuts they’ve pushed have compromised its ability to do so? Or does IOKIYAR mean the media just shrugs when the GOP fear-mongers, but would punish any Democrat respond in kind?
Blogger Kevin Drum likes to complain about a Democratic “Hack Gap” – the fact that liberal pundits are too willing to criticize Democratic leaders, while GOP pundits more often line up behind theirs. I don’t agree with Drum – in the end, Chris Matthews and I didn’t cost the president his re-election in 2012 – but it’s an interesting debate. Personally I think Democrats have a “Brilliant and Ruthless Campaign Operative Gap,” when it comes to shamelessly exploiting the other side’s political weakness.
The GOP’s anti-government crusade has hampered our ability to face the Ebola challenge. In an election year, there’s nothing wrong with Democrats saying that clearly. Campaigns should be cutting ads right now spotlighting the way Republican budget cuts have devastated the public health infrastructure we need to fight diseases like Ebola. “Ebola And The 41 Million Uninsured Americans”: Political Failure’s That Have Left Americans More Vulnerable To Deadly Diseases
With the first diagnosed case of the deadly Ebola virus in the United States located in Dallas, Texans are understandably alarmed. The patient just died. Gov. Rick Perry has established a taskforce to address the Ebola threat.
Not a bad idea but still a feeble response coming from a governor who refused to expand Medicaid in his state, leaving millions of his people outside the health care system. About 6 million Texans are now walking around without health insurance. That’s almost 1 in 4 residents — the highest rate of uninsured in the country.
Of course, those without health coverage are least likely to have a relationship with a health care professional, someone they could contact about worrisome symptoms. And because vomiting and other signs of Ebola could indicate something far less serious, these mostly low-income people might put off going to a hospital until it’s too late.
But Perry was among the large group of so-called conservative governors deeming it was more important to stick it to President Obama than to broaden health coverage in their states. Not surprisingly, the sharpest drops in the rates of the uninsured are in states that went along with the expansion. The rates remain nearly unchanged in the 23 nonparticipating states.
There was always a humanitarian reason for supporting the Affordable Care Act. Now we are seeing the self-interested reasons, which have been missing in most of the Obamacare debate. Covering all is essential to public health. Even the rich don’t enjoy divine protection from deadly infectious diseases. That the federal government is covering nearly the entire cost of the Medicaid expansion makes the excuses for not joining the program especially ugly.
And this is not just about Ebola. The flu is a communicable disease that typically kills 30,000 Americans a year, mainly the very old, the very young and the frail. Universal coverage can help contain that, as well.
The Ebola scare has overshadowed another frightening virus that has been diagnosed in hundreds of children since August — and that has just claimed the life of a 4-year-old in New Jersey. Enterovirus-68 has been found in 48 states, with significant numbers reported in Colorado, Illinois and Missouri. This respiratory illness, which has been associated with partial paralysis, spreads the same way colds do, through saliva and other bodily fluids.
Controlling these diseases requires early quarantine of those infected, and how are you going to find people who would test positive if they don’t go to a medical facility? Politicians who irresponsibly passed up an opportunity to bring such health services to their people are currently grasping at useless proposals.
Louisiana Gov. Bobby Jindal thinks the answer is to “stop accepting flights from countries that are Ebola stricken.” But what about the two nurses in Madrid who tested positive for the virus after treating a Spanish priest? The priest and one of the nurses have already died of the disease.
Do we stop accepting flights from Spain, which has a pretty good health care system, of course covering everyone? Not unexpectedly, the Texas governor opposes the flight ban idea.
Jindal was inexplicably proud to decline $6 billion in federal money to expand Medicaid coverage in his state. Nearly 900,000 Louisianans currently lack health insurance.
“Expansion would result in 41 percent of Louisiana’s population being enrolled in Medicaid,” Jindal explained at the time. “We should measure success by reducing the number of people on public assistance.”
There are many ways of measuring success in a society, widespread health coverage being one. Instead, we see a political failure that has left Americans more vulnerable to a deadly disease than they had to be. It’s really something.

“The Political Value Of Fear”: McCain Joins Far-Right Chorus On ISIS Border Threat
There can be no doubt that ISIS’s brutal murder of two journalists had a deep impact on how Americans perceive the terrorist threat. For years, polls showed a war-weary nation reluctant to launch new military offenses in the Middle East, but the recent beheadings abroad changed the calculus on the public’s appetite for intervention.
But it’s also true that many voices in the U.S. have exploited the political value of fear.
Texas Gov. Rick Perry (R) argued a few weeks ago that there’s “a very real possibility” that ISIS terrorists may have entered the United States through the southern border with Mexico. Soon after, Sen. Rand Paul (R-Ky.) added that the U.S. border is “porous,” and officials must “secure our own borders” to prevent “ISIS infiltration.” This week, former Sen. Scott Brown (R-Mass.), now running in New Hampshire, echoed Perry’s original claim, telling Fox News that ISIS terrorists might “actually [be] coming through the border right now.”
Last night on CNN, Sen. John McCain (R-Ariz.) joined the chorus.
ANDERSON COOPER: Senator McCain, the president also said that we have not yet detected specific plotting against our homeland. Americans who hear those words might wonder, if that is really the case, then why do we need to take action against ISIS? To that you say what?
JOHN MCCAIN: I say that today, we had a hearing, and there was testimony from the counterterrorism people and the Department of Homeland Security. There is Twitter traffic right now and Facebook traffic, where they are urging attacks on the United States of America. And there is a great concern that our southern border and our northern border is porous and that they will be coming across.
A few hours earlier on Twitter, McCain encouraged his followers to read a piece on a far-right website, which reported that the U.S. officials have “confirmed” that Islamic State terrorists are “planning” to infiltrate the United States through our southern border.
Is it any wonder so many Americans are afraid?
Perhaps now would be a good time to pause for a deep breath – and a reality check.
The basic facts are not in dispute. First, there’s no evidence – literally, none at all – of ISIS terrorists entering the United States through the southern border with Mexico. In fact, there’s no evidence of ISIS terrorists even trying.
Second, the southern border is not “porous.” The Obama administration really has increased U.S. border security to levels unseen in modern times.
But what about the report McCain promoted that said U.S. officials have “confirmed” that Islamic State terrorists are “planning” to infiltrate through Mexico? The senator may have heard what he wanted to hear, but that’s not quite what officials told lawmakers.
Despite some Twitter chatter, there is no evidence ISIS terrorists are trying to slip into the United States from Mexico, Department of Homeland Security officials told Congress Wednesday.
Administration officials said they are more concerned about jihadists entering the U.S. legally on commercial airline flights.
Administration higher-ups testifying at a House hearing Wednesday threw cold water on scary border scenarios cited by conservatives such as Sen. Ted Cruz of Texas.
Francis Taylor, the undersecretary for intelligence at the Department of Homeland Security, told McCain that there have been some “social media exchanges” among ISIS adherents about the “possibility” of entering the United States through Mexico, but none of the exchanges have led to action and Taylor added that U.S. officials are “satisfied we have the intelligence and capability on the border that would prevent that activity.”
So what are we left with? Some lunatics wrote some tweets about the “possibility” of trying to get into the United States. I don’t want to play semantics games, but it’s fair to say this is a far cry from Islamic State terrorists “planning” to infiltrate the country through Mexico.
What’s more, as Steve M. noted, “Let me remind you: Al Qaeda has never gotten anyone across the Mexican border to commit a terrorist act – and Al Qaeda clearly does want to pursue attacks on the West. We have to be watchful, but no, this sort of attack isn’t going to happen soon.”
It’s important to appreciate why Republicans are pushing this line. It seems pretty clear that McCain and others see the utility of Americans being afraid – if the public fears a domestic attack from ISIS, there will be stronger support for more and expansive wars.
But Republicans also want the White House to give the right what it wants on immigration: more border security in exchange for nothing. This rhetoric is intended to kill two birds with one stone.
No one should be fooled.

“We Must Stop Inflating Our Elected Leaders”: No More “His Excellency” For Men Who Are Anything But Excellent
What are we to make of the conviction of former Virginia governor Bob McDonnell, an erstwhile presidential aspirant, and his wife Maureen on a bevy of federal corruption charges? The case held plenty of entertainment value for the schadenfreude-prone among us, but was there any broader meaning in it? It’s tempting, after all, to dismiss it as a sui generis story, given the uniqueness of the McDonnells’ predicament (dallying with a vitamin-supplement promoter?) and Virginia’s absurdly lax landscape (the state has virtually no limits on gifts to elected officials.)
But I would argue that there is a larger lesson to be taken from this tale. The McDonnell saga is, to me, just the most glaring recent example of a tendency in American politics and government that has bothered me for some time: our weird, unhealthy inflation of executive elected office at all levels of government. As the McDonnell revelations unspooled, first in the dogged reporting of the Washington Post’s Roz Helderman and Laura Vozzella and then in the trial itself, it became clear that driving much of the McDonnells’ behavior was their extremely exalted conception of the office of governor.
This conception not only contributed to the McDonnells’ extraordinary sense of entitlement but also fed the pressures that led them to accept the favors of the vitamin-supplement salesman, Jonnie R. Williams Sr. For one thing, Maureen McDonnell felt great anxiety about being sufficiently well turned out for her husband’s 2010 inauguration and, generally, about living up to the expectations for being the First Lady. Think about that for a second: in the 21st century, a woman needed to worry about performing a role called “First Lady” because her husband was the elected head of one of the nation’s 50 state governments. Does this happen elsewhere? Does the wife of the head of Germany’s state of Lower Saxony (whose population is roughly the same as Virginia’s) fret about living up to the role of “Erste Frau?” Is the wife of the premier of British Columbia or Saskatchewan worrying about whether her wardrobe will measure up?
Sure, one could write some of these anxieties off to Maureen McDonnell’s personal insecurities—but not entirely. After all, her husband was taking on a role in which it was deemed appropriate, by traditional protocol, for him to be referred to as “His Excellency.” (Virginia is hardly alone in this—Connecticut, Georgia, Massachusetts, New Hampshire, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina and West Virginia all use this royalist language, a holdover from colonial times.)
The title was hardly the only trapping of office that could’ve led the McDonnells to believe they were monarchs of a sort. They lived in an official mansion, after all, with an executive chef (who, it turned out, was the man who got the scandal rolling when he reported the McDonnells for Williams’ $10,000 check to pay for McDonnell’s daughter’s wedding catering.) The chef, Todd Schneider, recently noted to The Post that he would “often get texts from the first lady about the mansion’s food late at night, sometimes after midnight.” Yes, the wife of the democratically elected governor of one of our 50 states was sending notes to the taxpayer-paid chef at her taxpayer-paid mansion to express her menu preferences. Since when did we become “Downton Abbey”?
This inflation was especially extreme in Virginia, which has an especially grandiose notion of its state government—Thomas Jefferson, Patrick Henry, “the Virginia way,” and all that. But you see the puffery of executive office all around the country, in members of both parties. You see it in Texas governor Rick Perry traveling the country with a veritable platoon of state police troopers at his side. You saw it in the reports of Maryland’s attorney general, Democrat Doug Gansler, who got a kick out of having his official state-police driver turn on the siren and drive on the shoulder while on routine business. You see it in virtually every utterance and step taken by New Jersey governor Chris Christie, who bestrides his state like some latter-day King George III (except when he’s being flown by helicopter to his son’s baseball game and then driven by car for the remaining few hundred feet from copter to bleachers.) And you see it at the federal level—not just in all the pomp that has come to surround the presidency (that’s a whole story in its own right) but in the puffery that attends even anonymous Cabinet secretaries. I remember once seeing Ray LaHood, the amiable and utterly anodyne head of the Department of Transportation, being swept into a convoy of tinted-window SUVs, with earpiece-adorned guards, as he was leaving Capitol Hill after testifying on bike paths at a minor committee hearing. Heck, even the acting head of the White Office of Drug Control Policy—a man who, truly, not 10 people in this country could pick out of a lineup—has a security detail.
How did this happen? How did a country that was founded in rebellion against royal overlords become so prone to its own sort of executive self-importance? Part of it has to do with the problem that my editor Frank Foer laid out in an essay in the current issue of this magazine, on the ways in which our federalist system and delegation of powers to countless fragmented municipalities has created thousands of little princes with their own fiefdoms and aggrandizing tendencies. But it may go even deeper than that, to some ancient feudal habits deep within us that allow and even encourage our elected leaders to think they’re lords of their domain. Regardless, it’s time it stopped. No more “His Excellency” for men who, more often than not, are anything but excellent.

“An Amusing Sideshow”: The Never-Ending Ben Carson Silliness
The silliness about a Ben Carson presidential bid just got sillier. With much fanfare, he recently gathered a flock of supposedly well-heeled donors, boosters, and political operatives in Palm Beach, Florida, and announced that he’s formed a PAC with the presumptuous name One Nation to prep for his 2016 White House bid. As in past times, when he’s teased the media and some of the more gullible GOP acolytes into actually thinking that his presidential talk is anything more than an amusing sideshow, it makes good copy. And just as in past times, when he pops off about a White House run, no one ever asks the obvious question: Beyond his endlessly milking of his rags-to-successful-neurosurgeon story and a few inane quips about President Obama and Democrats before packs of ultraconservative fawners and groupies, what makes him real political timber, let alone presidential stuff?
Then again, that’s really not the question anyone who buys into the Carson silliness would ask, since he has about as much of a chance of mounting a serious run for the White House as someone has of winning the Big Prize lottery without buying a ticket. Carson has currency for only one reason: He’s black and can be trotted out to make those ridiculous digs about Obama. He can say what GOP ultraconservatives and unreconstructed bigots want to say about Obama, but it just sounds better coming out of Carson’s mouth. The GOP has turned this tactic into a studied art with black conservatives such as Clarence Thomas. But Carson makes far better copy than Thomas, because, unlike Thomas, Carson actually speaks, and when he does, he’ll say something just ludicrous enough to get attention.
In the Obama era the GOP has worked overtime to tout, cultivate, prop up, and showcase a motley collection of black GOP candidates for a scattering of offices. The aim is two-fold: to find that someone who can have just enough luster and media appeal to be a counterbalance to Obama while at the same time allowing the party to thump its chest and claim it’s not racist.
Carson seemingly fits that double bill — actually, triple bill, because he gets even more attention for the GOP. But, more importantly, the notion of Carson as a presidential candidate touches a deep, dark, and throbbing pulse among legions of ultraconservatives who think that Obama and many Democrats are communists, that gays are immoral, and that the healthcare-reform law is “slavery,” as Carson infamously quipped, meaning a tyrannical intrusion by big government into Americans’ lives. Mainstream GOP leaders can’t utter this idiocy. They must always give the appearance that they are above the dirty, muddy, hate-slinging fray, so they leave it to a well-paid stalking horse like Carson to do their dirty work for them.
But let’s assume, for a moment, that Carson is the real presidential deal. Again, the road to the 2016 GOP presidential nomination will be a knock-down, drag-out, bruising, low-intensity war. The names that have already staked out turf for that battle — Rick Perry, Rand Paul, Jeb Bush, Ted Cruz, Marco Rubio, Chris Christie and a cluster of popular GOP governors — are deeply embedded in the GOP political hierarchy. They have money, means, and a dedicated, entrenched following. They have wooed and courted the key state party leaders and potential party delegates who will make or break a candidate in the key party primaries later next year. Their work has been ongoing, and it requires a team of professional, connected, and financially stout party officials to do the hard leg work required.
Then there is the gauntlet of the GOP presidential debates. These are equally vital for a potential candidate to prove that he or she has a firm grasp of the big-ticket policy issues: immigration reform, health care, education, taxation, jobs and the economy, and foreign-policy concerns. Who can forget the moment in the November 2011 GOP debate when Perry put his foot in his mouth when he couldn’t name the three agencies of government that he vowed to eliminate if elected president? His candidacy quickly was yanked off life support. A well-placed sound bite or pithy remark won’t cut it here. There has to be real substance behind the answers that serious presidential candidates must and are expected to give in the heat of a debate, in interviews, and in policy speeches to groups of potential supporters.
Carson’s supposed backers see all of this as a plus. That he is the old self-made, non-politician patriot who simply wants to unite the nation as hard political nostrums won’t fly, in part because of the hard-wired, encrusted, political-insider dominance over the presidential-vetting process, and in bigger part because Carson is nothing more than a curiosity, good for a few more spots on the TV-talk-show circuit. This is just enough to ensure the silliness of Carson will continue.
