“Reaganites Called Him A Terrorist And A Phony”: All The Terrible Things Republicans Used To Say About Nelson Mandela
Before Congressional Republicans in the U.S. lionized Nelson Mandela, they despised him. And they opposed not just the great freedom fighter himself but the entire anti-apartheid movement. Even worse, they took actions that damaged the cause of equality in South Africa. Not for nothing did Bishop Desmond Tutu call Ronald Reagan’s policy towards the country “immoral, evil and totally un-Christian.” Conservative Americans’ pro-apartheid actions are not just shameful history—they are similar, in some ways, to their actions to rid the world of political Islam.
The Kennedy administration had opposed the Afrikaner government, instituting an arms embargo on the country. Henry Kissinger and Richard Nixon, conversely, muted criticism of the regime and opened channels of communications, in order to defeat the Soviets in the Third World. As part of his human rights-focused foreign policy, Jimmy Carter reversed course, imposed restrictions and sanctions on the apartheid government, which Mandela and his party, the African National Congress, requested.
Reagan not only removed the restrictions; he embraced the South African Apartheid regime. He instituted a policy euphemized as “constructive engagement.” Reagan said that the United States lacked the power to change the internal workings of the Afrikaner government. Not only was the claim false, it contradicted his position on the far more powerful Soviet Union, which was designed precisely to change the evil empire’s internal behavior. Reagan put Mandela on the U.S. terrorist list, a placement that wasn’t removed until 2008, incredibly. This was at a time when the South African civil war was at its peak of violence, with the conflict becoming a global cause.
In 1985, after the South African government committed some of its worst atrocities against blacks, Congress voted to impose sanctions against the country. This was a time when America accounted for about one-fifth of direct foreign investment in South Africa. Reagan vetoed the Anti-Apartheid Act, calling it “immoral” and “repugnant.”
When Reagan met with Tutu, it was among the tensest meetings in his entire presidency. Reagan had the gall to tell the bishop that there had been “sizable progress in South Africa because of U.S. policy.” Tutu responded that the victims of Apartheid didn’t quite see that progress. Reagan called the ANC “notorious terrorists,” and, as late as 1988, called apartheid “a tribal policy more than … a racial policy.”
It wasn’t just Reagan. Moral Majority leader Jerry Fallwell called Tutu a “phony” who didn’t speak for South Africans blacks. He even urged Americans to support the Pretoria government. North Carolina Senator Jesse Helms filibustered the sanctions bill. Strom Thurmond and Phil Gramm likewise opposed it. And future vice-president Dick Cheney called Mandela a terrorist, saying in 2000 that he didn’t regret his position. Pat Buchanan called Mandela a “train-bomber.” The Heritage Foundation said America should stop calling for Mandela’s release from prison. Pat Robertson, Grover Norquist, future Tea Party leaders, and current Republican Senators—all were on the books supporting the Apartheid government. When 35 House Republicans broke with the Reagan administration, the National Review called them “uppity,” and Human Events called them a “lynch mob.”
Most of the opposition was justified on foreign-policy grounds. The Reaganites feared that the Soviet Union would gain from the Afrikaner regime if they alienated it. As Conservative Caucus Foundation Chair Howard Phillips put it, “It’s not just a black-white issue. It’s red versus red, white, and blue.” The man who, outside of Reagan, did more than any other to shape the administration’s pro-apartheid policy was Assistant Secretary of State Chester Crocker, who fashioned the Constructive Engagement policy. Wrote Crocker: “The real choice we will face in southern Africa in the 1980s concerns our readiness to compete with our global adversary in the politics of a changing region who future depends on those who participate in shaping it.” The State Department now says frankly that “Defenders of the Apartheid regime” in the West “had promoted it as a bulwark against communism.”
There were two flaws in this line of thinking. First was the notion that South Africa was an important theatre in the Cold War. It wasn’t. It wasn’t even of secondary importance, as Indochina was. Western Europe and Japan were what always mattered. Then there was the view that any means were justified in defeating the Soviet Union. Apartheid was as hideous a societal construct as existed, but many conservatives praised it just because it was anticommunist.
Both misjudgments are being replicated today. Instead of lasering in on anti-American terrorists, hawks maintain that Islamists anywhere are a threat to America everywhere. The result, if put into practice, would be a foreign policy that enmeshed the United States in unnecessary, damaging wars, sullied the country’s moral character, and caused great harm.
Similarly, with the entire globe being up for grabs in the conflict against radical Islam, all actions are deemed justified. Preventive wars against Iraq and perhaps Iran, torture, endless domestic and international surveillance—all are simply part of the toolkit needed to fight a limitless threat.
Some conservatives now concede they were wrong about Mandela. Perhaps after the threat to America from terrorists recedes, they will admit they were similarly mistaken—and damaging—in their inflation of threats from political Islam across the globe.

“What If We Just Called It NixonCare?”: Republicans Have No Business Being Upset About Obamacare
House Majority Leader Eric Cantor says Republicans will seek to delay a requirement of the 2010 Affordable Care Act that all Americans obtain health insurance or face a tax penalty. “With so many unanswered questions and the problems arising around this rollout, it doesn’t make any sense to impose this one percent mandate tax on the American people,” Cantor said last week.
While Republicans plot new ways to sabotage the Affordable Care Act, it’s easy to forget that for years they’ve been arguing that any comprehensive health insurance system be designed exactly like the one that officially began October 1st, glitches and all.
For as many years Democrats tried to graft healthcare onto Social Security and Medicare and pay for it through the payroll tax. But Republicans countered that any system must be based on private insurance and paid for with a combination of subsidies for low-income purchasers and a requirement that the younger and healthier sign up.
Not surprisingly, private health insurers cheered on the Republicans while doing whatever they could to block Democrats from creating a public insurance system.
In February 1974, Republican President Richard Nixon proposed, in essence, today’s Affordable Care Act. Under Nixon’s plan all but the smallest employers would provide insurance to their workers or pay a penalty, an expanded Medicaid-type program would insure the poor and subsidies would be provided to low-income individuals and small employers. Sound familiar?
Private insurers were delighted with the Nixon plan but Democrats preferred a system based on Social Security and Medicare and the two sides failed to agree.
Thirty years later a Republican governor, Mitt Romney, made Nixon’s plan the law in Massachusetts. Private insurers couldn’t have been happier although many Democrats in the state had hoped for a public system.
When today’s Republicans rage against the individual mandate in the Affordable Care Act, it’s useful to recall this was their idea as well.
In 1989, Stuart M. Butler of the conservative Heritage Foundation came up with a plan that would “mandate all households to obtain adequate insurance.”
Insurance companies loved Butler’s plan so much it found its way into several bills introduced by Republican lawmakers in 1993. Among the supporters were Senators Orrin Hatch (R-UT) and Charles Grassley (R-IA). Both now oppose the mandate under the Affordable Care Act. Newt Gingrich, who became Speaker of the House in 1995, was also a big proponent.
Romney’s heathcare plan in Massachusetts included the same mandate to purchase private insurance. “We got the idea of an individual mandate from [Newt Gingrich] and [Newt] got it from the Heritage Foundation,” said Romney, who thought the mandate “essential for bringing the health care costs down for everyone and getting everyone the health insurance they need.”
Now that the essential Republican plan for healthcare is being implemented nationally, health insurance companies are jubilant.
Last week, after the giant insurer Wellpoint raised its earnings estimates, CEO Joseph Swedish pointed to “the long-term membership growth opportunity through exchanges.” Other major health plans are equally bullish. “The emergence of public exchanges, private exchanges, Medicaid expansions … have the potential to create new opportunities for us to grow and serve in new ways,” UnitedHealth Group CEO Stephen J. Hemsley effused.
So why are today’s Republicans so upset with an Act they designed and their patrons adore? Because it’s the signature achievement of the Obama administration.
There’s a deep irony to all this. Had Democrats stuck to the original Democratic vision and built comprehensive health insurance on Social Security and Medicare, it would have been cheaper, simpler and more widely accepted by the public. And Republicans would be hollering anyway.

“Richard Nixon Runs The Republican Party, Again”: A Contempt For The Regular Norms And Institutions Of Politics
The current Republican Party isn’t the party of Barry Goldwater and Ronald Reagan. It isn’t a conservative party. It’s the party, instead, of Nixon and Gingrich. And that’s why it’s a dysfunctional mess, and a problem for the nation.
I said something to that effect the other day, and a commenter got all upset about it:
The party of Nixon? The guy who created and implemented the EPA? The guy who normalized the US international relationship with China? The guy who intervened in escalating fuel markets to fix prices, in order to protect consumers?
They are so far away from Nixon’s policies and governance.
I’ve seen this reaction before, and because it’s such an important point it’s worth spelling it out. It’s not about ideology. It’s not about specific policies. A healthy party, one that is able to cut deals and work with others, can be healthy even if their policies are far from the mainstream.
We can get at this a couple of ways. One is that everyone should be very careful about what “Nixon” did, as opposed to what the government did while he was president. Give Nixon the Congress and the policy environment of 1947 — or 1997 — and you get very different results.
But I suppose more to the point is that there’s just no way to read the contemporary Republican Party as some sort of principled ideological party. It just isn’t.
Think, on the one hand, how easily they took to George W. Bush’s support of an intrusive federal government program on education, or to Bush’s support of a major Medicare expansion.
Or think about their convoluted path on healthcare reform over the last 20 years – how an outline originally concocted by Republicans as a reaction to Bill Clinton’s initiative, and eventually implemented in one state by a Republican governor and a Democratic legislature, became (once adopted by Democrats) the essence of tyranny.
And don’t even get started on Republicans and the federal budget deficit.
That’s not a principled conservative party.
As no one knows better than real hardcore ideologues, the ones who know well that George W. Bush and the Republican Congresses he served with were never “real” conservatives. They’re right about that! Even though most of those saying that now are wannabes who never dissented during those years.
Unlike those ideologues, I’m not complaining about pragmatism; I think ideological parties are a terrible idea in a democracy. But while they aren’t the ideal conservative party that some want, they’re certainly not a healthy (conservative) pragmatic party, either.
That’s where Nixon and Newt come in.
Both of these very successful (pre-disgrace, anyway) Republicans became national figures as conservatives. Neither, however, was a principled conservative. Nixon was covered above; Gingrich was a Rockefeller Republican when he first ran for Congress, and both of them shifted back and forth as they saw opportunities to exploit.
But that kind of opportunism isn’t what make Newt and Nixon stand out. No, what they have bequeathed to Republicans is a contempt for the regular norms and institutions of the American political system, along with a Leninist belief that contradictions must always be heightened. Nixon broke laws, to be sure, but other presidents have broken laws. What made Nixon different – what made everyone, including his own party, so eager to be rid of him – was that he refused to accept that others within the system, whether in Congress or the press or the bureaucracy, were as legitimate as the president. What made Gingrich different is his consistent strategy of tearing down institutions (the House, and then the presidency) in order to save them. For both, politics was never about the normal promotion of interests and reconciliation of differences, but instead, very simply, about destroying their opponents.
Because they are the party of Newt and Nixon, the principles that today’s GOP worships aren’t market economics or personal liberty; look instead at a “principle” such as a refusal to compromise.
Or brinkmanship as a principle. The quintessential GOP stance, in a lot of ways, is the current insistence by many in the party that they must shut down the government to prove they are serious about the Affordable Care Act. What makes it such a great example — so much a Newt-inspired example — is that they’ve been flailing around all year trying to figure out what to ask for when they blackmailed the nation over the debt limit and funding the government. And that half or more of the party is insisting on it even as experienced legislators and analysts tell them that it can’t possible work. Because as I said back in the spring, the faction that wants the shutdown isn’t really sure about what it wants to demand; it’s only certain that it wants to take hostages. Extortion for the sake of extortion. As principle.
It’s of a piece with the series of almost-shutdowns we’ve endured (all of them echoing the Gingrich train wreck of 1995-1996). With the debt limit showdown of 2011. With the explosion of the filibuster far beyond previous use in the Senate. With a series of “constitutional hardball” examples over the years. With the choice to attempt to undermine the ACA rather than fix or improve what they could, with the goal – the goal! – of causing as much policy failure as possible.
A party only does those things if its leaders and many of its members have taken as a principle Nixon’s standard operating procedure of treating the rest of the United States government beyond the White House as illegitimate; a party only does those things if it no longer accepts the basic constitutional constraints that most politicians, no matter what their views on public policy, have by and large accepted. And a party only does this if it believes, as Newt Gingrich did, that the best way to gain control of institutions is to first destroy them.
That’s the Republican Party we have. Not every single member of it, of course, but it’s a strong enough influence that it’s what really matters. And while I have no brilliant suggestions for how to do it, I do believe that the most urgent task facing the political system right now is to figure out some way for Republicans to shake off the influence of Newt and Nixon.

“Fitful Fabrications: Watergate Amnesia, The ‘Nixonian’ Slur, And Other Big Lies
Let’s state this very simply, so everybody will understand. The notion that Barack Obama is “Nixonian” — or that his administration’s recent troubles bear any resemblance to “Watergate” — is the biggest media lie since the phony “Whitewater scandal” crested during the Clinton presidency.
Fraudulent as it is, we have listened repeatedly to versions of this bogus comparison uttered by figures as diverse as former Fox News commentator Dick Morris and Bob Woodward of the Washington Post, alongside a phalanx of Republican politicians, including Senator Lindsey Graham (R-SC) and Senate Majority Leader Mitch McConnell (R-KY) – whose latest attack ad directly links Obama with Nixon.
Only in a country afflicted with chronic historical amnesia could they issue such accusations without shame or embarrassment. Only under those circumstances could the Republicans continue their fitful fabrication of a “Democratic Watergate” without fear of being laughed off the stage. It is a project that they will never grow tired of pursuing.
Coming from figures such as former White House political boss Karl Rove and Fox News chief Roger Ailes — both of whom worked for Nixon and defended him with vigor — the hypocrisy is stunning. They can only say words like “Watergate” or “Nixonian” because most Americans have forgotten who they really are behind the respectable masks – or never knew.
The last time we heard Obama mentioned in the same breath as Watergate was in 2009, when Rep. Darrell Issa (R-CA) – the same Issa who has labored for months to pump air into the Benghazi “scandal” – decided that a job offered to a potential political candidate had erupted into a Constitutional crisis. Is it necessary to note that nothing of consequence ever emerged from Issa’s investigation back then? Yet somehow, he maintains credibility with the Washington media.
So does Graham, who slandered Susan Rice over the Benghazi talking points, which he deemed “worse than Watergate” – an assertion since proved entirely wrong, irresponsible, and vicious. Nevertheless Graham is treated as someone worthy of airtime and quotation, rather than a discredited blowhard.
But certain liberals in the media have fretted loudly over Obama’s “scandals,” too. Is it reasonable to compare the Benghazi incident, the vetting of abused tax exemptions by the IRS, or the Justice Department’s leak investigations with the Watergate crisis? Or is it all just trumped-up hysteria? To answer those questions, it helps to remember what Nixon and his gang actually did to America – and why they were driven out of Washington and, in many cases, sent to prison.
In these circumstances, a quick history lesson seems vital. For those who have forgottten or don’t know, Watergate is the name of an apartment complex near the Potomac River in northwest Washington, D.C., where then-President Nixon’s henchmen staged a “third-rate burglary” of the Democratic National Committee headquarters on a June night in 1972.
But Watergate came to stand for a vast agglomeration of gangster conspiracies based in the Nixon White House but spanning the nation. Watergate was a series of burglaries, warrantless domestic wiretaps, illegal spying, campaign dirty tricks, election tampering, money laundering, and assorted thuggish schemes conceived by a large and lawless gang whose leaders included G. Gordon Liddy and the late E. Howard Hunt.
And Watergate grew into a cover-up of those initial felonies with still more felonies, committed by lawyers and bureaucrats who collected cash payoffs from major corporations and then handed out hush money and secret campaign slush funds.
Eventually, Watergate implicated scores of perpetrators, from the right-wing Cuban footsoldiers all the way up to the president, his closest advisors, and his crooked stooges at the highest levels of the Justice Department, the FBI, and the CIA.
Again then, in what sense is the Benghazi tragedy – thoroughly investigated by an independent board, as provided by law – akin to Watergate? How is the IRS effort to vet the tax exemptions of Tea Party groups, which were violating their status brazenly, similar to Nixon’s criminal abuse of the agency to punish his enemies with audits? What makes the Justice Department probe of national security leaks, conducted with valid subpoenas, resemble the secret Nixon White House war against “enemies” in the press, which went so far as trumped-up FCC license challenges and even threats of violence against the Washington Post?
The answers are fairly obvious: None. Not at all. Nothing whatsoever.
And so far as we know, Attorney General Eric Holder hasn’t rung up any Fox News reporter drunkenly at midnight to warn that Roger Ailes is “going to get his tit caught in a big, fat wringer.” But if and when that ever happens, the chance to roll out the Watergate clichés will arrive at last — starting with “Nixonian.”
