“A Profound Test Of Their Principles”: Republican Candidates’ Despicably Lukewarm Criticism Of Donald Trump

You may remember that a year ago, Jeb Bush was musing on the Republican primary when he said that a winning GOP candidate would have “to be much more uplifting, much more positive, much more willing to… lose the primary to win the general [election] without violating your principles.” While the assumption at the time was that Bush was thinking mostly about immigration, it turns out that what we might call Bush’s Paradox applies to a whole range of issues.

Right now, the candidates are facing that paradox, in a profound test of their principles. And they’re failing.

The proximate cause is Donald Trump, who has moved from being a comical if repellent figure to being truly ghastly and sinister. As Trump has taken his xenophobia and outright hate-mongering to ever-increasing heights, the most stinging rebuke most of his opponents can offer in response is, “Well, I wouldn’t go that far.”

You might think I’m misrepresenting their statements, downplaying the degree to which they’ve condemned Trump for his ugly Islamophobic remarks. But if we look closely at what they’ve said, it’s clear that they’re being careful not to criticize him too harshly, lest they offend the voters who seem to be flocking to him precisely because he’s the one giving fullest expression to their hatred and fear.

But before we get to that, a brief review. Trump’s latest bit of demagoguery is a proposal (though I use the term loosely) to prohibit any Muslim from entering the United States — as an immigrant, as a businessperson, even as a tourist. Trump would even apply that to American citizens who had traveled out of the country and want to return. This follows on his extended insistence that “thousands and thousands” of American Muslims celebrated the fall of the World Trade Center, which was notable not just for the fact that it’s false, but for its purpose. In harping on this myth, Trump was trying to convince people that other Americans are untrustworthy, suspect, each one a terrorist sympathizer if not an outright terrorist. Add that to his assertion that mosques should be under surveillance and his toying with the idea of the government keeping a list of all Muslims for regular monitoring.

And it isn’t like Trump’s Islamophobia is unique to him. After the Paris attacks, all the Republican candidates seized on the issue of Syrian refugees to stoke fear of terrorism in the hearts of voters (even though going through the lengthy process of obtaining refugee status is about the most cumbersome and time-consuming way to reach the United States; if the attackers in Paris had wanted to come here, all they would have had to do is buy a plane ticket). Jeb Bush and Ted Cruz both said that we should accept Christian refugees, but not Muslim ones. Ben Carson said that no Muslim should be allowed to be president unless they disavowed their religion.

And how have Trump’s opponents reacted to the river of hate that gushes forth every time he steps up to a microphone? With the utmost care. “I disagree with that proposal,” Ted Cruz said about excluding Muslims from the United States. “Donald Trump is unhinged. His ‘policy’ proposals are not serious,” said Jeb Bush. “I disagree with Donald Trump’s latest proposal,” said Marco Rubio. “His habit of making offensive and outlandish statements will not bring Americans together.” Chris Christie said that the remarks showed that Trump didn’t have enough experience to deal with terrorism. “Unfortunately I think Donald Trump’s over reaction is as dangerous as Obama’s under reaction,” said Carly Fiorina. John Kasich called it “outrageous divisiveness,” mustering the strongest condemnation.

What we have there are varying degrees of disagreement, but about the worst any of them can bring themselves to say is that Trump’s ideas are nutty. Not that he’s a bigot, not that he’s using the politics of hate, not that he’s falling in line with a sordid history of racism. And certainly none of them are speaking directly to American Muslims — just imagine if they pandered to that community the way they pander to a dozen others whose votes they want.

There is one exception, who should be given all the credit he deserves: Lindsey Graham. Trump, Graham said in a recent appearance on CNN, is “a race-baiting, xenophobic religious bigot. He doesn’t represent my party. He doesn’t represent the values that the men and women who wear the uniform are fighting for.”

Perhaps it’s because Graham barely registers in the polls that he feels free to speak plainly about Trump, because those polls also show that there’s a substantial audience for what Trump is offering. Republicans give Muslims lower favorability ratings than any other group. One recent poll found that only 49 percent of Iowa Republicans thought Islam should be legal. And ugly anti-Muslim incidents, ranging from harassment to outright hate-crimes, are cropping up all over.

While Trump may not have much support for his specific ideas from other Republicans, the conservative media reinforces the mindset that produces them each and every day. Josh Marshall recently described the discussion of these issues on Fox News as “a whole tapestry of falsehoods, that combined with incitement and hysteria create a mental world in which Donald Trump’s mounting volume of racist incitement is just not at all surprising.” Fox regularly gives airtime to bigots and xenophobes to spout off about the threat not only from abroad but from American Muslims (though a lot of that shows up on other cable networks as well), rhetoric that is echoed on one conservative talk radio show after another. And don’t think Republican politicians don’t know who’s watching and listening.

So is anyone going to be surprised if next week some heavily armed right-wing terrorist walks into a mosque or a Muslim community center and starts killing as many innocent men, women, and children as he can? After all, he keeps hearing about how they’re terrorist sympathizers, how they need to be watched, how they need to be kept out, how they need to suspected and feared and hated.

I don’t know how long this ugly period will last, but I do know that history is going to judge those who created it harshly. And those who stepped carefully around a demagogue like Trump, always worried that they might offend his followers? Their cowardice will be remembered too.

“Empowering The Ugliness”: The Strategies Elites Traditionally Used On Those Angry Voters Have Finally Broken Down

We live in an era of political news that is, all too often, shocking but not surprising. The rise of Donald Trump definitely falls into that category. And so does the electoral earthquake that struck France in Sunday’s regional elections, with the right-wing National Front winning more votes than either of the major mainstream parties.

What do these events have in common? Both involved political figures tapping into the resentments of a bloc of xenophobic and/or racist voters who have been there all along. The good news is that such voters are a minority; the bad news is that it’s a pretty big minority, on both sides of the Atlantic. If you are wondering where the support for Mr. Trump or Marine Le Pen, the head of the National Front, is coming from, you just haven’t been paying attention.

But why are these voters making themselves heard so loudly now? Have they become much more numerous? Maybe, but it’s not clear. More important, I’d argue, is the way the strategies elites have traditionally used to keep a lid on those angry voters have finally broken down.

Let me start with what is happening in Europe, both because it’s probably less familiar to American readers and because it is, in a way, a simpler story than what is happening here.

My European friends will no doubt say that I’m oversimplifying, but from an American perspective it looks as if Europe’s establishment has tried to freeze the xenophobic right, not just out of political power, but out of any role in acceptable discourse. To be a respectable European politician, whether of the left or of the right, you have had to accept the European project of ever-closer union, of free movement of people, open borders, and harmonized regulations. This leaves no room for right-wing nationalists, even though right-wing nationalism has always had substantial popular support.

What the European establishment may not have realized, however, is that its ability to define the limits of discourse rests on the perception that it knows what it is doing. Even admirers and supporters of the European project (like me) have to admit that it has never had deep popular support or a lot of democratic legitimacy. It is, instead, an elite project sold largely on the claim that there is no alternative, that it is the path of wisdom.

And there’s nothing quite like sustained poor economic performance – the kind of poor performance brought on by Europe’s austerity and hard-money obsessions — to undermine the elite’s reputation for competence. That’s probably why one recent study found a consistent historical relationship between financial crises and the rise of right-wing extremism. And history is repeating itself.

The story is quite different in America, because the Republican Party hasn’t tried to freeze out the kind of people who vote National Front in France. Instead, it has tried to exploit them, mobilizing their resentment via dog whistles to win elections. This was the essence of Richard Nixon’s “southern strategy,” and explains why the G.O.P. gets the overwhelming majority of Southern white votes.

Sooner or later the angry whites who make up a large fraction, maybe even a majority, of the G.O.P. base were bound to rebel — especially because these days much of the party’s leadership seems inbred and out of touch. They seem, for example, to imagine that the base supports cuts to Social Security and Medicare, an elite priority that has nothing to do with the reasons working-class whites vote Republican.

So along comes Donald Trump, saying bluntly the things establishment candidates try to convey in coded, deniable hints, and sounding as if he really means them. And he shoots to the top of the polls. Shocking, yes, but hardly surprising.

Just to be clear: In offering these explanations of the rise of Mr. Trump and Ms. Le Pen, I am not making excuses for what they say, which remains surpassingly ugly and very much at odds with the values of two great democratic nations.

What I am saying, however, is that this ugliness has been empowered by the very establishments that now act so horrified at the seemingly sudden turn of events. In Europe the problem is the arrogance and rigidity of elite figures who refuse to learn from economic failure; in the U.S. it’s the cynicism of Republicans who summoned up prejudice to support their electoral prospects. And now both are facing the monsters they helped create.

“Ted Cruz’s Plan For ISIS Is Disastrously Inhumane”: The Scary Thing Is That Cruz Might Actually Believe His Campaign Rhetoric

Ted Cruz never says anything good just once — when he finds a line or a joke that gets applause, he repeats it over and over. And one of his big crowd-pleasers at the moment is this little ditty about the Islamic State: “We will carpet-bomb them into oblivion. I don’t know if sand can glow in the dark, but we’re going to find out!”

In front of audiences that want to know who’s going to be most ruthless in fighting those terrible terrorists that are terrifying us, it never fails. And it reflects prevailing Republican sentiment, which says that ISIS hasn’t been defeated only because Barack Obama is weak, and with the application of enough force, this problem can be solved.

Just last week, I praised Cruz for being nearly alone among the Republican candidates (Rand Paul joins him in this) in realizing the pitfalls of nation-building. He has said repeatedly that it’s a bad idea for us to go in and occupy a place like Syria in the hopes that we can create a thriving and peaceful democracy there, and that if we were to depose Bashar al-Assad, the vacuum created by his departure would likely be filled by a theocratic regime. But Cruz’s apparent willingness to entertain the idea of unintended consequences obviously has its limits.

Does Cruz actually want to drop nuclear weapons on places where ISIS is operating? That’s what’s implied by the bit about sand glowing in the dark, but he’d never cop to that. How about carpet-bombing? After all, part of the difficulty with fighting ISIS from the air is that they control cities full of civilians. The American military doesn’t lack for ordnance; we could level those cities if we wanted. But doing so would mean thousands and thousands of civilian casualties, killing the very people we’d be claiming to want to save. That’s not only morally abhorrent, it would be extremely likely to produce the kind of hatred towards America that helped Al Qaeda thrive, helped ISIS replace Al Qaeda, and would help the next terrorist group take ISIS’s place.

In an interview Wednesday with NPR, Cruz got asked about this problem, and put his finely honed evasion skills to work. Asked by host Steve Inskeep whether he wanted to “flatten” cities where ISIS is located, Cruz said, “I think we need to use every military tool at our disposal to defeat ISIS.” Inskeep pressed him: “You can flatten a city. Do you want to do that?” Cruz responded, “The problem with what President Obama is doing” is that he’s too soft, noting that in World War II we didn’t worry about the welfare of the German people, we just fought. “FDR carpet-bombed cities,” Inskeep noted. “Is that what you want to do?” Cruz answered, “I want to carpet-bomb ISIS.”

Now perhaps President Cruz’s powers of persuasion would be so extraordinary that he could convince ISIS to leave the cities it controls, where its members sit amongst the innocent civilians it’s oppressing, and march out to the desert so we could more efficiently carpet-bomb them. But I doubt it.

Of course, Cruz is hardly the only presidential candidate offering absurdly simplistic ideas about how to solve this problem. But one might think that the destruction we could wreak upon civilian populations in the Middle East would be a matter of particular concern given our recent history. Estimates of the civilian casualties in the Iraq War range somewhere between 165,000 and 500,000, but conservatives seem convinced that all that suffering and death had nothing to do with the rise of ISIS, and repeating it would be regrettable but not produce any blowback. It appears to be gospel on the right that the people in countries we’ve invaded or bombed are so understanding and forgiving that none of that matters to them; those who become radicalized only “hate us for our freedoms.” Which doesn’t explain why ISIS doesn’t hate Japan or Costa Rica or Switzerland just as much, since in those countries they also have freedoms.

Perhaps we have trouble understanding what it’s like to have a foreign army bombing or occupying your country because it’s been so long. We haven’t had such an army on our soil since the War of 1812, and though we were attacked at Pearl Harbor and then 60 years later on 9/11, those were events confined to a single day. So we can’t seem to grasp the kind of resentment and even hatred that an extended military campaign can foster, no matter how noble the ideals of the country that sent the army carrying it out. When the Bush administration assumed we’d be “greeted as liberators” in Iraq (as Dick Cheney put it), they simply couldn’t contemplate that Iraqis might not be excited to see us rain down bombs, destroy their infrastructure, and then occupy their country, even if they didn’t like the dictator they were living under.

Grasping that requires empathy and a little imagination, neither of which is in good supply in the GOP these days, let alone among its presidential candidates. It’s the luxury of running for office that you can make all problems sound simple, pretend that you can carpet-bomb a city and kill only the bad guys and not the people living there, and act as though strength and resolve are all you need to solve problems. The scary thing to contemplate is that someone like Ted Cruz might actually believe his campaign rhetoric, and put it into action if he became president.

“A Moral And Human Duty”: Nations Approve Landmark Climate Accord in Paris

With the sudden bang of a gavel Saturday night, representatives of 195 countries reached a landmark climate accord that will, for the first time, commit nearly every country to lowering planet-warming greenhouse gas emissions to help stave off the most drastic effects of climate change.

Delegates who have been negotiating intensely in this Paris suburb for two weeks gathered for the final plenary session, where Foreign Minister Laurent Fabius of France asked for opposition to the deal and, hearing none, declared it approved.

With that, the delegates achieved what had been unreachable for two decades: a consensus on the need to shift from carbon-based fuels and a road map for the 195 nations to do so.

Though the deal did not achieve all that environmentalists, scientists and some countries had hoped for, it set the table for more efforts to slow the slide toward irreversible changes to the Earth’s climate.

President Obama said on Saturday from the Cabinet Room at the White House, “The American people should be proud” of the landmark climate accord because it offered “the best chance we’ve had to save the one planet we’ve got.”

Mr. Obama added, “I believe this moment can be a turning point for the world.”

It was an extraordinary effort at global diplomacy. Supporters argued that no less than the future of the planet was at stake, and in the days before the final session, they tried relentlessly to persuade skeptical nations.

As they headed into the cavernous hall late Saturday, representatives of individual countries and blocs expressed support for a deal hammered out in a final overnight session on Friday. After a day of stops and starts, Mr. Fabius, the president of the climate conference, declared a consensus and struck the gavel at 7:26 p.m., abruptly closing formal proceedings that had threatened to go into the night.

The hall erupted in cheers as leaders like Secretary of State John Kerry and former Vice President Al Gore stood to applaud President François Hollande of France; his ecology minister, Ségolène Royal; his special envoy, Laurence Tubiana; and the executive secretary of the United Nations climate convention, Christiana Figueres.

South Africa’s environment minister, Bomo Edna Molewa, called the accord the “first step in a long journey that the global community needs to undertake together.”

At its heart is a breakthrough on an issue that foiled decades of international efforts to address climate change. Previous pacts required developed economies like the United States to reduce greenhouse gas emissions but exempted developing countries such as China and India.

The new accord changes that dynamic, requiring action in some form from every country. But the echoes of the divide persisted during the negotiations.

Delegates received the final draft of the document Saturday afternoon, after a morning when the text was promised but repeatedly delayed. They immediately began parsing it for language that had been the subject of energetic debate, in preparation for a voice vote on whether the deal should become law.

All evening, tense excitement was palpable. The delegates rose to their feet to thank the French team, which drew on the finest elements of the country’s traditions of diplomacy to broker a deal acceptable to all sides.

France’s European partners recalled the coordinated Nov. 13 terrorist attacks in Paris, which killed 130 people and threatened to cast a shadow over the negotiations. But, bound by a collective good will toward France, countries redoubled their efforts.

“This demonstrates the strength of the French nation and makes us Europeans all proud of the French nation,” said Miguel Arias Cañete, the European Union’s commissioner for energy and climate action.

Yet amid the spirit of success that dominated the final hours of the talks, Mr. Arias Cañete reminded delegates that the accord was the start of the real work. “Today, we celebrate,” he said. “Tomorrow, we have to act. This is what the world expects of us.”

The new deal will not, on its own, solve global warming. At best, scientists who have analyzed it say, it will cut emissions by about half of what is needed to prevent an increase in atmospheric temperatures of 2 degrees Celsius, or 3.6 degrees Fahrenheit. That is the point, scientific studies have concluded, at which the world will be locked into devastating consequences, including rising sea levels, severe droughts and flooding, widespread food and water shortages, and more destructive storms.

But the agreement could be an inflection point in human history: the moment when, because of a huge shift in global economic policy, the inexorable rise in carbon emissions that started during the Industrial Revolution began to level out and eventually decline.

Unlike at the climate summit meeting in Copenhagen in 2009, Mr. Fabius said, the stars for this assembly were aligned.

As negotiators from countries representing a self-described “high-ambition coalition” walked into the plenary session shortly before noon, they were swarmed by cheering bystanders. The coalition, formed to push for ambitious environmental provisions in the deal, includes rich countries such as the United States and members of the European Union; island nations like Tuvalu and Kiribati, which are vulnerable to rising sea levels; and countries with the strongest economies in Latin America, such as Brazil.

Representatives of the group wore lapel pins made of dried coconut fronds, a symbol of the Marshall Islands, whose climate envoy, Tony de Brum, helped form the coalition. Developing countries with the highest emissions, such as China and India, are not members.

Scientists and world leaders had said the talks here were the world’s last, best hope of striking a deal that would begin to avert the most devastating effects of a warming planet.

The final language did not fully satisfy everyone. Representatives of some developing nations expressed consternation. Poorer countries had pushed for a legally binding provision requiring that rich countries appropriate at least $100 billion a year to help them mitigate and adapt to the ravages of climate change. In the deal, that figure appears only in a preamble, not in the legally binding portion.

It was not immediately clear what horse trading and arm twisting had brought the negotiators into accord. But in accord they were, after two years of international talks in dozens of world capitals, two weeks of focused negotiations in a temporary tent city here, and two all-night, line-by-line negotiations.

While top energy, environment and foreign policy officials from nearly every country offered positions on the text, ultimately it fell to France, the host, to assemble the final document and see through its approval.

Some countries objected to the speed with which Mr. Fabius banged down the gavel. Nicaragua’s representative, Paul Oquist, said his nation favored a global cap on emissions, a political nonstarter. He said the deal unfairly exempted rich nations from liability for “loss and damage” suffered by those on the front lines of climate change.

The national pledges will not contain warming to 2 degrees Celsius. And more recent scientific reports have concluded that even preventing that amount of warming will not be enough.

Vulnerable low-lying island states had pushed for the more stringent target over the objections of major oil producers like Saudi Arabia. But that target is largely considered aspirational and is not legally binding.

The agreement sets a vague goal of having global emissions peak “as soon as possible,” and a schedule for countries to return to the negotiating table every five years with plans for tougher polices. The first such meeting will take place in 2020.

The accord also requires “stocktaking” meetings every five years, at which countries will report how they are reducing their emissions compared with their targets. And it includes language requiring countries to monitor, verify and publicly report their emission levels.

Monitoring and verification had been among the most contentious issues, with negotiators wrangling into Saturday morning. The United States had insisted on an aggressive, uniform system for countries to publicly report their emissions, and on the creation of an outside body to verify reductions. Developing nations like China and India had demanded that they be subject to a less stringent form of monitoring and verification.

The final draft requires all countries to use the same reporting system, but it lets developing nations report fewer details until they are able to better count their emissions.

Some elements of the accord are voluntary, while others are legally binding. That hybrid structure was specifically intended to ensure the support of the United States: An accord with binding targets would be legally interpreted as a new treaty and would have to go before the Senate for ratification. Such a plan would be dead on arrival in the Republican-controlled Senate, where many question the established science of climate change and hope to thwart Mr. Obama’s climate change agenda.

As a result, all language on the reduction of carbon emissions is essentially voluntary. The deal assigns no concrete reduction targets to any country. Instead, each government has crafted a plan to lower emissions at home based on the country’s domestic politics and economy.

The accord uses the language of an existing treaty, the 1992 United Nations Framework Convention on Climate Change, to require countries to verify their emissions and to periodically put forth tougher domestic plans.

“This agreement is highly unlikely to trigger any legitimate grounds for compelling Senate ratification,” said Paul Bledsoe, a climate change official in the Bill Clinton administration. “The language itself is sufficiently vague regarding emissions pledges, and presidents in any event have frequently used their broad authority to enter into these sorts of executive agreements.”

“Just Hiding In The Weeds”: Why Ted Cruz Is Happy Hiding In Donald Trump’s Shadow

On Monday, a few hours before Donald Trump called for “a total and complete shutdown of Muslims entering the United States,” Ted Cruz was asked whether he expects Trump to come after him, now that one leading poll has the Texas senator ahead in the coveted early voting state of Iowa. “Listen, I like and respect Donald Trump,” said Cruz. “I continue to like and respect Donald Trump. While other candidates in this race have gone out of their way to throw rocks at him, to insult him, I have consistently declined to do so, and I have no intention of changing that now.”

True to his word, Cruz refused to join the pack of Republican hopefuls who piled onto the front-runner’s latest obscenity. At a press conference the following morning to announce a Senate bill barring the resettlement of Syrian refugees, Cruz appeared alongside Texas Governor Greg Abbott and continued to dance around the question of Trump’s naked racism, at one point commending the Donald for “focusing the American people’s attention” on the urgency of fending off foreign invaders. Pressed for a direct response to Trump’s ban on Muslims, Cruz finally conceded, “I do not agree with [Trump’s] proposal. I do not think it is the right solution.”

The right solution, you may be surprised to learn, is Cruz’s solution, which he just happened to introduce in the Senate the morning after Trump belched out his own. The modestly titled “Terrorist Refugee Infiltration Prevention Act” would substitute Trump’s blanket, possibly unconstitutional ban with a more targeted—and, in certain senses, crueler—three-year moratorium on the resettlement of refugees from Syria, Iraq, Libya, Somalia, Yemen, and any other country determined to contain “terrorist-controlled territory.” Where Trump’s answer is typically lacking in nuance, Cruz’s bill is designed to “focus very directly on the threat.” He’s casting it as the principled, measured alternative to a vaguely defined problem that both candidates insist exists.

“This is not about the Islamic faith,” Cruz explained to NPR’s Steve Inskeep on Wednesday. “It is about Islamism, which is a very different thing.” The conservatives Cruz is courting don’t appear to recognize the distinction, and it would be naive to think that Cruz isn’t perfectly aware of that. According to a new Bloomberg poll, two-thirds of likely Republican voters support Trump’s indiscriminate prohibition; one-third say it makes them more inclined to vote for him.

If Cruz truly wanted to set his intentions apart from Trump’s, he could start by refuting the white-supremacist propaganda Trump has pointed to as evidence that “Muslim” is indeed synonymous with “terrorist sympathizer.” But Cruz, the champion debater and seasoned appellate attorney, is careful to present his disagreement with Trump as rooted in policy, not premise. “That is not my view of how we should approach it,” Cruz told NPR. He’s happy to let voters decide what the “it” is.

Trump’s precipitous descent into outright fascism is widely considered to be a problem for the GOP—and in some ways it is. But for Cruz, never a party loyalist to begin with, it’s also created a unique opportunity to channel the energies of racial anxiety into a comparatively palatable, mainstream campaign for the presidency. A number of commentators have noted that Cruz is positioning himself to consolidate Trump’s support in the eventual event of his collapse—which, we keep being told, will be arriving any day now.

But the net, and more dangerous, effect of Cruz’s strategy is to legitimize the racism that informs Trump’s. Two weeks ago, Cruz was on the extreme end of a national debate over admitting people fleeing the ravages of countries the United States has made war on. By allowing Trump to “effectively outbid” him in the wake of the San Bernadino massacre, as NPR’s Inskeep put it, Cruz has come out looking relatively moderate and responsible in an entirely new discussion about whether the basis of U.S. policy should be overt xenophobia or implied xenophobia.

Each of the remaining Republican contenders is cognizant of the need to create rhetorical distance from Trump without disavowing the sentiments he’s churned up from below. Carly Fiorina called closing the borders to Muslims an “overreaction”—a euphemism that became a false equivalence when she compared it to President Obama’s “dangerous” underreaction to the supposed threat. Marco Rubio criticized the form of Trump’s comments but not their substance, saying only that Trump’s “habit of making offensive and outlandish statements will not bring Americans together.” Jeb Bush, who supports imposing a religious test on the admission of refugees, called Trump “unhinged.” Ben Carson, who disagrees with Trump’s proposed ban because he does “not advocate being selective on one’s religion,” has previously stated that a Muslim shouldn’t be allowed to be president.

The other candidates may recognize the dilemma posed by the stubborn popularity of Trump’s ravings, but no one has been as deliberate, or effective, in incorporating the strains of white nationalism into their own overarching strategy as Cruz has. He’s hewed closely—but, critically, not too closely—to Trump’s noxious line on immigration and refugees, which Cruz frequently ties together with warnings of an impending invasion from the south. “Border security is national security,” he said in a statement on Sunday prior to President Obama’s address about terrorism and the San Bernadino shootings. “I will shut down the broken immigration system that is letting jihadists into our country,” he reiterated later.

So far, Trump’s flamboyant nativism has drawn all the scrutiny, leaving Cruz to concentrate on raising money and building out his ground game. He knows better than to openly embrace the most jarring of Trump’s flourishes, but he won’t attack them, either—and when others do, Cruz is right there holding the flank. President Obama sounds like a “condescending school marm lecturing the American people against Islamophobia,” Cruz told NPR’s Inskeep. At the last Republican debate, he invoked his Cuban-American heritage as a cover for the field’s more general shift in the direction of mass deportation and wall-building: “For those of us who believe people ought to come to this country legally, and we should enforce the law, we’re tired of being told it’s anti-immigrant. It’s offensive.” Two weeks later, campaigning on the road in Iowa alongside Representative Steve “Cantaloupe Calves” King of Iowa, perhaps the most aggressively ignorant anti-immigration crusader in Congress, Cruz assured reporters that “tone matters” when it comes to these issues.

In an effort to explain his latest step down the road to the internment camp, some have speculated that Trump is attempting to fend off Cruz’s surging poll numbers. If so, he misunderstands the nature of Cruz’s maneuvering, as well as the depth of Cruz’s patience. With each reflexive lurch toward a darker, more explicitly ugly politics, Trump draws more attention to himself but also clears more ideological space for Cruz. Lindsey Graham, who’s polling somewhere ahead of Louis Farrakhan in the race for the Republican nomination, told the Guardian, “It’s time for Ted Cruz to quit hiding in the weeds and speak out against Donald Trump’s xenophobia and racial bigotry.”

But Ted Cruz likes it in the weeds just fine. He’s made it this far trudging through the muck, and there’s no reason for him to change course anytime soon.
