“Rand Paul Remains Preoccupied With Bill Clinton”: Beware Of Those Who Protest Too Much
Nearly two weeks ago, Sen. Rand Paul (R-Ky.) decided to go after former President Bill Clinton, focusing on the Lewinsky affair from 19 years ago. The former president, Paul said, was guilty of “predatory behavior.” He added that this would be relevant if Hillary Clinton runs in 2016 because “sometimes it’s hard to separate one from the other.”
Asked later about the comments, Paul suggested that Clinton isn’t really on his mind. “It’s not as if I’m bringing this up 20 years later. I was asked a direct question,” the Kentucky senator said. “However, if I’m asked a direct question, I’ll usually answer it.”
For a guy who only mentioned Clinton because he was “asked a direct question,” Rand Paul seems oddly preoccupied with the former president.
The senator’s original criticism came on “Meet the Press” on Jan. 26. Paul then took another rhetorical shot at Clinton on Jan. 28. And then another on Jan. 29. And then another on Feb. 5. And then again later on Feb. 5.
This morning, there was the Kentucky Republican, once again talking about the subject he only reluctantly broached in the first place.
“[Democrats] can’t have it both ways,” Paul said on C-Span’s “Newsmakers” set to air Sunday.
“And so I really think that anybody who wants to take money from Bill Clinton or have a fundraiser has a lot of explaining to do. In fact, I think they should give the money back,” Paul said. “If they want to take position on women’s rights, by all means do. But you can’t do it and take it from a guy who was using his position of authority to take advantage of young women in the workplace.”
This is getting a little weird.
To reiterate a point from last week, much of this likely has to do with 2016 and Paul’s concern that Bill Clinton remains a very popular national figure. Indeed, even Republicans who hated Clinton with a passion during his time in office – up to and including impeaching him – have since decided he wasn’t such a bad guy after all. Robert Schlesinger labeled the phenomenon “Clinton Nostalgia Syndrome.”
The senator is no doubt aware of this, all while remaining cognizant of the fact that Hillary Clinton is a possible candidate. The calculus isn’t subtle: Rand Paul is probably worried that Clinton nostalgia will make the former Secretary of State that much more difficult to defeat. As a consequence, he’s become oddly preoccupied with a sex scandal from the mid-90s, which the American mainstream has long since given up caring about.
But I also wonder if there’s a touch of defensiveness lurking just below the surface. After all, Paul not only supports government intervention in restricting reproductive rights, he’s also voted against the Paycheck Fairness Act and the Violence Against Women Act, while voting for the Blunt Amendment on contraception.
With a record like that, the senator may be understandably concerned about alienating women voters. I’m not a political strategist, but I don’t imagine constant complaining about Bill Clinton will address Paul’s underlying trouble.

“Pitting The Poor Against The Other Poor”: America Should Treat All Poor People As Well As It Treats Poor Veterans
The message about American soldiers is almost always the same across partisan lines: They are hard-working, courageous, brave heroes, the essence of upstanding, wholesome, and industrious citizenry.
This picture may well be true. But there’s a troubling underbelly to this ideal: Our culture’s respect and admiration for the troops is matched in extremity by its disrespect for the poor.
The poor in this country are often described in polar opposite terms of those employed to exalt soldiers. The poor are takers, morally degenerate, lazy, and so welfare-addicted that they can’t even have life dreams and projects. In our depictions of soldiers and veterans, we construct paragons of virtue. In our depictions of the poor and downtrodden, we construct paragons of vice.
However, lurking behind this contrast is an uncomfortable reality: The two groups substantially overlap.
In 2011, nearly 1 in 7 of our country’s homeless were veterans, nearly 1 in 3 veterans between the ages 18 and 24 were unemployed, and veterans lived in 1 in 5 households poor enough to qualify for low-income heating assistance. Last year, nearly 1 million veterans were on food stamps, and many more doubtlessly received low-income transfer payments like the Earned Income Tax Credit, the kinds of transfers being pilloried by those who decry the “47 percent.”
The poor are often veterans, and veterans are often poor.
This fact occasionally puts conservative lawmakers and commentators who heap disdain on the poor in very tough spots. After all, how do you level rhetorical attacks on the poor and the programs that serve them without also attacking the poor veterans whom we lionize in their capacity as former soldiers?
One way conservatives deal with this tension is to just flatly exclude veterans from their welfare bashing. So for instance, when Senate Republicans sought an accounting of all of the means-tested benefits paid out by the federal government each year, they directed the Congressional Research Service to specifically exclude means-tested welfare programs for veterans. After all, if you are going to construct a list of programs that you intend to trash as wasteful, you can’t have it include means-tested veterans’ health care and means-tested veterans’ pensions. That would be far too disrespectful and intolerably dissonant with pro-troop messaging.
On the liberal side of the aisle, the existence of poor and economically suffering veterans presents a huge rhetorical opportunity, but one that the left constantly manages to bungle. Right now, big name Democrats talk about poor veterans in ways that tend to preserve the notion that they are particularly special. So for instance, when Cory Booker discussed the impact of cutting unemployment insurance on veterans, he emphasized that this was a special crime because “these men and women who fought for our country … are not lazy.” Instead of using this opportunity to defend the poor at large, we get special pleading based on the notion that poor and struggling veterans are somehow different from and more virtuous than the other program beneficiaries.
The more sensible move here, both on the merits and politically, is not to sequester poor veterans off into their own special category of poor people. Such hiving off only reinforces the toxic and illegitimate distinction we make between the deserving and undeserving poor. Instead of separating veterans out, they should be depicted as being very much like most people who find themselves in economic trouble.
The reason why veterans — people who in prior years proved themselves capable of adhering to extreme discipline and undertaking grueling amounts of difficult labor — wind up poor or unemployed is because poverty and unemployment are mainstream conditions that affect huge swaths of our population, not just some mythical class of degenerate scum. Four out of five Americans spend at least one year of their adult life in or near poverty, jobless, or reliant on welfare. Over half of American adults spend at least one year of their life in poverty and nearly 1 in 7 Americans report having been homeless at some point in their life.
As the the President’s Commission on Income Maintenance Programs pointed out in 1969, “our economic and social structure virtually guarantees poverty for millions of Americans. Unemployment and underemployment are basic facts of American life.”
It’s time to reform mainstream understanding of the poor. Ask yourself: If the exemplars of greatness in our society can fall into poverty and unemployment, then who else might be in those ranks alongside them?

“Running Out Of Excuses”: Boehner’s ‘Trust’ Issues On Immigration
The odds of congressional success on immigration reform tend to swing wildly from one day to the next. Reform’s chances are either “likely” or a “long shot” depending on the latest quote, headline, hearing, poll, or rumor.
But this morning, the man who largely has the future of the policy in his hands made it sound as if immigration reform simply will not happen anytime soon.
House Speaker John Boehner said Thursday that House leaders cannot move immigration reform legislation until President Barack Obama restores “trust” among Republicans.
But the GOP leader did not say what rebuilding that trust might entail.
The Speaker told reporters, “There’s widespread doubt about whether this administration can be trusted to enforce our laws. And it’s going to be difficult to move any immigration legislation until that changes.”
Boehner added, “The president’s asking us to move one of the biggest bills of his presidency, and yet he’s shown very little willingness to work with us on the smallest of things.”
As a factual matter, some of this is just odd. Obama has generally shown overwhelming willingness to work with Congress on just about anything, large or small. There’s probably a reason Boehner didn’t mention any examples to bolster his argument.
But the real significance of the Speaker’s comments were their likely bearing on the immigration debate. As Boehner sees it, House Republicans aren’t confident that the Obama administration will enforce federal law, and as such, they don’t want to vote for reform. As the argument goes, even if Congress approves sweeping border-security measures intended to satisfy GOP lawmakers’ demands, Obama may simply blow off laws (or parts of laws) whenever it strikes his fancy.
Indeed, it’s not just Boehner making this argument. House Majority Leader Eric Cantor (R-Va.) and House Budget Committee Chairman Paul Ryan (R-Wis.) pushed the same case on the Sunday shows.
It’s a deeply flawed argument, though the motivation behind it is quite clear.
Note, if the argument sounds familiar, there’s a good reason – the “we can’t pass immigration reform because Obama’s an untrustworthy tyrant” tack first came up last summer. At the time, some congressional Republicans argued that a delay in the implementation of Affordable Care Act provisions was undeniable proof that “we have a president that picks and chooses the laws that he wants to obey and enforce. That makes him a ruler. He’s not a president, he’s a ruler.”
As we discussed at the time, the complaint isn’t persuasive. When it comes to the Affordable Care Act, the administration has some discretion in implementing various provisions. It’s not unusual and it’s not unique to health care. Plenty of parts of the Dodd/Frank financial-regulatory reform law were delayed, too. This has long been the norm, and using it as an excuse not to trust the entire executive branch on literally every issue is kind of silly.
As Brian Beutler wrote in July:
The administration isn’t unlawfully writing the employer mandate out of existence, just like it wouldn’t unlawfully refuse to send thousands of agents to the border if an immigration reform law required them to.
And because immigration reform will be a bipartisan law if it passes, Republicans in Congress will have less incentive to stand in the way if the implementation process reveals real problems with its drafting. Which means the administration won’t be left, as it is with the ACA, facing a suboptimal choice between implementing the law poorly or taking clunky administrative steps to smooth the process out.
So, if “we don’t trust Obama” is such a weak pretense for killing immigration reform, why are congressional Republicans so heavily invested in it? A few reasons, actually.
First, the GOP desperately hopes to convince the American mainstream that the president is an out-of-control, “lawless” radical. It’s not true – Obama’s actually a fairly moderate technocrat – but the manufactured narrative has become a convenient way for Republicans to raise money, rile up the base, and kill popular legislation.
Second, as a policy matter, it’s possible GOP lawmakers hope to use this excuse to tilt the policy playing field in their favor. As Greg Sargent noted on Monday, Republicans may very well insist that increased border security begin well in advance of any other part of immigration reform, insisting that it’s the only way for Obama to prove his “trustworthiness.” In other words, the legislation would give Republicans everything they want, with the understanding that other provisions could come later, once GOP lawmakers are satisfied the president isn’t a big liar.
And finally, let’s not lose sight of the blame game. Congressional Republicans, who have zero major legislative accomplishments since the 2010 midterms, are prepared to kill a popular, bipartisan immigration-reform effort that’s been endorsed by business leaders, labor leaders, economists, immigration advocates, and the faith community. If they refuse to pass legislation, as now appears likely, GOP leaders will need an extraordinary excuse to justify failure on this level.
According to Boehner, Cantor, and Ryan, that excuse effectively boils down to this: “Republicans don’t like Obama.” If they think that’ll work in persuading the public, they may want to consider a back-up plan.

“Willful Stupidity In The Obamacare Debate”: Fat Chance, Republicans Are Not Looking For Enlightenment
One of the best arguments for health-insurance reform is that our traditional employer-based system often locked people into jobs they wanted to leave but couldn’t because they feared they wouldn’t be able to get affordable coverage elsewhere.
This worry was pronounced for people with preexisting conditions, but it was not limited to them. Consider families with young children in which one parent would like to get out of the formal labor market for a while to take care of the kids. In the old system, the choices of such couples were constrained if only one of the two received employer-provided family coverage.
Or ponder the fate of a 64-year-old with a condition that leaves her in great pain. She has the savings to retire but can’t exercise this option until she is eligible for Medicare. Is it a good thing to force her to stay in her job? Is it bad to open her job to someone else?
By broadening access to health insurance, the Affordable Care Act (ACA) ends the tyranny of “job lock,” which is what the much-misrepresented Congressional Budget Office (CBO) study of the law released Tuesday shows. The new law increases both personal autonomy and market rationality by ending the distortions in behavior the old arrangements were creating.
But that’s not how the study has been interpreted, particularly by enemies of the law. Typical was a tweet from the National Republican Congressional Committee, declaring that “#ObamaCare is hurting the economy, will cost 2.5 millions [sic] jobs.”
Glenn Kessler, The Post’s intrepid fact checker, replied firmly: “No, CBO did not say Obamacare will kill 2 million jobs.” What the report said, as the Wall Street Journal accurately summarized it, is that the law “will reduce the total number of hours Americans work by the equivalent of 2.3 million full-time jobs.”
Oh my God, say opponents of the ACA, here is the government encouraging sloth! That’s true only if you wish to take away the choices the law gives that 64-year-old or to those parents looking for more time to care for their children. Many on the right love family values until they are taken seriously enough to involve giving parents/workers more control over their lives.
And it’s sometimes an economic benefit when some share of the labor force reduces hours or stops working altogether. At a time of elevated unemployment, others will take their place. The CBO was careful to underscore — the CBO is always careful — that “if some people seek to work less, other applicants will be readily available to fill those positions and the overall effect on employment will be muted.”
The CBO did point to an inevitable problem in how the ACA’s subsidies for buying health insurance operate. As your income rises, your subsidy goes down and eventually disappears. This is, as the CBO notes, a kind of “tax.” The report says that if the “subsidies are phased out with rising income in order to limit their total costs, the phaseout effectively raises people’s marginal tax rates (the tax rates applying to their last dollar of income), thus discouraging work.”
But the answer to this is either to make the law’s subsidies more generous — which the ACA’s detractors would oppose because, as the CBO suggests, doing so would cost more than the current law — or to guarantee everyone health insurance, single-payer style, so there would be no “phaseout” and no “marginal tax rates.” I could go with this, but I doubt many of the ACA’s critics would.
The rest of the CBO report contained much good news for Obamacare: Insurance premiums under the law are 15 percent lower than originally forecast, “the slowdown in Medicare cost growth” is “broad and persistent” and enrollments will catch up over time to where they would have been absent Obamacare’s troubled rollout.
The reaction to the CBO study is an example of how willfully stupid — there’s no other word — the debate over Obamacare has become. Opponents don’t look to a painstaking analysis for enlightenment. They twist its findings and turn them into dishonest slogans. Too often, the media go along by highlighting the study’s political impact rather than focusing on what it actually says. My bet is that citizens are smarter than this. They will ignore the noise and judge Obamacare by how it works.

“On Leadership”: Does President Obama’s Actions Only Count As Leadership If He’s Taking Steps Republicans Like?
By all appearances, President Obama would welcome the chance to work with lawmakers on a solution to combat the climate crisis. But in 2010, a cap-and-trade bill couldn’t overcome a Republican filibuster in the Senate, and the legislative prospects effectively collapsed after the GOP claimed a House majority in 2011.
There are, however, some steps the president can take on his own, and it appears Obama is increasingly prepared to do just that.
On the heels of the Senate’s passage of a long-awaited farm bill, the Obama administration is to announce on Wednesday the creation of seven regional “climate hubs” aimed at helping farmers and rural communities respond to the risks of climate change, including drought, invasive pests, fires and floods.
White House officials describe the move as one of several executive actions that President Obama will take on climate change without action from Congress.
In substance, the creation of the climate hubs is a limited step, but it is part of a broader campaign by the administration to advance climate policy wherever possible with executive authority. The action is also part of a push to build political support for the administration’s more divisive moves on climate change – in particular, the Environmental Protection Agency’s regulations on coal-fired power plants.
This move follows a more expansive climate policy Obama unveiled last June, relying almost exclusively on executive authority already acknowledged by the Supreme Court.
To be sure, these “climate hubs” are a fairly modest policy, intended to help a limited number of farmers adapt to changing conditions. But in the bigger picture, it’s also evidence of a sixth-year president eager to do something fairly specific with his power: lead.
And the more I think about it, the more common this seems to be.
There are a notable group of pundits who have spent much of Obama’s presidency demanding that he “lead more.” It’s never been entirely clear what, specifically, these pundits expect the president to do, especially in the face of unyielding and reflexive opposition from Congress, but the complaints seemed rooted in misplaced expectations and confusion over institutional limits.
As the argument goes, if only the president were willing to lead – louder, harder, and bigger – he could somehow advance his agenda through sheer force of will, institutional constraints be damned. And if Congress resists, it’s necessarily evidence that Obama is leading poorly – after all, if only he were a more leading leader, Congress would, you know, follow his lead. The line of criticism became so tiresome and so common that Greg Sargent began mocking it with a convenient label: the Green Lantern Theory of Presidential Power.
What’s I’m curious about now, however, is whether those same pundits are willing to concede that in the West Wing, there’s been all kinds of leading going on lately.
When Republicans threatened to hold the debt ceiling hostage last fall, promising to crash the economy on purpose unless Democrats met their demands, Obama drew a line in the sand – there would be no negotiations over the full faith and credit of the United States – and the GOP backed down. In the process, a new precedent was set, thanks to the president’s willingness to lead.
When a bill to impose new Iranian sanctions threatened to sabotage international nuclear diplomacy, Obama stepped up, applied pressure, worked the phones, arranged meetings, and convinced senators to hold off and give the ongoing talks a chance. The president’s leadership turned a bill that appeared ready to pass and stopped it in its tracks.
When congressional Republicans balked at a minimum-wage increase, Obama used the powers available to him to give thousands of government contractors a raise. The GOP remains outraged, but the president showed leadership and ignored the complaints. Obama now appears ready to take similar executive action on addressing climate change.
So here’s the question for the “lead more” pundits: doesn’t this count as presidential leadership, too? Or do Obama’s actions only count as leadership if he’s taking steps Republicans like?
