“Clinton vs Trump: A Shift In Gender Roles”: This Campaign Has Come Down To Fear vs Getting Things Done
One of the criticisms we’ve heard often about President Obama is that he doesn’t do enough to show us that he feels our pain. That has been a staple of pundits like Maureen Dowd who wrote this about the President during the Gulf Oil Spill in 2010.
Once more, he has willfully and inexplicably resisted fulfilling a signal part of his job: being a prism in moments of fear and pride, reflecting what Americans feel so they know he gets it.
That critique resurfaced over his two terms, most notably during the Ebola scare and the attacks from ISIS. It tends to place more emphasis on reflecting America’s feelings than it does on the actual “signal part of his job” – taking action to address the problem.
I thought about that when I read the report from Greg Sargent on his interview with Hillary Clinton’s chief strategist, Joel Benenson, about how she plans to take on Donald Trump in the general election. This part is revealing:
“This isn’t about bluster. It’s about having real plans to get stuff done. When it comes to the economy, Hillary Clinton is the only candidate with plans that have been vetted and will make a difference in people’s lives.”…
A certain species of fatalism has taken hold among our political classes in general and among Democrats in particular. The idea is that, because Trump has successfully broken so many of our rules…it must mean he has a chance at blowing apart the old rules in the general election, too.
And so, you often hear it suggested that Trump can’t be beaten on policy, since facts and policy positions no longer matter; that he is going to attack in “unconventional” ways, so there is more to be feared;…and that he has some kind of magical appeal that Democrats fail to reckon with at their own extreme peril.
That might be what this campaign comes down to – a contest between someone who is trying to reflect our feelings of anger and fear and someone who is determined to tackle the challenges we face as a country.
Beyond the importance of us getting that one right, it strikes me that these two candidates have completely flipped the script of who might be expected to take which side of that argument. When I was growing up, it was the Eisenhower Republicans who claimed the mantle of being the policy wonks to the Democrats who – even as rabble rousers – were the purveyors of peace and love. Whether you see that through the prism of Mommy and Daddy parties or the Myers/Briggs binary of “thinking vs feeling,” the roles between Republicans and Democrats have been completely reversed.
But the bigger cultural dynamic will come from having a woman be the thoughtful wonk and the man being all about the bluster of feelings. That is why I found the comedy of Samantha Bee to be so prophetic when she said this about the Republican presidential hopefuls as a group: “I don’t mean to sound sexist, but I think men are just too emotional to be president.”
That is a huge shift in our perception about the genders. It might help explain why so many voters still have trouble “getting” Hillary Clinton – she’s not playing the traditional woman role (just as Obama challenged the stereotypes about the angry black man). When she talks about breaking down barriers, one of the big ones she’s challenging is that a woman can be a thoughtful, intelligent leader.

“Trump Wants To Play Nice With Kim Jong Un”: What Does Trump Have That North Korea Wants?
Donald Trump has reprised his willingness to engage with autocrats. According to an exclusive interview with Reuters yesterday, Trump said he would be willing to speak to North Korean leader Kim Jong Un, the latest in a line of positive comments about strongmen around the world.
“I would speak to him, I would have no problem speaking to him,” said the likely Republican nominee. Trump said he would use his own strongman tactics against North Korea’s sole international supporter, China.
“I would put a lot of economic pressure on China because economically we have tremendous power over China. People don’t realize that,” he said of a nation of 1.3 billion people that makes up the world’s second largest economy to get North Korea to the table, given it is the Hermit Kingdom’s only major diplomatic and economic supporter. “And we have tremendous power over China. China can solve that problem with one meeting or one phone call.”
His hunch on how engaging with a country that has closed its borders to the world for over half a century appears incredibly naive. Asked how China could make a difference in North Korea’s stature, he said, “Because they have tremendous power over North Korea.”
He further tried to dispel questions about his knowledge of international affairs by reminding the interviewer that China, like North Korea, also had nuclear weapons.
But the bigger question, one left unasked by Reuters‘ reporters, remains. What does Trump have that North Korea wants? The country exists outside the capitalist global economy. Its leadership has maintained an iron grip over all public life, a grip that’s gotten even tighter since Kim Jong Un succeeded his father in 2011.
Sanctions have done little to dissuade it from continuing to pursue a nuclear program. Nor did the Sunshine Policies, a series of friendly actions enacted between 1998 and 2007 by South Korea which resulted in increased aid to the north, lead to changes in North Korea’s behavior.
“There are no positive changes to North Korea’s position that correspond to the support and cooperation offered by us,” said a report released by the South Korean government shortly after ending the program.
The Chinese government responded to the comments by also supporting dialogue between the U.S. and North Korea. “China supports direct talks and communication between the United States and North Korea. We believe this is beneficial,” said Foreign Ministry spokesman Hong Lei.
This is not the first time Trump has spoken positively of autocratic regimes. Last December, he praised Russian President Vladimir Putin as “a man so highly respected within his own country and beyond.” Then in March, he drew the ire of many when he described the Tiananmen Square massacre as a “riot” that was “put down with strength.”
However, international politics requires more than the willingness to talk, especially when it comes to North Korea, a country whose leadership remains ideologically opposed to the U.S. and capitalism. North Korean propaganda depicts America as the literal embodiment of capitalist excess, and it’s uncertain if North Korean leadership would even be interested in speaking to Trump in the first place.

“You Hear This One A Lot”: Is History Really Against a ‘Three-Peat’ for the Democrats?
At the end of a post listing various and sundry ways that Hillary Clinton could lose to Donald Trump in November, the Washington Post‘s James Hohmann offers this familiar “reminder”:
Don’t forget, history is not on Hillary’s side. Since World War II, only once has a party controlled the White House for three consecutive terms. (George H.W. Bush succeeded Ronald Reagan by beating Mike Dukakis in 1988.)
You hear this one a lot. Truth is, it’s an example of a conclusion reached via taking a very small sample and ignoring the details.
The argument excludes the first post–World War II election, in 1948, since that was an election that gave Democrats control of the White House for a fifth consecutive term. There are five elections that meet the definition: 1960, 1968, 1988, 2000, and 2008. As Hohmann noted, the incumbent party won one of these, in 1988. But then the incumbent party also won the popular vote in 2000; I imagine Democrats this year would settle for that precedent, given how incredibly unlikely it is that the Supreme Court will again step in to award the presidency to the popular-vote loser. So we’re now up to 40 percent of the elections defying “history,” even if you don’t count 1948.
Democrats won in 1960 and Republicans in 1968 in two of the closest presidential elections in history. And neither victory was the product of a straightforward election following some iron law of political science. Republicans lost in 1960 in no small part because JFK attracted a very high percentage of the Catholic vote — a classic onetime event. And you may recall many crazy things happened in 1968, including assassinations, riots, and the turning point of an unpopular war.
That leaves 2008, where Republicans failed to win a third consecutive term not because history shouted “STOP,” or even because voters were naturally restless after two GOP terms. Two events always viewed as “fundamental” game-changers both occurred: a war dragging on and becoming deeply unpopular, and the economy falling apart.
So, truth be told, there’s no “normal” two-terms-is-enough pattern we can point to that makes a GOP win — much less a Donald Trump win — this November significantly more likely. But we’ll keep hearing about it. And if Clinton wins, the next time the situation recurs we’ll hear “Since World War II, only twice … ”

“Reince Priebus Has A Conundrum”: How Donald Trump Trapped The Republican National Committee
On Fox News Sunday, Reince Priebus promised that Donald Trump will “bring an earthquake to Washington.”
At the least, he’s put the RNC chairman on shaky ground.
Priebus, the top official in the Republican Party, has a conundrum. His party’s presumptive nominee is making it extremely hard for him to attack Hillary Clinton, as Priebus’s most recent Sunday morning TV tour made excruciatingly clear. For years, the Republican Party has been developing talking points and strategic attacks to use against Clinton.
And one by one, Trump seems to be rendering them useless.
Priebus’s walk of Sunday shame came in the wake of a brutal few days for Trump. The Washington Post produced audio of Trump allegedly pretending to be his own PR flack, The New York Times released a scorching report about Trump’s creepy and predatory treatment of pageant contestants and female employees. On top of that, Trump spent the week arguing that he doesn’t have a responsibility to release his tax returns and that nobody wants to look at them anyway.
The tax returns—which Trump has said he will probably release at some point—are a uniquely thorny issue. When Face the Nation host John Dickerson asked Priebus whether Trump should release his tax returns, the chairman replied that voters don’t really care either way.
“This sort of traditional review and analysis of individual candidates has not applied to Donald Trump,” Priebus said—without saying why Trump should be immune to that scrutiny.
“Now, whether or not his taxes are disclosed or not is something I don’t think is going to move the electorate,” he added.
People aren’t that interested, Priebus argued.
But when it comes to transparency from Democrats, Priebus is a purist. He released a statement after the April 26 Democratic primaries needling Hillary Clinton for her refusal to release transcripts of speeches she made at Goldman Sachs.
“Whether it’s her secret email server that jeopardized national security, stonewalling on releasing the transcripts of her paid speeches to Wall Street banks, or deliberately misleading voters on nearly every issue, America cannot afford to have Hillary Clinton’s long track record of dishonesty and reckless judgment in the White House,” he said.
Americans are extremely curious about Clinton’s Wall Street speechifying—but tax returns, which would show how much money Trump earns and how he got it? Boring!
Priebus spent the rest of the interview—arguing that any effort to get a third-party candidate would be a “suicide mission” and that Paul Ryan will get along with Trump because they both oppose abortion. He was able to sneak in a reference to “the Benghazi,” but besides that the Democratic frontrunner went unmentioned. This isn’t a one-time thing. Some of the RNC’s favorite attack lines against Clinton could ring hollow, given the similarities between their guy and her.
Almost exactly two years ago, Priebus said Clinton’s health and age were “fair game” for her critics. He made the comment after Karl Rove reportedly suggested Clinton suffered from brain damage, as Newsweek reported.
“I think that health and age is fair game,” Priebus said on Meet the Press on May 18, 2014. “It was fair game for Ronald Reagan. It was fair game for John McCain.”
But it’s not a particularly fun game for Republicans, given that Clinton is one year younger than Trump. He’s 69, and she’s 68. Trump, in fact, was the only competitive Republican presidential candidate older than Clinton. Jeb Bush, Marco Rubio, Ted Cruz, and John Kasich are, respectively, 63, 44, 45, and 64 years old. So much for the age card.
In fact, Trump embodies many elements of the Clinton persona that Priebus used to love to rip. On June 10, 2015, for instance, he told Sean Hannity on Fox News that Clinton was “unrelatable” to typical Americans, dinging her for her wealthy lifestyle.
“She doesn’t live a life that’s even remotely close to any actual average families that are out there in Ohio that are going to be voting,” he said confidently. “And that’s going to be her Achilles’ heel.”
It’s certainly true that Clinton’s lifestyle doesn’t have much overlap with your typical soccer mom from the Toledo suburbs. The former secretary of state raked in millions by giving private speeches, and headed a foundation that kept her connected to global elites.
“The Clinton’s lifestyle has and always will be a liability because they play by their own set of rules,” said RNC spokesperson Lindsay Walters when reached for further comment. “They have enriched themselves and even their friends through any means necessary, whether it be raking in speaking fees from foreign governments or using the State Department and their family foundation for their own personal gain. If Clinton is going to claim to be a crusader against Wall Street on the campaign stump, people deserve to know what she got paid to tell them in private.”
Speaking of planes, don’t expect to hear Priebus criticize Bill Clinton for being a frequent passenger on a plane owned by sex-offending billionaire Jeffrey Epstein (nicknamed the Lolita Express). Epstein faces lawsuits from upwards of a dozen alleged victims, according to Vice. And in 2002—as Vice highlighted—Trump told New York magazine that he was a big fan of Epstein’s.
“I’ve known Jeff for 15 years. Terrific guy,” he said at the time. “He’s a lot of fun to be with. It is even said that he likes beautiful women as much as I do, and many of them are on the younger side. No doubt about it—Jeffrey enjoys his social life.”
It’s excruciating. And, by Priebus’s standards, it’s fair game. On Feb. 24, 2015, the RNC released a memo complaining that “there was hardly a single headline over Bill Clinton’s travels with Jeffrey Epstein.”
A few weeks later, Priebus told Bloomberg Politics that he had serious concerns about Clinton’s relationship with Epstein.
“I’d like to know what he was doing with Jeffrey Epstein, how many trips did he take, where was he going, what did he do when he was with this guy?” Priebus said. “When you hang out with a guy who has a reputation like Jeffrey Epstein, multiple times, on private jets, on weekends, on trips, on places at least where it’s been reported not very good things happen, it would be good to know what our former president was doing, especially because it appears he’s going to be part of a campaign ticket on the other side of the aisle.”
Vice noted that Epstein’s brother, Mark, testified that Trump took at least one flight on the Lolita Express. Awkward.
The more we learn about Trump, the less Priebus can say about Clinton—and the more uncomfortable his Sunday show swings will likely become. Thanks to Trump, Priebus is permanently on defense.

“How A President Negotiates With Congress”: Cross-Party Negotiations In Congress Are More About Leverage
The Democratic presidential primary has sparked a discussion on the left about the value of bold proposals vs incrementalism. In arguing for the latter, Scott Lemieux takes on the ridiculous notion that the history of Social Security and Medicare/Medicaid are examples of bold change proposals.
The idea that the Social Security — which not only offered modest benefits but intentionally excluded large numbers of African-Americans — was not an example of incremental reform is quite remarkable. Even more revealing is the Medicaid example. Nothing makes it clearer that this fake-nostalgia for the REAL LIBERAL Democratic Party of yore is just a rhetorical cudgel with which to beat Democrats and not any kind of serious historical analysis than this. Apparently, a public health insurance program that required states to cover only a subset of people well below the poverty line was REAL, UNCOMPROMISING LIBERALISM while a public health insurance program that required states to cover everyone up to 138% of the poverty line is the hopelessly compromised neoliberal work of useless corporate sellouts. Right.
But then Lemieux takes on an argument we’ve heard often during the Obama presidency about how he has too often pre-compromised by negotiating with himself. This is the case Brian Beutler made not too long ago when arguing in favor of Bernie Sanders’ approach.
But if we’re imagining both of their agendas as opening bids in negotiations with Congress, why fault Sanders for not negotiating with himself? Ask a future Democratic Congress for single payer and a $15 minimum wage and you might get laughed at… but you also might get the public option and a bump to $12. Ask it for the public option and a $12 minimum wage, as Clinton might, and you’ll get a fair hearing from the outset, but you might end up with advancements barely worth fighting for. President Obama, as Sanders is fond of noting, negotiated with himself, and progressives paid an unknowable price as a result.
Here’s what Lemieux says about that:
People who think that important legislation gets passed by presidents making opening bids far outside the expected negotiating space have no idea how presidential power works. (And, for that matter, have no idea how negotiating works. If the Mariners phone up the Angels and offer Mike Zunino for Mike Trout, that doesn’t mean that the Angels will then offer to accept Leonys Martin for Mike Trout; it means the Angels GM will stop taking your phone calls.) To say that a president “pre-comprimised” is often used as an insult, but it is in fact a sign that he knows what he’s doing. The lessons of FDR and LBJ — and now Obama — are the opposite of what this faction of the left thinks they are.
Frankly, the argument Beutler makes is something that has never made sense to me – no matter how many times I’ve heard it over the last 7 years. For example, if President Obama had made single payer his opening bid in health care reform, I fail to see how that would have triggered a more progressive negotiation process. First of all, it would have negated what he ran on as a candidate and more likely would have been ignored – even by Democrats – as a serious proposal. Similarly, the President proposed raising the minimum wage to a meager $10/hour a couple of years ago. Did that spark a negotiating process with Republicans? No, they’ve simply ignored it – just as they did his “bold” proposals for things like the American Jobs Act, universal pre-K and free community college.
The truth is that cross-party negotiations in Congress are more about leverage than they are about bold opening bids. In order to get the other party to the table, you have to be willing to give them something they want. That is why – since 2010 when Republicans took control of the House – pretty much the only thing that has been negotiated is the budget and raising the debt ceiling. Initially Republicans used those “fiscal cliffs” as leverage (or hostages) to get what they wanted. For the last couple of years, both parties have eventually come to the table on budgets in order to avoid another government shut-down (which is the leverage).
Beyond what Lemieux wrote, it is important to remember that when FDR was negotiating for Social Security and LBJ for health care, they were engaged in intra-party negotiations – much as Obama did during those few months that Democrats controlled the House and had a 60-vote majority in the Senate. That is not a likely scenario for a Democratic president any time in the near future. Any “bold” proposal will therefore require having leverage that brings Republicans to the table. In other words, it will require pre-compromise.
